Early in his first term, former President Barack Obama pledged to end homelessness among those who had served in the U.S. military. While Obama fell short of that goal by the time he left office, his administration was able to reduce by about a third the number of veterans who have no place to call home. What’s more, some states and cities were even deemed to have ended veteran homelessness. New York City was one of those places that the federal government concluded had eliminated chronic homelessness among veterans, with only five homeless veterans who were identified but had not accepted housing assistance when the announcement was made a year and a half ago. Since taking office, President Donald Trump has threatened to cut funding for housing programs. But some advocates – including Maria Cuomo Cole, who I interviewed for this week’s feature Q&A – take the president at his word that he will support and protect those who served the country.

C&S: Why is it so difficult to get the New York City public to pay attention to Rikers Island? GM: Rikers Island, when I was there, had 125,000 admissions each year. Now we’re down to 60,000 each year. On any given day you have 8,000 people there. As large as those numbers sound, the fact of the matter is that the majority of New Yorkers will never go to Rikers Island. And so the question is, how do you bring Rikers to New Yorkers? How do you help New Yorkers understand that there is a torture island 200 feet away from LaGuardia Airport that exists in their name with our national progressive mayor standing between us and having a system that we can all be proud of, one that actually responds to victims’ needs? C&S: What are some of the problems you see with Rikers? GM: Eighty percent of the people at Rikers, first of all, are detainees. They have not been convicted of a crime. The Constitution shouldn’t die on the bridge to Rikers. The fact of the matter is that in the United States we agree as citizens that people may walk amongst us who are charged with serious crimes because you’re innocent until proven guilty. That’s not true at Rikers. Also, it’s 89 percent people of color in a city that’s 56 percent people of color. So when people fail out of our criminal justice system there’s a repository waiting for them in the river. There’s a huge correlation between our failure in our school system and who ends up at Rikers Island. AN EXTRAORDINARY TURN OF EVENTS Gov. Andrew Cuomo summoned state lawmakers back to Albany on Wednesday for an extraordinary legislative session to hash out a deal on outstanding issues – starting with mayoral control – and forced reporters to learn the difference between extraordinary and special sessions. (An extraordinary session is one that is formally called by the governor.) Legislators finally put aside political differences and pushed forward many agenda items, passing the extension of mayoral control of New York City schools, reauthorizing a series of local taxes and providing funding for flood relief near Lake Ontario. Cuomo also got a personal win, as the Assembly followed the state Senate’s lead in passing legislation to name the new Tappan Zee Bridge after his father. LHOTA PROBLEMS WITH THE A TRAIN Metropolitan Transportation Authority Chairman Joe Lhota had a rough first week back on the job. An A train derailed in Harlem on Tuesday due to a piece of rail left between the tracks. All the riders were evacuated and 39 were injured, leading to suspensions for two subway supervisors overseeing the track work. But the buck stops with Cuomo, who declared a state of emergency at the MTA Thursday. MASSEY’S PAIN IS MALLIOTAKIS’ GAIN Paul Massey Jr. withdrew from the New York City mayoral race Wednesday, citing the high cost of running against Mayor Bill de Blasio and lack of enthusiasm for his campaign. Massey had raised – and given – millions to his campaign, but his coffers were drained by expensive political consultants and pollsters. Assemblywoman Nicole Malliotakis is now the party’s presumptive candidate.

LATINO SUPPORT FOR NICOLE? If there’s a way for them to help her, they’re going to. “Come November I’m either not going to vote for mayor or I’ll vote for Nicole (Malliotakis),” said one Brooklyn Democratic bochinchero. This person is one of about a dozen Latino politicos that are so encabronado (pissed off) with New York City Mayor Bill de Blasio that they are considering lending a hand to his presumptive general election opponent. “I’m reaching out to her and see what I can do to help,” said one Bronx Democrat. A very well-known Latino figure is due to meet with the Staten Island assemblywoman and would also consider endorsing Malliotakis. Most of the Latinos I spoke to are not happy with the mayor and think that at least with Malliotakis they’ll get a straight response about their concerns. Sure, but what about her voting for Donald Trump? “I’m not officially endorsing her. It’s just payback to the mayor,” one bochinchero said. Ah, vindictive política. NICOLE MALLIOTAKIS

CUOMO’S BROKEN BRIDGE Republicans have been upfront in their criticism of Gov. Andrew Cuomo for naming the new Tappan Zee Bridge after his late father, Gov. Mario Cuomo. But I caught up with some Democratic bochincheros who also didn’t pull any punches, including one who said: “We voted to name a bridge after a governor who built more prisons than any other governor in the history of New York state.” Bam! Another Dem bochinchero in Albany said: “You know Mario Cuomo even used economic development money to build prisons and yet every minority legislator voted to name a bridge after him.” These Dems are going for the jugular here. And one Democrat told B&B, “It’s ironic that as Southern states dismantle monuments to the Confederacy, New York is naming a new monument to what would be considered a new Jim Crow-type of government of the North.” Damn! Now, if only they had the political cojones to go on the record with these statements ...

Our Perspective Across the U.S., Workers are Choosing a Union Voice By Stuart Appelbaum, President, Retail, Wholesale and Department Store Union, RWDSU, UFCW

A

t our union, the RWDSU, we are seeing workers across the U.S. demand the respect and fair treatment all workers deserve. They are doing it by choosing a union voice, and they are doing it because now more than ever, workers need a union in their corner so they can build better lives for themselves and their families. In the South, where it is more difficult to be a union activist than anywhere else in the U.S., the RWDSU Mid-South Council recently celebrated reaching the remarkable milestone of 10,000 members, doubling their size in five years. The Mid-South Council just won union recognition and a first contract for workers at four Piggly Wiggly grocery stores in Alabama. And in Georgia, the RWDSU Southeast Council is celebrating a win for over 100 workers at a Nestle Foods distribution center. In New England, where the RWDSU represents hundreds of workers at Coca-Cola

and Pepsi bottling plants, the union has won strong new contracts. And at Guitar Center stores in New York, Las Vegas, Chicago and Boston, workers are about to hold a ratification vote for their first union contract, which the dedicated worker activists there have for years fought for. No workplace is too big or too small for union representation, and there are no industries where workers can’t improve their jobs by joining a union. The RWDSU has welcomed workers at poultry plants and retail stores. And, the RWDSU represents workers in New York’s medical marijuana industry, as well as adult toy stores in New York City including Babeland, and thanks to their win at the end of June, Pleasure Chest. The dedication of union workers to winning a voice, the strong contracts they are proving they can negotiate, and the diverse field of industries represented shows that

workers can win, even at a time when the playing field is stacked squarely against them and bosses will do whatever they can to keep unions out. Workers are proving that they don’t have to settle for lack of respect at work, and for an economy that sees workers fighting for scraps while the rich just get richer. Working people have had enough of being told they should just be happy to have a job, and that the wealth at the top will somehow magically trickle down to them if they just go along with low pay, poor benefits, and bosses that won’t listen to them or address their problems. They are fighting back against anti-union propaganda and intimidation. They are fighting back against professional unionbusters who spread lies and misinformation, and try to scare workers away from changing their jobs for the better. Workers are joining together and winning together, and the RWDSU stands with all of them.

In Ju ne Ga llup polls, mor e than 80 percen t of Republ ica ns approved of Tr um p’s job performan ce. So here’s my trigger warning: Donald Trump has a chance to win a second term. Will he be a weaker than usual incumbent? Yes. Will a Democratic nominee be able to exploit his myriad failings and perpetual controversies? Yes. But the polarization of our electorate all but rules out a landslide. Crossover voters are a lot less numerous than they used to be. All the Democratic strategists dreaming of millions of moneyed, suburban voters flocking en masse to the Democratic nominee out of revulsion for Trump should take a very hard look at Jon Ossoff’s loss in the special election for Georgia’s 6th Congressional District and return to grim reality. Many Republican voters, no matter how hideous the top of the ticket, will stay loyal to their party. At some point, Democrats will have to understand that simply existing as the counterpoint to something else is not so much a strategy as it is a prolonged yowl. You cannot simple be the party of not Trump, the party of not Russia, the party of not ugly Republicanism. You cannot run a version of Hillary Clinton’s campaign ad infinitum. A time will arrive when the average person of any race or class will be asked, what do Democrats stand for? What do they advocate for?

And the person will struggle to answer because this is the central hollowness of mainstream liberalism today – its lack of coherence and strength, its mealymouthed descent into meaninglessness. Progressives overrate the importance of the Democratic National Committee – no, it did not single-handedly stop Bernie Sanders in the primary – but it can exist as a place to formulate a compelling platform and vision for the party. As of now, the party platform exists as a vague constellation of policies and beliefs that dwell in the shadow of Trump. There’s talk of raising the minimum wage or spending some undetermined amount of money on infrastructure. A lot of it’s a muddle. Take the fight over the awful Obamacare repeal bill offered up in the U.S. Senate. We know why the bill’s cuts to Medicaid are not only draconian but sadistic, guaranteed to punish millions of the most vulnerable Americans, young and old alike. We know why the bill doesn’t make sense, why it’s managed to unite leftist critics and the insurance companies. We’ve seen Democrats make these points. What we haven’t seen is an alternative from the leaders of the Democratic Party. Sanders has long fought for a single-payer health care system and managed to wage one of the more exciting insurgent candidacies in American history. But none of the party elders – be it House Minority Leader Nancy Pelosi, Senate Minority Leader Charles Schumer, and now DNC Chairman Tom Perez – have loudly echoed Sanders’ call for a single-payer system. This would be a radical restructuring of health care in this country, and the sheer cost could be prohibitive, so their reluctance is somewhat understandable. What do they propose instead? How do they want to make health care less dysfunctional in America? When will they understand that a mere defense of Obamacare – a flawed piece of legislation despite the gains in coverage for the uninsured – simply isn’t enough to win elections? For all of Trump’s inconsistencies, the core of his campaign remained largely unchanged and easily digestible to voters. His supporters knew exactly what he stood for and what he didn’t. He did what the Democratic Party couldn’t do in the summer and fall of 2016 and is failing to do today. An inchoate resistance, a mass shout against all things Trump, can only carry progressive politics so far. To defeat Trump and build a movement that matters, one that can forestall and ultimately undo the most retrograde aspects of the American economy and government, the Democratic Party will have to go far beyond what it has offered so far. It must begin by acknowledging that Trump is not going anywhere and the forces that brought him to power – the anxieties and rage animating his cult of personality – will not easily dissipate. Trumpism can outlast Trump. Only an out of touch political party can’t recognize that.

A Q&A WITH MARIA CUOMO COLE OF HELP USA

ARIA CUOMO COLE is chairman of HELP USA, a major nonprofit organization providing housing and other services for homeless and low-income people in New York and other states. The nonprofit was founded by Andrew Cuomo three decades ago, eventually propelling him to an appointment as secretary of the U.S. Department of Housing and Urban Development. When Cuomo Cole, Andrew’s sister, took the reins 25 years ago, she learned that many of its clients were military veterans struggling to get by after returning to civilian life. Cuomo Cole spoke with City & State’s Jon Lentz about the organization’s programs for military veterans, what President Donald

Trump could do to reduce homelessness and what it’s like at Cuomo family get-togethers. The following is an edited transcript. C&S: Why do you focus on military veterans? MCC: In the mid-1990s, we had the opportunity to develop a transitional residence in Las Vegas and we learned in serving that community that the majority of the male single population were in fact veterans, older veterans, Vietnam vets, even some Korean War vets in our first years. And that model of transitional support services, in a clean, dignified, lovely residence that we developed, was greatly enhanced through a partnership with the VA of Southern Nevada. And in order to really address the needs of our clients, we developed an integrated housing, mental

health and support services model. We are still serving the Las Vegas community and we replicated that model in other communities where the need for permanent supportive housing for veterans was increasing with returns of deployment in 2009, 2010, 2011 and 2012. In 2009, if you remember, President Obama’s State of the Union address was focused on this issue. It was the primary focus of the domestic agenda. And he declared a war on homelessness among veterans and set a goal to end homelessness among veterans, which was a galvanizing initiative and one that states and cities and communities took seriously around the country. What ensued were creative funding opportunities for nonprofits to develop transitional and permanent housing to an extent with the cooperation of

political leadership, local and federal, in reducing homelessness significantly, in some communities almost completely. You know, very dramatic reductions have been reported over these last years. HELP USA was able to use its core strengths and innovation in serving families and serving populations in crises to address the needs of veterans, male and female. The VA had not been really prepared to serve female returning veterans in the way that they were pushed to after 2009. Females were serving in Afghanistan and in Iraq in an unprecedented way and many young female vets were returning to children and fragmented families and had to focus on family reunification while addressing a lot of their own special needs and were in tremendous, tremendous need for stable supportive housing for them to organize their lives through their transition into civilian life. C&S: In late 2015, the federal government had said that New York City had ended chronic veteran homelessness. Does that mean there’s no longer a problem there? MCC: It’s difficult to say. The empirical data reflects a dramatic decrease in the homelessness among veterans. There’s no question

about that. However, there are still hundreds and thousands of veterans to be served with special programming, with mental health services, with employment readiness, with job training, and certainly with increased prevention measures. HELP USA has been running very progressive prevention models for over a decade now and the VA actually modeled one of their support service initiatives around HELP USA’s prevention model and it is one that we have been administering in New York City and Las Vegas for the last several years. And through outreach with professional staff, we’re actually circumventing veterans from entering the homeless system, providing interventions that are aiding them in independent living, rental assistance, funding mental health services, employment, drug and alcohol, etc. But those interventions are making a difference and there’s a report statistic, an outcome statistic, of 90 percent of these veterans being able to remain in independent living and, you know, that’s really the goal: to keep people out of the homeless system, families and children as well. We provide very effective prevention services for families as well. C&S: President Donald Trump has put

out budget proposals that really scale back funding in a number of areas. What would this mean for your work? MCC: During the campaign, candidate Trump was very vocal about providing improved services for veterans. It was a robust part of his campaign messaging. So we are certainly expecting to be able to work with the House, with the VA, with HUD on furthering HELP USA’s model and creating more permanent supportive housing in communities across the country to continue to reduce homelessness among veterans. The question shouldn’t even be are veterans homeless in America; it really should be are they living in adequate, dignified, supportive permanent housing, out of marginal circumstances, safe and secure. C&S: There’s been a lot of attention paid to homelessness in New York City. The shelter population is at 60,000 and that’s a new record. What’s your take on the root causes of all this? MCC: Yes, it’s true. We can’t deny the numbers. The numbers of homeless in New York City in the last months have been reported to be at an all-time high. It’s a very complex issue. The issues of economy, of our housing

availability, availability of affordable housing, all contribute to these outcomes. However, I am always quick to say that after traveling around the country and working in other cities and other states, other communities, as bad as it is here in New York, as challenging as it is, no other community or city has a funded system of care – a sophisticated funded system of care – like New York City and like New York state. There’s nothing like it in the country, so we are fortunate in that regard. There are hundreds of nonprofit providers that are working, like HELP USA, in public-private partnership, trying to maximize the service dollars of the city. But the housing is a tremendous challenge. There are simply far too few units available. C&S: Switching gears, you were an executive producer of “The Invisible War,” an award-winning documentary about rape and sexual violence in the military. U.S. Sen. Kirsten Gillibrand saw it and was inspired to introduce legislation. Have you worked with her? MCC: Sen. Gillibrand has been a champion of reducing sexual violence among military, has led legislative efforts and is working

hard to shift culture in Washington, and I think that’s really what that issue is about. Everyone recognizes, everyone agrees, of course there should be no reported cases of sexual assault in the military, or for that matter for any population, and I would say very successfully Sen. Gillibrand and her colleagues have been able to build consensus on that issue and we’ll continue to work together to reform policies. I was inspired to get involved with “The Invisible War” because of my work at HELP USA serving veterans. We saw a dramatic increase in reports of sexual violence among homeless female vets after the Iraq War and continuing through the Afghanistan deployments. It was a staggering statistic – 11 percent at first and then 20 percent of female vets actually reporting accounts of sexual violence while serving in the military. C&S: Your brother is the governor, and your father was the governor, and your other brother is at CNN. Do you ever get roped into political issues? MCC: I’ve been very fortunate to be able to participate and make my contributions through HELP USA these last two decades in working cooperatively with govern-

ment. The HELP USA model was designed by my brother, Andrew, as a creative social enterprise and based on a cooperative public-private partnership. Thirty years, having served half a million people and creating sustainable, beautiful, quality permanent housing in the most impacted communities proves that we can best serve our most vulnerable by working together cooperatively and creatively. So I consider myself fortunate in that regard. I don’t have to endure a campaign in order to get good work done. But I admire and respect those who can throw their hats in the ring. It’s a very tough, tough culture. The political life requires tremendous sacrifice on a lot levels. C&S: And at your family get-togethers, does everyone talk politics? MCC: Oh, no, never. (Laughs.) Never! Politics at the dinner table? Oh, no. What else is there to discuss? Let’s think. Yes, everyone in my family cares passionately about our political leadership and honors our American political culture, and appreciates our citizenry, and I think each of us feels compelled to make contributions in whatever way we can.

FOR VETERANS RETURNING home from the battlefield, the transition can be as challenging as actually serving in the military. Some veterans must learn how to live with lost limbs or other physical wounds and scars suffered overseas. Others struggle to cope with post-traumatic stress disorder, depression or other mental health issues. And at times, protests against wars and conflicts have left veterans feeling unwanted or unappreciated, despite their sacrifices. But for many military veterans, the discipline and skills acquired in one of the five branches prove to be invaluable assets as they adjust to civilian life. Serving in the military can be a launching pad for a run at political office. And it’s not just voters – a distinguished record of military service is equally appealing to many employers in the public, private and nonprofits sectors. What’s more, many arrive home deeply instilled with a commitment to serve their country and actively seek out opportunities to serve their fellow veterans and the public at large. In this special section, City & State puts a spotlight on those veterans who are still serving in other ways. We honor high-ranking government officials and mid-level staffers who are assisting and protecting New Yorkers here at home. We recognize business executives who are finding ways to help their fellow veterans and we applaud nonprofit leaders who are assisting those most in need.

ISA BEATHA JOINED the Army Reserves to earn a credential in an allied health profession without the cost of a college tuition. She became an Army medic, and earned the rank of private first class before leaving in 1991. Since then, Beatha has spent much of her post-military life at CUNY, where she obtained her undergraduate and graduate degrees. Prior to her current position, she was CUNY’s central director of transfer information. She assisted veterans who wished to use credits from their military career, giving her relevant experience when she was hired as director of veterans affairs in 2014. “Transfer of credit is one of the heaviest lifts, but we’re trying to get more academic equity for our veterans,” Beatha says. She also oversees activities for students who are veterans, such as networking evenings and a #VeteransofCUNY social media campaign modeled on the Humans of New York blog. Through academics and events, Beatha works to ensure that veteran students don’t become isolated. “The first time they hear no or get confused, they kind of get disconnected,” Beatha explains. She sees her position as a facilitator of these transitions, making students feel comfortable in their new community. “It’s a very rewarding role,” she says.

SALVATORE CASSANO Senior Managing Director, Pitta Bishop Del Giorno & Giblin; Senior Adviser, Pitta & Baione LLP SALVATORE CASSANO SERVED in the Army during the Vietnam War, joined the New York City Fire Department a couple years after returning home, and ultimately rose all the way to the top of the department. During his long career, his proudest accomplishment is helping rebuild the FDNY in the wake of the 9/11 terrorist attacks. “We increased training. We increased our procedures. We increased the equipment that we had. We increased all levels of education in the department for every rank and I could go on and on,” says Cassano, who was one of many firefighters on the scene in the immediate aftermath of the attacks. “We just rebuilt the department from the bottom up.” In 2006, Cassano was named chief of department, the highest-ranking uniformed

position, and was promoted to commissioner in 2010 by former Mayor Michael Bloomberg. During his time running the department, Cassano faced another unprecedented threat – Superstorm Sandy. “In the time that I was commissioner, the way the department handled Hurricane Sandy, and the aftereffects of it, were not short of miraculous,” he says. “It was the worst storm that we ever faced.” For Cassano, who now specializes in matters like crisis management and emergency response at the consulting firm Pitta Bishop Del Giorno & Giblin, it all started when the Staten Islander was drafted in 1965. “The discipline you need to be a soldier certainly carries over to the discipline you need to be a firefighter, without a doubt,” he says.

DANIELLE DISCALA Vocational Rehabilitation Counselor, State Education Department

FTER SERVING IN the Marines, Danielle Discala found it difficult to transition to what she calls “regular society.” She spent time with a Disabled Veterans’ Outreach Program specialist at the state Labor Department after her return. This man, a Vietnam veteran, then helped her get a job as a DVOP specialist. Discala worked at the labor department for five years, mentoring and supporting disabled veterans as they searched for new careers. Years after assisting someone, she would often hear their success stories. “I would get a letter in the mail, or an email or a card telling me that because of something that we had said or one of our meetings, it encouraged them to pursue something else,” Discala recalls. “I was helping people and I didn’t really know it.” In that role, she discovered that she loved working to find the right positions for any person’s needs and skill sets. She got her master’s degree at Hunter College, and was recently hired as a vocational rehabilitation specialist for the state Department of Education. Discala now works with a wider range of people with disabilities. A decade after leaving the military, Discala has not only found her community, but has helped many others find theirs.

FRANK FOWLER Chief of Police, Syracuse Police Department

YRACUSE POLICE CHIEF Frank Fowler knows who to thank for his current position. “Had I not gone into the military, I certainly would not have the skills to be a police officer, let alone to be a leader,” he says. “Every aspect of what allows me to be in the position that I am today is owed to and learned from the United States Army.” Fowler joined the Army in 1984 after

spending his youth under what he called “tough conditions” in St. Louis. He was inspired to join by a recruiter who told him that he could be stationed in Hawaii. Fowler never made it to Hawaii, but during his three years in the Army and 17 years in the Reserves, he served in Germany and in Operation Desert Storm. Without the Army, he wouldn’t have started his career as a police officer, which he calls the job he was “born to do.” In all of his years of military service, Fowler is most proud of his personal transition from a young man on the streets of St. Louis to a soldier and a police officer. However, he won’t disclose his greatest accomplishment as police chief because he is still serving in that position. “I don't believe in bragging about the race until you've crossed the finish line, and I have yet to do that,” he explains. Nonetheless, Fowler already has a list of accomplishments to name, and more to come before he finishes the race.

a month before he arrived at the United Veterans Beacon House and ultimately got his own apartment. Now, as a veteran peer navigator for the nonprofit Services for the UnderServed, the 27-year-old answers calls from veterans on Long Island who are homeless or at risk of becoming displaced because of issues reintegrating into civilian life. He points them to programs offered by Services for the UnderServed or other organizations to help them with housing, employment and budgeting. “Looking back, I realize if I didn’t know about the resources right away, I would still be living on the streets, I’d still be living in a car,” he says. “So, it’s great to give back.” He is now a reservist in the Army National Guard and working toward a bachelor’s degree in criminal justice at Suffolk County Community College. When veterans seek him out – on a busy day his office can get 10 to 15 calls – he reminds them that there’s hope. “You might be in a bad situation now, but think of it as: It’s only hours that you’ll be in this situation, it’s only a few days you’ll be in this situation,” he says.

HARISSE JAMROZ LOVES living among history. “Washington’s troops settled in Newburgh,” she says of her riverfront hometown in Orange County. “I’m an old-school kind of person. The house I live in was built in 1921,” she said of the home she shares with her 5-yearold daughter, Kazmirah. “It’s an old neighborhood. That’s why I specifically chose to live in that city.” After 26 years and counting in the Army Reserves, Jamroz is a bit of a New

York military historian herself. After more than a quarter-century of training, she is now an instructor, helping develop coursework for the Reserves and even mentoring other instructors. “I consider what I do in my military capacity a professional job as well, so I treat it that way,” she says. “I look for mentors the same way I look for a mentor at work.” Jamroz joined the Reserves at 17. She was interested in the structure of the military, and it helped pay for tuition at SUNY Buffalo State. She stayed with it, through jobs in county government, a school district, the private sector and now at the New York City Housing Authority. Through all that time, she says her service has made her a better person. “When you’re in the military, you’re forced to sometimes sleep in a room with complete strangers and have to deal with a lot of different personalities,” she says. “It gives you a lot of empathy … and also understanding of people as a whole.”

IMAGINE BEING IN CONTROL of the most destructive weapon in the world. For Jack Licata, this was a daily reality. While serving in the Air Force during the Cold War, the Long Island native was stationed at Whiteman Air Force Base in Missouri, where he served as a nuclear missile launch officer. The experience also put Licata on a unique career path. After his time in the service, including a stint in the New York National Guard, Licata founded the company Fast Bags Corp. and developed a product known as Bagups. Bagups is an innovative, eco-friendly trash bag system that reduces the hassle of taking out and changing the trash. Licata was inspired to find a more effective means of trash management while

he was in the service, as he often had to take out the trash at the nuclear facility. Additionally, Licata’s growing company employs exclusively military veterans and people with disabilities. “Being in the military taught me to think out of the box, be organized, how to lead people,” he says. “A big part of the military is making a difference for people. We did a lot of community service and a lot of outreach while I was in the service.” Indeed, while his small role in helping to win the Cold War is one of Licata’s proudest accomplishments, he is equally effusive about his efforts organizing a toys, food and clothes drive in Missouri and building a group home for Long Island’s Head Injury Association.

HE’S A PROUD, gay veteran, an advocate, a community board member and a photographer, but Dondi McKellar is best known for his bubbles. McKellar became a street vendor on the advice of his therapist in 2004, and has become one of the sector’s primary advocates since then – helped by his reputation as “Dondi Bubbles,” selling bubble blowing toys on the streets of SoHo. “It took me back to a part of childhood that’s just fun,” he says. “And that’s what I stuck with. I just said, let me sell something I like selling!” He’s since moved on from selling bubbles, but doubled down on advocacy, maintaining the long tradition of street vendors who are military veterans – a class New York City has given special rights to since 1894. McKellar has lung cancer and suffers from post-trau-

matic stress disorder resulting from when he was sexually assaulted while serving in the Navy. He says street vending is a great way for disabled veterans like him to stay active, supplement their income and manage their own schedule to attend medical appointments. But McKellar doesn’t just fight for veterans. Since the brutal May beating of street vendor Souleymane Porgo in the South Bronx, McKellar has been fighting for public safe vending spaces for those who feel like they “don’t warrant the same protection,” he says. “(The police) ticket vendors, all of us vendors, but when it comes down to protection, we don’t get that.” McKellar says he’s fighting for what he loves about the city he’s lived in since 1982. “The diversity in the street is out there and it should be out there,” he says.

MARK OTTO COMES from a legacy of service, as he was the fifth person in his family to join the military. Otto did tours in Panama and in Operation Desert Storm before entering a different kind of battlefield. He became a trader on the New York Stock Exchange, a job which he compared to the television show “Survivor.” Despite finding a career after leaving the military, Otto had a difficult transition to civilian life. “There wasn’t social media, there wasn’t all these different veterans’ service organizations,” Otto explains about his return. To prevent new veterans from feeling similarly disconnected, he works with several groups, including the United War Veterans Council. He serves as vice president of the council full time, and works part time at the NYSE. At the council, Otto plans several events, most notably the Veterans Day Parade. In 2016, 38,000 veterans marched in front of half a million spectators. Otto also organizes rucking events, which involves carrying weighted backpacks while exercising. He talked about the mental and physical benefits that these activities provide for veterans with post-traumatic stress disorder, as they can work collaboratively and spend time in a community. Ultimately, Otto can’t pinpoint his single proudest accomplishment at the veterans organization, as he considers helping others to be his daily reward. “My focus is on helping veterans that need it the most,” Otto says. “It's very fulfilling and I'm very grateful to have been given this opportunity.”

UAN SERRANO THINKS that American society can do more to help veterans transition from military to civilian life. “We have to change the way how companies and communities view, treat and serve those who have served us,” explains Serrano, now the director of military and veterans liaison services at Northwell Health, a network of hospitals and other health care facilities. He said many new veterans feel unprepared to return to a society that doesn’t fully understand their experiences. Serrano credits his family for providing the support that allowed him to have a successful transition after he was medically discharged from the Marines. He knows many other veterans aren’t as fortunate as he was to have this encouragement, or to enter college immediately after leaving the military, or to find work with ease. So Serrano has dedicated his post-military career to facilitating those transitions. At Northwell Health, Serrano oversees programs that provide health care and career services for veterans. One program is Barracks to Business, a series of workshops that teach resume writing, interview preparation and other skills. Serrano emphasizes the importance of communicating with veterans about their needs. He believes easing the military to civilian transition involves education. “It’s sitting with the private sector and the not-for-profits in our community,” Serrano says. “That’s who we come home to, that’s who we belong to, and that’s who we fight for.”

OPEN LETTER TO THE NEW YORK CITY PLANNING COMMISSION DEAR CHAIR LAGO AND COMMISSIONERS: The Manhattan community known as the East River Fifties is the only R10 neighborhood in New York City that does not have protections against the development of super tall skyscrapers on quiet, residential side streets. Our grassroots coalition has been working with the Department of City Planning for the past two years to forge a zoning change that would halt the construction of these anomalies. The resulting application embraces the City’s goals of planned growth, increased affordability and contextual protection for residential sides streets. It is among the first, if not the first, proposal from a neighborhood coalition to combine these goals. Our proposal maintains the diversity and character of the East River Fifties, roughly the area between 52nd and 58th/59th Streets east of First Avenue. It is pro development. It is not a downzoning. Density would remain at 10 FAR with the opportunity to expand that to 13 FAR with the creation of affordable housing and development of community facilities (both of which our neighborhood desperately needs). Our plan leaves room for more than 820 new housing units to be built, supports the Mayor's affordable housing goals by requiring more affordable housing in exchange for zoning bonuses at rates identical to what’s already required under IHDA in many other neighborhoods, and protects the neighborhood character with sensible but still generous height limits. More than 90% of the buildings in our community are at or well below the proposed 260’ maximum height limit. Moreover, the residential neighborhoods immediately to the south of 52nd Street, north of 59th Street and west of First Avenue between First Avenue and Third Avenue all have mid-block height limits that are less than one third of the proposed height caps. Our plan creates more housing for working New Yorkers who live in and contribute to our neighborhood – we don’t need ultra-luxury towers for absentee billionaire investors. Our citizens’ application to the City of New York has now been officially approved by the full board of Community Board 6, a clear victory for the community at large and a shining example of democracy at work. Our initiative has been embraced by 2175 supporters in 349 buildings within and beyond the rezoning area. These supporters have taken action in support of this plan; they have sent you letters, added their names to a growing roster of petition signers, volunteered their time, and given financial support. We have been energized by the stalwart support of Manhattan Borough President Gale Brewer, Councilmembers Ben Kallos and Daniel Garodnick, and State Senator Liz Krueger. We also have the support of numerous civic organizations that see the folly of outdated zoning. We urge you to approve this vital change to the district’s R10 zoning to ensure a liveable, diverse future for the East River Fifties. THE EAST RIVER FIFTIES ALLIANCE
