I DISCOVERED THE HORRORS OF THE CROSS BRONX EXPRESSWAY when I worked for the Daily News out of its Bronx bureau in the late 1990s. I commuted by car along this six-lane, 6.5-mile roadway, often spending hours inching my way across while spewing unimaginable amounts of motor vehicle fumes into surrounding neighborhoods where New Yorkers continue to suffer from high asthma rates. Robert Moses was the key political figure behind such roadways, which were deemed by most as racist to the people of color who lived nearby because of the health problems they caused and because local residents had their homes destroyed for the highway’s construction. U.S. Sen. Chuck Schumer and Rep. Ritchie Torres last week proposed building a deck that would include green spaces over portions of the Cross Bronx with funding from the federal infrastructure bill just passed by Congress. This could reduce some of the pollution that’s emanating from the expressway. Why not also find a way to include affordable housing? That’s been a part of a similar proposal for Sunnyside Yard, a railroad facility in Queens that would include 12,000 units of affordable housing and 60 acres of open space. Even the publicly subsidized Hudson Yards that was built over rail yards on Manhattan’s West Side included more than 100 units of affordable housing. Spokespersons for Schumer and Torres told me that adding affordable housing is possible. Schumer’s spokesperson added that any action should be “community-driven.” So here’s a chance for members of this community to bring back what was taken from them. Moses plowed through the Bronx with a roadway project that was made in the name of progress. Progress, however, will truly come when that wrong is reversed.

After saying for months she could not yet release them, the state attorney general has made public thousands of pages of transcripts from her office’s investigation into claims of sexual harassment against former

One of the many bits of information buried in the pages related to Cuomo’s handling of the COVID-19 pandemic, which was not a direct subject of the investigation but was one of many developing scandals under scrutiny at the time of the former governor’s resignation. Namely, a former top Health Department official asserted that Cuomo did not allow the state to coordinate efforts with local departments of health, something that one of New York City’s top public health officials seemed to agree with through a tweet.

The same day that James released the transcripts, the chair of the Assembly Judiciary Committee said that he would call members back to Albany on Nov. 18 and 19 to review the impeachment report put together by the investigators the chamber hired. It’s somewhat unclear whether this is a final report, or a draft that may yet still be changed before its official release. BLM PROTESTERS OPPOSE RETURN OF NYPD PLAINCLOTHES UNIT

New York City Mayor-elect Eric Adams discussed his desire to bring back plainclothes anti-crime units to help combat gun violence. Mayor Bill de Blasio and the NYPD disbanded the plainclothes unit last year amid racial justice protests. Some Black Lives Matter activists are not happy to hear about the possible reversal of that decision. Hawk Newsome, co-founder of Black Lives Matter of Greater New York, said that there would be “riots” and “bloodshed” in the city if Adams did bring back the plainclothes officer units when the incoming mayor met with activists. The prediction or

threat, depending on how one views the statement, has not deterred Adams.

DEAL ON CONTROVERSIAL BLOOD CENTER FACILITY REACHED

Upper East Side community members and local officials have been opposing a new New York Blood Center facility, saying it would be too tall for the neighborhood. Local lawmakers who have expressed their opposition included Rep. Carolyn Maloney, state Sen. Liz Krueger and most importantly, Council Member Ben Kallos. Normally, if the local council member gives a project the thumbs down, their fellow members follow suit thanks to a practice called member deference. But that didn’t happen this time as the City Council approved the project with some tweaks.

Absentee ballot counting this week ought to clarify results in recent elections across the state.

New York reps cross party lines on infrastructure bill The $1 trillion infrastructure bill that passed in Congress earlier this month will fund the largest federal overhaul of transit, highways, bridges and rails in decades. New York lawmakers crossed party lines on both sides of the 228 to 206 vote to pass the bill, with four House Republicans who voted in favor of it and two Democrats who voted against it. The defecting legislators, who are divided among factions that have emerged throughout the infrastructure bill debate, are now facing backlash from their parties as Congress continues to negotiate the $1.85 trillion social spending and climate portion of the package. Rep. Nicole Malliotakis is among the group of New York Republicans who voted in favor of the bill. “Just like President Trump’s plan that I supported and pledged to pass when I was running for Congress, this will provide a minimum of $100 billion over five years that will benefit New Yorkers,” Malliotakis wrote in an op-ed in the Staten Island Advance. Republican Rep. Andrew Garbarino also pointed out that while his vote was in opposition to the majority of his party’s, it went against those cast by Democratic “squad” members who voted against the package, including Reps. Alexandria Ocasio-

Cortez and Jamaal Bowman. “The bipartisan infrastructure bill that passed on Friday will bring crucial infrastructure investment to New York. It will not: Raise taxes ... Fund the Green New Deal … Increase our national deficit … That’s why Progressives like AOC voted against it,” Garbarino tweeted after the vote. He was among eight Republican “problemsolvers” who worked with Senate Democrats over the summer to negotiate the bill. Reps. John Katko and Tom Reed were also part of this group. “When I first ran to represent Central New York in Congress, I pledged to deliver comprehensive infrastructure reform. As Co-Chair of the bipartisan Problem Solvers Caucus Infrastructure Working Group, I helped develop the framework for the legislation before the House,” Katko said in a statement. Ocasio-Cortez and Bowman were part of a larger group of progressive lawmakers who have said for months that passage of the infrastructure bill was contingent on the dual passage of a separate social spending bill. The governor is signing bills left and right – but with edits. GOV. KATHY HOCHUL has been working at a fast pace in her first few months in office – signing bills into law and vetoing legislation. She’s also been writing quite a few approval messages, which detail so-called chapter amendments to a new law, negotiated by the legislative and executive branches, that pass the state Senate and Assembly the following year. Governors typically issue a few dozen of these

approval messages each year out of roughly 500700 bills passed. In his first year in office, Andrew Cuomo issued just 18, but in 2019 he issued over 100. Hochul and Cuomo have roughly split the 35 approval messages issued thus far this year, allowing Hochul to avoid vetoes and play nice with legislators. And some of the busiest weeks of the year (from a bill signing perspective) are still ahead.

A Q&A with outgoing New York City Department of Youth and Community Development Commissioner

What was the original purpose of the agency? Our mission statement is very simple. It’s to invest in neighborhoods to alleviate the effects of poverty and help New Yorkers and families flourish. One of the things I’m most proud of is that we were the first city agency to integrate services, so people can connect to them and fight poverty.

Was it a smaller budget to start with? The original budget was $77 million in 1996. It’s a 1,200% increase since 1996. When I became commissioner, we were just above $400 million and now we’re at (more than a billion dollars), a 147% increase. All things considered, we’ve grown five times the rate of the

city budget, which speaks to the administration and the council’s commitment to young people into highpoverty communities. What advice would you give to your successor? Build on what we’ve accomplished because what I started was built under my predecessor. We focus on data because data is so important. It gives you direction on how to invest, where to invest. Listen to your partners in the nonprofit community, because their ears are to the ground. I would tell my successor to make the point that we’re lean and mean. We punch above our weight. And we’re making a difference in the communities that need the help the most.

The pandemic was especially hard on people of color. Did that impact the services at your agency? It really focused our efforts even more than prior to the pandemic. In the summer jobs program, 91% of the young people who got jobs were either (part of) communities of color or (in) one of the neighborhoods most impacted by the pandemic. We doubled down and made an effort to make sure that those communities benefit the most. The other thing that we have done is revise our equity statement to make clear that DYCD, its goal is to become an anti-racist organization. We understand (that) government sometimes may make decisions

that may impact access to resources. There’s an assumption that the playing field is level, but the playing field has never been really level. We have to, in some ways, overcompensate for the fact that there is inequity in our society by focusing on the communities that have the greatest need. You are retiring from this office. Is that the end for you in public service? No, I’m actually exploring volunteer opportunities in my neighborhood. I started as an activist in the Asian American community. I see this as the golden age for Asian Americans. One of the first things I worked on during my years in the Asian American community was creating council districts

that would maximize the voting strength of Asian Americans. I worked with Council (Member) Margaret Chin when we worked with activists to create the Chinatown district. So not being in government gives me a certain freedom to do things that I perhaps couldn’t do if I was in government. In fact one of my projects I hope to work on is to do an oral history of Asian American activism from 1965 to 1991. ’65 is when the federal government opened the immigration status to unify families and that’s how many Asian Americans came to this country. And ’91 is when we created the first Asian-centered districts in Chinatown and Flushing. – Ralph R. Ortega and Kim Corona

OR A CANDIDATE like Adrienne Adams, the Somos conference in Puerto Rico offered a prime opportunity to make a splash in the increasingly muddy race for New York City Council speaker. Over ice-cold cocktails on the beach and poolside tostones, speaker candidates had the chance to convince colleagues new and old that they are best equipped to lead the council. Council Member Adrienne Adams, who made history as the first woman to represent southeast Queens City Council District 28, is one of seven confirmed candidates vying to lead the council next year when it welcomes in dozens of new members. Adams was also one of several candidates to host receptions at Somos where candidates’ allies helped boost their pitch to new and returning council members. At a brunch on Nov. 5, Adams turned out a strong crowd with a dozen members from across the city in attendance, including her close colleague and friend

Selvena Brooks-Powers, returning members Kalman Yeger and Eric Dinowitz, and newcomers Linda Lee and Lincoln Restler. Rep. Greg Meeks, chair of the Queens County Democratic Party and a potential power player in the race, spoke at the reception, as did Benny Boscio, leader of the Correction Officers’ Benevolent Association, a union that’s often criticized by Democrats but one that Adams has worked with on addressing sexual assault in city jails. Before Adams spoke to the crowd, she chatted with political consultant Amelia Adams (no relation) and joked about the recent win of Eric Adams (no relation, but they did go to Bayside High School at the same time). “It’s a good time to be an Adams in politics right now!” Amelia Adams said. But in a speaker race that continues to be deemed anyone’s game – the field of candidates even looked for a moment like it was going to expand – it’s still unclear if Adams has the support necessary to win a vote of her 50 colleagues in the council. In a crowded race that showed no signs of narrowing during Somos, Adams has yet to really stand out. Adams did not hit the primary campaign trail for other candidates as hard as other speaker candidates – though she did donate to a number of candidates, some of whom lost their primaries. Adams was one of several speaker contenders to face a primary challenger this year, which is how she explains her lack of involvement with other campaigns in the spring. “I was fighting to keep my job because I knew that if I didn’t have it, then I couldn’t be standing with you here today,” she said during her Somos reception. All of that means that Adams has a lot of catching up to do. “She has to make the case of ‘Why me?’ Especially considering that other candidates have been out there saying, ‘why them’ for a substantial period of time,” said one Democratic council member who asked not to be named because they didn’t want to criticize colleagues. Adams said she has been doing that work, including taking advantage of the ample opportunities Somos afforded for talking to council members and other figures with influence in the race, such as county party leaders, labor unions and the incoming administration of Eric Adams. The pitch that Adrienne Adams is making to those people is one that touts a breadth of policy expertise, her experience leading sometimes messy political bodies like Queens Community Board 12, and her ability to not only represent the majority-female and increasingly diverse

council, but to make history as its first Black speaker. Organizations outside the council, including the United Federation of Teachers, have vowed to throw their support behind a female speaker candidate, but it’s unclear whether that will be a priority for all members. Adams chairs the council’s Public Safety Committee and sits on several others, including the Land Use Committee and the Capital Budget/ Finance Subcommittee. Before being elected to the council in 2017, she worked as a corporate trainer in the private sector and served on then-Gov. Andrew Cuomo’s Local Planning Committee for the Jamaica Downtown Revitalization Initiative. “We’re facing a post-pandemic recovery,” Adams told City & State. “I’ve seen the passage of four executive budgets through as a member of the budget negotiating team, and I’m fully prepared to work with the incoming council and mayor to bring our city back.” Adams has developed a reputation as a relatively moderate Democrat, a

point on the ideological spectrum that is increasingly judged by where lawmakers stand on the role of police in society. (As chair of the Public Safety Committee, Adams has pushed for policing reforms and increased oversight, but opposed defunding the NYPD.) And this time, speaker candidates can’t ignore the slightly larger faction of Republicans in the council. Republican Council Member Joe Borelli, who may end up directing six votes in the race, said that the minority party doesn’t vote by ideology in the speaker race as all the candidates are too far left. “It’s more about whether the speaker candidate respects the role of the minority party and whether they see us having a role in governing,” Borelli said, declining to say whether Adams – or any other candidate – fit that bill. Adams also hopes that her early endorsement of and relationship with Mayor-elect Eric Adams makes her a contender for his support in the race. (Eric Adams has said that he won’t get involved, but some observers don’t necessarily

believe him.) Labor leaders have also traditionally made their picks known, and this year major players like 32BJ SEIU, the building service workers union, and District Council 37, are expected to stick together as a coalition. Most labor leaders say the race is still wide open. Adams does appear to have at least one union firmly in her corner; her reception at Somos was co-hosted by Local 372, the union representing many Department of Education employees, and President

Even if Adams does have Meeks’ backing, that doesn’t mean that she can count on votes from the full Queens delegation. “It’s not the speaker’s race of 2013 when the Queens boss kind of decided everything,” said one Democratic consultant who asked not to be named to avoid taking sides in the race. Whereas former Queens Democratic Party boss Joe Crowley could once direct the votes of other members in his borough to a chosen candidate, the Queens delegation

said. Adams told City & State that she has support but declined to name any incoming or returning members who are in her corner. Adams said she’s reaching out to members now – and has been since the primary – to make her case for speaker. Included in that pitch is a promise to focus on the outer boroughs. “A lot of focus has been on Manhattan in the past,” she said. “And quite frankly, I’m looking to put more effort into putting the spotlight on the outer boroughs that have

LECTION NIGHT, AND an old face takes the stage. “Vi-to! Vito! Vi-to!” The crowd in the tent for the Staten Island GOP victory party cheers for Vito Fossella, who was just elected as borough president by an overwhelming margin – 62% to 30%, according to preliminary in-person results. “Thank you,

thank you, thank you,” he says, calming the crowd. “It’s good to be back!” And it was quite the comeback – a return to public office 13 years after a drunken driving arrest and an affair kept the former member of Congress from running for reelection. Fossella, a big name who left the public eye, couldn’t help but be remembered for his history – so he leaned into it, talking about how problems of today reminded him of the problems he faced 27 years ago when he first ran for New York City Council. “Crime was through the roof. Welfare rolls were sky-

rocketing. We had the largest landfill in the world,” and no schools had been built in the borough in 20 years, he said in a Republican primary debate in May on NY1. Now? “Unfortunately, we see the same thing happening today in this city. It’s out of control. Crime is out of control. Taxes are through the roof. The last year, small-business owners were punished,” he said. “So I think I want to be the real voice for Staten Island once again.” Staten Islanders ate up the message, and elected him – with an assist from former President Donald Trump’s “Complete and

Total Endorsement.” But as might be expected from a man so defined by his past, it hasn’t been entirely clear where Fossella is going next. Will he stick to Borough Hall, picking up the infrastructure-heavy agenda of his term-limited predecessor, Staten Island Borough President Jimmy Oddo? Or will Fossella find himself a citywide, or even national, profile representing not just

Staten Island, but the city’s Republican minority, emboldened by an opponent in the White House and recent Republican electoral wins in the city and region? New York City’s only Republican member of Congress, Rep. Nicole Malliotakis, is in Washington, explained Leticia Remauro, a Republican consultant who just ran against Fossella in the general election on the Conservative Party line, but Fossella is in the city, with “a ringside seat to what’s going on. Either he gets in the ring and dukes it out with the Marxists, or he’s going to let down his supporters.”

F YOU FOLLOWED politics at the time you couldn’t forget the story. And if you read any coverage of this year’s borough president race you probably know the story too – it’s hard not to mention. On his way home from a 2008 event at the White House celebrating the Super Bowl champion New York Giants, Fossella was arrested for drunken driving in Virginia. His excuse was that he was rushing home to his sick daughter – who, it was soon revealed, was his child with a retired Air Force colonel with whom he was having an affair, unbeknownst to his wife and kids on Staten Island. A rising star now fallen, Fossella said he wouldn’t run for reelection, and served out the last seven months of his term – before serving four days in jail on the drunken driving charge. Fossella kept a low profile after that, but he never totally left the world of politics. He worked as a lobbyist for former U.S. Sen. Al D’Amato’s Park Strategies, briefly hosted a pro-Trump TV show on right-wing outlet Newsmax and was later employed for a financial firm with state and city government contracts (including one collecting debts for unpaid speed camera tickets while railing against cameras as a “money grab” on the campaign trail). It took former Rep. Anthony Weiner less than two years to attempt a political comeback after his sexting scandal. It took former Gov. Eliot Spitzer a little more than five years after his prostitution scandal. Fossella was offered chances to mount an electoral comeback. He kept turning them down, saying he wasn’t interested. “He left politics,” said New York City Council Member Joe Borelli, a Staten Island Republican. “This is over a decade. It’s not like he left and was showing up at veterans barbecues.” Then earlier this year, Fossella did start showing up at barbecues. That was about it. He joined the borough president race

relatively late, in March, and barely reported spending any money. He never had much of a campaign team, held few events and never created a campaign website. He ignored many media outlets looking for information on his candidacy. (Fossella’s campaign did not respond to multiple requests for comment for this story.) “This race was, frankly, not a traditional race in the true sense of planning it out and spending months or years plotting it out,” Fossella told NY1 in July. “We decided in a few days.” The odds seemed long as he faced off against New York City Council Member Steven Matteo, a party favorite who had been planning a run for years, and Remauro, the former chair of the Republican county organization. But Fossella had a well-known name and – crucially – the support of Trump and allies like former New York City Mayor Rudy Giuliani. Trump endorsed Fossella just days before the primary, too late to even send out a mailer to voters. But word spread quickly, thanks to a robocall recorded by Trump, and – as The City first reported – Fossella’s former employer Newsmax, which spent $25,000 on Facebook ads announcing the endorsement. Fossella didn’t change much for the general election. He was repeatedly barred from receiving public matching funds because he didn’t disclose certain information on forms from the Conflicts of Interest Board, then denied again because the campaign’s reported contributions and spending varied too much from its receipts, as the Staten Island Advance reported. Fossella corrected the issues and got about $640,000 just days before the general election. Fossella still lacked a campaign website and, apparently, any official platform, but he spoke in media appearances about his past – securing new school seats for Staten Island and helping close the Fresh Kills landfill as a council member – and what he would do in the future: reduce crime, help small businesses and get rid of vaccine mandates and speed cameras. What made Fossella stand out seemed to be the “R” next to his name, and a promise that voters believed: He would be “the real voice for Staten Island.” Fossella proved it by once again by getting Trump’s endorsement in the general election. On election night, Fossella bragged to the crowd that the former president had called to congratulate him. They’d been chanting “Vito” a minute before, so a new call broke out: “Trump! Trump! Trump!”

TATEN ISLAND IS the smallest borough by far, but that’s like saying it’s the smallest whale in a sea of fish. Its population of 496,000 people makes it more populous than Rochester, Syracuse and Albany combined. A total of 123,320 Staten Islanders voted for Trump in 2020, good enough for 56.9% of the borough’s vote. Yet the one borough that Trump won – New York City’s conservative outpost – is home to less than one-fifth of the city’s Trump voters. The city as a whole gave Trump 691,682 votes, which is more than he got in the entire state of West Virginia. Sure, they were outnumbered by voters for President Joe Biden 3-to-1 in New York City, but there are a lot of them. That is to say that the Staten Island borough presidency, which has been held by Republicans since 1990, comes with a loud megaphone. And if one wanted to use it to speak across the harbor to the other four boroughs, a lot of people might listen. The current borough president, Oddo, has mostly stuck to the island, and mostly stayed out of party politics. He didn’t endorse anyone in either the recent Republican mayoral primary or the general election. Rather than cast a vote for Trump, Oddo said he wrote-in Ronald Reagan in 2016 and George Washington in 2020. Oddo will be replaced by a man who fields phone calls from the former pres-

ident, so some Republicans aren’t just hoping that Fossella will be sharing his conservative views; they hope he’ll be sharing them citywide. “I think he has an obligation to,” Remauro told City & State. “Now he has an obligation not only to the people of Staten Island, but also the conservative-minded individuals of New York City to create balance in a government that has gone far left.” Others in the Trump wing of the New York GOP, like New York Young Republican Club President Gavin Wax, are eager to have “the comeback kid,” Fossella, in a high-profile role where he could function as a GOP standard-bearer. “His name, his brand, his connections to the Trump world count for a lot,” he said. “It shows that he could be a serious political force, in the is-

land, in the city, and maybe even the country.” Borough president might not even be enough. “(This win) reestablished him, and he can leverage this in a million different ways,” Wax said. Rumors that Fossella might challenge Malliotakis in the Republican congressional primary in 2022 spread even before he won the Republican primary. Publicly the pair are at peace – she endorsed him for borough president in July. Privately, there’s thought to be tension about who will become top dog on Staten Island, with the threat of a messy primary hanging over them. Malliotakis, who did not respond to a request for comment, took a turn toward Trump for her 2020 congressional run, but she’s relatively moderate for a House Republican. Her recent vote with Democrats to pass the infrastructure bill personally angered Trump and was a step too far for some hardline Republicans like Wax, who wrote that Malliotakis is “working deviously to undermine the strength of the GOP from within.” Joe Caldarera, a lawyer who challenged Malliotakis in the 2020 Republican primary, is now saying he may run again. Meanwhile, Democrats are hoping that redistricting could pair heavily Democratic areas of Brooklyn or lower Manhattan with the Staten Island congressional district, all but dooming Republicans’ chances. Fossella, with his seat

secured for at least four years, could end up as the city’s top Republican whether he wants to be or not. Of course, some people prefer that he would stay focused on Staten Island. “Vito Fossella has been around for a very long time. He’s been around before Trump. So it’ll be interesting to see if he actually cares about Staten Island as a whole,” said Amoy Barnes, a Democratic operative and former City Council candidate on the North Shore. Fossella skipped a forum she helped organize in her heavily Democratic neighborhood, she said, but she has no choice but to give him another chance now that he has been elected. “Is he going to show up for the North Shore? And is he going to stand up for Staten Island in general? We all have needs on Staten Island. But I want to see if he’s going to show up,” Barnes said. Even in this highly partisan political atmosphere, some Democratic officials are willing to give Fossella a chance too – as long as he takes a page from Oddo. “Jimmy is an amazing person. … He never took stuff personal. He looked out for the best interests of Staten Island,” Brooklyn Borough President-elect Antonio Reynoso told City & State. “If Vito wants to do the same thing, I think that he would get a warm welcome and we would be working together.” One potential partnership? The “low-hanging fruit” of a ferry between Staten Island and Bay Ridge, Brooklyn. “I’m here to build, not destroy,” Reynoso said. “So if there’s an opportunity to work with him, we’ll figure it out.” Fossella has a lot to figure out. He’s back in the spotlight after years behind the scenes. And he’s now in an executive role leading the borough, instead of just one of 435 members of Congress. He’s taking office at a time when Republicans are once again expanding their modest foothold in the city and suburbs. In the 2022 elections, they’ll be eager to prove that 2021 wasn’t a fluke, even as they face long odds in statewide races. The Staten Island borough president could try to be in the middle of it, a voice for Trump voters citywide, now that the former president has moved to Florida. Or Fossella could focus on the government side of things, securing wins from a Mayor-elect Eric Adams, who’s eager to make inroads with conservatives in the outer boroughs. A third option: He could try to do both. Fossella is happy to be back – but it isn’t clear what path he’ll take.

TATEN ISLAND HAS long been a place apart. The borough, which has a much more evenly divided electorate when compared to the rest of New York City, has seen the Republican Party gain an edge over the past year. Rep. Nicole Malliotakis ousted incumbent Max Rose in 2020, flipping the borough’s sole congressional seat from blue to red. Former Rep. Vito Fossella, a Donald Trumpendorsed Republican, returned to the scene to win the borough presidency this month. New York City Council Member Joe Borelli, who coasted to reelection, is poised to serve as the leader for a resurgent group of Republicans that will increase to as many

as six members next year in the city’s legislative body. Of course, Democrats still hold several key offices on the island. Kamillah Hanks will succeed New York City Council Member Deborah Rose in January, while fellow Democrats such as state Sen. Staten Island District Attorney Mike McMahon has been laser-focused on the health crisis that has been overshadowed by the pandemic: 173 people in the borough overdosed on opioids in the first nine months of this year, and in 2020, fentanyl was present in 80% of fatal opioid cases, according to his office. There has been little rest for McMahon’s prosecutors, who have handled homicide cases and charged drug dealers while also chasing down gift card fraudsters, vehicle sales hucksters and litterers.

Former Rep. Vito Fossella barely held any events and didn’t even have a campaign website, but he got a huge boost via a robocall from former President Donald Trump just before the primary – and then enjoyed a sizeable margin of victory in the race to become Staten Island’s next borough president. Fossella, who notoriously kept a second family when he served in Congress more than a decade ago, unexpectedly edged New York City Council Member Steven Matteo by 290 votes in the June Republican primary for the post.

Staten Island’s lone congressional seat has seesawed between parties in the last two election cycles, so it’s no surprise Rep. Nicole Malliotakis hauled in nearly $2 million to help her do battle against two early progressive challengers for her seat next year. She has sought to shore up her conservative credentials by bashing President Joe Biden’s foreign policy approach regarding China and Afghanistan and by helping gubernatorial candidate Rep. Lee Zeldin in his search for a lieutenant governor. Also, a heavyweight rematch with former Democratic Rep. Max Rose could be imminent.

North Shore Democratic state Sen. Diane Savino has been the driving force behind some of Albany’s most important legislation since the pandemic hit. Savino’s yearslong campaign to legalize recreational marijuna succeeded in March. Now, she is working to ensure its smooth rollout, including new rules allowing patients to grow pot plants at home. Her laborfriendly measures, including one barring employers from penalizing public sector workers for taking sick time related to COVID-19 and another requiring private sector employers to offer retirement plan options for workers, both passed easily.

key to securing $100,000 for Richmond University Medical Center to help prevent and treat gun violence.

Richmond University Medical Center President and CEO Daniel Messina celebrated what he called a “monumental day” when his staff received a second dose of the COVID-19 vaccine in January. Since March, RUMC has given out 10,000 vaccines, launched an app to help patients schedule their appointments and kept the hospital safe by mandating vaccines for any visitors. Messina and his staff were the recipients of a gala in July for their heroism during the pandemic.

8 BRAHIM ARDOLIC EXECUTIVE DIRECTOR Staten Island University Hospital Last November, Dr. Brahim Ardolic was devising a strategy to determine which COVID-19 patients his new field hospital would treat as cases surged. When Staten Island University Hospital saw fewer than 100 COVID-19 cases five months later, Ardolic turned his focus to the hospital’s future. The city approved the hospital’s application for a $139 million women and newborn center, and Ardolic hired two new deputy executive directors. COVID-19 patients are still

Mark Lauria helped keep the borough’s cultural jewel intact during a turbulent period when events and tours went virtual and its CEO stepped down. Visitors are coming back, and events like the Porch Plays Festival, its Halloween costume party and Winter Lantern Festival are returning this fall. And a new rain garden to manage stormwater runoff is coming soon.

35 PAUL DIGIACOMO PRESIDENT Detectives’ Endowment Association As the Oct. 29 deadline for New York City workers to obtain a COVID-19 vaccine loomed, Paul DiGiacomo struck a delicate balance of opposing mandates while ensuring members who wanted to get inoculated could do so easily. The detectives’ union leader argued that the city’s weekly coronavirus testing program was adequate and chided the mayor for rushing the vaccine program. He predicted a rise in retirements, with nearly 10,000 officers eligible to vest out, and said morale is low within the department and needs to be fixed.

Gervasi also represented Republican New York City Council candidate David Carr in a close and contentious primary, and Carr narrowly won that race as well as the general election.

The NYPD veteran lives in the borough and previously served as its operations commander. Vega’s colleague, Rafet Awad, oversees the NYPD’s Community Affairs Unit in the borough, and in his role, he has educated residents on how to stop car thefts and other nonviolent crimes. This fall, Awad was recognized by the Jewish Community Center of Staten Island for his work cultivating relationships with the borough’s immigrant communities, organizing events and serving children.

Richmond County Clerk Stephen Fiala has been in city government for so long that he has sat on the past two decennial charter commissions in 2010 and 2019. In addition to the Republican’s duties as managing a repository of property, court and vital records – some of which date back to the 1600s – Fiala collects fines, taxes and revenues for the city. The former New York City Council member also swears in new elected officials and judges and even officiates weddings.

Edward Josey and his colleagues have been striving to make Staten Island a more equitable place through direct action, education and youth organizing. But Josey, who has been honored for his leadership and work in the borough, is just as dedicated to ensuring Staten Islanders

43 WILLIAM FRITZ PRESIDENT College of Staten Island After 13 years of academic service with the College of Staten Island, including nearly a decade as president, William Fritz in October announced his retirement, which will be effective at the end of the year. Fritz led the campus through $250 million in renovations and a move to NCAA Division II athletic competition, as well as managing CSI’s reopening during the coronavirus pandemic. But his plan to consolidate shared governance at the higher education institution was overwhelmingly rejected in October.

44 ANGELO ARAIMO INTERIM PRESIDENT Wagner College When Wagner College President Joel Martin resigned abruptly in October after running the liberal arts school for only two years, thenSenior Vice President Angelo Araimo adroitly managed the leadership change. A veteran academic administrator,

Araimo joined Wagner in 1994, helped implement its long-term strategic plan and broke ground on its $3 million athletic facility. Araimo has the full backing of Wagner’s board of trustees and promised to keep the school running smoothly through the coronavirus pandemic.

45 DANIEL CASSELLA PRESIDENT Amalgamated Transit Union Local 726 As more Staten Islanders return to work, they’re noticing more express bus and subway cancellations. ATU Local 726 President Daniel Cassella wants the Metropolitan Transportation Authority to expedite hiring as Staten Island is down 40 bus drivers from pre-pandemic levels and ridership is only 53% of what it was in 2019. Cassella also recently called for the MTA to absorb two express routes into the city transit system so they wouldn’t be canceled. He could get a receptive audience in City Hall following his union’s Eric Adams endorsement for New York City mayor.

Gray-Brumskine has pressed the federal government for an extension to the deadline to obtain green cards after the coronavirus pandemic put many Liberians out of work and the Liberian consulate was temporarily closed. GrayBrumskine also helped to organize the second annual African Heritage Festival in Park Hill in September.

73 JAMES PRENDAMANO CEO Prendamano Real Estate Although COVID-19 emptied storefronts on commercial corridors like Hylan Boulevard, James Prendamano wasn’t worried. The real estate broker pointed to trends that New Yorkers looking for “more elbow room” are flocking to the borough, which has kept rents steady and accelerated sales. His advice for commercial owners is to find nontraditional tenants like medical-related offices. Prendamano, who just changed the name of his company from Casandra Properties to Prendamano Real Estate, brokered the sale of a 24,000-square-foot

So Siller walked more than 500 miles from Washington, D.C., through Shanksville, Pennsylvania, where Flight 93 crashed, over the Bayonne Bridge and into lower Manhattan in time for the solemn ceremony. Kosovar spiritual leader Tahir Kukiqi came to Staten Island nearly two decades ago and has since become an integral part of the borough’s fabric as a leader with the Albanian Islamic Cultural Center and chaplain within the NYPD. Kukiqi helped put together a pop-up vaccination site in April at the AICC, which inoculated more than 800 people, and he worked with the Staten Island district attorney’s Hate Crimes Task Force to unveil a campaign

with a budget of $18 million, which includes managing 310 educators and staff members at 14 Head Start, Universal Pre-K and child care sites that serve 1,200 children and families.

What a week it was for former Gov. Andrew Cuomo. There was new reporting about mistakes the Albany County sheriff made that may sink a criminal case against him. Then came the transcripts. There may not have been tapes, but lordy there were pages upon pages of questions like, “Do you know where a human’s butt is?” Between that and debating the finer points of what a “girlfriend” and a “date” is, the transcripts hardly exonerated Cuomo.
