NEW YORK CITY MAYOR Eric Adams delivered on Juneteenth this year, making it a paid holiday for all municipal employees for the first time in city history. That was a major step not taken by his predecessor Bill de Blasio, whose administration made Juneteenth a city holiday in June 2020, but without pay before he left office. The explanation? Union negotiations were holding up moving forward with a paid holiday, a de Blasio spokesperson told The City. It appears Adams’ “Get Stuff Done” approach to government may have come through. “As the second Black mayor of New York City, I know that I stand on the shoulders of countless heroes and sheroes who put their lives on the line to secure a more perfect union,” Adams said when he announced the paid holiday in April. “Now is the time for me to do a small part and recognize one of our nation’s greatest wrongs.” Adams may be getting criticism for not making progress in other areas, but when it comes to upholding Juneteenth – which is both a state and federal holiday – he’s given the city’s largest workforce the true freedom to celebrate. The mayor proclaimed it was “long overdue.” “People across the country of all races, nationalities and religions unite on this day to truthfully acknowledge the stain of slavery and celebrate the countless contributions of Black Americans,” the mayor said in a prepared statement. “Holding a mirror to our nation’s past atrocities is never easy, but it is necessary.”

The latest Siena College poll asked New Yorkers about gun regulations and crime, among other important topics. The vast majority of respondents,
76%, agreed that New Yorkers should be 21, pass a background check and take a safety course before being eligible to buy a semiautomatic rifle. Almost 80% wanted the U.S. Supreme Court to uphold New York’s requirement that people carrying a concealed weapon have

The New York City mayor announced his support for the governor from Buffalo on June 15. The endorsement wasn’t a surprise, but it did come late in the election cycle and well after the conclusion of the state budget process. Speaking from an event hosted by the building service workers union 32BJ SEIU in Manhattan, Adams called his partnership with Hochul “unprecedented.” Unlike their predecessors, former Gov. Andrew Cuomo and former Mayor Bill de Blasio, the mayor and the governor have generally emphasized their cooperation. But their relationship hit a rough patch when some of Adams’ priorities for the state budget, including a three-year extension of mayoral control of New York City schools, were denied. Adams was effusive in his praise for Hochul, but he did not weigh in on the lieutenant governor race. Hochul’s current secondin-command, Lt. Gov. Antonio Delgado, faces Adams’ former Brooklyn Deputy Borough President Diana Reyna and activist Ana María Archila.

Adams has pledged to roll back zoning regulations to allow the development of more housing in an effort to become the “city of yes.” He also promised to mobilize funding through the newly created NYCHA Preservation Trust to renovate and repair thousands of apartments. A new “NYCHA Stat” database, based on the NYPD’s CompStat, would track issues with public housing units in real time, while the city would pursue more accurate data on the homeless population. The ambitious plan was criticized by advocates for lacking concrete benchmarks and funding. Adams pledged to spend $22 billion on housing over 10 years.

RIKERS AVOIDS FEDERAL TAKEOVER, BUT DYSFUNCTION CONTINUES
At a public hearing last week, the New York City Board of Correction outlined inhumane conditions at the Eric M. Taylor Center intake facility on the island, where new detainees have reportedly been kept for days in filthy, crowded rooms before they are processed. The New York Post reported that people were not getting access to medication or even bathrooms, and that some were missing their scheduled court appearances because they were being held in pens.
While New York City may have escaped a federal takeover of Rikers Island for now, poor conditions at an intake center continue to persist.

Federal takeover of Rikers Island is off the table, for now A federal judge approved New York City’s plan to make longsought changes on Rikers Island, essentially eliminating the threat of a federal takeover for at least the next few months. The order filed on June 14 marked a win for the city and the Department of Correction and came days after the federal monitor in the case expressed doubt about the city’s willingness to follow its recommendations for the proposed plan. “This action plan represents a way to move forward with concrete measures now to address the ongoing crisis at Rikers Island,” U.S. District Court for the Southern District of New York Judge Laura Taylor Swain wrote in the order, while making it clear that the case could turn depending on the city’s progress in implementing the plan. “The Court has approved the proposed measures contained within the action plan, in full recognition that further remedial relief may be necessary should Defendants not fulfill their commitments and demonstrate their ability to make urgently needed changes,” she wrote. The city filed the proposed plan in late May after federal monitors appointed to oversee the department threatened to take control of the system if the city failed to comply with their recommendations. supervision since a class-action lawsuit in 2015 alleged rampant abuse and dysfunction. The plan filed in May outlined timelines for proposed reforms, which included tamping down on abuse of sick leave policies among correction officers, hiring new leadership under a modified chain of command, improving infrastructure at the jail facilities and expediting correction officer disciplinary proceedings. The department submitted an updated version of the plan after Swain gave it two weeks to come up with a more detailed one. During that time, a dispute over the hiring of wardens outside of the department became a point of contention among the monitors, The Legal Aid Society and the department. The monitors wrote in a letter to Swain that the city refused to agree to their recommendation to hire wardens outside of the department and was unwilling to seek special permission from the court to circumvent city and state laws. Swain said the department had committed to seeking special permission from the court if it encountered other legal barriers that prohibit it from implementing the recommendations. The judge ordered the monitoring team to file a report by Oct. 28 on the city’s progress and scheduled a status conference for Nov. 17. – Sara Dorn

City & State recognized the 100 individuals who were on the 2022 Power of Diversity: Pride 100 list at an in-person event on June 6 at The Delancey on Manhattan’s Lower East Side. The list, which was part of City & State’s print magazine celebrating Pride Month, featured LGBTQ New Yorkers who work in local and state government as well as leaders in nonprofits and other companies. The gay rights movement has its roots in New York, where the Stonewall uprising occurred more than 50 years ago. Plus, in recent years, New York’s political landscape has also become increasingly representative of the LGBTQ community. Legislative gains have also been made, such as the repeal of the “walking while trans” ban in 2021 by the state Legislature.

Tell me about bootson-the ground campaigning as opposed to the increased use of political consultants over investments in field workers, as uncovered by the postmortem report. That is a scandal, I think. And we point that out in the postmortem report. When you look at the expenditures in the report on Page 40, you can see campaign expenditures are overall by categories. Forty-five percent spent on campaign consulting. Nineteen percent spent trying to get money and personnel – that’s your field workers. That’s your folks, your phone banks
and people answering the phone. So, something is wrong when you have consultants, and consultants are doubledipping. Because when you look at Page 18 of the report, when you look at campaign expenditures, consultants are (also) the ones that put together the campaign ads. When you’re talking about voter outreach, 60% television ads! So, you got a consultant, you’re paying them on one end, and then you are paying them to put together the TV ad and place it. So, the consultants are double- and tripledipping. So, is there any wonder that we would have low voter turnout? When you don’t have
boots on the ground, when you don’t have a robust field operation, you’re not assuring the quality. When I was being trained as an organizer, it was how many doors you knocked on a day, how many members you signed up, how many people you had to follow up. Numbers, numbers, numbers, because numbers control who wins or loses. How can we make improvements at the Board of Elections before we get into the next election cycle? Can that be done? Well, you have state primaries this June, but what I would like to see in (the) City Council right now

is a hearing on reforming the Board of Elections. Let’s just focus. Make sure that the next round of city elections actually runs well. We can take the time during the congressional and the state elections to have some hearings (to) put forward recommendations. But one, it has to be transparent. Two, I want to hold accountable the people who appointed these folks. Three, I want people to know that (the New York City Board of Elections’ commissioners) can be fired because I want a job performance review. And there needs to be deadlines. Early voting and mail-in ballots need to be counted first. You got them first; count them.
Who’s responsible for low voter turnout and who needs to do something about energizing voters to go to the polls? The candidates, the candidates, damn it! I mean, whose head should it fall on? Don’t tell me about voter apathy, don’t tell me about this, that and the other. If you are running for office, then it is your job to turn out the most voters. It is your job to knock on every door. It is your job to go to the senior centers. It is your job to get transportation to transport folks (to the polls). So, low voter turnout, it is on the candidates. – Jared McCallister

Hurry up and wait By Jeff Coltin

ATE AT NIGHT, but two weeks ahead of schedule, the New York City Council officially passed its budget on June 13. The vote on the $101.1 billion expense budget was approved in a 44-6 vote. It will go to Mayor Eric Adams for his signature before fiscal year 2023 begins on July 1. City Council Speaker Adrienne Adams and Eric Adams announced a handshake agreement on the budget on June 10, but discussions continued over the weekend, and the final budget documents were not made available to reporters until hours before the vote. Adrienne Adams didn’t give a clear answer on June 13 when asked why the council seemed to be rushing a vote. A planned meeting of the whole City Council for June 16 had already been on the calendar for weeks. “This budget was so thought over, and so carefully negotiated with intense meetings, sometimes literally from sunup to sundown,” she said at a press conference ahead of the vote on June 13. “Because we knew what we were up against in trying to come out of this pandemic, keeping our promise to the recovery of the city of New York, and there was no reason to wait anymore and have New Yorkers waiting any longer.” There were some grumbles about the late hour, and jokes made during the vote. “I would like to disclose on the record that
New York City’s budget was done two weeks early. So why the sudden rush and late-night vote to pass it?
I am pregnant, and very sleepy,” City Council Member Pierina Sanchez said while casting her vote at 10:40 p.m. Assembly Member Kenny Burgos joked on Twitter that the council was operating on “Legislature hours” – given that Albany lawmakers have a history of passing budget bills late into the night and into the wee hours of the morning. City Council Member Kristin Richardson Jordan complained to City & State on June 13 that the lack of transparency did make it seem like Albany. “We as council members do not have full concrete details as to what we’re voting on. We’re literally voting on something that is still in flux,” she said ahead of the vote. “We actually have time to be able to deeply look at this budget, to have public scrutiny, because the fiscal year is not complete. What is the rush, you have to ask?” Though City Council Member Gale Brewer – who has been more involved in discussions as a member of the budget negotiating team – felt differently. This was her 13th budget as a council member, and she said at a Finance Committee hearing ahead of the final vote, “This is the most open, transparent, and most discussion in all of those years passing budgets.” Before and after the budget passed – with the meeting closing at 11:05 p.m. – the mood was largely celebratory. This was Adrienne Adams’ first budget as speaker, and the first budget at all for a majority of the members, since term limits cleaned out much of the council last year. Adams reiterated her
points from June 10, highlighting that the council was able to fund $1.15 billion more of its priorities in the adopted budget as compared to the mayor’s executive budget released two months earlier. The city’s revenue estimates were adjusted in that time to a record high of $101.1 billion. That’s the largest expense budget the city has ever adopted, and it is more than nearly every state’s budget. More money will be saved in reserve than ever before, however, at $8.3 billion in various designated areas – though fiscal watchdogs have said the city should be saving even more, giving projected budget gaps in coming years. The council passes separate expense, revenue, contract and capital budgets. Most of the focus is on the expense budget, where city agencies and programs are funded. The biggest slice of that pie – about $31 billion – goes to the city Department of Education. Funding for schools became a sticking point in the budget negotiations between the council and the mayor in the past few weeks, as the council tried to resist $215 million in planned reductions to individual schools’ budgets. Mayor Adams argued that there was only a budget cut because public school enrollment was down and that per student funding was not being cut. The budget reduction remained, with a promise by both Adamses to address funding shortfalls later in the year, based on need and enrollment. That school funding was mentioned frequently as council members explained their votes. “I want the $215 (mil-

lion),” City Council Member Rita Joseph, the Education Committee chair told City & State, describing it as the “elephant in the room.” Some members on the political left had broader critiques of the budget. For months, progressive coalitions including homeless advocates and police reformers had been decrying the mayor’s budget as “an austerity budget,” as departments such as sanitation and education faced modest budget cuts. Progressive members like City Council Member Sandy Nurse touted the reversal of some of those planned cuts at the budget vote, calling it the “largest and arguably the most progressive budget we’ve ever seen. (But) at the same time, this budget falls short on some basic needs.” Nurse ended up voting “no,” along with Council Members Chi Ossé, Alexa Avilés, Tiffany Cabán, Charles Barron and Kristin Richardson Jordan. Council Member Darlene Mealy was not present for the late-night vote.

CITY COUNCIL MEMBERS WHO VOTED AGAINST THE BUDGET GOT NO CREDIT AND LESS CASH FROM THE SPEAKER’S INITIATIVE. WHAT’S A New York City budget process without a little last-minute drama? Mayor Eric Adams and City Council Speaker Adrienne Adams shook hands on June 10 to seal a budget deal that reflected just how 100% completely on the same page the administration and City Council are. But it wasn’t a unanimous vote in favor, and some of
the members who voted against the budget found an unwelcome surprise in a budget document released on June 13. A budget document outlining the council’s discretionary spending showed that the six council members who voted against the budget were not credited for projects they supported and had funded in something called the “Speaker’s Initiative to Address Citywide Needs,” a broadly named pot of $41.6 million in discretionary funds that Adrienne Adams can dole out to pet projects of different members or caucuses in the council, like $50,000 for an adult literacy program or $100,000 for a food pantry. This pot of funding is on top of the more than $400,000 in discretionary funds that every
member gets to allocate to local programs or nonprofits as they please. The six members who voted against the budget – Tiffany Cabán, Sandy Nurse, Alexa Avilés, Chi Ossé, Charles Barron and Kristin Richardson Jordan – were not credited and received on average less for their pet projects than the members who voted “yes.” Adams denied that there was retaliation against members who voted against the budget. “The discretionary funding is not about any single council member,” she said on June 13. “Every New Yorker benefits from this budget. The grand finale A heated end to a tame campaign season for the three Democratic gubernatorial candidates. By Annie McDonough
trades. Suozzi has said it was just an issue of late paperwork. And Williams and Suozzi both argued that anyone who has been disappointed by the state’s leadership over the past few years – including during the COVID-19 pandemic – can look not just to former Gov. Andrew Cuomo, but Hochul too. “You can’t spend six years taking credit for the good things that happened but not take accountability for the bad things that happened,” Williams said, adding that Hochul did not speak out as lieutenant governor about a policy starting early in the pandemic that sent people recovering from COVID-19 to nursing homes. Cuomo, who resigned after facing allegations of sexual harassment and assault, came up at another point in the debate, when all the candidates were asked if they would accept the former governor’s endorsement. Only Suozzi said he would. Despite some of those more exciting flare-ups, the second and final Democratic gubernatorial debate largely held to
the status quo, with challengers Williams and Suozzi not missing any opportunity to lay into Hochul, targeting the apparent front-runner’s record during her nine months in office – and many years in elected office before that. It was similar to their tactics at the first debate, and viewers of last week’s debate would be forgiven for thinking they had stumbled back in time to June 7. Suozzi and Williams targeted Hochul on gun legislation, New Yorkers’ concerns about crime and transparency critiques from Hochul’s first budget and legislative session. Williams played to his left base, calling to progressives’ disappointment in what they argued was insufficient action taken in the state budget and legislative session to protect New York from climate change and keep vulnerable tenants in safe and affordable housing. While Williams reliably revived those criticisms of Hochul, it was Suozzi who took center stage as Hochul’s antagonist, rarely missing an opportunity to turn an

HERE WAS little tolerance for hypocrisy on the Democratic gubernatorial debate stage on June 16. When New York City Public Advocate Jumaane Williams called attention to Gov. Kathy Hochul’s history of support from the National Rifle Association as she touted a package of gun laws passed toward the end of the legislative session, debate moderator and NBC New York reporter Melissa Russo was quick to jump in. “You’ve asked New Yorkers to accept your evolution on issues like abortion rights and same-sex marriage, so what’s the difference?” she asked Williams. The public advocate brushed off the comparison to the conservative personal views he expressed on those issues earlier in his career. As Rep. Tom Suozzi questioned Hochul’s ethics, noting among other things, her choice of Brian Benjamin as lieutenant governor before his arrest on corruption charges (which he has denied), Hochul didn’t let the allusion to ethics pass without mention. “The word ‘hypocrisy’ does come to mind,” Hochul said, noting that Suozzi is under investigation by the House Ethics Committee over his disclosures of stock

answer into a criticism of Hochul’s history of support from the NRA or the $850 million deal in the state budget to build a new Buffalo Bills stadium. Suozzi at several points interrupted Hochul and called for her attention, to the governor’s obvious frustration. Hochul’s record being in the spotlight is no surprise, as the incumbent has a consistent lead in polls and a massive campaign war chest. When cornered about her action on environmental policy, Hochul stated her support for congestion pricing despite the long road ahead to implementing the tolling program in New York City. “I had a meeting today to talk about how we can shave more time off the implementation of this,” Hochul said. “We talked to the White House … and they are now saying, ‘OK, we understand your sense of urgency.’” Despite passing the state Legislature in 2019, congestion pricing still appears a way off from implementation. Hochul said at the previous debate that its implementation could be delayed again because of a

new environmental issue raised by the federal government. Williams did not manage to press Hochul to answer whether she would sign a recently passed two-year moratorium on proof-ofwork cryptocurrency mining at fossil fuel power plants – a top concern for some environmental advocates – however. For months, Hochul has been noncommittal about whether she would support the bill if it passed, with advocates expressing concerns that the cryptocurrency industry has the governor’s ear. Now that the bill has passed, Hochul is also facing pressure from New York City mayor – and noted crypto enthusiast – Eric Adams to veto the bill, with Adams joining the chorus of crypto proponents who say pausing mining will harm the larger crypto industry in New York. That’s one issue Hochul may successfully avoid having to take a specific stance on before the election. Early voting in the Democratic gubernatorial primary started on June 18, ahead of Election Day on June 28.

Debating the right role for the LG
S
HOULD THE LIEUTENANT governor be independent from the governor, publicly disagreeing as a fellow elected official? Or should they show a united front with the governor, keeping any debates behind closed doors? That was a central question addressed in the debate among the Democratic candidates for lieutenant governor on June 15. Three candidates will be on the ballot in the June 28 election: Antonio Delgado, a former member of Congress who was appointed lieutenant governor by Gov. Kathy Hochul last month; Ana María Archila, former co-executive director of progressive advocacy group The Center for Popular Democracy; and Diana Reyna, a political consultant who formerly served in the New York City Council and as deputy Brooklyn borough president. Delgado entered the field late and has limited his appearances at debates and public forums, likely hoping to avoid conflict with his opponents. This was the only debate the state’s second-in-command had agreed to, but the hosts at Spectrum News and NY1 did their best to pack the 90-minute show with policy questions. With a small staff and little power, a sitting lieutenant governor may never get called on to weigh in on issues like building transit-oriented development, crafting gun laws that could withstand U.S. Supreme Court scrutiny and adjusting overtime regulations for farmworkers – but the candidates were asked about all those issues on stage. And the lieutenant governor hopefuls were asked about that central dynamic as well, the way that lieutenant governors have historically been ignored by their gubernatorial counterparts. Lt. Gov. David Paterson was left out of budget negotiations when he served under Gov. Eliot Spitzer. And Kathy Hochul was famously sidelined by Andrew Cuomo, when she served as his No. 2. Would these candidates demand to be included? Delgado said he wouldn’t have to insist, suggesting that his record as a member of Congress representing a district in the Hudson Valley would earn him the invite. Delgado joined Hochul’s team after the

budget was decided this year, but he may be right. Before former Lt. Gov. Brian Benjamin resigned in April, saying he would fight the federal corruption charges against him, he was involved with at least some parts of the budget negotiations regarding criminal justice. Archila said she would “absolutely” insist on it. “As long as I’ve been organizing, governors have been an obstacle to progress,” she said, adding that they needed another voice in the room. That answer seemed to reflect the political reality for Archila. Hochul is heavily favored in the primary for governor, and if Archila were to win, chances are that she would be running on a ticket with somebody she has criticized as a tool of moneyed interests, rather than her informal running mate for the primary, New York City Public Advocate Jumaane Williams. That’s also the case for Reyna, who is running alongside Rep. Tom Suozzi and said she would make the case to join budget negotiations given her experience doing so for 12 years on the City Council. Candidates were also asked if they’d speak out against the governor if they disagreed on something. Reyna said any disagreements should be hashed out in private: “New York does not need animosity between leaders.” She cited the infamous feud between Cuomo and then-New York City Mayor Bill de Blasio, saying, “I would never want to participate in such rivalry.” Archila pushed back on that, saying she had a vision for a more independent office, no matter who was in the governor’s office. Archila criticized the current governor, saying that, unlike Hochul, she would have spoken up when Cuomo sent people with COVID-19 to nursing homes. “We cannot afford a lieutenant governor who stays quiet while people are suffering,” she said. Delgado is in a different position as the incumbent. But after just three weeks in office, the nature of his relationship with Hochul is unclear, and he doesn’t seem eager to help define it. He tried to stake out the middle ground between his opponents, saying that while members of a team will have disagreements, “the objective needs to be to put our best foot forward.” There were certainly disagreements among the candidates. Reyna criticized Hochul for devoting so much money to a

Reyna and Suozzi are running in a more conservative lane in the Democratic primary, and she claimed that the governor’s policies are leading to more crime and that the state went too far in closing businesses and public gatherings in an effort to stop the spread of COVID-19. Archila is presenting herself as the progressive choice, and staked out positions on better pay for farmworkers, and limiting the influence of big money in politics. She worked to get Delgado on the defensive, criticizing him for a vote on border funding and for attending a White House party hosted by then-President Donald Trump. She also had one of the sharpest lines of
the night regarding the pending legislation that would impose a two-year moratorium on cryptocurrency mining, which has faced criticism on environmental grounds. Archila said she would absolutely support it, while Reyna said she needed to talk more to people in upstate communities that have been affected before she decided. Hochul hasn’t said whether she would sign the bill yet, so Delgado – apparently not wanting to get out ahead of his boss – just said the moratorium should be “seriously considered.” Archila pounced. “This is a perfect example of the governor being an obstacle to progress and the lieutenant governor saying nothing,” she said. Delgado was already put on the spot by debate moderators Errol Louis and Susan
Arbetter, who asked about the outside support he was getting from a super PAC funded by cryptocurrency billionaire Sam Bankman-Fried. Delgado said he had no connections to Bankman-Fried, and noted his own support for campaign finance reform. Delgado has a massive fundraising advantage over both Archila and Reyna, and – after a slow start to his campaign – has been rolling out high-profile endorsements, such as 32BJ SEIU and the Hotel Trades Council. He avoided major missteps in the debate, which seemed to be the campaign’s strategy by limiting his public appearances ahead of the primary. He may debate the governor behind closed doors in the future, but for at least one night, the debate was out in the open.

Andrew Cuomo while he was a member of the state Legislature. Zeldin called them “constant lies from Never Trumper Wilson and Rolex Rob,” referring to a bribery scandal that involved Astorino and a Rolex watch. Although most of the sparks flew between Zeldin and Wilson, such exchanges came to characterize the debate as attacks on past records overshadowed significant policy differences. Asked about a slew of issues from abortion rights to gun control, the four candidates hit similar talking
points. State lawmakers were too soft on crime, Gov. Kathy Hochul is punishing law-abiding gun owners, each of them would remove Manhattan District Attorney Alvin Bragg from office if they were governor, and the state’s abortion laws went too far. Zeldin and Wilson made erroneous claims about New York permitting “partial-birth abortions,” which is political term rather than a medical term, while Astorino said the state allows abortion “up until the moment of birth,” which is not true. State law permits abortions after 24 weeks if the life of the mother is at risk, or if the fetus is no longer viable. The candidates also attempted to tie their opponents to Democrats – like Zel-

HE FOUR REPUBLICANS running for governor squared off in their first debate over who had the most conservative bona fides as they denounced congressional hearings into the Jan. 6 insurrection at the U.S. Capitol, spoke about rolling back abortion protections and decried rising crime. Rep. Lee Zeldin, the presumed front-runner and the state GOP designee, flung the most attacks at the debate, targeting businessman Harry Wilson and to a lesser extent former Westchester County Executive Rob Astorino. Although everyone at the debate – including Andrew Giuliani, who participated remotely due to not being vaccinated – agreed on many topics, they also attacked each other’s track records in an attempt to differentiate themselves from the pack. The debate got off to a heated start with a question about former President Donald Trump’s culpability in the Jan. 6 insurrection on the Capitol that attempted to overturn the 2020 presidential election result. A congressional committee investigating the insurrection recently announced it had enough evidence to indict the former president for purposefully spreading lies about the election. All four Republicans, however, agreed that Trump held no responsibility for how his supporters acted that day. “President Trump told his supporters to go peacefully and patriotically to the Capitol,” Zeldin said of the “Stop the Steal” rally that resulted in the deaths of five police officers and four rioters. But the question also resulted in Zeldin’s first attack of the debate aimed at Wilson, who he called a “Never Trumper” for his decision not to vote for Trump in 2020. Zeldin would repeat the title of “Never Trumper” when referring to Wilson throughout the debate. Wilson responded in kind. “He will do anything and say any-

din pointing out Wilson’s donations to Bragg, and Wilson and Astorino trying to tie Zeldin to Cuomo. Wilson in particular repeatedly attacked Zeldin for alleged “dishonesty,” claiming that the member of Congress had originally asked him to appear on his ticket. This led to the first heated back-and-forth of the debate as Zeldin called his opponent a liar while Wilson claimed to have proof. “I never asked and I wouldn’t ask Never Trumper Harry Wilson,” Zeldin began before Wilson cut him off by saying, “Jan. 12 you did, I have the notes from the conversation, don’t lie.” Following the debate, Wilson’s campaign shared with City & State evidence of a conversation between him and Zeldin on
Jan. 12, as well as the alleged contemporaneous hand-written notes from that conversation. Although Zeldin referenced his running mate in the debate, Wilson said he was asked if he would run for state comptroller. “In that conversation, he said he was a ‘Harry Wilson fan,’ called me a ‘fantastic candidate’ who was ‘massively talented’ and asked if I would consider running for comptroller on his ticket,” Wilson said in a statement. “I politely declined.” The Zeldin campaign said the Jan. 12 call was about Wilson’s interest in making a late entry into the race for governor. “The Wilson campaign is getting extra ridiculous now with their new pretzel twisting here,” campaign spokesperson Katie Vincentz
wrote in a text message. “EVERYONE has taken what Wilson said on the debate stage as being Congressman Zeldin’s running mate for lieutenant governor.” In what may have been a surprise to some viewers, Giuliani was perhaps the most composed on the debate stage, largely steering clear of both giving and receiving attacks. When debate moderators attempted to catch Giuliani off-guard by pressing him to explain the technical procedure to get a constitutional amendment approved in New York, he proved his knowledge of state law. “I understand what you’re trying to do,” Giuliani said when talking about his support to pass an amendment allowing localities to remove their district attorney. “But if you’d let me actually answer the question, rather than trying to trap me into this, this is an actual Assembly and state Senate process, but I would push for this as governor.” In one of several heated exchanges between Wilson and Zeldin, Giuliani actually interjected in an attempt to bring the conversation back, away from ad hominem attacks about political donations and ties to Democrats. “Let’s be mature here guys, come on,” he said as Wilson and Zeldin went at each other. “Let’s talk about the issues that are important to New Yorkers.” But at the end of the debate, those exchanges were the ones that stuck out the most during the hourlong affair. “Don’t think you’re smarter than the Republican voters across the state of New York, they figured you out Never Trumper,” Zeldin told Wilson near the start of the debate. “They are seeing right now that you are a child,” Wilson responded.

OUR YEARS AGO, a group of Democratic insurgents challenged former members of a group of breakaway Democrats who had shared power with Republicans, successfully unseating all but two of them. Two years ago, Democratic Socialists of America-backed candidates took on entrenched Democratic incumbents in the Assembly, again leading to several upset victories across New York City. Now, the Working Families Party has endorsed a slate of candidates in upcoming Assembly primaries looking to repeat those successes for a third election cycle in a row. Now working in lockstep with the DSA, the WFP plans to bring its vast campaign resources to support its candidates in what will likely be tougher primary fights than in years past. In March, the WFP announced their “We Can’t Wait” slate of nine Assembly candidates, seven of whom will challenge Democratic incumbents in the June 28 primary. When Republicans controlled the state Senate prior to 2019, the Assembly had stood as a progressive bastion, passing legislation like the New York Health Act knowing the GOP would never vote for it. But since Democrats took control of the upper chamber, the state Senate has increasingly led the state Legislature on leftwing issues, as bills now often stall in the Assembly. The latest examples came just this year as the Assembly failed to approve the Clean Slate Act and the Build Public Renewables Act after those bills were passed by the state Senate. “It’s not about vendetta, it’s about values and policies and what people fight for when they’re in the Legislature,” Nina Luo, deputy state political director for the WFP, told City & State. “So we want to run a slate of folks who are extremely value-aligned, disciplined politically.” The agenda includes issues like “good cause” eviction, health care access and universal child care. The seven incumbents being targeted by the WFP are Jeffrey Dinowitz and Michael Benedetto in the Bronx, Erik Dilan and Nikki Lucas in Brooklyn, Inez Dickens in Manhattan, Angelo Santabarbara in Schenectady and Kevin Cahill in the Hudson Valley. Some, like Dinowitz, Cahill and Benedetto, have held their seats for decades. Others, like Dilan and again Dinowitz, are members of powerful political families in their neighborhoods,

while Dickens remains a power broker in Harlem. With the exception perhaps of Santabarbara, who represents a traditionally more moderate district upstate and has voted against a handful of priority bills like banning the sale of ghost guns, a cursory review of the incumbents’ voting records won’t reveal any incumbents as significantly out of step with the policy goals of the WFP. But bills only come to a vote when the speaker is sure they have enough support, at which point voting for them is easier. Lawmakers often stake out their positions before legislation makes it to the floor, and even co-sponsorship does not offer clear insight into what bills they will fight for or prioritize. One needs to look no further than the New York Health Act, which has more than enough co-sponsors in both chambers to pass but has never come for a vote since Democrats took total control of the state Legislature.

This year, one example would be the Build Public Renewables Act, of which Dinowitz is a co-sponsor. Although supporters said they had 83 “yes” votes, Dinowitz later said it didn’t have the support and 83 was still too narrow a margin. “We don’t like to shove things down people’s throats,” he told Politico New York after the legislative session. “We want to get good things done as quickly as possible but it doesn’t always work that way.” Lawmakers generally try to whip at least 76 votes for a bill in the 150-member Assembly, and many pieces of legislation have passed with fewer than 83 votes supporters claimed to have had, leaving advocates frustrated and confused over what had happened. The idea of coalition-building beyond election campaigning is at the heart of what the WFP hopes to achieve with its slate of candidates. “You need to have dedicated progressives who are in the Assembly working together in a bloc to really get through some of this noise,” Jessica Altagracia Woolford, who is challenging Dinowitz in the Bronx, told City & State. She later referenced the closed-door negotiations that average New Yorkers won’t see over bills. “It doesn’t matter if we have Democrats in charge if they’re not the kind of Democrats who are really going to fight for good cause eviction, for Build Public Renewables,” she said. A spokesperson for the Dinowitz campaign affirmed his commitment to progressive policies in a statement to City & State. “Assembly Member Jeffrey Dinowitz has been standing up to powerful interests to deliver for working families his entire career,” spokesperson Matt Rey said. “Our campaign is focused on the future of the North Bronx and we’re proud of Jeffrey’s record fighting for our communities.” Woolford and her slatemates would likely join a growing bloc of progressives and socialists in the Assembly that includes members like Zohran Mamdani, Marcela Mitaynes and Phara Souffrant Forrest, all of whom took office last year. Those 2020 elections were contentious not only because they unseated longtime incumbents, but because they in some instances pitted WFP candidates against DSA candidates. Although the WFP endorsed Mitaynes, it stayed out of Mamdani’s race and actually endorsed then-Assembly Member Walter Mosley over Souffrant Forrest. This year, however, is different. Al-

The 2022 election cycle may prove the toughest yet for progressives. Unlike in 2018, these incumbents haven’t coordinated with Republicans – as the Independent Democratic Conference had. And unlike in 2020, insurgents won’t benefit from incumbents underestimating them. Lawmakers have accumulated significant support from the most politically powerful unions in the state, and New York City Mayor Eric Adams has begun to show his own support as well. He has endorsed Benedetto, Dickens and Dilan, and while he hasn’t explicitly mentioned Ocasio-Cortez, he has made no secret of his disdain for her and her politics. “AOC is with my opponent,” Benedetto told the New York Post about his endorsement from Adams. “They support the same things like defunding the police.” Dickens offered a similar opinion, denouncing both Ocasio-Cortez and the growing strength of socialist movements in New York. Her opponent, Delsenia Glover, is not endorsed by the DSA.
Benedetto’s opponent, former Ocasio-Cortez staffer and DSA member Jonathan Soto, did not shy away from the association nor the influence of a unified slate with the WFP. “There are a lot of centrist elements inside of the Legislature and in state government, and we need organizational alignment and mass movements,” Soto told City & State, specifically referencing recent gun control measures he felt could have gone farther as well as the ability to pass major climate change legislation. “I can’t do this alone as a single member.” Of course, Soto is running on more than prominent endorsements and general left-wing ideology, pointing both to shifting demographics in his Assembly district and the fact that Benedetto has never faced a serious challenge as well as his focus on reforming New York City public school governance, a matter Benedetto is deeply involved in thanks to his position as chair of the Assembly Education Committee.

though the DSA has only officially endorsed two insurgents that are part of the WFP slate, it has not backed anyone running against a WFP candidate, nor has the WFP supported anyone running against someone with DSA support. “This represents, like, a movement of new progressive candidates that will together champion policies for working-class families rather than private interests that have outsized influence in Albany,” Samy Nemir Olivares, who is taking on Dilan and has DSA support, told City & State. Unlike in recent elections, the two progressive organizations have now joined to create a unified front, a partnership solidified with the backing of Rep. Alexandria Ocasio-Cortez for both slates of candidates. Organizers said that was a conscious decision. “The issues and the crises that we’re up against are just way too massive, and we need to work together if we want to beat back the industries and the right wing that is really organizing in the state,” Sumathy Kumar, co-chair of the New York City chapter of the DSA, told City & State. The DSA proved its grassroots chops in 2020 with successes in Assembly races, and even as far back as 2018, when now-state Sen. Julia Salazar unseated Martin Malavé Dilan – Erik Dilan’s father – with the organization’s support. And the WFP brings with it decades of organizing experience and campaign resources to candidates like Olivares and Woolford. The consolidation of the two progressive forces will likely be necessary now that incumbents have two years’ worth of evidence of progressive organizing strength. “It’s definitely true that we can’t just sneak in anymore,” Kumar said.

For all the shared goals between members of the WFP slate, they ultimately each run in very different races, facing individual challenges unique to their districts. Justin Chaires, who is challenging Santabarbara, is one of only two upstate candidates, along with Sarahana Shrestha, who is taking on Cahill. “There is so much that needs to be done on this (local) level my downstate mates may not see,” Chaires told City & State. And he also faces easily the most conservative of the incumbents in a district that also has an active Republican primary. “You can’t take anything for granted,” Chaires added, looking ahead to the general election despite having a Democratic voter enrollment advantage in the district. But it’s perhaps the reason that Chaires’ inclusion in the slate is even more important. “Being able to run on this slate with these other candidates is truly a blessing,” he said of the vision for New York they all share. “We’re obviously in much different districts … but we make sure that we’re constantly working together.” The 2018 primaries saw the success of the anti-IDC movement whose organizing impacts can be felt in 2022 with the WFP’s “We Can’t Wait” slate, but that year also ushered in the state’s first Democratic Socialist lawmaker in Salazar. She ran against Martin Malavé Dilan at a time before the DSA’s influence had grown. Four years later, the current slate of WFP and DSA candidates have taken lessons from that early victory as the progressive movement has expanded. “This is not about one candidate, it’s about a movement, it’s a communitywide project,” said Olivares, who is looking to finish what Salazar started in Bushwick, Brooklyn, by unseating Erik Dilan. “It goes beyond winning one election, but it is about transforming, radically, the conditions of the community and pushing for transformative legislation.”

EW YORK CITY’S seen countless competitive Democratic primaries in the past few election cycles – and more than few incumbents have lost. But Manhattan has largely been left out of the fun. Politicians there tend to stick around for a long time. But a wave of retirements, and some energetic challenges, could shake up Manhattan’s Assembly delegation. And that’s just the June primary. Redistricting will lead to Manhattan voters deciding two of the country’s most closely watched congressional primaries, at a time when the political center of gravity in the city has shifted toward Brooklyn. “Why should the boroughs have all the fun?” asked Rose Christ, a Manhattan-based lobbyist and former president of the Stonewall Democratic Club of New York City. “I think it’s only right that we see new people emerge in these races and really hold incumbents to the fire and also make their way in when there are open seats. It’s political dynamics at its best.” Though not everyone agrees this is new. “Manhattan politics has always been exciting,” said Keith Wright, the leader of the Manhattan Democratic Party. “These things come in cycles. They come in different waves. Believe me: It ain’t nothing we can’t handle.”

this campaign. Shimsky, who reported $65,544 on hand in May, has said she planned to attack Abinanti on that issue as well as “good cause” eviction and his past comments on vaccines. Her campaign got a boost from Westchester Democrats in February when they voted to support her primary challenge against Abinanti, who claimed it was all just political hijinks ahead of the June primary. Shimsky’s also getting support from progressives, including the WFP. Abinanti beat a primary challenger last year by a comfortable margin.

But Monserrate isn’t a joke – he’s won district leader races, and the majority Hispanic district’s demographics favor him. He’s hoping to paint Aubry as the picture of Albany dysfunction. Aubry has run a quiet campaign and hasn’t posted a campaign finance report since January. And even then, he didn’t report raising a single dime after the first days of November. Moving New York Forward, a super PAC funded by a Wall Street trader, has spent more than $200,000 supporting his campaign and getting Martinez’s name out. And Rivera may not be able to count on the establishment to save him this time considering all that trouble he’s gotten into with Assembly leadership after leaking a recording of a private meeting. George Alvarez, a perennial candidate who came in third place in the 2020 primary for a neighboring Assembly district, is also running, and reported having $18,351 in the bank in May, after spending $25,362 since January. Martinez hasn’t filed since January, when he reported having nearly $37,000 – most of that his own money. And who knows what shape Rivera’s campaign is in – he hasn’t reported raising a single dollar since October 2020.

Politicians who just can’t stay away Here are some of the 2022 candidates hoping to hold elected office again.
T
HE PAST 12 MONTHS have been tumultuous for New York state politics. A powerful governor resigned in scandal, the new lieutenant governor was arrested and the state Supreme Court scrapped a host of legislative maps. But with all of that upheaval, one thing has remained constant: the allure of elected office for those who previously had it. There is no shortage of former lawmakers staging a comeback in 2022. “It is very hard to give it up,” said Dan Feldman, a former Assembly member who represented Brooklyn from 1980-1998. Feldman lost a close four-way congressional race that featured ex-Rep. Anthony Weiner and current Queens District Attorney Melinda Katz. “I was so devastated. It was my identity, and I think for many public officials it becomes their identity.” “It’s not a metaphor; it really is addictive,” said Feldman (who, full disclosure, is a family acquaintance). Since leaving office, Feldman has authored several books, served in other government capacities and became a professor at John Jay College. But occasionally his time as an elected official will pop back up in his subconscious. “I still dream about it. So obviously there’s still a pull on some level.” Costa Constantinides served two terms on the New York City Council and ran an unsuccessful race for Queens borough president in 2020. He said getting to see the change you make in your community is a huge draw. “This morning, I went for a run on the
track that I helped get the funding for in Astoria Park,” Constantinides said. “And I’m sitting there running on the track that I helped get done. Absolutely that’s a pull, right?” Here is a list of some of the ex-pols who couldn’t resist that pull this cycle.

Republicans won big in Nassau County in November, defeating incumbent Democratic County Executive Laura Curran and routing the Democratic candidate for district attorney. Republican former state Sen. Jack Martins is hoping to build off that momentum and recapture his former seat. Martins is facing off against incumbent Democrat Anna Kaplan in District 7, anchored in western Nassau County. In 2010, Martins defeated then-state Sen. Craig Johnson helping to hand Republicans control of the chamber. After leaving the state senate in 2016, Martins ran unsuccessfully for Congress and for Nassau County executive. The race this time around will be a barometer of renewed Republican strength in the suburbs.

Democrat David Yassky, a former Brooklyn City Council member, Taxi and Limousine commissioner and Pace Law School dean, is running for state Senate in the newly reconfigured 26th District. The district stretches along the Brooklyn waterfront from Bay Ridge to Brooklyn Heights. Yassky first entered to run in an open seat under gerrymandered maps passed by state lawmakers. That district included Brooklyn Heights and parts of Staten Island. But after the maps were ruled unconstitutional, the new 26th District incorporates much of the area represented by state Sen. Andrew Gounardes. Yassky will have to knock off Gounardes to win the seat.

Eight years of running New York City was apparently not enough to drive former Mayor Bill de Blasio out of politics. He’s back for more, running for Congress in his old stomping grounds of Park Slope. Prior to serving as mayor, de Blasio was New York City public advocate and a City Council member. The former mayor is one of many high-profile candidates vying to represent the 10th Congressional District. The Manhattan-Brooklyn district is the result of New York’s redistricting chaos. The former

Reyna has won several hard-fought races for City Council and was a chief antagonist of Brooklyn Democratic leader Vito Lopez.

New York is a city of personal reinvention, but that may not be of much help to former Democratic state Sen. Hiram Monserrate. political alliance with Republicans, paralyzing the state government and disempowering members of his own party. In 2010, the excop was expelled from the state Senate for a domestic abuse conviction. Since his expulsion he has been a perennial comeback candidate.
