EDITOR’S NOTE In the lead-up to the 2016 presidential election, Asian-Americans were expected to reach a turning point. As the country’s fastest-growing racial group, they were poised to capitalize on their surging potential at the polls – and as a reliably Democratic voting bloc, some thought they might even tip the race to Hillary Clinton. “This election is so important, and Asian-Americans and Pacific Islanders can make the difference,” Rep. Grace Meng said during a speech at the Democratic National Convention in Philadelphia last summer. “Our voting power has doubled over the last decade. We are now the swing vote in swing states like Virginia, Nevada, and also right here in Pennsylvania.” It didn’t play out as planned, of course. But groundbreaking Asian-American elected officials like Meng know firsthand that the path to political power often involves taking two steps forward, then one step back. In this week’s cover story, we take a closer look at the Queens congresswoman’s continuing struggle in an uncertain new era.

C&S: You filed a lawsuit to keep the city from destroying the IDNYC records that immigrant advocates feared could get into the hands of the federal government. You’re also the daughter of immigrants. How do you reconcile your positions? NM: There’s a policy in New York City where we don’t ask people their immigration status. City agencies don’t do so. You go report a crime at NYPD, we’re not going to ask your immigration status. That’s to protect the victims; we want people to come forward. But that’s not what this mayor’s doing. What this mayor now is doing is taking it to an extreme level, saying, if you commit all sorts of crimes, including grand larceny, sexual abuse (ed: in the second- and third-degree), forcible touching, identity theft, welfare fraud, patronizing a child for prostitution, we’re not going to comply with detainer requests. Unfortunately, some elected officials in our city are using this issue to fearmonger people, to make them afraid, so they can control them. When in reality what they’re doing is keeping these individuals in the shadows of society and, at the same time, making both immigrant communities and our citizens unsafe by allowing individuals who commit such crimes to stay here. PONTE BAILS OUT Joseph Ponte, the New York City correction commissioner who came on to clean up Rikers Island but was sidelined by recent scandals, resigned on Friday. Mayor Bill de Blasio stood by Ponte amid allegations that he broke the rules by taking frequent trips out of state in a city-issued SUV and failing to report an underling who spied on city investigators, but the commissioner opted to retire. PIGEONHOLED BY PROSECUTORS G. Steven Pigeon, the veteran Western New York political operative, was hit with another set of charges last week as federal prosecutors accused him of illegally funneling a Canadian company’s $25,000 campaign contribution to Gov. Andrew Cuomo. Pigeon rejected the allegations, and there’s no evidence the Cuomo administration did anything wrong, but the governor can’t be happy about being linked to yet another associate in legal trouble. YOU’RE FIRED! President Donald Trump’s latest action that left congressional Republicans scrambling to respond was the firing of FBI Director James Comey. Rep. John Faso called it “unsurprising” given Comey’s role in the Hillary Clinton email investigation, but “shocking” since the FBI’s probe into Russian election meddling is ongoing. Rep. Chris Collins backed the move, noting the director serves at “the pleasure of the president.”

The battle lines for the 2018 election cycle in New York are already being drawn. The buzz is that state Senate Deputy Minority Leader Michael Gianaris will be actively campaigning for former New York City Councilman Robert Jackson in his primary bid against Independent Democratic Conference state Sen. Marisol Alcántara in the 31st Senate District. “If Gianaris comes here, he’s going to have a congressman in his district campaigning against him,” said an Upper West Side bochinchero, not mincing his words. This loyal supporter of Alcantara’s is also an Independent Democratic Conference stooge. The animosity between Gianaris and Alcantara was on display in a heated exchange between the two in the state Senate chamber on March 15 over the state budget, with Alcantara ripping Gianaris as a product of “white privilege.” By the way, the congressman that the bochinchero is threatening Gianaris with is U.S. Rep. Adriano Espaillat, who is also likely to face a primary foe in his first run as an incumbent in 2018. Don’t you just love bochinche?

We don’t yet know if New York City Public Advocate Letitia James is losing sleep over this, but the buzz is that Juan Carlos “J.C.” Polanco is discreetely consulting with political and professional associates about running in this year’s citywide election for public advocate. In other words, the 39-year-old Republican abogado and 2016 anybody-but-Trump advocate, who first ran for office unsuccessfully when he was 19, has many things to consider before pursuing the Republican nomination. “He certainly would help Nicole (Malliotakis’) candidacy, and vice versa, if they ran as a citywide ticket.” Veremos. B&B thinks J.C. won’t do it.
There are growing concerns among a few políticos and some activists that this year’s New York City Puerto Rican Day Parade, on Sunday, June 11, will exclude people “not in the tank” with Mayor Bill de Blasio. “I think Lorraine should have resigned from the board as soon as she was appointed senior adviser to the mayor,” said one bochinchero aligned with the group running the annual event, referring to Lorraine Cortés-Vázquez, the chairwoman of the parade’s board of directors, who was appointed in February to advise de Blasio. NYC LATINO WORKFORCE NUMBERS NOT SO BUENO While not exactly invisible in the municipal workforce, Latinos are highly underrepresented – despite the fact that the Latino population in New York City grew by 10.8 percent between 2005-14. The story behind the data goes beyond the failure of “progressive” Mayor Bill de Blasio to improve the representation of Latinos in the city’s workforce. A seasoned bochinchero tells B&B that political scientist and researcher Angelo Falcón “has crunched the numbers (for the first time) in the comptroller’s office and the five borough presidents.” Based on some of the figures advanced to B&B, the headline for New York City Comptroller Scott Stringer won’t be good. Among the cinco BPs, for Rubén Díaz Jr. from the Bronx and Gale Brewer of Manhattan, the number of Latino employees is muy bueno. For Brooklyn’s Eric Adams, not bueno, for Melinda Katz in Queens, un poco better than Brooklyn and as for James Oddo – what can we say – it’s Staten Island. The report, which will be published by the National Institute for Latino Policy, which Falcón heads, also includes a breakdown of Latino employees by city agency. The city Office of the Actuary, at 3 percent, has the lowest number of Latinos out of the 72 agencies listed.

UEENS IS GROWING UP and changing faster than it has in decades. And probably nobody has a greater role in shaping the borough than Melinda Katz. She’s been borough president since 2014, chaired the City Council’s Land Use Committee from 2003-09 and worked on land use issues at Greenberg Traurig in between. She talked with City & State reporter Jeff Coltin about airport congestion, what to do about Rikers Island and how she hopes to bring professional soccer to Queens. The following interview has been edited for length and clarity.
C&S: Traffic problems at the airports have been a big story. Is there anything you can do? MK: Both airports have very different issues. LaGuardia (Airport) with the $4 billion overhaul there is dealing with a lot of the traffic issues right now. People coming and going from there; it’s getting backed up. There’s more cars that are waiting – taxis and black cars – in the neighborhoods surrounding LaGuardia, so we’re hoping the cellphone lot at LaGuardia helps that. But clearly the construction has inconvenienced a lot of people. The Port Authority is working with us to make sure that it’s as minimal as possible, but it’s not going to be an easy task. LaGuardia is also going to include a train to the (airport) through Willets Point. So you have that added construction over the next two years that is clearly in our pipeline, but has to be done with the minimal obstruction to the surrounding neighborhoods. Around JFK (Airport), you’re going to have significant enhancements to the (Metropolitan Transportation Authority’s) Jamaica Station for mass transit. I know the governor and I would like to see a oneseat ride to Manhattan. It includes a lot of work, like expanding the Van Wyck Expressway and the scope of work at Kew Gardens. So we hope that is done with minimal bother to the community. We will do our best to work with the Port Authority to make sure, but there’s a lot of things that need to be done for it to be a first-class transportation hub. So combining all of that, Queens has these issues with the airports, but at the same time, there’s $60 billion of economic activity generated by the airports. And
it’s the second-largest employer, by the way, in Queens. The first industry being health care. C&S: Are you supportive of the QueensWay, or turning the Rockaway Branch Line back into a rail line? MK: I’m waiting to see the many studies that are out on both those things. The studies on QueensWay, the studies on the Rockaway Beach Line – so we have to see what comes out of that. I have questions on both. QueensWay is a nice idea and has a lot of support in the community, but there’s issues of policing and how you keep it safe, the money that’s being spent to build it – and we’ll see what studies come out on that. The Rockaway Beach Line, now that the ferry is there, we have to see what type of effect that has on the Rockaways. And also whether that’s feasible for the city, because the tracks are now owned by the city. C&S: The Astoria ferry is opening in August. Are there any changes you hope to see before then? MK: I’m waiting to see what happens and looking forward to all the legs to that ferry starting. C&S: Do you want a ferry route on the north shore of Queens? MK: Not yet! We shall see. I think the more successful this ferry is, the more transportation that you’re going to see happening on the water in the years to come. It took generations. Literally, generations, to get this ferry. And we are excited about the fact that it’s five boroughs and hopefully it will lead to other paths on the water. Our traffic here in the borough of Queens and the transpor-

tation that’s so desperately needed – this will be one step towards resolving that. C&S: The commission on closing Rikers has proposed adding or expanding jails in each borough. The logical place in Queens is using or expanding the Queens Detention Complex next to the Borough Hall in Kew Gardens. Would you support expanding that jail and bringing in inmates again? MK: First of all, that site hasn’t been used in a long time. It would have to be significantly rebuilt. And I’m getting briefed by the Lippman Commission. So hopefully I’ll have more answers after that. I do think whatever happens has to have significant community input. There’s no doubt that something needs to be done about Rikers, I mean there’s just no doubt about that. But at the end of the day, I think the community has to have a huge say on what types of facilities get put into each borough and how we’re going to move forward on that. I look forward to seeing what the commission has to say, but I know that something needs to be done about Rikers. C&S: Development at Willets Point is currently being decided in the courts, but what do you support there? Are you hoping to see the mixed-use development with the mall? What about a new hockey arena for the New York Islanders? MK: I think we’ve got to see what the Court of Appeals says. I sponsored the first plan, which was the Urban Renewal Plan. And that was in 2007 and that was my bill and I thought that it was a much-needed renewal plan for an area that for generations has needed work – infrastructure work and a plan for that area. Now with the new retail, we’ve got to wait for the Court of Appeals. I think no matter what though, seeing a hockey stadium and a soccer stadium there – and a soccer stadium really is my priority – but seeing both there would be a great boon to the borough of Queens, but a great boon to Willets Point. I think we need to think big when it comes to Flushing Meadows Park. And Willets Point is a very large part of that. But no matter what the Court of Appeals says, we need to start thinking big in that area. I look forward to working with the administration to see how we can fulfill that plan.

NEIGHBORHOOD PRIDE RUNS deep in Queens, where residents often identify as part of one community rather than the borough as a whole. So it comes as no surprise that some residents fear that new plans and proposals could shake up their community’s feel. We spoke with U.S. Rep. Joseph Crowley and New York City Council members Jimmy Van Bramer, Daniel Dromm, I. Daneek Miller and Julissa FerrerasCopeland about large development projects and long-standing issues – like crowded classrooms, noise near the airports and poor public transit – and how they plan to address these problems.

Sunnyside Yards For a century, one vision after another to build atop the Sunnyside rail yard has failed to become reality – and the local councilman sees the same risk with the latest idea. “No plan to develop Sunnyside Yards has been presented to me or to the community,” New York City Councilman Jimmy Van Bramer said. “There’s simply been an idea floated, which Mayor (Bill) de Blasio is not the first person to float. It’s impossible to comment on a plan or have an opinion of a plan that doesn’t exist.” During his 2015 State of the City address, de Blasio called for the construction of a deck over the rail yard and engineering a neighborhood above the land primarily owned by Amtrak and the Metropolitan Transportation Authority. De Blasio envisioned 11,250 affordable homes anchoring the new community – although Gov. Andrew Cuomo’s office quickly dismissed the mayor’s proposal. Nevertheless, the city commissioned a study, released in February, that found building apartments over Sunnyside Yards could be done. At a cost of about $10 billion, the city could cover 70 acres of the rail yard with schools and retail shops as well as create up to 20 acres of open space and up to 15,000 new apartments, including at least 3,300 affordable units. With support from the MTA, which is run by the governor, the city could extend the project area and create up to

In a legal battle over the long-delayed Willets Point redevelopment project, New York City Mayor Bill de Blasio’s administration has found itself in the state Court of Appeals arguing about what constitutes “an event.” Under former Mayor Michael Bloomberg, the city agreed to let developers build apartments, a mall and a hotel on a parking lot near Citi Field and the nearby Willets Point area that was once a rundown hub for car part and service com-

Van Bramer said the number of housing units discussed in the feasibility study was “alarming” because the growth in population would overwhelm the area’s already stressed transit and infrastructure systems. panies. The parking lot is technically part of Flushing Meadows Corona Park, but is under a long-term lease with the Mets, according to Crain’s New York Business. State Sen. Tony Avella and parks advocates filed a lawsuit, arguing that the construction of the mall required approval from the state since it was planned on parkland. But the developers and the administration countered that the mall is permitted under a decades-old law that allowed Citi Field’s predecessor, Shea Stadium. The law listed guidelines for what else could be built at that location, according to DNAinfo. The government claimed the project meets these guidelines because the mall would include public spaces and free attractions, such as a rooftop garden. City Hall has also said the project is necessary to spur the cleanup of Willets Point, which lacks a sewage system and well-maintained roads. But Judge Jenny Rivera noted while the law says the space can be used for an event, she was unsure how a store could be considered an event, according to DNAinfo. New York City Councilwoman Julissa Ferreras-Copeland, who backed the redevelopment plan, said her community needs the resources it was promised as part of the project. “Throughout my involvement with Willets Point, I have worked to ensure that our community directly benefits from any development plans here,” she said in a statement. “I have consistently fought for the inclusion of affordable housing, open space, new schools, a library, and extensive environmental remediation. … I will continue to work with community leaders, city agencies and developers to ensure that our community receives all of the benefits that were promised.”

Dollar vans New York City Councilman I. Daneek Miller said there are a few streams of hope in the “extreme transportation desert” of southeast Queens. Under pressure from Miller and others, the Metropolitan Transportation Authority set aside money in its budget to pilot a reduced fare system in southeast Queens and Brooklyn. By paying a yet-to-be-determined flat rate, riders could travel

by bus, subway or Long Island Rail Road and make as many transfers as they’d like. Miller said there are six LIRR stations in his and neighboring City Councilman Donovan Richards’ districts, but the tickets are too expensive for many residents, who are forced to take much longer commutes on buses and subways. The dollar van industry has cropped up where MTA service is sparse. “Imagine giving people back five to 10 hours a week to their families, to their communities,” Miller said of the initiative, which is set to start in the fall. “You can’t quantify that.” Additionally, Miller said the MTA is expanding a local bus depot, from which it can expand bus service; and the city Department of Transportation is undertaking a traffic study of the downtown Jamaica area, which could lead to long-needed revamps of bus routes. Nonetheless, Miller said dollar vans, which emerged during an MTA worker strike in the 1980s and continue to provide inexpensive, informal transportation in neighborhoods that lack robust bus and subway service, will remain needed – at least for now. So he helped pass a legislative package that will stop granting new commuter van licenses until the city completes a study of the industry and will increase the penalties levied on those who drive the vans without the proper licenses or who break traffic rules. “The vans are a real issue here because they are the biggest affront to Vision Zero that we have in the city, by far,” Miller said, referring to the de Blasio administration’s effort to reduce traffic deaths. “We know that if we eliminate the vans, we have to have real, viable transit options. ... We have to address it holistically.”
Crowded schools
Queens Borough President Melinda Katz has been working to brand the area as a place that welcomes families, but the school system seems to be struggling to keep up. School Districts 24, 25 and 26 in northeast Queens are among the most crowded in the city. And other schools in the borough are so lacking in space that they use trailers as classrooms. Trailers were initially introduced as a temporary classroom, but many have been used for decades – far longer than their five-year shelf life, according to New York City Council Education Committee Chairman Daniel Dromm. “Many of them now are in very, very bad condition and the walls are warped, they’re leaking, etc.,” Dromm said. “They’re making some progress in some of the areas, but there are still many schools that have trailers.” Dromm said the de Blasio administration had made some progress moving students out of the trailers. But about 260 trailers still serve as classrooms, according to a City Council Education Committee report. The administration has also made strides by revising the formula for calculating how many school seats are needed,

So far the city has allocated funding for enough new classrooms to teach 44,000 more students, the councilman said, but it would cost another $4 billion to secure the remaining 83,000 needed seats. Dromm said he has continuously called for more seats during committee hearings and in budget negotiations. And now that the administration is looking to change zoning rules so larger residential buildings may be constructed in several communities, Dromm said he has vowed to only vote for such rezonings if they come with plans to add more school space.

Airplane noise New York City’s two airports are vital economic hubs, but their boon means more booming overhead for several Queens neighborhoods. The borough’s congressional caucus has spent years pushing for changes to federal guidelines for

the airports, and U.S. Rep. Joseph Crowley said their efforts to mitigate airplane noise are gaining steam. For example, Delta independently decided to stop using its loudest airplanes – MD-88s – at LaGuardia Airport. But Crowley said he will still reintroduce his Silent Skies legislation, which would direct the Federal Aviation Administration to issue regulations requiring airline carriers to use engines that are quieter than ones commonly used today. “A number of Congress members are building bipartisan support,” said Crowley, who co-founded the Quiet Skies Caucus in 2014. “It’s something that’s happening all around the country with the democratization of the sky, so to speak. … (Rep.) Bill Shuster, the Republican chair of the Transportation Committee, he’s been very open to including some of our provisions in a future transportation bill.” Other members of the Quiet Skies Caucus have been making similar legislative efforts. Rep. Grace Meng, a co-founder of the caucus, has been pushing a bill that would have the U.S. Environmental Protection Agency assume the lead in combating aircraft noise, as opposed to the FAA. Meanwhile, the Port Authority of New York and New Jersey commissioned a study of noise near LaGuardia and John F. Kennedy airports. Crowley said once the results are finalized, he believes the authority will be compelled to pay for soundproofing at some schools, houses of worship and homes.
A Diverse and Growing Queens Needs Energy Sources to Match BY THOMAS J. GRECH The demand for energy in Queens is surging greater than ever. We have the most robust inbound migration of next generation high tech companies building their futures and locating their workforces here. It is something we must encourage by continuing to maintain and build our vital infrastructure. Slated to open this year, the Cornell Tech-Roosevelt Island Campus, accessible by bridge or subway from Long Island City, is putting the finishing touches on its state of the art facilities – research, academic space, hotel, housing – which will be one of the region’s great intellectual magnets for critical STEM research and development. We also need energy for our vigorous manufacturing base and, of course, our airports, the “Gateways to the Nation.” LaGuardia’s in the midst of a four-billion-dollar restructuring, while JFK expects to double the passenger miles it handles within the next five to seven years.
Together, these crucial hubs host about 80 million passengers, employ nearly 50,000 people, and generate well over $50 billion in economic activity every year. They need power 24/7, and lots of it. What do all of these developments have in common, besides representing the downstate employment economy of tomorrow? They are all intensive users of clean electricity. Much of the electricity for Queens--and for half of New York City--is produced by over 50 facilities within the borough, whose generation comprises fully 10% of the power produced within the entire State of New York. Continual maintenance and frequent upgrades are vital to keeping these plants online. To coordinate with energy infrastructure in the rest of New York City and the state, we need a modern and effective transmission grid as well. With the impending loss of 25 percent of New York City’s power supply via the closure of Indian Point Energy Center in 2021, and with the state mandate for increasing clean energy production, we are faced with having to soon make up for lost power generation and having to replace and exceed the plant’s entire current
zero emissions electricity supply. Indian Point’s total output is equivalent to powering more than two million homes inside the five boroughs. As we are guided by Mayor de Blasio’s 2050 environmental playbook for a sustainable city, and Governor Cuomo’s state mandates for clean renewable energy, the mission to deliver clean energy has never been more urgent, for our city and for Queens. Considering that our borough is thriving in terms of tourism, tech, manufacturing, international shipping and transportation and residential development, a strong and vibrant Queens is at the center of an economically robust New York City economy. REP. GRACE MENG stepped on stage in front of thousands at the Democratic National Convention in Philadelphia. Identifying herself as the first AsianAmerican elected to Congress from the East Coast, she pleaded with fellow members of the Asian-American and Pacific Islander community to organize, campaign and turn out to vote in the 2016 election. “It is critical that we elect a person who will make history for America and build a brighter future of generations to come,” she told the throng of cheering supporters. “And that person is Hillary Clinton.” Days later, Meng, 41, was elected as a vice chairwoman of the Democratic National Committee, running on a platform of unity and outreach. But while campaigning for the DNC position, she spoke to Democrats around the country and found that members of the party in rural and suburban areas expressed a feeling of abandonment. “In New York sometimes we take it for granted that we can go to almost any meeting and meet Democratic electeds or candidates,” Meng told City & State. “Some of these folks tell me that they haven't had any sort of high-profile Democrat attend their local Democratic Party in years. I think a lot of times the Democrats keep focusing on ‘What's our message, what's our message?’ But I think part of the problem is that there are a lot of places throughout this country that we haven't sent a messenger to.” That seemed clear after the night of Nov. 8, when in perhaps the biggest political upset in U.S. history, Donald Trump was declared the winner of the presidential election – and the Democrats’ hopes of not only electing their history-making standard-bearer, but also winning the U.S. Senate and maybe even the U.S. House of Representatives, were shattered. Like other congressional Democrats, Meng has been vocal in her disapproval of Trump. She boycotted his inauguration. When Trump issued an executive order to ban immigration from seven majority-Muslim nations, she sponsored legislation in the House that sought to prevent congressional funding from being used to enforce it. In a statement issued to mark the president’s first 100 days, the congresswoman blasted her fellow New Yorker, saying that Trump “has yet to accomplish anything significant, and many of his actions have been appalling.” Yet during an interview in her modest district office, Meng is humble and mildmannered, a stark contrast from the braggadocio of many politicians. Now on her third term as the representative for the 6th Congressional District, Meng says
she took a lot for granted under President Barack Obama. “I think because of this new administration, our focus has shifted,” she said, referring to Trump. “It’s more to protect and defend our constituents and New Yorkers, versus seeing what progress we can make. So I’m a little sad about that.” Congress reached a bipartisan budget agreement late last month that left out many of Trump’s priorities, but many of the same policy battles will be waged again when the spending bill expires at the end of September. Looking ahead, Meng is concerned Trump wants to cut federal programs that help low-income New Yorkers, including Meals on Wheels, after-school programs and the Home Energy Assistance Program, which provides heating assistance to low-income state residents. “It feels like panic on a lot of days, and not so much within the halls of Congress, but because our constituents are so scared,” Meng said.“I think that the sense of urgency is in response to a lot of the policies that the president is proposing.” She’s also working on legislation that encourages the U.S. Department of Veterans Affairs to hire veterans, a bill that helps increase access to feminine hygiene products for women and girls who can’t afford them and another to eliminate the use of the chemical bisphenol A in plastics. One of her biggest legislative victories happened in 2016, when Obama signed into law a piece of legislation she had sponsored that eliminated the use of the words “Oriental,” “Negro” and “Eskimo” from the federal code, demonstrating her commitment to communities of color. Meng said that her identity – AsianAmerican, woman, mother – gives her a sense of obligation to speak up for those groups and provide input as to how policies might affect marginalized communities. “I don't always walk into every room or every meeting thinking that ‘OK, I'm an Asian woman and what are we going to do today?’” Meng said. “But there have been so many times where I'm sitting around the table and I realize that I might be the only Asian-American, I might be the only woman of color at that table.” MENG’S FIRST FORAY into politics began when she worked as the campaign manager for her father, Jimmy Meng, who in 2004 became the first Asian-American politician elected to the state Assembly. He stepped down after one term representing Flushing, Queens, and was succeeded by Ellen Young. Grace Meng later challenged

Young for the same seat in 2006, but withdrew when Young challenged her residency status. Two years later, Grace Meng challenged Young again and won. What is now her congressional seat had previously been held by Gary Ackerman for three decades. His surprise announcement not to run for re-election came at the right time for Meng. She had initially run for the Assembly seat without the backing of the Queens Democratic establishment, but after six years working at the state level, she now had enough support to take the next step. The institutional support helped her fend off two primary rivals, New York City Councilwoman Elizabeth Crowley and then-Assemblyman Rory Lancman. Her campaign was clouded by her father’s corruption scandal. Jimmy Meng ultimately was sentenced to one month in prison for offering to bribe prosecutors on behalf of a businessman. “It was smack in the middle of my election,” the congresswoman said. “So it was emotionally a very difficult time. I would probably say one of the hardest times of my life.” But the support she received from the community fueled her, she said. Despite the controversy, she defeated her Republican opponent, then-New York City Councilman Dan Halloran – who went on to get convicted of bribery as well and is serving a 10-year prison sentence. The victory made her the first Asian-American to represent New York City in Congress. But the personal challenges did not end there. In her first year in office in 2013, she was assaulted and robbed of her purse in Washington, D.C.’s Eastern Market area. She returned to Capitol Hill the next day. And in 2015, her brother, former Pi Delta Psi President Andy Meng, was arrested after allegedly covering up evidence when a hazing ritual killed a student. THIS MONTH, Grace Meng will give the commencement speech at Queens College and receive the school’s President’s Medal, which recognizes the receiver’s service to the borough. Queens College President Félix Matos Rodríguez echoed others in offering nothing but praise for Meng, saying she had served as an advocate for the college throughout her time in the Assembly and in Congress. He sees choosing the commencement speaker as a gift to graduating students. Women and Asian-Americans make up two of the biggest populations at Queens College.

“I wanted someone who’s been a trailblazer, who’s opened doors,” he said. “Someone who can be a role model to our students.” During her time in the Assembly, Meng was the only Asian member of the entire 150-seat governing body. Because there was no Asian caucus, she joined the Black, Puerto Rican and Hispanic Caucus (turning it into the Black, Puerto Rican, Hispanic and Asian Caucus). She described the experience as valuable, because so many of the issues that matter to the caucus directly affect the Asian community too. In Congress, there are a record 18 AsianAmericans and Pacific Islanders, who have the Congressional Asian Pacific American Caucus. But Meng is familiar with being in the minority. She speaks fondly of her time growing up in Elmhurst, Flushing and Bayside as a child of Chinese immigrants, but notes that she always felt a bit out of place among her peers. “I always felt like I looked different than everyone else,” she said. “Sometimes when my family would pack me lunch for school, I always just wanted peanut butter and jelly or ham and cheese sandwiches and
wondered why I had to have weird Asian food for lunch.” But the neighborhoods in her district, which aside from Elmhurst and Flushing also includes Murray Hill, Bayside, Fresh Meadows and Kew Gardens, have changed; roughly a third of the population there is now Asian-American. Then-New York City Comptroller John Liu made an unsuccessful bid for mayor in 2013, but as the most prominent AsianAmerican in city politics, he paved the way for others like Meng. He said he believes it’s the responsibility of elected officials who are people of color to act as representatives for their communities. “That’s why we want diversity, and that’s why you want a legislative body to reflect the population,” he said. “She is the only Asian-American member of Congress from New York, so that does, for better or for worse, put her in a position of responsibility for the Asian-American community, as well as her congressional district.” And despite the many challenges that may lie ahead for Meng as a member of the minority party during the Trump era, she chooses to focus on the silver lining: that there’s more engagement and interest in
politics from constituents throughout New York and the country. One example is the Women’s Action Group of Forest Hills, which was founded in reaction to Trump’s election. Members have organized and participated in rallies, are currently raising money to assist a refugee family resettling in Queens from El Salvador and are interested in campaigning on behalf of Democratic candidates. One of its members, Jody Peckett, had never been involved in politics or activism until joining the group. Meng attended one of the organization’s monthly meetings and has since stayed connected, Peckett said. She said that she believes Meng genuinely cared about the concerns of the group. “I didn’t feel like we were talking into the abyss,” Peckett said. “Sometimes you speak to a politician and they’re not listening, just smiling and nodding. I felt like she was taking in what we were saying. To feel heard is a very big deal.” And Peckett said it’s significant that Meng is like the women who comprise the group. “She’s a mom with young kids and lives in Queens,” she said. “It’s nice to see someone, who reflects who we are, fighting for us in D.C.”

It’s all come full circle for Mayra DiRico. She grew up in Astoria – and now she is the director of retail banking at Astoria Bank. DiRico moved to the local institution from HSBC, one of the largest banks in the world, where she had been an executive vice president overseeing the tri-state area. She joined Astoria Bank in 2013, and the Queens-based institution was bought by Sterling Bancorp in March, creating a combined bank that will be a major regional player. The child of Cuban immigrants, DiRico graduated from New York University and completed a graduate program in retail banking at the University of Virginia. DiRico is also the president of the Queens Chamber of Commerce, putting her at the center of a network of local businesses.

Con Edison is the largest provider of gas and electricity to New York City, and when the politically connected energy industry heavyweight has major news to announce – whether it’s recent rate hikes, investments in smart grid technology or responding to a gas explosion – one of the company’s key players crafting the message has been Carol Conslato, a veteran executive at the utility. Over the years, she has helped recruit other companies to Queens. Off hours, she previously served as president of the Queens Chamber of Commerce, and is still on its board. She also is on the board of directors of the Queensborough Community College Fund and the advisory board of Coalition For Queens, a nonprofit that runs 10-month computer coding schools for low-income people.
To many New Yorkers, Fred Wilpon is just the owner of the New York Mets. But he’s also a key player as a co-founder of Sterling Equities, the company hoping to launch the redevelopment of Willets Point, which sits adjacent to the Mets’ Citi Field. Wilpon and Sterling Equities co-founder Saul Katz were beset by several years of difficulty, beginning with the unraveling of Bernie Madoff’s Ponzi scheme in 2008. Wilpon and Katz had around $500 million invested with Madoff, and are still dealing with the fallout. But the team and its finances have turned a corner in recent years. Sterling Equities is now hoping for a similar turn of luck with Willets Point, which has been tied up in court.

For about two weeks in late summer each year, Daniel Zausner shifts the center of gravity in Queens. He’s the chief operating officer of the National Tennis Center, which is a fancy way of saying he runs the U.S. Open tennis tournament. The U.S. Open draws hundreds of thousands of fans, and in 2013 brought in close to a quarter billion dollars in revenue. He’s also overseeing the expansions and renovations at the stadiums where the tournament is played, a project expected to cost $600 million. Zausner is on the board of Flushing Meadows Corona Park Alliance, a public-private partnership that maintains the park, and the USTA is one of its primary funders.

Fran Biderman-Gross has run the marketing agency Advantages since 1992, when she founded it with her late first husband. It grew from a two-person shop to a firm based in Kew Gardens with staffers across the country and overseas. Advantages creates taglines, brochures and swag for clients that range from a one-man consulting business to a Fortune 100 company. Barbara Bowen praised New York City Mayor Bill de Blasio’s recent budget proposal but called for more money for City University of New York faculty. She applauded Gov. Andrew Cuomo’s Excelsior Scholarship program, yet said CUNY remains underfunded. In response to President Donald Trump’s policies, she led a May Day classroom protest. It’s all part of the job for Bowen, who as president of the Professional Staff Congress represents 25,000 CUNY faculty and professional staff. A professor of English at Queens College and the Graduate Center at CUNY, Bowen is also an executive board member of the New York State United Teachers, a consortium of more than 1,200 local teachers’ unions, and a vice president of the influential American Federation of Teachers.

As the longtime president of Communications Workers of America Local 1180, Arthur Cheliotes is one of the city’s most experienced labor leaders. He represents some 8,500 administrators and supervisors in New York City, including public employees and workers in the nonprofit and private sectors. He has led the union since 1979, having been elected 11 times. Cheliotes has enjoyed close ties at City Hall since New York City Mayor Bill de Blasio took office. But he hasn’t pulled his punches, as Local 1180 was one of the plaintiffs in a major discrimination lawsuit alleging the city paid women and people of color less than white men to do the same work. In April, the union reportedly reached an agreement with the city that Cheliotes touted as a victory.
When I. Daneek Miller resigned as head of Amalgamated Transit Union Local 1056 to join the New York City Council, he left the labor group in the capable hands of Mark Henry. As a longtime member of the union, which represents city bus drivers, Henry had risen through the ranks and helped forge closer partnerships with other transit unions. He is also a vice president of the New York City Central Labor Council. Henry has pushed for more bus routes, more express buses and 24-hour bus service. The union and Miller were active in the passage of City Council legislation that cracked down on illegal dollar vans. Henry has also been an outspoken critic of the Brooklyn-Queens Connector, New York City Mayor Bill de Blasio’s streetcar proposal.

Edwin Christian is the business manager of the International Union of Operating Engineers Local 14-14B, which primarily represents workers who operate heavy construction equipment. Christian has been a leader of the union for more than a decade. Christian’s clout extends beyond his own union. He’s on the executive board of the Building and Construction Trades Council of Greater New York. He’s a vice president of the New York City Central Labor Council. He has a spot on New York City Mayor Bill de Blasio’s workforce development task force, which provides advice on city policy for education, retraining and programs for those seeking jobs. The task force has a sense of urgency with the mayor’s recent pledge to create thousands of new jobs.
Patrick Dolan Jr. started out with Steamfitters Local 638 as an apprentice in 1987. Today, he runs the union, which represents over 8,000 workers in New York City and in Nassau and Suffolk counties. Part of what steamfitters do is install building sprinkler systems, and because a 1999 law requires sprinklers in most new construction, Local 638 workers have stayed busy. He has also weighed in on the need for government to ensure worker protections. As an official in several Long Island building trades groups, Dolan has been drawing attention to discrimination, poor pay, lack of benefits and exploitation of immigrant workers. He is also a vice president of the New York City Central Labor Council.

Richard LeFrak’s holdings include more than 40 million square feet nationwide, according to The Real Deal. One of the largest properties is the sprawling LeFrak City housing complex in Corona, Queens. But LeFrak’s influence doesn’t come entirely from that square footage. He’s riding a set of presidential coattails, as he’s among the small group of President Donald Trump’s friends. After the inauguration, his role became semiofficial. Along with Steven Roth, another developer, LeFrak is heading up Trump’s infrastructure council. The two real estate developers both got their start in Queens, and the relationship goes back decades. He appeared on a 2010 episode of “The Apprentice” and was even a judge for the 2009 Miss Universe beauty pageant.

After several tough years following the 2008 recession, construction in New York City has bounced back, and with it, scaffolding companies. Those companies put in place the infrastructure that supports construction: scaffolding, sidewalk sheds, debris chutes and other safety equipment. One of the largest and longest-lasting is the family-run York Scaffolding Equipment Corp., which was founded in 1928 by John Buettner Sr. and is now led by his grandson, Kenneth. Buettner is first vice chairman of the Long Island City Partnership board of directors, but he has expressed concern in recent years about how long the business will be able to stay in that neighborhood due to rising land prices amid an ongoing influx of hotels and other non-industrial businesses.
Michael Meyer’s F&T Group is a major developer based in Flushing, Queens. The group recently finished two of the five buildings that will comprise the Flushing Commons project, which is one of the largest new construction projects outside of Manhattan. It will eventually include 600 condos, as well as retail and office space. F&T recently completed two other major mixed-use facilities in Flushing. As president of F&T Group for more than 13 years, Meyer has overseen these projects and many others, working with F&T’s chairman and CEO, Michael Lee, and Vice Chairman Sunny Chiu to bring to life their vision for a neighborhood of high-end shopping and condos in Flushing. Douglaston Development, Levine Builders and Clinton Management, which Jeffrey Levine founded in 1979, have grown to become major forces of residential development in the city. Recent projects by the Queens-based companies include high-rise residential buildings on the East River in Williamsburg, Brooklyn. But the company’s portfolio isn’t all luxury. It also builds affordable housing, including affordable senior housing and assisted living properties in Queens, Brooklyn and Manhattan. Levine is a founding member of the New York State Association for Affordable Housing, the trade group for affordable housing developers. He is active in several other trade associations, with top roles at the Real Estate Board of New York and the New York Building Congress.
“Bridge and tunnel” isn’t an insult for Thomas Iovino. Bridges, tunnels – and the tracks that run through them – are the lifeblood of his business, Judlau Contracting. Although now a subsidiary of Spanish company OHL, or Obrascón Huarte Lain, Judlau remains active locally. Its biggest project in Queens is a tunnel for East Side Access, a $10 billion endeavor connecting the Long Island Rail Road to Grand Central. ROBIN HAYES President and CEO, JetBlue
At a time when airlines have been scrutinized for overbooking flights and involuntarily bumping passengers, JetBlue’s emphasis on passenger satisfaction looks prescient. Since Robin Hayes took over as president of JetBlue in 2014 and CEO in 2015, he has piloted the Queens-based airline on that same course. A veteran of British Airways, Hayes in 2016 launched commercial service between New York and Cuba, making JetBlue the first American commercial airline to fly to Havana in more than 50 years. That came after he accompanied Gov. Andrew Cuomo on a 2015 trade mission to the island nation. Hayes is on the Partnership for New York City board of directors, a pro-business group. His company was also recently named as one of the best places to work by Forbes.

Chuck Imhof has come a long way from his beginning as a regional sales manager for a Minneapolis tour bus company. Today, he is vice president of New York sales for Delta, which bills itself as the largest airline in New York. After more than two decades at American Airlines, Imhof joined Delta in 2009, which has a major presence at Kennedy Airport and LaGuardia Airport. While airlines are focused on maximizing profits, Imhof has touted Delta’s emphasis on community engagement and investment in philanthropic causes. Imhof has been involved in a variety of causes; he serves on the Queens Chamber of Commerce board and previously served on the boards of the Greater Jamaica Development Corporation and Citymeals on Wheels.
Bruce Whitman is the top dog at FlightSafety International, rising to become the company’s CEO in 2003, decades after he started at the company in 1961. The company is one of the largest in Queens, providing training to pilots, airplane maintenance workers and other employees at LaGuardia Airport, Kennedy Airport and across the globe. FlightSafety International provides 1.3 million hours of training each year and employs around 5,000 people in Queens. Whitman, an Air Force veteran, is also chairman emeritus on the executive committee of the Congressional Medal of Honor Foundation, which works to educate the public about the Medal of Honor, and is a board member emeritus of the Smithsonian’s Air and Space Museum.

To put it simply, Michael Moran runs one of the largest and busiest airports in the U.S. He took over in 2014 as general manager of John F. Kennedy International Airport, which employs about 37,000 people and generates an estimated $37.3 billion in economic activity in the region. In nearly 30 years at the Port Authority of New York and New Jersey, Moran has also worked at Newark International Airport and LaGuardia Airport, the region’s other two major airports. He was instrumental in planning the redevelopment of LaGuardia’s 50-year-old Central Terminal. He may be working with Gov. Andrew Cuomo again on an overhaul of JFK’s terminals, which was part of a January announcement by the governor.
Stewart Steeves is spearheading the $4 billion Central Terminal redevelopment at LaGuardia Airport, a major priority for Gov. Andrew Cuomo. Construction is now underway, with different phases expected to open in 2018, 2020 and 2021. Steeves is the CEO of LaGuardia Gateway Partners, a consortium of six companies charged with carrying out the redevelopment, which makes it one of the country’s largest public-private partnerships. Steeves previously served as the chief financial officer of Vantage Airport Group, an airport management company that is a member of LaGuardia Gateway Partners and touts its success in converting publicly managed airports to privately managed ones. In his career at Vantage, Steeves oversaw airports in Canada and the Bahamas. He is also a licensed pilot.

PHIL CRAIG President, Queens Chapter, National Action Network
The Rev. Phil Craig is the Rev. Al Sharpton’s man in Queens. Craig runs the borough’s chapter of the National Action Network, the civil rights group founded by Sharpton in 1991. Craig has been the minister at the interdenominational Greater Springfield Community Church in Jamaica, Queens, for more than five years. Before that, Craig worked at Greater Allen African Methodist Episcopal church in Queens alongside the Rev. Floyd Flake. It was Flake, Craig has said, who led him to activism. In recent years, he supported 32BJ SEIU’s demonstrations at Kennedy Airport. He has also been active in opposing a homeless shelter in Hollis and criticizing police use of chokeholds. His church has become a regular stop for would-be City Council members and state legislators.

After a national search to fill the top post at Queens College, the right candidate to run the City University of New York school turned out to be no further away than the Bronx. Félix Matos Rodríguez was appointed president of Queens College in 2014, after five years at the helm of Hostos Community College, another CUNY school. Matos Rodríguez spent decades in academia, with teaching stints at Yale, Northeastern University and Boston College as well as previously directing Hunter College’s Center for Puerto Rican Studies. But in 2006, he left New York for his native Puerto Rico and served for two years as secretary of Puerto Rico’s Department of Family Services.
Hoong Yee Lee Krakauer’s Queens Council on the Arts distributes hundreds of thousands of dollars in state and city funding to support the arts in Queens. The funding benefits local arts organizations and artists in Queens, and supports the organization’s program that helps high school students apply to art school. The organization receives the bulk of its money from the New York City Department of Cultural Affairs and the state Council on the Arts, with additional funding from foundations and corporations. Krakauer has powerful connections in city government. She served on the transition teams of New York City Mayor Bill de Blasio and City Council Speaker Melissa Mark-Viverito. She is also an honorary member of the city’s Cultural Affairs Advisory Commission.

Under Caryn Schwab’s tenure as executive director of Mount Sinai Queens, the institution has found room to grow amid closures of several hospitals in the outer boroughs. Schwab has overseen the hospital’s $175 million, three-year expansion and renovation. The expansion includes a much larger emergency room, new operating rooms and space for specialists, such as dermatologists, cardiologists and rheumatologists to practice in the same building as primary care doctors. After starting her career at the city’s Health + Hospitals Corp., Schwab served in former Mayor Ed Koch’s administration, was executive director of Babies & Children’s Hospital of New York, and came to Mount Sinai in 1999. She is also a vice chairwoman of Long Island City Partnership.
Alfonso Quiroz’s day job is in the public affairs department at Con Edison, but since January 2014 he has also been serving as the president of the Hispanic Chamber of Commerce of Queens. His advocacy work is no surprise, given his background. He was a White House intern in 1995, later became a community organizer and a community board member, and joined then-New York City Public Advocate Mark Green’s 2001 mayoral campaign. Quiroz also was the deputy chief of staff for City Councilwoman Helen Sears from 2003-05. Quiroz has kept a one foot in politics. He is a leader of the John F. Kennedy Democratic Club in Queens, and a Democratic district leader in the 34th Assembly District.

WOMEN IN RIKERS Gender matters when we talk about reform
W
ITH THE welcome news that the jail complex on Rikers Island is now headed for eventual closure, there is an opportunity to think more deeply about the people who end up there. The number of women in the American justice system increased by more than 700 percent from 1980 to 2014 – yet women lack visibility. On any given day, 600 women are jailed at Rikers Island, yet they are absent from the larger narrative about incarceration. From an inherently biased bail process to uniforms designed to fit men’s
larger frames, the system fails to consider that when it comes to incarceration, gender matters. “Women InJustice: Gender and the Pathway to Jail in New York City,” a report from the Prisoner Reentry Institute at the John Jay College of Criminal Justice and commissioned by The New York Women’s Foundation, looks at the factors leading to the incarceration of women at Rikers. It is a companion piece to the Rikers report from the Independent Commission on New York City Criminal Justice and Incarceration Reform and addresses the overuse of jail within a system largely indifferent to how a onesize-fits-all approach has served women so poorly.
Data about incarcerated women is too often overshadowed by the much larger data set on incarcerated males, who comprised more than 80 percent of all arrests in 2014. Analysis of incarceration, with an intentional focus on representing the jail system from a woman’s point of view, is rare and desperately needed. Too many women are jailed in Rikers and subjected to the senseless harms of incarceration when they could simply be diverted to services in the community. In 2014, some 6,745 women were held at Rikers and 80 percent were in pretrial detention, or jailed while their cases were pending. Most women are in jail for very short periods of time – 50 percent are released within a

week and another 10 percent are released in two weeks. The single most important factor driving their admission is their inability to pay bail. Just 38 percent of women interviewed in 2014 at arraignments in New York City reported being employed, compared to 46 percent of men. Yet the system fails to consider that many women are often unemployed single mothers. Securing cash bail at the courthouse is impossible for them. In 2014, only 8 percent of women could make this payment. The others were sent to Rikers, where 44 percent make bail at some point. The rest remained at Rikers until their cases were finished. These short, pointless jail stays can have a disastrous ripple effect on women and their families. Two weeks behind bars disrupts child care, sometimes forcing children into foster care, or at minimum, resulting in missed school days and trauma from being separated from a parent. It can mean losing an apartment and disrupts employment and educational commitments.
Jail is also disruptive to community treatment of mental health needs. That’s not to mention specific harms that can accrue for women during even a short stay: The rate of sexual assault is higher at the Rikers women’s building than other areas of the complex. Even before reaching jail, trauma and distress frequently mark the lives of women who end up there. Most report extensive histories of physical, sexual and emotional abuse, often starting when they were children. They are typically abused by people close to them, and they are more likely to be introduced to illegal activities by the people who are close to them. Between 77 percent and 90 percent of women in jail have experienced intimate partner violence. Victimization and trauma can lead to depression and other mental health disorders. Incarcerated women report symptoms of a mental illness at rates that are five to six times higher than women in the general population. Often, these kinds of illnesses lead to self-medicating behavior by abusing

drugs, another pathway to arrest and incarceration. Three-quarters of women are charged with misdemeanors. Assault is a common charge, which must be understood in context: For abused women, a lasting consequence of trauma can be difficulty coping during conflicts that trigger past abusive experiences. Shoplifting and other theft offenses are also common for women. These must also be considered within the context of economic marginalization, poverty and the stress of being a primary caregiver. We must do more to eliminate unnecessary incarceration. Women with mental health needs should be diverted to social services, not arrested. We also must end the use of jail for misdemeanors such as shoplifting, drug possession, prostitution or minor fights when there are effective alternatives for holding women accountable and preventing them from recidivating. Reforming bail is also key to reducing the number of women who are jailed. We should increase the use of nonmonetary forms of bail and supervise more women in the community while their cases are pending to help keep families together and avoid disruption to employment, education and housing. Our criminal justice system should provide gender-specific and trauma-informed programming to address root causes that lead women to the justice system, and ensure that women are connected to appropriate social services. Focusing on women in the criminal justice system does not mean that the system is effectively meeting the needs of men – it is not. Rather, by focusing on the needs of women, we can ultimately inspire attention to the needs of men as well and move toward a system that treats all people with dignity.

It was a weird week in Cuomoland. Gov. Andrew Cuomo’s brother, Chris, went hard after White House counselor Kellyanne Conway on his CNN show, getting compliments from the left and derision from the right. And the gov’s partner, Sandra Lee, threw some extra salt into her cooking, reportedly treating House Speaker Paul Ryan with disdain on the set of “Fox & Friends.” But Andrew himself was chumming it up with Gov. Chris Christie at a New Jersey diner – and crossing paths again in Midtown. He resigned on Friday, but the hunt may not be over: Mark-Viverito said she wanted to examine whether Ponte committed perjury, and the Post reported that his out-of-state travel may merit attention from the IRS.
