AN ART EXHIBIT at Penn Station sponsored by Amtrak recruits artists from New York and New Jersey to create original art just for the transit hub. Currently on display are digital prints cast on vinyl adhesive film for an exhibit called “Empathic Universe” by Saya Woolfalk. Prominent in the exhibit is a green, shaded figure against a backdrop of scenes from nature, among other images that have a psychedelic vibe. Amtrak says the program aims to “energize trips through the Western Hemisphere’s busiest train station in the most creative city in the world.” Regardless of one’s taste for art, those inspiring words should also resonate with the state as it moves forward with Gov. Kathy Hochul’s $22 billion redevelopment plan for the station and its surrounding neighborhood. The project, which includes a renovated and expanded station, ten new skyscrapers and eight acres of open space in the area, had its funding plan approved by the state Public Authorities Control Board last week. Opponents still say the project falls short. Sam Turvey, chair of ReThinkPennStationNYC and co-coordinator of the Empire Station Coalition, called for moving Madison Square Garden and building in its current location an above ground station entrance. It would be reminiscent of the original lost to the wrecking ball in that same space in the 1960s. A lack of vision then created the dark and cramped conditions which Penn is known for today. For now, there’s at least a plan that promises major progress. Hopefully, the final outcome will “energize” trips through Penn, borrowing inspiration from transit art that was meant to do the same.

ZELDIN ASSAULT RESPONSE DRAWS SCRUTINY Following the arrest of his alleged attacker at a campaign event, Rep. Lee Zeldin began railing against bail reform after a judge released the suspect without bail. But since then, the circumstances
around the alleged attacker’s charges have come under scrutiny. Monroe County District Attorney Sandra Doorley, the head prosecutor in the county where the incident took place, had been listed as a co-chair of Zeldin’s campaign. Although both she and Zeldin said she
hasn’t been involved in the campaign for months due ethical concerns over her involvement, Doorley had appeared on Zeldin’s website until recently. She also spoke at a GOP fundraiser in May where Zeldin was the headliner. The connection raised questions about the charge –

attempted assault in the second degree – that Zeldin’s alleged attacker was arraigned on. Prosecutors don’t often use it and many legal observers said that the suspect could have easily been charged with a more serious violent offense, one that would have made him eligible for bail. Federal prosecutors have even brought assault charges against the suspect since he attacked a sitting member of Congress. But Republicans have continued to use the incident as a rallying cry to bring back the old cash bail system, with many calling on Gov. Kathy Hochul to convene a special session of the state Legislature to repeal bail reform. New York City Mayor Eric Adams joined those calls as well, although Hochul has made it clear she does not intend to act on the appeals.

Adams’ desired public school budget cuts in New York City will remain off the table until at least Aug. 4 after a judge upheld his earlier ruling to temporarily delay the recently approved cuts. The new decision came after one on July 22 originally putting the budget cuts on hold. It also happened in the face of strong opposition from lawyers for the city, who argued that delaying the cuts, which were included as part

of the city’s new budget, would throw a wrench in preparations for the next school year set to begin in September. But education advocates, parents, teachers and even a large number of City Council members who voted to approve the cuts as part of the budget have demanded that Adams reverse the cuts and return that funding to the schools. They celebrated the latest court decision as a victory as they and the Adams administration await a final ruling.
MTA IN DIRE STRAITS
The MTA always seems strapped for cash, with financial ruin consistently just a few skipped fares

away. But its fiscal outlook is actually worse than officials had originally thought, even with the large amount of federal funds the transit agency has gotten for pandemic recovery. The MTA will use up that federal cash quicker than originally predicted, and the continued lack of ridership on subways, buses and commuter rail has hindered the agency’s recovery plans. Although officials had said that $15 billion in COVID-19 relief funds would allow the MTA to balance its budget by 2025, that prediction relied on commuting levels returning to near pre-pandemic levels. But ridership has not bounced back nearly as much as officials had hoped.
The Metropolitan Transportation Authority got hit by several bouts of bad news last week, with ridership lagging behind projections and a fiscal cliff incoming.

WFP knocks Maloney on ACA votes The Working Families Party debuted an ad last week attacking Rep. Sean Patrick Maloney for votes against the Affordable Care Act. State Sen. Alessandra Biaggi, who is backed by the WFP, is running against Maloney in the race for the newly redrawn 17th District. Maloney’s votes against the ACA weren’t a new revelation, and he had expressed pride in them in the past, as seen in the WFP’s video. “Of course I have voted against the Affordable Care Act repeatedly – 45% of the time, I think, against my own president,” he said in the clip from a debate with former Republican Rep. Nan Hayworth, who ran against him in 2012 and 2014. In the ad, the Hayworth debate clip was juxtaposed with a video of him denying he voted against the ACA during a recent forum with the Yorktown Democratic Committee. “I repeatedly supported the ACA, and I will not let my opponent mislead you on that,” Maloney said in response to Biaggi stating that he “not only voted with Republicans” on the Affordable Care Act, but “voted repeatedly to water down.” Biaggi’s campaign pointed to several examples of what it said were anti-ACA votes. of three New York Democrats to vote in favor of Republican bills that would have delayed implementation of parts of the Affordable Care Act, including requirements that employers with 50 or more workers provide insurance and that everyone must buy health insurance or face a penalty. Maloney said at the time, however, that he “strongly” supported the Affordable Care Act. “I strongly support the president’s decision to give employers more time to comply with the law, and I believe that we should give families the same flexibility we’re giving to our small businesses,” he said, according to the Rochester Democrat & Chronicle. Later that year, Maloney again voted with Republicans to repeal a medical device tax that would have been used to fund Obamacare. He was one of 17 Democrats to vote for it. Maloney’s campaign called the ad “baseless cherry picking” and said Maloney’s votes were actually an effort to strengthen the ACA, only parts of which he has opposed. Maloney’s campaign also said the WFP ad cuts off the end of his quote in the debate with Hayworth where he explained that he “introduced legislation to improve” the ACA. – Sara Dorn

There’s no doubt about it that Rikers Island is a bit uniquely abysmal in the amount of pain and violence and this ongoing cycle that we’re experiencing.
A Q&A with New York City Council Member

Can you tell me about what you saw on your recent tour of Rikers Island? Intake was probably the worst area that we toured. Between myself and Council Member Nurse, every person we talked to at intake had been there at minimum for four days. There was not good ventilation, no fans, no air conditioning. Everybody was stripped down to the lowest amount of clothing they could wear. Most of the guys in there were stripped down to their shorts. What we keep hearing and seeing in reporting, which is that first and foremost, medical needs are not being met. That’s physical health care needs and
mental health care needs. You’re seeing what would, in the outside world, be pretty emergency medical cases, not getting even initially assessed for a week or two weeks. From somebody needing a tooth removed and not seeing a dentist for four months to somebody having broken bones and not having that set or cared for for a couple of weeks. What is it going to take to address not only long-standing safety issues but some of the conditions you witnessed here? There aren’t easy answers, right? What we know from the federal monitor and the reports
that have been issued is that not only has the DOC been uncooperative, but they’ve been even going as far as obstructionism. The (monitor) is not getting the information that they need to fully assess, to make proper recommendations. We know that there’s still a problem with the attendance of officers showing up. I spoke to doctors on the island and they were ringing the alarm bell on how pervasive drugs are, and how many overdoses they’re dealing with. You have to imagine – we hear about these overdoses after death, but many times folks are overdosing and they don’t die. It was communicated to me by

medical staff that this is a problem that is getting worse and worse and worse. The question of putting Rikers under a federal receivership has been delayed until the fall. Is a receivership needed? In the very beginning, a lot of us were hesitant to say that a federal receivership is appropriate. Federally run prisons are not the best facilities either. But I will say that there’s no doubt about it that Rikers Island is a bit uniquely abysmal in the amount of pain and violence and this ongoing cycle that we’re experiencing. In terms of being able to force some action and
attention, I think the first threat of a federal receivership was – at least in my mind or from what I could tell – the first time that the mayor really took notice and paid some attention to Rikers. We can’t understate it being a tool to motivate some action. And then I just caution around the fact that Rikers Island is not just brick and mortar. It’s a culture that exists at varying different levels and degrees across our carceral systems altogether. Is a federal receivership going to solve everything? No. Could it reduce some of the acute, extraordinary harm that we are seeing in this moment? Yes. – Annie McDonough

They DO exist! Democrats in Bay Ridge are on quite a run in recent elections. Can they keep it going? By Rebecca C. Lewis
I
N MUCH OF New York City, general elections serve as formalities after the real fight occurred in the Democratic primary. But even the deep-blue city has bastions of conservative power. Staten Island may come to mind first, but southern Brooklyn has held that distinction for some time as well. In particular, Bay Ridge, just across the Verrazzano-Narrows Bridge from Staten Island, is one of those few Republican strongholds left in the city. But Democrats from the neighborhood have fought hard in recent years not just to
win seats, but to empower the liberals in the neighborhood that they said have been overshadowed by right-wing residents. While southern Brooklyn remains a partisan battleground in ways that differ from other parts of the city, staunch advocates for the neighborhood continue to try to dispel what they consider to be misconceptions about the small town in the big city. One of the area’s biggest cheerleaders is New York City Council Member Justin Brannan, who first won his seat in 2017 and had a hard-fought reelection in November. “The truth is that Bay Ridge has always

been more diverse in every way than people, I think, give it credit for and truly understand,” Brannan told City & State. According to the NYU Furman Center, the demographics of Bay Ridge and nearby Dyker Heights have changed significantly over the past two decades. The white population decreased from nearly 70% to about 54% between 2000 and 2019, while the Asian population increased from 14% to 24% and the Hispanic population grew from 11% to 18%. Brannan said that because of the way the district lines have traditionally been drawn, the perception that Bay Ridge elects conser-

vative Republicans has persisted. But looking at previous elections, like the 2020 congressional race for the 11th District and the presidential election that year, the neighborhood voted blue. The split of Bay Ridge among three Assembly districts has similarly led to conservatives representing parts of the community. So Brannan and others, including now state Sen. Andrew Gounardes, started the Bay Ridge Democrats about 15 years ago in an attempt to empower the liberal voters they believed had been there all along. “People literally said that the term ‘Bay Ridge Demo-

crat’ was an oxymoron, like, it doesn’t exist,” Brannan said. The club began running candidates against former state Sen. Marty Golden, a powerful Republican who long represented Bay Ridge, with Gounardes succeeding in 2018. He first ran against Golden in 2012, but despite the failure, the early attempt set Democrats in Bay Ridge up for future success. “That really showed Democrats in this community that we had fight in us and that we could actually organize ourselves and run for office and try to change the conversations that have been happening here for too long about us,” Gounardes told City & State.

Today, the Bay Ridge Democrats is led by Reem Jaafar, an immigrant from Lebanon who has lived in Bay Ridge for nearly 20 years. “It has a very welcoming vibe for immigrants like me,” Jaafar told City & State. She started getting involved in local politics about a decade ago, beginning first to dispel some of her own misconceptions about the community, like the belief that Bay Ridge residents as a whole liked Golden as a representative. But like so many Democrats, the 2016 election of Donald Trump motivated her to get more engaged, saying that his election caused Bay Ridge’s conservatives to become far more vocal. “If folks like us don’t speak up, don’t get involved in a heavy way, we’re basically leaving it for the loud minorities in this neighborhood to basically control the rhetoric,” Jaafar said. Despite the progress made by Democrats in Bay Ridge over the past several years to elect left-wing candidates and change the conception of Bay Ridge in the minds of other New Yorkers, none consider the neighborhood a safely blue area like most of the rest of the city, or even Brooklyn. “Make no mistake, the state Conservative Party headquarters is two blocks away from my district office, the state Conservative Party chair lives in Dyker Heights,” Gounardes said. “This is sort of the battleground for the conservative movement statewide.” In his reelection last year, Brannan defeated Republican Brian Fox by a slim 2.4 percentage point margin, amounting to a few hundred votes. The winner of
the state Senate Democratic primary for the newly drawn district encompassing Bay Ridge will face Fox in November, an election expected to favor Republicans nationwide. “We can’t take anything for granted,” Jaafar said, adding that door-knocking and get-outthe-vote efforts will continue through the general election. “It’s not going to end with the primaries.” Before then, Gounardes faces a primary challenge from David Yassky, who lives in the Park Slope section of the district. Former Rep. Max Rose also will compete against progressive congressional candidate Brittany Ramos DeBarros to see who will take on Republican Rep. Nicole Malliotakis in November. But Brannan, who supports Rose and Gounardes, said that these primary races just speak to the health of the Democratic community in Bay Ridge. “I think having primaries shows the vibrancy of the party out here, the vibrancy of the growth of our community as being activated, being involved,” Brannan said. But once the primary is over, Brannan – like other Democrats in Bay Ridge – will coalesce to get Democratic representation for a neighborhood that he considers to be unique among the five boroughs. And that will be especially true for its congressional seat, which has flipped back and forth between the parties. “We know the deck is stacked against us in NY-11 because of the way the district was drawn,” Brannan said. “But we’re going to fight like hell to win back that seat.”

NEW YORK HAS lost a congressional seat. The delegation will be 26 members starting next year, down from 27. And redistricting resulted in as many as nine seats being up for grabs between Democrats and Republicans in this midterm election year. But before November comes, New York also has some of the country’s hottest primaries, including an open seat on Wall Street, a career veteran showdown in Central Park and three open seats on Long Island. At the same time, two Aug. 23 special elections, in the Hudson Valley and Western New York, could serve as a preview for November. New Yorkers can look at the new districts, and how they changed, on the CUNY Graduate Center’s Redistricting & You site, a partnership with the Center for Urban Research. Current Rep. Lee Zeldin is giving up the seat he’s held since 2015 to run for governor, and the general election race to succeed him will be close. The initial Democrat-dominated redistricting process drew much of eastern Long Island into a new, Democratic-leaning district that seemed likely to flip from red to blue. But the New York Supreme Court overturned Democrats’ maps, and the new lines have returned the 1st District to its prior swing status. Democrats have coalesced around Suffolk County legislator Bridget Fleming, a former Manhattan prosecutor who ran in 2020 and has picked up some key union endorsements. The Republican primary features Nick LaLota, a former Village of Amityville Trustee and Suffolk County Commissioner of Elections, who has been endorsed by Suffolk County Republicans, facing off against Anthony Figliola, a former deputy supervisor for the town of Brookhaven and Michelle Bond, a cryptocurrency industry CEO, who has nearly $1 million to spend on her run, including $600,000 of her own money.

The 2nd District is another race that fell victim to Democrats’ redistricting snafu. The maps first approved by state legislators had packed conservatives into this Long Island based seat, ensuring a liberal leaning map in the neighboring 1st District. But when those maps were overturned there was a chaotic candidate reshuffle. Jackie Gordon, an Army veteran, high school guidance counselor and Babylon Town Council member, lost to Rep. Andrew Garbarino in the 2nd District in 2020, and after initially running in the 1st District this cycle, she is once again taking on Garbarino – in a swing district that slightly favors a Republican. The incumbent faces a GOP primary challenge from Robert Cornicelli and Mike Rakebrandt. Cornicelli is a veteran of both the Army and the Navy and works as a supervisor in the Oyster Bay Department of Public Works. Rakebrandt is an NYPD officer and Navy veteran. Both Cornicelli and Rakebrandt are challenging Garbarino from the right, saying he hasn’t been loyal enough to Trump. ALEX LAW

Rep. Tom Suozzi abandoned this Long Island based congressional seat to run a losing campaign for governor. The newly reconfigured district now takes in much of Nassau County’s North Shore and a slice of suburban Queens. Several Democrats have thrown their hat into the ring to serve succeeding Suozzi, including former North Hempstead Town Supervisor Jon Kaiman, current Nassau County Legislator Josh Lafazan, public relations maven Robert Zimmerman, wellness professional Melanie D’Arrigo and businesswoman Reema Rasool. Rep. Greg Meeks is the current boss of the Queens County Democratic Party and a 24-year House veteran. The long-serving lawmaker represents middle-class Black homeowners in the eastern suburban swaths of the borough. Meeks has actively pushed back against the leftward drift of his party and is a proud moderate who will avoid a primary this year, after crushing a democratic socialist challenger two years ago. It’s an incredibly safe Democratic seat, but in the general election, he’ll face Republican Paul King, a management consultant.

Rep. Grace Meng appears to be sailing to reelection in her bid for a sixth term. She has avoided a primary, and in the general, will apparently face Thomas Zmich, an Army veteran and building tradesman, in a rematch. The 6th Congressional District has the highest percentage of Asian Americans in New York City, and Meng is New York’s first Asian American member of Congress. Rep. Nydia Velázquez has served in Congress since 1993 and has cultivated an image as a progressive stalwart. The redrawn 7th Congressional District is substantially different from the district she currently represents, which includes Sunset Park, Red Hook and the Lower East Side. But the new one contains enough of her old constituents, as well as new, progressive-leaning constituents that would like Velázquez – that she has once again avoided a serious primary challenge. Like in 2020, performance artist Paperboy Love Prince is on the ballot, but is somehow taking this race even less seriously than they took their 2021 mayoral run. Republican Juan Pagán, an administrative aide at Baruch College and former correction officer, is also running.

A former corporate attorney and Assembly member, Rep. Hakeem Jeffries has risen quickly in Congress and is now chair of the House Democratic Caucus and a presumed front-runner to succeed Nancy Pelosi as Democratic leader after she retires. Despite his high profile, the Brooklynite has remained active in local politics. In 2021, he used his perch to stifle the campaign of a leading DSA New York City Council candidate, Michael Hollingsworth, and supported the more establishment aligned Crystal Hudson. That’s just one example of Jeffries’ ire for the left, but the particulars of his district mean he isn’t vulnerable to a progressive challenge. Queen Johnson, a nonprofit organizer, is trying, but has earned no support from the progressive movement and hasn’t filed a single fundraising report. Yuri Dashevsky, a Jewish immigrant from the former Soviet Union, artist, public relations consultant and language interpreter, is waiting in the general.

Eight-term Rep. Yvette Clarke is running for reelection in a Brooklyn district that encompasses Crown Heights, Brownsville and Midwood. Clarke has deep ties to the Brooklyn political class – her mother was the first Caribbean-born member of the New York City Council, and she’s served in Congress since 2007. Clarke got a scare in the 2018 Democratic primary when progressive newcomer Adem Bunkeddeko came within 6 points of beating her. But Clarke left little to chance in the 2020 primary when Bunkeddeko challenged her again, running aggressively and winning a fourway primary with 54% of the vote. After redistricting, her electoral terrain has become even friendlier. The Park Slope neighborhoods that helped power Bunkeddeko’s impressive 2018 showing were drawn out of the district. She won’t have a primary and will face Menachem Raitport, a perennial candidate and Lubavitcher entrepreneur, in the general.

Perhaps no congressional map was more impacted by Mapgate than the newly created 10th District. The district now combines lower Manhattan, Dumbo, Park Slope and Sunset Park. Much of it was Rep. Jerry Nadler’s district, but he chose to run in the 12th District instead, uptown. With no sitting incumbent defending the turf, the open seat attracted 13 Democratic candidates. That list includes Rep. Mondaire Jones, who moved into the district from the one he currently represents in Rockland and Westchester Counties, Assembly Members Yuh-Line Niou and Jo Anne Simon, former Rep. Liz Holtzman, New York City Council Member Carlina Rivera and Daniel Goldman, former Democratic counsel during the first Trump impeachment. Former New York City Mayor Bill de Blasio will still be on the ballot after dropping out of the race, but the other six leading candidates all see their own path to victory. Polling has shown a tight race, and while Jones has more money than the rest of them combined, many candidates have enough funds to get their names out – with help from key endorsers. The 11th Congressional District is the only part of New York City that voted for Donald Trump in both 2016 and 2020. But Democrats have remained competitive during midterm elections. In 2018, army veteran Max Rose knocked off incumbent Dan Donovan, winning the race by 6.5 points. But the Trump phenomenon was too much to overcome, and he lost his seat to current Rep. Nicole Malliotakis in 2020. In the House, she has toed the Republican Party line and voted to decertify Joe Biden’s presidential victory. Democrats’ plan to gerrymander her out of a seat failed, and she now remains a favorite to win reelection. Rose is angling for a comeback, running in the Democratic primary against democratic socialist and fellow veteran Brittany Ramos DeBarros and public school teacher Komi Agoda-Koussema. Rose has about $1.9 million on hand as of the end of June, far more than either of his primary opponents, but much less than Malliotakis’ $2.6 million. Malliotakis faces anti-vax activist John Matland in the Republican primary.

Democrats’ redistricting mess has forced two giants of New York’s congressional delegation into an ugly primary. Reps. Carolyn Maloney and Jerry Nadler are facing off against each other to represent this wealthy slice of Manhattan. Neither politician opted to run in the open 10th District, creating a marquee election brawl. The race has taken on additional resonance, as Nadler is the only Jewish Congress person from New York City, and Maloney is touting a feminist track record in the wake of the repeal of Roe v. Wade. Democrats are being forced to choose sides between the two representatives who each have served in Congress for nearly 30 years. Suraj Patel, who came close to beating Maloney in 2018 and 2020, is hoping his newcomer message can set him apart from the two career politicians. It’s sure to be an expensive race. Maloney had about $2 million on hand as of the end of June, including $900,000 she lent her campaign from her personal fortune. Nadler had $1.2 million, and Patel had $560,000.

Incumbent Rep. Mondaire Jones seemed to be sailing toward reelection. One of the first two out gay Black men elected to Congress, Jones was thought to be a rising progressive star. But New York Democrats’ redistricting incompetence has thrown Jones’ political future into chaos. The court mandated maps placed the home of DCCC Chair and neighboring Rep. Sean Patrick Maloney into the 17th District. Maloney announced plans to abandon his seat and run here – despite it being mostly represented by Jones. Jones then announced he was relocating to run for the open seat in the Brooklyn-Manhattan based 10th District, a decision he hasn’t lived down. Pre-Mapgate, state Sen. Alessandra Biaggi had been running for Congress in the gerrymandered 3rd District – comprising Long Island and her Westchester stomping grounds. But after that map was overturned, Biaggi threw her hat into the ring for the 17th District, which overlaps not at all with her Bronx state Senate district. She is challenging Maloney from the left – with an endorsement from Rep. Alexandria Ocasio-Cortez. Republican Assembly Member Michael Lawler is facing a five-way primary.

STICKING WITH A LEFTIST? Rep. Jamaal Bowman has to convince a whiter, wealthier electorate to vote for him over several moderates. By Sahalie Donaldson
T
WO YEARS AFTER the former middle school principal knocked a political veteran out of Congress, Rep. Jamaal Bowman is not an underdog going into the Aug. 23 primary. While the first-term representative has garnered fairly widespread attention and pitched his support behind a slate of progressive policies since taking office, he’s facing challenges from three moderate Democrats who feel they are better suited to represent the newly redrawn 16th Congressional District. Westchester County Legislators Vedat Gashi and Catherine Parker have touted their ability to bridge the differences in the Democratic Party and criticized Bowman for taking polarizing stances on some issues. Also running is Greater New York Chamber of Commerce President and CEO Mark Jaffe. Much of Bowman’s tenure has been defined by his struggle to reconcile the leftist ideals of the “Squad” and the Democratic Socialists of America with the more mainstream leanings of many of his suburban constituents. Initially a DSA success story when he ousted then-Rep. Eliot Engel in 2020, his onagain, off-again support for Israel led to calls for his expulsion from the socialist organization. On his right, meanwhile, are his moderate opponents, who say his stances on policing are too extreme, and he lacks the ability to reach across the aisle – or even the Democratic Party. With the Democratic primary just a month away, perhaps the biggest question in the race for the 16th Congressional District is whether the new district boundaries make Bowman more vulnerable. The race comes on the heels of a redistricting process that shuffled voter demographics. The new 16th District – which spans part of the northern Bronx and the southern half of Westchester County – remains deep blue, with over 70% voting for President Joe Biden in the
2020 presidential election. But the new district has lost a significant portion of Black residents compared to the previous one. According to data from the Center for Urban Research at The CUNY Graduate Center, the new district is 20.5% Black – a 9 percentage point decrease from the prior district lines. White residents make up 40% of the new district – up from 33% – while Hispanics make up 29% and Asians 7%. Bowman, a Black democratic socialist lawmaker, condemned the redistricting process and criticized the new maps for separating and diluting the voting power of low-income and Black communities. The member of Congress has had to walk an interesting line over the past couple of months as he’s criticized the redistricting process for its voter impact while still working to connect with his new constituents. His challengers feel there is an opportunity to take the seat, but Bowman attests that his message and vision for the district has resonated with both current and future constituents as he’s toured towns and met with voters. Bowman has once again scored many high-profile endorsements from Rep. Alexandria Ocasio-Cortez, the Sunrise Movement, Citizen Action of New York, the liberal Jewish organization J Street and District Council 37. “One thing that will never change, no matter where the lines are drawn, is my commitment to fighting for the people of NY-16,” Bowman wrote in an email. He has retained a fundraising lead, with a nearly $1.37 million haul compared to Gashi’s $780,000, but as of June 30, Gashi had about $100,000 more on hand than the incumbent. Parker has raised $298,000 and has a remaining $264,000 on hand. Jaffe has loaned his own campaign $100,000. Bowman joined the rest of the Squad in voting against the infrastructure bill because it was decoupled from a much larger social spending package called the Build Back Better bill that Democrats initially committed to passing. Gashi, who of Bowman’s challengers has raked in the most endorsements and money, said crime was the biggest issue for many people in the district, and they want policing to be done equitably. abolishing the police. Another prominent cause for criticism has been Bowman’s decision to withdraw his support of the Israel Relations Normalization Act establishing trade relationships with four countries in the region. Bowman did so out of support for Palestine. Gashi, a real estate attorney whose parents came to the U.S. from Kosovo as refugees, decided to run for Congress after the new boundaries placed him in the same district as Bowman. Gashi describes himself as a bridge-builder who has had to fight for everything he has achieved and as a Democrat – “not a democratic socialist.” “I think there’s a place for democratic socialism and Justice Democrats in our political discourse, but it felt like they were more comfortable attacking Democrats than working
with Democrats to actually get results,” he said. Gashi recently scooped up endorsements from a group of women who are current and former lawmakers representing parts of the district, including Democratic Assembly Members Sandy Galef and Amy Paulin. He has also been backed by a number of more conservative unions, including Iron Workers Local 40, Teamsters Local 813 and the Westchester County Correction Superior Officers Association. Parker, a business owner and member of the Westchester County Legislature for nearly a decade, said internal polling showed that she was Bowman’s most viable challenger heading into the primary given her breadth of political experience. “I have seven times the elected experience as the next per-
son in this race, including the incumbent. … I have a long list of accomplishments of progressive legislation and pragmatic results that makes a difference to the lives of people,” Parker said in a statement. “I have always delivered results whether in the majority or minority of the legislative body. I am the only one who can check that box as we face the midterms.” In 2020, Parker ran for the 17th Congressional District, ultimately deciding to end her bid after a six-month campaign to focus on aiding county residents through the COVID-19 pandemic, according to The Journal News. She entered the 16th District race this spring and said she intended to fund the district’s infrastructure needs and support U.S. allies like Israel and Ukraine. A lot may have changed since a middle school principal from the Bronx pulled off one of the biggest political upsets in the state since AOC was elected in 2018. While the progressive movement has transformed New York’s political landscape over the past few years, last month’s primary proved to be a tough night for the majority of progressive candidates. But Bowman has the advantage of incumbency, and he said he resonates with voters in part because of their shared values and his ability to listen even if they have some differences in policy. This, he said, remained the same even though the boundaries of the 16th District shifted. “I truly believe in joy, collaboration, listening and learning from everyone I meet. One of the best parts of this job is the conversations I get to have with people across the district,” Bowman said. “When it comes down to it, we all care about similar things: making sure the people we love are safe and healthy, setting our children up for success and putting food on the table. Wherever I go in the district, these are the conversations that I’m having.”

WHAT’S HAPPENING:
Rep. Elise Stefanik is a GOP star who is on a (pretty successful) mission to get more Republican women elected in Congress. She’s a favorite of Donald Trump’s, and her name has been floated for everything from his 2024 running mate to GOP whip. Two Democrats are competing in the primary to take on Stefanik in the general election. Matt Putorti, a Whitehall native and attorney and Matt Castelli, who most prominently served as director for counterterrorism in former President Barack Obama’s National Security Council, and is originally from Saratoga County. While Stefanik faces no opposition in her primary, she has used her influence to mobilize voters in other New York congressional primaries. Notably, she endorsed fringe right-wing candidate Carl Paladino for an open seat in the 23rd District. The move has fostered a Republican civil war. Whether or not any of that drama dents Stefanik’s standing back home remains to be seen.

Incumbent Republican Rep. Claudia Tenney is choosing to run in the new, much redder 24th District, leaving this Central New York seat surrounding Syracuse wide open. It favored Biden in the 2020 presidential election, but there are serious candidates in both Democratic and Republican primaries. Democratic national defense adviser Francis Conole had raised nearly $1 million by the end of June, and had more than $400,000 on hand. Sam Roberts is aiming for a comeback after serving as a Democratic member of the Onondaga County Legislature and in the Assembly and as state welfare commissioner in 2015. He’s raised nearly $100,000 and has $70,000 on hand. Air Force veteran Sarah Klee Hood has raised $111,000 and has $18,000 on hand. Former state Senate aide and former Syracuse Common Councilor Chol Majok, had about $24,000 on hand out of $28,000 raised. On the GOP side, two prominent business leaders are battling it out. Navy veteran and businessman Brandon Williams has raised about $170,000 and still has $112,000 on hand and American Food and Vending Corp. founder Steve Wells raised $600,000 and had spent almost none of that as of the end of June.

IS ROE A WINNING ISSUE IN THE HUDSON VALLEY? Abortion rights, gun control and the economy will be on the minds of special election voters in the 19th Congressional District. By Annie McDonough

ATIONAL ATTENTION IS bearing down on New York’s 19th Congressional District, where Republican Dutchess County Executive Marc Molinaro and Democratic Ulster County Executive Pat Ryan are facing off next month to replace Lt. Gov. Antonio Delgado in the purple Hudson Valley district through the end of 2022. If Ryan, whose first television ad focused on protecting abortion rights following the U.S. Supreme Court’s ruling that overturned Roe v. Wade, wins the Aug. 23 special election, it will likely signal to other Democrats in closely contested districts that rallying voters around a backlash to the court’s sharp right turn could be a winning strategy in November. But if Ryan wins – a big if in a swing district where Molinaro has a strong foothold and a fundraising advantage – the Ulster County executive won’t have long to focus on legislating in the 19th District. He is simultaneously running in the newly drawn 18th Congressional District, which along with the rest of the newly drawn congressional districts, is holding its primaries on Aug. 23 ahead of the November general election. Also running in the 18th District primary is Moses Mugulusi, a state financial examiner. The winner will face Republican Assembly Member Colin Schmitt in November. Molinaro, meanwhile, is running in the new 19th District in November and will face either small-business owner Jamie Cheney or attorney Josh Riley, who are both running in the Democratic primary for that district. One of the many quirks produced by New York’s chaotic redistricting process this year, Ryan’s simultaneous run for the old 19th District – to represent through end of 2022 – and the new 18th District – to represent starting in January 2023 – may provide him with an opportunity to test the salience of running

on a promise to protect abortion rights. The special election “is an opportunity to get ahead of the curve for November with Dutchess County independents and moderate Republicans, building around those issues where independents swing against the Republicans,” said Democratic consultant Bruce Gyory, who is not working for any of the candidates in these races. Gyory identified two of those issues: abortion rights and gun control. The old 19th District included Columbia, Delaware, Greene, Otsego, Schoharie, Sullivan and Ulster counties, and parts of Broome, Dutchess, Montgomery and Rensselaer counties, but Dutchess County in particular has drawn
attention as a top battleground county. It has typically elected Republicans locally – including Molinaro – but has swung left in federal elections. The county used to be divided into the 18th and 19th Districts, but under the new congressional map, it will almost entirely reside in the 18th District. Whether abortion rights will be an issue that cuts for Ryan is not yet clear. Molinaro argued that voters – independent and moderate Republicans included – are more tuned into economic issues, especially as New York has already codified abortion rights into state law. “What I think we need to be doing is reinvesting in our communities by driving down costs,” Molinaro said. “That’s taxation, that’s regulation and making it

easier for small businesses to grow to medium-sized businesses.” It’s those issues, along with public safety, that Molinaro and other Republicans in the area think will energize voters to turn out in a late August special election – not abortion. “I don’t know how that plays out with the average voter in Dutchess,” said Gregg Pulver, the Republican chair of the Dutchess County Legislature, of Ryan’s move to focus on abortion rights in his campaign. “I think people are concerned about gas prices, about inflation, about security.” Some polling would suggest that he’s right, with inflation and gas pricing topping voters’ greatest concerns. But this special election will be the first post-Roe test of whether the backlash on the Supreme Court’s recent rulings will galvanize independent voters. Democrats have a slight advantage in voter enrollment in the 19th District – 175,715 active registered Democrats to 157,170 Republicans – but more than 118,000 voters were listed as unaffiliated as of June. “It’s the right thing to focus on,” said Jen Metzger, the former state senator who represented Sullivan County and parts of Orange, Ulster and Delaware counties from 2019 to 2020, of the Roe ruling. “(Ryan) has framed it well: How can we be a free country if the government is trying to control our bodies? Many people in my district don’t agree with this specific issue, but there’s that broader context of it really being an attack on our rights and freedoms.” Molinaro, meanwhile, stood behind the U.S. Supreme Court’s ruling that abortion should be decided at the state level. “I am personally pro-life. I have accepted, however, that the law of America was universal access,” he said. “That doesn’t change in New York. And the Supreme Court decided that now states get to make those determinations.”
Asked whether he would vote in favor of federal legislation restricting access to abortion if he were elected, Molinaro did not directly answer but referred again to the court’s ruling. “The Supreme Court decided that this is a decision made by states,” Molinaro said. “And so the states make this choice, not the federal government. And that’s my view.” In light of New York already codifying abortion rights, Molinaro accused Ryan of playing politics by focusing on Roe. But Ryan said Congress needs Democrats in office to codify not just abortion rights – but fight for gun control measures too. “We must rally what is the widely popularly held view by Americans, that the government should not have a say in individual health care decisions,” Ryan said. “I am confident that if we really fight that way, we can codify Roe and the principles of Roe, we can put in place things like an assault weapons ban.” Ryan demurred a bit when asked if he would be in favor of expanding the number of justices on the Supreme Court, but said that “every option” should be on the table. Ryan referred to the assault weapons he wanted to see banned as the same ones he carried in combat while serving as an Army intelligence officer in Iraq. Before being elected as Ulster County executive in 2019, Ryan ran in the Democratic primary for the 19th Congressional District in 2018, falling short to Delgado. Molinaro has served as Dutchess County executive since 2012. In 2018, he was the state’s Republican nominee for governor but lost to then-Gov. Andrew Cuomo in a landslide. Though Ryan has made combating the direction of the Supreme Court central to his own campaign, both candidates are touting their experience running their respective counties as managers equipped to tackle the economic pressures hitting their constituents. “Most of the

time, the federal government is bloated and broken when it comes to spending our (tax) dollars,” Molinaro said. “And that’s everything. For me, it’s discretionary spending, military spending, it’s on the table for enhancing efficiency and delivering real results.” Both have also emphasized the need to make greater investments mental health care – something they’ve both done as county executives. In the two months since Ryan entered the race, the Ulster County executive has far outraised Molinaro, pulling in roughly $1.1 million as of June 30, compared to $471,000 raised by Molinaro in the previous quarter. Molinaro has still raised more overall, bringing in a total of almost $1.5 million. Whether or not abortion rights ends up being a strategy that can turn out swing voters or garner Ryan an even larger influx of funding, Gyory said the Ulster County executive doesn’t have much to lose in the effort: “If he beats expectations in Dutchess in the special election and also does well in Dutchess in the primary for the new 18th District, that’ll show that this strategy made sense.”

No race has shown the stark divides in today’s Republican Party more than the campaign for this Erie County anchored district. After the Uvalde, Texas, school shooting, Republican Rep. Chris Jacobs stated his support for modest gun reform efforts – a decision which led to intense backlash from conservatives. In the face of that anger, Jacobs announced he was not running for reelection. The same day as that announcement, Rep. Elise Stefanik endorsed Carl Paladino for the newly open seat. Paladino has long been controversial for racist remarks. In a recently unearthed interview, Paladino praised the leadership abilities of Adolf Hitler. Stefanik’s move was seen as a way to box out the candidacy of New York State GOP Chair Nick Langworthy. The campaign has forced local Republicans to choose sides and become a new development in the proxy war between Stefanik and Langworthy. Paladino’s fringe views will test how far Republican voters are willing to go in looking past extremism and test the growing influence of rising Republican star Stefanik. The winner will face Democratic Air Force veteran and attorney Max Della Pia, who’s also running in a special election to replace Rep. Tom Reed, in the general.

Democratic Rep. Joseph Morelle was able to stave off progressive challenger Robin Wilt in the 2020 primary and defeated Republican George Mitris in the general election the same year. He’s represented this safely blue district since 2018 after the passing of longtime Rep. Louise Slaughter. His Republican opponent, La’Ron Singletary, has a controversial history specifically in Rochester. He previously served with the Rochester Police Department for 20 years, and as police chief since 2019. He resigned and then was fired after the killing of Daniel Prude that set off furious protests and public outcry and subsequent investigation into the department’s practices during Prude’s arrest and death. There won’t be primaries here, but both candidates have significant funds as they look toward the general: Morelle had raised more than $1 million as of the end of June and had about $705,000 on hand. Singletary raised about $380,000 and had about $265,000 on hand.

By Jeff Coltin and Sara Dorn EARLY VOTING for state Senate races begins Aug. 13 ahead of the primary election on Aug. 23, and in an election cycle shaken up by redistricting, candidates are hoping to take advantage of the new lines to unseat incumbents, while others are vying to fill open seats. Shifting population in the state meant New York City now has two more seats in the 63-member chamber, while upstate lost two. Iwen Chu, a former Assembly staffer, is uncontested in the Democratic primary for the newly created District 17 in southern Brooklyn. But other seats, including the newly drawn District 59 spanning waterfront neighborhoods in Queens, Brooklyn and Manhattan, will have competitive primaries, as progressives face off against more moderate Democrats.
