Late last week, Rep. Joseph Crowley found himself in a scuffle over the congressional seat he already lost. Alexandria Ocasio-Cortez, the insurgent who beat him in the June Democratic primary, fired off a tweet accusing him of continuing to campaign on a third-party line. Crowley shot down her criticism and insisted he is not running. Some joined Ocasio-Cortez in attacking Crowley. Others echoed his line that “Democrats need to come together.” The press jumped all over the story, playing up the intraparty fight and drawing even more attention to Ocasio-Cortez, the new darling of the state’s progressives. But later that day, Ocasio-Cortez tried to downplay the episode, saying it was “just something that is not a big deal.” Indeed, Ocasio-Cortez is all but guaranteed to win in November, and there’s virtually no evidence Crowley is mounting a stealth campaign to keep his seat. A more important question that’s been largely overlooked is whether Crowley will stay on as chairman of the Queens Democrats. In this week’s cover story, City & State’s Jeff Coltin answers that question – and explains why progressives like Ocasio-Cortez would have an even harder time ousting him from that post.

Latest VERDICT IN BUFFALO BILLION SCANDAL Alain Kaloyeros, the former SUNY Polytechnic Institute president, was found guilty in the Buffalo Billion bid-rigging trial. Three executives at the firms Kaloyeros had been rigging construction bids to favor were also found guilty. The case revolved around Gov. Andrew Cuomo’s Buffalo Billion economic development initiative, though the governor was never directly involved in the trial. The verdict marks the latest example of corruption close to Cuomo following the conviction of his former aide Joseph Percoco.

MORE BAD NYCHA MATH New York City Mayor Bill de Blasio said lead paint may have been used in far more New York City Housing Authority apartments than the city initially said. Originally, the estimated number of affected apartments was about 50,000. Now, de Blasio said as many as 130,000 units could have lead paint, all of which he pledged to have inspected. When later asked why there has been so much delay on addressing the known issues with lead paint, de Blasio said that sometimes “it takes awhile for some new ideas to develop.” Additionally, the agency was six months late in complying with new federal lead paint inspection guidelines.

WADE Cuomo signed an executive order requiring insurers to cover birth control and held several events emphasizing the need to update the state’s abortion laws in the wake of President Donald Trump’s Supreme Court nomination. He called on the state Senate to reconvene in order to pass the Reproductive Health Act and stated he would sue if Roe v. Wade gets overturned. Gubernatorial candidate Cynthia Nixon attacked Cuomo for failing to change the state law sooner.

Most of all, I think her win has created a lot of enthusiasm for the small “d” democratic process in the district and that enthusiasm is what we’re hoping to maintain our momentum. I think that it’s up to us to keep voters engaged and to keep speaking to their issues and their values because the only way that we can win this race is to make sure that we’re exemplifying all of the different issues that our neighbors are going through and how we can fix them in the state Senate.

QUEENS HAS RARELY GARNERED

as much attention as neighboring Manhattan or Brooklyn, but it is increasingly becoming a destination. The flow of transplants to the borough who can’t afford wealthier neighborhoods has coincided with a number of major rezonings and real estate projects, including the high-rises altering the horizon in Long Island City, the on-again, off-again plans for Willets Point and the recent rezoning getting underway in Far Rockaway. Here’s a rundown of some of the biggest projects – and what key Queens politicians are saying about them.

WILLETS POINT REDEVELOPMENT

T

HE DECADELONG AND long-delayed push to change the Willets Point cityscape from empty lots, dilapidated streets and auto repair shops was resurrected in February. After a state Court of Appeals ruling in June 2017 seemed to deliver a death sentence for the development, New York City Mayor Bill de Blasio renegotiated the development plan to include 1,100 affordable housing units, a public elementary school and open space – and removed a controversial mall. During the course of the negotiation,

the emphasis of the development shifted from becoming a commercial hub to focusing on affordable housing. Though de Blasio ended up striking a deal with Sterling Equities and Related Cos., the same developers that the Bloomberg administration had originally partnered with, he was able to nail down a plan for affordable housing on six acres of Willets Point, and put the future of the other 17 acres that the city controls up to a task force. Queens Borough President Melinda Katz, who chaired the City Council’s Land Use Committee from 2003-09, initially introduced the 2008 Willets Point Development Plan that rezoned the derelict area into a mixed-use dis-

trict. As part of the plan for the remaining 17 acres of city-owned land, de Blasio convened a task force led by Katz and New York City Councilman Francisco Moya to facilitate community input on the development’s future. Katz, who proposed a soccer stadium for the site in her State of the Borough address in January, told City & State that the task force’s discussions were focused on envisioning the community’s needs. “When you develop a full community, what does it have to have? It has to have a school. It has to have grocery stores, right? It has to have a drugstore. It has to have public services like police and fire department and sanitation,” Katz said.

FAR ROCKAWAY REDEVELOPMENT

N

EARLY A YEAR after the New York City Council voted to rezone Downtown Far Rockaway, the neighborhood is beginning what may be its comeback after once being marked by vacant storefronts. “I remember as a kid, I used to have to pass Downtown Far Rockaway and I’d be like, ‘Where am I?’” New York City Councilman Donovan Richards told City & State. “This place, it reminds you of something out of a horror movie on some days.” On July 11, Richards announced the first project developer in the rezoning area that will convert a city parking lot into approximately 130 units of affordable housing, plaza space, about 24,000 square feet for retail and 8,000 square feet for childhood education. And one of the projects Richards is most looking forward to is the one that will replace a shopping center that has sat vacant for decades with about 450 affordable housing units and retail space. Fannie Mae recently announced it would provide a $26 million low-income housing tax credit to the project. Richards, the former chairman of the Zoning and Franchises Subcommittee, said to expect a lot of progress by the end of the year on developing housing and commercial spaces. Despite the buzz from officials and developers, some residents still doubt whether these projects will succeed and whether they will be able to stay in the community. The city’s rezoning tracker, Richards said, will at least keep anxious residents in the loop as projects move forward. “We need to give more than hope,” Richards said. “I think over the course of the next year when people see the hammers in the ground – they say seeing is believing. And I agree with that.”

AIRTRAIN TO LAGUARDIA

E

VER SINCE then-Vice President Joe Biden compared LaGuardia Airport to a facility out of a “Third World country,” Gov. Andrew Cuomo has been on a mission to modernize the airport. And his most recent step is the AirTrain, which is intended to reduce the congestion around the airport. The $1.5 billion AirTrain would run between LaGuardia and Willets Point, connecting with both the No. 7 subway line and the Long Island Rail Road. “How can you not have a rail train to the city from a New York airport?” Cuomo said in a press conference. “I mean, it’s incomprehensible.” Cuomo boasted that via his proposed AirTrain, the trip between LaGuardia and midtown Manhattan would take 30 minutes or less, although that estimate relies on riders taking the more expensive and infrequent LIRR from New York Penn Station. As the Village Voice pointed out, connecting to the AirTrain route via the No. 7 line would be no faster or cheaper than using existing bus options. Critics of the plan have also pointed out that travelers from Manhattan would overshoot LaGuardia to get to Willets Point, and the AirTrain would then backtrack to reach the airport. Some nostalgia remains for a plan from the 1990s, which would expand the N line to the airport, a seemingly convenient option given that the line’s last stop sits merely three miles from LaGuardia. However, anger from Queens politicians, who did not want to see their districts disrupted, killed the plan in its tracks, leaving it an unlikely option. Though the AirTrain does seem to manage to avoid any major neighborhood disruptions, community organizations from around the airport still complained in May about its impact. The environmental review of the plan, along with the community input process, should be complete by the end of the year and construction is planned to finish in 2022.

RISING REAL ESTATE PRICES

WESTERN QUEENS TECH PLAN

S

INCE 2010, MORE new apartments have been built in Long Island City than any other neighborhood in the country. Its appeal is not a mystery. The Cornell Tech campus on Roosevelt Island, MoMA PS1 and the No. 7, G and E subway lines are prime examples of the area’s expanding educational, cultural and transportation opportunities. On June 29, Queens Borough President Melinda Katz announced that she wants to prioritize a specific sector in the neighborhood: tech. Standing in front of the new WeWork Queens Plaza location, Katz and business leaders in the Long Island City area unveiled a long-term proposal to expand the technology-related industries in the western part of the borough, from Long Island City to parts of Astoria. The strategic plan contains a mix of community programs and economic incentives that aim to balance the creation and expansion of business opportunities with community development for residents who are at risk of being pushed out by gentrification.

The plan outlines goals that fall into three different categories: people-based initiatives, place-based initiatives and programmatic initiatives. People-based initiatives include community programs, such as job training programs for residents. Place-based initiatives concern real estate, such as creating subsidies for affordable office space to incentivize more companies to move to the area. Programmatic initiatives propose marketing efforts to brand the neighborhood’s reputation as a tech hub. Katz said ensuring disadvantaged residents get tech training will be the responsibility of the 21-member Western Queens Tech Council that was formed as part of the plan. It includes officials from city agencies as well as local education and business partners. Katz added that the plan needs to respond to changes that are already happening and create new development. “Long Island City is a rapidly growing urban environmental area,” she said. “You got 16,000 residential units that went up in the last 10 years and another 17,000 in the pipeline. I think that this initiative is about supplementing a very close‑knit community that’s already there.”

ENTERS AND HOMEBUYERS have been fleeing the costly real estate market of Brooklyn and heading to Queens, which has experienced its own housing boom. Queens accounted for 43 percent of the total new housing units registered by the New York City Economic Development Corp. in February, and twice this year condominium filings in the borough have reached levels not seen since 2008. Now, as Queens real estate prices swell, critics fear that overdevelopment and gentrification will come with it. Rents in Long Island City, where these fears are especially pertinent, actually decreased during the last quarter of 2017 because the supply of apartments was so high. New York City Councilman Jimmy Van Bramer, who represents Long Island City, has warned of the ills that come with rising rents, which he attributes to rezonings along the Queens waterfront in 2001 and 2004. “You’ve seen a lot of residential development, most of it market rate, and it’s kind of been a runaway train,” Van Bramer said. And as the city has been considering another rezoning in the neighborhood, Van Bramer expressed frustration that the current plan only sets aside 25 percent of its apartments as affordable. Van Bramer has also opposed, along with five other Queens lawmakers, a plan to build a massive complex over the Sunnyside Yard railroad facility. The project, which is projected to cost $16 billion to $19 billion, could include as many as 24,000 homes, 19 schools and 52 acres of public parks, depending on the plan. The steering committee creating a master plan for the project recently had its first meeting, which Van Bramer attended. “We already have the fastest growing community in the United States, so on top of everything that has happened, to then propose another 24,000 units of housing is daunting,” Van Bramer said.

EP. JOSEPH CROWLEY lost his re-election bid in a stunning fashion. But he hasn’t lost it all. Much like how Henry VI was effectively both the king of England and France in the 15th century, Crowley’s power has always come in two parts. Crowley is the chairman of the House Democratic Caucus and the fourth-ranked House Democrat, and he was the leading contender to succeed Rep. Nancy Pelosi as the body’s Democratic leader. He’s also the chairman of the Queens Democratic Party, arguably the most powerful county committee in the state, with influence over who gets on the ballot, who wins races, who gets judicial appointments and who profits in Surrogate’s Court. With Crowley’s shocking loss to Alexandria Ocasio-Cortez in the June primary, he’ll soon lose his congressional seat, and one base of his power.

But he’s earned the loyalty of the party leadership in Queens, and with no heir apparent, Crowley is expected to hold on to his other base of power – even if some Democrats think it’s time for a change. Many of the 72 Democratic district leaders in the borough met with Crowley over breakfast two weeks after his June 26 primary loss. There, he got unanimous support to stay on as county leader, according to Michael Reich, executive secretary of the county party, and a Crowley ally. “They want him to stay. … He’s someone who everyone trusts, who everyone respects, and everyone likes,” Reich told City & State. “In fact, they asked him, ‘We hope you’re staying on.’ And Joe said, ‘Yes. I will continue to be the county leader.’” Reich is appointed by Crowley, and he and his partners at the law firm Sweeney, Reich & Bolz have long benefited from their close relationship with the party. Reich’s support is expected, but it’s the district leaders whose support is essential. They are the ones who have voted to appoint Crowley as party chairman every two years since 2006. And they’re the ones who have the same choice this coming September. Many of the district leaders have a personal affinity for Crowley, an affable figure who himself has been a district leader for more than 30 years. Many also owe him their loyalty after he’s used the power of the party to help them hold their positions. He’d almost definitely be able to win the position again in a vote if he wanted it – but some allies have suggested Crowley may give up the post. “We all are giving him space to make a decision that he concludes is in the best interest of the people he represents, in his district and throughout Queens,” Rep. Hakeem Jeffries told City & State. Jeffries, whose district includes a small por-

Queens Borough President Melinda Katz is term-limited in 2021, and a number of elected officials already have their eyes on the seat. New York City Council members Jimmy Van Bramer, Donovan Richards, Costa Constantinides and Paul Vallone are known to be interested, as is former City Councilwoman Elizabeth Crowley, who lost her re-election bid last year. And Elizabeth’s cousin, Rep. Joseph Crowley, though an unlikely candidate, could never be counted out in a boroughwide race.

But the high-ranking congressman’s primary loss could be a boon to Jeffries on a national level, who is seen as a rising star and may now have a clearer path to the party’s leadership. Jeffries said there would be a transition from Crowley as county leader at some point, but wouldn’t weigh in on whether that would be in 2018, or years

from now. But whoever leads the party next in the racially diverse borough may not be white and male like Crowley. “It certainly seems to me that (the Queens Democrats) are strongly contemplating elevating a person of color in the aftermath of the Joe Crowley transition,” Jeffries said. Two experienced legislators and black men have been whispered as potential re-

placements: Assemblyman Jeffrion Aubry and Rep. Gregory Meeks. Former New York City Comptroller John Liu, who is Asian-American, has also been mentioned as well as state Sen. Michael Gianaris, who is white. Aubry, Liu and Gianaris didn’t respond or declined requests for comment. One Queens insider said that neither Gianaris nor Liu were interested in the post. Meeks told City & State that race has never been a key factor. “The county chairman has been a good chairman!” Meeks said of Crowley. “The county chairman has been one who has helped diversify the borough.” Meeks evaded questions about whether he would want to replace Crowley as county chairman, saying only that he wanted to make sure the county organization stays strong. “Joe’s loss was a big loss. And he has done great work. And we’re going to continue,” Meeks said. “It’s far too early to talk about anybody taking over, anything of that nature.” State Sen. Leroy Comrie, a longtime lawmaker and a Meeks ally, denied that there would be any kind of

power grab from the heavily African-American neighborhoods of Southeast Queens, where the county party has traditionally had less power. If Crowley wants to hold the chairmanship, “I don’t see anybody that would stop it, or throw a brick in it,” Comrie said. Other elected officials in Queens aren’t as concerned with keeping the county organization strong. New York City Councilman Jimmy Van Bramer, who was first elected in 2009 without county support, said the Democratic Party needed to be returned to the voters. “Maybe Joe Crowley remains the chair and maybe he doesn’t. But to me, that’s not the right question,” he said. “The right question to me is, ‘Do we even need machines anymore? Do we want machines anymore?’” Ocasio-Cortez was hardly the first insurgent to beat a candidate who had the support of the so-called Queens machine. Like Van Bramer, City Council members Daniel Dromm and Donovan Richards initially won election without county support. With Crowley’s loss,

Queens incumbents getting voted out has become a trend. City Councilman Robert Holden and Assemblyman Brian Barnwell both unseated incumbents that had party backing in the past two years. Van Bramer said that the county party’s power had been overstated, and that resistance has been growing. Now the district leaders face a decision. “There are some obvious challenging optics around maintaining the current chairperson who just lost fairly decisively in large swaths of Queens,” Van Bramer said. With no heir apparent, Crowley giving up the chairmanship would likely mean the county party’s power would be greatly diminished. But even as he remains county leader, Crowley’s influence over Queens politics seemed to be immediately weakened upon his primary loss. Two days after the primary, Van Bramer endorsed Cynthia Nixon for governor over Crowley’s close ally, Gov. Andrew Cuomo. The same day, New York City Council Speaker Corey Johnson endorsed Jessica Ramos over state Sen. Jose Peralta, who has county backing. And Liu

is now mounting a challenge to county-backed state Sen. Tony Avella, reportedly inspired by Ocasio-Cortez’s win. Both Peralta and Avella were members of the Independent Democratic Conference, which had shared power with state Senate Republicans but disbanded at the urging of Cuomo, Crowley and others. Some of the voters who led Ocasio-Cortez to victory have called for Crowley to step down, and the public pressure to do so would only increase if anti-establishment candidates like Jessica Ramos and Catalina Cruz win in September. Such an insurgency within the ranks of the Queens Democratic Party, however, is unlikely. District leaders, as a rule, are loyal to Crowley, and often hold their positions for years. There have been no signs of a progressive takeover of the local party infrastructure, and with the July 12 deadline to get on the ballot for district leader, such a move seems unlikely. It seems like the decision will come down to Crowley himself. Crowley declined to comment for this article, but speculating about the congressman’s

next move has become a popular parlor game in political circles. A run for borough president is possible, but barring extenuating circumstances, that seat won’t open until November 2021. Some expect Crowley to leverage his deep political connections to become a highly paid Washington lobbyist, working over his former colleagues. With his family already living in the D.C. area, such a job could be appealing. Even if he took that job, staying on as county leader wouldn’t be unprecedented. Manhattan Democratic Party Chairman Keith Wright (somewhat controversially) lobbies for Davidoff Hutcher & Citron while serving as county leader. Reich, the Queens Democratic Party’s executive secretary, even claimed that Crowley’s loss could be a benefit to the party, since he won’t have to focus on business in Washington anymore. “We’ll have Joe Crowley more than we had him before!” he said. “If anything, it’s going to strengthen the party.”

n case anyone had forgotten, Alexandria Ocasio-Cortez’s surprising victory over Rep. Joseph Crowley in New York’s Democratic congressional primary election last month was a reminder of the remarkable diversity of Queens. As a young Latina of Puerto Rican heritage running for the first time against a white, middle-aged man who has held office for decades, her candidacy represented a break from the past for many voters in Queens. While some observers have since opined that Ocasio-Cortez is the candidate of the future, others insist that she is simply the candidate of today. Indeed, in compiling a list of the borough’s leaders, we discovered that many local movers and shakers already reflect the many races and nationalities that make up Queens. In this special issue, we recognize the 50 people in the borough who are key players in the world of New York politics and government. Since we cover politicians on a day-to-day basis, we limited this list to those who are not strictly in government but instead influence it from the outside. We reached out to insiders and experts to compile this list, ranking each person based on their accomplishments, sway in political and policy matters, economic clout, philanthropic efforts, ties to powerful politicians and the constituencies they represent. We also compiled a “Watch List” featuring 10 younger Queens politicos who have already been making their mark – and who we’ll be keeping an eye on in the coming years. With dozens of hotels and new housing developments popping up throughout downtown Jamaica, the once overlooked area has become the next Queens neighborhood to keep an eye on. No organization has worked harder to attract new investors to the area than the Greater Jamaica Development Corp., a nonprofit with an annual operating budget of more than $10 million. Its efforts, spanning more than four decades and led by Hope Knight since 2015, are finally paying off as a number of massive projects are about to change the Jamaica skyline forever. Knight has used her experience as former chief operating officer for the Upper Manhattan Empowerment Zone, a nonprofit working on revitalizing neighborhoods like Harlem, Washington Heights and Inwood, to bring further improvement to downtown Jamaica. Her goal is to turn the neighborhood into a “hospitality hub,” attracting tourists with its proximity to Kennedy Airport, access to major highways and express trains to Manhattan, as well as retail and dining options. At the same time, Knight, who also serves on the city Planning Commission, wants to ensure that Jamaica remains affordable for its longtime residents.

The Queens Library plays a unique role in the borough’s diverse neighborhoods. Its 62 branches serve as community and resource centers, providing more than 80,000 free programs, from English language classes and story time for toddlers to assistance for job seekers and summer meals for children. More than two years after taking over as president and CEO, Dennis Walcott has turned around the bad publicity surrounding the institution under his predecessor and revived a positive image associated with its services. The former New York City schools chancellor and former deputy mayor under Mayor Michael Bloomberg has also built a reputation as honest and approachable. He is known for sitting in a bullpen cubicle in the main room at the central branch in Jamaica, where he chats with staff and patrons on a daily basis. Under his leadership, the library also took a stand against the current anti-immigrant rhetoric by launching a campaign last year called “Queens Library is for Everyone.” Walcott, a native of Queens, now focuses his efforts on expanding access to digital technology.

With more than 163,000 members – including airport staff, doormen, maintenance workers and porters living and working in Queens – 32BJ SEIU is one of New York City’s most powerful unions. Héctor Figueroa, a native Puerto Rican turned Jackson Heights resident, has been its president since 2012, after rising through the union’s ranks. A political powerhouse, Figueroa has fought for everything from immigrant rights to better wages. Under his leadership, the union played an important role in raising the state’s minimum wage to $15 an hour, securing paid family leave and access to state universities for low-income students. Following 32BJ’s lobbying efforts, more than 40,000 airport workers in the area could see their hourly wages going up to $19 by 2023. President Donald Trump’s antiimmigrant agenda has kept Figueroa busy as well, prompting him to continue his fight to shield immigrants from U.S. Immigration and Customs Enforcement. Now, Figueroa has a role to play in this year’s elections, backing Gov. Andrew Cuomo against actress Cynthia Nixon and endorsing the challenger to state Sen. Jeff Klein, the former leader of the Independent Democratic Conference.

He was named president and CEO in 2017, instantly proving to be a dynamic leader. The chamber recently launched a new website highlighting businesses and important networking events throughout the borough. The group also offers training to

people and contributing nearly $19 billion in economic activity to the area. The airport is slated to get a new central terminal building, parking facilities and more mass transit connections, including the LaGuardia AirTrain, linking the airport with the No. 7 train and the Long Island Rail Road.

For years, JetBlue has been leading the way when it comes to companies giving back to the community, with the focus mostly on youth, education and the environment. Icema Gibbs has worked for the Long Island City-based airline since 1999, before it even took to the skies, and is behind most of its philanthropic initiatives. Most recently, the airline offered free flights to families of the victims of the Parkland school shooting in Florida, and it did the same for those who lost relatives in the Orlando Pulse nightclub massacre. In the aftermath of Hurricane Maria, JetBlue sent tons of relief supplies to Puerto Rico and transported emergency personnel to the island. As JetBlue’s director of corporate social responsibility, Gibbs also collaborated with DoSomething.org, which worked to inspire young people to volunteer and seek social change. A native of Queens, Gibbs started her career at People Express Airlines, and later worked at Continental Airlines as its director of customer service. She was also a founding board member of the CUNY Aviation Institute at York College.

For the past two decades, almost nothing could happen in Queens politics without the approval of Gerard Sweeney, Michael Reich and Frank A. Bolz III. These three lawyers may live on Long Island, but they have practically run the Queens County Democratic Committee. Their power will now most likely decline after the boss of the so-called Queens machine and chairman of the House Democratic Caucus, Rep. Joseph Crowley, unexpectedly

lost in the Democratic primary to Alexandria Ocasio-Cortez, a 28-year-old political newcomer. But until the machine is dismantled, the trio can still exert their influence that spans from New York City Hall to Albany. Reich serves as the executive secretary of the Queens Democratic Party, Bolz is its law chair and Sweeney is the party’s key strategist – and also has the lucrative job of handling wills and estates as the appointed counsel to the Queens public administrator. The lawyers also pick judicial candidates who sail through thanks to the support of the party.

Since the New York Mets brought on Haeda Mihaltses to handle external affairs in 2014, she has become one of the most prominent corporate faces of the team, dealing with New York City, state and federal officials while also overseeing community relations. Nowadays, as team owner Fred Wilpon pursues various projects in the borough, including plans to develop Willets Point, Mihaltses’ experience is more valuable than ever. The Bayside resident has gained an in-depth knowledge of government institutions and built a vast network of connections while serving for 12 years as the director of the Office of Intergovernmental Affairs in Mayor Michael Bloomberg’s administration. She previously worked as finance director under then-New York City Council Speaker Peter Vallone Sr. Taking pride in her Hellenic roots, Mihaltses also finds time in her busy schedule to work on behalf of the Greek community. The Mattone Group has developed the Jamaica Center, restaurant row near the Queens Center mall and other prominent Queens properties. The family, which supports local charities and veterans groups, donated $3.5 million to launch The Mattone Family Institute for Real Estate Law at St. John’s University School of Law. Several family members attended St. John’s University, including founder Joseph Mattone. Joseph’s sons Carl and Michael now run the politically connected company, managing more than 2 million square feet of property in several states.

Silvercup Studios’ founding more than three decades ago in Long Island City was a catalyst in reviving the area. Started by brothers Stuart and Alan Suna, it has had numerous hits, such as “The Sopranos,” “30 Rock,” “Sex and the City” and “Ugly Betty,” and continues to contribute to the neighborhood. In addition to its two shooting locations in western Queens, and a new facility in the Bronx, in recent years the company has ventured into the real estate business, developing luxury Long Island City condominiums.

The once mostly industrial neighborhood of Long Island City has been undergoing unprecedented development. As president of the Long Island City Partnership, a group advocating for its economic development, Elizabeth Lusskin has been driving the neighborhood’s transformation into a thriving business and tourism hub, while making sure that it preserves its authentic character amid new apartment buildings, boutique hotels and trendy restaurants.

Queens has been the bastion of International Brotherhood of Electrical Workers Local Union 3 for decades. The Flushing-based union even built Electchester, a 2,500-unit housing development for its members in 1949, under the leadership of legendary business manager Harry Van Arsdale Jr. Today, his grandson and fourth-generation member of Local 3, Christopher Erikson, runs the union. His goal is to keep union benefits for the workers in challenging times, especially as Local 3’s members have been on strike for more than a year against Spectrum.

Travis Terry has worked since 2002 for Capalino + Company, one of New York City’s top lobbying firms. Known for helping elect Mayor Bill de Blasio, the firm also represents dozens of companies in various fields, from technology and real estate to education and culture. Since becoming chief operating officer in 2007, Terry has guided clients through the regulatory and legislative processes. The Forest Hills resident is also involved in Queens, including advocating for QueensWay, a proposal to create the borough’s version of the High Line.

Mark Weprin has served as a Queens assemblyman, a member of the New York City Council and as deputy secretary of legislative affairs to Gov. Andrew Cuomo. Now, he utilizes his experience and connections at Greenberg Traurig, which he joined last year to represent real estate clients. Weprin is a member of a prominent political family that goes way back with the Cuomo clan. Weprin’s father, Saul, was the Assembly speaker when Mario Cuomo was governor. Mark’s brother, David, currently serves in the Assembly.

The Parkside Group, a prominent lobbying and consulting firm with close ties to the Queens County Democratic Committee, has been involved in many political campaigns in New York City and Albany. The firm recently played an important role in choosing Corey Johnson as speaker of the New York City Council. Evan Stavisky, a partner with the firm and its public face, has a deep understanding of New York government as well as its political stakeholders, such as labor unions and public health groups.

Kaufman Astoria Studios, where “Sesame Street,” “Goodfellas” and “Orange is the New Black” have been filmed, has been so vital to the area that, in 2014, the Kaufman Arts District was formed. Hal Rosenbluth has worked for the studio for more than three decades, overseeing a major expansion in 2010 and the creation of the first outdoor working stage in the city in 2013. He has also been involved locally with Long Island City Partnership, the Queens Council on the Arts and Exploring the Arts.

Amid Long Island City’s transformation, with residential towers popping up across the neighborhood, TF Cornerstone has reshaped the waterfront with its five-tower complex around the iconic Pepsi-Cola sign. The company was established by Tom and Fred Elghanayan after splitting from their brother Henry, who runs another development company. TF Cornerstone is planning a two-tower apartment building with nearly 1,200 units in Hunter’s Point South and has proposed a 1,000-unit building with 100,000 square feet of light manufacturing in the Anable Basin area.

Michael Viggiano started out at Skanska in 1993 as a field engineer, and now oversees its operations from Boston to Washington, D.C. Skanska’s projects have transformed Queens, from rebuilding the Rockaway Boardwalk after Superstorm Sandy to building ferry landings on the peninsula, and overseeing the first span of the Kosciuszko Bridge, which opened last year. With its headquarters in the Bulova Building in East Elmhurst, a Skanska-led consortium is also doing the $4 billion rebuild of Terminal B at LaGuardia Airport.

A longtime district leader from the Lindenwood and Howard Beach area, Joann Ariola was named chairwoman of the Queens Republican Party last year. Her goal is to unify the county party, increase its social media presence and back candidates with broader appeal. She has years of experience working with local communities, serving as president of the Howard Beach-Lindenwood Civic Association and co-founder of the Lindenwood Alliance, which sought to promote cooperation between residents, police officers and elected officials.

Held at the USTA Billie Jean King National Tennis Center, the U.S. Open tournament is one of New York City’s largest sporting events, attracting 700,000 fans each year to Flushing Meadows Corona Park. Since 2014, the center has been undergoing upgrades, including the addition of a retractable roof to the 24,000-seat Arthur Ashe Stadium and the construction of the new Louis Armstrong Stadium. Daniel Zausner is the man behind the $600 million overhaul, scheduled to be completed ahead of this year’s tournament.

With its portfolio including the 28-acre, $25 billion Hudson Yards megaproject, Related Cos. is one of the largest developers in the country. The company is making its mark in Queens as well. Frank Monterisi, its senior vice president and a native of Whitestone, has been in charge of several large projects in his home borough, including the first phase of Hunter’s Point South, and now a long-awaited Willets Point development, which Related is slated to build with Sterling Equities, the firm controlled by Mets ownership.

Resorts World Casino New York City, which attracts 10 million visitors a year, is one of the borough’s largest employers with about 1,100 workers. Its staff will soon double as the casino is undergoing a $400 million expansion featuring a 400-room hotel and new restaurants. Scott Molina, who took over last year as president and oversees all operations, makes it a priority to give back to the community through charity events, such as toy drives, and a job fair for locals.

Joshua Muss is the scion of a Forest Hills-based real estate dynasty. Muss Development, established by his grandfather, Isaac, in 1906, has become one of the largest real estate companies in the city, with more than 10 million square feet in its portfolio, including numerous residential and commercial buildings in Queens and beyond, such as Flushing Plaza, Forest Hills Tower and Jackson Heights Shopping Center. The family has also been active politically, contributing to New York City and state Democrats.

As the White House focuses on immigration, New York groups advocating for immigrant rights have their hands full, fighting to protect Deferred Action for Childhood Arrivals recipients, preventing deportations and keeping immigrant families together. In Queens, where nearly half of all residents are foreign-born, their efforts are critical. Ana Maria Archila, who emigrated from Colombia when she was 17, has been at the forefront of many of those battles. The Queens resident has also led efforts to help Puerto Ricans displaced by Hurricane Maria.

Under Félix V. Matos Rodríguez, Queens College continues to shine as a crown jewel of education in the borough. The college is routinely listed in The Princeton Review as one of the nation’s top 100 “Best Value” colleges. Each year, it’s ranked among the region’s top colleges by U.S. News and World Report. Matos Rodríguez, who grew up in Puerto Rico, shares his bicultural experience with many of the 19,000 students attending the Kew Gardens Hills-based college.

Joshua Schneps runs the company his mother, Victoria, founded more than 35 years ago. Schneps Communications also goes beyond publishing, organizing networking events attended by elected officials.

A Southeast Queens native and former Queens Chamber of Commerce president, Carol Conslato has long advocated for her borough’s business community. For over three decades, she has worked for Con Edison, where one of her tasks has been offering grants and support to local entrepreneurs and institutions. She also serves on nonprofit boards, including Flushing Town Hall and the Flushing Willets Point Corona Local Development Corp. Since 2011, she has represented Queens on the New York City Regional Economic Development Council.

With about 20,000 students, St. John’s University is one of the largest Catholic universities in the country. Hired in 2014, Conrado “Bobby” Gempesaw is the first lay president in the history of the university. Gempesaw has been focused on enrolling more students, hiring additional faculty members and developing new facilities. Last year, the university opened its new Long Island Graduate Center in Hauppauge. The Queens campus also remains an engine spurring economic growth in the area.

As the Chinese immigrant population in Flushing has surpassed Manhattan’s Chinatown, the neighborhood has become a destination attracting New Yorkers and tourists alike with restaurants offering authentic Asian cuisine, specialty stores and bakeries. For more than two decades, visitors have also been coming to Flushing to watch the Lunar New Year Parade, the brainchild of Peter Tu, executive director of the Flushing Chinese Business Association. Tu, a Queens Community Board 7 member, is well-known among Queens elected officials as the voice of local residents.

As Southeast Queens combats crime, anti-violence group LIFE Camp has strived to bring positive change to the area. Founded by community activist Erica Ford, who has won support from police, elected officials and celebrities, the organization has developed a model to tackle gun violence by visiting crime scenes to mediate between gang members, preventing retaliation. Members also support victims of gun violence and engage youths in activities, such as the Urban Yogis program, which taught yoga to an inaugural class from the Baisley Park Houses area.

The Forest Hills Stadium is a neighborhood institution, hosting the U.S. Open until 1977 and numerous concerts in the 1970s. Thanks to Mike Luba of Madison House Presents, live music has returned to central Queens with artists like Drake, Dolly Parton, Bob Dylan and Paul Simon. Luba, who teamed up with the West Side Tennis Club to renovate the venue, is also involved in neighborhood issues. He and his team have provided funding for local murals, a street cleaning program and Christmas lights.

Born in Taiwan and raised in Flushing, Jukay Hsu has worked tirelessly to turn Queens into the next tech hub. A decorated veteran of the Iraq War and Harvard University graduate, he founded the Coalition for Queens in 2011, a nonprofit that teaches coding and job skills to underprivileged residents. His efforts have been backed by many influential supporters, including the New York City Council and Mayor Bill de Blasio, and sponsors like Google for Entrepreneurs and the foundation Robin Hood.

MoMA PS1 is one of the most important cultural institutions in Queens, attracting thousands of visitors with its exhibitions of contemporary art and Warm Up, its annual summer music series. Klaus Biesenbach, its director and MoMA’s chief curator at large, lives in Manhattan, but he has been quite involved in Queens. He is a fan of the Rockaways, where he owns a house and throws summer barbecues. After Superstorm Sandy, Biesenbach organized help for the area, and he supports local groups like the Rockaway Artists Alliance.

The New York Hall of Science, or NYSCI, is an interactive science center serving local schools and families with hands-on learning, a maker space and design lab. As a national expert in science, technology, engineering and mathematics education – or STEM – and NYSCI’s president and CEO, Margaret Honey has spearheaded science initiatives throughout Queens. Her goal is to make STEM education available to students from underserved communities and to cultivate the next generation of innovators. NYSCI is slated to open a pre-K center in 2020.

Since taking the helm at York College in 2005, Marcia Keizs is turning the university, which enrolls more than 8,400 students, into a Queens tech hub. It has been selected as a center for startups and expanding high-tech businesses as part of the Start-Up New York program and is planning a new Academic Village and Conference Center to house its School of Business and Information Systems. The native of Kingston, Jamaica, also serves on the New York City Regional Economic Development Council.

With residents from all religious backgrounds, Queens is a fertile ground for interfaith dialogue, which is Imam Shamsi Ali’s specialty. Originally from Indonesia, the peace activist moved to New York in the late ’90s and served at Manhattan’s Islamic Cultural Center for about a decade before transferring to Queens. Dubbed “Hip Imam,” Ali is friends with elected officials and celebrities. He also works with Rabbi Marc Schneier, the president of the Foundation for Ethnic Understanding, to bring Jews and Muslims together.

Bishop Mitchell G. Taylor needs no introduction to residents of the Queensbridge Houses in Long Island City, where he lives and serves as a spiritual leader at the nearby Center of Hope International church. Taylor works to improve the quality of life in various public housing communities in Queens, the South Bronx and East Harlem. Urban Upbound, a nonprofit he co-founded in 2004, has since served more than 15,000 low-income residents, providing them with access to resources like employment services and financial counseling.

Dan Mundy Sr. and his son, Dan Mundy Jr., are lifelong Broad Channel residents who have been involved in every aspect of life in the neighborhood. The father-son duo are best known for their environmental activism. They founded Jamaica Bay Ecowatchers and, in 2010, sued New York City, demanding that it better protect the bay’s ecosystem. After Superstorm Sandy, they worked to improve the Build it Back program for local homeowners. Both were featured in the 2016 documentary “Saving Jamaica Bay.”

Boris Kandov Central Queens has become home to a large Bukharian Jewish community, with about 50,000 members residing mostly in Forest Hills and Rego Park. Boris Kandov is the president of the Bukharian Jewish Congress of the United States and Canada, a coalition of Bukharian associations formed to help members integrate into American society while preserving their identity. As the community’s top lay leader, Kandov, who also co-owns a limousine company, is politically connected in the U.S. and Central Asia.

St. John’s University: Policies Driven by Data to Ensure Student Success When Conrado “Bobby” Gempesaw, Ph.D., became President of St. John’s University in 2014, he made student success and retention central to his strategic priorities. An economist by training, he instinctively knew that in order to implement an institution-wide shift, he needed to make greater information sharing and the use of data analytics the “new normal” at the 148-year-old Catholic and Vincentian university in Queens, NY, and one of the most diverse college campuses in the country. With a significant proportion of Pell Grant recipients, the University already had a strong record in assisting students from less privileged backgrounds. In an assessment conducted by The Chronicle of Higher Education in 2014 of student-mobility rates—students’ ability to move from a position among the bottom 20 percent for household earnings to the top 20 for individual earnings—St. John’s ranked first among all Catholic colleges and universities, and second among all private, not-for-profit institutions. Following a series of strategic policy decisions and other efforts to make students feel at home on campus, St. John’s has boosted its overall retention rates from 79 percent in 2013 to 84 percent just three years later. In 2016, 80 percent of African-American students returned for their sophomore year, compared with 72 percent in 2013; 81 percent of Hispanic

students also returned for their sophomore year, up from 76 percent in 2013. Research suggests that having a mentor in college improves both a student’s academic performance and emotional well-being. Mindful of the data, St. John’s developed two mentoring programs to help the students most likely to need assistance. In the Student and Faculty Engagement (SAFE) program, faculty, administrators, staff, and current students reach out to incoming freshmen to help them make the transition to college. The Reach, Inspire, Succeed, and Empower (RISE) network aims to support African-American and Hispanic-American freshmen students in their academic, personal, and professional development. With more than 183,000 alumni in St. John’s global network, mentoring and networking helped the University to deliver a career placement rate of 94.3 percent for the class of 2017 who were employed or pursuing a graduate degree within six months of graduation. At St. John’s University, ensuring that students finish their degrees is now a shared strategic priority. Enhancing students’ opportunities for future success fulfills St. John’s Catholic and Vincentian mission of providing quality education, particularly to those most in need.

Airport noise pollution has been a major quality of life issue in Southeast Queens. Longtime resident Barbara Brown has become a powerful voice advocating for alleviating the problem. She co-chairs the New York Community Aviation Roundtable, a group providing a forum for locals to voice concerns while seeking solutions. She also runs the Eastern Queens Alliance, a coalition of civic associations that urges the restoration of wetlands in Southeast Queens’ Idlewild Park Preserve and organizes environmental science workshops for children in the green space.

Since its opening in 1988, the Museum of the Moving Image has established itself as a leading cultural institution in Queens. Under the leadership of Carl Goodman, who was named its executive director after an expansion in 2011, the museum has increased its educational opportunities, offering many family-oriented activities, hands-on workshops and Summer Media Camp, where children learn about animation, game design, video production and puppetry. High school students can also take advantage of free programs at the museum’s Game Design Lab.

As regional vice president, Richard Dzwlewicz oversees TD Bank in Queens and the Bronx. With more than 30 locations in Queens and its support for local cultural institutions, the bank is among the most popular in the area. When not opening new branches, the industry veteran with nearly 30 years of experience serves on the boards of several Queens nonprofits, including the Greater Jamaica Development Corp. and Long Island City Partnership. He is also involved with the York College Foundation and Helen Keller Services.

Despite the stunning primary defeat of Rep. Joseph Crowley, his brother, attorney John “Sean” Crowley, remains an influential figure. The Forest Hills resident is a partner in the New York City office of law firm Davidoff Hutcher & Citron LLP, where he focuses on government affairs inside New York City Hall and Albany. He is also involved with the Woodside-based Emerald Isle Immigration Center and the MAZ Fund, which helps children with college expenses who have had a parent die as a result of a violent crime.

Cambria Heights resident Nantasha Williams is a valued political strategist at age 30. She has served as executive director of the New York State Black, Puerto Rican, Hispanic and Asian Legislative Caucus, and mounted an unsuccessful run for an Assembly seat in Southeast Queens in 2016. She then got involved in the Women’s March on Washington, working on the logistics team with national co-chair Tamika Mallory. She is now the group’s head of social impact and political engagement and serves on Queens Community Board 13.

Shanel Thomas has been a passionate activist for her community in Corona and East Elmhurst, where she grew up and still lives. She has worked for local groups and boards, including the NYPD 115th Precinct Community Council, Queens Community Board 3 and Neighborhood Housing Services of Queens CDC. Recently she was named community outreach manager for the LaGuardia Airport Redevelopment Program, tasked with maintaining relationships with elected officials, business owners and community leaders.

Jennifer Hensley is in charge of Link, which seeks to replace old phone booths throughout New York City with more than 7,500 free Wi-Fi kiosks. She started at the company in 2005 as its general manager and became its president less than two years later, overseeing its global operations and development. Since moving to New York City from California and settling in Astoria, she has also worked at the Alliance for Downtown New York and the Association for a Better New York.

Currently in its fourth season, the Queens International Night Market has become a beloved tradition in the borough. Its founder, former lawyer John Wang, worked hard and took many risks to make the venture a success. The fair, inspired by similar open-air markets popular in many Asian countries, is held in Flushing Meadows Corona Park and attracts thousands of residents with its affordable food from around the world, a range of merchandise from local artists and art performances.

Low-income tenants fighting landlords often rely on The Legal Aid Society. In Queens, they have a fierce defender in housing attorney Sateesh Nori. As attorney-in-charge of The Legal Aid Society’s Queens neighborhood office, Nori made headlines in recent months fighting for seniors forced to live without an elevator for weeks, battling the eviction of two Holocaust survivors and working to stop a landlord from intimidating low-income tenants. Since 2015, he has also served on the New York City Mayor’s Committee on City Marshals.

The Nepalese community has been growing in Queens in recent years, with numerous stores and restaurants opening, many of them in Jackson Heights. Assisting this growing Nepali-speaking community is Pabitra Benjamin and Adhikaar, a nonprofit that educates members about access to health care and fights for workers’ rights. Benjamin, who has been a community organizer and a field director for Amnesty International USA, has become a powerful voice for the rights of immigrants, regardless of their country of origin.

At 32, Jessica Ramos is challenging state Sen. Jose Peralta in September’s Democratic primary. The former aide to New York City Mayor Bill de Blasio hopes to capitalize on dissatisfaction with the now-dissolved Independent Democratic Conference, which Peralta joined last year. She already has endorsements from New York City Comptroller Scott Stringer and Council Speaker Corey Johnson. A Jackson Heights resident and daughter of formerly undocumented immigrants, Ramos understands the struggles of ethnic communities in Queens and has served as their voice.

Several years ago, bank manager Edwin Wong found a new calling and decided to become a community activist. In 2015, he co-founded the Forest Hills Asian Association to give a voice to the rapidly growing Asian community in the neighborhood. The group organizes cultural and networking events and hopes to one day establish an AsianAmerican center in Central Queens. Wong also serves as a member of Queens Community Board 6 and the Alliance for Flushing Meadows Corona Park.

Executive Director, Haitian Americans United for Progress Since its establishment in 1975, Haitian Americans United for Progress has helped those in need with access to social services, health care and immigration assistance. Elsie Saint-Louis, the group’s executive director, has sought to expand its programs. She recently made headlines as a critic of President Donald Trump in the wake of his inflammatory remarks about Haitians and his decision to end temporary protected status for nearly 60,000 Haitians who have been living in the U.S. since a devastating earthquake struck Haiti in 2010.

LOSERS POLLY TROTTENBERG The Vision Zero program headed by the New York City transportation commissioner has yet to hit its goal of zero traffic deaths, but it seems to be making progress. The first half of 2018 saw only 81 such deaths in the city, the fewest ever over a six-month period. But don’t get too excited. Trottenberg attributed the success to the speed cameras placed in school zones, a program that’s set to expire in a couple weeks unless the state’s wishy-washy Senate takes action.
