NEW YORK SUBWAY RIDERS CONCERNED THESE DAYS about people being pushed onto the tracks should put that fear in context. Just last month, of all the people who were discovered on the tracks, almost half had entered them voluntarily, according to Jamie TorresSpringer, president of the Metropolitan Transportation Authority Construction and Development. In January, there were 160 cases where people were on the tracks, Torres-Springer told the MTA board on Feb. 24. That included four who were assaulted and fell or were pushed, nine who were suicidal, 10 who were drunk or high on drugs, 18 who had a health condition or slipped and fell, and 40 who were people with mental illness or emotionally disturbed. The remaining 79 people made the voluntary decision to enter the tracks at their own peril. It’s one thing to go down when you can’t help yourself or worse – you’ve been pushed, but to do it deliberately is contributing to a problem the MTA has not effectively addressed. Torres-Springer prefaced his report by noting that there was a 20% increase in reported “track intrusions” from 2019 to 2021, including 68 that resulted in fatal collisions with trains. Among the people found on the tracks, he said, were homeless people who had set up encampments. The rest may be people who jump onto the tracks to retrieve a personal item like a cell phone that they dropped or to cross to the other side of the platform. Whatever the case, the MTA plans to promote ridership rules and safety education to encourage riders against repeating this game of Russian roulette.

Gov. Kathy Hochul joined with mayors from across the state to announce a new joint effort to protect the state from cyberattacks as concerns over Russian

aggression bubble as the country invades Ukraine. Hochul and the local leaders unveiled the new Joint Security Operations Center in Brooklyn as the new “nerve center” for the state’s defense against cyberthreats. Along with the new center, Hochul said the state is providing

$30 million to governments around the state to shore up their own technologies against hackers. New York City Mayor Eric Adams also announced that he signed an executive order that placed the city’s own cybersecurity command center under the purview of the newly created Mayor’s

Forget about the Democratic primary for governor, the GOP race is where it’s at. The contest saw several new developments in the past week shortly before their nominating convention, promising to keep things interesting. A new challenger that emerged is Harry Wilson, a businessman who previously ran for comptroller in 2010, coming pretty close to beating state Comptroller Tom DiNapoli in his first election. Running as a more moderate option compared to the current field of candidates, many GOP insiders had reportedly been trying to recruit him into the race slightly earlier in the cycle, and some expect him to reach the 25% vote threshold at the upcoming convention to get on the ballot without petitioning. Wilson also will self-fund his campaign with his ample amount of personal wealth, promising a competitive race. His main competition is Rep. Lee Zeldin, generally considered the presumptive GOP nominee. And Zeldin made some news too, announcing his pick of

And to top it all off, an old campaign staffer for former Gov. George Pataki is trying to get him to run for office again, a development that could result in drastic upheavals in the current campaigns.

He’s down, but definitely not out. Former Gov. Andrew Cuomo is planning to flood the airwaves with a new ad declaring his vindication on charges of sexual harassment. It features clips from news reports about various district attorneys declining to bring criminal

charges against him. It doesn’t, however, include the additional context that those prosecutors found the various women credible in their complaints even if they couldn’t bring charges. And an unnamed state trooper is suing Cuomo and his aides in civil court over his alleged behavior, attempted cover-up and retaliation. The ads are paid for by his campaign, which still has millions of dollars. Cuomo has not been seen in public in months since his resignation and hasn’t said whether he plans to run for office again. But rumors abound that he may try to challenge state Attorney General Letitia James, the target of his and his allies’ ire over her office’s report that precipitated his resignation. All this despite recent polling showing that he remains deeply unpopular in the wake of his scandal.

WFP vs. the Brooklyn machine Another battle between opposing factions in Brooklyn is brewing around the Assembly seat recently vacated by Diana Richardson, a well-known critic of the Brooklyn Democratic Party. For the second time in about a month, Democrats and the Working Families Party are at odds in the borough, backing different candidates for the March 22 special election. After a meeting of party officials on Feb. 22, City & State exclusively learned that the WFP decided to run Jelanie DeShong on its line against Brian Cunningham, who overwhelmingly won the Democratic Party line in a county committee vote on Feb. 20. “Brooklyn’s 43rd Assembly District is important to us, as it’s the district where Diana Richardson won her special election in 2015 on the Working Families ballot line,” said WFP New York spokesperson Ravi Mangla in a statement. “We believe that voters deserve representation that is progressive, community-minded, with a long record of public service.” DeShong has a mix of leftwing and moderate bona fides. He worked for New York City Public Advocate Jumaane Williams and counts progressive leaders like Brooklyn Borough President Antonio Reynoso and state Sen. Zellnor Myrie among his supporters. Also, he most recently worked for

Gov. Kathy Hochul and has the backing of Rep. Yvette Clarke. Cunningham, meanwhile, worked for former City Council Member Laurie Cumbo and state Sen. Kevin Parker, and he was a part of Mike Bloomberg’s presidential campaign staff, so he comes with solid establishment and moderate credentials. In Brooklyn, Cunningham and DeShong represent the latest in a long history of proxy wars between opposing factions in the borough. In this case, it seems the fight will be between Richardson, a vocal critic of the Brooklyn Democratic Party who endorsed DeShong, and Assembly Member Rodnyese Bichotte Hermelyn, who leads the Brooklyn Democrats and backed Cunningham. Members of the local Democratic committee voted on who would go on their line in the special election and the outcome drew scrutiny from progressives and reformers. Edu Hermelyn, Bichotte Hermelyn’s husband, and Sarana Purcell, a close ally, ensured that Cunningham got the support needed thanks to a large number of proxy votes they controlled. The Empire State Building’s TikTok is popping off. There’s a brewing rivalry in New York City, and it's pitting some giants against one another. No, we’re not talking about any newly drawn district lines prompting fierce competition across the city. And, we’re not talking about any new beef between Mayor Eric Adams and literal beef. This is about the growing fandom surrounding the Empire State Building’s TikTok account, where uniformed building “content creators” routinely roast other less iconic New York City skyscrapers. Here are four of our favorite roasts from the page.

The Edge in Hudson Yards Everyone loves to hate Hudson Yards. The New York Times accurately called it a “vast neoliberal Zion.” But the Empire State TikTok brought real shade in less than 20 seconds, mocking the glass floor of the observation deck and the “sus” new construction. Has anyone checked on the Edge after these dropped? Are they doing OK?

Bashing the 432 Park Ave. condominium building The Empire State Building TikTok very clearly has something against 432 Park Ave. They’ve come for its shape, its bland design and its height, among other features. The best of these bashings came from a video comparing it to a french fry, with audio from the show “SpongeBob SquarePants” questioning who would want to live there?

Saying what every native New Yorker thinks about Times Square The Empire State Building said you have to be a certain type of person to survive the “hell” that is Times Square. Our only question about this critique is … are they wrong? Between the uncanny valley vibes of the mascots to the risk of dealing with slow walkers taking in lights, you need to go into it with a certain mentality to make it out alive and well.

Coming at 30 Rock for needing Christmastime to stay relevant 30 Rockefeller Center is well known for its Christmas tree display, and most people seem to enjoy it – but the Empire State Building TikTok was not impressed. They described the tree as an obnoxious activity that their neighbor does, which really drives home the entire vibe of the building being a true New Yorker. Who among us has not loathed our neighbor for something we perceive to be obnoxious?

You have a very extensive resume when it comes to public service. With all these hats that you’ve worn, why go for the state Senate seat? I’m so glad you looked through my resume, my experience. That’s exactly why I’m running for state Senate, because I have to say this: It’s a golden opportunity for the Asian community in South Brooklyn. We have a huge population already, and the Chinese-speaking community has nowhere to go. There’s a language barrier. They have no offices to go to for help. That’s where I start to feel like, “Whoa, there’s a lot of things we need to address.”

Could you speak about your experience as an immigrant to the United States, and how that contributes to your ability to represent the District 27 community? Sure, so I came to New York 18 years ago. I came here when I was 27. Before 27, I was a citizen of a liberal country, you know, Taiwan has universal health care, legal samesex marriage, first female president, that kind of liberal mindset. I chose to come here to pursue my masters degree for sociology in CUNY, at Brooklyn College. After that, I realized, “Oh wow, the tuition is very high, I need to make a living to support myself, and after that, I need to look for a

job.” Yet, English is not my first language. With a language limited capacity, there’s only certain jobs you can look for. I’m lucky enough that I have the language capacity, I can speak up for myself. For the past 17 years, I have had so many constituents, so many families that when they’re coming here, when they have problems with schools, when they apply for social benefits, they cannot understand that process. It’s hard for them. What type of legislation are you proposing as it pertains to trying to boost the resources for immigrant safety and education? I want full funding for public schools. I want to

make sure education is given to the underserved. I want to support the New Deal for CUNY. Every student deserves higher education. Every student, if they want to go through more, they should have it. I want to support universal child care, because for working families, it is so hard to afford … if both parents are working, one of your parents’ paychecks is going to child care. I know, because with me and my husband, one of our paychecks was going towards child care. Do you prefer to go by Iwen or Irene during this campaign? I want to go by Iwen Chu. ousing Works — which employs over 600 RWDSU members at housing units, thrift stores, healthcare, and other locations throughout its sprawling operations in New York City — is hurting its employees by failing to negotiate a union contract in good faith, which the RWDSU has alleged in a new unfair labor practice charge filed with the NLRB. It’s outrageous conduct, but unfortunately, fits the recent pattern from an employer that has fought its workers — and betrayed the organization’s progressive roots — throughout the workers’ entire organizing campaign. Housing Works was founded in 1990 by several members of ACT UP to provide supportive services for people living with HIV/AIDS. But during the workers’ organizing campaign, Housing Works has behaved more like an insensitive corporate behemoth than a progressive organization with activist roots. And now, during negotiations, we are seeing Housing Works’ management dive back into the same big-business anti-union playbook.

For almost a year, Housing Works employees have been trying to negotiate their first union contract. They are seeking safer workplaces, a voice on the job, and more manageable caseloads so they can give Housing Works clients — some of the most vulnerable members of our communities — better care. Housing Works is stalling on even the most basic foundations of a union contract, including agreements on sufficient layoff notice and protections and guaranteed livable wages for workers in New York City. They fail to appreciate the bargaining committee’s concerns on important issues, such as creating manageable caseloads, health and safety training, safe workplaces, and providing unpaid mental health leave for workers who may suffer mental health traumas on the job. They reject the union’s wage demands but employ high-priced lawyers as their contract negotiators. Management even showed its contempt for workers by taking too long to engage productively in conversations about workers’

preferred pronouns, which is painfully ironic considering Housing Works was founded by LGBTQ activists during a global health crisis. Over 30 years later, amidst another global health crisis, Housing Works is dismissing workers’ health and safety proposals and proper staffing concerns, and making it clear that despite the workers’ successful union organizing drive, management wants to pretend that nothing has changed. On top of it all, Housing Works has wasted valuable time by providing the bargaining committee with bad data for wage negotiations. As a result, the RWDSU filed an unfair labor practice charge against Housing Works on February 22, 2022 with the Brooklyn office of the NLRB for bad faith bargaining. Housing Works employees started their grassroots campaign to unionize with the RWDSU because they wanted to be able to do their jobs better and provide better care for Housing Works clients. These workers make a real difference in the lives of the people they serve, and now, they want a union contract to make a real difference in their ability to provide for themselves and their families, and provide proper care to their clients with the protection, safety, and respect that they deserve.

The Adamses’ first budget New mayor. New City Council. New challenges. How will the next spending plan get made? By Annie McDonough

All eyes are on how Eric Adams and Adrienne Adams work together to pass their first budget.

T

HE NEW YORK CITY budget, the huge, complicated result of months of hearings and negotiations, requires consensus between the mayor and the City Council. This year, many of the people involved are creating a city budget for the first time with new leadership, and they’re facing funding cuts from the federal government and a tighter negotiation timeline than usual. The details of New York City Mayor Eric Adams’ $98.5 billion plan will change between now and when the budget is finalized this summer, but the broad strokes are clear: Nearly all city agencies are facing 3% cuts, with a large chunk of savings set to be found through eliminating vacant positions. Eric Adams may be in the driver’s seat of the city’s budget process, but a large cast of other new characters will have their say, including new City Council Speaker Adrienne Adams. Those leading the council’s work – including Adrienne Adams, Finance Com-

mittee Chair Justin Brannan and members of the council’s Budget Negotiating Team – said it’s still early in the process, too early to say for certain what their specific priorities will be and what may become sticking points in negotiations with the mayor. Preliminary budget hearings for a number of committees are on the council’s calendar through the end of March. Then, the council will make its formal response to the mayor’s preliminary budget proposal, followed by the release of the mayor’s executive budget. More hearings and negotiations follow that version, before a final adopted budget is agreed on by July. Even with all that still to come, some council members are looking ahead to this year’s budget negotiations as a challenging, though not uniquely difficult, task. The council has achieved a few early wins, including securing funding for Fair Fares and the Summer Youth Employment Program – popular initiatives that aim to make transit more affordable for low-income New Yorkers and provide career opportu-

nities to the city’s youth, respectively. But with a new mayor committed to pursuing across-the-board agency savings – something New York City wasn’t in the habit of doing under former Mayor Bill de Blasio – a largely new class of council members and a new council speaker are faced with possible cuts in areas like the city’s composting program and a decline in overall spending for schools and homeless services, thanks in large part to a loss of federal COVID-19 relief funding from the previous year. CUTS ACROSS THE BOARD This year’s budget poses obvious challenges, most clearly through the 3% cuts Eric Adams is looking to achieve across city agencies, and because of the fact that the city doesn’t have as big a raft of federal aid to rely on this year. “We’re on the same page when it comes to rooting out waste, and there’s always places where we can find efficiency,” Brannan, who chairs the council’s finance committee, told City & State of the mayor’s preliminary budget.

“But I think we have to make sure we’re spending wisely. We’ve got to make sure we’re putting money away to safeguard our financial future. We’ve got to make sure that we’re fortifying the city’s social safety net. COVID just took a wrecking ball to our safety net for our most vulnerable.” Though former mayors, including Mike Bloomberg, commonly pursued the socalled Programs to Eliminate the Gap, in which city agencies routinely identify savings to reduce future budget gaps, PEGs weren’t a constant feature in de Blasio’s budgets. “There’s a lot of muscle memory that’s been lost throughout city government,” said Andrew Rein, president of the nonpartisan think tank Citizens Budget Commission. “There are many great city managers, but the discipline of having to regularly look at your operations and say, ‘How do we preserve services but reduce spending by being more efficient?’ That discipline has been lost.” In the days after the release of the mayor’s preliminary budget, several council mem-

COMPOSTING, PARKS AND HUMAN SERVICES FALL SHORT OF PROMISES While much of the savings Adams has targeted so far appear to be achieved through eliminating vacant positions, other kinds of reductions in spending are gaining some council members’ attention. One of the first to elicit strong reactions is the proposal to suspend the expansion of the Department of Sanitation’s curbside composting program, which was cut during the pandemic and currently is only available in select neighborhoods. Suspending the organics recycling program’s expansion would save about $18 million in the next fiscal year according to the preliminary budget and $9.4 million in the current fiscal year. Coincidentally, Bloomberg proposed a suspension of the city’s recycling program as part of his first budget in 2002. Like it did 20 years ago, the proposal to cut back on climate change-fighting services has elicited fervent opposition. Council Member Sandy Nurse, a new member who chairs the sanitation committee, said that cuts to the Department of Sanitation’s budget – not just halting the composting program but reducing the department’s headcount – will cost the city in the future. “As a city, it seems we’re not connecting the dots about the cost of exporting our waste, the rising litter and rodent problems, and the quality of life and the climate crisis,” Nurse told City & State. “Anything that we’re cutting now, we’re going to be paying for exponentially down the line.” Adams has said that the organics program isn’t efficiently utilized, especially considering the cost and emissions of diesel

trucks used in the program, and that the city is looking at how to do it better. “I think that the mayor is correct that the organics program rollout under the previous administration was not best executed,” Nurse said. “But the solution is not to cut funding for expanding the program, but rather to provide adequate financial and human resources for expansion, for enhancement, innovation of this essential service.” Brewer, who previously served in the council before returning this year, said that she’s happy with several elements of the preliminary budget, including the baselined funding for Fair Fares and the Summer Youth Employment Program, the reliance on reducing staff by eliminating vacancies rather than laying off civil servants, and the expansion of the Earned Income Tax Credit. But she also identified several “challenges,” including the halted expansion of the organics recycling program, as well as less-thanpromised funding for parks, and a desire to

see more details about how the budget will address housing and mental health services. Though Adams committed during his campaign to allocating at least 1% of the city’s budget to the parks department, his preliminary budget falls short of that goal, with the department’s budget making up about 0.5% of the whole pot. Adams’ office has suggested that he still plans to follow through on the 1% goal. Council members and advocates have also noted that overall funding for schools and homeless services would be reduced in the next fiscal year. That’s due mostly to a loss in federal funding that helped supplement spending last year. So even though the city itself will direct more funding to schools, education will experience an overall reduction, largely through headcount reductions and decreased funding to schools with declining enrollment. Housing, meanwhile, is an area that advocates have said is neglected in the prelim-

bers were still poring through the hundreds of pages of budget documents. Drilling down on the proposed cuts means evaluating line by line where savings are coming from, including the cuts that appear to be no-brainers. “It sounds good, you’re only cutting vacant positions. But sometimes a vacant position is desperately needed,” City Council Member Gale Brewer said.

Brewer said that she hoped to see funding for programs to convert hotels into housing managed by social service providers – something Adams has been supportive of – in the budget. “I have a lot of hotels in Manhattan that could be converted. They need to be purchased – that’s capital money,” she said. “Housing is a top priority for Mayor Adams,” a City Hall spokesperson wrote over email. “We are still in the early stages of the budget process, and the administration looks forward to engaging with our colleagues in government to ensure that all New Yorkers have access to quality, affordable housing.” “WON’T BE AS DIFFICULT AS 2020” Still, some veterans of the process said that the good news for council members is that the city has been through more difficult budgets in the recent past. “I think that it’s going to be a pretty tough budget,” said Stephen Levin, a former council member from

Brooklyn who was term-limited out of office last year. “But it probably won’t be as difficult as 2020,” he said, noting that that budget, negotiated in the thick of the COVID-19 pandemic, included austerity cuts and a heated political fight over police funding during a summer of protests against police brutality and systemic racism. Adrienne Adams, who co-chaired the council’s Black, Latino and Asian Caucus at the time, was in the thick of that debate. Rein also said that the council has faced bigger challenges in the past. “This is obviously a new dynamic, a lot of new energy and people who have priorities, and they’ll want to make their mark,” Rein said. “But they’re not walking in with the Sword of Damocles holding over their head or big proposed cuts. It’s all on relatively small margins.” The preliminary budget also includes some wins right out of the gate for the City Council. The plan baselines funding for Fair Fares, the discounted MetroCard program, with at least $75 million dedicated to the program. And the city’s Summer Youth Employment Program, which provides summer job opportunities for people ages 14 to 24 – part of the mayor’s plan to tackle gun violence – is already set to receive $79 million in the next fiscal year. “These are the kind of things where they’ve often been the subject of contentious negotiations, but the mayor has already funded them,” Rein said. With the mayor releasing the preliminary budget a month later than is typical – he was afforded extra time as a new executive – council leadership doesn’t have time to waste before budget hearings kick off in March. “The council is committed to advancing an equitable and fiscally responsible budget that is crucial for New York City to succeed in its recovery from the pandemic,” a spokesperson from the speaker’s office said in a statement. “We are examining the details of the mayor’s preliminary budget, including its proposed cuts and any omissions, in preparation for our first round of budget hearings next month.”

HANGE IS AFOOT in New York City. The rise of Mayor Eric Adams marks a return to the political center, with his tougher line on crime, embrace of the city’s business class and hiring of advisers and commissioners from across the ideological spectrum. In Albany, which has the final say over countless policies governing the five boroughs, Gov. Kathy Hochul has quickly consolidated power following the downfall of her predecessor. And while progressives failed to install one of their own at City Hall, they did propel New York City Comptroller Brad Lander into office while also playing a key role in electing the first

female majority in the New York City Council. City & State’s New York City Power 100 – written in partnership with journalist Aaron Short – identifies the political leaders whose fortunes have been favored through these times of transition. Nearly a third of the people in the 2022 edition of this ranking are making their debut, including politicians elected to new offices as well as members of the administration and allies of City Hall who are capitalizing on the changing political order. Alexandria Ocasio-Cortez might challenge him. But U.S. Senate Majority Leader Chuck Schumer’s days are anything but rosy. Despite holding a slim majority and securing an early win with a federal infrastructure measure that’s delivering $11 billion for New York transit systems, the Senate leader

The Washington Heights legislator still holds out hope that the other Washington would make headway on a social spending bill that would provide a path to citizenship for millions of undocumented immigrants. But Rep. Adriano Espaillat has been frustrated by Washington’s inaction on immigration reform, voting rights and climate change. Back home, Espaillat has welcomed the mayor’s attention to gun violence and huddled with him on fire safety issues after a shooting left two police officers dead in Harlem and smoke from a deadly blaze killed 17 Bronx residents.

8 LETITIA JAMES STATE ATTORNEY GENERAL State Attorney General Letitia James lowered the boom against former Gov. Andrew Cuomo when she found his administration deliberately undercounted nursing home deaths. But she delivered a “kill shot” – as one New York politico put it – when

she ordered an independent investigation into sexual harassment allegations against the former governor. Once Cuomo resigned, James was seen as a gubernatorial front-runner. But her campaign never got off the ground, and she dropped out in December. Now, James is focused on investigating fraud within The Trump Organization and compelling the former president and his children to cooperate with her probe.

9 BRAD LANDER NEW YORK CITY COMPTROLLER New York City Comptroller Brad Lander’s surprising victory was one of the few bright spots for progressives in last year’s Democratic primary elections, as he managed to fend off several candidates, including former Council Speaker Corey Johnson. Lander, a former Park Slope council member, vowed to be a check on the mayor’s power when he promised to “audit the hell” out of the city’s agencies. He already opposed the mayor’s plan to

That irked the city’s police commissioner, who questioned his strategy, while business leaders blamed Bragg for the perception the city is unsafe. Bragg said he mishandled the policy rollout and stood by his principle allowing low-level offenders to avoid imprisonment, but ultimately revised his policies to continue aggressively responding to gun crimes and attacks on police officers.

27 MITCHELL KATZ & ASHWIN VASAN PRESIDENT AND CEO; INCOMING COMMISSIONER New York City Health + Hospitals; New York City Department of Health and Mental Hygiene One of the few holdovers from the de Blasio administration, Mitchell Katz has kept New York City’s public hospitals running through another winter COVID-19 surge which caused a quarter of its staff to call out sick in early January. Katz will soon get more resources to fight public health crises after Mayor Eric Adams pledged $111 million to expand staffing levels and U.S. Sen. Kirsten Gillibrand secured $35 million to bolster the hospital system’s public health corps. A team of military doctors and National Guard troops have come to help too. Meanwhile, Dr. Ashwin Vasan’s work leading Fountain House, a national mental health nonprofit, impressed Adams enough to name him the city’s next health commissioner. Vasan, a Columbia University professor, will succeed Dr. Dave Chokshi, who is staying in the role through March to guide the city through the COVID-19 surge. An epidemiologist by training, Vasan will look to address inequities in the city’s health system, especially when it comes to providing mental health services.

45 GARY LABARBERA PRESIDENT Building and Construction Trades Council of Greater New York The building trades council endorsed Scott Stringer instead of Mayor Eric Adams in the city’s mayoral race and was slow to call for Andrew Cuomo’s resignation as governor. But Gary LaBarbera, who took hold of the state’s trades council in April, still got his goals accomplished. Gov. Kathy Hochul signed a construction wage theft bill, established a new construction industry advisory group and announced a $9.5 billion plan to rebuild a terminal at John F. Kennedy International Airport, which LaBarbera celebrated.

Ross set up a super PAC that undercut some progressive candidates for New York City Council last year, and he welcomed the ascendance of the relatively moderate and real estate-friendly Eric Adams to City Hall as mayor. Blau was behind a push to get Republicans to register as Democrats ahead of the mayoral primary. 47 AL SHARPTON FOUNDER AND PRESIDENT National Action Network The city’s most prominent civil rights leader still plays kingmaker to Democratic

politicians dreaming of a promotion. But the Rev. Al Sharpton has been stingy with endorsements in local races partly because of his affiliation with MSNBC. That hasn’t stopped a parade of Dems from attending the National Action Network events, including its annual Martin Luther King Jr. Day celebration. Sharpton still regularly holds public rallies condemning violence and delivers eulogies for those killed by police officers, while quietly supporting get-outthe-vote efforts like Show Up, Turn Out.

His union is politically well positioned after endorsing Hochul for governor and seeing his former political director manage Mayor Eric Adams’ successful mayoral campaign.

53 YDANIS RODRIGUEZ COMMISSIONER New York City Department of Transportation Former Upper Manhattan City Council Member Ydanis Rodriguez endorsed Eric Adams

for New York City mayor during his campaign run last year. Both also memorably vowed to crack down on dirt bikes in the city. But Ydanis Rodriguez has far bigger aspirations now that he’s Adams’ transportation commissioner. A key Vision Zero supporter, Rodriguez declared his priority would be curtailing preventable traffic deaths and injuries by reinforcing half of the city’s plastic protected bike lanes and increasing the number of dedicated bus lanes. He already announced a plan to redesign dangerous intersections with raised crosswalks and upgraded traffic signals.

54 MEERA JOSHI DEPUTY MAYOR FOR OPERATIONS Office of the Mayor of New York City The former taxi and limousine commissioner joined the U.S. Department of Transportation last April to make trucks and buses safer. Meera Joshi was on track for U.S. Senate confirmation after a key panel advanced her nomination, but she chose to leave the Biden administration and returned to New York when Mayor Eric Adams offered her the job to run the city’s day-today operations. Joshi now oversees infrastructure and essential services and is the first point of contact whenever a crisis occurs.

New York City Council Members Diana Ayala, Gale Brewer, Justin Brannan and Keith Powers were all in the mix to become the next council speaker, but they exited the race together and collectively backed their colleague Adrienne Adams. When Adams prevailed over another rival, City Council Member Francisco Moya, the fearsome foursome got plum posts in the council – Ayala as deputy speaker, Brannan as finance chair, Powers as majority leader and Brewer as oversight and investigations chair.

61 JACQUES JIHA DIRECTOR New York City Mayor’s Office of Management and Budget When Mayor Eric Adams won the 2021 election, he said he would “get stuff done” and that it would be a “joy” not to worry about managing the budget. Jiha’s first assignment has been to order city agencies to trim their budgets by 3% after the city budget exceeded $100 billion for the first time last year. THE RISE AND FALL OF NEW YORK CITY’S POWER BROKERS WHO MADE THE BIGGEST MOVES ON THE NYC POWER 100? FOR YEARS, then-Gov. Andrew Cuomo landed at or near the top of the New York City Power 100 list, thanks to the way he maximized his leverage over the city – and consistently outplayed his longtime foil, then-Mayor Bill de Blasio. Both men are now out of office, and their successors have brought in their own teams to help run the show. That means there’s a lot of reshuffling in the 2022 edition of the New York City Power 100. Here’s a rundown of the political players who made the biggest moves over the past year. WHO’S UP? Rep. Adriano Espaillat rose higher than anyone else, from No. 87 in 2021 to No. 7 this year, thanks in large part to his endorsement of and alliance with New York City’s new mayor, Eric Adams. With no Latinos currently holding citywide office, Espaillat has emerged as one of the most influential Latino politicians in the city. What’s more, the Dominican American lawmaker has become the power broker in his northern Manhattan district, with his allies holding such key posts as Manhattan borough president (Mark Levine) and transportation commissioner (Ydanis Rodriguez) as well as a number of local legislative seats, including Assembly Member Manny De Los

Other key players to make big moves up the rankings were Henry Garrido, the leader of the labor union District Council 37, which has been at the center of debates over COVID-19 protections for city workers and was an early Eric Adams backer (up 32 slots); New York City Council Member Rafael

Salamanca Jr., who retained his influential position as Land Use Committee chair after overseeing the New York Blood Center rezoning, a rare project to advance against the wishes of the local council member (up 20 slots); and Patrick Lynch, the longtime leader of the New York City Police Benevolent Association and an outspoken supporter of the police officers he represents, who welcomed Eric Adams’ election and agrees with his pledge to crack down on crime (up 19 slots). WHO’S DOWN? Not only did Bill de Blasio have to leave office due to term limits, it’s also unclear what the former mayor will do next. A serial candidate for elected office, de Blasio

underperformed (to put it mildly) in the 2020 presidential primary. He reportedly considered bids for governor and Congress in recent months but ultimately stayed out of the fray. His connections with his successor, who he quietly supported, kept him on this list, although he plummeted 87 slots to No. 90. He shares that spot with several other veteran politicians, including former New York City Comptroller Scott Stringer (who dropped 82 slots) and former Bronx Borough President Ruben Diaz Jr. (down 19 slots), both mayoral front-runners at various stages. Diaz, who was well positioned to become the city’s first Latino mayor, instead focused on finishing out his final term and recently took an executive position at Montefiore Medicine. WHO’S IN? The 2022 edition of this list was dominated by new members of the Adams administration, including New York City Police Department Commissioner Keechant Sewell (at No. 5), First Deputy Mayor Lorraine Grillo (No. 20), chief of staff Frank Carone (No. 21) and longtime Adams adviser Ingrid Lewis-Martin (No. 22). In total, 28 members of the mayor’s team made the list, most of them for the first time. Other notable newcomers included Gov. ED MULLINS Looks like the shoe is on the other foot for Ed Mullins, the former head of the Sergeants Benevolent Association. Mullins was charged with wire fraud for defrauding the SBA by creating fake and inflated expense reports to pay for more than $1 million of his own expenses.
