In his State of the State address, Gov. Andrew Cuomo took credit for creating more jobs than any New York governor in decades. But in a slideshow accompanying his speech, he omitted his father, the late Gov. Mario Cuomo, from a chart tallying the job growth under past governors. “If I ever compared myself to my father and said I had a better set of numbers, I could never go home again,” he quipped. “It would be that simple. You don’t know my mother. It would be no meatballs for Andrew.” For most of us, the meatballs don’t matter – and the Cuomo comparisons are too intriguing to overlook. The obvious analogy involves the presidential ambitions of both father and son. The younger Cuomo’s speech, while effective at getting his message across, was a reminder that the elder Cuomo was the better orator. But it allowed Andrew Cuomo to highlight his accomplishments, which arguably exceed his father’s record already. If Andrew Cuomo does run for president in 2020, his stump speech may leave voters similarly uninspired. Will his record be enough to win them over?

Latest Although it had already been decided by county leaders, New York City Councilman Corey Johnson officially became the new speaker in a nearly unanimous vote. The only person not to vote for him was City Councilwoman Inez Barron, who voted for herself. Many council members gave short, heartfelt speeches of support. (Ritchie Torres brought Johnson’s mother to tears.) And Johnson told reporters he would not be afraid to challenge the mayor.
RETURN OF THE MEGA-PODIUM Gov. Andrew Cuomo gave his eighth State of the State address this week. He laid out his 2018 agenda, promised to fight Washington and got rare praise from his rival, New York City Mayor Bill de Blasio. Cuomo decided to keep it to just the one speech after taking his show on the road last year for a total of six addresses across the state. He also brought back the enormous lectern he used in 2016, dubbed “Podiumasaurus” by one member of the press. State Democrats liked the speech, state Republicans thought it had too much of a national focus, but perhaps the biggest takeaway was that Cuomo has the stamina to give a 92-minute speech.

C&S: What stood out in Gov. Andrew Cuomo’s State of the State address? SG: This is clearly the speech of somebody who’s entering his re-election year. He spent the first half or third of the speech talking about the last seven years and his list of accomplishments – the list of accomplishments he’s going to be talking about the next 10 months between now and Election Day. And then he went and talked about a very ambitious agenda moving forward in 2018. How much of that when we hit June and we look back on the 2018 legislative session, how much of that will have actually happened? Governors often come forward with very bold, comprehensive plans for what they want to accomplish, but generally speaking, most of that agenda doesn’t occur. C&S: What’s next? SG: The real key is going to be looking at the governor’s proposed executive budget. Where does
DE BLASIO FEELS THE BERN On a blustery New Year’s Day, de Blasio was sworn into office for his second term by progressive icon U.S. Sen. Bernie Sanders. Much to the pleasure of the freezing crowd, de Blasio delivered a short, if somewhat dull, speech. He promised to keep fighting for his progressive agenda in what some saw as another attempt to elevate himself onto the national stage. Having Sanders there, as opposed to the Clintons four years ago, certainly conveyed that message.
he put the money? Because all of these priorities are nice, and all of them sound good to probably a majority of New Yorkers, but the real test is going to be where is he putting the money. How is he going to address the health care cuts from Washington in New York’s health care budget, and we spend more on health care than any other section of the budget. It’s also an election year for the 213 state legislators – they have priorities in terms of their re-election efforts. So where is the money going to be? I’m guessing we’re not going to see cuts in education, nobody wants to do that, particularly in an election year, but he’s got a $4 billion, $6 billion, $8 billion budget gap to close. So the real key is going to be how does he address these issues in the budget, and what are the items he talked about that aren’t budget-related that he can maybe move forward on if he can gain consensus in the Legislature.

Casting himself as the presidential alternative, Cuomo’s speech was as much for Des Moines as New York By AARON SHORT
GOV. ANDREW CUOMO didn’t mention President Donald Trump by name until the final minute of his State of the State address, but it was a shot that was hard to miss. A photo of the empty Oval Office with an American flag flashed on the screen next to the governor as he spoke. “Out of many, one,” Cuomo said in his remarks. “Those words are on the flag that is hung in the Oval Office every day, right behind Trump’s desk. To find a way forward, the president only needs to turn around.” Cuomo was calling on the president and Congress to embrace unity. But Cuomo, like Trump in Washington, is spoiling for a fight. And his underlying message, like Trump’s on the campaign trail, is “I alone can fix it.” Throughout his speech, which seemed equally designed to appeal to a Democratic presidential caucusgoer in Des Moines, Iowa, as much as the average voter in Elmira, Cuomo subtweeted Trump. Cuomo excoriated the Trump administration’s major legislative achievement thus far – a tax reform law that he said will adversely impact New York by limiting deductions for state and local taxpayers, and promised to sue the federal government to block it. He inveighed against “division” and variations on that word 11 times, and he promised to stand firm against sexism and religious or racial discrimination. Cuomo didn’t have to mention Trump for everyone to know who he was talking about. And the governor clearly intended to portray himself as an avatar of New York’s diversity and tolerance – he used the word “progressive” 10 times in the speech and also in its title – that stands in opposition to Trump’s politics. Cuomo’s eighth State of the State address also had the usual nods to the state’s local regions and key constituencies, of course. The Southern Tier’s industrial hemp industry was promised support. The National Comedy Center in Jamestown got a shoutout. Lyme disease is getting a control plan. Brooklyn’s Red Hook might get a subway line. Cuomo cheered the playoff-starved Buffalo Bills – a team Trump nearly bought in 2014 – within the first few minutes of his speech. In the middle, he praised the New York Islanders and its owners who reached a deal with the state to build a new rink at Belmont Park. And near the end of his 90-minute stemwinder, as heads sagged in the audience, Cuomo recognized the New

York Mets, whose delegation included Chief Operating Officer Jeff Wilpon, General Manager Sandy Alderson and an infielder who wasn’t David Wright. But the president hovered like a malevolent specter. Cuomo chided Congress and the White House for “robbing the blue states to pay for the red states,” which could cause residents to flee New York and discourage businesses from coming here. “It is crass, ugly, divisive and partisan,” Cuomo thundered. “It is an economic civil war.” He noted the rise in anti-Semitism, religious animosity and attacks based on race in the past year, and he chastised Trump for “governing by dividing” and “always pitting one group against the other.” Cuomo seemed to be using Trump as a foil for both his re-election this year and a possible run for president in 2020. Unlike Trump, whose sole legislative achievement last year was overhauling taxes, Cuomo touted a bevy of accomplishments, including raising the minimum wage, establishing paid family leave and passing seven “timely” budgets with bipartisan support. And while Trump has talked about rebuilding infrastructure without actually doing so thus far, Cuomo emphasized his tangible construction projects and ticked off a drumbeat of billion-dollar investments – redeveloping airports and train stations, building new hospitals and erecting new bridges. Washington’s swamps seep with partisan squabbling and foaming hatred, said Cuomo, but he knows how to get state lawmakers to work together in Albany’s hills. “They understand that government is about doing good things for people, and moving the state forward,” Cuomo said. “And they have the professionalism to remember that we may be Democrats, we may be Republicans, but we are New Yorkers first and that’s how we act. We find common ground and we move forward.” The message was clear – Cuomo knows how to build things, pass laws and bring people together instead of tearing them apart. And Cuomo would protect New Yorkers from a bullying federal government that seeks to increase their tax burden while dismantling their rights. While Trump’s Justice Department encourages prosecutors to pursue harsher sentences for criminals, Cuomo would waive cash bail for minor crimes. While the Environmental Protection Agency unwinds regulations for polluting businesses, Cuomo would compel

While the U.S. Supreme Court could dismantle public sector labor unions, Cuomo vowed to protect the state’s unionized workers and their rights to organize. While the U.S. Department of Transportation refuses to pay for a new rail tunnel connecting New York and New Jersey, Cuomo is ensuring the state invests in new rail lines in Long Island, renovates New York Penn Station and fixes the New York City subway system.
And when the president’s Twitter tirades grip a tired and anxious nation, Cuomo will reassure the state’s residents to remain calm. “Anxiety is at a fever pitch,” he said. “You feel it up around your neck. And now there’s a negative synergy, a sense that we are out of control, and that breeds a fear, and that fear breeds an anger, and that anger breeds a division, and that division makes us smaller and weaker.” It’s going to be okay, Cuomo says. Cuomo is in control.

COREY JOHNSON was the name on everyone’s lips as the 35-year-old Democrat from the West Side of Manhattan officially became the speaker of the New York City Council. Johnson’s ascension to the powerful position has seemed inevitable since Dec. 20, when most of his challengers conceded and announced their support for his candidacy. But Wednesday’s City Council meeting was no simple affair with a majority of “ayes” electing Johnson. Instead, each City Council member, alphabetically and one by one, had to voice their vote: “Corey Johnson.” Many simply said his name. But other council members used the opportunity to say something more, praising Johnson for his hard work, thanking him for his friendship or noting his idiosyncrasies. “Today is a day of celebration!” said Brooklyn City Councilman Mark Treyger, seconding the nomination of his friend, Johnson. “Everyone who knows Corey knows that he is hardworking, intelligent and unbelievably driven,” he said. Newly elected Bronx City Councilman Rubén Díaz Sr. praised Johnson for his “human sensitivity,” noting that the new speaker visited him in the hospital despite their political differences. And Queens City Councilman Barry Grodenchik recounted getting to know Johnson on a 2017 trip to Israel. “I learned that day that the most dangerous place in New York City is between Corey Johnson and a pomegranate juice vendor,” Grodenchik said. “He likes to drink juice.” Johnson, in his acceptance speech, tried to fill up the Council Chambers with names other than his. He thanked many in attendance, including his mother, former New York City Mayor David Dinkins and his political mentor, former state Sen. Tom Duane. Johnson also acknowledged Rep. Joe Crowley, who held immense sway over the speaker’s race, and New York Hotel and Motel Trades Council President Peter Ward, who has a close relationship with Johnson and supported his candidacy from the beginning. Closing his speech, Johnson said the first names of each of the 50 other members of the council, from Adrienne (Adams) to Ydanis (Rodriguez), thanking them for their support and promising to always have their back. Only one City Council member present did not say Johnson’s name. Brooklyn City Councilwoman Inez Barron, who is black, voted for herself, in part protesting the lack of black politicians in leadership positions in New York.

Johnson won by a vote of 48-1, with two members not voting. City Councilman Jumaane Williams, who also expressed concerns about the racial politics at play, did not attend the council meeting, and instead went to Albany for Gov. Andrew Cuomo’s State of the State address. Staten Island City Councilwoman Debi Rose was out of country on vacation, according to council spokeswoman Robin Levine, but Rose shared her support for Johnson over Twitter. Johnson is white, and is the fourth white speaker of the five people to hold the position. But his supporters worked to draw attention to other aspects of Johnson’s identity, including his friend, Brooklyn City Councilwoman Laurie Cumbo, who officially nominated him for the position. Johnson is a substance abuse survivor who comes from a single-parent household and never went to college. He is gay and HIV-positive. “While many will say (these are reasons) that he shouldn’t be a
leader, in my estimation those are exactly the reasons why he should be a leader,” Cumbo said. “Because he has overcome things that many of us would have had our whole world rocked by.” While former City Council Speaker Christine Quinn was an out lesbian, Johnson is the first gay man to hold the position since it was created in 1990. He is also the first openly HIV-positive person to be speaker, which helped make it “a historic day for those of us in the LGBT community,” according to the openly gay Queens City Councilman Daniel Dromm. Johnson spoke to that history in his speech, recalling that, “in this very room,” the New York City Council passed legislation in 1986 outlawing discrimination on the basis of sexual orientation. “Opponents said that the bill would lead to societal acceptance of the LGBT community,” Johnson said. “And guess what: They were right!”

STATE LAWMAKERS and officers stood and cheered for bail reform, they roared approval for suing the federal government over “double taxation” and they hurrahed just about any mention of pro-union initiatives. But a brief mention of ethics and voting reform garnered only tepid applause from the state’s most powerful men and women, gathered to hear Gov. Andrew Cuomo’s State of the State address on Wednesday. And good government groups weren’t thrilled, either. “We weren’t super impressed with what he said today,” said Jennifer Wilson, program and policy director for the League of Women Voters of New York State, noting that the governor made only passing mention of ethics and campaign finance reforms, and made no mention of government contracting reform being championed by a coalition of good government groups. Despite a raft of politically tricky initiatives pushed through by the governor, Wilson and other reform advocates note, year after year, these critical reforms are left on the cutting room floor. “For some reason, voting and ethics (reform) is just left in the lurch and never gets taken seriously,” Wilson said. The governor, meanwhile, proudly touted his record on the issue in his speech. “I know the Legislature feels we have done much on ethics reform, and they are right,” Cuomo said. “But we must do more anyway.” Good government groups balked at the idea that Albany had made such progress. In the governor’s 90-minute speech, just over one minute was spent rehashing ethics and campaign finance proposals and another minute was devoted to a proposal about reporting requirements for political ads on social media. A lackluster devotion to voting and ethics reform is the most persistent hurdle to solving endemic corruption in the state capital, reform advocates said. Regardless, it’s an issue that will be paraded across the front pages of the state’s newspapers. This year, New Yorkers will witness five corruption trials, two involving officials linked to the governor and two retrials – former Assembly Speaker Sheldon Silver in April and former state Senate Majority Leader Dean Skelos in June – implicating the capital’s most senior legislative offices. Another, Steve Pigeon, is an Albany insider accused of bribery, conspiracy and wire fraud in connection with elections in Western New York. Could these high-profile trials spur
legislators to act? Reform advocates argue that corruption will be at the forefront of the public consciousness this year, with the potential to drive reform. In the State of the State policy book released on Wednesday, Cuomo outlined an ethics and voting reform agenda nearly identical to last year’s, with the addition of an election cybersecurity and reporting requirement for online political advertising. Under the title “Advancing the Democracy Agenda,” the governor’s 14 proposals lay out a familiar suite of reforms, including ethics proposals that “close the LLC loophole” in campaign fundraising, procurement reform that would more

closely monitor how state contracts are awarded and voting reforms like same-day voter registration and early voting. Advocates had anticipated more of the same, but were disappointed with the lack of attention and detail. While the governor piled 13 ethics and voting reform initiatives into last year’s State of the State book, not one became a reality, at least as not as envisioned, and many subsequently reappeared on this year’s agenda in an updated list of 14. “Increasingly, it’s a black mark on his tenure, not on the culture of Albany,” said Blair Horner, executive director of the New York Public Interest Research Group. “He inherited a system that he failed to fix.”

With the series of high-profile indictments for malfeasance during Cuomo’s tenure, Horner said the revelations may not mean things have gotten worse, but “certainly, whatever ails Albany’s ethics has not been remedied by this governor.” The reason, he believes, is that fighting corruption is less important to Cuomo than other initiatives he appears to more readily spend his political capital on, such as samesex marriage and a $15 minimum wage – among signature accomplishments that Cuomo highlighted by having dozens of guests attend his State of the State address who benefited from the laws. “I think if he had a magic wand, he’d do it,” Horner said of the governor’s desire
to pass comprehensive ethics reform. “But in the political triage of legislative dealmaking, I assume he figures the bang is not worth the buck.” However, others said the fact that the governor includes reform proposals in his agenda at all deserves praise. “I give him credit, genuine credit for always putting this on the table, having it in the mix,” said Alex Camarda, senior policy consultant at good government group Reinvent Albany. Governors in the not-so-distant past didn’t even bother to do that, Camarda said. “Where he’s come up short is with the delivery. I think it’s easy to look back at the last couple years and say he hasn’t delivered on these reform items, which he has not.”
Robert Freeman, executive director for the New York Department of State’s Committee on Open Government, said the governor’s reform proposals from last year “went nowhere, to the best of my knowledge.” A bright spot in his department, however, was a last-minute bill signed by Cuomo in December to force state agencies to pay Freedom of Information Law requestors’ attorney fees if a judge finds that the government failed to provide the information with no valid justification. “It amended the law to deal with (the) situation where a government agency engages in what I’ve come to call ‘The

Nancy Reagan Response,’ just say no,” Freeman said. “My expectation is that law will encourage agencies to be serious about complying with the Freedom of Information Law.” Brett Orzechowski, a professor at Utica College and author of a forthcoming book on the Freedom of Information Law, explained that the recently passed FOIL reform bill was vetoed in 2015 over complaints from the executive that the law needed to cover the state Legislature as well. Even when he did sign the law last month, he registered a protest in the same vein. That helps reveal, Orzechowski said, how many reforms are tangled in a morass of Albany power players’ political selfinterest, leading to unlikely bureaucratic arrangements, such as an ethics agency that is not subject to transparency laws. “(The New York State Joint Commission on Public Ethics) is exempt from FOIL. That doesn’t happen,” Orzechowski said, comparing the state’s opaque accountability institution to its more transparent counterparts in other states. “Here’s a body that’s put into place to investigate corruption or serve as the underlying ethics agency in New York state and it’s not fully
in step with other measures like FOIL. Can it be? Absolutely. Is there an appetite for that? I’m not sure.” It’s not that reform is not possible in Albany, reformers said. It’s whether or not the capital’s power brokers can be persuaded to prioritize it. In other words, it’s a question of pressure. “I do think the trials will put pressure on the governor to act,” Camarda said. “I do think that the Legislature will be emboldened.” Camarda and others are advocating for a “deal database” to track all economic development contracts, and he expects to see reform in bid-rigging, a sensitive area for Cuomo. Two corruption trials involving close associates of the governor are a case study in bid-rigging. Joe Percoco, the former executive deputy secretary to the governor, is set to be tried later this month, for allegedly taking $315,000 in bribes from companies with business before the state. Former SUNY Polytechnic Institute President and CEO Alain Kaloyeros’ trial is set for June, allegedly for his involvement in a fraud and bribery scheme in connection with
the governor’s Buffalo Billion economic development initiative. Todd Howe, a lobbyist with ties to Cuomo and his father, helped arrange the deals and is the government’s star witness. Despite optimism that the trials may spur reluctant leaders to back reforms, several reformers were skeptical that the political force required to produce change will originate from the governor’s office. “There are possibilities (for reform) but it’s going to hinge on external forces not internal forces,” said Horner, citing possible pressure on incumbents from reform-minded challengers in this year’s state Senate and Assembly elections. “When you have so many cases going on at the same time, anything is possible. I think voter anger coupled with something high-profile … there’s too much happening for it not to have an effect on the system.” The governor’s rhetoric suggests he believes he can follow through. “Don’t tell me we can’t do it,” Cuomo said of his broader State of the State agenda in the closing moments of his speech. “There’s nothing we’ve put our mind to that we can’t accomplish.”

SKIRTING CONGESTION PRICING – FOR NOW Transportation, especially New York City’s increasingly unreliable subway system and worsening traffic, has recently been a major source of public discontent. But Cuomo largely avoided those thorny issues

The recently passed federal tax overhaul was a focal point of Cuomo’s address. The governor referred to the tax plan as an “arrow to the economic heart” of New York, largely due to the provision that will place a $10,000 cap on the state and local tax deduction for property and income taxes. This measure, Cuomo said, is especially damaging to high-tax, progressive states like New York. The governor announced a threepronged approach to combat its effects. First, Cuomo said that New York will challenge the law in court, calling the unprecedented federal taxation of state and local taxes unconstitutional. He said New York would also become the epicenter of “repeal and replace” efforts, leading the resistance to the bill. Finally, Cuomo said the state was developing a plan to reduce its reliance on income taxes by adopting a payroll tax system. Warning that residents might leave New York because of their increased federal tax bills, Cuomo said, “If we do not fix this problem, it is a question of New York’s viability long term.” by focusing on smaller transportation projects, such as additional security for the state’s transit hubs and introducing cashless tolling on the New York State Thruway. Cuomo barely touched the contentious issue of congestion pricing, or the idea of adding charges to enter the most crowded areas of Manhattan. Congestion pricing has been proposed as a method to fund
the beleaguered MTA, which released an $836 million plan to fix the city’s subway system. “We also need long-term funding that is fair to all and also addresses the growing traffic and population problems,” Cuomo said, adding that the Fix New York City panel will produce a congestion pricing report soon.

“In the meantime, cheap political slogans are just that, cheap political slogans. It’s not a real policy,” he added, perhaps taking a shot at de Blasio, who has disparaged congestion pricing and wants to fund the MTA through a tax on millionaires.
PUSHING CRIMINAL JUSTICE REFORM Cuomo heavily emphasized criminal justice reform in his State of the State address. He proposed that a person should only be held in jail if a judge finds a significant flight risk or threat to public safety, and otherwise should be released. He also discussed speedy trial reform, which could be addressed in the budget. The most emotional moment came when Cuomo called out a surprise guest – Akeem Browder, a challenger to de Blasio in the 2017 New York City mayoral race. With his voice occasionally breaking, Cuomo told the story of Browder’s brother, Kalief, who was held in Rikers Island for three years on suspicion of stealing a backpack, and killed himself because of this trau-
matic experience. Cuomo said that Kalief Browder “did not die in vain,” because Browder’s tragic death inspired his bail reform proposal and measures to improve conditions in jails. Cuomo added he would direct the state correction commission to develop legally binding corrective plans or closure orders on jails with poor conditions, telling Browder that the state would “make it right.”

POSITIONING AS A 2020 PRESIDENTIAL CANDIDATE Cuomo’s speech seemed intended to prove his progressive credentials, from making “advancing the women’s agenda” the first topic of his address – an effort to perhaps capitalize on the #MeToo movement – to his numerous proposals to protect the environment. This could help him ward off a potential gubernatorial primary challenger and improve his standing among Democratic presidential primary voters for 2020. Near the end of his address, Cuomo waxed

WHAT CUOMO’S AGENDA MEANS FOR NEW YORK’S SCHOOLS By PATRICK WALL and MONICA DISARE for Chalkbeat New York GOV. ANDREW CUOMO scarcely mentioned education in his State of the State address – a marked contrast to previous years when his splashy or controversial education plans made headlines. In his more than 90-minute speech, Cuomo devoted just a few minutes to education, during which he mainly proposed expanding existing initiatives involving college scholarships, prekindergarten and after-school programs. Unlike in the past when he promoted tougher teacher evaluations, the Democratic governor’s latest education agenda is generally in line with policies favored by progressive voters and teachers unions – factors that may help him as he runs for a third term as governor this fall and mulls a presidential run in 2020.
Two new education plans he’s pushing this year – increased access to school meals and protections for student loan borrowers – had been previewed by his office ahead of the speech. While he vowed to maintain a “historic investment” in the state’s schools, he also acknowledged that New York faces “a federal and economic challenge never experienced before” – including a projected $4.4 billion state budget deficit, a federal tax overhaul that targets high-tax states like New York and possible federal funding cuts. With an eye toward Washington, Cuomo promised to challenge the new tax law in court. And in his call to continue investing heavily in education – New York spends more per student than any other state in the nation – he also
suggested that poorer districts should get a larger share of that money, which advocates have long sought. “We must address education funding inequities and dedicate more of our state’s school aid to poorer districts,” Cuomo said. “Trickle-down economics doesn’t work, nor does trickle-down education funding.” Cuomo will follow up on his speech, which came with a 374-page policy book, with a spending plan that is due by Jan. 12. He then must negotiate a final budget with state lawmakers, some of whom have already expressed concerns about raising taxes or increasing spending. “Spending restraint should be a top priority,” said state Senate Majority Leader John Flanagan, a Republican, in a statement last Tuesday.
Here are the main education items in the governor’s proposal: Fight student hunger Cuomo put forward an anti-hunger plan to make sure students are well-fed and ready to learn. The plan would ban “lunch shaming,” where some schools single out students who cannot pay for lunch, and would require schools where 70 percent of students are eligible for free or reduced price lunches to provide breakfast during the school day. It also encourages the use of locally grown produce in school meals and would require all public colleges and universities to have food pantries or an arrangement with outside food banks. Last year, New York City Mayor Bill de Blasio unveiled a plan to provide free lunch to all public school students regardless of family income. The city also offers free breakfast for all elementary school students. Help students pay for college Cuomo announced several new protections for student loan borrowers. The proposal would put new restrictions on student loan providers, forbid the suspension of
professional licenses for those who default on their loans and provide students with more information about paying for school each year. The proposal comes after Cuomo scored a legislative victory last year with passage of the Excelsior Scholarship, a plan to provide free tuition for middle- and low-income families at SUNY and CUNY schools. In the program’s second year, students from a wider range of families will be eligible for the scholarship, which Cuomo said will cost $118 million. Train teachers in computer science A new $6 million grant program would pay for teacher training in computer science and engineering. De Blasio’s plan for every New York City student to learn the basics of computer science will require about 5,000 trained teachers, city officials have estimated. Expand existing initiatives The bulk of Cuomo’s 16 education proposals are expansions of existing efforts. Many of them – including pre-K, after-school programs and student mental health services – overlap with initiatives already underway in New York City.

• Pre-K: $15 million to grow the state’s prekindergarten offerings, which Cuomo launched in 2013 and has expanded each year. That is close to the $20 million increase that the state Board of Regents requested for preschool seats this year. Cuomo’s plan would add pre-K seats for both 3- and 4-year-olds – which could be good news for de Blasio, who is seeking state funding for his preschool program for 3-year-olds. • After-school programs: $10 million to fund a second round of competitive grants for after-school programs in high-poverty areas, which included the Bronx last year. This round, a portion of the grants will be reserved for districts with high levels of homeless students or gang activity. • Early college high schools: $9 million to create 15 additional high schools where students can earn some college credit or an associate degree. • Master teachers: $1 million to give select teachers in high-poverty districts a stipend and extra training, which Cuomo said will draw teachers to high-need schools.

Sometimes the feud between Gov. Andrew Cuomo and New York City Mayor Bill de Blasio goes too far. In his inaugural address, de Blasio spoke for 13 minutes in 18-degree weather. Not to be outdone, Cuomo spoke for more than an hour and a half – and cranked up the air conditioning to keep his audience nearly as cold. Of course, neither could compete with the blizzard that hammered the East Coast on Thursday. Here’s who was inside sipping hot chocolate – and who got whipped by the winds.
ED COX It’s hard enough to run a viable Republican candidate in New York. But when you put all your cards in one basket, it must sting when that candidate decides not to run. Harry Wilson, whom state GOP operatives had pegged as their first and only choice as a challenger to Cuomo, announced he’s not going to run. Then another possible candidate, Dutchess County Executive Marcus Molinaro, also decided against a run. At least Cox still has former Erie County Executive Joel Giambra.
