EDITOR’S NOTE

JON LENTZ Editor-in-chief

The most powerful politicians in the United States are getting older. When President Donald Trump took office last year, he became the oldest American president in history at his inauguration. While he was 70 years old when he was sworn in, the average age of his predecessors was about 55. The age of the men and women elected in Congress has risen as well. Last year, the average age of those serving in the U.S. Senate was 61, up from 53 in 1981, and the average representative in the House was 57, up from 49. That makes younger Americans one of a number of demographic groups that are disproportionately underrepresented in U.S. government. And while other historically marginalized groups have seen gains over the years, younger people are losing ground – and few people seem to notice or care. While others overlook or ignore them, City & State has always made a point of identifying talented up-and-comers in politics and government with our 40 Under 40 lists, recognizing 40 people under the age of 40. In fact, this year marks a milestone – the 10-year anniversary of our Albany 40 Under 40 Rising Stars.

DRAINING THE SWAMP?

UPPER MANHATTAN UPZONING

Rep. Chris Collins was accused of insider trading and indicted on federal charges of securities fraud. He pleaded not guilty in a Manhattan courtroom before quickly returning to his home turf in Buffalo, where he told gathered reporters that he planned to stay on the ballot and fight what he called the “meritless” claims. The indictment potentially shakes up what was set to be an uneventful re-election for Collins, who has been an early and loud supporter of President Donald Trump. Though still heavily the underdog, Democrat Nate McMurray is likely to pick up an unexpected boost going into November.

After years of planning, and in spite of strong community outcry, the long-awaited rezoning of Inwood in Upper Manhattan has been approved by the New York City Council. It is the fifth neighborhood to get rezoned under New York City Mayor Bill de Blasio’s sweeping plan to create and preserve more affordable housing. The rezoning will create or preserve 4,100 units of affordable housing and bring $200 million into the community. But residents fear the rezoning will drive up prices and force out longtime renters.

One of your opponents, Zephyr Teachout, pledged not to accept campaign donations from corporations. You’re a lobbyist at Verizon, one of the country’s biggest. Would that help you as attorney general? Absolutely! I am proud to work for a company that employs nearly 20,000 New Yorkers with good-paying jobs each and every day, and that invests billions in this state. New York is the economic engine not only of the nation, but of the world. So you want companies to do business in New York, you want them to conduct themselves appropriately, and I’m the person with the experience who knows best how to go after bad corporate actors and hold them accountable. You worked in Gov. Andrew Cuomo’s Cabinet as deputy secretary for economic development, but he’s endorsed

Letitia James. Were you disappointed you didn’t get his support? I wouldn’t use the word disappointed. I was not surprised. I am the most independent candidate. And I’m proud that it wasn’t one endorsement, or multiple deals or a few people in a room that put me on the ballot, but more than 40,000 New Yorkers across the city and across the state of New York that took the time to learn about my candidacy and made a decision to sign their name on the dotted line of my petition so I could get on the ballot. You’re lagging behind your opponents in fundraising. How are you getting your name out there? I’m making my case directly to the voters. I chose to take a voluntary, unpaid leave of absence. I’m not holding another job. I’m certainly not running for two offices at the same time.

“It’s sort of the classic Cuomo: Do something with some good and kill your enemies in the process.” —KAREN SCHARFF, executive director of Citizen Action of New York, hinting that Cuomo’s decision to kick Charter Spectrum out of the state is also punishment for unfavorable news coverage, via The New York Times Get the kicker every morning in CITY & STATE’S FIRST READ email. New York City became the first major city in America to institute a cap on the number of ride-hailing vehicles on its streets. Despite massive lobbying efforts by companies like Uber, the City Council passed a package of bills that will impose new regulations on the ride-hailing companies, including halting new for-hire vehicle licenses for one year and introducing new minimum wage requirements for drivers. The move comes after calls from taxi drivers and Uber drivers alike to pass the legislation.

Ten years ago, City & State’s predecessor, The Capitol, honored its first class of Albany Rising Stars. We asked all 40 of them everyone’s least favorite interview question: “Five years from now, what’s it going to say on your business card?” Here’s a look at some of those early honorees, along with where they said they’re going … and where they really went.

GO! GREG BALL

THEN(2009) ASSEMBLYMAN

IN 5 YEARS? “HOPEFULLY, U.S. HOUSE OF REPRESENTATIVES. WE’LL SEE IN 2010.”

Albany 40 Under 40

This election season, underrepresented groups in politics are making waves on the campaign trail – from women to minorities to members of the LGBT community. Another group is making its presence felt as well: young Americans.

Rising Stars 2018

City & State New York

The prime example is 28-year-old Alexandria OcasioCortez, who upset Rep. Joseph Crowley in the Democratic congressional primary. Assuming she’s elected in November, OcasioCortez would become the youngest member of Congress – taking that title from upstate Rep. Elise Stefanik, who was first elected at age 30. But they’re just two of many millennials in New York who are not waiting their turn. Each year, City & State identifies 40 members of the next generation – all under the age of 40 – who are already leaders in elected office and in state offices, in labor and in business, in advocacy and in academia, in government affairs and in journalism.

Profiles by Jeff Coltin, Kay Dervishi, Rebecca C. Lewis, Jon Lentz, Miranda Neubauer, Max Parrott and Alice Popovici.

We profile the behind-the-scenes figures crafting groundbreaking legislation, shaping public opinion and driving the news cycle. We recognize young labor leaders battling in the wake of the U.S. Supreme Court’s Janus decision, business representatives helping their constituents compete and young lawmakers shaking up Albany. We’re pleased to introduce the 2018 Albany 40 Under 40 Rising Stars.

But when she returned to Albany search‑ ing for a job, she found little luck in the private sector. So when she had the opportu‑ nity to interview for a posi‑ tion in the state Senate, she took it. “(I) really anticipated I would stay a couple years to build my resume a little bit and move on, and I got sucked into the vortex and I’m still here,” Baldwin says. Baldwin loves the fast‑paced world of Albany and the fact that each day brings something new and unexpected. She is not someone who likes routine. And for Baldwin, her colleagues became like family. “I’ve expe‑ rienced people playing guitar, singing songs, dancing on desktops, people looking for their 5 a.m. snack,” Baldwin says. “It’s really just that cama‑ raderie of being in it together.” Baldwin first joined the gov‑ ernor’s office in 2016. And al‑ though the state Senate is the place where she learned how Albany works, Baldwin said some of her most fulfilling work has been in the execu‑ tive office, such as increasing wages for direct care work‑ ers and coordinating aid for Puerto Rico. She works be‑ hind the scenes to get it done, but she wouldn’t have it any other way. “My goal always was never end up in the press, never end up in the paper,” Baldwin says. “Working be‑ hind the scenes is actually where the work happens.”

Brian Barnwell ASSEMBLYMAN 4/2 4/ 1 9 8 6 @BARNWELL30

ARIZONA STATE UNIVERSITY From a very young age, Assemblyman Brian Barnwell wanted to join the military. But, he was born with scoliosis and, at age 13, required surgery that inserted metal rods in his back that prevented him from enlisting. “I was devastated. Absolutely devastated,” Barnwell says. “I wanted to make a career out of it. I wanted to serve my country for as long as I could.” So Barnwell looked for “the next best way” he could serve and found himself turning to politics. He had already been engaged in his community and concluded that laws affecting his neighborhood needed to be fixed. When Barnwell ran in 2016, he stunned the establishment by beating then-Assemblywoman Margaret Markey. Today, he takes pride in how accessible he is to his constituents, no matter what time of day. “People have my cellphone number,” Barnwell says. “Call me at 2 in the morning, I pick up. What do you need, what’s going on?” One issue that is of the utmost importance to Barnwell is affordability. One piece of legislation he has introduced would change the formula that determines who is eligible for affordable housing in order to help ensure that those who truly need it can get it. Barnwell has been revving up for re-election since January and he faces a primary fight in September. But as he serves in Albany, he still has not given up hope on his dream to serve in the Army. “If they called me today, I would go in a heartbeat,” Barnwell says.

“People have my cellphone number. Call me at 2 in the morning, I pick up.”

“I learned early on that there is no right way to get to the career of your dreams,” Nora Boyle says. “I knew from a very early age that I wanted to work in policy.” While many people who work in policy tend to have a background in law or public administration, Boyle says she took a unique path to her current job as policy director at Cordo & Co. She earned a master’s in social work with a focus on macro social welfare policy – a specialization that takes a broad look at how policies affect large communities. “It allows you to see the human perspective,” Boyle says of her training. “In law and politics, we focus a lot on creating good laws. … We don’t always remember how it will impact the community.” After an internship at the New York state Office for the Aging, where she worked on policies affecting older adults, Boyle took a position with the Assembly working on veterans issues, housing, government operations and other areas. In a subsequent position, at the Public Consulting Group, she worked on health care policy across different states. Boyle says her work at Cordo & Co., where she focuses primarily on health care and policy, has given her the opportunity to represent some of the major actors building the infrastructure of health care in New York state, including pharmacies, health care workers and organizations participating in innovative health care projects.

Patrick D. Boyle DISTRICT DIRECTOR STATE SEN. THOMAS CROCI 8/ 1 7/ 1 9 8 7 @PATRICKDBOYLE

THE CITADEL

For Patrick D. Boyle, homeland security has always been a chief role of government. Boyle recalls how the Sept. 11, 2001, attacks spurred his decision to enroll in The Citadel, the South Carolina military college. “I was in the eighth grade and I lived out here on Long Island, so we were literally in the shadow of the twin towers coming down,” he says. Boyle’s entry into politics came later. He was working as a yacht broker fresh out of college in 2010 and looking for a new direction when he applied to work on Tom Croci’s campaign for Islip supervisor. After Croci won, he asked Boyle to be his executive assistant. “So I was at the town of Islip during Hurricane Sandy, which was both eye-opening and thrilling and horrible all at the same time,” he says. Boyle witnessed the U.S. Department of Homeland Security, Federal Emergency Management Agency and the Red Cross work together in response to a natural disaster. When Croci ran for state Senate, he took Boyle with him as his chief of staff, a role that Boyle describes as the “bridge between Albany and Long Island.” Boyle is now district director for Croci, who is leaving office to return to active service with the Navy. Boyle does not know what will happen after the fall elections, but when it comes to his role as director of the state Senate Veterans, Homeland Security and Military Affairs Committee, Boyle says, “I’m going to stay on as long as they want me.”

Kevin M. Bronner Jr. GOVERNMENT RELATIONS DIRECTOR JACKSON LEWIS 3/2 6/ 1 9 8 1 @KBRONNERJR

UNIVERSITY AT ALBANY When Kevin M. Bronner Jr. was studying at the University at Albany, he read a book that deepened his interest in the world of finance: “Liar’s Poker.” Bronner says the famous Michael Lewis book – which came to define the high-stakes, no-holds-barred culture of 1980s Wall Street – taught him about the dynamics of the stock market and the upsides and downsides of risk. “Life is about outcomes,” Bronner says. “It’s about taking a risk.” It was during college that Bronner began his career in financial services – with a job as special assistant to the commissioner at the state Department of Taxation and Finance. After earning a bachelor’s degree in political science and a master’s degree in economics and finance, both from the University at Albany, Bronner went on to work for the state Senate Finance Committee. It was during this time that he gained valuable budget negotiating experience, working on seven state budgets from 2007 through 2014. Bronner says his work negotiating the Upstate NY Gaming Economic Development Act, which authorized the establishment of several casino resorts, was another highlight of his time with the Senate Finance Committee. He was part of a team working to address the various budgetary concerns of New York lawmakers representing areas as diverse as Western New York and Long Island. In his current job as government relations director at the law firm Jackson Lewis, Bronner continues to work on fiscal matters, advocating for clients in both legislative and regulatory arenas.

Kevin Coffey REGIONAL CHIEF DEVELOPMENT OFFICER AMERICAN RED CROSS 11/6/ 1 9 7 9 @KEVINWCOFFE Y

LE MOYNE COLLEGE As a kid, Kevin Coffey was a Red Cross-trained lifeguard. His father was notified by the Red Cross in Vietnam when Coffey’s older brother was born. And when, more recently, his brother lost his home in Superstorm Sandy, the Red Cross was on his block. Today, Coffey sees an opportunity to give back to his community as the Red Cross’ regional chief development officer for the eastern New York region, following previous work in sales and marketing. “I can see the impact that our team and the work that the organization does every single day,” he says. In response to hurricanes in 2017, he oversaw the deployment of more than 120 volunteers and raised more than $2.5 million to support disaster relief. “The biggest challenge is that the work never ends for a humanitarian aid organization,” he says. “There are home fires every single day, hospitals always need blood products, and we work to provide services to our veterans.” Born and raised on Long Island, Coffey moved upstate with his wife to raise their family. For his three children, he makes it a priority to attend their Little League games and sporting events. “But once they’re in bed I fire up the laptop and take care of some of the work of the day,” he says. “It’s important for me and my wife … to be good role models. … My kids are really proud, and they like to see all the work I’m able to show them.”

SENIOR VICE PRESIDENT OSTROFF ASSOCIATES 8/2 0/ 1 9 8 2 @0OKMCO0

UNIVERSITY AT ALBANY Earlier this year, when Kate Corkery addressed a room full of interns at the state Capitol, she reminded them to soak up as much knowledge as possible during their internships. No task is too small, she told them – whether it’s organizing memos or answering phones. “This is a business of relationships and reputation,” Corkery says, remembering how her own internship with the state Senate, in 2003, helped launch her career in government and lobbying. “You’re either learning process or you’re learning people.” It was thanks to this internship that Corkery later received a job offer from then-state Sen. Jim Alesi, with whom she had worked at the state Senate while attending the University at Albany. She returned to the Senate in 2006. Then, a stint volunteering during a 2007 special election introduced her to “the campaign side of things,” Corkery says, leading to a job as deputy finance director for the state Senate Republican Campaign Committee. After two years of campaign work, she took a job as legislative director at lobbying firm Wilson Elser while pursuing an evening graduate program in organizational management at The Sage Colleges. In 2011, she landed her current position at Ostroff Associates through a networking connection who encouraged her to apply. Corkery enjoys working in government – something she’s been interested in since high school – and having the opportunity to return every day to the state Capitol, where her career began. “This is a beautiful place,” she says. “It looks like a castle.”

Jeffrey D. Denman VICE PRESIDENT YOSWEIN NEW YORK 4/ 1/ 1 9 8 6 @JEFF_DENMAN

STONY BROOK UNIVERSITY Jeffrey D. Denman lives seven blocks away from the home where he grew up, in Brooklyn’s Bedford-Stuyvesant neighborhood. The son of a retired New York City school principal, Denman says he attended public schools his entire life (save for one year of Catholic school), beginning with grade school in Brooklyn through graduate school at Stony Brook University. It was at one of these schools – the now-closed Freedom Academy High School in Brooklyn – that a government teacher noticed Denman’s interest in the subject and spent hours with him discussing current events. “From there you develop a love for government and a love for politics,” Denman says. This appreciation for the intricacies of government – as well as his respect of communities – enables Denman to synthesize issues and communicate policies to people who are most affected by them. “How do you address problems and how do you mitigate collateral consequences of policy?” he asks. “It’s a matter of bringing relevant stakeholders to the table.” Denman says he thinks of himself as an advocate, and his work at public affairs firm Yoswein New York is twofold: helping government talk with communities and helping organizations communicate with government. He says the work, which is nuanced and challenging, “requires a profound respect and love of government.” He added, “You can have an issue that affects people, but people who are affected aren’t the most interested. How do you really do that in a way that they become energized?”

David Doyle VICE PRESIDENT GRAMERCY COMMUNICATIONS 8/ 1 0/ 1 9 7 8 @DAVIDDOYLENY

SUNY OSWEGO David Doyle’s passion for communications is rooted in a phrase he heard early in his career: “Tell me a story.” The famous saying is attributed to legendary broadcast journalist Don Hewitt, creator of CBS News’ “60 Minutes.” Doyle landed at CBS shortly after graduating from SUNY Oswego with a degree in history, and he spent the next eight years doing everything from answering phones to working on “60 Minutes.” Eventually he left New York City to work for a CBS affiliate television station in Albany, and a few years later left the news business to work for then-state Attorney General Andrew Cuomo. Now, as vice president of Gramercy Communications, Doyle continues to draw on his journalism background. “You’ve got to tell me a story, … present it in a way that’s digestible,” he says, underscoring the principle behind every project he works on. “Know your audience and present it in a way that they can understand.” Doyle, who works in the agency’s Troy office, says one of the most rewarding aspects of his job is seeing the work of so many people inside and outside of government become a reality. Among other issues, he has worked to educate lawmakers and the public about opioid addiction. “We’ve taken on some of the big issues in this state and won,” Doyle says. “There’s a lot of good people that are trying to do good things. It’s great state and they’re trying to make it even greater.”

Kevin Dugan DIRECTOR OF GOVERNMENT AFFAIRS NEW YORK STATE RESTAURANT ASSOCIATION 1 0/2 6/ 1 9 8 6 @KDUGAN26

IONA COLLEGE Kevin Dugan was having an intense day. Restaurateurs across the state were panicking that they would have to adapt to a new law that would make it illegal for anyone under the age of 21 to serve alcohol. As the director of government affairs for the New York State Restaurant Association, Dugan has the job of mediating between business owners, state legislators and the media. In this case, he was able to assure the association’s members that the legislation was only going affect craft breweries and wineries. “How do you know the rules? How do you abide by them and still remain profitable? I see my job as helping to help facilitate that,” Dugan says. During the legislative session, he spends a lot of his time at the state Capitol, talking with state legislators about what he has heard from his membership base about regional issues. Before taking his current position, which encompasses the whole state, Dugan was the association’s director for New York City. His new role has opened him up to the regional differences across the state. In the city, restaurants are contending with high rents, whereas in more rural areas, restaurants struggle to attract customers. What remains constant across the board is the consequential relationship of regulation and business. When restaurants go through an audit, he says, “It’s easy enough to make mistakes, and those fines can be heavy and can close restaurants’ doors. So some of this stuff is really a matter of survival.”

Ari Espinal ASSEMBLYWOMAN 1 2 / 1 7/ 1 9 8 7 @ARIDIA _ESPINAL

ST. FRANCIS COLLEGE Assemblywoman Ari Espinal met her mentor Francisco Moya, who is now a New York City councilman, when she was 13 years old. At the time, he was running for district leader in their Assembly district. He also coached her in basketball at St. Leo Catholic Academy. “He saw potential in me to get involved in local organizations, local clubs,” Espinal says. “He pushed me to say, ‘You could do something good and clean up the neighborhood, get involved.’” Espinal did exactly that. As a teenager, she became a community organizer. She followed in the footsteps of her mentor and became a district leader, then went to work in Moya’s office when he was in the Assembly. But Espinal had not originally planned to run for office. “I always like to get my hands dirty as a staffer, as a senior staffer,” Espinal says. “That’s who I am.” Moya left the Assembly in January after his election to the New York City Council. With his seat empty, Espinal seized on the opportunity to continue helping her community in Albany. Coming full circle, she won a special election in April to succeed the man who first inspired her civic engagement. Now, Espinal faces a primary challenge in September after less than six months in office. Although she has had little time to rack up legislative wins she can tout, Espinal feels confident her record of community involvement will speak for itself as she once again runs on a platform of immigrant rights and improving public schools.

“I always like to get my hands dirty. That’s who I am.”

Jeremy Ginsburg ASSOCIATE COUNSEL CIVIL SERVICE EMPLOYEES ASSOCIATION 3/2 / 1 9 9 0 UNIVERSITY AT ALBANY; ALBANY LAW SCHOOL As the son of two teachers in Richmondville, a small rural town upstate, Jeremy Ginsburg grew up with a window into the struggles of working-class America. “Since I was in high school, I had a desire to become a union-side lawyer,” Ginsburg says. “It’s really born from a desire to do good for working people.” When he was in college at the University at Albany, teachers in his hometown launched a lawsuit to protect their retiree benefits. “That really fired me up and made me want to help out people facing those types of situations,” Ginsburg says. That background ultimately led him to becoming an associate counsel for the Civil Service Employees Association, which represents employees in state and local government, school districts and child care. At any given moment, he has 40 to 50 open cases that range from matters of contractual or statutory discipline to contract grievances or agency hearings. But work at CSEA isn’t just case management and litigation – it’s also outreach. Ginsburg splits his time between union meetings and door-to-door campaigns to explain the consequences of the U.S. Supreme Court’s Janus decision, helping him remain in contact with the people who drew him to the vocation in the first place. “What I’m doing is working to improve the working conditions and living conditions of our members who many of whom, if they didn’t have a union, would be working at the mercy of their employer, perhaps making poverty-level wages and without any benefits,” he says.

Elizabeth Quinn Gray SPECIAL ASSISTANT TO THE PROVOST FOR SPECIAL PROJECTS UNIVERSITY AT ALBANY 4/2 4/ 1 9 8 5 UNIVERSITY AT ALBANY To Elizabeth Quinn Gray, her trajectory from earning a master’s in philosophy and planetary science to serving as special assistant to the provost for special projects at the University at Albany is directly connected. “When you study philosophy, you’re expected to write extraordinarily well, to think about complex ideas at very high levels of abstraction, but still support those abstract ideas with well-organized, well-argued, concrete support,” she says. “It’s kind of like cross-training for your mind.” After earning her master’s degree, Gray went to Ecuador and worked on a project to build a local school in an underserved area. She returned to the U.S. to do the fundraising and project planning, then went back to Ecuador for the school’s construction. While working on the project, Gray rubbed elbows with the international development community in Albany – and got involved in creating the Global Institute for Health and Human Rights at the University at Albany. Her next project at the university was helping establish a new program for the College of Emergency Preparedness, Homeland Security and Cybersecurity. Gray was recently promoted to her current role, where her responsibilities involve developing ideas for grant proposals, writing grants and managing funding that supports new approaches for the university. True to her philosophical nature, Gray described her career as a “pattern of there being this vague idea of something that we want to have exist and figuring out what programs and systems would make that idea real.”

Andrew Gregory DIRECTOR OF MULTIMEDIA CORNING PLACE COMMUNICATIONS 8/2 3/ 1 9 7 9 THE COLLEGE OF SAINT ROSE Several years ago, when Rensselaer Common Council members were considering a measure to reduce the size of the fire department due to budget constraints, Andrew Gregory had the opportunity to work on a communications campaign that affected him personally as a resident of the city. In a campaign that included media outreach and social media messaging, as well as meetings with local lawmakers, Gregory communicated to residents that the elimination of four firefighter positions would jeopardize the safety of the remaining firefighters, and of the city as a whole. Rensselaer, a community of about 9,000 residents, was already a challenge for firefighters due to its narrow streets. “It was a real awakening for folks,” says Gregory, who is the director of multimedia at Corning Place Communications in Albany. “People are so busy … they don’t always have the time to pay attention to what’s going on in a city council meeting.” Corning Place emphasizes its ability to merge strategy with creativity in its communications campaigns, which can include a video posted on social media, infographics and media outreach. He enjoys having the opportunity to tackle issues that impact a lot of people, but that many may not know about. “I know that policy can be really complex and is really hard to translate,” Gregory says. “How can we find a way to make people aware of this and get them energized so that they take action?”

Eglantina Haxhillari DIRECTOR OF GOVERNMENT RELATIONS DICKINSON, AVELLA & VIDAL 11/2 1/ 1 9 9 2 UNIVERSITY AT ALBANY Lobbying work may not be the most popular field for college students contemplating a career. But Eglantina Haxhillari says she knew this was her calling after an inspiring internship at the Civil Service Employees Association. “It wasn’t an internship where you sat down and got someone’s coffee,” Haxhillari says of working at the labor union that’s been around for more than 100 years. She remembers joining lobbyists in committee meetings, where she had a chance to watch lawmakers craft legislation dealing with pension plans and raises. This training prepared Haxhillari for her current work at Dickinson, Avella & Vidal in Albany, where she has the opportunity to guide legislation through every stage of the process. One recent piece of legislation she has worked on is called Breakfast After the Bell. It requires public schools that qualify for free or reduced-price meals to offer students breakfast after the start of the school day. The measure, which could include grab-and-go options that can be eaten in the classroom, is designed to ensure students do not skip the meal. Haxhillari says one of the things she enjoys most about her job is the wide range of issues she works on. On any given day, she could go from monitoring a piece of legislation in the morning to watching lawmakers consider it in the afternoon. “Then you are boots on the ground, in the Capitol, advocating on behalf of the client,” she says. “Every day you learn so much.”

Kelly Hendricken DIRECTOR AND COUNSEL NEW YORK STATE SENATE HIGHER EDUCATION COMMITTEE 6/ 1 6/ 1 9 8 9 @KHENDRIC16

SUNY GENESEO; ALBANY LAW SCHOOL When Gov. Andrew Cuomo signed his Excelsior Scholarship into law, critics said it would leave out many college students, including part-timers at community colleges. So Kelly Hendricken explored how to expand scholarship access, and helped add several million dollars in the budget for students who don’t attend college full-time. “When we were dealing with all the issues last year regarding college affordability, one of the biggest components is that a lot of people go to school part-time, and have to do that, so how do they pay for that?” says Hendricken, who works for state Sen. Kenneth LaValle as the state Senate’s lead higher education staffer. “How do they deal with that kind of debt? And this is just another piece of the puzzle that helps people have less debt when they come out of school.” The Long Island native knows firsthand the value of advanced study. She was the first in her family to attend college, at SUNY Geneseo, then went to Albany Law School. She interned in the state Attorney General’s office and the state Inspector General’s office, then won a coveted state Senate fellowship and has been in Albany ever since. “Working with such great attorneys when I was in law school, it really made me realize how important it is just to give back and how important it is to be in public service,” she says. “At the end of the day, everything you do is for the taxpayer, and recognizing what’s important to your constituency.”

Ryan V. Horstmyer PARTNER SHENKER RUSSO AND CLARK LLP 2 / 11/ 1 9 8 3 UNIVERSITY AT ALBANY; ALBANY LAW SCHOOL When Ryan V. Horstmyer was 18 years old, he ran for a town council seat in his hometown of Colonie. At the time, in 2001, no Democratic candidate had won a town board race since the Great Depression. “I ended up losing that election, but I learned a whole lot,” says Horstmyer, who spent the summer before starting college at the University at Albany campaigning door to door. Although he had the help of a seasoned campaign manager, Horstmyer knew his chances were slim. The lessons he learned during that campaign have stayed with him and prepared him for a career in government and lobbying. “I stuck with it,” he says. “You learn how to talk to people at a door, when you’re interrupting dinner.” In 2006, Horstmyer ran for office again and won a seat in the Albany County Legislature, representing the 25th Legislative District, which included Latham, Loudonville and Newtonville. During his time as a county legislator, he was the main sponsor of an ethics and financial disclosure law for Albany County officials. He says the experience taught him that crafting legislation takes patience, because a lot of the work happens in private conversations. “It was such a big undertaking, because ethics is a very sensitive issue,” Horstmyer says, adding that he learned it’s important to “assume the best about people.” “Take your time to figure it out and build trust,” he says. “You just have to be patient and have a lot of conversations.”

Wayne Lair Jr. PARTNER STATEWIDE PUBLIC AFFAIRS 9/ 1 0/ 1 9 8 2 UNIVERSITY AT ALBANY Wayne Lair Jr. dove into state politics straight out of college, with internships and work at New York StateWatch doing legislative tracking as well as at a lobbying firm. “I sort of had a late start. I went to college late in life. I just kind of traveled and worked and messed around for a few years after high school,” he says. “Politics had always interested me and I just kind of fell into it.” Lair, now a partner at Statewide Public Affairs, has worked on issues that include the minimum wage, wine in grocery stores, and casinos. This year, as a representative of the New York State Restaurant Association, the biggest issue his firm focused on was pushing back on the potential elimination of the tip credit. In the past few years, he says lobbying has changed a lot from when he started. “Navigating that has been the biggest challenge,” he says. “It used to be you could make a phone call and either the bill passed or you could make a bill go away, and now every day you’ve got to work from the ground up. It’s not a top-down legislature anymore, it’s more of a grass-roots legislature.” He grew up an hour west of Albany and has been in the region his whole life. “I have a 3-week-old daughter, so I’m just starting to figure out how to balance family and work life,” he says. “You have to know when to put the phone away.”

Jordan Lesser COUNSEL ASSEMBLY 3/3 1/ 1 9 8 1 CORNELL UNIVERSITY; TULANE UNIVERSITY LAW SCHOOL

Under

As a child, Jordan Lesser spent a lot of time in Europe with his professor father, inspiring his love of history. After graduating from Cornell University with a degree in medieval history, Lesser combined that love with his passion for the environment and became a park ranger at a national park before attending law school. “It was great to go and educate visitors and educate the public about concerns we were seeing,” Lesser said. “Anything from water rights issues out West and impending droughts.” Lesser felt that by attending law school and focusing on environmental law, he could do even more, make a difference through policy. “You really have a hand in developing direct bill language,” Lesser said. “You don’t need to necessarily operate as an advocate and be out there trying to convince someone of your idea.” For Lesser, this has allowed him to tackle issues close to home like hydraulic fracturing and climate change initiatives. But he has also been able to broaden his reach to international environmental law. “That all comes about as a result of people having an interest in the legislative process in New York … and the flexibility to pursue your own initiatives off-session.” Those initiatives include co-chairing the International Law Committee and chairing the Water Law Subcommittee at the American Bar Association Section of State and Local Government Law as well as being involved with the New Leaders Council in Albany.

David Lombardo CAPITOL REPORTER TIMES UNION 6/9/ 1 9 8 7 @POOZER87

SUNY GENESEO As a state Capitol reporter for the Times Union, David Lombardo has landed his dream job. “For me, that was where I wanted to end up when I was just starting out as a print journalist,” he says. Journalism is the career he “fell into” following college with an internship at the Legislative Gazette when he felt “this was the coolest thing ever.” Lombardo, who brings experience from various roles, including in communications, is excited to expand the newspaper’s Capitol Confidential brand into the new medium of podcasting. He also has enjoyed one particular area of coverage. “I love covering gambling,” he says. “I don’t gamble, really, but I grew up in Saratoga Springs about half a mile away from the racecourse. I was so excited to cover sports gambling this spring and that whole mess as it continues to evolve in New York state.” He also “nerds out” over using data like party enrollment to cover elections. “I love tweeting election results,” he says. “The night of every election, it’s hard for me not to rapidly just refresh every county website as I share all the different results.” Around the state Capitol, he’s widely known by his Twitter handle, @poozer87, which started as an inside joke with a former girlfriend, with one candidate he covered even addressing him that way. He says he hasn’t figured out the eight-hour shift yet. “My fiance is also a reporter, so it makes for an interesting home life.”

DIRECTOR FOR PUBLIC POLICY NEW YORK STATE ASSOCIATION OF HEALTH CARE PROVIDERS 4/2 2 / 1 9 8 8 UNIVERSITY AT ALBANY Alyssa M. Lovelace thought she would be a journalist, but ended up switching her college major to public policy when she interned at LeadingAge New York, a nonprofit representing health care providers. “My grandparents raised me, so for me it’s really important that I give back to the people who might not necessarily have a voice. … I watched them as they aged, went from living independently at home to a nursing home and ultimately hospice,” she recalls. “It’s really important to me that the state and consumers and the public are aware of the long-term care industry because eventually we’re all going to be there.” Now as the director of public policy for the New York State Association of Health Care Providers, she works to defeat or advance relevant legislation and meets with her members regularly. “Right now, we’re doing a lot as a result of the 2018-19 budget, and we’re already preparing for next year,” she says. “We’re all just trying to figure out how to work together in this ever-changing health care environment that the state has created since Medicaid redesign went into effect.” Balancing her work and family life is a struggle every day, she says. “Fortunately, my kids are older, so they do know when the legislative session is, and they do know that I work long hours … and I’m able to work from home when I need to when my kid is sick, which is lovely. After session, I try to take some time off and be with them.”

Melinda Mack EXECUTIVE DIRECTOR NEW YORK ASSOCIATION OF TRAINING & EMPLOYMENT PROFESSIONALS 8/2 3/ 1 9 8 1 UNIVERSITY AT BUFFALO; UNIVERSITY AT ALBANY For Melinda Mack, it was not part of her “master plan” to become executive director of the New York Association of Training and Employment Professionals. She previously worked for former New York City Mayor Michael Bloomberg and at CUNY, among other places. “This weird mashup of skills that I’ve attained over the last decade or more sort of led me to this job up here in Albany,” she says. Originally from Buffalo, she went to school in Albany and then worked for seven years in New York City, giving her an overarching view of the state. She says her biggest accomplishment was working with the governor’s office this year to get $175 million in the state budget for workforce development, the largest investment in the state’s history. “That was a five-year effort, to bring together a really diverse set of stakeholders – anywhere from economic developers and chambers of commerce to people who provide frontline education and job training services – together to say we all care about this. It’s not just one faction of one group.” The group is looking to tackle the issue of child care next. “That’s part of this approach of really looking holistically and bit more out of the box, and Albany’s not known for an out-of-the-box mentality,” she says. She has fostered accommodating workplace policies as the mother of three kids under the age of 7. “We’re really a 24/7 shop, but we also are flexible enough … that I can run out to a kid’s thing.”

“I’ve been fascinated to learn from the other side, how the policy that I had been working on ... interplays with the actual execution of a business.”

Laura Manno intended to stay in social services until she had an internship at a refugee settlement center in Albany, where she shifted gears to government work. “I found – equally fascinating and frustrating – the interplay between all of the work we were trying to do for the clients and how policy impacted every single step of the way,” she says. After her internship ended, the native Long Islander applied for an administrative position with the state Senate Democrats, hoping to get her foot in the door. But state Sen. Andrea Stewart-Cousins, whom she met during the interviews, told her there was more she could do, and encouraged her to apply to another department. Manno ended up becoming an external relations associate for the Senate Democratic conference. Over nearly five years, she worked her way up to being deputy director and left as director. She also ran state Senate campaigns for Terry Gipson and Adam Haber. Manno has since transitioned to her first private sector job as director of government affairs at Charter Communications. Her intimate knowledge of state government comes in handy as she handles policy development, legislative lobbying, community investment and engagement, and regulatory compliance in New York City and New York state. “I’ve been fascinated by having the experience to learn from the other side exactly how the policy that I had been working on in the government and all of the political aspects of that, how that interplays with the actual execution of a business,” she says.

Jay Martin CHIEF OF STAFF STATE SEN. DAVID CARLUCCI 7/ 13/ 1 9 8 2 @JAYMART222

UNIVERSITY OF NEW HAMPSHIRE While some 10-year-olds might be interested in sports or watching TV, that was the age Jay Martin started attending political rallies. His interest in politics was spurred by growing up in a union family in Pennsylvania. “I saw the importance of organization and organizing and community outreach and how it could help people,” says Martin, who was raised by a single mother with the help of his grandparents. Martin worked on his first race when he was 18, and by 2007 moved to New York, working as an executive aide to state Sen. Jeff Klein. But Martin says he’s most proud of the work he has done on Lauren’s Law as chief of staff to state Sen. David Carlucci. Carlucci sponsored legislation last year that made permanent the provisions of Lauren’s Law, which requires driver’s license applicants to complete the organ donor registry section. “Granted, it seems like a no-brainer, but to me it’s indicative of a commonsense approach to government and it’s an issue that generally you can correlate to how it helps people,” Martin says. Despite the divisiveness in politics today, Martin believes most people in government are trying to do good. “For every one or two politicians that are arrested and go to jail, there’s hundreds that are actually really trying to help people,” he says. “There’s staff behind those people who are really trying to help people, who work very long hours, and try very hard to do the best they can to improve people’s lives.”

Jeffrey Mirel

EXECUTIVE VICE PRESIDENT THE ROSENBLUM COS. 11/ 13/ 1 9 7 8 GEORGETOWN UNIVERSITY When The Rosenblum Cos. designed the interior of the News Apartments in Troy, team members wanted to extend the “historic narrative” of the building, which used to house the Troy Record, says Jeff Mirel, the company’s executive vice president. They incorporated old newspaper boxes into the interior design, and used a color scheme of cyan, magenta, yellow and black – a nod to the traditional colors used in newspaper printing. “We wanted (the design) to energize and remind at the same time,” Mirel says. “It wasn’t just a place that made newspapers – this was really the cultural heart of Troy.” While working on the project, Mirel learned that so many people in the community have a connection to the newspaper, whether they used to deliver newspapers, or their father worked there as a pressman, or their mother worked in advertising. News Apartments, which includes residences, boutiques and restaurants, is designed to drive revitalization in Troy. It’s the kind of project that Mirel describes as “connective tissue” in a community. Revitalization could mean “urban refill,” Mirel says, such as finding a way to fill the empty spaces where a building once stood, and it could mean “thinking through what folks will need down the line.” “I am a diehard regionalist,” he says, adding that he hopes to foster sense of connectivity between Troy, Schenectady, Hudson, Saratoga, Albany and each cities’ various suburbs. “The unifier in my personal career track has always been being involved in the community … in placemaking.”

Katie Neer ATTORNEY GREENBERG TRAURIG 1 2 / 1/ 1 9 8 6 @K ATIENEER

UNIVERSITY AT ALBANY; SYRACUSE UNIVERSITY COLLEGE OF LAW Growing up in Baldwinsville, just outside of Syracuse, Katie Neer always knew she wanted to become a lawyer. “I used to want to know everything,” Neer says. “The closest thing to knowing everything would be to know what the rules are … that’s the law.” During her junior year at the University at Albany, when she started an internship with the Assembly, Neer realized she was interested in working at the intersection of law and government. “It was then that I caught the government bug,” Neer says. “There are a lot of layers and dynamics in that world, and it fascinated me.” Neer says the hands-on internship gave her a deeper understanding of state government and its intricacies, from the politics of running for office, to the politics of governing, to the politics of policymaking. As an attorney in the Government Law & Policy Practice at Greenberg Traurig, Neer works on cybersecurity and labor issues, among other areas. The practice focuses on guiding clients and solving problems for them. “At the end of the day, we want to find a path forward for (a) client,” Neer says. “We want to help our clients in navigating government.” Neer, who lives in Saratoga, says she has always enjoyed playing sports and participating in athletic events. She is currently training for a triathlon along with her husband and a group of friends. Their team, called Empire Endurance, heads to Montreal in September for the competition.

ASSEMBLYWOMAN 7/ 15/ 1 9 8 3 @YUHLINE

EVERGREEN STATE COLLEGE; BARUCH COLLEGE They say if you want a friend in Albany, get a dog. So Assemblywoman Yuh-Line Niou did, and travels to Albany from her lower Manhattan district with her pet in tow. Her dog died this year, but was quickly replaced by Samson, a German shepherd and Akita mix whose government service can be tracked on Instagram @samson_the_shepkita. Samson is popular in Albany, but so is Niou, and it’s easy to see why. She’s committed to collaboration, and is quick to compliment other legislators on their work. Assemblywoman Michaelle Solages’ bill to regulate donated breast milk, Assemblywoman Linda Rosenthal’s bill to not tax tampons, Assembly Speaker Carl Heastie’s assistance creating the Asian Pacific American Task Force – Niou mentioned all of these before talking about her own work that she’s proud of. One of those is bringing in more state funding to naturally occurring retirement communities. “It’s really important that we keep our seniors social and involved in the community, because it’s very much preventative care,” she says. Niou only moved to New York in 2010, after living in Washington state, where she worked in the legislature and lobbied for anti-poverty programs. When former Assembly Speaker Sheldon Silver was convicted, Niou ran to replace him and won the seat in 2016. “People talk about a ‘blue wave,’ people talk about more women running, more people of color running, young people running,” she says. “I like to think of myself as somebody who kind of paved the way for that to happen.”

Patrick Orecki RESEARCH ASSOCIATE CITIZENS BUDGET COMMISSION 8/2 2 / 1 9 9 1 @PATRICKORECKI

SUNY GENESEO; UNIVERSITY AT ALBANY At the start of his time in Albany, Patrick Orecki wanted to get a sense of the different facets of state government. Eventually, he settled on studying public finance. “You begin to understand just how crucial the budget is to developing public policy in New York state,” he says. “So much of the government operates through the budget process.” Not long after he got his start in government, Orecki took a position with the Citizens Budget Commission, a nonpartisan research and advocacy organization. “You get an opportunity to dive into some really challenging and dynamic public policy issues, and in doing so, you learn an immense amount from the outside,” he says. Orecki’s experience within government gave him an understanding of the different dynamics at play, which now allows him to better monitor not just the legislative process, but how various programs get implemented after the fact as well. He relishes the opportunity to look beyond the immediate impacts of enacting legislation. One major project that Orecki has been able to look at from both the government side and with the CBC has been the Medicaid redesign, which he considers to be one of the most rewarding projects that he has been involved in. “To be able to advocate for public policy and public finance practices that will benefit New York state and New York City in the long term is really one of the areas that excited me,” he says.

Kassandra Perez-Desir VICE PRESIDENT BOLTON-ST. JOHNS 3/ 1 9/ 1 9 8 2

ST. JOHN’S UNIVERSITY; NEW YORK LAW SCHOOL When Kassandra Perez-Desir was 12 years old, she thought she wanted to become a prosecutor. She remembers the precise moment when she made this decision, while watching the tense courtroom scene in the 1992 movie “A Few Good Men” – and hearing Jack Nicholson shout at Tom Cruise: “You can’t handle the truth!” But after she took an internship with the Assembly during her junior year at St. John’s University, Perez‑Desir shifted course. When she enrolled at New York Law School a couple of years later, she chose a career path that would prepare her to work with city agencies. “The political bug bit me,” Perez-Desir says. “I realized that there was another path outside of practicing law.” Perez-Desir says her work in politics opened her eyes to the reality that many people do not understand “the nuts and bolts” of government – such as who their local representatives are, when elections take place or how legislation is passed. She says she enjoys “bridging the gap,” whether between individuals and government or businesses and government. One of the most fulfilling aspects of her work is “that ability to be able to see how you impacted someone’s life, in a really small way, for the better,” says Perez-Desir, who is now a vice president at the government relations and public affairs firm Bolton-St. Johns, where she works on labor, immigration and consumer affairs, among other issues. “It makes you feel that your energy is being put in the right place.”

Bronce Perez Matos SPECIAL ASSISTANT TO EXECUTIVE DIRECTOR NEW YORK STATE JUSTICE CENTER FOR THE PROTECTION OF PEOPLE WITH SPECIAL NEEDS 9/2 9/ 1 9 8 4 BARUCH COLLEGE When Hurricane Maria hit Puerto Rico, it shook Bronce Perez Matos, even though he was more than 1,600 miles away in New York. Perez Matos was born and raised in Brooklyn, but he has roots in Puerto Rico. Seeing the storm’s devastating impact inspired him to join the New York Guard, a volunteer emergency management force. “After Hurricane Maria hit, I realized that I want to be more involved somehow,” he says. “I wanted to basically just give back in a sense, to help out in any way.” Perez Matos is doing a week and a half of training so he’ll be ready to pitch in during any emergency with planning, coordination and logistics. That’s similar to what he does every day at the New York State Justice Center for the Protection of People with Special Needs, the agency that protects New Yorkers with special needs from abuse and neglect. When New Yorkers have trouble getting an assistive technology device that would allow them to attend school, or live at home, Perez Matos jumps into action, helping to provide funding and supporting them through the process. “It’s a great feeling to make sure that someone gets the assistance they need, just to feel like they’re part of the community again, or even just pursue an education,” he says. Perez Matos loves Albany – especially the access to the outdoors: “Going to the Adirondacks, camping, skydiving, skiing and all the great things up here that you can’t find in the city.”

But it’s awesome.” Politi is spending the days with her daughter Noelle, born on June 7, taking leave from the nightly political TV show where she’s worked for five years. In that time, her station has gone through three names – from YNN to Time Warner Cable News to Spectrum – but has never lost its influence in state politics. And with the president’s attacks on the media, combined with staffing cuts at major outlets, Politi said, “Now it just seems more critical than ever to support local news.” Politi helps the show run every night, booking guests, writing scripts and connecting with viewers on social media. There are always elected officials on set, but Politi doesn’t mind the occasional quirky segment – like the conversation over whether a hot dog is a sandwich. “There’s so much going on at the Capitol,” she says. “You never know where the conversation is going to go.” After years covering politics, marrying into the Politi name felt like destiny. “Oh you know,” she laughs, “working on my brand.”

Caitlin Rooney

CAPITAL REGION DIRECTOR U.S. SEN. KIRSTEN GILLIBRAND 1/ 1 6/ 1 9 9 0 @CAIT YROONE Y

SUNY EMPIRE STATE COLLEGE Like her boss, Caitlin Rooney has deep roots in New York politics. Rooney’s father was a staffer for an upstate congressman in the 1980s. The Troy native started out interning for Rep. Paul Tonko, and later worked on Hillary Clinton’s 2016 presidential campaign and for the state Department of Labor. Now, she is the Capital Region director for U.S. Sen. Kirsten Gillibrand, which involves coordinating with local elected officials in 11 counties and helping constituents who need assistance. “I spend a lot of time talking with folks in the community, hearing what their issues are, and making sure that what we’re doing helps to mitigate some of those issues,” she says. Though Rooney is a New York native, she is particularly proud of the work she did over the course of several months as a field organizer for Clinton’s campaign in North Carolina. Despite Clinton’s loss, Rooney saw a silver lining in having helped Roy Cooper narrowly defeat a Republican incumbent to become governor. “I’m excited to be a part of a group of folks under the age of 40, because young people right now are going to be the thing that helps to usher in a new era of progressivism. And that engagement from people that are young voters, first-time voters, that’s really going to be the thing that’s going to help turn the tide going forward,” she says. “I’m excited to be part of a group of people that have dedicated their day to day to helping to move that needle.”

Zoe Salzman PARTNER EMERY CELLI BRINCKERHOFF & ABADY LLP 6/5/ 1 9 8 1

CONCORDIA UNIVERSITY (MONTREAL, CANADA); NEW YORK UNIVERSITY SCHOOL OF LAW Inside Zoe Salzman’s office at Emery Celli, Brinkerhoff & Abady in New York City is a poster that reads, “Community Saves Cooper Union.” It’s a gift from a former client, and also a reminder of the longest argument she has ever delivered on. “That was a real turning point for me professionally,” Salzman says of the case in which she represented the Committee to Save Cooper Union in a lawsuit against the legendary art and engineering school over its decision several years ago to begin charging tuition. Salzman argued that the school’s decision violated the principles of the trust set up by school founder Peter Cooper – and won the case. “I get to work on cases that I’m really passionate about,” Salzman says, adding that she enjoys working on a mix of commercial and civil rights litigation. She might go from working on a complex commercial dispute in the morning to working on a sexual harassment or prison abuse case in the afternoon. Salzman, who loved debating and theater as a child, says she knew from about the age of 9 that she wanted to become a lawyer. And by the time she entered law school, she had decided she wanted to become a trial lawyer and litigator. While she was initially interested in international human rights, she says the “diverse docket” she has now is ideal for her skill set. “It keeps you sharp,” she says. “It’s thinking really creatively about legal problems.”

Kari Siddiqui SENIOR POLICY ANALYST SCHUYLER CENTER FOR ANALYSIS AND ADVOCACY 5/ 7/ 1 9 8 4 UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL Kari Siddiqui studied abroad in Spain while earning her bachelor’s degree in Romance languages at the University of North Carolina at Chapel Hill. A few years later, she put her Spanish language skills to use when she moved to Nogales, Arizona, to work with grass-roots organizations on the U.S.-Mexico border. Working with organizations that assist at-risk youth and incarcerated women was “eye-opening,” Siddiqui says. The experience sparked her interest in learning how to effectively run nonprofits, and she enrolled in a master’s in public administration program at Portland State University. Initially, Siddiqui had been interested in doing direct work – such as running a foster care agency or working for an aid organization – but her career path shifted course after a professor encouraged her to consider policy work instead. “When you work in public policy, you can really effect bigger change,” she says. “As laws and policies change, and hopefully change for the better, you know and you hope that that change is having a broader impact.” Siddiqui is now a senior policy analyst at the Schuyler Center for Analysis and Advocacy, where she focuses on promoting policies that strengthen families and keep families together whenever possible. One such initiative, Children Need Amazing Parents NY, is part of a nationwide movement to place children in family-based foster care, rather than placing them with foster parents who are not relatives. “The idea is that kids do better when they’re in a family setting,” she says.

Ryan M. Silva EXECUTIVE DIRECTOR NEW YORK STATE ECONOMIC DEVELOPMENT COUNCIL 4/ 1 9/ 1 9 8 1 @RMICHAELSILVA

THE COLLEGE OF SAINT ROSE Ryan M. Silva came to the Albany area from New Hampshire to play baseball at The College of Saint Rose. After graduation, he stayed for another reason – helping businesses, first with the Rensselaer County Regional Chamber of Commerce. “Once I kind of got involved in the work of the chamber world, which was small businesses, helping them identify resources, helping them grow their companies, helping them network and build relationships with other folks in the business community … it was something that I really enjoyed and was very passionate about,” he says. His next role was deputy director of the state’s regional economic development councils. “I got a great understanding of the different economies in the different parts of the state, the differences in opportunities that existed in the North Country versus Western New York, versus New York City, and built relationships … with businesses, with economic development professionals across the state,” he says. As executive director of the New York State Economic Development Council, he now sees opportunities for his organization to take the lead in helping grow the economy across the state. He is proud that a year into his role, the organization’s membership has increased 25 percent. As a statewide organization with a staff of two people, he spends a lot of time on the road, but makes time to be there for his three children. “It’s a difficult balance,” he says, “but family life is extremely important to me.”

Michelle J. Stern EXECUTIVE DIRECTOR NEW YORK STATE ACADEMY OF TRIAL LAWYERS 11/2 6/ 1 9 7 8 UNIVERSITY AT ALBANY In law school, Michelle J. Stern says she was one of those “weirdos” who didn’t really want to practice law. While she did find it rewarding to work with individual clients and have a successful case, she found that what she really liked was the broader impact of working on the state level and being able to create change for everybody at once. Stern, now the executive director of the New York State Academy of Trial Lawyers, says, “It was a nice spot for me to go from law school to the academy because it was a good sort of mix of skills and let me sort of use my law degree but enabled me to do so in a way that was more focused on statewide change and advocacy.” It hasn’t been easy to recruit new members and expand, she says, but she is proud that the group has grown from about 100 members when she started in 2005 to more than 2,600 members today. She has also led the group as it spearheaded an effort to have a greater number of bar associations do more vetting of state Court of Appeals candidates. A Westchester native, Stern says she now “bounces around” between the group’s offices in Albany and Brooklyn. “Because we’re a statewide bar and I’m all over the place all the time,” she says, “that also gives me a little bit of flexibility to be home with my kids on any given day if I really need to.”

Andrew Title

SENIOR DIRECTOR, STATE GOVERNMENT AFFAIRS GREATER NEW YORK HOSPITAL ASSOCIATION 8/2 9/ 1 9 8 4 @ANDREW_TITLE

TUFTS UNIVERSITY; UNIVERSITY OF CHICAGO Andrew Title has spent time in Washington, D.C., working as a legislative assistant to a lobbying firm after former President Barack Obama was first elected. The New Jersey native has also worked for a magazine and spent time outside the country teaching English to children in Madrid. But now, having worked for the Greater New York Hospital Association for four years, he’s been charmed by New York. “Politics in New York are just a little zanier and crazier, although I guess that’s changed a little bit with what’s going on Washington since the last presidential election,” he says. “But I think that New York in a lot of ways is even still more interesting. Just the way that members of the Assembly, the Senate, and the City Council are just, I think, much more multicultural and much more outspoken and have different perspectives.” Title faces the challenge of understanding complex health care policy and translating it clearly for legislators. He spends half his time in Albany, especially during budget season and at the end of the session, and spends the other half focusing more on city issues and planning future work. Title spent a lot of time this year campaigning to return money to school-based health centers. Last year, the state cut $4 million from these centers, which are physician-staffed clinics that offer primary care for students in underprivileged areas. The campaign was successful in returning $3.8 million to the health centers in this year’s budget.

“Politics in New York are just a little zanier and crazier.”

Latrice Monique Walker ASSEMBLYWOMAN 8/ 13/ 1 9 7 9 @ASSEMBLYLWALKER

PURCHASE COLLEGE; PACE LAW SCHOOL Assemblywoman Latrice Walker grew up in NYCHA’s Prospect Plaza Houses, which were torn down as part of a plan to build new housing in its place. “They came to everyone and gave them this promise of returning to this new community that was going to be built up with townhouses … and everything was going to be beautiful and brand new,” Walker recalls. But the new development was never built, leaving Walker’s mother devastated. “My mom was forced to sign these documents. She had an eighth-grade education, no formal high school diploma or college, (and) was expected to read this legal document,” Walker says. “I remember her saying to me, I never want to see this happen again to any other families, and I should make sure to go to law school to prevent this,” Walker says. So after college, she studied law at Pace University, starting out in entertainment law, then getting back to her Brooklyn roots as counsel to Rep. Yvette Clarke. When her Assembly seat opened up, she jumped in late – and won. “One night, I couldn’t sleep,” she says. “I laid in bed and said to myself that if I don’t run for this seat that I could never live with myself. That this is a community that raised me, it poured everything into me, it gave me the perspective that I had, it made me the lawyer that I am, and it’s the least that I could to give to a neighborhood that gave me so much.”

Vivian Wang ALBANY REPORTER THE NEW YORK TIMES 9/8/ 1 9 9 5 @V WANG3

YALE UNIVERSITY Vivian Wang found herself in a courtroom quite often this year. But that’s just life for a Capitol reporter in New York. “It’s been a good Albany primer, as somebody who’s new to the Capitol this year,” Wang says. “Covering all the trials has been a good way to learn about how things work and who are the key players.” Wang started as a general assignment reporter on the Times’ metro desk right after graduating in May 2017. Once the legislative session began in January, she headed to the Capitol to see what she could contribute – an Albany rookie working among some reporters who have covered state government for decades. “I obviously wasn’t going to compete with any of the other reporters on the level of institutional knowledge, so I had to compete with what I could bring – a set of fresh eyes,” Wang says. “And also a fresh perspective. Because I am young, I am a woman, not necessarily who’s typically been reporting on Albany.” That perspective feels even more important as the country confronts sexual harassment in a new way. Wang felt strongly about the #MeToo movement, and was proud of her piece profiling three women who made complaints against state officials, while finding there was no clear procedure to report and discipline sexual harassment. Her first year in Albany was challenging, but one major obstacle remains: getting through Robert Caro’s 1,300-page “The Power Broker.” “Did not finish it,” Wang says. “But it’s still on my list.”

Jon Weinstein DIRECTOR OF COMMUNICATIONS AND SENIOR ADVISOR TO THE CHAIRMAN METROPOLITAN TRANSPORTATION AUTHORITY 3/2 8/ 1 9 8 4 @JONWEINSTEIN

CORNELL UNIVERSITY; NORTHWESTERN UNIVERSITY Jon Weinstein is a subway evangelist. Not the kind that preaches about Jesus in a crowded train – his job, explaining and defending the Metropolitan Transportation Authority, may actually be more difficult than converting tired straphangers to Christianity. No subway conversion was necessary for Weinstein. “At the risk of sounding like an absolute geek, growing up I memorized the Ronkonkoma train line,” he says. “I’ve always been fascinated.” He grew up near the Hicksville Long Island Rail Road station, the son of a subway commuter and the grandson of a transit authority employee. The next generation has already caught on – Weinstein takes his 3-year-old son Gavin for subway rides on weekends. “He just wants to ride the subway for the sake of riding the subway,” Weinstein says. Most New Yorkers, however, ride the trains, subways and buses in order to get somewhere, and with constant complaints of delays and poor service, Weinstein admits that being the voice of the MTA can be a headache sometimes. “You just keep plugging along,” he says with a laugh. But he handles the public’s constant need for information with understanding and grace under pressure – skills he honed as a news reporter for NY1, where he worked for seven years. A switch to public relations eventually led him, last October, to the authority he once reported on. “If you like transportation, and you want to be in the middle of fixing this place, why not now and why not here?” he says.

CHRIS COLLINS If your house is on fire, you call your kid to make sure he gets out. But if that house is a pharmaceutical company you’re invested in, well, that’s called insider trading, and it’s illegal. The charges may not lose Collins his seat, but Democrats are thrilled that the president’s most unshakable supporter in New York apparently pulled a Martha Stewart. If nothing else, he’s proving an emerging pattern: If you’re tight with Trump, it’s only a matter of time before you’re arrested for something.

With Rep. Chris Collins’ arrest, his chances of winning went from zero to ... almost zero. He got Dick Ravitch to OK an affordability deal that even drops some tenants’ rents. Careful what you wish for – he got Inwood rezoned, but furious constituents too.

When the state decided to expel Charter, folks rushed to kick ’em on the way out. The Board of Elections defanged its own watchdog, saving corruption everywhere.

BHAIRAVI DESAI She may not have a driver’s license, but she’s still stoked about better wages for taxi drivers. After a tragic year for New York cabbies, good news has come for them, and by extension Desai, the founder and president of the New York Taxi Workers Alliance. The New York City Council passed a yearlong cap on new drivers for Uber and other ride-hailing apps while the city approved a minimum wage for drivers, the first of its kind in the U.S. Time to break out the bubbly – as soon as your shift is over.

Don’t let arrested Rep. Chris Collins soak up all the attention – it’s been a banner week for pols and the law. Former Nassau County Executive Ed Mangano is facing a beefed-up new indictment. Former state Senate Minority Leader John Sampson may be stuck in prison even longer after new charges against him. And New York City Councilman Jumaane Williams was convicted! But with no punishment for his civil disobedience, Williams may be the rare politician coming out of court a winner.
