What does it mean to be a New Yorker? President Donald Trump, who was born and raised in Queens and built a business – and a brand name – in Manhattan, clearly qualifies. A number of people joining his administration, like Carl Icahn, Rudy Giuliani and David Friedman, are New York natives. Other Trump appointees adopted New York as their home state later in life. His son-in-law Jared Kushner is originally from New Jersey. So is Wilbur Ross Jr., the billionaire investor tapped as commerce secretary. Some are transplants from overseas: Chris Liddell, Trump’s director of strategic initiatives, hails from New Zealand, while Dina Habib Powell, the senior counselor for economic initiatives, was born in Egypt. Even the first lady is foreign-born – a remarkable fact, given Trump’s rhetoric against immigrants. But that’s just the kind of place New York is. Now that the Trump administration is up and running, many of these allies and associates have moved with the new president down to Washington, D.C. This week, the Slant honored the memory of Wayne Barrett, the journalism legend who died Jan. 19 at the age of 71, rerunning an interview recorded in April 2016 with the man who literally wrote the book on Trump. On his book, “Trump: The Deals and the Downfall”: When I signed it, we were all very concerned about libel. I went through probably three weeks of libel review with the Harper (publishing) lawyers. I can’t remember if he talked directly to me, or just to Harper. But I know his position was, “I’m going to sue unless you take the word ‘downfall’ off the cover.” That one word. I had 25 mob associations in the book. He didn’t give a damn! I accuse him of every conceivable crime, doesn’t give a damn. “Just don’t say I’m a failure.” On Trump’s candidacy: (Roger Stone) and Donald cooked up this candidacy. I don’t think they cooked it up with any idea of how big it would become. It was either a scam or a grudge or some combination thereof. ... They were out to submarine Jeb Bush … but it rolled into something so much bigger. TRUMP TO CITIES: DROP DEAD It was the executive order that caused shivers from coast to coast. In series of immigration-related actions, President Donald Trump signed an order Wednesday to withhold federal funds from cities that refuse to cooperate with federal immigration officials. These so-called “sanctuary cities,” like New York City and Albany, choose not to detain undocumented immigrants who interact with the police in most cases – a practice that was defended by none other than Mayor Rudy Giuliani in 1996 as making the city safer. Details on what funds will be withheld are still unclear, but New York City receives some $7 billion from the federal government every year. Mayor Bill de Blasio has threatened to sue and some court watchers believe Trump’s executive order will be found unconstitutional. SPARE A SWIPE? In a surprise move Wednesday, the MTA board voted to keep the price of a swipe at $2.75 instead of raising it to $3. The new plan isn’t without some pain – straphangers get less of a bonus for buying multiple rides, and weekly and monthly cards will jump by a few bucks – and the city and state continue to pass the buck on reducedprice cards for low-income New Yorkers.

SENATE DEM DESERTION State Sen. Jeff Klein’s cronies continued consolidating control with the addition of Queens Sen. Jose Peralta to Klein’s Independent Democratic Conference on Wednesday. Peralta’s joining adds an eighth member and a third person of color to a conference that had been criticized as all white. Particularly wounded: Democratic Senate Campaign Committee chairman Michael Gianaris, who will see an ally caucus with the Republicans.

An estimated 400,000 people showed their discontent at the Jan. 21 Women’s March on New York City, filling the streets of Midtown East with chanting and signs. New York Republicanos are beginning to buzz with concern that President Donald Trump is going to mess up their plans for 2017 and 2018. A top GOP leader previously told B&B that the 2017 New York City mayoral campaign operation is expected to lay the groundwork for a 2018 gubernatorial ground operation. With Trump threatening to cut off federal dinero to sanctuary cities, the New York GOP's effort to expand their voter base in the five boroughs will fail. The bochincheros are worried that whatever network and operational structure is left from the mayoral run will be diminished if Trump continues this kind of attack. “Donald is going to screw up our plans to cut into Cuomo’s huge support downstate,” a Republican bochinchero exclaimed. Another bochinchero pointed to the reaction from Bill de Blasio and other Democrats as a clear mensaje of how this could “f*** up our plan.” We wonder what Ed Cox, the New York state chairman of the GOP, thinks about this.

PRANZO IN SOMOS WORKED FOR BROOKLYN DA It appears that the Italian cuisine at the Il Giardino La Trattoria at the November Somos conference in San Juan paid off for MirRam Group (reported here in the 11/21/2016 issue). Acting Brooklyn District Attorney Eric Gonzalez – who is notoriously media shy – chose the firm to run his first foray into the electoral swamp. With more than $750,000 raised, plus the backing of Ken Thompson's widow, Congress members Hakeem Jeffries, Nydia Velázquez, Yvette Clarke and now the team that got Adriano Espaillat elected to Congress (albeit after failing twice before), novice Gonzalez is bettering his chances of a solid victory in the primary. Pero, a seasoned campaign cerebro told B&B that if one of the two announced female African-American candidates – Patricia Gatling or Ama Dwimoh – drops out, the other could win the race against Gonzalez. "I've done the numbers. If it's one black female, Eric loses." Hmm!

Buzz from a well-connected political bochinchera is that some National Puerto Rican Day Parade board members and a close amiga are conversando about honoring the recently pardoned Oscar López Rivera with a special recognition at this year's Boricua Pride celebration. The 74-year-old is the longest held political prisoner in U.S. history – he served over 34 years for seditious conspiracy and was pardoned by President Barack Obama on Jan. 17. He is scheduled for release from the federal penitentiary in Terre Haute, Indiana, on May 17. While the main bochinchero on this info was not sure if the freed political prisoner would be allowed to travel from Chicago to New York City, she assures me that the National Puerto Rican Day Parade on June 11 will be dedicated to Oscar López Rivera. She insisted that they wanted Oscar “en la Quinta.” Ojo: I ran this by a New York City law enforcement bigwig and his reaction was not enthusiastic. “This won't go over well with most in the NYPD or most of us in law enforcement anywhere.” REMEMBER, GENTE, IT’S ALL BOCHINCHE UNTIL IT’S CONFIRMED.

FOR WEEKS, DONALD TRUMP ran his presidential transition out of Trump Tower in midtown Manhattan. Now that he has been sworn in as president, he has made the move to the White House – and he’s taking part of New York with him. While son Barron and first lady Melania Trump are staying in New York City for now, there are a number of New Yorkers who have joined the new president on the big move down to Washington, D.C. Some of them are longtime friends and associates of the 45th president, or even family, in the case of his son-in-law, Jared Kushner. Some are wealthy Wall Street executives who will be charged with overseeing the nation’s financial and banking sectors. Others are political veterans tapped for their expertise, or major donors selected for their past support. “There’s a lot of talent here in New York and Donald Trump’s from New York,” said Ed Cox, the chairman of the state Republican Party. “There are a number of people ... from New York here who will be playing roles, and this state is going to be very important to Trump’s administration.”

The favored son-in-law, Kushner had to get a special ruling from the U.S. Department of Justice to see if his appointment would violate federal nepotism laws. The DOJ’s go-ahead gave Ivanka Trump’s husband clearance to stay in Trump’s ear, keeping a key advising role he had throughout the campaign. Kushner has his own New York real estate empire, running a firm founded by his father owning everything from high rises to East Village walk-ups, but he’s known in media circles as owner and publisher of the New York Observer – which he plans to sell off.

As chief strategist, Bannon will be one of the president’s most influential aides. One of a handful of high-profile Goldman Sachs alums, he left the Wall Street powerhouse in 1990 to form his own firm. He racked up quite the résumé since, producing politically conservative documentaries praising the tea party and denigrating Hillary Clinton before serving as executive chairman of Breitbart News Network LLC, which he called “the platform for the altright,” and managing Trump’s campaign.

The former Goldman Sachs chief information officer, who left the company in 2002, is awaiting Senate confirmation. Though he’s a New Yorker, Mnuchin could bring some Hollywood to D.C. after backing movies like “Avatar” and “American Sniper.” He was criticized for the foreclosure practices during the financial crisis of OneWest Bank, where he was CEO, and for failing to disclose millions in assets, including homes in Manhattan and the Hamptons.

Dubbed the “king of bankruptcy,” Ross has made a career in distressed industries, including handling Trump’s struggling casino business in the 1990s along with Carl Icahn. Lawmakers are expected to confirm Ross, once a major donor to Democrats. The billionaire was married to Betsy McCaughey when she was lieutenant governor under Gov. George Pataki and Trump attended their wedding, but the couple divorced in 1998.

CHRIS LIDDELL Director of strategic initiatives The former Microsoft and General Motors chief financial officer joined the administration as director of strategic initiatives. Liddell, a New Zealand native who led former GOP presidential nominee Mitt Romney’s transition team, has been living in New York.

RUDY GIULIANI Cybersecurity adviser The former New York City mayor, an early and outspoken Trump supporter, did not land the secretary of state post he wanted, but his consolation prize is a role developing government responses to cyber attacks. A presidential frontrunner himself in 2008 before fizzling out, Giuliani reportedly will continue running his consulting firm, Giuliani Partners, and won’t actually leave New York.

DAN SCAVINO Director of social media While a high schooler at a Hudson Valley country club, Scavino made a hole-in-one, at least in terms of his career, when he caddied for Trump. They hit it off, and Scavino went on to work as general manager of Trump National Golf Club. Later, he joined Trump’s campaign, transition and administration.

WHITE HOUSE EXECUTIVE RESIDENCE CARL ICAHN Special adviser on regulatory reform Icahn, the billionaire known for hostile corporate takeovers, was named special adviser on regulatory reform. The investor and founder of New York City-based Icahn Enterprises is older and wealthier than Trump – and has reportedly influenced the selection of other top administration posts.

K.T. MCFARLAND Deputy national security adviser McFarland didn’t even get through a 2006 GOP primary in a bid to knock out then-U.S. Sen. Hillary Clinton of New York, but now she’s in the White House and Clinton’s not. Trump tapped her for a key national security post after her stints in the Nixon, Ford and Reagan administrations, although she reportedly exaggerated her role in writing President Ronald Reagan’s “Star Wars” speech. She also worked as a national security analyst at Fox News.

HOPE HICKS Director of strategic communications Perhaps Hicks’ modeling work helped her jell with the former beauty pageant executive. While at Hiltzik Strategies, Hicks worked with the Trump Organization, and then transitioned in-house to handle press for Ivanka Trump’s fashion line and some resorts. Impressed by the Greenwich, Connecticut, native, Trump tapped her as campaign press secretary and convinced her to stay on in the administration.

THE GOLDMAN SACHS CREW Trump claimed that Goldman Sachs “owns” Ted Cruz and a campaign ad said the investment bank’s CEO “robbed the working class,” so it’s striking that he has tapped Goldman alumni for senior positions – spurring protests against “Government Sachs.” Goldman has a reputation for sending executives into government, but thanks to Rolling Stone’s Matt Taibbi, it’s better known as “a great vampire squid wrapped around the face of humanity, relentlessly jamming its blood funnel into anything that smells like money.”

GARY COHN National Economic Council director The Goldman president has been described as “big,” “abrasive” and “intimidating.” Trump liked his style enough to pick him to lead the National Economic Council, where he’ll cultivate private sector support for White House policies. He’ll be getting $284 million by selling off stock as he enters the White House.

MANHATTAN BOROUGH PRESIDENT Gale Brewer will be the first to admit that she has issues. “I’m interested in everything – that’s a big problem,” the Manhattan borough president said. “There are so many issues, and I can’t be an expert on all of them, but I try to address as many as possible and I do a lot of the work myself, so I learn what’s on people’s minds.” A sampling of legislative highlights speaks to the voraciousness of her interests: from paid sick leave to an open data bill requiring all city data to be published online; from the Fair Chance (“Ban the Box”) bill, which bars employers from asking prospective hires about prior arrests, to installing pedestrian signals that aid the blind. It was in the women’s

movement, however, that Brewer got her start in politics. As a member of the National Women’s Political Caucus, she helped Mary Anne Krupsak win her lieutenant governor race in 1974. Krupsak became the first woman to win statewide office in New York and Brewer was given a job on her staff. She would later serve as chief of staff to Ruth Messinger in the City Council, deputy public advocate under Mark Green, and representative of Manhattan’s Upper West Side in the City Council from 2002 to 2013. Honesty and accessibility, according to Brewer, are the two central tenets of her approach to holding office. It means making clear to people where she stands, wheth-

er or not she agrees with their position. As for accessibility, Brewer cites her choice of office as an example of her commitment. “We’re the first borough president to have a storefront,” Brewer said. “You just walk in, which is different than being in a tall office building, like most elected officials at my level.” Asked the most challenging part of her job, Brewer did not hesitate: real estate. “We need housing that’s affordable to New Yorkers, but the cost of the land, the cost of construction, the cost of the unit, and the need for the developers to make money and the tenants not to get evicted – it’s a challenge,” Brewer said. “Everything else,” she added, “you can almost handle.”

FRANCIS GREENBURGER FOUNDER, CEO AND CHAIRMAN Time Equities Inc.

For Francis Greenburger, who is responsible for managing a real estate portfolio of more than 25 million square feet, the problem is always time. “I work long hours,” he said. “Too long.” In fact, Greenburger has never been one to waste time. Even as a child, the entrepreneurial spirit burned within him. At 11 years old, the Queens native started working part-time for his father. Later, he began managing bands and, at 15, dropped out of Stuyvesant High School so he could work during the day and study at night. In 1966, Greenburger founded Time Equities and, before long, became a leader in the city’s cooperative conversion business. Upgrading poorly maintained rental housing

continues to be point of pride for the CEO. “We were able to bring new sources of funding and monies for renovation and improvements to under-maintained apartment buildings in New York,” Greenburger said. More recently, Time Equities developed 50 West Street in lower Manhattan, a 64-story tower that Greenburger believes will “redefine the downtown skyline.” But it’s not only on the skyline that he’s left a mark. Throughout his life, Greenburger has demonstrated a strong commitment to social justice, supporting like-minded individuals for elected office, while making major philanthropic investments in the arts, education and criminal justice.

In 2003, he founded Art in Buildings, a program that enriches commercial and residential spaces through rotating art installations from contemporary artists and galleries. Greenburger also established the Art Omi International Arts Center, a nonprofit artist residency program, and the Greenburger Center for Social and Criminal Justice, a 25-bed facility to treat convicts with mental illness. In the end, Greenburger believes that what is good for New York is good for business too. “In a very broad sense, I believe having a socially cohesive city is important for the success of the city and, therefore, the stability of my real estate investments,” he said.

In politics, there are early bloomers, and then there is Bruce Gyory, who first partook in the democratic process during the 1960 presidential campaign, at the tender age of 5. “I was handing out literature and campaigning and found the love there,” recalled Gyory, whose father was a leader in the labor movement. It was a couple decades later, during the 1982 gubernatorial primary, that Gyory began to establish himself as a leading expert in demographic and voting trends when he projected that voter turnout could hit the 1 million mark, to the benefit of Mario Cuomo. In 1989, Gyory proved his prescience again

by predicting that David Dinkins had a good chance of being elected mayor, based again on a higher-than-expected turnout projection. In August 2009, Gyory was on the mark in projecting the Bloomberg-Thompson mayoral contest as a lot tighter than polling suggested. Gyory has overseen microtargeting for three successful gubernatorial campaigns and served in the administrations of governors Hugh Carey, Eliot Spitzer and David Paterson. A frequent op-ed contributor, Gyory has taken the study of voting trends and used it as a mechanism to better understand the function of government. Among the trends Gyory is currently monitoring are the

Gyory is also studying the potential impact on governance of the city’s projected growth to 9 million inhabitants, how different growth rates are affecting regional voting patterns throughout the state and, on the national level, the subset of the electorate that has some college education but not a four-year degree, which he believes could be a tipping point in future elections. “It is my hope that I took that love of political history and used it to help others light candles rather than to curse the darkness,” Gyory said.

Jay Kriegel entered city government at a tempestuous time. Across the nation, anti-war protests, civil rights marches and other manifestations of political and social discontent, sometimes violent, were convulsing in urban centers. As a law student, Kriegel had worked for Rep. John Lindsay on the 1965 Voting Rights Act and, after volunteering for his 1965 mayoral campaign, joined Lindsay’s administration where he would work closely with the mayor on creating the first Civilian Complaint Review Board and developing policies of police restraint, response and control. The guidelines, still in use today, were ultimately endorsed by the Kerner

Commission and helped maintain order in New York during those years of unrest. “Lindsay had a very clear sense of how to respond and lead,” Kriegel said, recalling the mayor’s frequent nocturnal walks, most memorably in Harlem the night of Rev. Martin Luther King Jr.’s assassination. Kriegel, who would serve the mayor in numerous capacities, including as chief of staff, saw Lindsay as an inspiring leader. “He believed passionately in certain principles and was prepared to take risks and suffer major losses to defend them,” Kriegel said. In the decades since he left City Hall, Kriegel co-founded The American Lawyer magazine, was senior vice president

of CBS, led the national campaign along with Lewis Rudin that defeated Reagan’s 1986 effort to eliminate the deductibility of state and local taxes, and played a leading role, alongside Dan Doctoroff, in the city’s bid for the 2012 Olympics. Kriegel recently joined Related Companies, where he’s involved with Hudson Yards, the largest development in New York’s history. “This city, where I was born and have lived virtually my whole life, has been a constant in my life, and I take enormous pride in the bold initiatives I’ve been blessed to work on,” Kriegel said. “We certainly haven’t won them all, including the Olympic bid, but overall there have been tremendous impacts on the city.”

Gary Lewi first met Howard Rubenstein in 1983. Both men were waiting for U.S. Sen. Al D’Amato to show up at an event in the Diamond District. Rubenstein complimented Lewi, the senator’s press secretary at the time, on his work, and expressed interest in hiring him – a prospect Lewi agreed to consider, but not in the middle of the senator’s term. Three years later, shortly after D’Amato won re-election, Lewi’s phone rang. “The challenge for me was I had been dealing with major breaking news every day for six years,” Lewi recalled. “To go from that environment to a corporate environment where you’re going to have six meeting to discern the color of a client’s annual report would

have induced a cardiac.” But there was an appeal to working for a family-owned business, “small enough to walk into the boss’s office if you need to, but large enough to be dealing with substantive issues on the city, state, national side,” said Lewi, who credits his time as the senator’s aide with providing a baseline of understanding on how systems work and the intersection of public policy and publicity – as well as personalities. “Personalities will drive public policy as much as politics will, and often times people will forget that,” Lewi said. “You can see major policy initiatives die on the vine because personalities created a schism, perceived slights, miscues, miscalculations.”

Despite decades in the business, Lewi admits the source of creativity, and strategic insight, remain something of mystery. “There are Friday nights when I’m standing in the elevator lobby thinking, ‘Oh my God, was that the last train of thought I’m ever going to have?’” Lewi said. “And then I go home, take a very deep breath on Saturday and, on Sunday, in front of an empty screen with a large cup of coffee and Mozart, I ask myself, ‘Where do I need to take my client today?’ Fortunately, so far, the screen gets filled up, usually within 30 minutes, but if you’re doing this job correctly you do live in fear of having that screen blank after an hour.”

In that office, she would spend a good amount of time trying “to engage and support community groups and community boards, so they could have a say in their own development.” That principle of working with local groups carried over into her next role as president of American Jewish World Service, where for nearly two decades Messinger would be a leading activist for hu-

man rights around the world, whether protecting farmers’ land, combating the HIV/AIDS epidemic, promoting LGBT rights, working to end a civil war in Liberia or organizing campaigns against the practices of female genital cutting and early forced marriage. In Washington, D.C., Messinger lobbied on issues such as U.S. food aid legislation and the creation of a special ambassadorship for LGBT rights at the U.S. Department of State. Messinger has consistently worked to build coalitions and organize popular support for the causes she holds dear. Most of all, she has found that listening, particularly to the people most impacted by a given policy, is the key to successful advocacy.

American Jewish World Service The former Manhattan borough president, and onetime Democratic nominee to lead the nation’s largest city, got her start as a political activist in, of all places, Oklahoma. “It was a small town and they had relatively few significant Democratic activists,” recalled Ruth Messinger of that two-year period in her early 20s. “We had several opportunities to become involved, not just in campaigns, but in public issues.” Messinger would take the activist spirit back to her native New York. After losing a race for an open Assembly seat by 73 votes, she was elected to the City Council in 1977, where she emerged as leading liberal voice. An early and ardent supporter of campaign finance reform, Messinger was

The political bug runs in the family, from his great uncle Hyman, a legendary figure in the Brooklyn Democratic Party, down to his daughter Marissa, a former press secretary for Gov. David Paterson. Shorenstein traces his own engagement back to Vietnam War protests he participated in as a student. He would go on to volunteer on campaigns and serve as Democratic district leader on West Side of Manhattan, while practicing communications law. “We (my wife and I) thought we could contribute to making the world a better place through active involvement and speaking out and un-

derstanding the processes,” Shorenstein said. “Then my firm asked me to go down and open our Washington, D.C., government relations office, and politics became part of a vocation as well as avocation.” As an attorney, Shorenstein has represented a diverse spectrum of media clients, and served as regulatory and licensing counsel before the Federal Communications Commission, in addition to working on corporate transactions. He’s served on transition teams at the national level, for President Bill Clinton, as well as statewide officeholders, and provided strategic advice to candidates at every level of government. Shorenstein also represents companies and organizations seeking change in govern-

ment policy. The ability to align the private interest of a client with the public interest, and thereby effect broader change, is one of the more rewarding aspects of his work. “When you can achieve a result that really does serve the public interest and advance a client interest it gives you a great sense of accomplishment,” he said. Shorenstein took on a pro bono matter that resulted in the Presidential Medal of Freedom being awarded posthumously to civil rights workers James Chaney, Andrew Goodman and Michael Schwerner on the 50th anniversary of their murders – at a moment in which many people felt the Voting Rights Act was coming under attack.

Rent Stabilization Association All advocacy, no matter how rigorous, must be grounded in political reality. As president of the Rent Stabilization Association, the largest trade association representing property owners in New York City, Joe Strasburg has to put himself in the shoes of those whom its his job to sway. “When you’re advocating seriously for changes, they have to be reasonable,” he said. “Most elected officials are not going to be suicidal, especially on a hot issue like rent regulation. No. 1, they always want to get re-elected and, secondly, for those of us who advocate on issues, we don’t want those reasonable elected officials exposed to unnecessary attacks and to be viewed as ‘anti-tenant.’”

When he believes a policy is both reasonable and feasible from a political standpoint, Strasburg, who served as chief of staff to City Council Speaker Peter Vallone Sr. prior to joining RSA, is not shy about making his voice heard. Still, he acknowledges that policies he and his members believe to be grounded in common sense can, for political reasons, run aground. “Our members sometimes don’t understand why certain things that make sense as a matter of common sense can’t happen,” Strasburg said. In his two decades at the helm of RSA, Strasburg, who sees himself as a voice for small property owners, has played a large role in shaping housing policy. During that time, he has

helped to deliver many results for his members, such as the vacancy allowance. However, Strasburg believes that the policies he has advocated – such as J-51 tax exemption and abatement – have directly contributed to greater investment in housing stock and a marked improvement in living conditions across the city. A Bronx native, Strasburg recalls the abandonment of housing in that borough in the 1970s. “The image was really seared in my mind when I was watching the Yankees in the World Series, watching buildings burning nearby,” he said. “Now when you go there it’s been rebuilt, and it’s been rebuilt because of the political commitment of elected officials.”

Open Society Foundations Enduring change, even that which can impact millions of lives, does not always arise from grand visions. For Herb Sturz, it all began when a friend, the philanthropist Louis Schweitzer, asked him to look into a single issue: the number of people awaiting trial in jail because they couldn’t afford bail. Sturz had no prior expertise in the justice system, but had recently won an award for a series of articles he penned on the Bill of Rights for Boys’ Life magazine. Through a friend, Sturz managed to reach the U.S. attorney general at the time, Robert Kennedy, in whom he found a sympathetic ear, but unable to find an existing group to champion their cause, Schweitzer and Sturz

created the Vera Foundation. Their efforts led to the federal Bail Reform Act of 1966, and that was just the beginning. “People probably treated us better than we deserved, and took us seriously, which led to doing more for accused people,” Sturz said. The Vera Institute of Justice, as the organization is now called, would become one of the nation’s most innovative and influential research organizations, pursuing a reform agenda on issues around bail, legal representation and conditions in detention facilities. Reforming deeply entrenched systems is, of course, no simple task. On his own success, Sturz remarked, “You have to learn a lot about specific, narrow aspects of (a

system), which is where we began in a good way with the bail work.” In spinning off new projects, such as Center for Court Innovation, Vera has also helped spawn an ecosystem of organizations dedicated to bringing “the community and the system closer together,” and capable of confronting new challenges as they arise. At Open Society Foundations, he has helped construct 30,000 houses in South Africa and launched The After-School Corporation while continuing to work on criminal justice. “To say everything is wonderful today would be absurd, but things are a little better,” Sturz said. “Housing is better, treatment in the jail system is better. It’s a long game.”

Constantinople and Vallone Consulting LLC While many New Yorkers take matters of community safety to heart, few – we can safely assume – would ever think of using their desk to block traffic, forcing the city to install a stop sign at a dangerous intersection. But that was Peter Vallone’s father, Charles, a community organizer who went on to become a Queens county judge. Vallone’s mother was also engaged, serving as a state committeewoman. “Growing up watching my parents work so hard to make our community a better place propelled me to get involved in politics,” Peter Vallone Sr. said. And involve himself Vallone sure did. For a quarter century, he represented Queens in the City Council, becoming the body’s first speaker in 1986, a

position he’d hold for a decade and a half. During his tenure as speaker, the Board of Estimate was eliminated, which brought the budget, land use and zoning under City Council purview – a significant expansion of its role in city government. It was also under Vallone that the Council passed “Safe Streets, Safe City,” a 1991 initiative that added 15,000 officers to the NYPD, contributing to the lowest levels of crime in decades. Despite his legacy as a lawmaker, Vallone cites establishing The Peter F. Vallone Academic Scholarship, which has helped thousands of high school students attend the City University of New York, among his proudest achievements. “I truly believe educa-

tion is the greatest source of opportunity and to be able to help students advance their education is something I am extremely proud of every day,” Vallone said. HELPING LGBTQ TEENS STAY OFF THE STREETS By ALICE POPOVICI

Y THE TIME a homeless young person who identifies as lesbian, gay, bisexual, transgender or questioning arrives at the Hetrick-Martin Institute, it is often too late to mend their frayed family bonds, according to staff members at the 37-year-old social services organization. They usually come as teenagers after they’ve been kicked out of their family home due to the cultural stigma attached to being gay, or after they’ve run away. Part of the problem is that parents often don’t understand the challenges their child is facing as an LGBTQ person, HMI staff said. That’s why, with funding from The

New York Community Trust, New York’s community foundation, the organization is launching a pilot program designed to educate parents and families about LGBTQ issues before their children reach puberty. “We have long felt that there’s too much pressure on a young person during the time that they’re coming out that they can’t shoulder the responsibility of educating their parents at the same time,” said Bridget Hughes, senior director of youth services at HMI. The curriculum for the program, which will begin with 50 families in the next few months, will include vocabulary and concept skills designed for people who may not be familiar with what it means to identify

as LGBTQ. To reach potential participants, Hughes said HMI will leverage its experience and relationships with underserved communities and reach out through the city’s Department of Education to communities of color and schools that serve immigrant communities. “The real lever of change here is going to be access and relationship building to those communities,” Hughes said. If Hetrick-Martin determines the program has had an impact, she said they’ll aim to expand it. Founded in 1979, HMI was one of the first organizations in the nation to do outreach work with LGBTQ youths. In 1985, the organization founded Harvey Milk High School for at-risk youths. Today, HMI

serves young people between 13 and 24 and their families with a budget of nearly $3.9 million, according to the most recent figures published by GuideStar. This is the third time since 2013 that HMI’s programming to reduce homelessness among LGBTQ teens has received funding from The New York Community Trust. HMI will use part of the $118,000 grant to fund the pilot. The remainder will be used to strengthen the outreach work HMI has been doing since 2013. “Not all these kids trust the system,” said Roderick Jenkins, senior program officer for the jobs and workforce development program and the youth development program at The New York Community Trust. Despite that fact, HMI has been able to put “a dent” in the number of homeless teens living in the city, Jenkins said.

In 2015, Hetrick-Martin reached 3,097 LGBTQ homeless youths on the street, enrolled 207 youths in case management and provided clothing and food services to 358 youths. Eric Peterson, a housing counselor, helps youths navigate government agencies to obtain documents such as New York City identification cards and Social Security cards. These can be particularly significant records for genderqueer youths and especially those who are homeless and dealing with the chaotic situation of couchsurfing, sleeping in public places or engaging in prostitution in exchange for a place to sleep, Johnson said. Some end up overdosing on drugs or attempting suicide.

Studies by government agencies and social services organizations suggest LGBTQ youths account for between 13 percent and 36 percent or more of the total homeless youth population. In 2013, HMI reached 1,000 LGBTQ homeless youths on the street, enrolling 200 in its housing case management program which includes counseling, hot meals and

For a young person who had been misgendered starting with her birth certificate, Peterson said the updated documents made her feel “whole and complete.” “That often gets overlooked as a milestone,” Hughes said. “That’s protection for their mental health, for their physical well-being and their ability to access services that are appropriate for the rest of their life.”

Promoting Access to Specialized Schools in New York City is a volunteer organization that helps students prepare for and take the Specialized High School Admissions Test and increase diversity at specialized high schools. NYN: How does attending a specialized high school help? RB: The city’s specialized high schools are some of the most transformative opportunities available to students. … If you’re facing tough socio-economic conditions (and) you didn’t find yourself performing very well in elementary or middle school, you do well on one test, get into one of these schools, you get a clean slate. NYN: How is your barely one-year-old organization getting meetings with the city’s Department of Education? RB: We were able to leverage the network we already have access to, to convince them to give us time. I’d like to say that we are a “collective impact action tank” – that is, a think tank that takes action to develop collaborations between community actors on shared goals. NYN: Why did you choose to structure yourself as a volunteer organization? RB: This was in large part driven by my interest in working with my friends. I was able to go to them and say instead of going to that dive bar on Friday, we can raise awareness about the SHSAT to help diversify the specialized high schools. ... It was so phenomenal because, you know, we only have so much time to give to these sorts of efforts.

BILL PERKINS If a legal challenge proves true, the state senator’s effort to get on a “Community First” ballot line in a bid for a vacant Harlem City Council race could leave him in last place. A lawsuit filed by an opponent’s ally alleges Perkins’ campaign prematurely collected signatures and then falsified dates to hide the transgression. Perkins’ campaign called the claims false, but no matter what he can’t be happy about the unfavorable press.
