NEW YORK’S 1964 WORLD’S FAIR was a showcase for Walt Disney and how he perceived the future. His famed “Carousel of Progress” attraction, which has since appeared at Disney’s theme parks in Florida and California, made its debut at the fair. It featured a revolving stage with robotic puppets that pioneered the way for animatronics. The attraction also gave a glimpse of what was possible in the future to the tune of “There’s A Great Big Beautiful Tomorrow,” a catchy melody right out of the Sherman Brothers songbook. The state could surely use the promise of a “big beautiful tomorrow” after the coronavirus pandemic this year. That’s why lawmakers, policy experts and advocates say the timing is right to explore what can be done better to protect New Yorkers in the future, writes Annie McDonough in this week’s cover story. McDonough looks at how the pandemic’s impact could be a springboard for creating new policies across the state. The cover story highlights “big ideas” that address internet access, health care, zoning, income and quality-of-life issues. The story also is the inspiration behind putting the Statue of Liberty holding a light bulb, instead of a torch, on this week’s cover, designed by Senior Graphic Designer Alex Law. This issue is also City & State’s last of 2020. This dreadful year, unlike no other in a century, will soon be behind us. Good riddance. VACCINATIONS BEGIN IN NEW YORK
New York began distributing coronavirus vaccines to hospitals across the state and inoculating front-line health care workers. The director of critical care at Long Island Jewish Medical Center in Queens became the first person not only in the state, but the entire country, to receive a COVID-19 vaccine. The rollout is happening steadily, with
health care workers, nursing home staffers and nursing home residents first in line to get the vaccine. Gov. Andrew Cuomo expects that by the end of January, the second phase of distribution will begin and vaccines will become available to the general public for those with underlying health conditions. New York City Mayor Bill de Blasio predicted that it will take until at least June before the vaccine is readily available for anyone who wants to take it.
As congressional leaders continue to negotiate the next stimulus pack, it’s shaping up to be a mixed bag for New York. The Metropolitan Transportation Authority is expected to receive $4 billion. And while that’s not close to the $12 billion the agency is saying it will need over the next few years, it would be enough to avoid the deepest cuts it was planning – at least for now. The MTA board passed a budget with the expectation of receiving that federal aid, allowing it to avoid thousands of proposed layoffs and massive cuts to service. The Long Island Rail Road will bear the brunt of the cuts under the budget as of now, as the budget included service reductions for the commuter rail line. The proposed deal will also not include any aid for state and local governments, which Cuomo and other lawmakers have been

PROBE FINDS NO WRONGDOING BY WARREN
After an investigation, Rochester’s Office of Public Integrity concluded that Mayor Lovely Warren and anyone in her administration did not break any ethics codes or department policies in their handling of information surrounding the death of Daniel Prude at the hands of police. Initially, police attributed Prude’s death to a drug overdose, although a medical examiner ruled the death a homicide. Warren came under scrutiny in the wake of Prude’s death, although she maintained she was told the death was the result of an overdose. However, after the Office of Public Integrity released its findings from an investigation that Warren herself initiated, former Police Chief La’Ron Singletary alleged that Warren directed him to provide false testimony in a City Council investigation of Prude’s death. Warren fired Singletary in the wake of protests over Prude’s death and in light of findings from a City Hall investigation that appeared to show attempts to cover up the situation. Singletary made the allegations in a preliminary court filing, indicating he intends to sue the city over his firing.

DE BLASIO ANNOUNCES SCHOOL ADMISSIONS CHANGES
New York City’s selective schools admissions process has been a topic of debate for years, particularly out of concern that the admissions policies discriminate against Black and Hispanic students, who represent a small share of the population at the city’s specialized high schools. It appears the pandemic has forced the de Blasio administration to take a closer look at school admissions, as the mayor announced Friday that the city would implement a series of changes to the process, including eliminating all academic screening of students applying to middle schools this year, and phasing out geographic screens for students applying to high schools. While de Blasio received some mixed praise for the announced changes, they fall short of what some advocates called for: doing away with all academic screens, and getting rid

of the Specialized High School Admission Test. The changes announced Friday don’t affect admissions to New York City’s specialized high schools.
REPORT SLAMS NYPD FOR EXCESSIVE FORCE AT PROTESTS
A new city Department of Investigation report released Friday confirmed what stories, videos and photos taken at Black Lives Matter protests this spring and summer suggested: The New York City Police Department engaged in excessive and inconsistent enforcement that heightened tensions between demonstrators and cops. “The Department itself made a number of key errors or omissions that likely escalated tensions, and certainly contributed to both the perception and the reality that the Department was suppressing rather than facilitating lawful First Amendment assembly and expression,” the report, which was ordered by de Blasio in May, read.

Black women leading the charge to end the pandemic White men like President Donald Trump, Gov. Andrew Cuomo and New York City Mayor Bill de Blasio have called the shots since the coronavirus pandemic began – for better or worse – but Black women are ending the greatest public health crisis to face the country in a century. Last week, Sandra Lindsay, an ICU nurse from Queens, became the first New Yorker to get a federally approved vaccine, receiving a vaccine developed by a Black scientist and administered by a Black health care worker. The image of Black women taking the lead in the vaccine distribution process not only highlights their leading role in ending the pandemic, but also aims to address vaccine hesitancy in communities of color. The vaccine distribution process marks the beginning of the end of a pandemic that continues to kill thousands of Americans each day. Herd immunity against COVID-19 will require somewhere around 75% of the population to get vaccinated, and it remains unclear just how many people will refuse to get shots as they become more available to the general public in the coming months. Vaccine hesitancy is a real problem in communities of color, which have been hit especially hard by the pandemic. Having a Black woman of Lindsay’s professional stature could go a long way toward spreading the mes-

sage that the COVID-19 vaccine distribution effort will not be a repeat of infamous episodes like the U.S. government’s Tuskegee syphilis study of the mid20th century, in which Black men in Alabama were told they were receiving free health care, but were actually being studied as they suffered a deadly, treatable disease. “If we were to compare the COVID vaccine to the Tuskegee experiment, it would mean that Black people sick from Covid are told they ARE getting treatment when they are NOT,” tweeted Nikole Hannah-Jones, a staff writer for The New York Times Magazine who leads the 1619 Project. “I understand the skepticism, but us NOT getting access to a life-saving vaccine would not be justice.” Lindsay is no ordinary critical care professional. She is the director of patient care services-critical health at Long Island Jewish Medical Center Northwell Health, where she received the vaccine. Before that, she was the nurse manager at Lenox Hill Hospital in Manhattan for more than 20 years. Lindsay made no secret of why she was getting vaccinated in a national broadcast. “I want to instill public confidence that the vaccine is safe,” she said. “We see the light at the end of the tunnel, but we still need to wear our masks and stay socially distant.” – Zach Williams

A Q&A with New York City mayoral candidate and former Sanitation Commissioner
KATHRYN GARCIA
Your campaign kickoff Zoom lasted just 15 minutes. Is this the government efficiency that you’re touting? Yes! I mean, how much more did you need? You needed to know that I was going to launch. Needed to know what I was going to do. And we were able to do that efficiently and not keep you on a Zoom for an hour and a half. If you were mayor, would you now be trying to find budget cuts through limiting the number of employees? Unless the federal government is exceedingly generous, we’re going to have to reduce the budget and be more efficient
across the board. I would not cut current employees, but I would look to work with labor to find productivity savings and to find health care savings. And to refinance the debt. You said that you started your day at a Sanitation Department roll call. Is that your path to victory – not just with sanitation, but appealing to city workers? I think my path is all workers. But you have to go and ask them for their vote. That is critical to the path to success. I understand that campaigning is hard. It requires a lot of work. And I’m prepared to do that work. I was up at 3:30 this morning. I’m up at
3:30 most mornings. If you were mayor, would you have cut the NYPD budget more? I would not cut the patrol strength of the NYPD. Everyone’s going to have to find savings, whether or not that’s in efficiencies. But the concept here is not to reduce the ability for the PD to keep everyone safe. And moving a big chunk of the agency to another agency (as de Blasio did this year, moving the School Safety Division from the NYPD to the Department of Education) does not actually create savings. That’s just shuffling the deck around.
You served under both Mayor Michael Bloomberg and de Blasio. Would a Garcia administration look more like Bloomberg’s or de Blasio’s? A Garcia administration will look like a Garcia administration. You know, women are different types of leaders. Women are better building teams, and successful at really having that be a productive way to achieve things. Every team that I’ve built – whether it was doing the food plan, which was a team of people I had never met, my virtual team, or sanitation – spending time on thinking through who
you want to have out there doing the work is very important. A staffer at your announcement said you would “get shit done.” And in an announcement video, you said, “The next mayor is going to inherit a shitshow.” Is this your brand, tough-talking Brooklynite? A little bit. I don’t think I intentionally meant to say that on the video. A little improv. (Laughs.) And I think that they liked it, (the) creative (team). NITA LOWEY, PROGRESSIVE PIONEER The longtime member of Congress blazed a trail on women’s rights. By Allison Fine

S
EVEN WOMEN MARCHED across the U.S. Capitol building on Oct. 8, 1991, to demand the Senate allow Anita Hill an opportunity to be heard and defend herself during future Supreme Court Justice Clarence Thomas’ confirmation hearings. These weren’t just any women, these were seven United States representatives, out of just 29 serving in the House at that time. Right in the middle of the group was my Congress member, Nita Lowey, from the Lower Hudson Valley. Over the next three decades Lowey often stood up, literally or metaphorically, to fight for the rights of women and girls to health care and education, against hate in any form and safety in every way. On the cusp of her impending retirement, she deserves to be recognized, and thanked, as one of the most consistent, passionate and successful progressive champions in Congress over the past several decades. The march for Anita Hill happened just a few weeks before Election Day, during a very contentious reelection campaign for Nita in what was then a purple district. (We’re all on a first name basis with Nita here in Westchester.) It would have been easier and safer for her to let others fight this battle, but that was not how she operated. After Hill’s allegations of sexual harassment by Thomas came to light, she could have let other Democratic feminists in Congress such as Reps. Pat Schroeder and Barbara Boxer, then House members from safe blue districts out West, lead the fight for women’s voices to be heard. But Lowey was never one to back down from a fight. You may know about her firsts: first woman and first New Yorker to chair the Democratic Congressional Campaign Committee, first woman to chair the House Appropriations Committee. That is a large part of her legacy, but it’s just a part of what she has accomplished. While she may not get the attention
of millennial insurgent candidates on the left, her record shows constant progressive advocacy and achievement: She has been a consistent and fearless champion for women’s health, particularly women’s reproductive freedom. She has never stopped opposing the Hyde Amendment, which bars the use of federal funds to pay for abortion except to save the life of the woman, or if the pregnancy arises from incest or rape, and its kissing cousin legislation, the Helms Amendment, that prohibits federal funds from being used in international aid for abortion and abortion-related services. Nita has been the leading sponsor in Congress for legislation to curb drunken driving.

Rep. Nita Lowey is retiring after representing the Lower Hudson Valley in Congress for more than 30 years.
In 2000, Lowey successfully passed legislation requiring states to enact a maximum blood alcohol content level of .08 as a condition of receiving federal transportation assistance. In July 2014, Lowey introduced Alisa’s Law, a bill encouraging states to require ignition interlock devices for a minimum of six months for convicted drunken drivers. Alisa’s Law has yet to pass the Senate, but Nita leaves a blueprint for federal legislation necessary to significantly reduce drunken driving forever. She introduced successful legislation to require allergens to be listed on food labels. She authored the Reinforcing Education Accountability in Development Act, which was
signed into law in 2017. It established access to quality basic education in developing countries as a key objective of U.S. foreign policy. She led the fight against acts of hatred, particularly as co-chair of the Bipartisan Task Force Combating Anti-Semitism. In the current Congress, there are 101 women in the House and 26 in the Senate – still not enough, but a sea change from when Nita began her tenure in 1988. At that time, Nita was often the only woman in the room. Instead of resenting other women, she welcomed them and became a mentor to dozens of women colleagues. She has always operated from the point of view that she doesn’t need to diminish other people
to succeed. This isn’t quaint, it’s damn effective. And speaking of effectiveness, Nita is the person who actually got budgets passed in collegial ways with Republicans in the House and Senate during the cacophonous Trump years. Can you think of another congressional process that has actually worked over the past four years? Nita’s energy and smile are legendary here at home. She never morphed into a politician who moved inside the Beltway and lost touch with her constituents. She showed up, whether it was a Chamber of Commerce meeting, high holiday services at her synagogue or a high school graduation. There were no controversies, no feuds, no financial
shenanigans, no shortcuts. Nita treats every person with respect, insists her staff does the same, and they all work tirelessly to get people the information, the services and the help they need. She is a hero for many people, including me, because she has fought unapologetically and relentlessly for freedom and equality year after year, whether it was in fashion or popular – and whether Democrats had control of the House. Nita had the courage to step into the arena when most women were told to wait their turn, and the grit, grace and savvy to stay there.

The 2021 legislative session brings a Democratic supermajority and legion of left-wing lawmakers. Will they change things in Albany? By Zach Williams

EW LIMITS on solitary confinement. Higher taxes on the wealthy. The legalization of recreational marijuana. Democrats in the Legislature have big ambitions about what they can get done in the state legislative session that begins Jan. 6. This will be the third straight year of one-party rule in Albany, and state lawmakers appear more emboldened than ever, now that they control more than two-thirds of the seats in the Assembly and the state Senate. “We recognize the mandate we’ve been given by voters,” state Senate Majority Leader Andrea Stewart-Cousins told reporters at the Capitol in late November. “We will assert ourselves accordingly, as we work with our colleagues in government.” That suggests an eventful year is coming up. State lawmakers are aiming to push the political envelope on health care, criminal justice reforms and labor rights, but factors like an $8.7 billion state budget deficit, a centrist governor and outstanding differences within their own legislative ranks complicate the political equation. The state budget is the biggest challenge. Gov. Andrew Cuomo and state
lawmakers hope the federal government provides billions of dollars in new funding, but some combination of spending cuts and tax increases appears necessary to fully plug the budget gap. Limited resources also mean less money to spend on new social programs or longtime priorities like funding for local school districts. That is one reason why many state lawmakers are pairing policy proposals with potential revenue sources. New taxes on the wealthy could finance new services like an unemployment fund for undocumented people ineligible for other aid programs. Telecommunications companies might end up footing the bill for expanding broadband to every student across the state. New taxes could get approved even before 2021 gets started, if state lawmakers reconvene in the coming weeks. But there are no guarantees Cuomo will support higher taxes on the wealthy anytime soon, despite his recent comments about supporting tax increases in principle. He is still holding out for federal aid that would clarify just how much money the state needs to cover its deficit and he has previously warned that high earners would leave the state to avoid higher taxes. The governor has formidable emergency powers during the pandemic, and constitutional budgetary author-

ity that keeps state lawmakers from adding things to the budget. While that makes him the most powerful of the “three people in the room” who ultimately make the big decisions in state politics, Assembly Speaker Carl Heastie and Stewart-Cousins both have supermajorities, a first for Democrats in the state Senate. In theory, two-thirds of each chamber can override a gubernatorial veto. In practice, more moderate members of the state Senate who hail from swing districts would be unlikely to combat Cuomo from the left. The legalization of recreational marijuana, single-payer health care and criminal justice reforms could make moderate Democrats nervous in the coming months. But on votes requiring just a simple majority, both leaders have plenty to spare. Back when Democrats had a 39-member majority in the state Senate, they would need the votes of at least a few suburban moderates in order to pass tenant-friendly rent reforms and a bill allowing undocumented people to get driver’s licenses. By flipping five state Senate districts historically held by Republicans in the 2020 elections, as many as 11 Democrats could vote against a bill and it could still get a majority in the 63-seat chamber. While the Assembly Democratic conference is the same size as before, it too has less reason to worry about the political needs of moderate lawmakers, now that a half-dozen establishment liberals from the outer boroughs will be replaced by an incoming class of leftist freshman members. This all suggests big things could be coming for ongoing efforts to limit solitary confinement, cancel rent, pass tax increases and legalize recreational marijuana. Stewart-Cousins and Heastie have led their respective conferences by emphasizing consensus among their members instead of leaning on the strong-arm tactics of past legislative leaders like former Assembly Speaker Sheldon Silver. But that doesn’t mean that Democratic lawmakers will agree on everything. They come from upstate and downstate, New York City and its suburbs, blue and purple New York (if not red). There are democratic socialists in both chambers and plenty of political centrists. Legislative leaders have not revealed what bills they want to tackle in the coming weeks, and the governor has not yet announced his policy priorities for budget season. Republicans, who controlled the state Senate as recently as two years ago, have said they intend to thwart the Democrats when they can. Nonetheless, with the 2020 election results, Democrats are more powerful than ever at the state level and one of their own is entering the White House, so they have reason to be optimistic about what the next legislative session will bring.

THE CONFLUENCE of a deadly pandemic, a multibillion-dollar state budget deficit and new Democratic supermajorities in the state Senate and Assembly suggest that the 2021 legislative session will be unlike any other in state history. Gov. Andrew Cuomo and state lawmakers say they are planning action on a litany of legislative proposals that could help New Yorkers recover from an unprecedented set of public health, social and economic crises over the past year. Here are the top issues to watch in the coming months as the state budget process begins. SINGLE-PAYER HEALTH CARE COVID-19 has created a new political opening for the decadeslong effort to establish a state-level single-payer health care system. Supporters say a government-run system would help address the economic and racial inequalities highlighted by the pandemic. Some experts say lower administrative costs and more buying leverage for prescription drugs are examples of the long-term benefits that make singlepayer worth the huge upfront cost of implementation. A skeptical governor and skittish moderate lawmakers, however, will make it tough to get single-payer done next year, despite its potential long-term savings. Even if a Democratic White House were to grant a federal waiver that would make it easier to divert billions of dollars in Medicare,

Medicaid and other funding to a single-payer system, Vermont offers a cautionary tale of just how hard it is to make it all work. Still, the issue gives an incoming class of leftist legislators a chance to demonstrate how they can translate electoral upsets into the social safety net expansion they’ve been selling on the campaign trail. STATE AID FOR PUBLIC SCHOOLS Education is one of the biggest chunks of state spending, and when it comes to funding public schools, legislators and allies including teachers unions, advocacy groups and local officials typically say the more money, the better. Money is going to be tight this year, though, which likely means state lawmakers will have to fight harder than ever for every dollar they bring to their local school districts. The political left is pushing for new taxes on the wealthy to avoid deep budget cuts. Additional federal aid for state and local governments could alleviate fears of catastrophic reductions in Foundation Aid and other state support for local districts, but it is unlikely to completely fill the multibillion-dollar budget hole left by the pandemic. Fulfilling long-running hopes to boost education funding by billions per year by changing the funding formula will be tough. If state finances remain as tight as they currently are before the April 1 state budget deadline, maintaining current levels of funding could be the goal in the end for state lawmakers. ENERGY & THE ENVIRONMENT Democratic state lawmakers passed a landmark law called the Climate Leadership and Community Protection Act in 2019 to reduce greenhouse gas emissions statewide by 85% before 2050. Now, activists and legislators have
proposed the Climate and Community Investment Act to help pay for such efforts by imposing a new “fee” on methane emissions and “any carbon-based fuel sold, used or brought into the state,” according to the legislative language. That money would then be reinvested into places that have been most damaged by the use of fossil fuels, like communities of color near power plants. A lot of tweaks are likely to happen to the bill before it would be able to get the votes and gubernatorial support necessary to become law, but its emphasis on making polluters foot the bill for addressing many of the effects of climate change could become increasingly attractive in a year when state finances are likely to remain tight. LABOR New York is the latest front in the ongoing national battle over whether gig workers deserve the same worker protections and benefits as regular full-time employees. While state lawmakers and the governor were not able to reach a deal on the matter before the pandemic derailed their efforts, they are likely to try again in the upcoming months. That could mean that app-based workers will not have to deliver food, drive cars and fulfill other tasks for less than minimum wage with no benefits, but that depends on whether proposed legislation is not once again overshadowed by other efforts. INFRASTRUCTURE The pandemic has made speedy and reliable internet service more vital than ever, while also expanding the digital divide between rich and poor. Newly introduced legislation aims to provide universal broadband service to students ages 5 through 21 through a proposed tax on telecommunications companies. Paying for it
could get tricky, though, especially considering the lobbying power of the telecommunications industry in Albany. CRIMINAL JUSTICE REFORMS Left-leaning lawmakers and activists have a new “justice roadmap” that includes outstanding legislation that would impose new limits on solitary confinement, make more elderly prisoners eligible for parole and other changes to the criminal justice system. Such proposals are likely to face resistance from moderate lawmakers and the governor, who were instrumental earlier this year in amending 2019 reforms to cash bail and other parts of the pretrial system. Ongoing opposition from unions representing corrections officers adds additional friction to the legislative process. That suggests a tough road for reforms this year, though lower-profile bills that aim to raise the minimum wage in state prisons and keep more young adults out of prisons by making them eligible for “youthful offender” status could succeed after falling short this past year. MARIJUANA State lawmakers have high hopes of legalizing recreational marijuana in 2021, especially considering how much the state needs new sources of green. The problems lie in sticky issues like hashing out control over future revenues and economic opportunities, concerns about people driving under the influence, and the expungement of past marijuana convictions. Albany was unable to work all of that out last year, but impending legalization in New Jersey doesn’t leave lawmakers and the governor much time before New York misses out on a spark for its economic recovery.

“Never let a crisis go to waste.” The maxim – of uncertain origin – is often proclaimed when discussing what the world will look like after the coronavirus pandemic. But this “new normal” we’ve been hearing so much about: Is that just a world without handshakes, or will it mean something more dramatic? In interviews with City & State, multiple New York lawmakers, policy experts and advocates repeated some version of that maxim, and the broader idea that New York should use this moment to pursue bold policy ideas that not only aid our recovery, but ensure that in a future crisis, all New Yorkers are protected from the worst effects witnessed in the past eight months. Whether it’s the eviction crisis, unequal access to education or a lack of quality health care for every New Yorker, the pandemic has revealed the cracks in our foundation. While some might be content with a quick spackle job, others are looking to rebuild. And while the pandemic has been bad for everyone, it’s been worse for some. At nearly every turn, the pandemic has been shown to have a disproportionate impact on poor communities and minorities. Black and Hispanic people are dying at roughly 2.5 times the rate as white Americans. In rural New York – where the poverty and unemployment rates are generally higher than in urban parts of the state – critical or specialty health care may be harder to come by, and a lack of reliable internet access can make remote learning and working from home nearly impossible. While some people work from the comfort of their homes, essential workers – a group in which Black Americans are overrepresented – risk infection on the pandemic’s front lines. Now, as the country begins the massive work of vaccinating people, we’re starting to imagine what life looks like on the other side of the pandemic. Do we revert to the status quo? Do we attempt to chip away at those long-standing inequalities with some
version of the solutions we’ve tried before? Or do we use this crisis as an excuse to take big, ambitious swings? City & State set out to answer that question by asking urban planning and policy experts, health care and environmental advocates, and local and state lawmakers about the bold steps they’d like to see taken in New York’s future. There was no shortage of suggestions – too many to dive into in one go – addressing income inequality, access to jobs and higher education, and more. Here, we take a look at five of those big ideas, the promises they hold and the obstacles they face. With one or two exceptions, these ideas have not risen to the policy mainstream yet, though some are starting to gain a foothold in upstate towns or among candidates for office. Though many are adopted from other cities, states and countries, none of these ideas are without their flaws, and some remain untested on a large scale. But if New York’s leaders are committed to doing things differently, here are a few places they might start.
Municipal broadband RELIABLE INTERNET WAS a necessity even before the pandemic. New Yorkers access telehealth services online, they apply for jobs and government benefits online, and even before remote learning became the norm, most students had to use the internet to complete homework. Yet in many parts of rural New York, highspeed internet is unavailable, unreliable or unaffordable. That’s true in New York City too, where 18% of residents lack both home and mobile broadband service. So far, waiting for private providers to come to the rescue has been like trying to download an album on old-school dial-up: agonizingly slow and not worth the energy.
What if the internet were treated not as a private luxury but a public utility? Municipal broadband – the concept of a city or town providing internet or other telecommunications service like a public utility – has been deployed successfully in other parts of the country. The best known example is in Chattanooga, Tennessee. In 2010, the city-owned electric utility started offering highspeed internet to its residents after laying fiber for a separate smart grid project. As of 2016, the municipal network served 82,000 people, more than half of the city’s internet market. It’s not just Chattanooga. More than 560 communities in the United States are served by some kind of municipal network. In New York, Sullivan County could soon be one of them. This summer, the county Legislature voted to create a Broadband Local Development Corporation. The network is expected to cost between $2.5 million and $3.5 million – funded by mostly by federal grants, some of which are secured – and would be completed by the end of 2023. “So many spots in Sullivan County do not have broadband,” said Assembly Member Aileen Gunther, who represents parts of the mid-Hudson Valley. Other residents may have access but can’t afford it. “New York state has to step up to the plate,” Gunther said, adding she was “very angry” about the lack of access in her district. Gunther sponsored a bill to study the feasibility of municipal broadband in New York, but it was vetoed by Gov. Andrew Cuomo in 2019, who said it would be too expensive and time-consuming to complete. While both Cuomo and New York City Mayor Bill de Blasio have made efforts to expand internet access, the pandemic has shown that they’ve so far failed to get access to all New Yorkers. Both those plans focus on working with private companies to build out internet, not on building government-run networks to compete with those companies.
But New York is well-positioned to try a real public internet option (not being one of the 22 states with laws that ban or restrict municipal broadband), as is New York City, given its density. “You would think that it would actually be able to work relatively well,” said Robert Seamans, an associate professor at New York University’s Stern School of Business. “The economics of it are such that you’d expect the city would be able to wire up a lot of places pretty quickly.” But in addition to cost barriers that other parts of the state could face, there are also ideological ones. “There are many people who believe that a public provider should not be in this kind of business, that this is only something that should be left to private providers,” Seamans said. Whether the hardships that were so strikingly demonstrated by remote learning will change that viewpoint remains to be seen. Gunther, for one, is fired up, and plans to reintroduce her bill in the next session. “I think that New York should take a hard look at what it means for children and folks all over the state of New York not to have access to (the) internet at this point, and what can we do to make sure that there is equality in internet,” she said.
Single-payer health care A BIT OF AN anomaly on this list, single-payer health care is already an issue up for debate in the state Legislature, where the New York Health Act has languished for decades. But as “big ideas” go, this one is a doozy. Amid a pandemic that has hit every corner of the state and demonstrated the dire need for equal access to quality health care, it could be time to take another look at the proposal. Some of the legislation’s supporters certainly think so. “If there

is a silver lining to this as it relates to the New York Health Act, it’s that it has made clearer than ever that there are many systems that have not served us,” said state Sen. Gustavo Rivera, who sponsors the bill. “You have a disease that does not discriminate, but systems that are supposed to protect us that (do).” One example: Widespread job losses during the pandemic demonstrated the fragility of employment-tied health care. The pandemic’s outsized impact on people of color can in part be attributed to less access to quality health care. “These are communities that traditionally have been underserved by privatized insurance, leading to preventable health problems – comorbidities like asthma or heart disease or diabetes – that with consistent health care coverage could be managed or prevented,” said Ursula Rozum, co-director at the Campaign for New York Health, a group pushing for the passage of the New York Health Act. The New York Health Act would create a state-run single-payer health care program, covering all New Yorkers – and undocumented immigrants – funded through federal money currently used for Medicaid and Medicare, state funding currently set aside for health care, and two new taxes. But while universal health care may seem like an easy goal to root for, there’s still disagreement about the ability of single-payer to work in New York. No state has had success with it yet – Vermont came close but was foiled by a lack of funding – meaning New York would be the first to implement such a system if the bill passes the Legislature. “The main roadblocks everywhere have to do with people who are making profits off of the current system,” said Stephanie Woolhandler, a primary care physician and a distinguished professor at CUNY’s Hunter College, who supports single-payer. She listed the private health insurance industry and the pharmaceutical industry

as two of the biggest opposing groups. But some fiscal policy experts doubt its feasibility too, citing the burden of substantial tax increases. Cuomo has said he thinks the matter is best left to federal lawmakers. A 2018 Rand Corporation study found that the model could eventually lead to savings on what New York spends on health care, and that 98% of New Yorkers would pay less for their health care than they do now – though that assessment relied on several assumptions that have been characterized as “unlikely.” Nevertheless, Rivera and Assembly Member Richard Gottfried – who sponsors the bill in the Assembly – both said the pandemic demonstrates the need to take it up again next session. “It’s not that it’s going to be easy or simple,” Rivera said. “Health care is a human right. You should have health care simply because you’re human. Not because you’re wealthy or insured.”
15-minute neighborhoods PARIS IS KNOWN for its food, its romance, and now, its innovative urban planning. We’re talking, of course, about the 15-minute city, popularized by Paris Mayor Anne Hidalgo – a pedestrian and bike-oriented mayor who, to some of New York City’s anti-car residents, represents the antithesis of Bill de Blasio. The 15-minute city or neighborhood is one in which no resident needs to travel more than 15 minutes on foot or bike for work, school and essential services, including health care, groceries and recreation. That concept, utopian to some, actually involves many different policy proposals. Depending on the location, creating a 15-minute city might mean building a robust bike lane network and closing off streets to cars, installing new outposts of government offices, fresh food vendors and pharmacies, or expanding mixed-use zoning. This already exists in some parts of New York – but mainly in Manhattan and wealthier parts of the outer boroughs. “We know what it’s like – at least if you live in a wealthier community in New York – to be able to have access to everything you need within 15 minutes,” said Shaun Donovan, former U.S. secretary of Housing and Urban Development, who in announcing his 2021 run for New York City mayor mentioned 15-minute neighborhoods among his policy priorities. “And yet, we also know in our souls that not every New Yorker has access to it, particularly Black and brown New Yorkers.” Building 15-minute neighborhoods would go beyond just making it easier to bike or walk around the city safely. It’s largely an environmentally friendly concept, and not only aims to reduce reliance on cars, but to minimize the extent to which poorer and minority neighborhoods are exposed to air pollution – as some of these neighborhoods are already overburdened by pollution and suffer the consequences through higher rates of asthma. Donovan said under his potential administration, a large part of this effort would involve community outreach to determine what it is a given neighborhood needs. Posed with the hypothetical example of addressing a neighborhood that didn’t have access to a pharmacy, Donovan laid out a few possible steps. “We would reorient the Economic Development Corporation with an equity lens,” Donovan said. “Very specifically, we would reach out to pharmacy companies, we would have understanding of local entrepreneurs and potential business owners who might need the capital to open a pharmacy there. In the longer run, there may be zoning changes that are necessary.” Paris may be the most famous example of planning around the 15-minute concept, but other cities have implemented these ideas by other names. Portland, Oregon, and Detroit are just two U.S. cities embracing the concept. Progressive political parties in New York have supported related ideas. Sochie Nnaemeka, New York state director of the Working Families Party, was unavailable for an interview but in an email cited green streets initiatives – and policies such as Barcelona’s car-free superblocks – as among the party’s post-pandemic priorities. And New York has already made one step during the pandemic

to suggest it may be capable of this kind of reimagining of its street space. Flavio Coppola, program manager of urban planning at C40, a worldwide network of cities working on climate action initiatives, said that despite the strength of car culture in New York City, the wildly successful open dining program this year demonstrated what New York is capable of creating on a dime. “Seeing that streets were being closed and that people were using the public space so that they could enjoy it, so that they could safely walk to where they needed to get to – I think that was very heartening,” Coppola said. “Who would want to go back at this point?”

ZONING REFORM IS not the sexiest of big ideas, but when it comes to building more affordable housing, it’s what some experts cited as New York’s next housing frontier. Policies such as ending single-family zoning and allowing accessory dwelling units are just a couple of policy options that fall under what has been referred to as ending “exclusionary zoning.” Historically, exclusionary zoning policies promoted racial segregation – both explicitly and implicitly. Today, some zoning rules have the effect of keeping affluent neighborhoods affluent, still standing in the way of racial and economic integration. A lack of affordable housing continues to be a problem across New York. need for people to have affordable places to live,” Kavanagh said. “I think it is an important issue for the Legislature to address. We are still working on what legislation in this area might look like.”

Guaranteed income UNIVERSAL BASIC INCOME: You know it as the policy proposal that propelled Andrew Yang to the Democratic presidential debate stage. But despite not getting Yang near the finish line – or even originating with him – support for guaranteed payments to citizens is already flourishing in small, mid-sized and large cities across the country. A nationwide coalition of mayors is advocating for a guaranteed income – a monthly cash payment to citizens that acts not as a replacement for the social safety net, but a supplement to it – at the federal level. Some in favor of the idea say it should be reserved for citizens under a certain income level or meeting other qualifications, while others envision it as universal. Federal support for a guaranteed income may not be coming any time soon, but some of these mayors are working on their own pilots. That includes three New York mayors. In Hudson, Mayor Kamal Johnson has overseen a guaranteed income pilot for the past two months, which is set to continue for five years. Funded by private partners – one of which is Yang’s nonprofit – the pilot gives $500 monthly payments to 25 low-income Hudson residents selected in a lottery. For Johnson, guaranteed income is about getting cash payments to the residents who could most benefit from an extra lump sum of cash every month – helping them to make rent, put food on the table while looking for a job, or to help pay off surprise medical costs. An untold number of New York residents have fallen into those circumstances because of the pandemic.

Though Hudson is only two months into its pilot, Johnson is hopeful about its prospects. “When people have more money, they’re more likely to shop local, they’re more likely to invest in their own lives,” Johnson said. “We have so many families that are working multiple jobs, and that will give them the comfort to cut back on hours so that they can be there for their children.” In Ithaca, Mayor Svante Myrick is working on getting the city’s own pilot program up and running. Myrick said his own experiences living through homelessness and poverty are part of what encouraged him to sign on to the coalition. Ithaca’s pilot is still in the design phase, but it would likely focus on providing funds to people who are unhoused or at imminent risk of being so. Mount Vernon Mayor Shawyn Patterson-Howard is part of the coalition too – and has mentioned plans for a pilot in the past – but did not respond to a request for comment. There’s also some reason to believe a guaranteed income could become a topic for debate in New York City’s mayoral race. Candidate and City Council Member Carlos Menchaca has floated the idea of a universal basic income, and Brooklyn Borough President Eric Adams has voiced interest in the idea too. And then there’s the possibility that Yang jumps in. But there is ample doubt that a guaranteed income would be effective, and running a successful pilot in a small town is different than doing so in a large city – let alone the entire country. A 2019 paper highlighted remaining unknowns about universal basic income, and argued that pilot programs across the country may not lead to any more clarity about the idea’s efficacy. Nevertheless, towns such as Hudson are forging ahead, and the results may help refine the concept of guaranteed income into an actual policy proposal. “People look at this as a radical idea,” Johnson said. “But to me, it’s radical to think that we have children in our country who go to sleep starving. So we need to really invest and look into out-of-the-box thinking.”

In New York City, Local Law 97 set strict limits on emissions from buildings, the city’s biggest carbon producer. In Wash-
ington, the incoming Biden administration may not go as far as some environmentalists would like, but it has pledged to rejoin the Paris climate accord – and New Yorker Ali Zaidi, the governor’s former deputy energy secretary, has been summoned to Washington to help, while state environmental Commissioner Basil Seggos was considered to lead the Environmental Protection Agency. In this time of transition, the energy industry is adapting in different ways. Renewable energy companies that develop offshore wind and solar power are thriving.
Traditional power producers are rebranding as environmentally conscious actors, though some find themselves at the center of contentious debates over the long- and short-term role of natural gas or nuclear power. And even within the environmental movement, younger and more diverse activists are demanding stronger measures while putting a renewed emphasis on race and social justice.
