GOV. KATHY HOCHUL’S REVISED PLAN FOR RENOVATING PENN STATION scales back the project her predecessor Andrew Cuomo had proposed, but it still includes razing several buildings in the neighborhood for 10 new towers. Among the buildings slated for the wrecking ball are the 150-year-old St. John the Baptist church, the Hotel Pennsylvania and what was Gimbels department store. Preservationists, among others, sounded off at a public hearing over the plan on Wednesday, including Andrea Goldman of the New York Landmarks Conservancy, who demanded a halt to the project. Goldman is among those supporting a renovation of Penn Station, but also saving 50 buildings in the neighborhood that are either part of a national historic registry or should be, according to reporting by Gothamist. While Hochul’s above-ground plan for the area would usher in much-needed jobs and affordable housing, it would squander an opportunity to hold on to some of the historic and architectural gems from New York’s past. Among these would be the copper-clad skybridge that connected the old Gimbels building to another building across 32nd Street. Why not repurpose some of these structures? Cipriani has done this throughout lower Manhattan, most recently opening in the old Battery Maritime Building. In fact, Mayor-elect Eric Adams held a fundraiser at the iconic structure along Manhattan’s shoreline. The skybridge is one of five left in New York City. Saving it and putting it to use for a new generation doesn’t repeat the mistake made when the original Penn Station came down. A lack of vision at the time failed to see how much we would still need and appreciate it today. Why go there again?

JAMES DROPS OUT State Attorney General Letitia James announced that she would seek reelection rather than continue her bid for governor. Her decision came as a surprise and shook up not just the race for governor, but the competition for her seat. Gov. Kathy Hochul loses the opponent who most
saw as her staunchest competition. Although it certainly doesn’t guarantee her election, the move does widen Hochul’s path to victory. A Siena College poll that came out the same week had the governor with a comfortable 18 percentage point lead over James, her closest competitor, with other declared candidates even
further behind. James’ reentry into the race for attorney general was bad news for those who sought to replace her, a crowded field that was expected to grow.

NEW YORK CITY APPROVES NONCITIZEN VOTING New York City took a major step toward becoming the largest city in the nation to permit noncitizens to vote in municipal elections after the City Council passed legislation to enable it. Although Mayor Bill de Blasio has expressed reservations about the bill, he has given no indication he would veto it. Under the bill, green card holders, those with work visas and Deferred Action for Childhood Arrivals recipients would be able to vote in the races for mayor, City Council, public advocate, comptroller and borough president. It’s estimated to affect between 800,000 and 900,000 people.

resignation, effective Jan. 14. Although not directly involved in former Gov. Andrew Cuomo’s response to allegations of sexual harassment, documents released by the attorney general’s office revealed that he made disparaging comments about one accuser – Lindsey Boylan – when she tweeted in 2019 about the Executive Chamber being a toxic place to work. Additional reporting also came out about allegations that Malatras himself fostered a toxic work environment before taking on his role as chancellor. Combined with the fact that he was a close Cuomo ally who was deeply involved in the former governor’s COVID-19 response, some state lawmakers and student groups wanted to see Malatras go. Although he had the backing of the board of trustees and Hochul declined to call for his ouster, Malatras said that the work of SUNY must go on “undistracted,” echoing the words of his

former boss when he resigned as governor.

SOHO REZONING CLEARS KEY HURDLE A New York City Council committee voted to move along a controversial rezoning of SoHo and NoHo in Manhattan, the last major neighborhood rezoning of de Blasio’s tenure. Despite opposition from wealthy residents of the neighborhoods and advocates for affordable housing, the upzoning cleared one of the final hurdles to getting approved. Unlike past rezonings, which have often happened in lower-income communities, this one would impact the wealthy enclave of SoHo, which has among the highest rents in the entire city. However, opponents said that it also included parts of immigrant communities in Chinatown and failed to ensure that adequate affordable housing will actually be built.

New York City Mayor-elect Eric Adams announced David Banks, founder of Eagle Academy, as his pick for schools chancellor on Thursday. Adams’ first major administration appointment doesn’t come as much of a surprise. Banks was widely expected to be the incoming mayor’s top pick and is a co-lead on the transition team’s education committee. Banks is best known as the founding principal of Eagle Academy for Young Men, a network of public schools geared toward low-income Black and Latino boys. Starting with one school in the Bronx, the Eagle Academy network now includes six schools; five in New York City and one in New Jersey. The small schools, which embrace culturally responsive curriculum, have a mixed track record, though the five schools in New York have generally held higher than average graduation rates for the city, Chalkbeat New York reports. But while Banks’ appointment may have been expected, inheriting control of the nation’s largest public school system – still weathering the effects of the COVID-19 pandemic – is sure to bring surprising challenges. are receiving equal access to education, the next chancellor will have to confront massive learning gaps and the emotional trauma caused by the pandemic. Confronting students’ trauma is one of Banks’ first priorities, The New York Times reports, along with expanding early childhood education. Another question Banks may encounter right off the bat is how to approach a possible vaccine mandate for students. Mayor Bill de Blasio has held off from mandating the COVID-19 vaccine for students – it’s currently required for teachers and staff – but Adams has said that he’s open to requiring it for students too. Banks will also be tasked with implementing changes to the gifted and talented program – though Adams has suggested that he won’t overhaul the program, as de Blasio promised late in his term to do. The deep racial segregation in New York City’s schools is a challenge previous chancellors have struggled to confront. “I want to help transform the lives of so many of our children, but particularly Black and brown children who have struggled the most in this system,” Banks told The New York Times. “They need people to be bold on their behalf.” – Annie McDonough

What do you think about SUNY Chancellor Jim Malatras resigning over his connection to the Cuomo sexual harassment scandal? At the end of the day, the student voices, and particularly the voices of the elected student leaders, are what matters most, because we pay the tuition. We feel that we should have a leader who has a strong moral character, academic credentials and background. And we look forward to working with the board on a nationwide search. What I’ve been hearing the most from students this morning is: “How can we get involved?” We unfortunately did not

Why did the issue of his recently revealed text messages resonate so much with students in particular? I heard from so many students across the system. I heard from students out on Long Island, I heard from students in Buffalo, Plattsburgh – every campus was making their voices heard within our elected student body. It’s just so important that we have a leader who’s going to respect women, and that was the sentiment that I heard from students over what feels like almost the past two weeks. We’re just proud that his resignation has finally come to fruition, that the students’ voices

I did speak with the chair and a handful of other folks before that was released. I made sure to bring forward what I was hearing from students. It was the same sentiment, every single campus, particularly women and mothers. I assume your points were not included in the final version of the letter? No.

We’re just proud that his resignation has finally come to fruition, that the students’ voices have been heard, and that action has been taken. What is most important for SUNY moving forward? We need investment. And the reason I use the word investment is because when we invest public funding into SUNY, that money goes directly back into the state economy. We need operating support so we can open up more and expand our child care centers. We can have food pantries available on every single campus and enhanced training for faculty and staff to make inclusive workspaces and inclusive environments for students. There’s so much that needs to be done in the area of disability resources. All of that is going to help our students graduate on
time and successfully. And lastly, what is the bottom line for students in the upcoming months? We’re going to fight for Excelsior and other programs and other scholarships to cover transportation, food and housing and textbooks and laptops. That is what students have to pay for. Those are the real costs associated with pursuing a degree. Last year, we froze tuition with the Legislature for three years. We got a tuition freeze. Now what we’d like to do is go from freeze to free, and work with the Legislature to make tuition free across public higher education. -Zach Williams

FTER A BRUISING, six-month Democratic primary season and another five months with Eric Adams as the presumptive mayor of New York City, we have a decent understanding of who the man is. But what will he do as mayor? Lately, Adams has simply been saying he’ll be a GSD mayor – one who will get “stuff” done. “This is my theme: GSD,” he told late night host Stephen Colbert while handing him a GSD NYC T-shirt. “I’m going to say get stuff done for you, but there’s another meaning with the ‘S.’” If former New York City Mayor Michael Bloomberg was the big business-minded technocrat (think: the 311 system), and if New York City Mayor Bill de Blasio is the progressive focused on lifting up those that Bloomberg left behind (think: universal pre-K), then Adams is positioning himself as a little of both. The mayor who will take an efficiency minded-approach and reopen communication with big business in the city – but one who will direct the money he plans to save back to the underprivileged in the form of more services. It’s a lofty goal, and his success will be determined, in part, by which of his endless policy ideas he will choose to devote resources toward and will be able to implement. Adams doesn’t have a single, signature, standout policy – but he does have a lot of thoughts. More than 100 of them. Some 106 short policy ideas ranging from a single sentence to a couple paragraphs
were included in a document his campaign released in January 2020. Brevity does not mean they’ll be easy to implement. He wants to appoint an “efficiency czar” and reduce each agency’s budget by “at least 3-5%.” He wants to “rein in hospital costs” by standardizing pricing. And he wants to impose a “data tax on massive tech companies” and use the proceeds to guarantee highspeed internet access and help fund the expansion of a remote learning program where “top-flight educators” teach “students from all communities.” Other ideas seem relatively easy – and impactful. Screen all students in city schools for dyslexia. Keep expanding Citi Bike. Hire more Black and brown cops. So what will Adams focus on? At this moment of infinite possibility, before the mayor-elect takes office, it’ll be a little bit of everything, explained his spokesperson, Evan Thies. Adams’ City Hall will be asking, “How are we improving government and government services with new policies and gradually improving the quality of life overall – rather than here’s the thing with the ribbon and the 25-page plan,” he said. “That 100+ steps document? You’re going to see a lot of things.” But every mayor has some cornerstone policies. And from his campaign web-
site, his speeches on the trail and conversations with his team, it’s possible to identify a few. There’s no one guiding principle for Adams’ proposals, Thies said – there’s two. “Efficient and effective. It’s both.” So if Adams wants to get stuff done? Here’s the stuff. Expanding direct cash assistance Andrew Yang made universal basic income a topic in the Democratic primary – even if he himself wasn’t proposing it for New York City. But his opponents all felt like they had to share their own ideas for direct cash assistance. Adams’ NYC AID Plan, or Advanced Income Deployment, expands upon the federal government’s Earned Income Tax Credit, or EITC, and gives money back to lower-income households. But this plan also fits into a larger part of the incoming mayor’s economic vision. “There’s a bigger thing, which is significantly increasing the city capital plan to create green jobs,” Thies said, mentioning jobs that could be created out of climate resiliency projects and retrofitting wastewater treatment plants. Adams’ wind power plan, too, would see jobs training directed at low-income New Yorkers and people of color, including the creation of a wind power training hub in Sunset Park. Adams may not have to start completely from scratch in making the city a wind power hub; de Blasio announced in September a $191 million, 15-year investment in offshore wind projects, including manufacturing work. Upzoning wealthy areas The attempt to upzone the SoHo and NoHo neighborhoods of Manhattan this year has demonstrated that building affordable housing in wealthier, mostly white neighborhoods is no easy feat. But upzoning wealthy neighborhoods is a key part of Adams’ philosophy on affordable housing. While rezonings have largely focused on bringing more units to low-income neighborhoods in the past, Adams’ approach would prioritize adding afford-

able units to wealthier neighborhoods to allow lower-and middle-income people to move in – something like the opposite of gentrification. He has also proposed working toward the same goal by converting both city office buildings and hotels to affordable housing or supportive housing. Including wealthy enclaves of the city in upzoning projects is an idea groups like the Regional Plan Association have endorsed, but ushering these projects through the city’s Uniform Land Use Review Procedure is easier said than done. Still, the recent approval of the Gowanus rezoning shows that it can happen. Targeting gun violence Public safety is the platform issue that received the most attention in Adams’ campaign – and arguably in both the primary and general elections. Adams campaigned as a former cop who aimed to reform the department from within, and that balance – supporting law enforcement while securing reforms – is the same that Adams has said he will strike while in office. That starts with a sharp focus on gun violence. Adams has promised to revive the New York City Police Department’s much-criticized plainclothes anti-crime unit as an “anti-gun unit,” a vow that has already garnered backlash from advocates for police reform. (The anti-crime
units had developed a record of disproportionately high fatal shootings and civilian complaints. Adams says his anti-gun unit would be staffed and trained with a focus on community relations and equipped with body cameras.) Stopping the flow and circulation of guns is part of his strategy too, including increased spot checks at transit hubs. Adams has also preached the importance of the nonabusive application of stop, question and frisk for getting guns off the street. “(It) is a necessary tool, whereby police approach someone who fits a witness description or otherwise appears to be carrying an illegal weapon,” Adams wrote of the controversial tactic in a recent op-ed. Health care roadshow Adams wants to bring health care services into underserved neighborhoods, investing in mobile units that act like doctors offices on a tour bus and have doctors set up shop in New York City Housing Authority complexes or setting up tables at school drop-off and pickup times. Adams’ plan calls it “a one-stop shop for basic exams, preventive care, and resources to live a healthier life” – and would be open to the uninsured and undocumented. Adams has also proposed expanding access to telehealth to cut down on emergency room visits.

DoITT could then focus primarily on core IT services for city agencies, “ensuring city departments have the appropriate hardware and software for accomplishing their day-to-day responsibilities,” as the Urban Tech Hub’s report puts it. That report also suggests appointing a deputy mayor of technology to oversee all of the city’s IT-related agencies, including the Mayor’s Office for Data Analytics and New York City Cyber Command. Currently, the city’s IT agencies report to different deputy mayors. While New York City currently has a chief technology officer, it’s not a position that comes with the authority to implement changes across city agencies. A deputy mayor for technology is an idea that’s been endorsed by leaders in the tech and IT industries, but the jury is still out on whether Adams will bite on this idea. The tech committee of the Adams transition team is expected to make recommendations on how to fill top IT positions, including DoITT commissioner and CTO as they exist now, whether that’s new appointments or de Blasio appointees staying on. CREATE A DIGITAL SERVICE CORPS Recruiting talented technologists remains a huge problem for governments, as those workers are often lured by private sector jobs with better pay and benefits. The Urban Tech Hub has suggested that the Adams administration – possibly with the assistance of City Council legislation – confront this problem by creating a New York City Digital Service. Inspired by federal programs like 18F and the United States Digital Service, this is a group that would hire technologists on contracts of a couple years to help develop and design technology services and projects, as well as serve as advisers, across all city agencies. This program would aim to appeal to those who are interested in public service but aren’t willing to commit to a career in government – or willing to sit through a civil service exam – but its success would hinge on a large enough group of people who fitting that description.

In addition, credit discrimination is still a sad reality. Until March 2021, when the Consumer Financial Protection Bureau (CFPB) issued an interpretative rule clarifying sex discrimination under Equal Credit Opportunity Act (ECOA) and Regulation B, it was legal in 35 states for bankers to decline a loan based on the sexual orientation of the applicant.

Unlike the many power lists we publish recognizing the most influential individuals in city and state politics, this feature instead highlights those who are dedicated to helping others. These leaders – in business, government, nonprofits and advocacy – exemplify the optimism and idealism that make New York a national leader, especially as partisan gridlock hinders the nation’s ability to contend with an unending pandemic, heightened racial tensions and a rising climate crisis.

Defining social responsibility David Rockefeller, who founded the Partnership in 1980, was a model for good corporate citizenship long before it was in vogue. He argued that global business is dependent on the infrastructure, the talent pool and the livability of great world cities. He argued that business has both an obligation and a vested interest in partnering with government to ensure the health of communities, of the educational system and expansion of economic opportunities to the residents of the cities where they are located. Today, this is called corporate social responsibility, but David just saw it as the necessary and right thing to do for the communities where businesses operate and their employees live. Examples of recent Partnership CSR efforts include a Small Business Resource Network set up with the New York City Economic Development Corp. to help thousands of struggling entrepreneurs survive the pandemic.

JIM MALATRAS Jim Malatras decided the time had come to step down as chancellor of the SUNY system. He faced growing calls for either his resignation or firing after transcripts released by the attorney general’s office revealed disparaging comments he made about Lindsey Boylan in 2019 and new reporting about his own toxic workplace.
