Last June, everyone was reminded of New York City Mayor Bill de Blasio’s SUV habit. In a radio interview, de Blasio had made a point of defending the Paris climate agreement and touting his own administration’s efforts to reduce greenhouses gases. “Everyone in their own life has to change their own habits to start protecting the Earth,” the mayor proclaimed. But when a caller asked whether he would curtail his frequent 11-mile trips in an “SUV armada” from Gracie Mansion to his old Park Slope YMCA, the mayor hit the brakes. “It’s not whether I go to the gym, whether I go to the gym does not affect the policies that affect millions of people,” he huffed, dismissing the point as “cheap symbolism.” Of course, symbolism does matter when you’re mayor – and days later, de Blasio was spotted on the subway, for the first time in months. Actual policies matter as well, as the mayor argued. But a close look at his record shows there’s more to it than symbolism. In this week’s cover story, contributor Sarah Goodyear exposes the mayor’s car-centric positions on everything from parking placards to congestion pricing.

Latest NO, NO, HE WON’T GO New York City Mayor Bill de Blasio was supposed to meet with President Donald Trump as part of a coalition of mayors, but backed out at the last minute when the Justice Department threatened to subpoena so-called “sanctuary cities.” In a tweet, de Blasio called the action a “racist assault on our immigrant communities.” Trump ripped de Blasio and several other Democratic mayors who backed out of the meeting for the same reason, saying they “put the needs of criminal, illegal immigrants over law-abiding Americans.”

The long-awaited trial of Gov. Andrew Cuomo’s former top aide Joseph Percoco finally started. Prosecutors opened by painting Percoco as the governor’s “right-hand man” who used his influence to make ill-gotten gains, while the defense depicted the prosecution’s key witness Todd Howe as the real villain. Testimony revealed that Percoco didn’t tell Cuomo about the allegations against him until the FBI was literally at his doorstep, leaving the governor “shocked.” Outside the courtroom, state Republican Party Chairman Ed Cox and Manhattan GOP Chairwoman Andrea Catsimatidis showed up with a banner that read “CUOMO’S BRIBEZONI” in a nod to Percoco’s reference of money as “ziti,” which was inspired by “The Sopranos.”

HAS ANDREW SULLIVAN EVER BEEN TO BROOKLYN?

There’s more to the borough than Sullivan’s shallow screed in New York mag suggests By BEN ADLER

FOR SOMEONE WHO clearly knows nothing about Brooklyn, New York magazine’s Andrew Sullivan sure likes to throw shade at New York City’s largest borough. Or, perhaps we should say “Brooklyn,” as the place Sullivan inveighs against does not exist other than as a figment of his imagination. In a curious, rambling screed against contemporary feminism published this month, Sullivan referred to Brooklyn three times. Nothing in his blog post actually had anything to do with the borough or any of its 2.6 million inhabitants. Rather, Sullivan uses Brooklyn as a metonym for a particularly aggressive brand of millennial political correctness on all matters of gender identity. He blames that phantom ideology for inciting a backlash that has made most Americans skeptical that sexism even exists and helped to elect President Donald Trump. It’s a crude and inaccurate political variation on the media’s grating habit of saying “Brooklyn,” when they really mean only Brooklyn’s gentrified northwestern quadrant. Here are the quotes: – “If most men are told that what they are deep down is, in fact, ‘problematic’ if not ‘toxic,’ they are going to get defensive, and with good reason. And they are going to react. So, by the way, are the countless women who do not see this kind of masculinity as toxic, who want men to be different, who are, in fact, deeply attracted to the core aggression of the human male, and contemptuous of the latest orthodoxy from Brooklyn.” – “Two-thirds of Independents now suspect the sincerity of most claims of sexism. Congrats, Brooklyn.” – “Democrats and liberals are going to have to decide if they want to ‘problematize’ half the voting population. They are going to have to figure out who they really side with: Brooklyn or much of America?” Sullivan’s image of Brooklyn is so at odds with reality that it suggests he’s probably barely set foot in the place he’s so quick to malign. Sullivan apparently thinks Brooklyn is all young, highly educated and on the farleft edge of social and cultural politics. Here are some facts about Brooklyn, courtesy of the U.S. Census Bureau, that might surprise Sullivan and even some of his readers and colleagues at New York magazine: – With a median household income of $50,640, Brooklyn is New York’s secondpoorest borough after the Bronx. It is less affluent than the country as a whole. – Brooklyn’s 20.6 percent of residents living in poverty is significantly higher than the national rate.

– Brooklyn is only 36 percent white. – Of Brooklynites ages 25 and older, only 34 percent have bachelor’s degrees or higher. – A language other than English is spoken in 46 percent of Brooklyn households. By almost any measure, Brooklyn is less elite than Sullivan’s own hometown of Washington, D.C., which has a higher median household income ($72,935), higher percentage of residents with college degrees (55 percent) and a lower poverty rate (17.9 percent). Brooklyn is much more representative of the U.S. than Washington is – more working class and more ethnically diverse. Brooklyn is even more conservative than Washington. Sullivan’s snarky handwringing notwithstanding, actual Brooklyn contains plenty of cultural conservatives who might share his antipathy for the left wing of contemporary academic feminism: the Hasidic and other ultra-Orthodox Jews in Midwood, Borough Park and south Williamsburg; Sephardic Jews in Gravesend; Italian-Americans in Bay Ridge and Dyker Heights; RussianAmericans in Brighton Beach; and IrishAmerican cops and fireman everywhere from Windsor Terrace to Mill Basin. And plenty more of Brooklyn’s Democratic-

city has greater political diversity. “There’s also a wider variety of views in D.C., in part because the city has to sustain a lot of Republicans as well as Democrats,” Sullivan wrote. “So it doesn’t have quite the stifling left-liberal bubble of Manhattan, or the oppressive feel of the People’s Republic of Woke across the river in Brooklyn.” One wonders what terrible oppression happened to Sullivan the one time he went to Williamsburg, but he should know better than to make factual claims that can be easily disproved. Brooklyn, like New York City as a whole, had a much higher share of Republican voters in the 2016 presidential election (18 percent and 19 percent, respectively) than Washington (4.1 percent). Even the politics of Brooklyn-inhabiting educated millennial readers – typical New York magazine readers, one might say – are not necessarily what Sullivan portrays. Sullivan dismisses Brooklyn as in thrall to identity-obsessed, easily-offended woke politics, but many white-collar liberal Brooklynites are more focused on issues like economic justice – and they are as eager as Sullivan to win back working-class white voters. What’s especially rich about Sullivan’s hackish misrepresentation of Brooklyn

Does Sullivan not know, or merely not care, that all these people live in Brooklyn? In an unrelated item within the same post, Sullivan squeezes in yet another caricature of Brooklyn’s politics. Pathetically celebrating The New York Times’ publication of a guide to spending a weekend in Sullivan’s beloved Washington – for someone who so despises New York, Sullivan desperately craves New York’s approval – he enthuses that the capital

is that in the very same item about Washington, he complains that the author of the Times piece falsely maligns Washington as having recently shaken off “the starchy, insular appearance of a white male fiefdom.” Washington, Sullivan noted, was until recently majority African-American. He is right to complain: The Times used a broad image of Washington – held by outsiders and based solely on its most affluent, socially elite and transient residents – and treated it as the actual embodiment of the place. And that is precisely what Sullivan did to Brooklyn. A magazine called New York ought to know its own city better.

A PASSIONATE GROUP OF low-income immigrant New Yorkers gathered on a gray mid-December morning on the steps of New York City Hall, waving bright pink and green cardboard signs in the chilly wind. They were there to protest what they called the oppressive enforcement of arbitrary laws that target them, and to demand their right to work with dignity. You might think that Mayor Bill de Blasio, who has positioned himself as a champion of immigrant rights in the era of President Donald Trump, would have been standing there alongside them. The mayor, however, was nowhere to be seen. That’s because the more than 100 mostly Asian delivery cyclists were there to protest one of de Blasio’s own policies, a crackdown on electric bicycles that the workers depend on to do their jobs. “This policy is counterintuitive to New York being a sanctuary city,” Persephone Tan, associate director of immigration and policy at the Asian American Federation, told the protestors. “This policy brings extra scrutiny on low-wage workers. This policy creates more interaction between police and communities of color who already have a negative history with the NYPD.” The crowd cheered.

The disconnect on the e-bike issue is emblematic of a deeper divide in the mayor’s policy positions. De Blasio spent his first term building up his credentials as a progressive, many suspect with the intention of making a left-leaning run at the presidency in 2020. He has championed trademark progressive causes like universal pre-K, affordable housing, increasing the minimum wage and severely cutting stop-and-frisk policing. He even had U.S. Sen. Bernie Sanders swear him in at his second inauguration. Advocates for progressive transportation policies, though, said that when it comes to the way people get around New York, de Blasio has a significant blind spot. He is stuck, they said, in an outdated, auto-centric view of how the city’s streets are supposed to function, one that gives more weight to SUVs than e-bikes. That windshield perspective is evident in big picture issues like his stand on congestion pricing for vehicles entering Manhattan’s central business district to fund the collapsing public transportation system (long opposed, still skeptical) as well as his opinions on street-level problems like cars double-parking in bike lanes (go for it if

you need to drop off some groceries) and his use of parking placards as political favors (50,000 new ones went out to teachers and other school employees last year). “Many of the mayor’s positions are incompatible with urban transportation,” said Paul Steely White, executive director of the advocacy group Transportation Alternatives. “He still has a very car-oriented mindset on many of these issues. You can’t have a car city and a public transportation city. You really have to choose.” NAVIGATING THE STREETS AND tunnels of the city is the one great unifying experience of New Yorkers. All of the city’s residents, no matter their age, income bracket or social status, have to grapple with the challenge of getting from here to there in a sprawling, congested and often chaotic urban landscape.

Yet unlike education, housing, labor rights and policing, transportation has not traditionally been a defining issue for New York politicians. John Raskin, executive director of the transit advocacy group Riders Alliance, sees that as a huge missed opportunity. “Transportation policy is a prime area where we need a progressive approach to decision-making,” said Raskin, who believes de Blasio’s transportation blind spot is causing him to ignore a fundamental tool in fighting income inequality. “If public transit is done well, it can be how low-income New Yorkers access opportunities. It can help people immigrate to New York from anywhere in the world without having to have thousands of dollars to spend on purchasing and owning a car. It can be the connection between affordable neighborhoods and jobs and education in some of the wealthiest parts of the city.”

For the mostly middle-aged men gathered on the City Hall steps that December day, e-bikes – which contain an integrated electric motor and are seen as an environmentally friendly option for deliveries and personal transportation in cities around the world – make their jobs possible. But the bikes have long existed in a gray area in New York City: technically illegal to operate but usually accepted, perhaps because without them the speedy food delivery that increasingly defines the city’s eating habits would be impossible to sustain. Residents of certain neighborhoods, including the Upper East Side, have denounced e-bikes as a menace, despite the lack of any data to suggest they have been involved in more than a handful of crashes, and de Blasio has responded to those complaints by promising swift, draconian action. Delivery workers want the mayor to negotiate with them to legalize and regulate the bikes, but they said getting his attention seems to be an issue of class and clout. “People who live in the rich areas stick together and complain,” said one middle-aged delivery worker, who didn’t want to give his name for fear he might lose his job. “They are very, very powerful.” TRANSPORTATION ADVOCATES didn’t necessarily think the de Blasio administration would be like this. When he took office in 2014, many were cautiously optimistic, and his appointment of Polly Trottenberg as commissioner of the city Department of Transportation was seen as a promising sign. She seemed well-suited to continue the expansion of the bike lane and public plaza initiatives that had been started under Mayor Michael Bloomberg’s administration. Trottenberg came to the job with a reputation as a seasoned policymaker, and like Bloomberg’s pioneering DOT commissioner, Janette Sadik-Khan, she understands the latest thinking on how to better design healthier, safer and more environmentally sustainable cities. There was more reason for advocates to be hopeful when, shortly after de Blasio took office, he unveiled his Vision Zero initiative, which aims to reduce traffic deaths in the city to zero by 2024. Loosely based on successful European policies that have revolutionized streets in countries like Sweden, de Blasio’s policy was widely seen among advocates as the next step in getting the city to prioritize people instead of cars on increasingly congested streets. Vision Zero quickly bore fruit. Trottenberg joined with advocates to lobby state legislators to allow the city to lower the default speed limit to 25 miles per hour on

city-controlled streets. The change, which was signed into law in November 2014, was considered by many longtime proponents of safer streets to be a crucial victory. After a pedestrian-oriented redesign of Queens Boulevard, not a single New Yorker has been killed on the legendary “Boulevard of Death” since 2014. And overall traffic deaths have gone down over the first four years of de Blasio’s tenure. The mayor’s office, in response to questions for this story, offered a written statement citing Vision Zero as de Blasio’s proudest transportation policy initiative to date. “In only four years, we have brought the numbers for these tragic incidents down to the same level as 1910, when the city first started keeping these records. The name of this initiative says it all – zero fatalities is our goal. With this immense progress, we think it is achievable while still getting New Yorkers from point A to point B safely, efficiently and affordably.” Transportation Alternatives, while praising the administration for Vision Zero, recently released a report that projected the city is nowhere near on track to meet the stated goal of zero, and gave the mayor a B- for his efforts on street safety. As his term progressed, de Blasio revealed himself to have perhaps more affinity with the minority of New Yorkers who drive than the millions who depend on public transportation, walking and bicycles. His daily 11-mile SUV trip from Gracie Mansion to the Park Slope Armory YMCA angered many activists who saw hypocrisy in the mayor’s insistence on using a gas-guzzling vehicle to get to his favorite exercise spot while lecturing New Yorkers – and the nation – on the importance of green living. Charles Komanoff, a longtime advocate for safe streets and better public transit, brought attention to the issue when he called “The Brian Lehrer Show” on WNYC one morning last summer – and called the mayor out on the daily drive. “What provoked me was in his opening segment, he was crowing about how New York City is going to lead the charge to sanctify and preserve the Paris climate agreement,” said Komanoff, who helped design a congestion pricing plan called Move NY. “Meanwhile, the transit system is crumbling – the transit system which matters so much more to the ability of New York City to remain viable and to keep the idea of a green metropolis. Here he is ignoring it politically and thumbing his nose at the transit system and the 8 million people who ride it every day. I couldn’t abide that.”

As de Blasio was cruising back and forth over FDR Drive – which was speedily resurfaced from end to end in 2015, after his commute made him aware of its pothole-ridden condition – the subways were melting down. Disruptions in service due to deferred maintenance have been affecting thousands of riders daily, and the fallout represents an existential threat to New York’s economy, even its identity. While the mayor does not control the MTA, a job that belongs to Gov. Andrew Cuomo, advocates for riders nonetheless have persistently criticized de Blasio for his lukewarm response to an underground situation that is widely perceived as a crisis. “The primary job of a mayor of New York City is to be an advocate for the people of

New York City,” said Doug Gordon, an advocate who blogs about transportation at Brooklyn Spoke and frequently denounces the mayor’s policies on Twitter. “But he had to be drawn kicking and screaming into the subways during the summer of hell to take a ride during a morning commute to experience what real New Yorkers are experiencing. He is not using his bully pulpit in the best way that he can.” Rather than throw his weight behind some form of congestion pricing, which would reduce pollution and crowding on city streets as well as provide a steady funding stream, de Blasio has pushed for a millionaires tax that would increase the income tax paid by the wealthiest New Yorkers. Many think it would be unlikely to get through the state

nizations he might be expected to have an affinity with, including the national environmental nonprofit Natural Resources Defense Council and the anti-poverty group Community Service Society of New York. Late last year, the society issued a report estimating that under a congestion pricing plan, 18 outer borough residents would benefit for every city resident who would have to pay more to commute. When proposed fare subsidies are factored in, that ratio would be 38 working-poor residents to every car commuter. The mayor’s position is drawing more intense criticism as he seeks to boost his national profile on environmental issues. On Jan. 10, de Blasio appeared to throw his weight behind a city lawsuit that names big oil companies for their role in climate change. That drew another round of scathing criticism on Twitter, and even a column by Jim Dwyer in The New York Times, with the headline “Battling Climate Change from the Back Seat of an S.U.V.”

(Congestion pricing would be a tough sell too; it fell short in Albany when it was attempted with Bloomberg’s backing in 2008, and Cuomo’s proposal has already drawn vocal opposition from outer borough legislators who said it would impose an unfair burden on their constituents.) “The subway is in crisis and any realistic solution will cost billions of dollars,” said Raskin, who believes congestion pricing could also fund reduced fares for low-income New Yorkers. “Congestion pricing is a fair and sustainable way of raising money to fix public transit. The number of working poor and low-income people who are commuting into Manhattan by car is vanishingly small. The most vulnerable New Yorkers who are trying to get to work are doing so on the subway. And so failing to fund improvements to (public) transportation is actually the most regressive policy.”

Now that Cuomo’s Fix New York City panel has put forward its congestion pricing plan, the mayor said this plan is better than previous iterations, but he still sounded equivocal about congestion pricing in general. His office, in response to questions for this story, referred to his comments on “The Brian Lehrer Show” in mid-January: “A fundamental issue in this entire plan that the state is putting forward is how do we create fairness? So you know, making sure that people in each part of the city are treated fairly, making sure that the money that comes from it stays in New York City, making sure that the Fair Fares is addressed so low-income New Yorkers can have accessible MetroCards and MetroCards they can afford – all of these fairness questions have to be addressed.” The mayor also apparently remained resistant to arguments from many orga-

THE QUESTION AMONG ADVOCATES remains, why doesn’t the mayor get it? “I can’t psychoanalyze the man,” Gordon said. “But based on what I know of him, at a gut level he doesn’t really understand that if you want to achieve a lot of New York’s transportation goals, none of them can happen without decreasing the number of cars that are in the city. It also may just be that politically he doesn’t see the need to go out on a limb here.” While de Blasio plays it safe, many of his peers around the country, and the world, are leading the charge toward greener, less auto-centric cities. Anne Hidalgo in Paris, Valérie Plante in Montréal, even Eric Garcetti in Los Angeles, all are making efficient public transportation and pedestrian-friendly streets a priority. Just as de Blasio’s crackdown on e-bikes began in January, San Francisco, Seattle and Miami announced pilot programs for short-term e-bike rentals. There’s a sense that New York, perceived as on the transportation cutting edge just a few years ago, is falling behind due to a lack of vision at City Hall. “The mayor cannot ignore this any longer,” White said. “The moment is here to shift his policy and really lead. Is the surface transportation network going to be designed and managed around cars, or is it going to be designed and managed around people? It sounds dramatic, but I think New York will ultimately fail as a city if we don’t make that shift.”

BILL BRATTON Former New York City Police Commissioner When he asked Bill Bratton to lead the NYPD again, New York City Mayor Bill de Blasio was coming off a campaign whose theme had been “A Tale of Two Cities.” The same could be said of the city Bratton returned to, at least compared to the one he helped turn around two decades before. “We were able to, in a very short period of time, dramatically change not only the reality of safety in city, but the perception and feel of safety in the city,” Bratton recalled of his stint under former Mayor Rudy Giuliani. When he returned in 2014, the CompStat system Bratton introduced was still in place, but the department’s priorities had changed. Aside from keeping pace with evolving terrorist threats, Bratton had to reassure New Yorkers that crime wouldn’t rise under a progressive mayor and assuage minority communities over their concerns about stop and frisk. Bratton said his job required exceptional precision in both the diagnosis and treatment of problems. “Like doctors, we try to do no harm – or minimal harm – to our patient while dealing with the illnesses,” he said.

PATTY CLARK Senior Advisor of Aviation Policy Port Authority of New York and New Jersey

Like many Americans, Patty Clark was inspired by President John F. Kennedy’s call for civic action in his inaugural address. Decades later, she would join the Port Authority of New York and New Jersey to help bring to fruition a public work that bore the late president’s name. For Clark, who had served as an aide to U.S. Sen. Daniel Patrick Moynihan, the importance of the AirTrain at Kennedy Airport transcended that particular infrastructure need. The city hadn’t completed a large work since the Verrazano-Narrows Bridge. “It was important to say: ‘We can still do big projects,’” Clark recalled. “There was more riding on it than just the train itself.” Not long after, Clark was on the 65th floor of the north tower when the World Trade Center was attacked on 9/11. Much later, while attending a meeting after the site had been cleared, she noticed the stairs that had led her to safety were still standing. “The bottom was mostly destroyed,” she said, “but the top was as pristine as on Sept. 10, 2001.” Today the Survivors’ Staircase stands in the National September 11 Memorial & Museum.

DAVID DINKINS Former New York City Mayor

Mayoral metaphors are not known for being colorful – with one exception. New York City: The Gorgeous Mosaic. It was David Dinkins, the first AfricanAmerican mayor of New York City, whose trope captured the collective imagination, but the idea actually came from Peter Johnson, a friend who used to write speeches for him. “I like to mention it,” Dinkins said, “because everybody remembers that Kennedy said, ‘Ask not what your country can do for you, but what you can do for your country.’ But that was written for him by Ted Sorensen.” On the topic of credit, many believe Dinkins deserves more for the decline in crime that began under his watch. His administration’s Safe Streets, Safe City program significantly increased the size of the NYPD. Since 1994, when Dinkins started serving on the Columbia University faculty, many students have approached him for advice. “I say if your reason for wishing to be involved in government or politics is because you envision seeing your name in lights, you’re not properly motivated,” he said. “You should seek office because you want to help people.”

CARMEN FARIÑA New York City Schools Chancellor

As a first-generation American who learned English in public classrooms, Carmen Fariña felt she needed to “pay it forward.” “I think everything I accomplished, I accomplished through having good teachers and good educational experiences,” she said. Her father, who fled Galicia during the Spanish Civil War, probably agreed that teaching was a good fit. “(He) said I always had something in me that was a little bossy,” Fariña joked. Though she began her career in the classroom, Fariña would eventually serve as a deputy chancellor under then-Mayor Michael Bloomberg. The next mayor, Bill de Blasio, coaxed her out of retirement and, as chancellor of the country’s largest school system, Fariña would implement universal pre-K, widely seen as his signature achievement. Fariña also points to initiatives during her tenure, such as free SAT courses and the tripling of Advanced Placement courses, as important steps toward providing every student with the opportunity to attend college. And just because Fariña will soon take a second stab at retirement doesn’t mean she won’t be heard from again. “An educator never really goes away,” she said.

HAROLD HOLZER Jonathan F. Fanton Director Roosevelt House Public Policy Institute at Hunter College

While there may be some irony to an acclaimed Lincoln scholar serving as director of The Roosevelt House Public Policy Institute at Hunter College, Harold Holzer sees important commonalities between the two presidents. When confronted with unimaginable crises, for instance, each experimented. “If they had not made government work to save government, we wouldn’t have a government,” he said. Holzer has authored, coauthored or edited more than 50 books. One of those, “Lincoln on Democracy,” Holzer co-edited with the late Gov. Mario Cuomo, whom he served as press secretary. “Mario Cuomo was a such a brilliant writer and he knew his Lincoln,” he said. More recently, Holzer wrote “Lincoln and the Power of the Press” – another area where a Roosevelt-Lincoln comparison is apt. Each president, in his day, was criticized for using new mediums to communicate – not unlike the current president and Twitter. “The effective communicators are the ones who harness new media and make it work to their advantage,” Holzer said. “History and voters ultimately catch up with them if they’re not doing the right thing policywise.”

In an era marked by concerns around economic inequality, count CUNY Chancellor James Milliken among those who believe public education represents the best hope for America to fulfill its promise as a land of opportunity. “Education – and particularly public higher education – provides the opportunity to transform lives on a grand scale,” Milliken said. “Seventy percent of college degrees in this country are awarded by institutions of public higher education.” For generations of New Yorkers, CUNY has served as an engine for economic mobility, and Milliken has made advancing that historical role a priority. Under his watch, CUNY has become the country’s largest provider of private scholarships for undocumented students. It has also started providing housing and support services to students coming out of foster care and implemented programming to help students graduate in a timely manner. “Public higher education is an essential part of what’s made this country great,” said Milliken, who previously served as president of the University of Nebraska. “Countries around the world want to emulate what the United States has done over the last 70 years, so we can’t fall back now.”

Roberto Ramírez was a secondyear law student when he was elected to the Bronx’s 78th Assembly District. “I would go to Albany from January to July and then come back to NYU to learn about the legislation I’d just worked on,” Ramírez recalled. Ramírez, who moved from Puerto Rico to the Bronx when he was 18, received his law degree at the “tender age of 43.” In his decade as a legislator, Ramírez earned a reputation as an anti-discrimination crusader. He spent 40 days in prison for protesting the U.S. bombing of Vieques Island. In 2000, he left office to run Fernando Ferrer’s New York City mayoral campaign. Believing that the constituencies he’d represented “weren’t wellunderstood,” he co-founded the consulting firm MirRam Group. As Ramírez sees it, politics is a “combination of art, magic and science.” “When the magic comes in a campaign, you begin to feel there’s something special, a series of interconnected events that no one can explain,” he said. Then you apply some “science.” “When you do that, you create the art. You defy conventional wisdom, you defy gravity and you change the world.”

REV. AL SHARPTON Founder and President National Action Network

A Baptist minister, talk show host and founder of the National Action Network, few New Yorkers have cut a larger figure on the national stage in recent years than the Rev. Al Sharpton. And few Americans have been as staunch in confronting racial injustice. Sharpton got an early start in civil rights, serving as youth director of the New York City branch of Operation Breadbasket, where he was schooled in the principles of nonviolent direct action practiced by Martin Luther King Jr. At the age of 16, he founded the National Youth Movement. According to Sharpton, his “activism has evolved as the nation has evolved.” He can shout his message from the street or talk within the corridors of power. And while Sharpton believes that society has made some progress in police and criminal justice reform, he cautions against “congratulating ourselves” yet. As for his own legacy, the reverend would like to be remembered as someone who “never deterred from fighting for equal rights for all. And (I) made my errors along the way, but always got up and kept fighting.”

Queens Library is one of the largest library systems in the country, and the population it serves is among the world’s most diverse, so it’s fitting that the president and CEO works from the main floor of its Central Library, a building he spent time in as a student. “That type of accessibility is important for people,” said Dennis Walcott, a lifelong Queens resident. Indeed, public libraries have evolved over the years to offer a wide spectrum of services, but their fundamental premise remains: open to all. “I believe libraries are the last true open democratic institution,” said Walcott, who has made democratic openness a central theme of his tenure. In his career, Walcott has been chancellor of the New York City public school system, New York City deputy mayor and president of the New York Urban League. “People come through our doors and leave more informed,” he said. “We provide a safe haven for individuals escaping the madness of the day or who need a place where they feel safe and comfortable, and that to me is what public service is about.”

RANDI WEINGARTEN President American Federation of Teachers

When she was a teenager, Randi Weingarten’s mother, a teacher, went on strike. Weingarten would see up close the pain as well as solidarity. In 11th grade, in response to a teacher’s dismissal, Weingarten and fellow students banded together to fight budget cuts. “That was one of my first experiences in taking action,” she recalled. Years later, as president of the United Federation of Teachers, Weingarten led New York City’s largest organizing campaign in half a century, unionizing 28,000 child care providers. Reflecting on her UFT tenure, Weingarten said, “When I left, there was much more of a bond between teachers and community. I’m most proud of that, and that we raised teacher salaries.” In 2008, Weingarten was elected to lead the American Federation of Teachers, becoming the first openly gay president of a national labor union. “Public education creates prosperity for kids and young adults, and a commitment to lifelong learning, and the labor movement creates a vehicle for people to have a decent life,” she said. “To merge both things together I feel like the luckiest person in the world.”

When he joined the Citizens Budget Commission in the early 1980s, Charles Brecher recalled, the organization “was at a low point due to the fiscal crisis and the absorption of its initial mission by state agencies.” Brecher helped rebuild the organization’s reputation as an independent, nonpartisan think tank. His work has promoted accountability in using sound fiscal practices. Brecher is a professor emeritus of public and health administration at New York University.

Robert Freeman has served as executive director of state Committee on Open Government since 1976. Through his work involving the state’s Freedom of Information Law and Open Meetings Law, there has been an expansion of the public’s right to access government information. “I view my role as a teacher, and it’s gratifying to educate state and local officials, the public and media regarding rights and obligations associated with open government laws,” he said.

Since joining the New York State Nurses Association as executive director, Jill Furillo has overseen campaigns against hospital closures and emerged as a progressive voice in local politics. After his 2001 election to the state Supreme Court in Manhattan, Justice Milton Adair Tingling stopped the state from shackling youths being transported to court without due process. He also struck down then-Mayor Michael Bloomberg’s large soda ban. Since 2014, he has served as the first African-American New York County clerk and commissioner of jurors. His passion is “speaking to anyone about the importance of jury duty and diversifying the jury pool.”
