THE OFFICE OF CANNABIS MANAGEMENT last week outed 52 “illicit retail operations” from around the state that were discovered selling marijuana products without a license. The office released their names publicly and issued “cease and desist” letters to get them to stop. Well, good luck to them stopping the stampede to sell cannabis that resulted after New York legalized recreational pot in April 2021. The office issued similar warnings in February, but sales continued. Among the accused, some have denied selling weed, while others insisted they weren’t breaking the law. Part of the problem lies in the fact that the office didn’t get up and running until after Gov. Kathy Hochul entered her new post. Capitalism has little patience for waiting around on bureaucracy. It also thrives when it’s given the green light of lax enforcement. In New York City, Mayor Eric Adams urged a less “heavy-handed” approach toward people using marijuana during the eternity it’s taking the licensing process. The first licenses will come in early fall. Until then, Adams has recommended going into unlicensed shops “and explaining to that store that, ‘Listen, you can’t do this.’” While mayor-elect, he even promised what looked like a dime bag to Stephen Colbert while he was on the “The Late Show with Stephen Colbert.” Meanwhile, New York City police aren’t acting on pot sellers, at least none that I observed in Times Square, Washington Square Park, among other public spaces. It’s all good vibes for now – and frustration for the Office of Cannabis Management. One concern, however, is over the safety of products sold without government oversight. I don’t want to be a spoiler, but there will be a harsh buzz the moment someone gets hurt.

HOCHUL TACKLES THE ENVIRONMENT

Following action taken to address U.S. Supreme Court rulings on abortion and guns, Gov. Kathy Hochul shifted gears to climate change and the environment, once

again referencing a recent decision. This time, Supreme Court justices rolled back the Environmental Protection Agency’s regulatory authority over power plant emissions. She cited the decision as she signed into law three new climaterelated bills, including

Hochul and New Jersey Gov. Phil Murphy agreed to split the state-level costs of the Gateway project down the middle, paving the way for a new train tunnel under the Hudson River delayed thanks to years of political squabbling between the two states as well as the federal government. New York and New Jersey previously reached an agreement with the federal government in 2015, but then Govs. Andrew Cuomo and Chris Christie disagreed on how they would split their share of the costs. And though they ostensibly settled matters in 2017, they ran into the Trumpled federal government, stalling the project once again.

NEW CRIME DATA IN NYC

Following the violent Fourth of July weekend that saw over 50 people shot – including seven who died – the New York City Police Department released new crime statistics that showed shootings have gone down this June compared to June of 2021. The city also saw a decrease in murders both year-to-date compared to last year as well as in June compared to May. However, overall crime had increased by about 30% year-overyear. Concerns over crime continue to drive political conversations at both the city and state levels, with public

JCOPE’S LAST STAND

In the last hours of the Joint Commission on Public Ethics’ existence, the now-defunct state ethics agency released a report on how former Gov. Andrew Cuomo got approval for his controversial COVID-19 book deal. It found that Cuomo and his administration largely had control of the situation, setting the terms for what information it would disclose and when. The report concluded that JCOPE effectively rolled over for Cuomo and allowed him to coerce the agency into expediting the approval with minimal oversight. The decision to release the report was the agency’s final move before it was replaced by the Commission on Ethics and Lobbying in Government.

New York’s true two-person race for governor As promised, the Working Families Party has named Gov. Kathy Hochul and Lt. Gov. Antonio Delgado as its candidates for their respective offices after Jumaane Williams and Ana María Archila lost in the June Democratic primary. The development was not unexpected, as the WFP said it would not play spoiler if their original candidates lost, and Hochul said she would accept the party’s line if offered. But the lack of fanfare was noteworthy thanks to a recent change in the law that made the process exponentially easier. And with Williams off the ballot, the race for governor in November will officially have no third party or independent candidates joining Hochul and Republican Rep. Lee Zeldin, a first for the state in recent elections. In years past, getting a candidate off the ballot presented something of a challenge. The WFP – and any other third party that had nominated a candidate who lost in a major party primary – needed to nominate that candidate for a different office, generally a remote judgeship. In the case of Cynthia Nixon in 2018, who is not a lawyer and could not technically run to be a judge, the WFP placed her on the ballot in her Assembly district. This process was twofold: first, remove the Assembly placeholder

by nominating that person to a remote judgeship, then designating Nixon to appear on the Assembly ballot to free up the gubernatorial line for Andrew Cuomo. In short, the process was convoluted and messy. A new law in the state simplified that process by giving third-party candidates the option to decline the designation within a handful of days of losing a major party primary. No placeholders and upstate judicial races needed. Williams and Archila made use of this new law, allowing the WFP to nominate Hochul and Delgado in their stead. This year, only Hochul’s and Zeldin’s names will appear on the ballot. Hochul will occupy the Democratic and WFP lines, while Zeldin will appear on the Republican, Conservative and (potentially) Independence Party lines. This year, candidates for the Green and Libertarian parties failed to get on the general election ballot. That means voters won’t see perennial Green Party gubernatorial candidate Howie Hawkins, nor Libertarian Larry Sharpe. Although third party candidates have historically had negligible impacts on the outcome of gubernatorial races in New York, their absence this year truly does make the November election a strictly two-person race. – Rebecca C. NYC FERRY IS TAKING ON WATER CITY COMPTROLLER BRAD LANDER FOUND $224 MILLION IN UNDISCLOSED SPENDING. By Annie McDonough The NYC Ferry service launched by then-New York City Mayor Bill de Blasio in 2017 is notoriously expensive to operate. In order to keep fares at $2.75 per ride – equal to the cost of a subway or bus ride, and a priority of de Blasio’s – the New York City Economic Development Corp. subsidizes the service. According to a new report by the New York City comptroller’s office, the cost of that subsidy is even higher than previously reported. City Comptroller Brad Lander released an audit finding millions in underreported ferry expenses and overpayments to the ferry operator, Hornblower. Here are some of the key findings in the comptroller’s audit.

Total ferry-related expenditures that the audit said were not disclosed by the EDC through 2021, roughly $181 million of which was capital expenses and $43 million of which was operating expenses. The EDC said it properly disclosed all ferry-related expenses but would make new financial and operational reports available online.

The amounts by which the audit said the EDC understated the per-ride subsidy cost for fiscal years 2018 through 2021, respectively. The audit said this was due to the EDC calculating the per-ride subsidy without including the extra ferry-related expenses.

The amount that the audit estimated was spent in “questionable vessel acquisition costs.” The comptroller’s office found that the EDC overspent when purchasing vessels from the ferry operator Hornblower – including by purchasing some at prices above their true value.

The total amount that the audit recommended the EDC attempt to recoup in overpayment costs to Hornblower. However, the EDC said that it won’t seek these refunds, saying the payments were made to Hornblower in accordance with their operating agreement.

The year that Walt Whitman published his poem “Crossing Brooklyn Ferry,” which Lander quoted from liberally while detailing the findings of his office’s audit. “‘It avails not,’ Whitman wrote, ‘Time nor place – distance avails not,’” Lander quoted. “Cost, however, avails.”

You are on track to be the first DSA member from upstate New York. You beat an incumbent. What was your key to success? We had everything going right for us, and I have to say that despite that, it was pretty close. And it was very difficult. And one of the motivations for running for this race is that I knew that this was a very forward-thinking progressive district, and I didn’t feel like that was coming across in the state representation. And I felt like that was an underutilization of what this district could do for the state. So you know, this district skews older, skews more women, very highly

informed voters in the Democratic base and most people that we talk to, by and large, agreed with our platform, agreed that the government should be doing a lot better. Agreed that, you know, there was too much corporate influence, that we hadn’t really seen the results of adding a Democratic supermajority. I would say that this is a campaign that spent very little money; we spent around $100,000. I am a very good organizer. The people who came on board early on are very good organizers. You know this was mostly a DSA-built campaign, specifically Mid-Hudson Valley DSA. And then once we got the Working Families

endorsement, it sort of elevated us to the next level that we needed to get to the finish line. You said people were disappointed in the supermajority in the state Legislature. What were people disappointed by? Our top three things are climate, housing and health care. But we tie those three things into the issue of our economy. Our economy is positioned to favor profits over people in need, and that has transpired into all of these crises. And when we were talking to people about these things. I think we were having conversations where we were able to do some political education

How does a Democratic majority block bills?

on top of their intuitions. We talked a lot about specifically the Assembly, like what’s the composition of the Assembly. We have 105 Democrats. We only need 76 votes, which should make the Assembly very active in terms of passing bills, and that’s not the case. And how does a Democratic majority block bills? Because we don’t have Republicans blocking bills. Right? So we were able to have conversations that kind of supplemented their intuition with concrete issues in the culture of our government. What do you think your victory says about the direction of the Democratic Party in New York?

I don’t even think that this is necessarily a shift in what people want because I’m in a district where most voters are older. Most of our supporters were older, I would say 65 and above. We had a lot of supporters who were 80 and older. These are people who have always believed in this platform. I don’t think it’s the voters who have changed. It’s just that our organizing has changed. This wasn’t ideological? The breakthrough of our campaign was not gaining support for our ideology. It was being able to put our name on the ballot, and we gave them the choice because they have been ready to make that choice. – Pete Tomao

THE SOCIALIST BLOC DSA lawmakers in the state Legislature are expected to present a united front – and are held accountable when they don’t.

O BE AN unorganized socialist is a contradiction in terms,” Zohran Mamdani told City & State, explaining his decision to join the Socialists in Office committee soon after winning a Democratic primary for an Assembly seat in

2020. Mamdani, who represents the Astoria section of Queens, is a member of the New York City chapter of the Democratic Socialists of America and received the group’s endorsement when he ran for office. He is one of six DSA members in the state Senate and Assembly, who are collectively known as the Socialists in Office. The first socialist in office in the modern era was Julia Salazar, who was first elected to the state Senate in 2018. (Full disclosure: I am a member of NYC-DSA and donated to Salazar’s campaign.) The rest of the group were elected in 2020: Mamdani, state Sen. Jabari Brisport, and Assembly Members Marcela Mitaynes, Phara Souffrant Forrest and Emily Gallagher. These six legislators work closely with the DSA, in ways that go far beyond the usual relationship that elected officials have with community and activist groups. Following its victories in the 2020 elections, NYC-DSA created a dedicated group known as the Socialists in Office committee (SIO) to coordinate with its elected officials. The SIO includes representatives of NYC-DSA’s Citywide Leadership Committee, geographic branches (such as the Central Brooklyn branch and Queens branch), and

working groups focused on specific issues (such as the Healthcare Working Group and housing working groups). The SIO meets regularly, typically through weekly virtual meetings and monthly in-person meetings. During the meetings, members will often discuss pending bills and strategize on how to win the DSA’s legislative priorities, which this year included the New York Health Act, the Build Public Renewables Act and “good cause” eviction. The committee is democratically run, with any member – not just those in elected office – able to suggest that the committee adopt a collective position on a certain issue or piece of legislation. “We have created a decision-making process by which we could air out a question – whether it be legislation or whatever else, or endorsements – and then have a structure to a debate and then a vote, internally, to figure out: Where do we lie on this as a committee, and how do we ensure that we move as a collective even amidst individual dissent?” Mamdani said. In cases where the committee does vote to adopt a collective position, the six legislators will be expected to vote as a bloc in the Assembly and state Senate. In other cases, though, they may vote differently from one another. “There have been a lot of occasions where we didn’t make any decision at all, and then as a result, we just ended up voting in different ways,” Salazar said. In addition to the regular SIO meetings, the six socialists in office often attend the

DSA’s monthly branch meetings and participate in mass calls open to all DSA members, where they report back on what is happening in Albany. “Part of the function of the committee is to have mass calls where we explain what exactly just happened in this extremely complicated, last-minute process that has huge ramifications for millions of people in our state,” said Sumathy Kumar, the co-chair of NYC-DSA and a member of the SIO committee. “That is an extremely important function of the socialists that are in Albany right now, of pulling back the veil on how undemocratic, how top-down the Legislature is, all the things that they think they can get away with, and exposing that to a mass audience and agitating people to get involved, to get organized, to join a movement so that we can actually structurally change that.” The particular relationship that the DSA has with its elected officials is unique within state politics. Plenty of lawmakers belong to caucuses and informal blocs, participate in strategy calls led by outside advocacy groups and host town halls to hear from constituents. But only the DSA and socialists in office have created this hybrid model. “It’s not a one-off town hall where you hear from people and then you go back to your office and you do whatever you want,” Kumar explained. “It’s an ongoing process, it’s an organizing conversation, it’s a permanent strategy really, to have an ongoing conversation between people who have been elected and people they’re representing.” In some limited but very real sense, the elected officials who belong to SIO have been willing to share the power they have as legislators with the DSA, agreeing to support the collective goals of the SIO committee despite their own personal beliefs. “I think what’s unique about it is it truly is collaborative between the legislators in the Socialists in Office committee and the nonlegislators in the committee,” Salazar said. In theory, that could mean DSA elected officials would represent the interests of an outside group rather than the interests of their constituents. But in practice, the socialists in office say, there isn’t much conflict between the DSA’s values and those of the districts that elected them – not least because many people in those districts belong to the DSA. NYC-DSA currently has about 6,400 members. “More of my constituents are dues-paying DSA members than of any other organized

group in the district,” Mamdani said. “The guy that I beat in FIFA five blocks down from my apartment is a DSA member,” he added. “The co-owner of the bar on Avenue North where we launch our canvasses is a DSA member. The taxi driver who lives two avenues south is a DSA member. The teacher I run into on the subway platform is a DSA member. In being accountable to a mass movement, I am being accountable to my constituency.” Both Salazar and Mamdani said that they have never felt pressured by the DSA to take a stance that they disagreed with, since they all share the organization’s values and politics. “This committee is, almost fundamentally, based on our socialist ideology, right? So we’re like-minded people and like-minded policymakers,” Salazar said. That is a credit to the DSA’s electoral strategy. Unlike many progressive advocacy organizations, the DSA is extremely selective with its endorsements, only endorsing candidates who fully embrace the organization’s values and plan to work closely with the organization once in office. Often, DSA-endorsed candidates have already been active in the DSA organizing campaigns for years before deciding to run for office. So long as the DSA only endorses true believers in socialism, it can be assured that any endorsed candidate who wins election will share its goals and be eager to collaborate on future work. When it comes to the DSA’s main campaigns – such as universal health care, “good cause” eviction and publicly owned renewable energy utilities – there’s no question

that all six of the socialists in office are on the same page. When it comes to issues that are controversial within the DSA, however, the unified front of the socialists in office can fray. That was the case with the bill creating the Public Housing Preservation Trust – an enormously complex piece of legislation that enables the NYCHA to set up a public trust to accept federal housing vouchers and sell bonds to raise money from investors to repair NYCHA buildings. Many NYCHA tenants have expressed skepticism of the Public Housing Preservation Trust, though others have spoken out in favor of it. In late May, Salazar was approached by Democratic leadership and asked whether she would sponsor the state Senate version of the bill creating the Public Housing Preservation Trust. The bill had originally been introduced by state Senate Housing Committee chair Brian Kavanagh, but he withdrew his sponsorship in response to opposition from NYCHA tenants. Salazar, who supported the creation of the Public Housing Preservation Trust, agreed to sponsor the bill – without first consulting the SIO committee. Salazar maintains that she did not do anything wrong, since neither the SIO nor NYC-DSA as a whole had taken a position on the Public Housing Preservation Trust. She said that the SIO did discuss an earlier version of the bill, known as the Blueprint for NYCHA, but ultimately decided not to take a position. “In 2021, we had a discussion about it. The members of the committee who were interested actually met with representatives

opposed the creation of the Public Housing Preservation Trust had introduced a resolution at NYC-DSA’s annual convention calling for the organization to publicly oppose the bill. But the resolution did not pass – a reflection of the fact that some within the DSA actually support the Public Housing Preservation Trust. After the convention, NYC-DSA leadership passed an amended resolution that pledged to remain neutral on the issue of the Public Housing Preservation Trust and to create a dedicated group within the DSA known as the NYCHA Solidarity Working Group that would focus on bringing NYCHA tenants into the DSA.

from NYCHA to understand the bill better and make our own recommendations for how the bill could be improved,” Salazar said. “After that, the Socialists in Office committee determined that it was not a priority for the committee, and it clearly wasn’t a priority for the organization, so the committee took no position on the Preservation Trust.” But others within the organization felt betrayed when Salazar sponsored the bill. Last summer, a group of DSA activists who

that violated NYC-DSA leadership’s pledge to remain neutral on the issue. After Salazar announced her sponsorship of the Public Housing Preservation Trust bill, the NYCHA Solidarity Working Group published an open letter demanding that she withdraw the bill. More than 140 DSA members signed their names to the letter. “Senator Salazar has ignored NYC-DSA’s democratic decision-making process,” the letter reads. “By surprising her NYC-DSA colleagues in the State Legislature, some of whom have no firm opinion on and others of whom have major concerns with this NYCHA legislation, she has shown disregard for the SIO Committee as a concept. Albany wants to politically divide the SIO and this action accomplished that.” Salazar did not withdraw the bill, though she did hold a virtual forum with the NYCHA Solidarity Working Group and other DSA members to discuss her position on the bill. Rodriguez and other members of the NYCHA Solidarity Working Group said that their concerns were not addressed; they wanted Salazar to face some form of accountability from DSA or SIO for her decision to sponsor the bill, not just for her to explain her position. “In the aftermath, there has been zero to minimal engagement about what Julia had done,” Rodriguez said. “We had a meeting prior to the voting on the bill to try to rein her in, a ‘critical and meaningful discussion’ that ultimately led to zero accountability on her position.” When Salazar’s bill and its Assembly equivalent came up for a vote, all of her fellow socialists in office voted against the bills. Phara Souffrant Forrest, one of the Assembly members elected in 2020, also released a public statement explaining her decision: “For me, doing better means starting with NYCHA residents and engaging them deeply on the issues and what possible solutions might look like. Having spoken to my own constituents about this legislation, I have heard skepticism and a feeling that no one has invested the time to work deeply with them on shaping their future.” Rodriguez said that Salazar’s decision to sponsor the bill had led some NYCHA tenants to refuse to work with the DSA and had led him to question the DSA’s commitment to holding its elected officials accountable. Meanwhile, Fight for NYCHA, an activist group opposed to the Preservation Trust that Salazar has previously sparred with

on Twitter, recently launched a new Twitter account called @NoDSANY with the tagline, “The DSA sold-out NYCHA. Now, they are going to find out.” Despite the acrimonious split over the Public Housing Preservation Trust, both NYC-DSA and the Socialists in Office project seem poised to continue to grow. Last year, two DSA candidates won election to the City Council – Alexa Avilés and Tiffany Cabán – prompting the organization to create a nascent City Socialists in Office committee. In the August primary, two more candidates are running for state Senate with the DSA’s endorsement: Kristen Gonzalez and David Alexis. And last month, climate organizer Sarahana Shrestha beat incumbent Assembly Member Kevin Cahill in a Democratic primary. Shrestha is a member of the Mid-Hudson Valley chapter of DSA, and before running for office, she participated in an SIO strategy workshop as an organizer on the DSA’s Public Power NY campaign. If she wins the general election in November, as she is heavily favored to, then she will continue participating in the SIO committee – but this time as an elected official. Shrestha told City & State that she did not originally want to run for office but was persuaded to run in order to expand the DSA’s legislative influence beyond New York City. “I would not have run as a candidate without DSA backing,” she said. “In this case, it was really the organization and the organizers coming together and being like, let’s run this specific member of our organization for this specific reason in this specific place.”

Ill-fated slate Progressive candidates fell short up and down the June Democratic primary ballot.

P

ROGRESSIVES IN New York went into the June 28 Democratic primaries with high hopes. The Working Families Party had an ambitious slate of Assembly candidates looking to oust establishment incumbents and win open seats. Its organizers worked together with local branches of the Democratic Socialists of America, and Rep. Alexandria Ocasio-Cortez threw her support behind the candidates as well. Statewide, progressive lieutenant governor candidate Ana María Archila also had a strong presence on the campaign trail, and boasted numerous high-profile endorsers. By the end of the night, progressive organizers and candidates had come up short in the majority of their races. Archila received less than a quarter of the vote as Lt. Gov. Antonio Delgado emerged with a landslide victory. In the Assembly races, only one DSA-backed candidate won out of the five nonincumbents it endorsed, while only two of the WFP’s nine priority races went its way. Across the state, it was a tough night for progressives. Despite the lackluster performances this year, a number

of different factors, including enormous outside spending and national issues pushing the policy agenda, would suggest that those losses don’t necessarily represent a death knell for the left wing of the Democratic Party in New York. Although moderates and incumbents largely came out on top this time around, differences in policy may not have driven the outcome at the polls. In fact, results in two races in particular offer reason for progressives to move ahead with confidence. Although Archila, and even less surprisingly, New York City Public Advocate Jumaane Williams, lost their statewide races, they each placed second in their contests. Supporters found comfort in the fact that they finished ahead of Rep. Tom Suozzi and Diana Reyna, who had run to Hochul’s right and campaigned heavily on increasing crime rates and denouncing bail reform. Although that pair significantly outspent their leftwing opponents, Archila and Williams ended the night with more votes. “I don’t think the results are ideological,” progressive Democratic consultant Camille Rivera of New Deal Strategies told City & State, referencing the statewide races. “It wasn’t the wins

that we wanted, but if you see the numbers here, Tom Suozzi had millions of dollars and could not outpace people like Jumaane who had none.” Both the WFP and DSA still suffered significant setbacks on June 28 despite noteworthy wins by Sarahana Shrestha in the Hudson Valley over incumbent Assembly Member Kevin Cahill and Juan Ardila in the open race to replace retiring Assembly Member Catherine Nolan. Unlike in 2018 and 2020, when progressives racked up major victories in both the state Senate and Assembly, candidates didn’t have a boogeyman to run against like the Independent Democratic Conference, nor a presidential primary at the top of the ballot where the winner would be taking on former President Donald Trump. On top of those two factors missing this year, outside interests – in particular those with real estate ties – spent big on independent expenditures to oppose the leftwing candidates who would support legislation like “good cause” eviction that would offer stronger tenant protections. “I think real estate decided and made an effort to push back as much as they wanted to … to defend their institutions,” Rivera said. related super PACs – Common Sense New Yorkers and Voters of New York – spent significant sums against several WFP and DSA-backed candidates, potentially running afoul of campaign finance laws. Others, like Knicks owner James Dolan’s Coalition to Restore New York, also supported some candidates facing leftist opponents. Of course, outside spending wasn’t the only factor. Candidates on the WFP’s slate got outside support from an affiliated super PAC that spent more than $375,000 combined on mailers and TV ads. The political turbulence at a national level may have also dampened the desire among Democrats to rock the boat as the U.S. Supreme Court issues opinions that challenge longheld constitutional rights like abortion. “There is a current value on moderation,” Democratic political consultant and former state Democratic Party

Executive Director Basil Smikle told City & State. “When there is discomfort and anxiety in the electorate, it’s hard to make change.” Smikle added that for the first time in over a decade, New York City has a mayor and governor who are working together, while many leftwing candidates might represent a “divergence” from the overall strategy they are leading right now. This doesn’t necessarily come down on ideological lines, but both the governor and mayor are moderate, which has been reflected in voter attitudes this year. It may also help to explain how the only progressive successes in unseating incumbents – including taking out Assembly Member Tom Abinanti in Westchester County – occurred outside the city limits. Despite the tough primary election losses, the WFP struck an optimistic tone, making note also of victories by fresh-

man Assembly incumbents like Phara Souffrant Forrest. “Despite massive crypto and real estate money tilting the playing field, our candidates worked tirelessly to amplify the needs of working New Yorkers, lifting up critical issues and policy solutions to address the crises facing New York – everything from public safety to housing to climate change,” WFP State Director Sochie Nnaemeka said in an election night statement. But Rivera said that the June results offer a lesson for progressives as they prepare for congressional and state Senate primaries on Aug. 23. “We have to do better on our messaging,” Rivera said, acknowledging that average New Yorkers are scared and remain worried about public safety. “We need to be less wonky, be more clear, we need to understand that we need to meet voters where they are.” – Rebecca C. C

HI OSSÉ’S LIFE would change the moment he took the microphone and began to speak on June 1, 2020, at the third Black Lives Matter protest he ever attended. Ossé was 21 years old, and to that point he had made his name as a party promoter, a well known one at that, who hosted events at trendy venues across the city from the Public Hotel rooftop to Paul’s Cocktail Lounge. His friends and relatives did not regard him as a particularly political person. Yet there he stood, addressing thousands of people who had gathered in Times Square to protest the murder of George Floyd. “They are trying to strike fear in our hearts,” Ossé said about the police. “They want us to attack them. They want to beat our bodies. They want us to look like we are the bad people, we are peacefully protesting, don’t break your peace. Stay strong, stay fucking optimistic.” A mere eighteen days later, on the first Juneteenth federal holiday, he announced his candidacy for the New York City Council. He would successfully fend off four other candidates during a heated June primary a year later, and coast through a general election, running unopposed. Now he is a member of the council representing parts of Bedford-Stuyvesant and northern Crown Heights in Brooklyn. Those who know him best and longest are not surprised that he has worked to put himself in a position of power. “He’s definitely comfortable being in charge,” said Tai Allen, a family friend who has known Ossé for most of his life. So, how to explain the curious rise of Chi Ossé? Ossé was born in Brooklyn on March 18, 1998. His mother, Akim Vann, called him her most “challenging child,” saying he “threw caution into the wind” and was not “straight and narrow” like his brother Chuma. Vann comes from a biracial and somewhat influential family. She appeared on Sesame Street as a child and her father, Teddy Vann, was a Grammy award-winning record producer and songwriter. Both of her parents are American-born, but their parents come from Hong Kong and the Caribbean. Her children are all very vocal, she said, which forced Ossé to grow a thick skin. “He’s being trained in his household to be an analytical person,” she said. “He’s trained to speak up, trained to speak up for the underdog. I didn’t see the politics coming, necessarily, but I knew that he would be somebody who would speak up for something.” Ossé and his siblings attended Friends Seminary,

the tony Quaker independent school on the east side of Manhattan, for middle and high school. Classmates remember him as somebody who wasn’t afraid to speak publicly, but was not very interested in politics. After graduating, Ossé headed to Chapman University in Orange, California, a roughly 30-minute drive from Los Angeles. There, he briefly studied hospitality and, at the time, intended to one day open his own restaurant. But in 2017 his father Reggie, better known as “Combat Jack,” the prominent podcaster and music attorney who represented hip-hop artists like Jay-Z, died. Ossé headed home and never returned to Chapman to complete his degree.

Chi Ossé is the New York City Council’s youngest member, and he’s making that a major asset.

Ossé started working at clubs and bars, taking freelance positions around the city. But the party came to an abrupt end in 2020, when Ossé found himself holed up in his room, quarantining like so many others. Roughly two months later on May 25, 2020, George Floyd was murdered and subsequently, the graphic video of his death began playing on repeat on every television news station and social media platform. “I AM SOMEONE THAT ALWAYS SPEAKS UP” Three days later, Ossé headed to the Barclays Center, just minutes away from his home, to protest alongside thousands of others. He returned to protest the next day (this time with

goggles to protect against tear gas), the next day, and every day after that until he found himself looking down over a crowd of thousands in Times Square on June 1, 2020, holding a microphone. He continued: “They want to hurt us. They want to beat us. They are taunting us. They like this. They are paid to beat us. They are paid to kill. If they do not kneel with us they are fucking against us. Applause. Don’t let them break you. Be peaceful, no fucking looting, that’s what they fucking want.” Later that day, he took to Instagram, posting: “Day 3 of protesting for Black Lives. Speaking to hundreds of people in Times Square was one of the most amazing things that I have ever done in my life.” The following day, he could be spotted atop a stone ledge in Washington Square Park. Then, he was back in Times Square, at the Brooklyn Museum and at the Brooklyn Public Library, pouring his emotions out to thousands of people. “It felt natural,” he later said. “I am comfortable speaking from the heart. I am a loud person. I am someone that always speaks up about things that I’m dissatisfied with.” Day after day, he started to recognize many of the same faces at the protests he attended, many of whom were as young as he was. They banded together to form Warriors in the Garden, a Gen Z, Brooklyn-based collective of nonviolent activists that organized daily demonstrations against police brutality. At the same time, the media were beginning to take notice of him. He was featured on a segment on NBC News and later on the radio show “This American Life.” He remembered feeling that despite the work he was doing with Warriors in the Garden, no laws had been written that would alter his life as a Black person in America no “pen to paper.” That’s why on June 19, 2020, on his 23rd day of protesting, Ossé announced his run for City Council. He was running to be the youngest and first queer person ever to hold the 36th District seat. “I did not think that at that first protest, I would be doing what I’m doing today,” Ossé said. “I never thought I would run for office before in my life.” Before that point, he admitted he didn’t understand how accessible the process for running for office could be. He also wasn’t a college graduate and had only ever worked in nightlife. But in many ways, he found campaigning for office not dissimilar to promoting parties. “I love meeting new people,” he said. vocate and was running for office. Rather, who had co-founded the November Group, a ballot access firm, gradually became involved in Ossé’s campaign on the finance side. “In terms of the timeline, Chi has exceeded any expectation,” Rather said. “THE PUBLIC DOESN’T REALIZE WHAT A QUICK LEARNER CHI IS.” Here was this 21-year-old running for office for the first time, with zero political experience, in what Rather called “institutionally difficult” Brooklyn, fighting against four other candidates and the Democratic party apparatus. Ossé’s campaign proved itself legitimate. He brought in enough low dollar donations in his district to secure an additional $160,444 in public matching funds – the maximum allowed. And he was winning a wide range of endorsements from politicians including Brad Lander, now the city’s comptroller, former Council Member Jimmy Van Bramer and Rep. Alexandria Ocasio-Cortez’s political action committee. He also won the attention of a number of prominent cultural figures in New York City: the late actor Michael K. Williams (a fellow Brooklynite) social media celebrity and filmmaker Nicolas “New York Nico” Heller, Raymond Santana of the Central Park 5, now known as the “Exonerated 5,” and Ilana Glazer of the sitcom “Broad City.” The campaign did not always go smoothly. He stumbled over debate questions. And Ossé was never seen as the front-runner. The favorite was Henry Butler, a community board district manager and retired subway conductor who had the support of the Brooklyn Democratic Party and most of the city’s biggest labor unions. On election night, to everyone’s surprise Ossé had won 57% of the vote. Rather had worked with other candidates before Ossé, and some had run for office seven or eight times before winning. Others had been thrown off the ballot or were not eligible to receive matching funds. “For Chi to adapt to the New York City political world as fast as he has, it’s a difficult system to navigate,” he said. “He is someone who is smart and navigates a system not designed to uplift people like him. The public doesn’t realize what a quick learner Chi is.” In the days before and after his victory was officially certified by the Board of Elections, Ossé was meeting prominent city politicians including Senate Majority Lead-

er Chuck Schumer, Reps. Alexandria Ocasio-Cortez and Hakeem Jeffries, as well as the now Brooklyn Borough President Antonio Reynoso. Ossé was now in familiar territory – meeting with celebrities. “Some of them are big names in politics, and I respect the work that they do,” he said. “But my main mission in those meetings is to advocate for my people.” Ossé ran uncontested in the general election several months later and coasted into City Hall. He entered the council at a unique moment in its history. Because of term limits, an overwhelming majority, 36 of 51 council members, were, like Ossé, newly elected. There was a new speaker, Adrienne Adams, as well as a new mayor, Eric Adams. Ossé’s district is predominantly Black, though the percentage of Black residents has decreased significantly over the past decade, according to the NYU Furman Center. The poverty and violent crime rates stand higher than both the Brooklyn and citywide rates. Thirty percent of households in the district were severely rent burdened and 15% of people were unemployed, according to a 2017 report from the Institute for Children, Poverty, and Homelessness. Yvette Hackett, a constituent of Ossé’s, is hoping to receive disability assistance from the city for her back problems. She also wants to see a community center where young people, like her unemployed son, can learn vocational skills like plumbing and carpentry. Another constituent, Joyce Koat, who has lived in the district for over 60 years, is con-

cerned about homelessness. She also wants the city to impose regulations around scooters, roller skates and motorbikes on sidewalks because she said there is no place for the elderly to walk. Bary Cooper, head of the nonprofit Brothers Redefining Opportunity and a constituent who voted for Ossé, wants him to address the surge in gun violence. ily, to respond to constituents’ demands. Ossé has already found this to be true. Constituents tell him that their biggest concern is housing. Tenants are being harassed by landlords, they tell him. They live in poor conditions, and are being, he said, “preyed on” by real estate agents. He heard this during the campaign. But now the sheer number of people who call to complain has made clear to him how dire the situation is. “When thinking about what my priorities

were prior to fully stepping into office, there were other items that definitely were above housing,” he said. “But it’s really become the No. 1 prevalent issue in our office. And it’s definitely my No. 1 concern.” Presumably, Ossé has had to sideline issues he had anticipated working to combat, like public safety. Carol Kellermann, president of the Citizens Budget Commission, said this is part of being an elected. He may have run on wanting to fundamentally change policing. But his constituents are wondering what he will do to improve how they live. “Being an elected requires compromise,” Kellermann said. “There’s no other way, even if advocates think it’s unacceptable.” Ossé has, at times, leaned into advocacy. Ossé was one of just six council members to vote against the city budget in June, which included cuts at the Department of Education and slight increases to the NYPD budget. As

a result, Ossé and the other five council members were not credited for projects they supported as part of the “Speaker’s Initiative to Address Citywide Needs.” Ossé also sparred with NYPD Commissioner Keechant Sewell over questions on Mayor Adams’ “Blueprint to End Gun Violence” plan. And as chair of the Cultural Affairs Committee, he attended the Met Gala sporting accessories by designers from his district. He’s balanced that with a focus on basic city services. Ossé worked with the Department of Transportation to install new crosswalks and speed bumps in his district. And since entering the council, he has taken on the issue of sanitation wholeheartedly, organizing garbage clean-ups in his district and even introducing a bill in May that would mandate annual reports on rat mitigation from the city. But he also reached back to his experience as a party promoter to introduce a bill that would provide the city’s clubs and bars with Narcan kits to reverse drug overdoses. Ossé’s age has been a topic of discussion. He said he encounters reminders of being a 24-year-old who still lives at home every day. “I think it’s pretty amazing that I’m in this job,” he said. “I think some people may see it in a negative way, less so now because I’m here now, but I always see it as a positive and as an advantage, sometimes, maybe, over my colleagues.” His mother says that his age does not lessen his responsibilities at home. He still has to clean up and take out the garbage. “In local politics, you can really effectuate change, and if he ends up in some other area, I’m okay with that too,” she said. “I just want him to maintain his authenticity.” Vann hosted a small Chinese New Year dinner in February, and she allowed each of her children to invite one person - mostly for COVID reasons. While Chuma’s chosen guest for dinner was his girlfriend, and their other two siblings brought their best friends, Ossé brought his photographer. “I think my personality, and myself, I think it attracts a crowd,” Ossé said. “I think that can sometimes be misconstrued as narcissistic, but I think I’m just very honest with myself and my feelings with other people. And I think that level of comfort is comforting for other people.”

ODNEYSE BICHOTTE HERMELYN’S brief and conflict-filled time as the Brooklyn Democratic leader may be coming to an end. The Assembly member who took the helm of the state’s largest county organization in 2020, told City & State she’s not stepping down right now – but said she’s been busy, and left the door open to giving up power at the party’s organizing meeting in a couple months. “Those are rumors. I’m not stepping down,” Bichotte Hermelyn said. “We’ll just see what happens in September.” If she did step down, it might not entirely be her own choice. The faction of progressive reformers aligned with the New Kings Democrats has been emboldened by a strong showing in the June primary. And while they do not have a majority on 44-seat executive committee, there are a growing number of “regulars” who have also grown frustrated with Bichotte Hermelyn and are talking about

starting anew with a leader less eager to pick fights within her own party. “Probably Rodneyse is reading the writing on the wall that she doesn’t have the votes or the numbers to continue being party leader,” said one district leader, who asked for anonymity to talk about private discussions. Now, reformers are talking with county-aligned district leaders about regime change. “There are a lot of people who are happy to work with other people just because they really dislike her. And that’s the reality of it.” However, insiders say there’s no obvious successor to lead the county organization, and it isn’t clear whether any candidate

N E K aligned with the New Kings Dems – the progressive alliance that’s been slowly building power since 2008 – would be able to win enough votes. A compromise candidate from the mainstream wing of the party could be next, or Bichotte Hermelyn may decide to stay and try to shore up support. She’s got a little time – insiders may want to avoid a shake-up before the second Aug. 28 primary, not to mention the judicial convention in early August. Bichotte Hermelyn indefinitely postponed the party’s big fundraiser at a Williamsburg banquet hall that had been scheduled for July 14. Politicos speculated that she didn’t want to get party members together in a

room where they could plot her downfall. The boss herself said too many people were going to be out of town, and it’d be better to have it after the primaries were over anyway. “No other county leader, in the past, or currently, has better events than I do,” she said. “We’d like to continue our reputation of great parties.” But can she organize her own party, the county committee? Asked if she has the votes, the leader said: “Definitely. If I decide to maintain, whatever, run again, yes, definitely.” Some observers aren’t so sure. “It’s coming down real fast,” longtime Brooklyn political observer and election lawyer How-

ard Graubard said. “It’s changing by the minute. I think the one thing we can safely say is that Rodneyse is history.” THE KINGS COUNTY Democratic County Committee does business as the Brooklyn Dems. It represents the 1 million registered Democrats in the borough. Thousands of hyperlocal county committee members are chosen and get a vote at the biannual meeting. But the decisions really get made in the executive committee, made up of 42 – and soon, 44 – district leaders, who are also members of the Democratic state committee. And the decisions are really made by the chair of the executive committee, often

known as the county leader or the boss. It can be a role of great influence – choosing the Democratic nominee (read: the winner) in special elections for Congress, state Senate and Assembly; appointing judges; steering work to favored political vendors; directing resources in elections; having the ear of the governor, the mayor and anyone else. In January 2020, the executive committee elected Bichotte Hermelyn to that position, the hand-picked successor to Frank Seddio, who stepped down midterm. Once an insurgent who challenged the county, as The City recently reported, she had followed the wellworn path to becoming an insider. The Assembly member from Flatbush entered with high expectations. Here was the first woman to ever lead the party, a highly qualified Black woman at that. As a Central Brooklynite, she could bridge the gap between northern and southern Brooklyn, and her relatively progressive voting record, plus a long working relationship with progressive figures like New York City Public Advocate Jumaane Williams, meant even reformers could be cautiously optimistic. But simply put, Bichotte Hermelyn was not a unifier. As one Brooklyn political insider put it, “she’s created enemies where one needn’t exist.” Another called her “a bridge burner.” Whether you were a progressive reformer or a moderate insider, she would cut off communication if there wasn’t loyalty. “Even with Frank, you could work with him. Open channels all the way,” said one party regular. “Right now, I don’t think anybody feels listened to … the second anybody disagrees with her, they’re facing a primary.” Just two and a half years into her term, there is neither the time nor space to litigate all the intraparty battles that Bichotte Hermelyn has been involved in – and in fact, many of those battles have been quite literally litigated, in court cases. A few telling examples would be refusing to charter the party’s more progressive youth arm, the Brooklyn Young Democrats, then creating a new organization called the Brooklyn Young Democrats that was loyal to her and threatening to sue if any candidate claimed the endorsement of the original, established Brooklyn Young Democrats. Bichotte Hermelyn also tried to cancel the required biannual organizing meeting in 2020 – ostensibly due to the pandemic, but more likely because she did not want to give New Kings Dems a chance to introduce their desired

rules reforms that could take away power from the county leader. The reformers sued and won, and Bichotte Hermelyn convened a remote, virtual meeting in December. It lasted 13 hours, but reformers got some of the key rule changes they wanted. A week later, Bichotte Hermelyn convened a second meeting. It lasted another 13 hours, and some of the biggest changes were reversed. This year, Bichotte Hermelyn broke the usual courtesies and endorsed candidates running against at least four incumbent district leaders who weren’t aligned with her. Her candidates won two and lost two. Bichotte Hermelyn dismisses this all as “part of politics.” From her perspective, she’s protecting the interests of the county party against a group of progressive outsiders who are in it for themselves. “It’s never been about rules. It’s never been about transparency. It’s never been about who’s the boss,” she told City & State in July. “It’s always been about power.” The reformers have always been quick to defend against the accusation. “It’s not just about power, it’s about making tangible changes that are going to be better for everybody,” New Kings Dems spokesperson Tony Melone told City & State, insisting the group isn’t plotting the leader’s ouster – at least, not just yet – and is playing wait-and-see. But Bichotte Hermelyn hasn’t been the only one escalating the long simmering war between reformers

and regulars. After Bichotte Hermelyn’s husband, District Leader Edu Hermelyn, sang a crude Spanish song lyric in an online meeting last year, reformist district leaders and their allies seized the moment and held a rally in Bushwick calling for her ouster. Not long after, New Kings Dems, (the real) Brooklyn Young Democrats and the Lambda Independent Democrats of Brooklyn launched the Brooklyn Can’t Wait slate of 20 reformist district leaders, in its most ambitious attempt yet to gain influence in the party. Powerful outside allies, like Rep. Nydia Velázquez and Brooklyn Borough President Antonio Reynoso, endorsed them, in another repudiation of Bichotte Hermelyn’s leadership. The boss became a general and put the party on a wartime footing. All in all, there were 19 contested races for district leader in the June election. Without seeking a vote from the executive committee, Bichotte Hermelyn personally bestowed an official Brooklyn Dems endorsement in every one of them, making the battle lines clear. She ended up with a losing record, winning nine races, and losing 10. That included her husband Hermelyn, now a vice president at the influential consulting firm Mercury. She had appointed him to the open role in 2020, and in his first election, he lost to Akel Williams, who ran as a part of the Brooklyn Can’t Wait slate. Bichotte Hermelyn herself was unopposed in her

reelection as district leader. “The Edu thing is interesting because he got beat, and he got beat by a landslide when his running mates won comfortable victories,” Graubard told City & State. “So it’s a personal repudiation tied into the county leader. That one spoke volumes more than a bunch of other ones combined.” IT’S A RARE opportunity to leave one’s role as Brooklyn county leader with one’s dignity intact. Clarence Norman resigned after getting convicted on corruption charges in 2005. Vito Lopez resigned in 2012 after victims of his alleged sexual harassment came forward. The job – unpaid – is difficult even for the most ethical leaders. You’re a target of criticism, making decisions for a group of other unpaid political leaders who, as a rule, love to gossip and love to debate. Even Bichotte Hermelyn’s critics appreciate that she’s opened up the books and gotten the party on sound financial footing, after Seddio left it nearly broke. And even while some regulars disagree with her tactics, they’re glad she didn’t give up the farm to the reformers – who many county-aligned forces deride as North Brooklyn gentrifiers. Bichotte Hermelyn has been laying the groundwork to leave the position, telling politicos she isn’t sure she wants the job anymore. She’s busy – a full time Assembly member, who is also finishing her second year at Brooklyn Law School

as she works to add yet another degree to her collection of two master’s degrees. “I’ve been telling people I’m busy because I am,” Bichotte Hermelyn said. “I think the fact that I am multitasking a lot, people think I can just be Wonder Woman. I don’t know if I want to be Wonder Woman.” Superhero or not, she still has committed allies in the party. But even they are hedging, saying the decision is up to her, rather than begging her to stay. “She has my support and my vote,” state Sen. Kevin Parker, a newly elected district leader, told City & State. “If she runs again, she certainly has my vote, in whatever way she handles herself both politically and personally.” Frank Carone, now New York City Mayor Eric Adams’ chief of staff, struck a similar tone. “Whatever she decides, I’m supporting her,” he said. “If she decides to stay, and she has the bandwidth and the desire to continue, I would support her, if she decides it’s time to go in another direction. I would support that as well.” Carone was once the party’s law chair, and while he doesn’t have any formal role with the party anymore, he remains influential – including in his role as a proxy for the mayor, who has stood with Bichotte Hermelyn amid the turmoil. Adams is just one of the Brooklyn power players who would expect to have a say in who becomes the next leader – among Rep.

Hakeem Jeffries, Velázquez and Seddio, to name a few. Insiders from all corners of the party can agree there’s no heir apparent, were Bichotte Hermelyn to step down, but there are a handful of district leaders’ names being whispered, who all have their various pros and cons attached. Assembly Member Maritza Davila has been a leader among the reformers, but if that alone doesn’t sink her candidacy, the fact that she remained in former leader Vito Lopez’s orbit for too long could do her in. State Sen. Roxanne Persaud, a Black woman legislator like Bichotte Hermelyn, has avoided controversy, but might be seen as too close to Seddio. Ditto Assembly Member Nikki Lucas – who some might think is too close to Jeffries. Tori Kelly Burhans, chief of staff to state Sen. Andrew Gounardes, could be acceptable to both reformers and regulars, but the party might be hesitant to elect a white leader in diverse Brooklyn. Whoever would take over, many politicos, driven by their love of the borough, are ready to turn the page in Kings County. “Our party should be so much stronger,” said one Brooklyn Democratic consultant, listing off the power players from the borough including Adams, Williams, Jeffries and state Attorney General Letitia James. “The Bronx is stronger than us. Queens is stronger than us. We should be the powerhouse, and we’re not. … She’s so busy arguing with the New Kings Dems she’s not getting shit done.”

ROOKLYN IS BEYOND doubt a bastion of political clout. The mayor of New York City is from the borough, so is the majority leader – at least for now – of the U.S. Senate and the heir apparent to the speaker of the U.S. House of Representatives. The borough is home to the state attorney general as well as New York City’s comptroller and public advocate. Perhaps because there’s so much political might in one borough, there are plenty of dividing lines. New York City Public Advocate Jumaane Williams just sought to oust Gov. Kathy Hochul, but she

prevailed in the June primary. Reform-minded progressives are waging battle with the county political machine. Veteran Brooklyn politicians – including former New York City Mayor Bill de Blasio and Assembly Member Jo Anne Simon – are facing off in the primary for a new congressional district spanning Brooklyn and Manhattan. Adams’ victories in Albany this year, including continued control over public schools and a deal to keep speed cameras turned on, should make borough schools safer, while a new public trust for NYCHA will fund thousands of apartment repairs. 7 NYDIA VELÁZQUEZ MEMBER OF CONGRESS Rep. Nydia Velázquez found herself drawn out of her own district after a court-appointed special master reshaped congressional lines following a court order. But Velázquez’s stature in North Brooklyn is so high that she is running for the seat that encompasses much of her prior district without opposition. Velázquez, who also represents a portion of Queens, drafted a bill in May allowing Puerto Rico residents to vote on either joining the United States or declaring full

independence and has since traveled to the island with Rep. Alexandria Ocasio-Cortez for statehood talks.

8 JUMAANE WILLIAMS NEW YORK CITY PUBLIC ADVOCATE The Flatbush pol had an eventful year even before he won reelection as public advocate and announced his ultimately unsuccessful candidacy for governor. In July 2021, Jumaane Wiliams married lobbyist India Sneed, and they had a baby this past February. Sneed’s battle with cervical cancer and complicated birth inspired Williams to propose a maternal bill of rights measure. Williams, who also demanded stronger red flag laws after the Buffalo mass shooting, notched only around 20% of the vote in the Democratic gubernatorial primary against Gov. Kathy Hochul and Rep. Tom Suozzi.

RODNEYSE BICHOTTE HERMELYN ASSEMBLY MEMBER AND KINGS COUNTY DEMOCRATIC PARTY CHAIR Assembly Member Rodneyse Bichotte Hermelyn successfully forged alliances with the current and previous mayoral administrations in New York City. But tensions in the Brooklyn Democratic Party, which had been simmering since Bichotte Hermelyn cut ties with the party’s youth arm last spring, reached a boiling point in the fall when lawmakers called on her to resign after a Zoom call involving her husband went awry. The party boss survived and has endorsed longtime ally Bill de Blasio for Congress. Now, she is grappling with several losses in contested district leader races, key positions that determine who will lead the county’s party.

13 ANTONIO REYNOSO BROOKLYN BOROUGH PRESIDENT The Borough Hall leader went viral on his first day on the job when he posted signs

barring cars from parking on the sidewalks surrounding its plaza. Since then, Antonio Reynoso has used his platform to demand more e-bikes for the Citi Bike fleet and faster bike lane installations, while announcing six new Open Streets. The former New York City Council member campaigned on promises to reform community boards and make them more equitable while developing a comprehensive planning process for new development throughout the borough.

14 DAVID GREENFIELD CEO AND EXECUTIVE DIRECTOR Met Council David Greenfield left the New York City Council at the end of 2017, but he’s kept busy in the policy arena, whether it’s working with the Brooklyn district attorney to support victims of family violence, securing more funding for Holocaust survivors or advocating for the Jewish community in the redistricting process. He also opened the Met Council’s new Boro Park office, which has eight full-time staffers and serves 600 clients a week, and purchased a 22,000-square-foot warehouse to expand the organization’s

15 RANDY PEERS PRESIDENT AND CEO Brooklyn Chamber of Commerce Randy Peers has pressured policymakers to help Brooklyn businesses as the city’s pandemic recovery continues to lurch forward. The omicron wave stalled revenues during the holiday season – and by March, Peers warned that three-quarters of the borough’s businesses reported sales below prepandemic levels. Peers’ advocacy has helped convince the mayor to cut 30 fines and reduce scores of violations that have saved businesses millions in penalties while the chamber has received $20,000 for southeast Brooklyn businesses from the borough president.

16 JED WALENTAS CEO Two Trees Brooklyn’s most prominent real estate developer had no qualms about converting the former Domino Sugar Factory complex into a 460,000-square-foot office even as the coronavirus pandemic rendered offices temporarily obsolete. 17 SIMCHA FELDER, ANDREW GOUNARDES, BRIAN KAVANAGH, ZELLNOR MYRIE, KEVIN PARKER & ROXANNE PERSAUD STATE SENATORS Ever since state Sen. Andrew Gounardes ousted Marty Golden from office in 2018, Brooklyn’s state Senate delegation has been made up entirely of Democrats. But there’s plenty of ideological diversity among the group, ranging from longtime

incumbents with moderate or even conservative views to younger members with more progressive platforms. Gounardes, who chairs the state Senate Budget And Revenue Committee, and state Sen. Zellnor Myrie were among the cohort of challengers in 2018 who helped the party seize control from Republicans and punish former members of a breakaway Democratic group that had empowered the GOP. Myrie, the state Senate Elections Committee chair, championed a new voting rights law this year but saw his bill to seal certain convictions die in the Assembly. Brian Kavanagh, who’s been at the center of housing policy debates in recent years, was set to face a primary challenge from Assembly Member Yuh-Line Niou, but now has an easier path to reelection with his fellow Democrat running for Congress instead. State Sen. Kevin Parker, a driving force on energy and environmental legislation, is

18 REGINA MYER PRESIDENT Downtown Brooklyn Partnership Brooklyn’s economy has rebounded quicker than any other borough’s since the onset of the pandemic, according to a state comptroller report, with much of the recovery centered downtown. Regina Myer has prospered in making the neighborhood more welcoming for offices and more livable since she was tapped to lead the Downtown Brooklyn Partnership six years ago. Myer is spearheading a plan to create nearly 20 carfree streets, and this spring, she launched a lineup of live performances and public art installations at 300 Ashland Place.

19 A.R. BERNARD SENIOR PASTOR Christian Cultural Center Under the Rev. A.R. Bernard’s leadership, the Christian Cultural Center has developed the largest following in the five boroughs and has been a mainstay on the Brooklyn political circuit. For instance, U.S. Senate Majority Leader Chuck Schumer visited Bernard’s Starrett City-based church on Easter Sunday to tout the confirmation of Ketanji Brown Jackson to the U.S. Supreme Court. But most congregants come to hear Bernard’s noted sermons, which he will soon be sharing on a gospel-based radio station. Bernard’s proposed 1.7 million-square-foot “urban village” in East New York is now under review by the city.

21 BREON PEACE U.S. ATTORNEY Eastern District of New York U.S. Attorney Breon Peace started his career clerking for a federal judge in the Eastern District of New York and serving as an assistant U.S. attorney there. However, DSA-endorsed candidate Samy Nemir Olivares fell short of defeating Assembly Member Erik Dilan.

23 EVAN THIES CO-FOUNDER Pythia Public Affairs Communications guru Evan Thies was a part of New York

City Mayor Eric Adams’ inner circle long before he launched his mayoral bid. But it was Thies’ disciplined approach to messaging about public safety and rapid response to stories on Adams’ residency that likely helped him emerge victorious in the Democratic primary last year. Gibbs also facilitated the hiring of 140 nurses during the winter as some patients and nurses complained about understaffing in its vaunted maternity unit.

He is also marketing a six-building complex around Wegmans supermarket in the Navy Yard that includes 5,200 square feet of community space, and he installed green roofs on Admiral's Row buildings last year.

Apart from New York City Council Member Justin Brannan, who was first elected in 2017 and secured an influential role as the council Finance Committee chair this term, the few Brooklyn members with previous experience in the legislative body have not been fully rewarded for it. City Council Member Kalman Yeger, a second-term incumbent who’s to the right of most of his fellow Democrats, did get assigned to chair the Standards and Ethics Committee, a potentially pivotal role as the committee can recommend whether members should be punished or expelled. But City Council Member Farah Louis, who has been in office since she won a special election in 2019, and City Council Member Darlene Mealy, who previously served in the council from 2006 to 2017, were only given subcommittees to lead. Another legislator who, like Mealy, is returning after a previous tenure in the council is the radical leftist City Council Member Charles Barron, who was not named chair of any committee at all.

The Vatican hopes Brennan won’t have as much baggage as his predecessor, whose 18year tenure ended in turmoil following decades-old child abuse allegations, although a Vatican investigation cleared DiMarzio of any misconduct. Brennan promised not to shake things up and got to know his parishioners. In June, he rededicated St. Augustine Church after someone stole its gold tabernacle.

As City Hall grapples with gun violence across the five boroughs, the mayor has recruited Andre T. Mitchell to assist. Mitchell, the founder of the nonprofit Man Up!, was announced in June as a co-chair, along with Deputy Mayor for Strategic Initiatives Sheena Wright, of a new Gun Violence Prevention Task Force. Man Up! has a history of working with the city, having been awarded millions of dollars by the Mayor’s Office of Criminal Justice for “anti-gun violence” work, but the organization has also been flagged for financial irregularities.

It’s hard to say whether he’s a winner or a loser, but he’s certainly something. Joel Giambra decided not only to drop out of his Western New York state Senate race, but dropped his affiliation with the Republican Party altogether. He was just too darn disgusted with the direction of his party. It might be too soon to make incumbent Ed Rath a winner though, considering his looming general election battle, but last week still had plenty of Winners & Losers to choose from.
