EDITOR’S NOTE In his 2015 State of the City address, New York City Mayor Bill de Blasio announced plans for a “five-borough ferry system” that would connect farflung outer-borough neighborhoods to Manhattan, all for the same price as a subway ride. “For years, the conventional wisdom has been that certain neighborhoods are doomed to isolation because of their geography,” the mayor said in his speech. “We are going to change that. Today, we announce that we’re launching a new citywide ferry service to be open for business in 2017.” But since then, it has become clear that a “four-borough ferry” would have been a better name. Staten Island, which already had the fewest transit connections to the rest of the city, was put on the back burner. The ferry system, which has opened terminals to much fanfare and drawn crowds of locals and tourists alike, has since been renamed the NYC Ferry, a far more noncommittal description by the de Blasio administration. Staten Islanders haven’t been happy about being left out – especially Borough President Jimmy Oddo, the subject of this week’s cover story.

Latest JAILBIRDS ROCK THE VOTE Although voting and criminal justice reforms fell out of this year’s state budget, Cuomo took matters into his own hands by signing an executive order to allow felons on parole in the state to vote. According to the governor, that would open the ballot box to 35,000 people. But the order doesn’t change the state law, which would require legislative approval. Rather, Cuomo would issue a conditional pardon to any felon on parole now or in the future. Republicans criticized the move, with state Senate Majority Leader John Flanagan calling it a “radical departure” from the legislative process.

The Working Families Party endorsed gubernatorial candidate Cynthia Nixon on April 14, a few weeks ahead of its nominating convention in May. The move is a significant rebuke of Gov. Andrew Cuomo, who has been accused of threatening to pull state funding from activist groups affiliated with the WFP in response. It also exacerbated a rift between labor unions, many of whom support Cuomo, and the WFP, with three more unions backing out of the party Friday night ahead of the announcement. WFP State Director Bill Lipton insisted that the small but influential third party will not be a spoiler in the general election as some fear, and will reassess its endorsement of Nixon if she fails to win the Democratic primary.

FIRST DAY BACK The state Legislature was back in session last Monday after a twoweek post-budget vacation, and the state Senate Democratic reunification became, somewhat awkwardly, official. Former state Senate Independent Democratic Conference leader Jeff Klein moved into a new, smaller office. On Tuesday, former state Senate Deputy Minority Leader Michael Gianaris handed over the reins (and his chair) to Klein. And layoffs and pay cuts loomed for former IDC staffers.

C&S: In one fell swoop, poof, the IDC was gone. What prompted this? NR: Clearly, pressure (on Gov. Andrew Cuomo) is coming from Cynthia Nixon, who is challenging him in a Democratic primary. This is something that we really haven’t seen before, where somebody with celebrity name recognition, known for her work as a public education advocate in Albany, is challenging the governor from the left, and using this arrangement in the state Senate as kind of a rallying call for liberals who are dissatisfied with what has been going on in Albany for the last eight years or so. And obviously, if Hillary Clinton were president of the United States, I think it’s very unlikely we would be seeing all of this. I don’t think we would be seeing the same kind of liberal anger right now and motivation to not just get out to the polls, but also to challenge Democrats

who are enabling Republicans in the era of the Trump administration. C&S: One Democrat said to me, in the post-Trump era, every seat is competitive. NR: In a broader sense, we’re seeing right now with the Democratic Party what we saw with the Republicans back in 2009 and 2010 with the Tea Party and reaction to Barack Obama being elected president, and this sense that Republicans are not conservative enough. We saw a wave in 2010, now the pendulum has swung in the other direction and we may see a wave of liberal Democrats getting elected in 2018, many of whom will not be willing to compromise with the president, or with a moderate Democratic governor like Andrew Cuomo.

SIX FLAGS NEW YORK

Staten Island isn’t a dump. But its flag “looks like seagulls flying atop the Fresh Kills Landfill,” said Borough President Jimmy Oddo. So he had the unofficial flag unofficially redesigned in 2016 to something a little more staid: an updated green borough seal. New York City Mayor Bill de Blasio went along with it, but the New York City Council’s still flying the “dump” flag at City Hall. Here’s a bit on the borough’s banners – most of them, uncontroversial. THEN

NOW

STATEN ISLAND Goodbye cartoonish hill, hello allegorical female figure staring out at an oyster fishing boat on The Narrows. It’s based on a refreshed version of the borough seal, and the two dates represent the year Henry Hudson first visited the island, in 1609, and the year Staten Island joined New York City, 1898.

BRONX

BROOKLYN

Adopting the blue, white and orange of New York City’s Dutch heritage, the Bronx flag also features the Bronck family crest – the borough’s namesame. Officially adopted in 1912, Bronx Borough President Ruben Diaz Jr. uses the flag heavily.

“Een Draght Maekt Maght,” reads the Brooklyn flag, Dutch for “Unity Makes Strength.” The flag, in use since at least the 1860s, also features a Roman fasces, a symbol of unity.

MANHATTAN

QUEENS

Nearly identical to the New York City flag, it also features the Dutch-inspired blue, white and orange, and the seal features both a Dutch settler and a Lenape native. The date, Nov. 1, 1683, marks the official creation of New York County.

A tulip for the Dutch, a rose for the English and wampum shells around them for the Lenape represent the city’s varied heritage. The blue and white stripes are borrowed from the arms of Willem Kieft, a 17th century leader of the Dutch colony.

AROUND THE ISLAND A status update on Staten Island’s biggest projects and toughest challenges By FERNANDA NUNES

FORGOTTEN? Maybe not, but there’s always been something different about Staten Island. From its loads of green space to its suburban je ne sais quoi, the island has always stood out among its fellow boroughs. That means it faces equally unique challenges in the city – ever hear about an exploding deer population in Brooklyn? Here’s a look at some of Staten Island’s most Staten Island-y dilemmas.

THE NEW YORK WHEEL KEEPS ON TURNING

Major real estate projects are part of a plan to attract businesses and tourists to Staten Island’s North Shore. One of them is the city’s first outlet mall, Empire Outlets, which is expected to open in the fall. The outlet mall will have more than 100 retail stores and committed to hire 1,200 people through a job training program, which will include at least 60 percent local residents, according to an agreement negotiated by New York City Councilwoman Debi Rose. Another project under construction is a complex with office and retail space as well as affordable and luxury apartments. The Lighthouse Point is also going to renovate four historic General Lighthouse Depot buildings.

7

Capping the development plan is a planned 630-foot observation wheel, which was announced in 2012. Its original completion date was 2015, but it has been pushed back several times. New York Wheel Owner LLC, the developer for the project, and the project’s main contractor, MammoetStarneth LLC, took a dispute over payments to court. New York Wheel then fired the contractor. In December, MammoettStarneth filed for bankruptcy. A month later, Rich Marin, co-founder of New York Wheel, resigned as CEO. As part of its liquidation of assets, Mammoet-Starneth tried to auction parts of the wheel, valued at $9 million, and avoid the hefty storage costs. As court hearings continue, the completion of the Wheel is uncertain.

STORMY WEATHER

Staten Island, which was hammered by Superstorm Sandy in 2012, is continuing to rebuild and improve its resiliency for future storms. After Sandy hit, the city started a program to select neighborhoods, assess their need for adaptations and ultimately “help residents and businesses withstand and recover quickly from future storms and flooding.” The East Shore is part of the initiative, and as a result, some areas were designated enhanced buyout areas due to their vulnerability, and are now part of the East Shore Special Coastal Risk District and Rezoning, designed to reduce damage in case of storms or floods. U.S. Sen. Charles Schumer recently announced $730 million that will go toward funding Army Corps of Engineers’ projects on the island, among them is building the East Shore seawall. With an estimated cost of $615 million, the four‑year construction timeline was pushed back two years, and now is scheduled to begin in 2019. Another initiative underway in Staten Island is the Living Breakwaters project, which is to be implemented on the island’s South Shore by the Governor’s Office of Storm Recovery. Construction of the federally funded $60 million infrastructure project along the Tottenville shoreline is scheduled to be completed by 2020.

COMBATING OPIOIDS Staten Island has been one of the areas most affected by the opioid crisis. In 2017, the borough saw an increase in overdoses and in overdose reversals due to the medicine naloxone, which decreased the number of fatal overdoses. In an effort to combat the crisis, last month Mayor Bill de Blasio announced a $22 million increase to the HealingNYC program, which was launched a year ago. The additional funding, part of the fiscal year 2019 budget, will add to the city’s $60 million in annual spending dedicated to preventing opioid overdose deaths. The additional funding includes an increase in the distribution of naloxone kits to homes visited by the New York City Fire Department’s Bureau of Emergency Medical Services in overdose calls through the Leave Behind program as well as

expanding peer-based interventions through New York City Health + Hospitals. In addition to those programs, the Richmond County District Attorney’s Office created the Overdose Response Initiative to identify and prosecute dealers, and provide support to families. As part of HealingNYC, the borough is also working with clinicians to avoid overprescribing opioids and expand treatment in hospitals. Last year, overdose deaths in Staten Island declined 26 percent from the previous year, with almost 300 reversed overdoses using naloxone. While some reports show that it is still hard to obtain naloxone due to poorly informed pharmacies, the city hopes to “help save as many as 400 lives by 2022.”

De Blasio’s controversial $3.6 million plan to sterilize Staten Island’s growing deer population seems to be working. With no natural predators in Staten Island and migration from New Jersey, the population grew from a documented 763 in 2014 to an estimated 2,000 last year. Two years into the unique program, the deer population declined 8 percent in the past year, while births were also down 50 percent. This is a win for Staten Island, since a smaller deer population means a reduction in car accidents, preventing the deterioration of green areas and fewer cases of Lyme disease, which can spread by deer that are hosts to infected ticks. The city partnered with a wildlife nonprofit, White Buffalo Inc., to conduct a study to determine the herd size and perform deer vasectomies. An 8 percent drop points to an “early success” for the sterilization program, according to the mayor’s office. The city has spent nearly $3,000 on each vasectomy, but with 94 percent of the male deer sterilized, the city expects further population reductions next year.

IMMY ODDO IS the only person I’ve ever seen put glasses on to make a point. He grabs them from his cluttered desk and shoves them on his face, the only way his 52-year-old eyes can focus on the pages he reads – and he’s reading more pages lately than he has since law school, it seems. The glasses, the dark suit, the long, white beard – the Staten Island borough president looks more like a scholar of medieval texts than a politician. But he is a politician, just one who has been recently freed from the tyranny of electoral politics. “There’s a phrase that I came upon in this book that I am reading,” Oddo said, glasses on, rifling through pages covered with yellow highlighter and Post-it notes. “The phrase is ‘functional fixedness’ … basically it says people do what they do how they do it because that’s the way they’ve always been doing it. And that’s what we run into, time and again. I think that’s the biggest single frustration about the job today.” Oddo gets frustrated easily, and he’s not one to hide it. Those frustrations almost led him to quit his job this year, just months after being re-elected in a landslide. But Oddo held on, more driven than ever to deliver for the people of Richmond County. STATEN ISLAND IS the borough with the highest rate of native New Yorkers, including the borough president. Oddo was born in 1966 in the mid-island neighborhood of Old Town. He went up north for college, to Fordham University in the Bronx, then completed law school a little closer to home, at New York Law School in lower Manhattan. He dreamed of becoming an FBI agent, but fell in with New York City Councilman John Fusco, joining his office as an aide in 1992 and starting on almost the exact same day as another City Council aide, Christine Quinn, who quickly became Oddo’s friend and eventually was elected to the body and then became speaker. Fusco stepped down to become a judge, and Oddo ran for his seat and won in February 1999. He kept the seat for 14 years, before being term-limited out in 2013. He ran for borough president and won. Then in 2017, things got hard. “The fourth year was the most frustrating for me,” Oddo said. Because after three years of a productive relationship with New York City Mayor Bill de Blasio, the city’s bureaucracy was wearing him thin. Oddo and de Blasio have been friends since their days serving

together in the council. They share an Italian heritage, a love for baseball, and – despite Oddo’s Republicanism – a trust in the power of government. But Oddo was feeling screwed. City Hall just didn’t seem to share his obsession with street maintenance. So Oddo kept making a racket about the bevy of public agencies and private actors that cut into Staten Island’s beloved asphalt and did a shoddy job replacing it after their work was completed – leaving bumps and potholes. The uneven streets are a minor inconvenience to some, but an incredible, unrighteous disrespect to Oddo, the man of the people whose job is to remind the mayor that Staten Island exists. But City Hall didn’t seem to listen. And then there was the ferry – de Blasio’s supposed “five-borough ferry system” that’s only planned for four boroughs. Yes, Staten Island has the slow orange ferry linking The Battery to St. George, and City Hall says it is still looking into expanding the NYC Ferry network to the borough, but Oddo wanted the sleek, fast boats to open up new commutes for island residents who work north of Wall Street – and he wanted it

last year. But de Blasio didn’t come through. “Up until three weeks before Election Day, I was convinced the mayor was going to say, ‘All right, you got it,’” Oddo said. “And I didn’t. And it angered me.” That anger weighs heavily on Oddo. “For better or for worse, long ago with me, I’ve blurred the lines between business and personal,” Oddo said. “Everything is personal to me. I think it’s one of the reasons why I’m an effective elected official. It makes me half insane sometimes, because I do take everything so personal.” Quinn, the former speaker, sees it the same way. “It is not a job to him, which is both why he has fun and why he tortures himself. I worry sometimes about the torture part,” she said. “If he is driving around Staten Island and gets into traffic, he is not just like, ‘Oh, I’m going to be 10 minutes late to see (his wife) Kim,’ he’s like, ‘Oh my god, our entire traffic work has failed.’” STRESSED OUT BY his job at Borough Hall, opportunity knocked at the courthouse next door. Judge Robert Gigante would turn

City & State New York

70 years old this year, meaning by law, he’d have to step down from leading Staten Island’s Surrogate’s Court. It’s a plush job, and if elected, Oddo would serve a 14-year term – serving the people of his beloved borough and arbitrating disputes over estates, adoptions and guardianship. Oddo hadn’t hidden his interest in the position, telling the Staten Island Advance in February 2017 that he was considering a run for the post. But with an election scheduled for November 2018, he had time to decide. And agonize. Oddo took to self-help and leadership books. “Extreme Ownership.” “Barking up the Wrong Tree.” “The Subtle Art of Not Giving a F*ck.” He was reading them all. He got re-elected easily last year. Then it became time to make a decision. Serve just one year and run for Surrogate’s Court or stay in his job as borough president. Normally clean cut, Oddo began to grow a beard. “It was like an outward manifestation of the inner conflict I had about making the decision to stay or go,” Oddo said. “Because for as long as I had a beard on, I couldn’t stand on the steps of the courthouse and say, ‘I’m going to run for Surrogate.’”

Oddo struggled with the decision for nearly five months. But by March, he came to the realization that being a judge – like his wife, Kim, who is a judge in Queens Criminal Court – isn’t for him. “I want to know that whatever I’m doing has true meaning,” Oddo said. “And true meaning for me means impacting lives in some way. I want to squeeze life out of every moment, and that, to me, wasn’t it.” SO ODDO, the tireless advocate, will stay at Borough Hall, hounding the de Blasio administration to speed up development on Staten Island’s West Shore, to pave the roads and to bring a new ferry to his borough. Oddo’s second and final term goes until the end of 2021, but he already has his eye set on another job. Mayor? “Who would want the job in this era? I know I wouldn’t.” Oddo said. “The job that I see as the perfect job is the one that allows you, after 30 years of fighting the bureaucracy from the outside, to be on the inside and implode it. And I think (Deputy Mayor for Operations) Laura (Anglin) is in that position.”

13

And why not? Even in true blue New York City, Oddo has the bona fides to join. He couldn’t muster a vote for Donald Trump in 2016, writing in Ronald Reagan instead. And his dream has Democratic backing. “He would be a massive benefit to any administration, Republican, Democrat or Independent,” Quinn said. “That is the next best job for Jimmy. There is no question.” Manhattan Borough President Gale Brewer, a Democrat who has worked closely with Oddo, backs him too. “He should be first deputy mayor of operations,” she said. “I think he’s a first-rate human being, first‑rate public servant, and it would be great if he could run the city of New York.” But Oddo is in no rush. After five months of growth, he shaved the beard, and it’s back to work as usual, sticking up for his 475,000 neighbors. Oddo said he’s the right man for the job. “If I wasn’t here, and I wasn’t as maniacal as I am, and I didn’t build a team that I built, who cares as much as they do,” he said, “Staten Island would be in a much worse place.”

ore than any other borough in New York City, Staten Island is a community unto itself. Partly, this is the result of its geography and relatively limited connections to the rest of the city, with a bridge to Brooklyn and a ferry to Manhattan, and no link by subway. Part of it is due to its history as a neglected part of the city – for generations it had to take in the city’s trash at its notorious Fresh Kills Landfill, and residents still grumble about living in the “forgotten borough.” The borough also has a thriving newspaper, the Staten Island Advance, that puts a spotlight on the issues that directly affect residents. Politically, the borough leans more to the right than the rest of the city, and despite its smaller size, it has played a pivotal role in the rise of politicians like former Mayors Rudy Giuliani and Michael Bloomberg. Staten Island’s public sphere is unique in other ways, despite its typical power struggles and election battles, like having a reputation for bipartisan cooperation to address local issues and widespread local involvement in the borough’s many nonprofit organizations and community groups. That’s why this year, we’re doing something different in Staten Island: We’re recognizing 100 people who play influential roles in the borough’s political and public life. We have identified elected officials and government staffers; executives in health care, banking and real estate; leaders in the nonprofit sector; academics and journalists; and advocates and activists. Without further ado, we’re pleased to introduce the Staten Island 100.

The Snug Harbor Cultural Center & Botanical Garden is one of New York City’s hidden gems. But Aileen Chumard Fuchs doesn’t want to keep it that way. Snug Harbor’s new CEO is sprucing up the 28-building campus with $30 million in city capital funds and hopes to add a new centralized visitors center when more money comes in. In the meantime, circle June 8 for this year’s Neptune Ball held at the Chinese Scholar’s Garden.

The former congressman could have packed up and moved after a family drama scandal worthy of “Days of Our Lives” ended his political career a decade ago. But Vito Fossella has climbed back into the political conversation. Fossella, who recently left his position as a lobbyist with Park Strategies, has brushed back intermittent calls to run for office again, and instead has been hosting a pro-Trump television show on the Newsmax network. We’re sure the president is pleased.

98. BILL SMITH

97. ROSE USCIANOWSKI

For a quarter century, Bill Smith has been coaching and organizing soccer games for Staten Island’s budding athletes. He’s arguably as responsible as any pediatrician over the years for keeping young people in the borough healthy and physically fit. In addition, Smith helped pay for Christmas presents, soccer equipment and necessities for children affected by Superstorm Sandy and lobbied local politicians to fix up flooded soccer fields. Tryout dates for the upcoming season begin on May 15!

Keep an eye on Rose Uscianowski. The cycling advocate has been pushing for safe, protected bike lanes in the notoriously vehicle-first borough, including a North Shore bikeway from the Bayonne Bridge to the Verrazano-Narrows Bridge. In addition to being a senior ambassador with Transportation Alternatives, Uscianowski has volunteered with New York Cares since 2014, working on post-Sandy recovery and helping rebuild homes in Staten Island, and famously confronted Ben Carson about his views on human sexuality.

Dr. Vincent Calamia has had a long and distinguished career helping New Yorkers live longer, healthier lives. The physician and New York City Health and Hospitals Corp. board member served as Staten Island Hospital’s chief of geriatrics for a decade, was president and CEO of the University Physicians Group for 28 years before it merged with Northwell Health, and is currently the medical director for the United HealthCare Community and associate medical director of endocrinology at Northwell Health Staten Island University Hospital.

In 2016, the New York University and Brooklyn Law graduate created a law firm that helps 9/11 first responders and families suffering from toxin exposure seek damages under the Zadroga Act. With an estimated 10,000 new cases of likely disorders diagnosed between 2016 and 2019, Pitta will sure be busy.

Raffaele Branca, the president and CEO of Victory State Bank, marked his bank’s 20th anniversary last year. Victory State Bank, which remains Staten Island’s only community-based commercial bank, has grown from an initial $7 million capitalization in 1997 to having five branches and almost $400 million in total assets. Branca founded the bank to provide dependable financial services to residents, small businesses and nonprofit groups, and he has never hesitated to help a local charity.

Lead Pastor, Gateway Church

The civil rights leader has taken on a greater role in a North Shore community that was fractured following the controversial police chokehold death of Eric Garner. As head of the Staten Island chapter of the National Action Network, Cynthia Davis has opened a borough-based office, organized rallies, led press conferences and called for criminal justice reforms in the years that followed Garner’s death, finally hailing the NYPD’s launch of implicit bias training as “better late than never.”

The longtime president of Iron Hills Civic Association and the Pakistani Civic Association has come a long way from Peshawar. Mohammad Khalid moved to Staten Island in 1975 and got a degree in dentistry from NYU. For a quarter century, he has helped his Todt Hill neighbors and Pakistani friends sort through a wide array of quality-of-life issues. He also hosts an annual Christmas dinner at the American Episcopal Methodist Church for families from the area.

The South Shore megachurch has one of the largest followings in the borough thanks to the efforts of the Mercaldo family, which founded it with only 16 worshippers in 1965. Rev. Timothy Mercaldo took over the pulpit from his parents in 1986 and he has been its lead pastor ever since. Now Gateway Church has hundreds of loyal and devoted congregants from all Christian denominations, and the pastor has even led services at Yankee Stadium.

86. GINA ADDEO

Mikey Suits is back! Don’t act too surprised. The former congressman and FBI agent is embracing the president’s populist message and running to the right of Rep. Dan Donovan in a Republican primary the whole nation is watching. He’s made up with NY1 after threatening to break a reporter “like a boy” in a hot mic snafu four years ago. And he’s making the rounds in restaurants, churches and civic events – so get a selfie while he’s still running.

The certified public accountant had some big shoes to fill when he took over from John Alexander, who retired as CEO of Northfield Bancorp in November. But Steven M. Klein knows community banking, having managed Northfield Bancorp’s day-to-day activities since 2013. He is continuing its philanthropic efforts, distributing $7 m illion to those in need in Staten Island and New Jersey. He also serves on the board of the Richmond University Medical Center, a major employer on the island.

Gina Addeo is a New York first. The co-owner and CEO of ADCO Electric Corp., her family’s business, was the first woman in the city to earn a master electrician’s license. Her father, Richard Addeo, got her into the family business in the 1970s when she was a teenager. She studied electrical engineering and then joined the IBEW Local Union 3. Michael Assenza’s day job is as the vice president of home and commercial security provider Stat Land Security Systems, but he has also been an active promoter of autism awareness. As chairman of the board of the Grace Foundation of New York, Assenza actively supports the Manor Heights charity’s classes, youth recreational activities and social skills programs for children and adults who are on the autism spectrum. Assenza is also a board member of the Staten Island Chamber of Commerce.

Alfred Curtis Jr. has always had a hand in philanthropy to make Staten Island a better place to live. The motivational speaker and former Department of Youth and Community Development commissioner led the advisory council of the Salvation Army’s Staten Island chapter, served as chairman of the board of the Staten Island Employment Education Consortium and helped the United Nations with its real estate needs. These days he runs his own consulting firm, A Boima Curtis & Associates.

83. GLEN CUTRONA

82. JAMES PRENDAMANO

The architect Glen Cutrona has been making Staten Island a beautiful place to live and work for more than 30 years. His firm, Glen V. Cutrona Associates, has renovated residential and office interiors to be pleasant, warm and productive spaces, and his corporate office is an appealing addition to Lincoln Avenue. Of course, most residents know Cutrona as chairman of the Staten Island Chamber of Commerce, although we hear he plays a mean electric guitar.

James Prendamano has been hard at work to make Empire Outlets the most diverse retail shopping attraction in the city. The Casandra Properties managing director is working in conjunction with BFC Partners to lease and market retail spaces, as well as consult on the 350,000-square-foot project in general. Prendamano helped shepherd the project through the city’s complicated planning and zoning review process, and the venture is worth the risk if the estimated 10 million tourists show up each year.

81. FRANK NASO

80. GAIL CASTELLANO

Staten Island is undergoing a building boom, partially thanks to Frank Naso, who has been developing homes and commercial buildings in Staten Island for more than 25 years. The second-generation builder has become one of the industry’s leaders in the state, serving as board chairman of the Building Industry Association of New York City and on the board of the New York State Builders Association. He has Gov. Andrew Cuomo’s ear too, hosting a fundraiser for his re-election.

The Jewish Community Center of Staten Island made the right choice in picking Gail Castellano as its president in 2016. The regional manager of Richmond County Savings Bank has given back to her community for decades, serving as a board member on the Staten Island Chamber of Commerce, the Staten Island chapter of the American Red Cross and the South Shore Business Improvement District. And in her down time, she rocks out with her husband, musician John Castellano.

79. JIM EASLEY

78. JOSEPH FERRARA

“For an evening or a week, there’s no place like the mall. Food, fun and fashion, the mall has it all!” That’s what Staten Island Mall General Manager Jim Easley hopes for when Empire Outlets opens this fall. So far this year, Easley signed a new supermarket tenant, teased a pop-up location for retailer Century 21 and is overseeing the construction of a food court with a dozen dining options. The ferry is about to get a lot more crowded.

Joseph Ferrara knows New Yorkers love a good deal. Empire Outlets could be a good deal for the principal at BFC Partners, too, if shoppers choose to peruse racks of discount designer jeans in person instead of online. He will soon find out when the outlet mall opens later this year. And if shopping isn’t your taste, BFC’s development includes a 190-room hotel, restaurants and a 3,000-square-foot outdoor dining space that should do the trick.

77. FRANK SILLER

76. DENIS HUGHES

Frank Siller will always remember his brother, firefighter Stephen Siller, who died saving others during the 9/11 attacks, and he has given back to his community many times over in the years that followed. The Stephen Siller Tunnel to Towers Foundation has raised over $3.2 million for families of deceased first responders, collected another million dollars for the families of two police officers killed on duty and gutted 1,800 homes and rebuilt 250 homes destroyed by Superstorm Sandy.

The former president of the state AFL-CIO and chairman of the Federal Reserve Bank of New York is among the most influential labor experts in the state. Denis Hughes handles government and labor relations for Stonepeak Infrastructure Partners as its senior operating partner and is a senior advisor at Brown & Weinraub. He continues to help first responders battling cancer and other ailments and his advocacy for the passage of the Zadroga Act is a capstone on a legendary career.

75. GUY MOLINARI

74. JOSEPH CARROLL

The former congressman and borough president remains a political icon who still has sway in local races nearly two decades after he last held elected office. Guy Molinari once pushed local pols to condemn Donald Trump but is now wading into the borough’s congressional race and endorsing Trump-loving former Rep. Michael Grimm. Molinari is so respected, he’s one of the few living New Yorkers who can take a public ferry that is named after himself.

The North Shore is bustling again and Joseph Carroll is squarely in the middle of the action. As district manager of Community Board 1, Carroll has witnessed the St. George waterfront’s transformation into a recreational hub, construction of a new courthouse, expansive affordable housing development and planning for Bay Street’s rezoning. And he balances community concerns about rising rents, traffic and the loss of small businesses. How does he cope with the stress of work? Bowling.

73. JOHN AMODIO

72. SEBASTIAN ANGELICO 71. MICHAEL J. RYAN Founder and Chairman, Emergency Children’s Help Organization

Executive Director, New York City Board of Elections

Last year, John Amodio took the reins of the Staten Island chapter of SCORE after serving as vice chairman for five years. The former TD Bank vice president and chairman of the Staten Island Chamber of Commerce is more than happy to dispense his 50 years of financial services experience to the borough’s small business leaders. In addition, Amodio is the director of Vision for Staten Island Inc. and chairman of the Staten Island Rotary Foundation.

The founder of the Emergency Children’s Help Organization, or ECHO, has made it his life’s mission to help young people in times of crisis. Over the past decade, Sebastian Angelico and his nonprofit team have done just that, providing financial assistance to children suffering from grim diagnoses who need expensive medical care to get better. In addition, his nonprofit hosts grant dinners for recipients to meet board members. Its 10th anniversary gala in October had 600 attendees.

Running the New York City Board of Elections can be a thankless job, especially when things go haywire as they did in the 2016 primary, when the board disqualified 78,000 ballots and didn’t inform voters in time. But Ryan apologized, took responsibility and set out to fix the problem. The mayoral election went forward more smoothly. Now Ryan, who ran for district attorney twice, is looking at making voting easier through online balloting. Good luck fending off the Russians!

70. KEN MITCHELL

69. HENRY THOMPSON 68. FRANK MORANO CEO, Community Health Center of Richmond

Chairman, Staten Island Community Board 3

Ken Mitchell isn’t afraid of his own shadow. Rodenticide controversy aside, the borough native has made the Staten Island Zoo a citywide destination since he became executive director seven years ago. The zoo has doubled its collection to 1,200 animals and boasts 190,000 visitors a year who gawk at its renowned reptile collection, jungle fowl, eagles and, yes, a groundhog named Chuck. He also served in the New York City Council, where he gained valuable firsthand experience with occasionally wild behavior.

Henry Thompson saw a health crisis developing in the borough and took action to mitigate it. Under his leadership, the Community Health Center of Richmond has opened multiple health centers that provide primary care services to patients who had previously sought care in expensive emergency rooms. The newest center now offers dental and podiatry services in Port Richmond. In addition, the center encourages its staff to pursue advanced degrees through its workforce development policies.

Weekend early risers are always in for a treat when they tune into AM 970 to catch Frank Morano’s Sunday morning broadcasts. The “people’s talk show host” keeps his hand in Staten Island politics as chairman of the borough’s Reform Party while engaging guests in lively conversation starting at the ungodly hour of 4 a.m. before passing the mic to John Catsimatidis. And if that weren’t enough, he manages a stint as chairman of Community Board 3.

67. BOB SCAMARDELLA 66. LETICIA REMAURO Attorney and former Staten Island Republican Party Chairman

President and CEO, The Von Agency

65. LOU TOBACCO

The lifelong Staten Islander and Brooklyn Law School graduate remains an elder statesman in GOP circles five years after resigning as head of the Staten Island Republican Party. The managing partner of venerable Scamardella, Gervasi, Thomson & Kasegrande law firm has plenty of other pursuits, including reviewing military service academy applicants, selecting inductees of the Staten Island Sports Hall of Fame and emceeing the YMCA’s “Dine ’N Dance” annual benefit. He is also from one of the borough’s more influential families.

When Assemblywoman Nicole Malliotakis needed someone to run her uphill bid for mayor, she called Leticia Remauro. The former Staten Island Republican Party leader and former Community Board 1 chairwoman joined the campaign and helped Malliotakis claim the GOP nomination. Remauro, who served in the Pataki and Giuliani administrations, is back at her full-service public relations firm, The Von Agency, while serving on a number of nonprofit boards and cracking wise on NY1’s Consultants Corner.

The former Republican South Shore assemblyman has found another calling outside of elected office: serving in the government affairs office of Staten Island University Hospital. Thanks to his efforts as associate executive director, the hospital added five new state-ofthe-art ambulances to its fleet. And, of course, the hospital continues to support heart testing for children and provides heart transplants, cancer treatment and care for all manner of ailments.

64. DEBRA DERRICO

63. RALPH LAMBERTI

If there’s a mid-island problem, chances are Debra Derrico will hear about it. The Community Board 2 district manager plays a crucial role helping Dana Magee, Staten Island’s longest serving community board chairwoman, and other board members sort through development requests, quality-of-life complaints, liquor licenses and transportation improvements. She even helped a resident worried about rampant raccoons that invaded her property thanks to a neighbor’s dilapidated, trash-filled home. No problem is too small.

The longtime Democratic Party stalwart and former borough president weighs in regularly on politics, endorses candidates on both sides of the aisle and is a fixture at social events throughout the borough. Over the past year, Ralph Lamberti spoke out against racism and intolerance at a forum, picked up a lifetime achievement award from The Wagner College DaVinci Society, roasted Justice Philip Minardo at his retirement and helped celebrate the borough’s Italian culture at Rome Through Richmond Town.

62. PETER G. FINN

61. MENDY MIROCZNIK

Monsignor, Blessed Sacrament Church

President, Council of Jewish Organizations of Staten Island

One of the most beloved religious figures in the borough, Monsignor Peter Finn has spent more than a decade leading Blessed Sacrament Church and a half century in the priesthood. The North Shore native and St. Peter’s Boys High School grad is known for supporting teachers at Blessed Sacrament School and guiding his West Brighton flock with warmth and grace. And Finn has made the church a wonderful place to reflect and worship.

If it’s Passover, then Mendy Mirocznik is handing out boatloads of vegetables and boxes of matzo to Seder-holding families. The Brooklyn native and CUNY School of Law graduate began giving back to his community almost as soon as he and his wife settled in Staten Island to raise their family. As president of the Council of Jewish Organizations of Staten Island, Mirocznik has helped thousands of Jewish residents, and he cites Mahatma Gandhi and JFK as personal inspirations.

60. TAHIR KUKIQI

59. WILL SMITH

Interfaith leader Dr. Tahir Kukiqi has made a career of building bridges between people of different religions and ethnicities. The Kosovo native came to the city in 2002 to run the Miraj Islamic School, where he is head of Islamic studies, and the Albanian Islamic Cultural Center, where he is vice president. One of the imam’s most promising programs is the 15 Years Project, an annual day of dialogue between Catholics and Muslims that concludes with a dinner.

Want to see the next Aaron Judge or Gary Sanchez without venturing up to the Bronx? Head down to Richmond County Bank Ballpark for a Staten Island Yankees game and catch the Lil’ Bombers in action. The Yankees’ minor league affiliate made a run through the New York-Penn League playoffs last year and team president Will Smith thinks they could be even better this summer. They remain one of the better under-the-radar attractions in the city.

58. TONY BAKER

57. JAMES O’KEEFE

For the past two decades, Rev. Tony Baker has led St. Philips Baptist Church, which has been a beacon to neighborhood residents and a must-stop visit for political candidates. The U.S. Army veteran leads services every Sunday for about 300 parishioners and hosts monthly Friendship Dinners for the community. He also sits on the boards of the American Baptist Churches USA and Richmond University Medical Center, and was recently inducted into the state Senate Veterans’ Hall of Fame.

James O’Keefe is settling in at the Staten Island campus of St. John’s University several years after leaving his post as a deputy commissioner at the NYPD. The vice provost and chief academic officer works with deans in the school’s colleges, sits on the university’s Provost Council and inspires students in his class on criminal justice leadership. It’s a perfect fit for O’Keefe, who graduated from St. John’s himself and was previously a professor and associate dean at the institution.

56. DANIEL CASSELLA

55. CESAR VARGAS

To get around Staten Island without a car, chances are you’re relying on a bus. Those buses have been ferrying passengers across every corner of the borough thanks to Daniel Cassella and the dedicated drivers of Amalgamated Transit Union Local 726. Cassella and his members – about 2,000 bus and light rail operators, mechanics and clerical workers – will be in the middle of the ongoing debate on congestion pricing and federal funding for tunnels and rails.

Cesar Vargas came to Staten Island after crossing the border at San Diego when he was 5. He knew he wanted to be a lawyer to help other immigrants and passed the bar exam on his first try in 2011, but the state wouldn’t allow it because of his undocumented status. He fought that legal battle and was sworn in two years ago. Now Vargas travels the country to push for immigration reform and protect others in similar situations.

54. SCOTT LOBAIDO

53. JASON RAZEFSKY

Is Scott LoBaido Donald Trump’s favorite artist? He’s definitely among the top artists in the city who love the president. LoBaido’s gargantuan flag murals have adorned homes, walls and giant letter Ts throughout the borough. They’ve gotten a lot more attention since Trump’s upset victory in 2016, earning the artist a New Yorker profile. He has become a de facto leader of activists emboldened by the president while making stunning visual representations of the stars and stripes.

Jimmy Oddo’s right-hand man is a main point of contact for the borough president’s office. Jason Razefsky knows Borough Hall inside and out, having worked in four jobs there since 2001. He got his start as a special assistant in charge of community boards and rose to executive assistant before being named chief of staff after Oddo’s re-election. Now he manages the staff, sets policy and is a resource to public officials and residents of all political stripes.

El Centro del Inmigrante, which Favio Ramirez-Caminatti runs, works to counteract anti-immigrant policies and provide a community for immigrants in Staten Island. The Port Richmond-based nonprofit provides jobs, legal and financial services, health education, English as a second language programs and an opportunity to organize politically for thousands of Mexican and Latin American families.

50. AMOY BARNES

Staten Island Borough Director, New York City Mayor Bill de Blasio’s Office

51. JOHN GULINO

Richmond County Democratic Committee Chairman The Staten Island Democratic Party chairman has a significant challenge ahead of him in this year’s midterm elections with so many local seats open and a congressional race that could have national implications. John Gulino is already backing 31-year-old war veteran Max Rose, giving him a boost in a Democratic congressional primary that has six other candidates. And Gulino will also have to help the party hold the Surrogate’s Court seat that Robert Gigante is vacating.

49. CAROLINE DIAMOND HARRISON Publisher, Staten Island Advance

Representing New York City Mayor Bill de Blasio where he won only 26 percent of the vote last year can be a difficult job. But Amoy Barnes, a Staten Island native and Curtis High School graduate, efficiently handles complaints and requests, supports programs like universal prekindergarten and assists with the mayor’s popular whistle-stop visits to residents’ homes. Barnes, who interned for then-U.S. Sen. Hillary Clinton and state Sen. Diane Savino, is another rising star in Democratic circles.

At a time when local news is struggling around the country, Caroline Diamond Harrison has helped keep her beloved Staten Island Advance steady as a rock. Being a media mogul must be in her blood. The first cousin once removed of S.I. and Donald Newhouse and daughter of longtime Advance Publisher Richard Diamond, Harrison started her career as an intern reporter at the Advance. In 2004, she became its publisher and was just named president of Advance Local in January.

48. DIANE ARNETH

47. EDWARD C. JOSEY

Staten Island is lucky to have a compassionate humanitarian on its shores. Under Diane Arneth’s leadership, Community Health Action of Staten Island expanded from an agency of six employees to 120 and a budget that increased by a factor of 40. With those resources, Arneth and her team have helped people suffering from substance abuse, domestic violence, chronic illness and hunger as well as navigating health insurance plans. In October, she was recognized with the Joan H. Tisch Community Health Prize.

The Staten Island NAACP chapter president knew Martin Luther King Jr. and thinks the reverend would be disappointed with today’s political climate. But Edward C. Josey, a civil rights leader, is known for having a calming effect in a crisis. He continues to fight for racial justice and equality, demanding that New York City Hall end segregation in public schools, the NYPD reduce unwarranted stops and searches, and that all New Yorkers work to end racism and intolerance.

46. DENNIS QUIRK

President, New York State Court Officers Association It’s no “quirk” that one of the state’s longest-serving labor leaders resides in Staten Island. Dennis Quirk has led the State Court Officers Association for decades, pushing for adequate staffing levels in the courtrooms and taking no prisoners in political feuds. He is also a successful businessman, and like many Staten Islanders, he gives back to his community, serving on the boards of the St. Joseph Hill Academy and the Richmond University Medical Center.

45. LUKE NASTA CEO, Camelot

A growing opioid crisis has gripped Staten Island in recent years, and few are doing more to combat this epidemic than Luke Nasta. For nearly half a century, Nasta has been saving lives through his nonprofit Camelot, which serves as the borough’s only residential chemical dependency treatment program. Nasta knows firsthand how challenging the process can be for addicts, as a heroin addiction nearly killed him until he checked into a drug treatment facility at the age of 25.

27

44. HAROLD & CHARLENE WAGNER

Chairman, Richmond County Conservative Party; District Manager, Staten Island Community Board 3 The South Shore’s favorite power couple share a love of politics and civic engagement. Charlene is the longtime district manager of Staten Island Community Board 3. Harold is the chairman of the borough’s Conservative Party chapter. Together they encourage Staten Islanders looking to make a difference while working with community leaders to solve problems in their neighborhood.

43. ALLYN J. CRAWFORD 42. DESMOND GREEN President, Richmond County Bar Association

Richmond County Administrative Judge for Civil and Criminal Matters

41. TEDDY ATLAS

It’s been a hectic year for Allyn J. Crawford, who was just named Richmond County Bar Association president last year. The University at Albany and Brooklyn Law School graduate has been representing homeowners, developers, small businesses and trade associations around the state through the law firm he founded in 2006. Now Crawford is the go-to attorney to speak on legal matters across the borough. He’s also served on numerous community boards and is an active scoutmaster in the Boy Scouts.

Justice Desmond Green has risen quickly through the court system since he was first elected as a Civil Court judge in 2004. After dispensing criminal verdicts and winning a judicial election in 2013, Green was named the administrative judge for both criminal and civil matters in Richmond County last year. The former Brooklyn assistant district attorney has won plaudits from his peers, and the borough’s Trial Lawyers Association honored him last year for his “fortitude and thirst for knowledge.”

The former boxing trainer is known for his pugnacious analysis as a ringside commentator for ESPN, but the Staten Island native has generously helped his hometown through his charity. Since 1997, The Dr. Theodore A. Atlas Foundation has operated boxing clubs, awarded college scholarships, paid medical costs for kids with cancer and given away turkeys on Thanksgiving and presents on Christmas. Now if only someone could get him to promote a Donald Trump vs. Joe Biden charity boxing match.

40. YAAKOV LEHRFIELD 39. AMANDA FARINACCI 38. MICHAEL REILLY Rabbi, Young Israel of Staten Island

Staten Island Reporter, NY1

Since coming to Staten Island in the 1980s after growing up in Miami and then studying in Israel, the borough has become the promised land for Rabbi Yaakov Lehrfield, who has led Young Israel of Staten Island for nearly 20 years now. The Orthodox shul has blossomed into one of the most dynamic temples in the whole city and its community is growing thanks to its array of programs for children and families as well as services for the developmentally disabled.

Staten Island’s most trusted reporter delivers the latest news around the borough every night on NY1. Amanda Farinacci has chronicled all manner of stories in her home county since 2004, covering scandal-scarred congressional candidates, the death of Eric Garner and the aftermath of Superstorm Sandy’s devastation, which earned her Emmy nominations. Another Emmy-nominated exclusive on a Staten Island attorney’s misleading political Facebook posts led to the appointment of a special prosecutor to investigate the matter.

President, Community Education Council 31

Community Education Council 31 President Michael Reilly decided against a long shot mayoral run last year. But he could still play an outsized role in shaping public schools in Staten Island now that New York City has a new schools chancellor who has little familiarity with how city schools work. The Eltingville resident and former NYPD lieutenant has criticized the state’s standardized testing policies and its now-discarded Common Core curriculum.

37. TOM COCOLA

36. ROBERT GIGANTE

When Staten Island drivers are speeding too fast on your street, traffic is a mess or you think a nearby avenue could use a bike lane, better call Tom. For the past decade, Tom Cocola has been the city’s point person for all matters involving roads, bridges and ferries. These days he’s managing new traffic circles on Greeley Avenue, breaking ground on a waterfront plaza at Richmond Terrace and finally opening up lower level boarding at both ferry terminals.

Whoever replaces him on the bench next year will have some “gigante” shoes to fill. Robert Gigante, a Democrat who has served as Staten Island Surrogate’s Court judge since 2007, is the first borough resident to serve as president of the Surrogate’s Association of the State of New York. He has also served on multiple boards and founded a nonprofit that provides after-school programming. His forced retirement, due to age, already has a few politicos angling for his seat.

35. KENNETH COREY

34. RICHARD HOWE

Staten Island’s top cop has come home. The assistant chief worked in Southern Brooklyn for most of his 30-year career, but he’s called The Rock home for the past 23 years. Now that he has replaced Edward Delatorre at the helm of the Patrol Borough Staten Island, Corey says his top priority is to stop drug overdoses, acknowledging cops can’t “arrest their way out of the problem,” and also to reduce traffic fatalities and domestic violence.

Staten Islanders entrust FDNY Borough Commander Richard Howe and the rest of his firefighters to help them when a fire or medical emergency occurs. It’s a tough job and perhaps the hardest in the five boroughs. Firefighters and emergency medical services workers are arriving at fires and health crises more quickly since 2015 and the borough had the fewest fire deaths in the city in 2016, even though there were more 911 calls. Howe’s efforts are partially to thank.

33. TOM FEENEY JR.

32. VICTOR BROWN

Tom Feeney Jr. is hitting his stride two and a half years into his job as Gov. Andrew Cuomo’s man in St. George. The recent American University alum and former executive director of the Staten Island Democratic Party represents the governor at events throughout the borough, helps coordinate his visits and relays constituent concerns to the executive chamber. Politicos should keep an eye on him as a number of legislative seats begin to open up in the coming years.

The Rev. Victor Brown, senior pastor of Mount Sinai United Christian Church for more than 30 years, has served as a spiritual adviser for the family of Eric Garner, who died during a controversial encounter with police officers in 2014. Since then, Brown has burnished a reputation as a bridge builder between his Tompkinsville community and the NYPD while calling for a more compassionate police force. Change does not happen overnight, but Brown is helping lead the way.

31. RICHARD GUARASCI 30. DAVID SORKIN President, Wagner College

The longest-serving president of Wagner College boosted the school’s reputation while emerging as a national leader in higher education. In the 16 years he has been president, Richard Guarasci developed a four-year undergraduate curriculum, founded a civic engagement partnership between Wagner and Port Richmond High School and helped its endowment grow from $4 million to nearly $100 million. In January, Guarasci announced he will retire at the end of the 2018-19 school year. He will be sorely missed.

Executive Director, Jewish Community Center of Staten Island As the Jewish Community Center of Staten Island’s dynamic leader, David Sorkin has transformed the organization over the past decade by doubling its budget, cultivating a membership that has grown tenfold and shepherding construction of its new 120,000-square-foot Sea View facility. And that’s not to mention a slew of innovative programs, including a summer day camp for children with cancer. Who knew that the promised land was just off Interstate 278?

29. JOHN O’HARA

28. STEPHEN J. FIALA

To the vicar go the spoils. The Jersey City, New Jersey, native and Seton Hall University alum has risen to become one of the highest-ranking religious leaders in New York City. Since Cardinal Timothy Dolan appointed him auxiliary bishop of New York in 2014 to oversee churches on Staten Island, he helped with the diocese’s long-term planning, marched to decry gun violence and subbed in for Dolan to lead Christmas Mass at St. Patrick’s Cathedral last year when Dolan was ill.

Will the jury please rise for Stephen J. Fiala. The popular former New York City councilman has been shuttling jurors through the Staten Island Supreme Court since 2001, when then-Gov. George Pataki appointed him Richmond County clerk. He has since sat on the New York City Charter Revision Commission, which reviewed city government from top to bottom and helped Jimmy Oddo get ready for Borough Hall, while continuing to play an active behind-the-scenes role in the island’s Republican politics.

27. TOM WROBLESKI

26. RON CASTORINA JR.

The senior opinion writer at the Staten Island Advance has seen it all, so it takes a lot to rattle him. A secret congressional family? Yawn. Michael Grimm’s impetuous threats? Predictable. An army of emasculated deer traipsing across the borough’s open spaces? Now you’re talking! Tom Wrobleski has been one of the borough’s top thought leaders and a steady voice of reason at the Advance since he joined the newspaper in 1995 as a reporter covering police and fire.

This could be Ron Castorina Jr.’s year. When Jimmy Oddo said he wouldn’t run for Surrogate’s Court judge, the assemblyman saw an opening. He announced he would be leaving elected office to run for Surrogate’s Court judge and has resigned as Staten Island Republican Party chairman. It could be a heavyweight fight against Democratic Assemblyman Matthew Titone, who is also seeking the post. Castorina’s move will set off a round of musical chairs for both of his positions among the borough’s ambitious conservatives.

25. WILLIAM FRITZ

24. MATTHEW TITONE

William Fritz can smell what “The Rock” is cooking. The College of Staten Island’s president is an internationally renowned field geologist who has written more than 50 articles on sedimentation around active and dormant volcanoes as well as on paleobotany and stratigraphy. There aren’t any volcanoes near Willowbrook that we know of, so Fritz has instead focused on making the CUNY school one of the best “bang-for-the-buck” colleges in the Northeast, according to one publication.

The North Shore Democrat is making his move this year to run for Surrogate’s Court after a decade in Albany. The borough’s first gay elected official is leaving the state Legislature, where he helped legalize same‑sex marriage and passed various animal welfare bills. But the court is in his blood, as his father served on the state Court of Appeals. The Democrat will face Richmond County Public Administrator Anthony Catalano and, if he gets to the general, Republican Assemblyman Ron Castorina Jr.

23. TERRY TROIA

22.NICOLE MALLIOTAKIS

Living in New York City when you have nothing is not easy. But for more than three decades, Staten Island’s neediest residents have depended on Terry Troia and Project Hospitality to give them shelter and a filling meal. State and city leaders count on the Reformed Church minister too, appointing her to boards and task forces on homelessness, reducing HIV and AIDS and helping runaway youth. Plus, her organization was on the front lines of the Superstorm Sandy response.

The 37-year-old lawmaker did better than expected in her long shot bid to topple New York City Mayor Bill de Blasio last year with 28 percent of the vote. Nearly a quarter of Nicole Malliotakis’ support came from Staten Island, where she trounced de Blasio by a nearly 3-to-1 margin. Now that people have gotten to know her, she’s become one of the state’s leading conservative voices and could run for Congress or borough president when she’s ready to leave Albany.

20. EDWARD BURKE

President, College of Staten Island

President and CEO, Project Hospitality

Founding Partners, Pitta Bishop & Del Giorno

Vincent Pitta and Jon Del Giorno go togeth‑ er like mozzarella and marinara sauce. Only a decade old, their eponymous lobbying firm has risen to become one of the top firms in New York City, representing multiple unions, the Richmond University Medical Center, the Snug Harbor Cultural Center & Botani‑ cal Garden and Empire Outlets, which has snagged $66 million in state economic devel‑ opment grants with their help.

Assemblywoman

Staten Island Deputy Borough President

The deputy borough president is always the most popular guy in the room (sorry, Jimmy). Edward Burke has served Staten Island in some capacity for more than three decades, corralling tourists to visit its parks, beaches and cultural centers, promoting small businesses and commercial redevelopment, and even serving as master of ceremonies for the Staten Island Zoo’s Groundhog Day celebration. Burke, who is well-known across the borough, also serves on various boards and is deeply involved in the community.

18. BETSY DUBOVSKY

17. CESAR CLARO

The 35-year-old South Shore councilman, “The Hill” contributor and early Trump endorser hoped to get a call from the White House about a staff job, but Joe Borelli is probably better off in New York City. The council minority whip’s stock is rising in a city where there are few Republican officeholders. The future looks bright, and Borelli is focused on expanding property tax relief for veterans and getting the Trump and de Blasio administrations to curb opioid abuse in the borough.

When you give nearly $60 million to 700 community organizations in the borough, you make a lot of friends. Betsy Dubovsky has led The Staten Island Foundation almost since its inception, doling out grants to improve the health and education of the borough’s residents. The foundation recently funded an early childhood initiative for North Shore children and is working with District 31 Superintendent Anthony Lodico to help disadvantaged students succeed on achievement tests and graduate from high school.

New investment has been pouring into Staten Island and its population is expanding, but New York City needs a master plan to ensure residents have opportunities to continue to live and work there. Enter Cesar Claro who, as president and CEO of the Staten Island Economic Development Corp. for more than two decades, is a key link between state and local government and the private sector. Claro also is involved in philanthropy as the executive director of the Richmond County Savings Foundation.

16. VINCENT IGNIZIO

15. JAMES MOLINARO

14. STEVEN MATTEO

When elected officials in Staten Island leave office, they tend to stay involved in the community. The poster boy for that trend is Vincent Ignizio, the former New York City Council minority leader who left office in 2015 to take his current position as CEO of Catholic Charities of Staten Island. Since taking the job, he has been as active as ever in the community, capitalizing on his political ties to help feed the hungry and provide shelter for the homeless.

James Molinaro, the 87-year-old former borough president and Conservative Party leader, has kept his kingmaker status among right-leaning Republicans on the island. Molinaro is backing Michael Grimm in an uphill battle against Rep. Dan Donovan, and he maintains an influential role in the borough’s Conservative Party. Continuing efforts that began while he was borough president, he has also lobbied for the redevelopment of the Staten Island waterfront, including a new outlet mall and a Ferris wheel.

New York City Council Minority Leader Steven Matteo is one of three Republicans in the body, but he has made waves in City Hall as a vocal critic of the de Blasio administration. The councilman has called for better communication during school lockdowns, ripped the mayor for not saving enough money in his budget, chastised the Vision Zero transportation safety plan and demanded more cops in schools. He has also overseen a delicate investigation into a colleague accused of harassment.

13. LINDA BARAN

12. DANIEL MESSINA

11. DONNA PROSKE

Staten Island’s small businesses know Linda Baran has their back. One of the most powerful women in the borough has been at the helm of the Staten Island Chamber of Commerce for the past 14 years. She’s helped companies recover from 9/11, the 2007-2008 financial crisis and Superstorm Sandy. But Baran is really excited about the borough’s future. Bay Street is bustling and the North Shore is seeing major waterfront development that began in the Bloomberg era.

Daniel Messina has run one of the borough’s biggest employers since 2014. The borough native has thrived under board Chairwoman Kathryn Krause Rooney and continued Richmond University Medical Center’s expansion, including a new emergency department and a women’s health center. RUMC participates in the state’s Delivery System Reform Incentive Payment Program to stem health care costs, and Messina recently joined the board of the influential Greater New York Hospital Association.

Donna Proske started out as a registered nurse at Staten Island University Hospital. Rising through the ranks over the years, she was named SIUH’s first female executive director in 2013. A 714-bed teaching facility, SIUH is one of the borough’s biggest employers. Under Proske’s leadership, it has continued to expand and improve its services. She is also deeply involved in the community, working with local nonprofits, improving resiliency planning and partnering with the Cuomo administration to combat cancer.

President and CEO, Grand Central Partnership

New York City Councilwoman

FRED CERULLO’S DAY JOB involves revitalizing an iconic Manhattan neighborhood, but his many endeavors in his native Staten Island have him near the top of this list. His most prominent governmental role is as a member of the New York City Planning Commission, a post he has held since 2004, and that’s only the latest position in a civic career dating back to 1986. He represented Staten Island’s South Shore and a few mid-island neighborhoods as a young member of the New York City Council in the early 1990s, when he was also minority leader. He went on to serve as city commissioner of consumer affairs and then finance, and on the city Campaign Finance Board. Since taking over at the Grand Central Partnership in 1999, he has seen the Grand Central Terminal area transformed, with more change coming with the city’s East Midtown rezoning plan. The St. George resident capitalizes on his wealth of knowledge and relationships to benefit his home borough, advising local elected officials and serving on local nonprofit boards, including The Staten Island Foundation and Snug Harbor Cultural Center & Botanical Garden.

BEFORE SHE WAS FIRST elected in 2009, New York City Councilwoman Deborah Rose complained that her increasingly diverse district was being neglected and that minorities were underrepresented. She went on to become the first African-American council member from Staten Island, and during her tenure several major new developments have gotten underway in the district, including an outlet mall and an observation wheel. She has deep roots in the community, having served on Staten Island Community Board 1 for years and having run a College of Staten Island program that targeted students at risk of dropping out, and she currently chairs the council’s Committee on Youth Services. She has won office with the strong support of the Working Families Party, and capitalizes on her ties to Mayor Bill de Blasio to secure funding for her district. She is also known for bringing out the black vote, helping Michael McMahon win his district attorney race. Rose has her critics, but since she recently fended off a primary challenge to win re-election, she will be serving her community for four more years.

State Senator

State Senator

Assemblyman

STATE SEN. ANDREW LANZA is one of the few New York City Republicans serving in the state Legislature, and he has navigated his local political landscape adeptly as a sharp legislator who reaches across the aisle to benefit the borough. This year, he played a key role on issues like congestion pricing, which only moved forward incrementally, and making it illegal for police to have sex with detainees. In addition, he and Democratic Assemblyman Michael Cusick were able to bring a new state Supreme Court judgeship to the borough. But while the state Senate has long been the Republican Party’s last foothold in the statewide balance of power, that could change this year, thanks to the reunification between the state Senate mainline Democrats and the Independent Democratic Conference, in addition to an electoral environment that doesn’t look good for the GOP. Should Lanza find himself in the minority, he’s sure to continue to work with Democrats in his home borough – but he’ll certainly have less clout in Albany, where many decisions affecting the borough are made.

STATE SEN. DIANE SAVINO has been an effective lawmaker in Albany thanks to several bases of power: her bipartisan alliances on behalf of her home borough, her strong ties to the labor movement, and, until recently, her role as one of the founding members of the Independent Democratic Conference. Among the hard-working legislator’s biggest victories was ushering in the legalization of medical marijuana in New York. A former vice president for District Council 37, she has also been an advocate for labor unions in Albany and helped push through a $15 minimum wage. Savino can point to various accomplishments as a member of the IDC, including new funding for immigrant legal services, though critics say the breakaway conference’s alliance with state Senate Republicans halted bills favored by Democrats. Now that the IDC has dissolved and reunited with the mainline state Senate Democrats, she is back in the minority – and it remains to be seen whether the reunited Democrats can seize a majority this session or in the fall. If they do, her return to the minority will have been well worth it.

AS THE 49-YEAR-OLD dean of the borough’s state legislative delegation, Assemblyman Michael Cusick has carved out a niche in Albany over the past 15 years as an advocate for children, veterans and the disabled. The eight-term Democrat and former Schumer aide has been pushing for Staten Island to reopen a narcotics court, partnering on bipartisan bills with state Sen. Andrew Lanza and encouraging kids to ditch their phones and exercise during recess. Recently, he was named chairman of the Assembly Energy Committee, a key post amid the state’s ongoing efforts to shift to more renewable power. And while Staten Island is evenly divided between Democrats and Republicans, he is part of a sizeable Assembly Democratic majority that ensures more stability than his colleagues in the narrowly divided state Senate. Similarly, he is not constrained by the term limits that force New York City Council members to move on after two terms. So until the time is right for a potential run for Congress or another higher office, the Staten Island native will keep delivering for his home borough as an experienced assemblyman.

Richmond County District Attorney

Congressman

RICHMOND COUNTY DISTRICT ATTORNEY Michael McMahon has long been a leading Democrat in the borough, from his time in the New York City Council to his stint in Congress to his current post as the borough’s top law enforcement official. Since taking office in 2016, he has handled a wide range of criminal justice matters, emphasizing combating domestic abuse and implementing strategies to keep low-level offenders out of jail. But the most pressing issue has been the deadly opioid crisis, and under McMahon the office has secured more resources, improved its coordination office and sought to reopen a specialized drug court in an effort to reduce overdoses. He has also weighed in on some of the city’s biggest criminal justice policies, coming out against a plan to close Rikers Island while getting behind a proposal to keep guns out of the hands of the mentally ill. He is also part of a political power couple with his wife Judith, who serves as a state Supreme Court judge – although her reassignment from Staten Island in the wake of conflict of interest allegations has put the pair under scrutiny in recent months.

REP. DAN DONOVAN’S 11TH Congressional District includes a sliver of Brooklyn, but it’s the Staten Island district. That makes him the borough’s most powerful politician in Washington, where he advocates for funding for homeland security, storm resiliency and to combat the opioid epidemic. He has not been afraid to buck the Trump administration on issues that matter to his constituents, including on the state and local tax deduction and his party’s proposal to repeal and replace Obamacare. But the relatively soft-spoken Donovan has yet to capitalize on his position the way some of his predecessors have. He has only been in office since 2015, is not the borough’s unrivaled Republican leader and is not particularly close with the White House. A test looms for Donovan this year, with former Rep. Michael Grimm seeking to win back his seat and a crowd of Democratic contenders hoping to knock him out of office as well. Nonetheless, he remains a respected figure in the borough and has allies from his long years in government, including as Richmond County district attorney and deputy borough president.

Editor, Staten Island Advance

Co-owners, The Nicotra Group LLC

Staten Island Borough President

Some Staten Islanders may still think they live in the forgotten borough, but thanks to Brian Laline, that’s never really been the case. For decades, the editor of the Staten Island Advance has been making sure the borough is not overlooked by covering its many goings-on and keeping the newspaper’s readers informed. The Advance, and its online counterpart silive.com, provide the typical kinds of stories from a local newspaper – crime, sports, weddings, obituaries, human interest features – as well as particularly strong coverage of government and politics, both in the borough and at City Hall. The Staten Island native started out on the bottom rung at the Advance, taking a job as reporter in 1972. He has since served as copy editor and city editor and was named editor in 1992 and executive editor in 2015. In that time, he has also helped raise funds for Superstorm Sandy relief and other charitable causes and gotten involved with a long list of cultural institutions and nonprofits, from the St. George Theatre to the Snug Harbor Cultural Center & Botanical Garden.

RICHARD AND LOIS NICOTRA are Staten Island’s pre-eminent power couple. In sheer geography alone, they are the borough’s largest private real estate developers, boasting more than 1 million square feet of prime commercial property. Among their properties are a 415-acre complex of hotels, restaurants and entertainment venues nestled into a woodland preserve – an example of their environmentally conscious approach. But for this duo, it’s as much about the community as it is about building. When Superstorm Sandy hammered Staten Island, the Nicotras opened their hotels to the Red Cross and housed residents in need of shelter. Since the storm, they’ve helped raise funds to provide relief and rebuild the borough. The couple has also helped fund dozens of Staten Island nonprofits over the years, giving hundreds of thousands of dollars to charity. That kind of presence inevitably translates into political influence. Elected officials in the borough and in the city seek out their advice and support, especially on major development proposals. And they’re always on the hunt for another good opportunity – for their real estate business, and for Staten Island.

Jimmy Oddo is not a typical borough president. He’s the only Republican holding that office – and yet, of his peers, Oddo may have the best relationship with New York City Mayor Bill de Blasio. Of course, Oddo also does what every borough president does: influencing land use decisions, appointing community board members, introducing legislation, allocating funding and speaking up for his community. But he also stands out for his hard work – and his results. Thanks to Oddo, the mayor put a renewed focus on rebuilding after Superstorm Sandy, repaved roads across the island and agreed not to build a jail in the borough. Oddo can point to new waterfront projects, from the splashy North Shore developments to the West Shore’s “jobs coast.” The former city council minority leader is also deeply involved in borough politics, from grooming City Councilman Steven Matteo to supporting judicial candidates. He recently opted not to run for an open Surrogate’s Court judgeship – setting off a scramble among the other contenders – and will instead finish out his second term and keep fighting for Staten Island.

UP AND COMERS These 10 rising stars in Staten Island have a bright future ahead of them. We’re excited to see how they transform the borough in the years ahead.

1.

VICTORIA LARSEN CERULLO Director of Business Strategy and Engagement, Bloomberg LP Before jumping to the private sector, Victoria Larsen Cerullo had an accomplished career in government. The Staten Island native got her start as an aide to Rep. Vito Fossella and then spent half a dozen years in the Bloomberg administration as the mayor’s point person on Staten Island, a legislative representative and chief of staff for the New York City Department of Parks and Recreation. She was an invaluable asset in the city’s response to Superstorm Sandy.

2.

KAMILLAH HANKS President and CEO, Historic Tappen Park Community Partnership Kamillah Hanks is the head of the Historic Tappen Park Community Partnership.

The organization, which Hanks founded in 2012, aims to bring more arts, culture and educational programs to Tappen Park, a small but beloved community park in Staten Island’s Stapleton neighborhood that dates back to 1867, and promotes local economic revitalization. A native of the borough’s North Shore, Hanks used her position as a springboard for a strong but ultimately unsuccessful run for the New York City Council last fall.

3.

VINCENT INNOCENTE Manager, Marketing and Audience Services, St. George Theatre Vincent Innocente is responsible for marketing the St. George Theatre – and given its long and illustrious history, the performing arts venue is not exactly hard to market. Since the St. John’s University graduate took on the role in 2014, the theater has continued its revival, including a new marquee that’s part of a $5.2 million renovation. For someone with strong roots in the borough and who’s a performer himself (he does an impressive “Piano Man”), the job is a perfect fit.

Vice President, Youth and Community Relations, New York Road Runners

Community activist

To some people, New York Road Runners is just the host of the annual New York City Marathon – but Michael Schnall can tell you the organization does a lot more than that, from plenty of other races around the city to involvement with various health and wellness programs. He has served as Staten Island chief of staff for the New York City Parks and Recreation Department and as a legislative financial analyst in the New York City Council, giving him valuable insight into the city’s political process.

Last year James Thomson was named one of the owners of his law firm, which was renamed Scamardella Gervasi Thomson Kasegrande. Working with managing partner Robert Scamardella, who has long been active politically on Staten Island, Thomson leads the firm’s real estate and commercial law portfolio. The Staten Island native, who has been at the firm for over a decade, has also served the Staten Island Chamber of Commerce, the Staten Island Republican Party and the Staten Island Business Executive Club.

Jasmine Robinson is mounting a long shot campaign against state Sen. Diane Savino on the borough’s North Shore. The legal secretary, who lives in the Port Richmond neighborhood, has sought to capitalize on dissatisfaction with the Independent Democratic Conference, which Savino was a member of until it was dissolved this month. Robinson, a member of the Staten Island Democratic Association, has also been motivated by the death of Eric Garner, who died as a result of a police chokehold.

CITY & STATE NEW YORK

Who was up and who was down last week

LOSERS CYNTHIA NIXON The sun never sets on Cynthia Nixon’s good press, it seems, with the latest free plug coming from Stephen Colbert, who offered some “ointment for that burn” after she said she’d rather be “the good Nixon than the bad Cuomo.” Oh, and Nixon got the Working Families Party endorsement and her stock is rising in the polls. She’s got a long way to go, but it looks like a promising start for the former “Sex and the City” star.

OUR PICK

OUR PICK

WINNERS

Gov. Andrew Cuomo does this weird thing where he calls himself things he is not. “I am a Muslim,” he’ll say. Or “I am gay,” or “I am the government” or “I am undocumented.” Cuomo is none of those things. Presumably it’s meant as a rhetorical device of solidarity. Now that Cuomo’s running against an international celebrity, a lot more people are going to get confused. And you, the political insider reading this, will have to make a choice: explain it, or shrug with the rest of them.

BILL LIPTON The Working Families Party backed the person they think is best for the job, but at a price. Three more unions left the WFP over the party’s decision to back Cynthia Nixon. Spurned Gov. Andrew Cuomo is allegedly threatening the state funding of activist groups affiliated with the party in retaliation. Cuomo, of course, denied this, instead suggesting that any punishment of the WFP should be left to God.

The tenant leader got a judge to order NYCHA to start lead paint checks, ASAP. This powerhouse lobbyist made the most in Albany for the second year in a row. Not every pilot could’ve landed a plane after the engine straight-up exploded.

Their watershed takedowns of the biggest creep in Hollywood earned them Pulitzers.

STATEN ISLAND

Yet another shady de Blasio donor, learning that (alleged) bribery doesn’t pay. Apparently Michael Cohen has a thing for bombastic right-wing clients from NYC. These twins got rich off the suffering of the homeless in their squalid buildings. No more Central Park statue for the “father of gynecology,” who experimented on female slaves without anesthesia.
