When Cynthia Nixon announced her candidacy for governor, former New York City Council Speaker Christine Quinn wasn’t impressed. Nixon, who is best known for her role on “Sex and the City,” lacks the record to run for the office, Quinn argued. But there was more to it. Nixon has been prominent supporter of Bill de Blasio since 2013, when he beat Quinn in the New York City Democratic mayoral primary. Quinn was also defending her political ally, Gov. Andrew Cuomo. And both women are lesbians, a fact Quinn emphasized. “Cynthia Nixon was opposed to having a qualified lesbian become mayor of New York City,” Quinn told the New York Post, referring to her own failed candidacy. “Now she wants an unqualified lesbian to be the governor of New York. You have to be qualified and have experience. She isn’t qualified to be the governor.” As the two traded barbs, the matter of who is “qualified” for elected office degenerated into a referendum on Quinn’s careless use of the word “lesbian.” While we put the finishing touches on this week’s cover story about Emma Wolfe, we were reminded of the term “qualified lesbian” – and realized it’s a genuinely apt description of de Blasio’s most trusted aide.

Latest A TEST BY ANY OTHER NAME New York City Mayor Bill de Blasio proposed a new plan to diversify the city’s elite public high schools by eliminating the entrance exam, currently the only factor for admittance. Despite widespread agreement that the lack of diversity should be discussed, the plan was not well received by parents and students. Gov. Andrew Cuomo said it won’t pass the state Legislature this year. And a bill to scrap the test barely made it out of the Assembly Education Committee.

DYSFUNCTION IN ALBANY The state Senate appeared to be back in business, passing bills last Monday after the previous week’s standstill. But the truce didn’t last. On Tuesday, Lt. Gov. Kathy Hochul presided over the state Senate in an attempt by Democrats to pass hostile amendments that would protect women’s reproductive rights. Republicans, none too pleased, debated the finer points of Senate rules and brought to the floor an unannounced motion to override a veto from Gov. Andrew Cuomo. The largely symbolic override passed unanimously. Nothing else got done. Finally, on Wednesday, Republicans held a procedural vote on the hostile amendments and they failed to pass.

Rep. Sean Patrick Maloney entered the race for state attorney general. He is the fourth Democrat to jump into the race, but his announcement raised legal questions, since he’s also still running for another term in Congress. It also is unclear how Democrats might replace him should he win the attorney general primary. Maloney’s seat is in a swing district that went for President Donald Trump in 2016, so if he bows out, the seat could become competitive.

C&S: What is the state of your campaign a few weeks out from the primary? AOC: Things have been exploding in general a lot lately; our fundraising has really grown considerably and very quickly in the last month or two. We’ve effectively doubled our entire fundraising to date in about four or five weeks. Our campaign is really picking up a lot of steam and it’s also started to become a national story. Our field is going well. We’ve inspired a lot of people in this district to do volunteer campaigning, and nobody expected us to get on the ballot, nobody thought we were going to get on the ballot in NY-14, and I think that’s one of the reasons why the establishment ignored our campaign for so long, perhaps to an extent that they wish they hadn’t right now. campaign is challenging the idea of “waiting your turn” in New York’s political culture? AOC: I think I’m doing totally the right thing. The city’s political culture is corrupt, and I think everybody knows that. As of January, we have six elected officials up for trial on various degrees of corruption charges. We just had the total heartbreaking revelations of what just happened with our attorney general. Our entire city leadership is one gender and one race in the most diverse city in America. What it points to is that in a system where everyone waits their turn, and the people at the very top are all buddies with each other, the idea that you’re going to get a turn is an illusion and that the city’s political culture is designed to concentrate power in the hands of the people who have already had it.

COUNSEL TO THE GOVERNOR ALPHONSO DAVID “I was basically asked the question by my father and answered it correctly. So I came out to my family in my early 20s but did not come out professionally until 2005. Coming out personally was difficult because it threatens you to your core when you come out to family members who you are fearful may not accept you and who may reject you and may disown you. I come from a very traditional family where, in Liberia, same-sex relationships are unlawful. Professionally, there were different challenges. I came out in the early 2000s, and when I decided to join Lambda (Legal), a friend of mine from law school said, ‘This will destroy your career because it will be much more difficult for you to succeed. Gay people do not succeed in our profession, unfortunately.’ But it was more important to me to embrace my identity in all of its different permutations than living in fear. And after spending three years at Lambda, I thought I could achieve greater impact in government than outside of government. And my identity certainly played a huge role in that.” ASSEMBLYMAN DANIEL O’DONNELL “My story is fairly unique in that I met my now husband on the first day of college when I was 17 years of age, and we’ve been together for 38 years. My coming out process was

HEN COREY JOHNSON came out as a teenager, the future New York City Council speaker got a lot of attention: The New York Times profiled him in 2000 and Anderson Cooper produced a segment about him for the ABC news magazine “20/20” soon after. Johnson, a captain on his high school football team, told his teammates that he was gay when he was 17. The decision of a young, gay athlete to come out in a working-class Massachusetts town, as well as his team’s acceptance, was a compelling story. In addition to the press coverage, Johnson spoke to a crowd of 400,000 people at the Millennium March on Washington. However, most coming out stories don’t make national news, and most young, gay teenagers don’t get invited to share their story in front of hundreds of thousands of people. So City & State asked other LGBT policymakers in New York to recount their experiences, and how identity has shaped their politics. Their responses have been edited for clarity and brevity.

“I came out in maybe ’72 or ’73. It wasn’t exactly a decision. I was involved with the Lesbian Liberation Committee of the Gay Activists Alliance. There was a Sunday evening program called “New York Illustrated” and somehow they were doing a profile of the group and most people did not want to be on screen, but I was young and I said, ‘Sure.’ I at least had to come out to my family in advance. So I sort of came out very publicly in a very early time in the movement, although I will say that for years in the early days of the movement, you were constantly coming out. At a certain point, we wanted to elect an openly gay person. And so I said I would take a shot for the Assembly. For the first two years, I never wore pants. I wore skirted suits only to break the stereotype. Part of it was playing a certain role to undermine the stereotypes that clearly were part of the mindset of many members. Then-(Assembly) Speaker Mel Miller did a me a great favor. He was asked by a reporter, ‘How does it feel to have an avowed lesbian in your conference?’ And without missing a beat, he said, ‘I’m only worried about the avowed morons in my conference.’ And that humor and that pretty overt support was very important.”

NEW YORK CITY COUNCILMAN RITCHIE TORRES “I remember first coming out during my sophomore year in high school. I had a young teacher, and in a pre-Facebook world, I found out he was gay. I never had somebody in my life who was gay. And so when I approached him, I spontaneously decided to come out. It was the first time I had acknowledged to a person that I was gay. And then, at a later time, during a public debate about marriage in the Lehman High School library, I had what I call a Jim McGreevey moment: I publicly came out as a gay American. Again, it was a spontaneous decision. And then my coming out process was three steps forward, two steps backwards. For

new york city councilman daniel dromm “I had a very public coming out in 1992, when I was a teacher in School District 24 at P.S. 199. At that time, LGBT groups got together and decided what we needed to do was to write a curriculum that preached tolerance of New York’s diverse communities, especially the LGBT family. When it was released in 1992, there was a lot of controversy and my school board president, Mary Cummins, was the main organizer against it. I knew I had a weapon in my hand because I was a pretty popular teacher and I thought that if I disclosed the fact that I was gay, because I had already told my family, I could push back on what the school board was doing. I went to a meeting at the Lesbian and Gay Community Services Center in Manhattan and the meeting was called to discuss how the community was going to fight back against this opposition to the rainbow curriculum. And I raised my hand, and said I’m a teacher in District 24. All those cameras and news reporters came zooming right toward me. And they were like, ‘Oh you’re an openly gay teacher in that district?’ And I said, ‘Yes.’ After that, the parents supported me, the principal was fairly supportive, but the school board members tried to remove me from my teaching position. And they came, and they investigated me, and they wrote letters to the central school board, and they really wanted me removed from my teaching position. Fortunately they were never really able to do that.”

really an acknowledgement that I was in love with a man and that had never happened to me before. That is not most LGBT people’s stories, but that’s my story. So I was out before my sister was, (who) was much more famous than I ever will be, and at times it was difficult because I would get heckled in gay pride parades, ‘Where’s your sister, where’s your sister?’ When I first ran for office someone said to me, ‘I don’t like you and I don’t like your sister,’ and I said, ‘Which sister do you know?’ and that shut them up for a little while – I have two sisters. In the end, within internal dynamics in families, it makes it complicated. There are five of us; there’s not just two of us. But I can assure you that I am, and she is, much happier being out than being in.”

assemblyman matthew titone “I actually have a pretty funny story. Coming out to my parents and stuff like that happened first, but the best story is back in 2006. The chairman of the Democratic Party on Staten Island, John Lavelle, had asked me to run for state Senate. I accepted the nomination and John and I were at this really big event with I would say close to 300 people at it. And he pulls me aside and he says, ‘Matt I got some really bad news, gotta talk.’ I say, ‘OK John, what’s going on?’ He looks so nervous and he says, ‘I’m so sorry but I got this word that the Republicans are going to do some really bad opposition campaigning against you.’ I said, ‘Alright John, so what is it?’ He said, ‘They’re going to out you.’ And I said, ‘What do you mean?’ ‘They’re gonna let everyone know that you’re gay.’ I go, ‘Really?’ He goes, ‘Yeah.’ ‘John, can we review this for a moment? First of all, you know I’m gay, right?’ He goes, ‘Yeah.’ ‘And you know that everybody here knows that I’m gay, including, then my partner now my husband, Josh?’ He goes, ‘Yeah.’ ‘And you know my entire family knows I’m gay, right?’ He goes, ‘Yeah.’ ‘And all my friends know I’m gay, right?’ ‘Yeah.’ So I say, ‘John, when you say they’re going to out me, did you find out exactly what they meant?’ So he looked at me and goes, ‘Oooh.’”

a period of time, I largely kept my sexuality to myself, and then in 2010, I came out to my colleagues at my council office. I was then an employee for Council member Jimmy Vacca. And then when I ran for public office, that was the most definitive moment of coming out, when I made a decision to be fully open and honest about who I am. I’m a public figure, and there’s going to be no ambiguity about my self-identification.” ASSEMBLYMAN HARRY BRONSON “I came out in my mid-20s and I had just begun my law career and had been in a relationship that didn’t last. And I told myself that since I could not have my family as part of that transition and separation, if you will, I had basically told myself I’m not going to go through that again without my family being at my side. When I told my mom, her response was, ‘Oh no.’ She’s a very religious woman. She ultimately drove back to (the) Binghamton area and immediately called me and said she doesn’t understand, she didn’t know if she would ever understand, but that I was her son and she would love me no matter what. I was the first openly gay Monroe County legislator. When I tried to become minority leader, there was a lot of pushback – unfortunately within my own party – about whether or not the county was ready for an openly gay elected official. We overcame that. And then when I ran for the Assembly, there have been hints, not real assertive stuff. For the most part, the gay piece was tied in with other progressive ideals that I push.”

SEAN PATRICK MALONEY “I can remember standing in the driveway of the house I lived in during law school and thinking, ‘This is who I am and there’s not a thing in the world wrong with it.’ And from that point forward, it was all details. My folks were conservative, very religious Irish Catholics. This was not on their agenda. But they came around. It takes time and it takes real love to overcome those different perspectives. I think that if LGBTQ people have one thing to offer in terms of our current politics, it is that we know that sometimes, if you stick with people who disagree with you, they come around. When I was young, I remember thinking that there would be things I couldn’t do in politics because of who I was, and thinking that I had to hide who I was if I wanted to be in politics. There were just jobs that you knew were going to be impossible if you were honest about who you were, and that creates a lot of fear and a lot of hesitation to be honest about who you are. But that’s why I think that coming out is so powerful. It’s a decision that the world is going to have to make room for you, and you realize pretty quick that that’s going to take a lot of work.” FORMER NEW YORK CITY COUNCILWOMAN ROSIE MENDEZ “When I was running for office, it was important to do so as an out individual. There’s a story that I’ve told, when I was chief of staff to Margarita López. An elderly couple who I helped with a housing problem, they came into the office and they had their Bible in a little leather binder with a zipper and I took the case. A year later, they came to visit with another little problem that was easily resolved, and they said they wanted to tell me something.

They said you know – in Spanish, they didn’t speak English – just wanted you to know we’ve never really been in agreement with you and Margarita and your lifestyle but we voted for you – I was a district leader – because you were always there helping the community. You also need to know that our grandson is gay. And when he told his parents, they beat him up and threw him out of the house. And they said, we went looking for him. They said he lives with us and he takes care of us and we take care of him. And he’s our grandson and we love him. And we need to thank you and Margarita for that. Sometimes you make changes in office in a sweeping way by passing law, and sometimes you make changes on a very individual basis by changing people’s minds.” NEW YORK CITY COUNCILMAN JIMMY VAN BRAMER “The Saturday before the Pride Parade, which is always the last Sunday in June, back then there was a big rally the day before. The organizer of the youth group invited us to go. I told him I couldn’t go to the parade because I was afraid my mother would see me on TV, which is somewhat comical now because I’m a politician and I like to be on TV. I went to the rally on Saturday in Central Park and I remember they were handing out the pride guide, which was all the gay and lesbian organizations in the state. I took that home with me. I tore off the cover because it had lots of gay and lesbian pictures and images on it, and I didn’t want my mother to see that. I looked through the book and there were hundreds and hundreds of groups and I kept looking for one I thought I could join. I had just come out to myself really at this point. I came across a group that said Gay and Lesbian Independent Democrats. I thought, ‘Well, I know I’m gay and I know I’m a Democrat, so maybe this is the group for me.’”

Speed safety cameras work. At the few schools where they are currently allowed in New York City, speeding violations are down more than 60%, and pedestrian injuries are down a staggering 23%. Such reduction in injuries is rare among even the best public programs of disease and injury prevention. Speed safety cameras are also a fair approach (each ticket is $50), and they are automated to issue tickets only when a vehicle travels at least 11 mph above the speed limit next to a school during school hours. cameras are prevented from operating at the most dangerous locations near schools. “What the wolf lacks in size, power and weapons it makes up for with collaboration and intelligence.” – Living with Wolves MMA WOLFE WAS dealing with another Cuomo crisis. It was a Friday morning in September 2015, and Gov. Andrew Cuomo was asking – or rather, demanding – that Wolfe’s boss, New York City Mayor Bill de Blasio, multiply the city’s contribution to the Metropolitan Transportation Authority’s capital plan. De Blasio was feeling stressed, and emailed his inner circle demanding a game plan for their response. Wolfe at the time was officially his director of intergovernmental affairs, and unofficially his most trusted political aide. Though de Blasio included six senior aides on the emails, Wolfe responded, speaking for the team. Her messages were deferential, but concise. She considered political tactics, and appealed to the mayor not to wait – to go on the offensive. “The state wants us reacting, dragging this out and making us passive rather than active,” she wrote, “and they do not want us

proposing sensible solutions with real conditions; a superior policy, message, and opportunity for coalition.” Wolfe made a “fair point,” the mayor wrote. De Blasio and Wolfe went back and forth, talking tactics. The mayor said he wouldn’t want to pay the full $3 billion, or “become the bad guys for doing less.” “Roger that – a strategy you can believe in,” she wrote. “I just really want to start pounding on the organizing.” But de Blasio wasn’t fully satisfied. “I totally want you organizing our allies,” he said, “but I think we’re missing that this could end badly.” So Wolfe asked for help. “Need your brain. A lot,”

she emailed Jonathan Rosen, co-founder of the communications firm BerlinRosen and perhaps the mayor’s closest adviser outside of City Hall. “Any chance (you could meet in the) first half of week?” Wolfe and Rosen set a date. Tuesday evening, 8:30 p.m., in Brooklyn. These private emails exchanges between City Hall and Rosen were released only after NY1 and the New York Post sued to access them. Two weeks after the email exchange, de Blasio’s team averted disaster. The city increased its contribution to the MTA, but not to the full $3 billion the governor had wanted. The New York Times framed it as a compromise, a rare victory for cooperation between the governor and the mayor – and a win for straphangers. Wolfe’s organizing seemed to have worked. EMMA WOLFE IS STILL organizing for de Blasio. Promoted to chief of staff for the mayor’s second term, Wolfe manages a large pack – the sprawling governmental apparatus that is City Hall. But she’s no alpha dog. In an interview with Wolfe at City Hall, and in conversations with

more than a dozen people she’s interacted with in the political world, from operatives to elected officials, it became clear she’s widely respected for her political intelligence and her accessibility. Not everybody can call up the mayor. But everybody, it seems, can call up Wolfe. “I certainly have a job to do when it comes to representing the views of the mayor,” she told City & State. “Clearly communicating. Maintaining a relationship with as many people as possible.” These relationships have been at the center of some of the de Blasio administration’s biggest headaches, fueling critics who say she’s too accessible to donors like restaurateur Harendra Singh and lobbyist James Capalino. But Wolfe has de Blasio’s trust. And unlike her boss, everyone who knows Wolfe seems to like her. “Nothing but gracious,” said state Senate Majority Leader John Flanagan, who’s no friend of the mayor. “Emma is a straight shooter,” said New York City Council Speaker Corey Johnson, who is also not afraid to criticize the administration. “She is really the go-to person when you can’t, or maybe shouldn’t, speak directly to the mayor but need to bring an issue to the forefront or try and solve a vexing problem.” State Comptroller Thomas DiNapoli likewise had only praise. “One of the smartest people out there,” he said. “One of the most pleasant people as well. Which not often goes together for political geniuses.”

OLFE HAS BEEN described as de Blasio’s right hand, his consigliere and his shadow. On some days, the shadow comparison seems literal. On a Saturday morning in November, Wolfe joined on a phone call with de Blasio and 11 other senior advisers. Eight City Council members were in the midst of a two-month public scramble for the speakership. Though the speaker is elected by fellow council members, the mayor has some influence over the race, and de Blasio wanted a say. He held calls and meetings all day, according to public schedules released by the mayor’s office. After the call, de Blasio and Wolfe talked privately for 10 minutes before jointly meeting with Bronx Democratic County Committee Chairman Marcos Crespo at 11:40 a.m. Then the mayor had another meeting. And another and another. Nine in total, until 5 p.m., and Wolfe was there for all of them. Indeed, Wolfe has more contact with de Blasio, in meetings and phone calls, than anyone else in City Hall. the most recent month for which public schedules were available, she met with the mayor 74 times, far outpacing other staffers. First Deputy Mayor Dean Fuleihan talked with de Blasio 43 times; press secretary Eric Phillips, 40 times; and first lady Chirlane McCray, 21 times. With all this time with the city’s executive, does Wolfe feel powerful? She demurs. “(Power is) not something I particularly relate to,” she said. “I certainly feel a great sense of responsibility.” In the interview at City Hall, Wolfe frequently gave indirect answers. She seemed uncomfortable talking about herself, lacking the self-assured, practiced answers of a politician (a job she respects, but “couldn’t do”). She’s businesslike and admittedly all-consumed by her job, which seems to leave little time for self-reflection. On her clothing: “I do not know how I would describe my style remotely.” On the first time she met de Blasio? She might have shook his hand in 2001. On her sexual orientation? Agnostic about how she is described. “Queer, lesbian, gay. All three of those words, any three of those words,” she said. Wolfe has been in a relationship with Stephanie Yazgi for 10 years, and the couple shares a home in Prospect Heights, Brooklyn. Yazgi is an organizer too, with a resume that mirrors Wolfe’s in many ways – including a job in City Hall. Yazgi’s 2015 hiring to a well-paid, newly created position in the Mayor’s Office of Immigrant Affairs made some think Wolfe’s influence had gone too far. But Yazgi was approved by the city Conflicts of Interest Board, even if she would work alongside Wolfe sometimes.She left City

Hall within two years, and now works at the Center for Popular Democracy. Despite being one of the most powerful queer people in New York politics, Wolfe hasn’t been involved with LGBT political groups since being an on-and-off member of the Lambda Independent Democrats of Brooklyn years ago. She says she would like to someday, but simply can’t find the time. In fact, she rarely attends any political club meetings and never schmoozes at the cocktail parties for the city’s political insiders – unless she’s with the mayor. It’s one of the ways Wolfe differs from other political consiglieri. She’s not the gruff enforcer that Joseph Percoco once was to Cuomo, nor does she defend her boss in the public square like Melissa DeRosa does for the governor. Wolfe isn’t the charming life coach that Erik Bottcher is to Johnson. Nor is she the stone-faced negotiator that City Council Chief of Staff Ramon Martinez is. Wolfe is a quieter type, but still plugged into New York’s political pulse. She’s dependable to the mayor, her political partner for nearly a decade, and passionate about the same progressive causes. She is the mayor’s gatekeeper, but accessible to anyone who needs her. That style has won her fans. Her counterpart across City Hall, Martinez, broke his “no comment” rule for this piece. “I love Emma Wolfe!” he said. “She’s solid. And she took on the case of another major de Blasio donor, Harendra Singh, who was having trouble renewing his Queens restaurant’s lease with the city. Singh later pleaded guilty to bribing the mayor. None of these cases resulted in charges against Wolfe, or anybody in the mayor’s office, but questions about City Hall’s way of doing business remained, even for prosecutors. In a March 2017 memo announcing his office would not prosecute the mayor, acting U.S. Attorney Joon Kim noted that de Blasio “and others acting on his behalf,” like Wolfe, solicited donations from people seeking “official favors from the City.” A memo released the same day from Manhattan District Attorney Cyrus Vance Jr. was even more direct, noting that the state Senate fundraising Wolfe was involved in appeared “contrary to the intent and spirit of the law(s)” meant to prevent corruption. Wolfe has remained mum on all the cases, and de Blasio has been as good as silent. After court records were unsealed in January that showed Singh had pleaded guilty, reporters asked de Blasio three times about Wolfe’s involvement in Singh’s business with the city. “I want to be really clear, everything we did on that matter and everything else we’ve done in this administration was legal, was appropriate, we hold ourselves to high ethical standards,” he said the first time. Asked twice more about Wolfe, he brushed it off: “Got nothing more to say on it.” WOLFE HAS NEVER lost de Blasio’s trust. At the press conference announcing her promotion to chief of staff, de Blasio was at a loss for words. “Emma has – it’s –” the mayor stumbled. “I could not tell you everything I feel and believe in about Emma Wolfe unless I kept you here all day.” Wolfe has been around de Blasio longer than most. When you look at emails among senior staff from the beginning of his mayoralty, she’s one of few that still works at City Hall. She’s loyal to the mayor without seeming sycophantic, and sees her role as essential. “The goal is to put him in the most optimal space to be able to make tough decisions, to be able to get in front of the public and perform well,” she said. After nearly a decade by de Blasio’s side, does she know what he’s going to say before it comes out of his mouth? “I think I can anticipate a lot of what he may be concerned about, the kinds of questions he asks, that sort of thing,” she said. “But I would never say I could read his mind.”

N 2015, STATE SEN. BRAD HOYLMAN released a report detailing inaction by the state Senate to advance LGBT legislation following the passage of same-sex marriage in New York in 2011. He identified 14 bills that address LGBT issues that repeatedly failed to pass in the state Senate. Three years later, not much has changed with those pieces of legislation. Only one of the bills, which requires diaper changing stations in all publicly accessible bathrooms, has become law, thanks to its inclusion in the 2018-2019 state budget. The other 13 bills have still not passed or even come up for a vote in the state Senate. Some have never even passed the Assembly. However, Gov. Andrew Cuomo has

used executive power to implement certain changes in lieu of legislation. The bill that has received the most attention of the dozen bills remaining is the Gender Expression Non-Discrimination Act, or GENDA, which would make it illegal to discriminate against someone based on their gender identity. First introduced in 2003, GENDA has long been a priority for LGBT rights activists in the state. It has passed in the Assembly every year since 2008, but it has never made it to the floor for a vote in the state Senate. Most recently, the bill passed the Assembly in May, but failed to pass a committee vote in the state Senate. In October 2015, Cuomo did issue new regulations that imposed the same protections that GENDA would have, namely banning harassment and discrimination

against transgender people. However, Hoylman told City & State that the regulations don’t cover everything, such as hate crime law protections, and that it is still important to codify protections in state law. “It’s a well-intentioned – and (I’m) appreciative of the effort on the part of the governor – but you need the state Legislature to bake protections for transgender people into place,” Hoylman said. Another bill would make it illegal for therapists to perform so-called conversion therapy on minors, which is still allowed in the state with parental consent. The current version of that legislation passed the Assembly in March. In the state Senate, it made it out of the Higher Education Committee in May, but has not been put on the floor calendar for a vote. It instead was referred to another committee. As in the case of GENDA, Cuomo stepped in with an executive order to address the matter, although only partially. While he did not ban the practice outright, he did make it illegal for the treatment to be covered by health insurance, a move applauded at the time by Hoylman.

Cuomo recently attempted to take action on legislation that would ban “gay panic” and “trans panic” as a defense in court, although the bill has never passed in the Assembly. The legal defense is generally used in murder or assault cases where an attorney argues the defendant acted violently in a state of temporary insanity as a result of unwanted advances from a gay or transgender person. Cuomo tried to include a ban of the defense as part of the 20182019 state budget, but it was removed. Hoylman blamed Republicans for the failure to advance any of the legislation. “We haven’t even finished marriage equality,” Hoylman said. “There’s some, whether technical or corrections to the marriage equality law that we can’t get brought to the floor of the Senate because of their bias against these bills.” Since his report was released in 2015, seven additional LGBT bills have been introduced in the state Legislature, all of which have similarly stalled. However, Hoylman said he hopes if Democrats manage to take the state Senate, the bills can finally pass. “It’s a shame that these types of fundamental human rights issues are partisan,” Hoylman said, “but apparently, that’s the way my Republican colleagues see it.”

N A POLITICAL ERA marked by increasingly sharp divisions and hyperpartisan debate, one refreshing exception to this trend has been the public’s softening stance on same‑sex marriage. In 2001, 57 percent of Americans opposed same-sex marriage, according to the Pew Research Center. By last year, religious-freedom-related backlash notwithstanding, a majority of people – 62 percent – said they support allowing gay people to marry. Going back nearly five decades to 1969, when the Stonewall riots erupted in New York City and spawned the gay rights movement, there were laws on the books across the country banning most homosexual activity, from cross‑dressing to dancing with members of the same sex. Being outed as gay could destroy a person’s career.

For others, it simply boils down to being open about who they are, as everyday as a heterosexual talking about her husband. In this special issue, we recognize 50 people in the LGBT community who are key players in the world of New York politics and government. Since we cover politicians on a day-to-day basis,

we limited this list to those who are not strictly in government but instead influence it from the outside. We partnered on this project with Benjamin Ryan, an editor at large at POZ magazine, where he covers the science of HIV. Ryan reached out to insiders and experts to compile this list, ranking each person based on their accomplishments, sway in political and policy matters, economic clout, philanthropic efforts, ties to powerful politicians and the constituencies they represent.

One goal in creating this list was to celebrate diversity, but it’s also worth noting that the people on it are predominantly white and male, with only one transgender person making the cut – an imbalance that simply reflects reality. We sought to balance that by presenting an additional – and more diverse – list of younger LGBT figures on the rise. As New York celebrates LGBT Pride Month, we’re pleased to present the Pride Power 50.

E ONE WITH THE TARGET,” the actress and activist Mia Farrow once counseled her son Ronan. This motherly maxim was her map to professional higher ground: If in his work Farrow stayed focused on the goal, then he could weather the persecution and worry over personal ambition that may come with the territory. In pursuit of his goal of revealing the truth by giving a voice to the voiceless, this principled, tenacious and above all tireless – does he ever sleep? – newcomer to print media has sent shock waves through society. His exacting reporting on Harvey Weinstein’s horrifying alleged history of sexual harassment and assault secured the prestigious public service Pulitzer Prize for The New Yorker, along with The New York Times. Only 30 years old, Farrow is a New York City native and onetime child prodigy who became the youngest graduate of Bard College at 15, earned a law degree from Yale Law School at 21 and then went on to assist the famed diplomat Richard Holbrooke in the Obama administration’s State Department. Effective international relations work, as Farrow learned and recounts in his new best-selling tome, “War on Peace: The End of Diplomacy and the Decline of American Influence,” is slow, unglamorous work. As is long-form journalism, when conducted expertly. Now, in an age when the State Department and the media alike are under autocratic assault, Farrow has channeled his diplomatic savoir faire into investigative reporting. His articles, complemented by eloquent TV appearances, have helped upend traditional power structures, topple prominent bad actors, spawn the #MeToo movement and redeem the fourth estate as a pillar of democracy. Farrow has also helped reaffirm New York City as a vital media capital while forcing the industry to confront its own abusers as well as its long-standing failure to take people like Weinstein to task. Weinstein was, until a moment ago, a major New York City power player in the film and television industry as well as in theater, philanthropy and political fundraising. Not only did Farrow’s reporting help vaporize that influence and send the New York-based Weinstein Co. into bankruptcy, but the onetime MSNBC news program host’s first New Yorker article on Weinstein in October 2017 kick-started the recent criminal indictment against the once untouchable titan. Farrow’s astonishing subsequent body of work in the magazine has also helped lift the curtain on the alleged shady use of sexual-transgression-related hush money and other associated murky financial transactions on the part of two other New Yorkers, President Donald Trump and his lawyer and fixer Michael Cohen. As if that weren’t enough, the reporter’s recent bombshell exposé on then-state Attorney General Eric Schneiderman’s alleged ritualistic psychological and physical abuse of women dropped a guillotine blade on the star politician’s career and kicked off a scramble among local politicians to replace him, potentially changing the identity of the new governor to be elected in 2022.

S EXECUTIVE DIRECTOR OF the New York Civil Liberties Union since 2001, Donna Lieberman has been instrumental in pushing statewide criminal justice reforms. Successes under her watch include the deconstruction of excessive disciplinary policies at public schools; reforms to broken windows policing and the reining in of stop-and-frisk abuses by the NYPD; and improvements to conditions and access to counsel for those incarcerated in New York. The Harvard University alumna, who received her legal training at Rutgers University, scored her most celebrated LGBT-related victory through her co‑representation with Roberta Kaplan of Edie Windsor in the successful battle to strike down the Defense of Marriage Act through a 2013 U.S. Supreme Court ruling. Lieberman’s office has also scored notable advancements on behalf of the rights of women (fighting for paid family leave and access to reproductive health care), immigrants (protecting access to public schooling for children of immigrants) and farmworkers (pushing for the right to organize) as well as affordable housing (buttressing racial fairness in New York City affordable housing).

HE BRASH NATIVE NEW YORKER is down, but most certainly not out, and constantly spawning buzz about whether she will run for office again. Since losing her New York City mayoral run to Bill de Blasio, the former City Council speaker has taken the helm of Win, a local nonprofit that provides housing and supportive services to homeless women and their children. Christine Quinn is no stranger to nonprofit leadership, having served as executive director of the New York City Anti‑Violence Project prior to her three terms in the council. S TEACHER WALKOUTS GAIN important concessions or simply raise awareness in a number of school districts and as Betsy DeVos flexes her muscles as U.S. education secretary, Randi Weingarten’s role as president of the American Federation of Teachers, a union representing 1.7 million educators and staffers, has been central to a raging national conversation. The first openly gay person to lead a national labor union when she was elected in 2008, this passionate and outspoken leftist prepared for the role by serving for 12 years as president of AFT Local 2, which covers 200,000 educators in New York City public schools. Weingarten has long kept LGBT issues as a part of the negotiating process on behalf of teachers at the city, state and federal levels, framing the effort as a matter of equality and fairness for all. While AFT may be headquartered in Washington, D.C., Weingarten maintains strong ties to New York, where she shares a home with her new wife, influential Rabbi Sharon Kleinbaum. HERE IS NO SHORTAGE of irony that those who decry a celebrity with no experience in government inhabiting the White House should support a TV star and political greenhorn for governor of New York. That aside, one word encapsulates the reason why this Emmy, Grammy and Tony Award-winning actress turned gubernatorial candidate has rapidly amassed the political power others spend a lifetime cultivating: leverage. As a kind of progressive magnet, this longtime education and women’s health activist has unsettled Gov. Andrew Cuomo’s largely centrist politics and drawn him leftward as he seeks to avoid a bruising primary, his eyes ever fixed on 2020. And so the curtain rises on the “Anything You Can Do, I Can Do Leftier” showstopping showdown. Cynthia Nixon visits the New York City Housing Authority? When Kelsey Louie was tapped for the CEO position at Gay Men’s Health Crisis in 2014, the world’s oldest HIV services organization was in crisis itself, plagued by mismanagement and bad press. Louie has taken a data-driven approach to getting GMHC back on its feet, securing the nonprofit’s vital place as a central player as both a service provider and HIV‑related policy advocate as New York City and state politicians seek to move closer to ending the epidemic by 2020.

As CEO of the HIV services organization Harlem United since 2015, Jacquelyn Kilmer holds a vital place in the city’s fight against the epidemic, considering the high rates of the virus among AfricanAmericans. The former Denver law firm partner joined the nonprofit in 2010 as director of special projects and swiftly ascended through the ranks. During her time at the helm, Harlem United, which serves more than 16,000 New Yorkers, has opened a new, state-of-the-art health care facility on 133rd Street.

As the LGBT population ages, including those living into old age with HIV thanks to effective treatment, Michael Adams’ role as CEO of SAGE, the national advocacy and service organization for LGBT seniors, is steadily assuming greater importance. Adams is a go-to guy when politicos need to confer about LGBT senior‑related concerns. The nonprofit is partnering with Donald Capoccia and BFC Partners to develop New York City’s first subsidized housing site for LGBT seniors.

Speed Safety Cameras Save Lives As families who have lost loved ones to reckless drivers, we know the damage that speeding can do. That's why we're fighting to expand New York City's proven speed safety camera program. In the school zones where the cameras have been installed, injuries are down and speeding has dropped by 63 percent. But only 140 school zones are protected by speed safety cameras, even though there are more than 2,000 schools in the city. That’s less than 10 percent of schools. If lawmakers in Albany don't act before the end of session, zero percent of schools will be protected by speed safety cameras.

Since founding the Ali Forney Center in 2002, Carl Siciliano has grown the nonprofit into the nation’s premier service provider for homeless LGBT youth. Named a White House Champion of Change by then-President Barack Obama, he’s known to ruffle feathers by going it alone and has challenged religious institutions to support his cause. Recently, he went off message in the homeless advocacy community by pushing New York City Hall for more homeless youth support, even after a huge recent boost in city funds.

The Republican remains in gay purgatory, most notably due to the use of same-sex marriage as a wedge issue during the 2004 Bush-Cheney presidential campaign, which he managed. Nevertheless, Ken Mehlman has been influential in LGBT politics since coming out in 2010 and has certainly done penance, including by opening his checkbook, advocating for same-sex marriage, and, recently, through establishing a social-good impact investing venture at KKR & Co. L.P.

When policymakers want to craft proposals for LGBT youth services, Thomas Krever is the man to provide them wise counsel. As CEO of the Hetrick-Martin Institute, the nation’s largest LGBT youth services nonprofit, he directs programming for at-risk youth as well as outreach to thousands of other young people in need. HMI is among 15 organizations to share the $30 million recently made available by New York City Mayor Bill de Blasio for mental health services.

For a quarter century, David Kilmnick has led what is now the LGBT Network, a consortium of Long Island nonprofits. Recent efforts to expand into New York City, including opening an LGBT center in Long Island City and planning a location in the Bronx, have rankled some who criticize him as an outsider who doesn’t reflect local demographics. The former network TV producer has been making continuous waves since she taught the ACT UP activists how to drop a juicy soundbite during the height of the AIDS crisis. Today, she’s part of a movement seeking to put the activist bent back into the New York City LGBT Pride March and continues cohosting her long-running news show, “Gay USA.”

Since the 1970s, Andy Humm has used the blended role of LGBT activist and journalist to become a vital community voice. He has been a spokesman for the Coalition for Lesbian and Gay Rights, a New York City Commission on Human Rights commissioner, director of education at the Hetrick-Martin Institute and has co-hosted the news program “Gay USA” since 1985. He was a part of the quarter‑century push that finally got LGBT people accepted into the St. Patrick’s Day parade last year.

In the wake of Empire State Pride Agenda’s dissolution after same-sex marriage was passed, Gabriel Blau co-founded Equality New York, an advocacy group that carries the torch in the statewide fight for LGBT rights. During its Albany advocacy day, gay state Sen. Brad Hoylman held up Blau’s legislative platform and wryly proclaimed, “This is the gay agenda!” A former head of the Family Equality Council, Blau is currently enrolled in Columbia University’s executive MBA program.

Tapped as one of the 40 Best LGBT Lawyers Under 40 by the National LGBT Bar Association, Eric Lesh is the executive director of The LGBT Bar Association and Foundation of Greater New York (LeGaL). Both at LeGaL and at Lambda Legal, he has worked to combat LGBT bias and discrimination in the legal system. Boasting a law degree from Hofstra Law School, Lesh also comes armed with a bachelor’s degree in fine arts and is known for his theatrical flair.

Jason Walker is an activist and grass-roots organizer at VOCAL-NY, a rental assistance program benefiting New Yorkers with HIV outside of New York City. As the HIV/AIDS campaign coordinator, he has been a leading voice in the call for supervised injection sites in New York City, and has helped secure more generous and widely available housing benefits to HIV-positive homeless New Yorkers.

The national organizing and policy strategist at the Transgender Law Center is a gender-nonconforming, two-spirit Brooklynite who goes by they/them pronouns and is a member of the Assiniboine Nation in their native Montana. Shelby Chestnut cut their teeth as director of community organizing and public advocacy at the New York City Anti-Violence Project, where they ramped up the group’s focus on transgender people within its local, state and national advocacy on behalf of LGBT survivors of violence.

Julian Kline is a senior vice president at Bolton-St. Johns, which recently ranked third in compensation among state lobbyists and where he boasts Emily Giske as a mentor. He hustles in Albany, New York City Hall and statewide on behalf of a portfolio of clients that includes tech, nonprofits, homeless services providers, higher education and civil rights organizations. A West Village native, Kline got his start as a staffer at the Meatpacking District Improvement Association, a nonprofit neighborhood business alliance.

The New York regional director at the nonprofit Lambda Legal, Adrian Ogle fights for the civil rights of LGBT and HIV-positive New Yorkers though public policy and advocacy as well as development and communications efforts. Previously, he served as Lambda’s national events manager, overseeing more than 80 events that raised some $5 million annually. His long history of special events coordination includes work at the Hetrick-Martin Institute, SAGE and the LGBT Community Center.

This Northeastern University School of Law graduate is a staff attorney at the American Civil Liberties Union’s LGBT & HIV Project in New York City, where he litigates cases, lobbies governmental bodies and engages in public education nationwide. Locally, he has spent the past decade working to improve state prisons and city jails as well as access to gender-affirming state-issued IDs. Prior to his time at the ACLU, he was director of prisoner justice initiatives at the Sylvia Rivera Law Project.

A government relations principal at Cozen O’Connor Public Strategies, Rose Christ maintains her legacy of supporting nonprofit organizations as she pulls New York City and state levers on behalf of an array of clients. She recently helped secure city funds to support the expansion of the Alvin Ailey dance studios and for City Parks Foundation programming. An executive board member of the Stonewall Democratic Club, she has mobilized the group to organize large LGBT rights rallies in response to President Donald Trump.

A national authority on homelessness among LGBT youth, Jama Shelton works as an assistant professor of social work at Hunter College and as chief strategy officer for the True Colors Fund. Shelton, who identifies as transgender nonbinary and opts for they/them pronouns, knows of which they speak: Kicked out of the house after coming out as a lesbian after college, they spent many subsequent years struggling with housing and poverty, but ultimately secured a Ph.D from Hunter.

The onetime undocumented immigrant who fled transphobia in her native Mexico at the age of 15 is now a proud green card holder and was the first transgender Latina grand marshal of the Queens Pride Parade. As the LGBTQIA justice organizer at the pro-immigrant nonprofit Make the Road New York, Bianey Garcia uses her own experiences with discrimination, sex trafficking and imprisonment to push for protections and improvements for transgender and gender-nonconforming people.

LOSERS MICHAEL GRIMM Things aren’t looking so grim for Grimm. A new poll shows the ex‑con has a 10-point lead over his challenger in the 11th Congressional District Republican primary, the squeaky clean Rep. Dan Donovan. Sure, Grimm may have pleaded guilty to tax evasion in 2014. And yeah, he spent some time away from constituents during his seven-month stint in prison. But apparently Staten Islanders still love him, even if President Donald Trump didn’t endorse him.

Last week’s Winners & Losers featured an impressive array of nominees. There’s a former congressman who’s back from the dead, and the namesake of a famous bridge who’s still very much dead. There are city and state electeds on the losing end of long-standing political battles. And there are pollsters who are doing a good job, an editor who got a new job, candidates seeking a new job and a pizza delivery guy who was just trying to do his job.

BILL DE BLASIO Maybe it would be easier to run things by Gov. Andrew Cuomo first. From the mayor’s calls for a millionaires tax to his proposal for affordable housing atop Sunnyside Yard, the governor just can’t help but dismiss de Blasio’s biggest plans. With the mayor’s latest big idea – shaking up admissions for the city’s elite high schools – the criticism isn’t only from Cuomo. Plus, neglecting to pay his legal fees is just the kind of thing the tabloids are going to pounce on.
