EVER SINCE Alexandria Ocasio-Cortez beat thenRep. Joseph Crowley in 2018, an army of progressive candidates have been following in her footsteps. And in New York, a number of AOC-like outsiders have followed through, knocking out half a dozen state lawmakers in the June primary. In the House of Representatives, however, a single New York challenger won: Jamaal Bowman, a middle school principal who beat Rep. Eliot Engel in a district spanning parts of Westchester County and the northern Bronx. While the Ocasio-Cortez playbook gets plenty of attention, another takeaway is that Crowley didn’t do enough to adapt the Queens Democratic Party, which he led, to the changing times. He did back Grace Meng’s groundbreaking House bid in 2012, even though his cousin was also running. But as a white man ensconced in the party establishment, he and his allies were more vulnerable than they realized. A similar threat to the Democratic Party apparatus in the Bronx is now playing out, with a number of veteran male politicians joining Engel on the way out. Critics say the Bronx’s old boys’ club is finally crumbling, while supporters point to the party’s backing of Darcel Clark, a Black woman, for district attorney in 2015 – although that may be the kind of exception that proves the rule, much like when the Queens machine got behind Meng.

BARBOT BOWS OUT
Dr. Oxiris Barbot stepped down as commissioner of the New York City Department of Health and Mental Hygiene, while the city continues to deal with the coronavirus pandemic. In her resignation letter, Barbot wrote that she is leaving with “deep disappointment that … the health department’s incomparable disease control expertise was not used to the degree it could have been.” Barbot has reportedly been feuding

with New York City Mayor Bill de Blasio for months over the city’s pandemic response, as the mayor has continually failed to heed the recommendations of his own commissioner. De Blasio increasingly seemed to rely on Dr. Mitchell Katz, who leads the city’s public hospital system. The mayor even announced that the new contact tracing program would be run through New York City Health + Hospitals rather than the health department, which has experience in contact tracing. The decision
confused public health experts who did not see the logic in removing one of the key responsibilities from a world-renowned health department. After Barbot’s resignation became public, de Blasio hastily called a press conference to appoint Dr. Dave Chokshi – a former high-ranking official in Health + Hospitals – as the new health commissioner. Later that day, a de Blasio spokesperson said in a statement that the mayor had asked Barbot to resign over the weekend, which is why Chokshi was ready to go so quickly.
ISAIAS WREAKS HAVOC
Tropical Storm Isaias moved through New York quickly, but not without causing extensive damage along the way. The storm caused the second-largest power outage in Con Edison’s history, behind only Superstorm Sandy in 2012, leaving over 130,000 customers without power in New York City. The high winds from the storm also caused the

TISH TAKES ON THE NRA
State Attorney General Letitia James announced that she is suing to dissolve the National Rifle Association and accused CEO Wayne LaPierre and other leaders of extensive criminal behavior, including fraud and using the nonprofit to fund their lavish lifestyles. The NRA is chartered in New York, which gives James the authority to potentially shut it down for breaking state laws regulating nonprofits. The new lawsuit comes after an investigation James began last year into the NRA’s finances.
SCHOOLS GET THE GREENLIGHT TO REOPEN
DRESS FOR SELF-DEFENSE Back-to-school season is upon us, but roughly a month before New York City students are scheduled to start classes, there are some daunting decisions to be made – by the state, city, teachers unions and parents alike – about what exactly that looks like. New York magazine explored that question this week, offering on its cover a preview of the latest back-to-school fashion: PPE chic.

Andrew Cuomo declared a state of emergency in downstate and Hudson Valley counties to help with cleanup efforts, and announced an investigation into utility companies after so many people lost power in the state.

state has an infection rate of below 5%, meaning that schools can reopen and stay open as long as the infection rate remains low. School districts still must get their plans for in-person learning approved by the state, and had until July 31 to submit those plans. Cuomo’s announcement means that New York City may become one of the only major cities in the country to have any in-person schooling, setting it up to be a test case for the nation. Last month, Mayor Bill de Blasio began releasing details of his reopening proposal, offering what he called “blended learning” by giving students the option to physically be at school for part of the week, and remote for the other part. At the end of last month, he offered more details about what would cause schools or individual classrooms to go remote. However, many teachers, parents and students still oppose any reopening and consider de Blasio’s proposal unsafe.

NYC ELECTION RESULTS FINALIZED
Six weeks after Election Day, the New York City Board of Elections released the final results for the June primary election that included the counting of hundreds of thousands absentee ballots. Those results confirmed the victories of Rep. Carolyn Maloney in the 12th Congressional District and New York City Council Member Ritchie Torres in the 15th Congressional District, the only two races that were still considered up in the air. The release of the results came shortly after a judge ruled that boards of elections around the state needed to count ballots lacking postmarks that were received on June 24 and June 25, which had previously been considered invalid. However, the city did not count those ballots before certifying its results, and the state Board of Elections is appealing the decision.

Dr. Dave Chokshi was appointed commissioner of the New York City Department of Health and Mental Hygiene following the resignation of Dr. Oxiris Barbot. Here are five things to know about the man combating the coronavirus. He’s taking over at a difficult time The coronavirus remains a threat, and the pressure is on health officials to guide the reopening while avoiding another surge. That means balancing political, economic and public health imperatives – pressures that apparently spurred Barbot’s resignation. He’s from NYC Health + Hospitals Mayor Bill de Blasio has favored the city’s public hospital system, NYC Health + Hospitals, over the health department. He assigned a contact tracing program to Health + Hospitals despite the health department’s long history of contact tracing experience. Chokshi may better align the department with de Blasio’s approach. Chokshi joined Health + Hospitals in 2014, recently leading a transition to telemedicine as chief population health officer.

He’s isn’t even 40 yet Chokshi is just 39 years old, and City & State recognized him as one of New York’s 100 most politically powerful Asian Americans. The Rhodes scholar came to New York City in 2011 and worked for then-Health Commissioner Thomas Farley. After a stint in Washington, he returned to New York as a senior adviser to then-state Health Commissioner Nirav Shah. He’s a man Barbot’s resignation continues de Blasio’s checkered track record with female leaders. There’s a gender pay gap at City Hall that is even larger among top officials, and women of color who worked for him say they have felt marginalized. He’ll keep seeing patients Chokshi plans to keep up his clinical practice as a primary care doctor at Bellevue Hospital. He’s not the only public servant in the family – Chokshi’s wife is an educator in the New York City public school system.
Led by state Senate Labor Committee Chair Jessica Ramos and others, legislators will also look at the impact of the federal Paycheck Protection Program on the state’s 16% unemployment rate.

THE CONTENTIOUS RESIGNATION by former New York City Health Commissioner Dr. Oxiris Barbot is just the latest example of Mayor Bill de Blasio’s often difficult relationships with people who would seem like potential allies, including his own appointees. Here are just a few of the mayor’s other bad relationships.

Despite the ongoing coronavirus pandemic, Barbot resigned from her position with a blistering letter that said she left with “deep disappointment” that de Blasio underutilized her department during the crisis. A de Blasio spokesperson, however, said the mayor asked Barbot to step aside. The move came after months of tension between the commissioner and the mayor, including a decision by de Blasio to move the city’s contact tracing program out of the Department of Health and Mental Hygiene.

De Blasio has never had a good relationship with his police department, but one would think that he would at least see eye-to-eye with the person he appoints as police commissioner. That hasn’t been the case. Shea, who de Blasio promoted from his position as chief of detectives in 2019, has been a staunch critic, in public and in private, of the types of criminal justice reforms that de Blasio ran his 2013 campaign on. But despite the opposing views, Shea still has a job and defends his relationship with the mayor, while de Blasio continues to praise him in public.

De Blasio appointed Peters as commissioner of the Department of Investigation in 2014 after Peters served as treasurer for de Blasio’s 2013 mayoral campaign. But even that relationship, one that led some to wonder if Peters could be an impartial watchdog, went south. De Blasio fired him in 2018 after Peters conducted several aggressive investigations into the mayor’s administration. The mayor had weighed firing Peters months before he actually did, but a report condemning Peters’ conduct as abusing his power gave de Blasio a reason.
GOV. ANDREW CUOMO
This goes without saying. New York City mayors and New York governors have never had a great track record of friendship, a tradition that continued with these two former close allies from the same party. Since de Blasio took office, Cuomo has consistently snubbed the mayor, asserting his own authority in what often seem to simply be potshots at de Blasio. The response to the pandemic has been no different, with the pair bickering over school closings and reopenings.
HILLARY CLINTON Although de Blasio managed the former first lady’s 2000 U.S. Senate campaign, he withheld his public support for her 2016 presidential campaign as he attempted to increase his own national progressive profile. Behind the scenes, he tried to get closer with the presumptive nominee, but leaked emails showed that the Clinton campaign, irritated by the lack of an endorsement, kept the mayor – and the agenda items he was advocating for – at a distance.
JOSEPH ESPOSITO
Esposito was a well-respected retired police officer before de Blasio appointed him as commissioner of the Office of Emergency Management in 2014. But after an unexpected snowstorm in November 2018 crippled the city and left children stranded on buses for hours, de Blasio quickly attempted to fire Esposito – without actually telling the commissioner himself, who refused to leave. The botched firing led to days of confusion before the mayor announced he would search for a replacement.

You have run and lost 24 different elections in New York over the past two decades. Now you’re running for president. What keeps you running? What motivates you? There are measures of winning other than winning the office, such as advancing a political agenda and raising issues that haven’t been picked up. For example, I got 5% (of the vote) running for governor in 2014. All of the reporting said that Cuomo wanted to run up the vote, get more votes than his father Mario (Cuomo) ever got and get more votes than he got in 2010. And at the end of the election,
he had less votes. He couldn’t take us for granted anymore. There were four issues that he had not supported before that election that he then took on after winning. He sort of changed his branding from the social liberal, fiscal conservative to the pragmatic progressive. So we got a ban on fracking, we got a $15 (per hour) minimum wage, we got paid family leave and we got the Excelsior Scholarship, which was billed as tuition-free public college – but it’s not. So we moved the agenda, even without winning the office.
What are you hoping that you can change or influence with the campaign that you’re currently running? I started the campaign focused around what I called three life or death issues. The first is the climate meltdown, that’s where the Green New Deal comes in. I was the first candidate to campaign for a Green New Deal when I ran for governor in New York in 2010. It’s as much a program for economic recovery as it is for climate recovery. The second issue is inequality – inequality kills. We have a declining
life expectancy in this country now, particularly among the working class. (Our campaign) has this economic bill of rights which includes a job guarantee, a guaranteed income above poverty, and “Medicare for All.” And then the third issue that none of the major party presidential candidates have talked about is the new nuclear arms race. We’re about to get out of the last bilateral treaty between the United States and Russia, Africa and a whole lot of other treaties. We’re calling for peace initiatives, deep cuts on military spending, pledging no first use of nuclear weapons.

H
ousing Works – which provides housing, healthcare, job training, legal assistance, and other supportive services for people living with HIV/AIDS – has spent the year disrespecting its workers and doing everything it can to deny their right to unionize. As Housing Works workers have fought for better jobs and to improve their clients’ care, their bosses have disregarded their progressive roots in favor of old-school unionbusting tactics. An organization with roots in radical activism retained a high-powered union-busting law firm who has now appealed to a Trump-appointed labor board to do their dirty work and crush their worker-driven union organizing campaign. And, much like President Trump himself, they seem to have no problem bending the truth to suit their motives. While Housing Works has long claimed neutrality in this campaign, the truth is they have fought their workers every step of the way. While they claim to want a free and fair union election, they are fighting to suppress their workers’ rights by indefinitely delaying the election. Housing
Works sees their workers’ conviction and are afraid they will lose. Housing Works’ latest move is outrageous, but also predictable from an organization that has continually betrayed its progressive roots. Early last month, the Brooklyn Region of the NLRB ruled that Housing Works’ reasons for continuing to delay the union election were not legally sufficient to stop the election and ordered ballots to be mailed to workers as they agreed to do in February, long before the COVID-19 pandemic. Housing Works responded by appealing to Trump’s labor board in D.C. In their appeal they are asking to delay the election indefinitely, and are asking the union to re-sign up all workers to join the union – destroying over a years’ worth of work by their workers in favor of a “redo.” While publicly they continue to claim they want all of their workers to vote, their latest move lays bare their motive: to silence their workers’ voices by crushing the workers’ organizing drive. Going back to Ralph Nader’s campaign in 2000, (the Green Party has) been offering a proven nonpartisan solution to the spoiler dilemma, and that is to replace the Electoral College with a rankedchoice national popular vote for president.
housing units, thrift stores, healthcare, and other locations throughout New York City have been clear from the outset that they need union representation to address a number of important issues and to provide their clients with the best possible care. Workers at Housing Works have raised serious concerns to management, describing unmanageable caseloads, lack of training, discrimination and harassment and health and safety issues. Workers have raised concerns about pay and benefits, including that their health insurance doesn’t provide adequate coverage, such as for workers transitioning genders. These workplace concerns are central not just to employee welfare, but to client care as well, with these issues leading to high turnover rates for employees. It is time for Housing Works to remember their roots for the good of their workers and their clients. By carrying on like the worst of corporate America, they bring shame to their entire organization. They need to stop fighting the election they’ve long claimed they want to see, and they need to start behaving as if their longstated public stance of “neutrality” is real, not just public relations obfuscation. We demand of Housing Works: Let your workers vote! Stop the misinformation, stop the unionbusting, and allow your workers to exercise their rights.

DEFENDERS Not long ago, the Bronx seemed to have New York City’s last powerful political machine.
Brooklyn had long been in decline, and the 2018 upset of thenRep. Joseph Crowley rocked the Queens Democratic Party, which he had run as party chair. In the Bronx, by contrast, Carl Heastie had ascended to the role of Assembly speaker, then-state Sen. Jeff Klein had shared control of the state Senate, and Bronx Borough President Ruben Diaz Jr. was on a path to becoming New York City’s first Latino mayor. However, Klein is now out of power and Diaz is set to retire, and another local power broker – Assembly Member Marcos Crespo – resigned as Bronx Democratic Party chair. Meanwhile,
upstarts like Rep. Alexandria Ocasio-Cortez, state Sen. Alessandra Biaggi and New York City Council Member Ritchie Torres are shaking up the party. Now, in the midst of the coronavirus pandemic – which hit the Bronx harder than any other borough – it’s up to elected officials in both the establishment wing and in the insurgent faction to work together to keep constituents safe. And they have help, thanks to the many local residents doing their part. This week, City & State tracks the evolving power structure – among elected officials and local leaders alike – and spotlights a group of unsung heroes who have stepped up to meet the challenge of COVID-19.

Bronx District Attorney Electorally, Darcel Clark is more secure than any district attorney in New York City. But as the first Black woman in her position, she will have to navigate scrutiny both externally and from within her own ranks as debates over criminal justice reform rage on. Despite positioning herself as a reformer, Clark is close with the Correction Officers’ Benevolent Association, her top donor, and the thousands of union members who work in her jurisdiction.

Assembly Member In June, Assembly Member Jeffrey Dinowitz dispatched an underfunded progressive challenger by more than 20 percentage points, his only competitive race since his first victory in 1994. Next year, Dinowitz hopes to see his son win the City Council race in the 11th District. His most immediate challenge is the feud between the influential Ben Franklin Reform Democratic Club and state Sen. Alessandra Biaggi, who is starting her own local political club.
7 JAMAAL BAILEY
State Senator Jamaal Bailey is ready for this moment. His aggressive criminal justice reform agenda figured prominently in the majority’s plans. In the wake of George Floyd’s death and the ensuing civil unrest, Bailey’s efforts have taken center stage. Section 50-a, the law that shields police disciplinary records, was repealed. What comes next will go through Bailey’s Codes Committee and will need to be championed by his mentor, Assembly Speaker Carl Heastie.

Bronx Borough President For more than 20 years, the Diaz family has been synonymous with Bronx politics. The three-term borough president amassed a war chest before dropping out of the 2021 New York City mayoral race in January, ending his bid to be the city’s first Latino mayor. Ruben Diaz Jr. will likely not stray far from the Bronx, but he could be on Gov. Andrew Cuomo’s short list if U.S. Sen. Kirsten Gillibrand is nominated to Joe Biden’s Cabinet.
New York City Council Member Vanessa Gibson wants to be the Bronx’s first Black borough president, and she has the cachet to do it. A protege of Aurelia Greene, who first helped unite the borough’s Black and Latino communities, Gibson will likely be the Democratic Party’s preferred candidate. As a council member, she negotiated the Jerome Avenue rezoning, blocked the new borough jail from her district and served as the first woman of color to chair the Public Safety Committee.
Democratic Candidate for the 16th Congressional District Jamaal Bowman consolidated progressive support, gained national attention and earned the support of many Obama foreign policy alums in his primary campaign to topple House Foreign Affairs Committee Chair Eliot Engel, who has served in Congress for more than 30 years. Although not technically an elected official, the Bronx middle school founder is poised to win in November – and will have to walk the walk and attempt to address the issues that plague the Bronx.

W
HEN IT COMES to beating an incumbent member of Congress in a primary, many have tried, and many have failed. But Jamaal Bowman is an exception. In his first campaign for office this year, the principal at a middle school in the Eastchester section of the Bronx knocked off veteran Rep. Eliot Engel. With a progressive platform and the backing of several left-wing groups, the 44-year-old political novice pulled off the biggest upset in New York since a certain bartender in the Bronx beat then-Rep. Joseph Crowley. Bowman lives in Yonkers in the heart of a diverse district that includes northern parts of the Bronx and southern Westchester County. With an overwhelming Democratic advantage in the district, Bowman is likely headed to Washington, D.C, this fall. Representing parts of New York City’s poorest borough during a pandemic and recession will surely pose plenty of challenges. But for liberals with big ambitions to expand the social safety net, it may also present an opportunity – especially if public disgust over the lackadaisical response to the coronavirus from President Donald Trump and the Republican majority in the U.S. Senate creates unified Democratic control in Washington. City & State caught up with Bowman by phone to ask how he won and what he hopes to do for his district and the country next year. The interview has been edited for length and clarity.
There were a lot of congressional challengers this year, and you were the only one to knock off an incumbent in the primary in New York. How did you pull that off? How do you run a successful insurgent campaign in the pandemic when you can’t knock on doors? I always point to the amazing team and staff that we were able to put together – not just in terms of the Justice Democrats, as the initial endorsers and their infrastructure support that they had in place, but also New Deal Strategies, (Campaign Manager) Luke Hayes, (Finance Director) Jesse Guy-Herman and just the overall

The City & State Interview team. And then we also had hundreds of volunteers supporting the campaign from the very beginning. So that helped with our field operations, right out of the gate. We were knocking on doors all across the district very early on, specifically targeting communities of color and communities that have been historically neglected like Co-op City, Yonkers, Mount Vernon, Baychester, Edenwald and parts of New Rochelle. So we did that early and often. And this was not a transactional political race. This was about deep, authentic relationships, and really listening and learning from the people across the district. And their words and their experiences helped us to craft the proper policy platforms throughout the campaign. And when COVID hit, we pivoted very efficiently to a virtual campaign. But then that gave us even more of an opportunity to center the well-being of the constituents in this district – so before even getting into who I was and why I’m running for office and why you should vote for me, we were having conversations around people’s needs, asking people, how are they doing? How are they coping? How are they holding up? What are their needs? And how can we support their needs? And it’s just helped us to connect on a more human level, in a way that my opponent didn’t, unfortunately for him. How does a candidate who never has run before become the person who gets New Deal Strategies, Luke Hayes and Justice Democrats behind him? I’ve been doing education organizing work for about a decade as a middle school principal. And I’ve been very vocal within education justice spaces for 20 years. When I started exploring a run for office, and people started talking to each other about it, I got nominated to the Justice Democrats. And the nomination process obviously went well enough for them to choose to endorse us, which led to other relationships that came about during the campaign. So it was just my background, and my story helped me to kind of hit the ground running on my own. When you go to Congress, what are your main priorities for the district and especially the Bronx parts of it? What we were hearing from voters throughout the district? Housing needs are huge. And on the Bronx side of the district, there are four (New York City Housing Authority) developments there. NYCHA has been disinvested in for 30 years, and over the last 10 years, NYCHA hasn’t received a dime from the feder-
al government. So, NYCHA needs to be renovated. We need to build new social housing as well. And we need affordable housing overall. So that’s a major need. Our schools on the Bronx side of the district are underfunded, chronically underfunded, and education funding is going to continue to be a huge issue. And then the third thing I would highlight is jobs, green jobs and alignment with our mission of net-zero carbon emissions within the next 10 years. Also growing jobs within the care economy. So universal child care too, nurses in long-term care providers – as well as infrastructure, so building and retrofitting homes and schools in alignment with the demands of 21st century green technology.

And if my wife allows me, I’m going to travel all over the country to canvass for Joe Biden and make sure he beats Donald Trump so that we can work together and so that we can call Joe Biden accountable. Why were you a registered independent, rather than Democrat, until relatively recently? And did you support Democratic candidates for president? I always voted for Democratic candidates for president. I always did throughout my life. I was registered as an independent because, you know, there was a time where I felt like neither the Democratic nor the Republican Party really spoke to my needs personally or the needs of my community. So I was disenchanted with both parties in my younger adult years, before becoming a Democrat in the last few years, and which also gave me the opportunity to participate in primaries, which is something that due to New York state’s closed election laws I wasn’t able to do, unfortunately.
WHENEVER I’M ASKED ABOUT IT, I REITERATE THAT I HAVE ENDORSED JOE BIDEN. I DON’T KNOW IF I PUT OUT A TWEET YET.
In terms of schools being underfunded, you actually wrote an op-ed for City & State in 2016 criticizing Cuomo for not fully funding Foundation Aid for schools in disadvantaged districts. Now that we have this huge budget deficit at the state level, can schools be fully funded from the state? Is there anything you plan to do from your position in Congress on that issue? At the state level, if Gov. Cuomo puts forward legislation that taxes the wealthy and ensures that the wealthy pay their fair share, we could generate the revenue needed to fully fund our schools, fully fund our health care system, and get our economy going here in New York state. At the congressional level, we’re calling for the quadrupling of Title I funds and fully funding IDEA, which is the special education law, to ensure that our schools and our students with the highest needs receive the funding that they deserve. And whether it’s a competitive block grant related to COVID or incentivizing new approaches to education, there are spaces for the federal government to step in and provide resources.
Have you endorsed Joe Biden for president? Yes. Whenever I’m asked about it, I reiterate that I have endorsed Joe Biden. I don’t know if I put out a tweet yet. But Joe Biden
What do you want to see happen in terms of COVID-19 policy? Your district has hardhit areas. There isn’t national funding for testing, contact tracing and quarantining right now. Do you have proposals for combating the pandemic? From the very beginning, we called on the president to activate the Defense Production Act – urgently from the very beginning – bringing the full resources of the federal government to bear to support testing and contact tracing in the most efficient manner possible. That’s something that is still haphazard across the country, which is why we continue to see the numbers grow in certain states and deaths continue to rise. So that’s one thing we’ve called for. We also called for a federal ban on rent, cancellation of rent and a blockade on evictions, so that people cannot be evicted from their homes when they’re not able to pay rent. And rent should be canceled during

And we’ve called for $2,000 per month for those who have lost their jobs during the duration of the pandemic, as well as continuing unemployment insurance at $600 per week. The Heroes Act does a block grant, there’s a lot of this, so we support the Heroes (Act) that the House passed. Now, I think it’s been two months already. And the Republicans are finally just responding. You would cancel rent even for people who haven’t lost a job? If people are able to afford rent and they can pay rent, then they should be paying rent, which they are. But if people have lost their jobs and they can’t afford rent, that needs to be canceled, and the federal government needs to step in to help people still pay for food and utilities and other things that they need. We also called for the cancellation of utilities and mom and pop mortgages because we know that, you know, some small landlords need support in paying their mortgages as well. What do you think about how Gov. Andrew Cuomo has handled COVID-19? I think his general handling of COVID has been pretty good, in terms of flattening the curve, and then bringing the numbers down to where they are. You know, pausing the state was a very smart move, and it really helped to bring the numbers to where they are. But there’s the other side of that, the other side of that includes the cancellation of rent, the blockades on evictions. That’s the other side of it that’s not really happening at the rate I would like to see it happen.
Black or Latino members of Congress in New York state from outside New York City. Now there could be four. So, that’s quite a change. Do you have any thoughts on how and why that change has come about so suddenly? Our elected officials are becoming more representative of the country overall. The constituents are voting for more diverse candidates because we’re a more diverse country. It’s as simple as that. It’s great to see. And, you know, the issues matter, more so than a person’s identity. I think that’s important as well. We never felt uncomfortable in the whiter suburban parts of the district.
IF PEOPLE ARE ABLE TO AFFORD RENT, THEN THEY SHOULD BE PAYING RENT. BUT IF PEOPLE HAVE LOST THEIR JOBS AND THEY CAN’T AFFORD RENT, THAT NEEDS TO BE CANCELED.
We did a story recently about how you, Jackie Gordon and Mondaire Jones all won Democratic primaries in districts that are largely suburban. Your district is a little bit different, because it’s actually mostly Black and Latino. But the others are majority-white, and you certainly have some majoritywhite suburbs in your district. Until (Rep. Antonio) Delgado, there were no
All the additional funding for housing and education and green jobs that you talk about would cost money. Do you also have a tax on the wealthy – or on everyone – proposal at the federal level? Absolutely. The wealthy elite, the one-tenth of 1%, needs to pay their fair share in taxes. That’s not happening. We need to tax capital gains and Wall Street and its transactions more than we currently do. And large corporations also need to pay their fair share of taxes as well, which currently doesn’t happen. That will help to offset the cost of some of the programs that I’m referring to. I think in addition, we also need to understand that our values and priorities drive our policy, and, you know, policy comes before costs.
What do you say to the counter-argument to raising taxes during a recession, that you would inhibit economic recovery? Also, at the state level, some argue that rich people would flee the state. Yeah, that’s bullshit. It’s bullshit because, No. 1: New York is the greatest city in the world. No one is leaving New York for asking them to pay 2% more tax. No. 2: Trickle-down economics has not worked for 40 years. We have a system where three
individuals own more wealth than the bottom 50% of the country. We have a system where Jeff Bezos made $13 billion in one day last week, and the millionaire and billionaire classes have grown, while 150,000 people have died from the pandemic. Our system is rotten and broken. And there’s no way democracy can flourish with this level of economic inequality. So we have to take a different approach. And that different approach involves everyone paying their share, and the government focused on policy that uplifts people in communities that have been neglected for decades – and not even decades, for centuries. Just look at something like how the Homestead Act helped white America build wealth, while the formerly enslaved never received the land that was promised to them. As a result, they haven’t been able to build wealth. This is historical and we have to right the wrongs of history through federal investment. Rep. Eliot Engel, who chaired the House Foreign Affairs Committee, was relatively hawkish for a Democrat and very supportive of Israel. How are you going to be different on foreign policy? I’m more dovish when it comes to foreign policy. Overall, I believe America needs to be a humanitarian leader when it comes to foreign policy, and we need to focus our resources more on dealing with issues of climate change and the immigration crisis and the refugee crisis that’s happening all over the world, because our military has been a part of causing these crises to occur. I support decreasing our military budget; there’s absolutely no reason for us to spend as much as the next seven countries combined. I support a 21st century Marshall Plan to rebuild the political and economic systems we’ve broken in South America, Africa, the Middle East and other places. And again, as a humanitarian leader, we need to be more involved to say more about what’s happening in Kashmir, what’s happening in China with the Uighur Muslims and what’s happening in Palestine with the Palestinians. One stark contrast between myself and Congressman Engel is I’ve been critical of occupation, annexation and detaining Palestinian children – where Congressman Engel has not. And it doesn’t mean that, you know, I’m not pro-Israel. I am in full support of Israel. I’m also in full support of the human rights of the Palestinian people. And it’s important for us to continue to uplift human rights in the Middle East and all over the world. And that’s what America should be leading on. And unfortunately, we just haven’t been for far too long.

With little help from the federal government and a still swelling pandemic, Rosa and the state’s education department recently released 145 pages of initial guidance on reopening schools. In her third term as regent for Bronx County and her second term as chancellor, Rosa faces a Herculean task: overseeing a return to inperson instruction amid a once-in-a-century pandemic.
George Gresham wields immense influence in New York politics, particularly in the Bronx, where he says 19,000 of his members live in the 15th Congressional District. In March, Gresham rebuked New York City Mayor Bill de Blasio after the mayor suggested Gresham asked him to keep the schools open. The next day, the schools closed. Grant and others in management acted quickly, launching massive safety and data collection efforts to keep the city’s supply chain running smoothly.

T WAS 2016 and Amanda Septimo, a 29-year-old Bronx native and labor organizer, wanted to represent her borough in a legislative body, but her first run for office slammed into a wall: She was bounced from the ballot during a special election for the New York City Council’s 17th District. Septimo was running to replace the scandal-plagued Maria del Carmen Arroyo. The county party backed Rafael Salamanca Jr., who went on to win the election, instead of her. Septimo’s error that got her removed from the ballot was that she circulated her petitions under the banner of an independent body called “Democratic Values,” which New York City Board of Elections commissioners stated would cause confusion among voters, since its name was similar to that of an

existing political party. So Septimo set her sights on the 84th Assembly District, where she’d have to knock off longtime incumbent Assembly Member Carmen Arroyo, the mother of the former council member Septimo had run to replace. But then she met with then-Bronx Democratic Party Chair Marcos Crespo. According to Septimo, Crespo called her consideration for the seat “naive” and told her to “learn a thing or two about a chamber before I try to join it.” “The further and further I get away from that conversation, the more I’m aware of how men just don’t get called naive. It’s just not what happens.” Septimo told City & State. “I think sexism in politics and in the Bronx, like every other place, is really insid-
ious. It’s not like, ‘Oh, that’s sexism,’ but it sort of infiltrates how interactions go, how conversations go. That’s probably one of my most vivid memories that really went on to shape a lot of my relationship with the party and with Crespo for these last few years.” Crespo did not respond to a request for comment. The Bronx has been run mostly by male politicians and legislators over the years, with the exception of a few women who have risen to higher offices or held onto their seats for a long time, such as Bronx District Attorney Darcel Clark, Assembly Member Carmen Arroyo and Assembly Member Latoya Joyner, who serves as a kind of second-in-command to Crespo on the county committee. Critics say that the Bronx Democrat-

ic Party is, like other party machines, an organization full of entrenched politicians whose leadership stands by incumbents through thick and thin – rather than welcoming younger, more progressive Democrats into the fold. Whether intentional or not, that wait-your-turn mentality can discourage women from running for office in the Bronx, maintaining the county Democratic Party’s reputation as a “boys’ club,” several Bronx lawmakers and activists told City & State. But over the past few years, the Bronx Democratic Party establishment has sustained body blows that could transform the makeup of the party from the bottom up – all the way from district leader up to the party’s chair. Bronx Borough President Ruben Diaz Jr. announced in January that he would be dropping out of the 2021 mayoral race and will be retiring at the end of his term. Crespo quickly followed suit, announcing he would not be running for reelection to his Assembly seat and that he would be stepping down as party chair. Meanwhile, nine of the 24 newly elected district leaders in the Bronx, who elect the county Democratic Party boss, were not backed by the party itself, Gothamist reported. Possible replacements for Diaz or Crespo include lawmakers such as City Council Member Vanessa Gibson, who would be the Bronx’s first female and first Black borough president if elected. Two relatively new Assembly members – Latoya Joyner and Karines Reyes – have been floated as potential successors to Crespo as county party boss. And thanks to incumbent Assembly Member Carmen Arroyo being kicked off the ballot before the recent primary, Septimo – a progressive candidate backed by the Working Families Party – is going to be her replacement in the 84th Assembly District after all. (In that district, which includes the neighborhoods of Mott Haven, Hunts Point and parts of Highbridge, as in most of the Bronx – which is New York City’s most Democratic borough – the Democratic primary is essentially the election.) Nearly a year out from the 2021 citywide elections, all but two of the Bronx’s nine City Council seats have female candidates. With a long list of women running for elected office in the Bronx this year and next, the borough could soon see not only more female lawmakers than ever before, but women rising to the most powerful positions within the county Democratic Party.

for office. Arroyo has been in office for 26 years, and her daughter was in office between 2005 and 2015. (The pair was once accused of siphoning cash into family-run nonprofits.) Diaz Jr., following in his father City Council Member Rubén Díaz Sr.’s footsteps, first won a seat in the Assembly at age 23 and has been a fixture in the Bronx ever since. Rep. José E. Serrano, who is planning to retire at the end of his term after 30 years in Congress, has a son, José M. Serrano, who has been a member of the state Senate since 2004. But two years ago, the Bronx’s political party began to steadily break down, allowing more opportunities for female insurgents. In 2018, Alexandria Ocasio-Cortez ousted 10-term incumbent and party-backed Rep. Joseph Crowley. That same year, Alessandra Biaggi defeated state Sen. Jeffrey Klein, who ran the Independent Democratic Conference. Both Crowley and Klein were enmeshed in the Bronx’s boys’
club, which developed a reputation in some circles for barring entry to women. “Together with the Bronx boss, Marcos Crespo, the two most powerful Democratic machines have frequently endorsed men when faced with qualified female candidates to choose from,” Alexis Grenell, a political consultant, wrote in the Daily News in 2018, referring to both the Bronx Democratic Party and the Queens Democratic Party, which Crowley then ran. In an emailed statement, a representative for the Bronx Democratic Party denied a lack of support for female candidates. “The notion that The Bronx Democratic Party is unsupportive of women running for office is not only unfounded but contrary to reality given the women this organization has endorsed and helped elect over the years,” the statement read, citing their support of Assembly Members Nathalia Fernandez and Reyes, who both replaced men. The county party has the most control over picking

judges, and women are a majority of judges in the Bronx: 11 of the 16 Bronx Civil Court judges are women, and 16 of the 31 Bronx Supreme Court justices are women. In response to the suggestion that they only back party-aligned candidates, the spokesperson pointed to Reyes, who had no ties to the organization and previously worked as a nurse, activist and union representative. But the number of female lawmakers in the Bronx is still paltry: Only two women represent the borough in the City Council, out of nine council seats. Four of the 11 Assembly members from the Bronx are women. One lucky lady currently represents the Bronx in the state Senate, out of five districts. Ocasio-Cortez is the only woman out of the four members of Congress with a portion of their district in the Bronx. The pages of the Bronx Democratic Party’s website showing photos of elected officials look more like a fraternity class picture than a body representative of a borough that is 53% female. Scroll too quickly and you’ll miss the women. Some women in the Bronx say that limits the effectiveness of the current political leadership. “Women tend to be more empathetic and willing to work with groups that they don’t necessarily agree with, and I think that’s very much needed,” Reyes said. “We have a lot of single mothers in the Bronx or single parent households, kind of juggling that experience of being a woman and going to work, getting an education, providing for our families and having to climb the social ladder that oftentimes wasn’t built for people – not just that look like us but (who) are female.” Reyes also argues that with women in charge there could be, “perhaps less patronage, because that tends to be kind of the boys’ club scenario.” In fairness to the Bronx, women are underrepresented in all of those legislative bodies. Of the council’s 51 members, just 12 are women. In the Assembly, just 48 of the body’s 150 seats are filled by women, while 19 out of 63 state senators are women. But it’s not just a lack of female lawmakers that gives the Bronx Democrats a reputation for being an old boys’ club; it’s the voting records and alleged behavior of some of those old boys themselves. Crespo, for example, voted against same-sex marriage in 2011, though he would later say he regretted the vote. Crespo’s socially conservative record also included votes against women’s reproductive rights, and he once sponsored a bill that would require parental notification of abortion. New York City Council Member Andy King, who represents neighborhoods including Baychester, Co-op City and Williamsbridge, has faced multiple sexual

harassment accusations in the council. Klein was also accused of sexual harassment by a former staffer. In 2018, in an encapsulation of the Bronx machine’s hostility to challengers, City Council Member Mark Gjonaj stood outside a Biaggi campaign event yelling “Shame!” through a bullhorn, leading a small crowd of protesters. (Gjonaj’s protest was nominally about Biaggi’s stance on a street renovation, but Gjonaj – who has had a number of ethical scandals – was also a close ally of Klein’s.) And then there’s Díaz Sr., whose reputation for outspoken social conservatism precedes him, including a long history of opposition to same-sex marriage and abortion rights. That outspokenness has at times included a number of homophobic statements and comments suggesting he wouldn’t report sexual harassment if he witnessed it in the council. But the departure of some of those old boys is accompanied by a wave of more diverse lawmakers. Ritchie Torres, an openly gay council member, won the Democratic primary to replace retiring Rep. José E. Serrano in his South Bronx congressional seat, defeating 11 opponents, including Díaz Sr. The Bronx Democratic Party remained neutral, endorsing no candidates in the primary. Díaz Sr. announced last month that he is retiring from politics. As the party points out, however, it has sometimes backed female candidates. Reyes, who was elected to the Bronx’s 87th Assembly District in 2018 after the seat was left vacant by current state Sen. Luis Sepúlveda, said that she’s seen both sides of the party. “It’s no secret that the Bronx had a reputation for being a boys’ club,” Reyes said. “I think some of that is true and some of that is just kind of what has become the narrative around how it operates.” The party, for example, supported Reyes when she decided to run. The party also supported District Attorney Darcel Clark in 2015 – the first female district attorney in the borough and, until recently, the only one in New York City. Clark’s election was not without controversy, though. Party leaders were criticized at the time for maneuvering to place her in the position in a way that avoided a primary challenge. Even if it becomes a co-ed club, it’s still a club. Gibson, who is leaving the council in 2021 and is now running for borough president, said she’s also felt supported by the party. “Democratic clubs and political organizations – the history of them – have really been dominated by men,” she said. “But not all of them have excluded women. I’ve enjoyed the support of the county organization through the years. But then there are other women that have not had the support of county organizations.” But even if the party hasn’t been entire-
ly patriarchal across the board, Reyes suggested female candidates suffered from a patronage system that mostly benefited male candidates. “Overall, there was still kind of a patronage structure – based on past relationships that a lot of the leaders had – that created obstacles for women to run,” Reyes said. How could you run for the seat? A handful of other lawmakers have dipped their toes in the water, or are rumored to be running, including Assembly Member Nathalia Fernandez and City Council Member Andrew Cohen. Either Gibson or Fernandez would be the first woman to hold the position, if elected. Asked whether she believes the next borough president should be a woman – whether it’s her or someone else – Gibson rejected the idea of candidates being reduced to their gender. “I certainly don’t want to promote myself as an African American woman. Everyone can look at me and see that,” she said. She wants the next borough president to be qualified and committed to solving the borough’s challenges, noting that among the most pressing issues for the Bronx is the fact that the borough has been hit particularly hard by the coronavirus pandemic. “If that candidate happens to be a woman and a woman of color, then I think it’s an added benefit.” For the party boss position Crespo is vacating, a handful of possible successors have also emerged, including Reyes, Joyner and their colleague in the Assembly, Victor Pichardo. Reyes, who would be the first woman and first Dominican American to
serve in the post, told City & State that she is still on the fence about vying for the position. “I actually had a conversation with Assemblyman Pichardo, because he did express that he wanted it, and he seemed to be very actively working towards it,” she said. But that was before a new slate of district leaders were elected – the members who vote for the party chair – many of whom represent the more progressive wing of the Democratic Party. “Now we have a new kind of class of district leaders that may not necessarily vote in his favor,” Reyes said. “And that has changed where I stand.” Reyes said that she is still considering a bid of her own, but that she would support Pichardo if he is able to consolidate support among the district leaders. Representatives for Pichardo did not respond to a request for comment. Representatives for Joyner did not comment directly on whether she is also vying for the role, but said in an emailed statement that she has always felt included and supported by the Bronx Democratic Party. With many council members on their way out in 2021 – including a handful in the Bronx – a number of female candidates could dramatically improve the chamber’s gender equity. That includes candidates to

replace Torres, such as Ischia Bravo, district manager of Bronx Community Board 7, and Elisa Crespo, an education liaison for Diaz Jr. who would be the council’s first out trans member if elected. (Elisa Crespo is not related to Marcos Crespo.) There’s also Amanda Farías, a former City Council staffer, who is running for Díaz Sr.’s seat after losing to him in 2017. “We (women) get told, ‘You’re too young’ or, ‘You should be more focused on starting a family,’ and other things that I resent,” Farías told City & State. “But, you know, this boys’ club, old-school politics mentality (of Bronx politicians) is attached to that lens, and it’s outdated, and that’s why we need new leadership.”

RONX DISTRICT LEADER Marjorie Velázquez, who ran against then-Assembly Member Mark Gjonaj for City Council in 2017 (and has filed to challenge him again after losing by less than 400 votes), told City & State that women have always run in Bronx elections, the only difference now is that they’re getting the attention that they’ve always deserved. But after losing her election, she decided to join the boards of both Amplify Her and the Broad Room – an activist organization for women and gender nonbinary individuals – to help women interested in politics get elected. “It was about getting women involved in politics and letting them know that these boys are going to take care of each other, so fuck it, we should do the same,” Velázquez said. Farías also feels that in the past, the lack of support that women received from the party impacted many women’s desire to run for office. “The only pathway in was getting permission (from the party),” Farías said. “I think that for a lot of us that have run for office, looking back at the years before us, the women that decided to run without permission were somewhat pushed off to the side or put on a naughty list or something like that.” While female candidates still have a long way to go in the Bronx, Reyes said that she believes that the days of the Bronx boys’ club are numbered. “I think regardless of whoever rises to the occasion of becoming the party chair, people are demanding something completely different,” she said, referring in particular to the party’s penchant for endorsing incumbents or those who wait their turn. “I think a lot of us have come to the realization that we can’t wait for people to give us permission to do things – particularly when it comes to the urgency of social movements and where we want our community to go politically. We just kind of have to seize the moment and do it,” Reyes said. “Worst-case scenario, you decide to run and you lose. But we’ve seen that, oftentimes, we fare pretty well.”

SINCE HIS MOTHER died in 2013, Danny Barber has taken care of his adult brother, Kenneth Massey, who has cerebral palsy, is partially deaf and is blind, among other health conditions – some of which leave him immunocompromised. Through the coronavirus crisis and other hard times, Barber’s brother has been a reminder of the potential for resilience and compassion. “Without the help of family and a great support system, I wouldn’t be able to do all that I do for people, because I’m responsible for him,â€? Barber says. “Kenny’s loved by so many people.â€? A resident of the Andrew Jackson Houses since he was a toddler, Barber has been president of the housing development’s resident association since 2000 and chair of the Citywide Council of Presidents since 2017. In mid-March, Barber began a collaboration with Assembly Member Michael Blake’s office and celebrity chef JosĂŠ AndrĂŠs’ national relief organi-
zation, World Central Kitchen, to deliver meals each day to about a dozen housing complexes in and around Blake’s district in the Bronx. Barber estimates that he has delivered hundreds of thousands of meals since then, in addition to coordinating with resident leaders and supervising distribution sites. He says residents of the complexes faced many fears in addition to the threat of the coronavirus itself, and they needed to know the food was coming from a trusted source. “In my community, it really impacts them because of the fear level,� Barber says. “The fear level was well above normal fear, and they’ve lived through gun violence.� While delivering meals full time, he continues to advocate for residents, recently calling on city leaders to preserve the Summer Youth Employment Program. The popular program provided city-funded summer jobs to nearly 75,000 young people and was in danger of being cut from the city’s budget due to the economic fallout from the coronavirus. Barber is honest about how scared he has felt throughout the crisis, especially for his vulnerable brother. But for him, the decision to take action was simple. “These are my peo-

the biggest losses brought on by the pandemic has been having to stop coaching basketball for Bronx boys and girls ages 10 to 14. The Bronxite has a preexisting condition that makes him more vulnerable to the coronavirus, but he mentions that almost as an afterthought. “Coaching was one of the hardest parts,� he says. At the South Bronx Overall Economic Development Corp., or SoBRO, Garcia oversees programs in the borough for about 1,200 children, including after-school programs throughout the Bronx and Harlem, career development programs, art classes and sports. When the coronavirus hit, the organization had to figure out remote programming for the first time. To help
students make the transition, staff members reached out to families via email and phone, and even made home visits in some cases. They helped some families apply for internet-connected devices from the city Department of Education. Since then, children have attended cooking classes and worked on art projects and science experiments at home, engaging with program teachers through Google Classroom and Zoom. When Garcia realized some students lacked supplies like scissors, notebooks and paint, he organized a program to provide graband-go art supply bags that were available for pick-up. Garcia says children who participate in SoBRO’s programs have many struggles related to being stuck at home. Some share small spaces with many family members. Some are embarrassed to show their virtual classmates what their homes look like. Others lack adequate internet access. Some lost family members to COVID-19. LGBTQ students who struggled to find acceptance at home have lost their safe community spaces. Garcia and his team institut-
ed wellness checks, contacting each family and asking about how school is going and what they need. Garcia, who overcame homelessness and became the first person in his family to graduate from college, says he is passionate about modeling resilience and leadership for kids in the borough where he grew up. “We took that fear, and we kind of wrestled with it a little bit,� he says of the pandemic crisis. “I used it as a platform, and I used it as a springboard.�

Gennaro Martinelli’s restaurant is the Rigatoni San Gennaro with cherry tomato sauce, eggplant and ricotta topped with fresh mozzarella. Long a staple at the Little Italy restaurant, the Rigatoni San Gennaro recently became an offering of encouragement for first responders, one that the Italian chef was happy to provide. “One lady, the next day she was really happy,� he says.
“This lady she was (saying), ‘Oh my God, please tomorrow, when again? I want it again.’� After his restaurant was forced to close due to the coronavirus, Martinelli and his staff participated in two food donation programs, providing discounted meals of salads, pasta and sandwiches to first responders at two Bronx emergency medical services stations and at St. Barnabas Hospital. From March until May, the restaurant staff provided hundreds of meals per day, sometimes arriving at work to begin preparing the food as early as 4 a.m. while wearing the required personal protective equipment. Born in Capua, outside Naples, Martinelli worked in 10 different countries before moving to the Bronx in 2009. He says he loves the fast pace of New York City, and he prides himself on preparing the kind of Italian food that’s actually from Italy. “Alfredo, to us, is a name. It’s not a sauce,� he jokes. But he says the crisis has brought the business owners in Little Italy together to get through this unprecedented time. “Before, we don’t even look at each other,� he says.

“And now, look at us, together to build something.� To many questions, the chef responds in the resounding affirmative: “100%, 100%,� he says. He talks about his passion for cooking, how seeing someone taste something delicious is more satisfying than any paycheck. Although the pandemic has required him to lay off some of his employees, he says he is confident San Gennaro can bounce back. “I never give up. You know, I know I can come back again like I was before, probably better than before,� he says.

IN A REGULAR YEAR, City-
meals on Wheels serves more than 18,000 older New Yorkers. During the coronavirus crisis, in March and April alone, the organization packaged meals for an additional 34,000 people at its warehouse in Hunts Point. “Not only were we feeding homebound seniors, we were feeding all seniors,� Emergency Meal Distribution Center Operations Manager Liz Cantillo says. She and her mother,

Operations Director Magda Melendez, are used to responding to emergencies. “(Hurricane) Sandy was a very good learning experience,� Melendez says. “But this was different.� People who depended on senior centers for meals found themselves without options when those centers closed, Melendez says. Everyone over 60 was being cautioned to stay at home, and buying food suddenly became a risk. The mother-daughter pair had to dramatically increase the capacity of their packaging warehouse in a matter of days. They leveraged decades of experience, emergency planning and strong connections with vendors to do so, doubling their workforce with additional volunteers and temporary workers. They reorganized the meal packing assembly line, instituted temperature checks and modified work schedules to lessen the risk of exposure for staff. To store additional food deliveries, they rented additional warehouse space. They added multiple additional delivery vehicles to get food to people in need around the city, including thousands in the Bronx. “We don’t think it’s going to go down anytime soon,� Cantillo says, referring to the number of meals they need
to distribute. “The population that we serve ‌ is very fragile, and they’re scared to leave their home.â€? Cantillo grew up around the Citymeals on Wheels warehouse, where her mother has worked for more than 20 years. She remembers coming in and helping with the assembly line as a child, and going along for deliveries on Thanksgiving and Passover. Cantillo did not initially intend to pursue a career with the organization, but she took a part-time job there while finishing college and never left. “This is a cause that involves you and loves you.
And when you do it with your heart, there’s no way to walk away,� Melendez says.

She first encountered it 16 years ago when she asked a client who was homeless, “What motivates you?� The man, who had mental health and substance use issues, had relapsed many times but always picked himself up and tried again to fight his illnesses. “Hope,� he said. “If you keep hope alive, you can’t go wrong.� This is the refrain that got Rivera through the coronavirus crisis earlier this year as she directed a team of case workers and mental health providers who visit and support about 45 older adults living in the Bronx. The team helps clients with mental
health challenges to organize their prescriptions, manage substance use disorders and find permanent housing, among other services. They support clients through regular in-person visits wherever they are – in a shelter, a prison or an apartment. When in-person visits had to be reduced due to the coronavirus pandemic, the organization’s clients – like older adults throughout the city – faced major difficulties. Three clients died of the virus. Rivera says one client, who is blind, was left alone after her home health aide stopped coming to work for several weeks during the height of the crisis. Rivera took on more of that client’s care, doing her laundry and cooking for her. She purchased rhinestones and attached them to the buttons of the microwave in an effort to help the woman operate it by touch. “I had to really assist her with that because she had no other support systems,� Rivera says. That was the case for many of the team’s clients: vulnerable people with limited resources, even in regular times. Rivera feared for her own health as well, but she put those worries aside. “The way I work is, when challenges arise, I work harder. I don’t back down,� she says. That, and she keeps hope alive.

sometimes trust begins with a trash can. She has many community development titles, one of which is executive director of the Jerome Gun Hill Business Improvement District in the borough’s Norwood neighborhood. Her first priority as she took on that job in 2016 was to listen to business owners. When they told her that sidewalk trash cans were overflowing, she found money in the budget to repair them and secured grants for five new ones as well as new flower planters and banners. “We really want our work (to be) very community-driven and not, you know, me deciding what the community needs,� she says. Montefiore Health System, which is one of the largest property owners and health providers in the Bronx, manages several of the borough’s community initiatives that focus on public health. Many of them are led by Tausig, who oversees beautification projects, small business support and the publication of the Norwood News, a biweekly neighborhood newspaper.

Her focus is on quality-of-life metrics, also known as social determinants of health. “There’s research that shows that people that have quality, affordable housing, jobs, that live in safer, greener neighborhoods and are more civically engaged and educated have better health outcomes,� Tausig says. As co-chair of the New York City BID Association, Tausig has made coordinating with other business improvement districts one of her priorities. In the Bronx, she’s helped create a boroughwide network of business owners. When the coronavirus crisis began to worsen, the connections that Tausig already had in the community proved extremely valuable. “Once COVID hit, we mobilized really quickly as a large coalition to help as many businesses in the Bronx as possible,� she says. They provided loan packages, organized webinars with experts and lawyers to inform business owners about federal aid, and connected businesses with accountants to help with aid applications. When she learned that less than 1% of city emergency small business loans initially went to the Bronx, Tausig pivoted toward political action. “We pulled together, put our advocacy hats on and were like, this is unacceptable,� she says.

Fund, Elena Weissmann often worked with clients imprisoned in a floating jail off of Hunts Point in the Bronx. The Vernon C. Bain Correctional Center, known as “The Boat,� has a capacity of 800, and many inmates were detained there only because they could not afford bail. Almost half of the people ever bailed out by the Bronx Freedom Fund eventually had their cases dismissed. Less than 2% ultimately received a jail sentence. After about 10 years of bailing people out of jail in the Bronx and Queens, recent changes in bail laws essentially left the Bronx Freedom Fund without an actionable purpose, though some aspects of the bail reforms were rolled back. The Bronx Freedom Fund began winding down its operations, closing by July 1. “It was a bittersweet end. There’s definitely still more work to be done,� Weissmann says. The organization’s staff of eight shrank to three as the pandemic escalated. Then one of those core staff members, Clinton Washington,
died of the coronavirus in April. Unable to meet in person, his colleagues gathered to mourn him virtually. “He was a very special person and a very committed advocate,� Weissmann says. As she processed that loss, and as she fell ill with the coronavirus herself, Weissmann continued to work to free people who were trapped in the notorious Rikers Island jail complex, which has nearly 10,000 beds and became a deadly coronavirus hot spot. Weissmann began collaborating in earnest with a newer grassroots group called the Emergency Release Fund. State law limits how much bail fund organizations like the Bronx Freedom Fund can contribute to bail, but the Emergency Release Fund is not limited in the same way because it is entirely grassroots and led by volunteers. Weissmann managed a cadre of almost 200 volunteers who were bailing out as many as 40 people in a single day with funds from donations. “I have learned about the generosity of New Yorkers who not only funded this initiative at a very grassroots level, but stepped forward to go to jails during a pandemic, exposing themselves to the virus because they wanted to get people free,� Weissmann says.

ERIC ROSENBAUM SEES the coronavirus crisis as a chance to change how the city responds to homelessness. His organization operates multiple shelters and residences, including two shelters in the Bronx, and provides health care for people who are homeless, among other services. Recently, thousands of the city’s homeless people, including some Project Renewal clients, have been given rooms in hotels to safely isolate. Rosenbaum says it’s a model that should continue. “All of these hotels were completely and totally empty,� he says. “And in the meantime, there were all of these people doubled and tripled up in very dense shelters.� Rosenbaum wrote an op-ed in the Daily News calling for shuttered hotels to be converted into singleoccupancy housing for people who are homeless through bond financing and transfer of ownership to nonprofit organizations. He calls it a once-in-a-lifetime opportunity. “We could reduce the census of homeless people who need shelter dramatically, and repurpose real es-

tate that otherwise is going to be boarded up,� he says. Project Renewal approaches many projects this way – with thinking oriented toward the future. A forthcoming project, the Bedford Green House, will feature an aquaponics greenhouse on the roof where both vegetables and edible tilapia will be raised in a closed system, as well as a facade covered with plant life. The organization recently opened Marsha’s House, a Bronx shelter for LGBTQ youth that is named for Black transgender activist Marsha P. Johnson. Though Rosenbaum is generally optimistic, it is obvious that the pandemic crisis has brought many obstacles. Due to funding cuts, the second phase of the Bedford Green House project will be delayed. Early on, the organization was so desperate for face masks that an acquaintance in Hong Kong sent some by mail. As anti-racism protests swelled, staff struggled to prove to police that they were essential workers. “I think the worst moment in this crisis is when the city went into curfew,� Rosenbaum says. “I feel awful that our people who were just showing up to do their job to help the city of New York, then, you know, were stopped or harassed by the police.�

Patel, who filed a lawsuit requesting that more absentee ballots be counted in the election after it was revealed that thousands would be tossed due to postmarking errors, insisted he would not concede to Maloney. But as far as Maloney is concerned, her win “reflects the will of the voters.”
