THIS WEEK’S ISSUE IS CITY & STATE’S LAST FOR 2021. After the news cycle New York has had over the past 12 months, the annual Winners & Losers feature couldn’t come at a better time, or with a more appropriately titled wrap. In this final editor’s note, I’d like to mention the historic year this was for women across the state. From the female majority winning 31 out of the 51 seats on the New York City Council to having a woman serve as governor for the first time. That’s an amazing amount of progress made in a short amount of time, and the momentum will keep going in the new year. Gov. Kathy Hochul already has announced that she plans to seek reelection. New York City also will have its first female police commissioner, Keechant Sewell. Some news reports suggested that Sewell will have a “tough job” leading the New York City Police Department, primarily because of the recent spike in certain crimes. It’s a tough job, regardless of crime spikes. It’s about taking command of the largest and one of the oldest police forces in the U.S. Sewell and the female politicians who are about to take charge are not to be underestimated. The proof is they made it this far, and especially in a male-dominated world that’s now facing a reckoning over unacceptable behavior toward women. It was long overdue, which is why 2022 promises to be an unprecedented year, not just for New York City, but for the entire state, and hopefully one that will inspire future generations.

AN EVENTFUL END TO THE CITY COUNCIL YEAR
In the final stated meeting of the year, the New York City Council approved a number of big-ticket items, including the SoHo/NoHo rezoning in a last-minute victory for de Blasio before he leaves office. The controversial plan had been met with
opposition by members of the wealthy community, but supported by advocates of affordable housing. The rezoning is expected to produce 900 affordable units. Lawmakers also approved a landmark gas ban that would outlaw new gas hookups in buildings in favor of electric stoves and water heaters. And they joined the statewide

march toward good cause eviction by passing a resolution in support of the proposal and calling on the state Legislature to pass it. Although a number of upstate cities passed their own local versions of the renter protections, New York City doesn’t have the authority to approve housing laws within its borders.
FALLBACK PLAN Soon-to-be jobless Mayor Bill de Blasio can tease a gubernatorial run all he wants, but his chances aren’t looking great, with one major labor ally, the Hotel Trades Council, pledging its support to Gov. Kathy Hochul last week. Luckily, he might have stumbled on a next move in announcing a new sustainable freight plan. Observers on Twitter said de Blasio looked right at home behind the wheel of a UPS microtruck – which, though small, still fit the 6’5” mayor.

After what some considered a slow start to staffing up his administration, New York City Mayor-elect Eric Adams made two important appointments. The first was his new police commissioner, picking the New York City Police Department’s first female leader in Keechant Sewell. An unexpected choice, Sewell comes from Long Island, where she spent about two decades in a suburban police force, rising through the ranks before getting the attention of Adams. Although she doesn’t have deep ties to the NYPD or extensive experience managing a force the size of New York’s, her appointment was met with praise by policing experts and reformers alike. Adams also tapped Louis Molina as the commissioner of the Department of Correction, who will take over the troubled system after a year marked by numerous deaths of those in custody. Molina will be the first Latino in charge of the city’s jail system. And when he announced the appointment, Adams also said that he would begin using solitary confinement again.

Gottfried announced that he would retire at the end of 2022 and would not seek reelection. Elected when he was just 23, Gottfried spent the past 50 years as a progressive leader in Albany and spearheaded the push for single-payer health care in New York. Fellow progressive lawmakers and advocates for single-payer are now hoping that the Legislature can approve the New York Health Act before he’s gone. Gottfried’s retirement also quickly led to a crowded field of potential candidates who want to win a seat that hasn’t been open for decades.
WINTER COVID-19 SURGE COMES TO NY
Winter is upon us, and with it has come a brand new surge of COVID-19 cases. The state, as well as New York City, are experiencing the highest rates of infection since the beginning of the year. Statewide, the number of cases has increased nearly

60% since Thanksgiving. In the city, the positive test percentage doubled in the course of a few days. And the new, highly virulent omicron variant is quickly spreading both among the vaccinated and the unvaccinated. Statewide, Hochul’s mask or vaccine mandate for businesses went into effect, though not without pushback. A handful of county executives around the state said they would not enforce the mandate. Meanwhile, in New York City, Mayor Bill de Blasio expanded the vaccine mandate for employers and said that he would open more testing sites, extend hours and send 500,000 home testing kits to residents across the city. The announcement came after the city had shuttered a number of testing sites and as lines to get a COVID-19 test began to once again wrap around blocks. Hochul also said the state would begin prioritizing getting home testing kits to the unvaccinated.

Lawmakers to Hochul: Expand public renewable power Lawmakers are calling on Gov. Kathy Hochul to back up her rhetoric on climate change with action in her first state budget. In a letter shared exclusively with City & State, Assembly Member Robert Carroll and 54 other state legislators asked that Hochul include the New York Build Public Renewables Act in her agenda for 2022 to help the state meet its ambitious climate goals. Under the proposed legislation, the state would allow the New York Power Authority to greatly expand its renewable capabilities by removing the six-facility limit the public authority has on owning large-scale generation facilities. Additionally, the bill would require NYPA to build out only renewable energy while phasing out all nonrenewable facilities. “We have to pass BPRA this year – anything less will repeat the failures of past energy policies that have put promises over action and have put New York on a path toward disaster,” the letter reads. The state in 2019 passed the landmark Climate Leadership and Community Protection Act, enshrining a number of climate goals into law, like reducing New York’s carbon emissions 85% by 2050 and 100% carbon-free electricity by

2040. However, in the years since, climate activists have expressed disappointment with the state Legislature for not passing followup legislation to ensure the state reaches the benchmarks. The closest goal is less than a decade away, increasing New York’s share of electricity from renewable sources to 70%. Right now, the state gets about 30% of its electricity from such sources, but the vast majority is from hydroelectric and nuclear power, neither of which many environmental advocates want to expand. Solar and wind make up only about 6% of the state’s energy production. Bill sponsor and lead letter writer Carroll said that the only way the state can meet its climate goals is to ramp up production from New York’s own public utility. “The private markets, they may pay for some wind farms off of Long Island,” Carroll told City & State. “But they’re not going to go to every corner of the state and spend the money and the capital to connect small renewable energy projects … to the grid.” He argued that since NYPA is not profit-driven, it could accomplish this – if the state allowed the authority to expand. – Rebecca C. Experts agreed that de Blasio’s legacy will start with his introduction of universal pre-K.
W
was never accused of engaging in a pattern of sexual misconduct, lording over a toxic workplace, covering up deaths from COVID-19 in nursing homes or profiting off of his government staff’s work on a book about leadership during the pandemic. About that pandemic – it’s almost inevitable that de Blasio will be remembered as the COVID-19 mayor. It’s been an incredibly challenging time for the city, and while the specifics of de Blasio’s actions and decisions during this time are the subject of active debate, the city’s vaccination and testing infrastructure is a testament to his City Hall. With all that in mind, City & State reached out to a variety of people who think deeply about city politics. And asked a simple question. “How will de Blasio be remembered?” Responses varied from long and thoughtful to short and snappy. There were
points of agreement, like universal pre-K, but only one thing’s for certain: de Blasio was really tall. These responses have been edited for length and clarity. Harold Holzer, director of The Roosevelt House Public Policy Institute at Hunter College Ultimately, I think Bill de Blasio will be remembered as the mayor who managed to enact universal pre-K. That’s a major achievement that no amount of negativity or controversy can take away from him. On the other hand, he will probably be remembered, too, as the mayor who engaged for too long in a futile, distracting feud with Gov. Cuomo that came to a head at the worst possible time: the COVID-19 crisis. That, in a nutshell, is Bill de Blasio’s tale of two cities.

E CAN ALL AGREE on one thing about New York City Mayor Bill de Blasio: He was really tall. Everything else is up for debate. But now, as de Blasio’s eight years as mayor of the greatest city in the world come to a term-limited end, it seems like the right time to assess his legacy. We know how he feels about his own tenure – at least, what he’ll say publicly. His greatest achievements, he said at a December event at the Roosevelt House Public Policy Institute in Manhattan, were neighborhood policing, the mental health initiatives branded under ThriveNYC and introducing universal pre-K. The fact that de Blasio has been relentlessly criticized for his handling of the New York City Police Department and that his mental health initiatives are regarded as at least hard to measure and at most a boondoggle, did not go unnoticed. Old New York City mayors never fade away. They simply run for higher office. At least that was the fate of failed presidential candidates Rudy Giuliani, Michael Bloomberg and de Blasio. If everything goes as expected, de Blasio will also run for governor of the state of New York after he’s term-limited out of office as mayor on Jan. 1, 2022. Like Ed Koch before him, he probably won’t win. There are many reasons for that, but part of the equation has to be that being mayor of New York City is a tough job. Responsible for everything, and never good enough. De Blasio introduced NYC Ferry? Cool, but too expensive. He built affordable housing, but affordable for who? Inequality was reduced, according to some measures, but does it feel like the tale of two cities is over? And of course, de Blasio’s reputation was formed, in part, by being an easy target for ridicule. His adherence to Prospect Park YMCA trips was the perfect symbol of the stubbornness behind so many of his political decisions – and nondecisions. He walked a narrow ethical line with political fundraising, and the subsequent investigations left him deeply in debt. And many New Yorkers will never forgive him for running for president when he already had the greatest job in the world – which, for years, he never really seemed to enjoy. Of course, nobody targeted de Blasio more than former Gov. Andrew Cuomo – and de Blasio outlasting his bitter rival has to be considered one of the triumphs of his tenure. Some may find de Blasio annoying, but he

Here’s my list off the dome. Progressive politician who brought stop and frisk to the fold. Universal pre-K. Suspect relationships with real estate developers. Antagonistic relationship with the New York City press corps. Contentious relationship with the NYPD. Legal woes. Presidential bid. Beef with Gov. Cuomo. Naps. Chronic lateness. Steady hand during COVID-19 (at times). Unforced errors time and time again.

Brooklyn YMCA. Horse carriages still going strong. MSNBC. Universal 3-K. Relatively safe city. Diverse Cabinet. Could he end up like (former New Orleans Mayor) Ray Nagin? Sean McElwee, progressive consultant De Blasio was elected during the last wave of progressive activism surrounding Occupy Wall Street and the financial crisis. He campaigned on a tale of two cities and he successfully implemented a pre-K program, invested in our public hospital system and pushed through an ambitious city Green New Deal. As a new generation of progressives grows into governing it’s worth learning lessons from him. Simply passing policies into law did not guarantee permanent popularity, events like police brutality ultimately defined the late mayoralty.

The climate ambition of the city has been overwhelmed by the ill-fated decision at the state level (out of his control) to shut down Indian Point. As we pass ambitious climate legislation, it’s an important reminder that NIMBY concerns will bedevil the movement for years. Government is ultimately made of people who have to execute on the progressive agenda, and the government is quickly losing talented young people. The new generation of progressives have seized power, but de Blasio’s mayoralty reminds us that wielding it is the difficult part. Ultimately I think de Blasio did a good job given the constraints of governing. And I wish the people who think they can do better the best, but it’s really fucking hard. person who perpetually engaged in shady fundraising practices, along with political favoritism, whose greatest contribution might be avoiding indictment. mative in the life of kids and parents and the life of the city. I think there are education gains that will be seen down the line. They’re not old enough to see it yet, but we’ll get there. And we were involved in the fights around salary parity. That system was always designed to pay some people less than others. That was rectified, but it took so much fighting and so much pushback. Pre-K was great, and yet the way it was implemented was harmful to workers who were not paid what they should have been to do that work. If you ask parents who took advantage of free preschool so they could work and give their kids a boost, I would suppose, warmly. If you ask labor leaders who saw him reduce income inequality, I would suppose, appreciably. If you ask advocates for affordable housing, they would say, “Good, but not enough,” even though he did more than anyone since (Fiorello) La Guardia. If you ask people in poor neighborhoods who are afraid of both crime and the police, they would say, “He tried, but we’re still

De Blasio’s tenure will, in part, be defined by his petty squabbles with then-Gov. Andrew Cuomo, his capitulations to the NYPD and his response to the COVID-19 pandemic. But there are perks to the job, like when he met actor Jon Hamm in 2017, who seemed to make the mayor a little starstruck.

go down – in a group probably with Abe Beame, David Dinkins and him – as weak mayors. You had a strong mayor (with Bloomberg), but you always get elected as a reaction to the previous mayor, and Bloomberg never talked about the other half of the city – the people who were struggling in Black and brown communities. (De Blasio) got elected for doing that. Homelessness is out of control. He gets credit for putting more affordable housing on the market. Still, like most mayors, has not come up with a solution for homelessness. He’ll be known as the mayor of the pandemic. And I think he gets OK grades for that. But was not a superstar. Of course, he had a problem with Andrew Cuomo at every turn. He leaves a city that is looking forward to the next mayor. And I don’t think he will be remembered fondly by the electorate. What was he thinking, going for presi-
dent? What is he thinking going for governor now? He got into a lot of trouble on fundraising. Personal fundraising and raising money for Senate Democrats. And I often saw him at different events. He would ask people for money at events – “When are you going to throw me a party?” You can’t really judge him like you judge other mayors because of the pandemic. But I thought on health matters he did a good job. But the city and the city’s economy is still trying to get out of the mess from the pandemic. It’s the fundamentals that (de Blasio) lacked in. All of us who study the mayoralty go back to the La Guardia statement of there’s no Democratic or Republican way to pick up the trash. … And you just don’t get that from this administration. 2021 GIVETH, AND 2021 TAKETH AWAY. Vaccines arrived to save the day, but if you thought you could throw out your collection of face masks already, you had another thing coming. New York state got its first female governor! How did we come to this remarkable milestone? Her predecessor fell from grace after numerous damaging scandals. This was accompanied by a realignment of power at the state Capitol that legalized recreational marijuana and online sports betting. There was also a whole lot of change in New York City’s political ecosystem – so many new faces will be joining the City Council, with historic representation for women, Asian Americans, Latinos and LGBTQ people. And how about that new guy coming into the mayor’s office? We might have to adjust the timing of First Read when 2022 mayoral press briefings start taking place at 5:30 a.m. Without further ado, here’s who ended the year on top of the world, and who ended up as a persona non grata.
Eric Adams, New York City’s mayor-elect, is a master of the art of persuasion. How else could he pass the ultimate political test of winning a New York City Democratic primary? Who, at age 15, would see the kid beaten in the basement of a police precinct and think he’d one day be a cop? Who, in 1996, would look at the rabble-rousing police officer, hated by many of his colleagues and under constant investigation, and think he would become an elected official? Who, in 2006, would look at this candidate running for state Senate, so supremely confident in himself, and think he’d actually become mayor? But by the time 2016 rolled around, politicos were taking the Brooklyn borough president seriously as a contender. And five years later, he did it: winning the June Democratic primary with 50.4% of the vote, once the rankedchoice voting tabulation played out, and winning the general election in November with a commanding 67% of the vote. It was the culmination of years of planning, but that doesn’t mean that success was guaranteed. He faced an uncertain race with surprising – and strong – opponents. You can laugh at Andrew Yang, but he struck a nerve and won over a lot of Asian voters who Adams thought would be part of his coalition. And who would have thought Kathryn Garcia, the lowkey bureaucrat, would catch fire? But Adams stuck to his plan, emphasizing his outer borough, Black working-class roots. The former cop was perfectly positioned to speak to the New Yorkers who were worried about an increase in certain crimes, while his history as a critic of the department meant that criticisms that he’d let the NYPD run rampant didn’t stick. And after the primary? Adams owned the long honeymoon. Every power broker in the city, the state, the country wanted to meet him, and he took the meetings – sometimes past midnight, often wearing a sharp red blazer, and always looking like he won a Grammy along with the keys to Gracie Mansion. As hard as the election was, Adams has to know that was the easy part compared to what lies ahead. He’ll make mistakes – the mayor-elect said he’s “perfectly imperfect” – but you can’t ever take away the fact that that kid from Queens was elected mayor of the greatest city in the world. Eric Adams always believed in himself, and in 2021, he persuaded the rest of the city to believe in him too.

Oh, how the mighty have fallen. This time last year we were highlighting then-Gov. Andrew Cuomo’s ability to soothe the state during the onset of the COVID-19 outbreak with his must-watch daily press conferences that earned him an International Emmy. This year, however, is a completely different story. In August, Cuomo resigned following the release of not one but two damning reports that came out of state Attorney General Letitia James’ office. The first report, released in late January, on the state’s COVID-19 response in nursing homes revealed that the governor’s office concealed the actual death toll of nursing home residents, which was far higher than what the state Department of Health reported. The second report, which came out in early August, corroborated 11 different allegations of sexual misconduct made against Cuomo and indicated that the governor helped foster a toxic work environment. Cuomo was first accused of sexual misconduct
in December 2020 by Lindsey Boylan, but those allegations had yet to be substantiated until the release of James’ report. Several days after the report was released, amid calls for his impeachment and resignation, Cuomo stepped down. Now, Cuomo faces possible criminal charges for forcible touching, though it remains unclear how likely he is to be convicted. Cuomo and his spokespeople have continued to deny all of the allegations made against him and have insinuated that James’ reports were fueled by her own political ambitions. Since Cuomo’s fall from grace, his Emmy was taken back. Even worse, Cuomo’s controversial memoir about how he handled the COVID-19 crisis is at the center of an ongoing ethics scandal and he may be required to forfeit millions of dollars that he earned from the book deal. Now, what was it we said about him overcoming the third-term curse, again?

Few people have loved being lieutenant governor as much as Kathy Hochul. Her various travels as the two-term No. 2 to Gov. Andrew Cuomo earned her a reputation for statewide ubiquity, and she appeared to revel in all the ribbon-cutting, speechmaking and ax-throwing that she got to do when she didn’t have to stop by the state Capitol to preside over the state Senate as its official president. The fun disappeared in early 2021. Former gubernatorial aides accused Cuomo of sexual misconduct. Legislators accused Cuomo of covering up data that showed the true number of nursing home residents who died of COVID-19 in hospitals. Hochul laid low for months as Cuomo’s political fate hung in the balance. Then one day in August, Hochul was politically reincarnated as the first female governor in state history after the scandalized governor resigned from office.
More than a few people doubted that Hochul could grab the reins of power and hold them firmly enough to find a pathway to victory in the 2022 Democratic gubernatorial primary. Naysayers said state Attorney General Letitia James would be too tough if and when she decided to run. Others pointed to the Western New York native’s past positions on immigration and gun rights as evidence of how her Hamburger ways would not jibe with important downstate constituencies. Yet, Hochul hustled when it mattered most. She handled natural disasters, worked with legislators and somehow convinced more than a few longtime supporters of her three-term predecessor that they should back her moving forward. Her ongoing status as the odds-on favorite to win a full term in office next year might even mean she likes her current job a heck of a lot more than the last one.

These guys – the first one an attorney and the second a state senator from Manhattan – scored a big victory on school funding this year after fighting the Second Floor since Mario Cuomo was governor. The big issue was whether the state was providing schools with enough money to provide a “sound basic education” to all students. Rebell and Jackson were the lead plaintiffs on a lawsuit that ended up going their way in the mid-2000s and they struck a deal with then-Gov. Eliot Spitzer to increase funding over the subsequent years. The only problem was that he would not be governor for long. The state’s finances got worse following the 2008 financial crisis, and school funding was reduced accordingly. Then Andrew Cuomo became governor in 2011 and he was hardly in a hurry to honor the legacy of a longtime political rival like Spitzer, but Rebell and Jackson – who would end up getting elected to the New York City Council and later the state Senate in the middle of all of this – continued fighting. Cuomo – who once dismissed their arguments as “ghosts of the past” – ended up surrendering as he fought for his political survival earlier this year. Gov. Kathy Hochul approved a figurative peace treaty.

Assembly Member Ron Kim took on former Gov. Andrew Cuomo in a David vs. Goliath fight that precipitated Cuomo’s long and rocky downfall. When news broke that the Cuomo administration had attempted to withhold data about the deaths of nursing home residents, Kim was one of the few lawmakers to criticize him openly, calling his actions on nursing home data “obstruction of justice.” The issue was particularly raw for Kim, whose uncle, a nursing home resident, died of COVID-19 in 2020. Cuomo, furious about the public criticism, soon made a threatening phone call berating Kim. Kim went public about that, prompting other lawmakers to share with their own stories of screeds and threats from Cuomo. As the political winds began to shift, Cuomo later signed Kim’s legislation, co-sponsored by state Sen. Alessandra Biaggi, to repeal pandemic liability protections for nursing homes and hospitals. Kim now serves as the chair of the Assembly Committee on Aging. But, as City & State’s Annie McDonough reported in a June profile of Kim, the Queens lawmaker is more than a Cuomo antagonist. A childhood immigrant to Flushing, Queens, from South Korea, Kim has advocated for Asian American New Yorkers to be protected from the recent rise in hate crimes. He has also fought to decriminalize sex work, and he was an early supporter of Andrew Yang’s bid for New York City mayor.

BHAIRAVI DESAI For the past decade, New York City taxi drivers have been getting the short end of the stick. Taxi medallions – which once granted drivers the exclusive right to pick up street hails – greatly decreased in value after the unregulated arrival of Uber and its rivals beginning in 2011. An industry of largely immigrant medallion owners had bet the house on the once-promising investment of taxi medallions, and the reckless loans that were given out to make those investments went from burdensome to unmanageable. Despite calls for action, a City Council task force and endless protests, little was done for drivers. When Mayor Bill de Blasio announced a relief fund for medallion owners earlier this year, it was deemed an insufficient solution to a crisis City Hall had allowed to happen. No one was louder
or more persistent in spreading that assessment than Bhairavi Desai, executive director of the New York Taxi Workers Alliance. After gaining little traction by organizing protests at Gracie Mansion or caravans to stop traffic on bridges, Desai’s group took the extreme step of organizing a hunger strike outside City Hall this fall. A small but mighty group of drivers who had seen the financial burden of owning a medallion devastate many lives participated in a two-week hunger strike, along with a handful of allies and politicians. Through it all, Desai served as a constant thorn in City Hall’s side, organizing drivers to not accept less than what they asked for. In the end, de Blasio caved to their demands for a debt relief plan that would have City Hall serve as a guarantor on drivers’ loans, bringing taxi workers a long-awaited victory.

With the introduction of ranked-choice voting this year, the New York City Board of Elections was bound to mess it up. Lawsuits plagued the rollout until the first special election in February using the new system – and the state hadn’t even approved the necessary software to tabulate the results by then. Deputy Executive Director Dawn Sandow was mostly at the helm with perennial elections punching bag Executive Director Michael Ryan dealing with health issues. And to her credit, those first few hand-counted special elections went pretty smoothly. But then came the main event, the June Democratic primary for mayor. In the first round of counting, the board accidentally included 135,000 test ballots. As chaos reigned, the board issued a cryptic tweet about “discrepancies” and removed those initial results from its website. It took hours for the board to explain what happened. In the end, the mistake didn’t create any lasting issues, and it was caught quickly, but candidates and observers alike criticized the Board of Elections for its mishandling of the election. Not to mention the infamous “brunch” tweet – if you know, you know. It renewed calls to overhaul the board, with legislative hearings held in different parts of the state resulting in a damning state Senate report on election operations. And for Sandow herself, the Board of Elections’ bad year had consequences. She lost her No. 2 position, one she had held for over a decade, and was relegated to the Bronx office. The loss was compounded by the fact that the board ousted her after a short time at the helm, when Ryan weathered much more just fine.

Andrew Yang has moved on from his failed attempts to run for president and mayor of New York City. After his rise and fall in the Democratic mayoral primary earlier this year, who wouldn’t blame him for now putting his focus behind his new book, “Forward: Notes on the Future of Our Democracy,” and efforts to start a third political party. Reinvention is always a good place to start after seeing your latest campaign nose dive. Yang rose to lead the Democratic mayoral primary only to see his celebrity-like popularity diminish, landing him in fourth place. Not even the strategy of campaigning alongside Kathryn Garcia offered Yang any hope of winning – a move some observers said was more an attempt to stop or hurt Eric Adams’ chances, who went on to clinch the primary. Yang’s cheerleader approach to campaigning, backed by his “Yang Gang” of online admirers, wasn’t enough to make up for the fact that New Yorkers picked up on the little things, like when a candidate hasn’t voted in local elections nor previously held office. There also was the revelation that Yang moved himself and his family out of the city as the coronavirus pandemic was surging, which was definitely not a good look. What sealed his fate and secured Yang a position on this list? Perhaps it was when his campaign went negative in an ill-fated attempt to slow down Adams. Yang going for the jugular just wasn’t convincing.
NEW YORK CITY DEPARTMENT OF CORRECTION
The New York City Department of Correction isn’t doing a good job. Over the summer, revelations of disturbing conditions inside Rikers Island highlighted a staffing shortage and an inhumane climate that contributed to the deaths of 16 inmates this year and a general spike in violence at the facility. The jail complex has been notorious since opening in 1932, but what makes the recent reports of dysfunction even more unsettling is the sharp increase of self-harm among inmates and the unsanitary conditions. Assembly Member Jessica González-Rojas, one of the many lawmakers who came to visit the institution after reports of disarray made headlines, described seeing “countless men being piled on top of each other, laying in their own urine and feces and people not getting the care that they needed.” In response to the
backlash regarding the deadly situation at Rikers, there has been a lot of fingerpointing on who is responsible. The Department of Correction, the authority responsible for ensuring safety and order in the jail complex, blamed the staffing shortage on COVID-19. The department’s commissioner, Vincent Schiraldi, mentioned in a press conference that officers were using sick days as “an unlimited vacation pool.” Correctional officers, who were accused of participating in violence in the jail complex and failing to act on urgent situations, cited a lack of direction from jail officials on how to salvage the increasingly violent situation and even pushed for the city to have Rikers shut down. Regardless of who is responsible, the situation continues to deteriorate, and it seems like officials and officers are making minimal progress in restoring humanity at the jail complex, which is scheduled to close by 2027.

LOVELY WARREN
Former Rochester Mayor Lovely Warren had anything but a lovely year. She was once seen as a rising political star with her groundbreaking election as Rochester’s first Black woman to serve as mayor, but her tenure has ended in scandal and disgrace. A bad 2020 just picked up steam this year, with hits that kept coming until she left office. Warren’s descent began with her administration’s entanglement with the police cover-up in the March 2020 death of Daniel Prude. Things got worse when state prosecutors indicted her on campaign finance charges in October 2020. The first big hit of this year came in June, when she lost her primary to Malik Wright by a landslide. So her days in office were always numbered. The next
month, Warren faced more criminal charges, this time alongside her estranged husband. Both were charged with criminal possession of a firearm and two other misdemeanors that resulted from a search of Warren’s home in relation to an investigation into her husband. The year could have turned out worse for Warren, given the felony weapons charge, had she gone to trial and a jury found her guilty. But she managed to avoid prison and felony convictions thanks to a plea deal that resolved both the criminal charges and the campaign finance violations in an agreement to leave office in December. Warren pleaded guilty to a misdemeanor campaign finance violation, allowing her to keep her law license since it wasn’t a felony.

VEN AS THE rising threat of climate change has garnered growing attention, policymakers around the globe have made halting progress in addressing it. Yet at least one bright spot in the battle to protect the planet is the headway made in New York, whose track record in recent years could serve as a model for other states and countries. This year alone, the state has taken steps toward phasing out carbon emissions by making investments in offshore wind power, blocking proposed repowering projects that would rely on natural gas and awarding contracts for transmission lines that will deliver renewable energy to the downstate region. Of course, these efforts – along with other environmentally friendly policy changes in New York’s energy industry – are
not universally embraced, with critics warning that trying to eliminate carbon emissions too abruptly will risk undermining the reliability of the electrical grid. Other fierce battles have been waged over the shuttering of the Indian Point nuclear power plant in the Hudson Valley, the burgeoning Bitcoin mining industry in upstate New York and proposals championed by state lawmakers to transition to public power and impose fees on polluters. Not only did Basil Seggos stay on as commissioner of the state Department of Environmental Conservation during the transition from the Cuomo regime to the Hochul administration, he turned heads in October with his agency’s decision to block permits for proposed repowering projects in Queens and upstate New York. This was done on the grounds that investing in natural gas infrastructure is contrary to the state’s Climate Leadership and Community Protection Act. Seggos, who has led DEC since 2015, also co-chairs the New York State Climate Action Council, which is tasked with implementing New York’s ambitious climate change law.
2 RORY CHRISTIAN CHAIR AND CEO State Public Service Commission Rory Christian was appointed to the state Public Service Commission in June, then named as chair and CEO in September, abruptly becoming one of New York’s most influential energy policymakers. A KeySpan Energy and Exelon veteran, he also drove clean energy policies at the New York City Housing Authority and the Environmental Defense Fund. Christian has plenty of experienced policy staffers to rely on as he settles into the role, including Executive Deputy Tom Congdon and Office of Resilience and

3 TIMOTHY CAWLEY CHAIR, PRESIDENT AND CEO Con Edison The electrical engineer had been climbing the executive ranks at the state’s largest utility before becoming president and CEO at the start of the year following John McAvoy’s retirement. In November, Timothy Cawley was named board chair. The added responsibility came after he boosted Con Edison’s earnings by responding swiftly to fierce tropical storms and heat waves while doubling down on renewable and clean energy technologies. Cawley has also been upfront about the company’s challenges with extreme weather events and how to adapt to climate change over the long term.
4 DOREEN HARRIS PRESIDENT AND CEO New York State Energy Research and Development Authority Doreen Harris was named head of the state’s energy authority this past spring, almost a year after she took on the leadership role in an acting capacity. Harris also co-chairs the New York State Climate Action Council, which has been studying how to “decarbonize the economy.” Harris, who attended the United Nations

It’s unclear how long Driscoll, who’s been at NYPA for seven years and previously worked at the World Resources Institute and top Albany lobbying firm Brown & Weinraub, will run NYPA, which is working to improve transmission connections to send renewable energy from upstate to downstate.

In his previous role as U.S. government affairs director at Ørsted, the Danish power company, Zalcman helped spur wind turbine manufacturing hubs in southern New Jersey and Port Jefferson, Long Island. A few

The route has changed over the past several years after upstate residents raised concerns about its effects on drinking water. Jessome committed to bury it along CSX and Canadian Pacific railroad lines.
30 SOPHIE BROCHU PRESIDENT AND CEO Hydro-Québec The Hochul administration is embracing hydropower as a fossil fuel alternative, and Sophie Brochu’s energy company is ready to reap the benefits. Hydro-Québec is set to supply 1,250 megawatts, roughly the equivalent of
20% of the energy New York City uses each day, through a 339-mile line that Brochu called an “umbilical cord” from Quebec’s dams to Queens. Brochu is also working in collaboration with Indigenous nations in Canada and New York for joint ownership of the project, although details have not been finalized.
The New England-based energy utility Eversource Energy expanded into the New York market by partnering with Ørsted on multiple projects in the Long Island Sound. They also have a new asset in Julia Bovey, who joined the company in October. Bovey previously worked on New York’s Reforming the Energy Vision efforts as a state Department of Public Service official and helped develop pioneering offshore wind projects when she was a director of external affairs at Equinor.

We could lament the end of the de Blasio era in City Hall, since the man has been such a consistent fixture on the losers list – and occasionally, the winners list – for the past decade. But in de Blasio’s all-butdoomed (and still unofficial) run for governor, there is a bright spot: more loser – and occasionally, winner – content for the foreseeable future. The big guy’s got the week off, but it probably won’t be long until he’s back.
