SPRING 2022

Greenhill Road & South Main Street Intersection Improvements The City of Cedar Falls has recently held a public letting in which Petersen Contractors, Inc. of Reinbeck, Iowa, was awarded a contract for the reconstruction of the intersection of Greenhill Road and South Main Street. This project will include the replacement of the existing traffic signal at the intersection with a multilane roundabout, and will include a left turn lane off of South Main Street into Fareway. Upon completion of construction, the intersection will have improved traffic flow and safety. This project includes removal of the existing traffic signal and pavement, replacement of the existing water main, installation of a new storm sewer network, replacement of the overhead utilities to underground, and new roadway paving. This project will include a retaining wall in the northeast corner of the intersection and landscaping in the center island of the newly constructed roundabout. Additionally, the existing wooden fence along the northeast and southwest corners will be replaced with vinyl fence to assist in noise reduction of the adjacent neighborhood.

Construction for the Greenhill Road and South Main Street Intersection is a planned two-year project that started last spring. The first year, 2021, of the project consisted of relocating overhead electrical and other utilities underground along with water main relocations and replacements. This work was completed during last year’s construction season. This year, 2022, of the project is scheduled to begin this spring and will consist of the intersection reconstruction. This phase of the project is scheduled to be completed during the 2022 calendar year. East and west traffic on Greenhill Road will be maintained throughout construction with at least one travel lane in each direction. The roundabout will be constructed in sections, starting with the northern section at the start of the construction season. The southern half will be completed later in the 2022 construction season. During the north half of the roundabout construction, northbound traffic on South Main Street will be maintained. Southbound traffic on South Main Street will be detoured to Highway 27/58. When the southern portion of the roundabout is in construction, traffic will be detoured around to Coneflower Parkway, east of the intersection. Residential access will be maintained along with signed business access throughout construction.

grass, weeds, and volunteer growth must be kept at a height of 8" or less. However, there are a few exceptions to the 8" rule. Prairie plantings are allowed as long as they are planted per our ordinances and do not create a nuisance. If you are interested in having prairie grass, a rain garden, or butterfly garden please be sure to follow these guidelines: 1. Prairie Grass species must be recognized and identified by a governmental agency. If you are interested in planting prairie grass you will need to submit your seed list, location of the plantings, and a maintenance plan to the Public Works Department. This is not required for plantings within a smaller designated bed on your property. 2. Plantings other than turf grass must be kept 18" from any adjacent street, curb, public sidewalk, or alleyway. They also must not obstruct visibility for pedestrians or vehicles. 3. Any plantings in the public right-of-way cannot exceed a height of 24" from the top of curbs. 4. There may be other considerations at the City’s discretion. 5. The prairie plantings must be properly maintained. We hope these guidelines help you understand the ordinances for grass and prairie plantings. If you need additional information, please call Code Enforcement at 319-268-5186, or the Public Works Department at 319-273-8629.

Memorial Day Reminders— Gravestone Decorations The City of Cedar Falls welcomes families and friends to help honor this important holiday by decorating gravestones. However, the area must be preserved to help accommodate all visitors who use the facility. In order to keep the cemeteries maintained, the City ordinance mandates those who decorate gravestones abide by these guidelines: • Visitors may place temporary placements at the gravesites. A temporary placement is one that is not in an urn or attached to the monument foundation—such as a flower bouquet. However, they must be removed in a timely fashion after the holiday weekend so staff can properly maintain grass growth throughout the cemetery. The city rules state residents have three days after the holiday to remove any temporary items. • Shepard hooks are allowed at gravesites, but they must be drilled into the monument base if they are intended as a permanent fixture. This ensures city staff does not damage any decorative item placed in the grass while mowing. • For safety reasons, no glass bottles shall be allowed upon a gravesite. • No artificial flowers, wire structures, or other urns shall be placed directly into the ground at a gravesite. The overall goal of cemetery staff is to provide a well-maintained, final resting place for families, and to avoid damaging any personal items. If you have questions regarding gravestone decorations please contact the Public Works Department at 319-273-8629.

Take a look behind the scenes at Cedar Falls Public Safety! SCBA: Drill day at the fire station. This is part of a SCBA (self-contained breathing apparatus) drill that firefighters do to maintain their proficiency for the rigors of the fire ground.

Safe Passage for Pedestrians & Bicyclists

Ice rescue: During the month of February, Cedar Falls Public Safety performs annual ice rescue training. Team members practice using Ice Rescue gear and learn techniques to both self-rescue and rescue a victim if they fall through the ice.

Be Prepared for a Fire In a disaster, local officials and first responders cannot reach everyone immediately. Help may not arrive for hours or days. Your family needs to be prepared ahead of time. Most disasters are natural disasters such as tornadoes, wildfires, and floods. Some natural disasters can be predicted, such as severe winter storms. Others, such as tornadoes and earthquakes, happen with little or no warning. Some disasters are the cause of human actions— intentional or unintentional. A family disaster plan can help your family be more safe, security, and comfortable. No matter the disaster, there are things your family can do to prepare.

MAKE A PLAN • Discuss what to do in an evacuation. Don’t forget to include the needs of those with disabilities. • Make sure all family members know to dial 911 in an emergency to contact the police, fire fighters, or an ambulance. • Family members can become separated during an emergency. Be prepared by creating a plan for how to reach one another. Establish an out-of-area contact (such as a relative or friend) who can coordinate family members’ locations and information should you become separated. Make sure children learn the phone numbers and addresses, and know the emergency plans. • Discuss the plan with all family members, including children, so they remember what to do, where to go, and who to call. • Decide how to take care of pets. Pets are not allowed in places where food is served. You will need to have a place to take pets if you need to go to a shelter. 6 Spring 2022

With spring weather, pedestrians and bicyclists are out in large numbers along streets, trails, and sidewalks. People walking, running, and biking are signs of a healthy community. To maintain a safe environment, bicyclists, pedestrians, and motorists need to be observant of each other, especially at intersections: • Bicyclists need to follow the same rules as motorists, including signaling turns and stopping or yielding at intersections. • Pedestrians must use crosswalks when available, but not all crosswalks are marked. Please remind children that looking both ways and being alert are essential before crossing the path of motor vehicles. • Motor vehicle drivers are required to stop for pedestrians in crosswalks, whether the crosswalk is marked or not. Properly yielding means coming to a complete stop until the pedestrian is completely clear of the street.

Considering general traffic, please also remember: • Bicycle riders have the right to use the road. For example, experienced bike riders will be on the road where trails are less continuous. • Pedestrians are required to walk on the left side, facing traffic to see it, when walking on the roadway. • For drivers, it is important to slow down, wait for oncoming traffic to pass, and move all the way to the other lane before passing. Safe passage is the responsibility of all—motorists, bicyclists, and pedestrians—throughout the year. Feel good about making these efforts for a safe Cedar Falls!

Events May is the celebration of National Bike Month, including Bike to Work Week May 16–22. Watch for announcements on additional Bike Month activities.

CONSTRUCTION UPDATES 2022 Street Construction Project During the 2022 construction season, six city streets are queued for reconstruction or restoration. Reconstruction involves a total removal and replacement of the roadway, with underground utilities replaced if needed. Often it requires closing sections of the road for two to three months. The restoration projects are typically comprised of an asphalt overlay, but also include fixing the curb and other smaller issues. Road closures for restoration are often shorter or only partial closures. This work is primarily funded by the Local Option Sales Tax. The following streets are scheduled for construction during 2021: Street From To Type W. 18th St. College St. Campus St. Reconstruction Olive St. W. 4th St. W. 6th St. Reconstruction Elmwood Ave. Rainbow Dr. Waterloo Rd. Restoration Pin Oak Dr. Waterloo Rd. Victory Dr. Restoration Hudson Rd. W. 1st St. W 12th St. Restoration Iowa St. W. 1st St. W. 2nd St. Restoration The streets with significant traffic impacts are W. 18th Street, Olive Street, and Hudson Road. Both W. 18th Street and Olive Street will be completed as single stages of construction. This allows for the shortest duration of closure as the contractor is able to perform all necessary utility installation and pavement placement all in uninterrupted segments. It is anticipated that both of these closures will each take approximately two months to be completed. The work on these segments is anticipated to begin in April. Hudson Road is receiving an asphalt overlay and lane shifts should be expected throughout the duration of the restorative work. Traffic patterns will be shifted to the opposite side of the median from the work and will be single lane head-to-head traffic. Intersection closures will be conducted at non-peak times to allow the least traffic impediment. Work along this corridor will take approximately one month. Along a number of these roadways, seeding or sodding of the replaced topsoil will be performed by the contractor. Care for this new grass will become the responsibility of the property owners beginning 30 days after replacement. During construction, additional information and updates for the project will be provided on the City’s website.

Downtown Streetscape and Reconstruction Phase II Downtown construction along the Parkade and adjacent side streets will be completed during this construction season. Phase I work began in the spring of 2020, and included the Parkade streetscaping from 1st –3rd Streets, the reconstruction of W. 2nd and W. 3rd Streets, and the streetscaping of E. 2nd Street. Phase II began in the spring of 2021, and included the streetscaping from 3rd–6th Streets, and the reconstruction of W. 4th and E. 4th Streets. This construction season will complete the remaining streetscaping along the public library parking lot and the southeast corner of 5th and Main Streets. In addition, the complete reconstruction of E. 3rd Street and restoration of W. 5th Street will wrap up the remaining work in this area. The streetscaping has included the removal of the deteriorating concrete pavers and has replaced them with an updated clay fired brick paver that holds a more vibrant color and durability. In addition, new concrete benches have been incorporated around the planter beds and trees. Existing bike racks, metal benches, and trash cans have been shifted in position to further improve the walkability of the corridor.

200 block east looking north to 2nd Street 8 Spring 2022

With the Parkade and side streets fully updated, the completion of the plaza at the corner of E. 2nd and State Streets, and the improvements made to Peter Melendy Park on the northeast corner of 1st and Main Streets, the entire Downtown area to better serve the local businesses and community for years to come.

W. 27th Street Reconstruction The City of Cedar Falls is planning the reconstruction of W. 27th Street west of Hudson Road to the west end of the new Cedar Falls High School. This project is in conjunction with the new Cedar Falls High School development. The proposed roadway reconstruction is planned to be constructed starting in the summer of 2022. The project will include improvements to the water main, storm sewer, sidewalks, trails, and other miscellaneous roadway items. Also included as part of the project, is the construction of three new roundabouts at the intersections of Greenhill Road and the other two driveway entrances to the high school. Below are the limits of construction for each year: 2022: W. 27th Street from Hudson Rd. to west of Greenhill Rd. 2023: W. 27th Street from west of Greenhill Rd. to west limits of CF High School

Cedar Heights Drive Reconstruction The Cedar Heights Drive Reconstruction Project is underway in the project’s second year of work. This year’s focus will be from the existing Viking Road Roundabout to the Cedar Hill Road. Work this year will include landscaping and improvements to the existing Viking Road roundabout, a boulevard section from Viking Road to Prairie Street, roadway widening from Prairie Street to Cedar Hill, a new single lane roundabout at Huntington Road, and lastly landscaping at the new Greenhill Road roundabout. To start the season, crews will begin with a two week closure of Huntington Road for underground utility relocation followed by closure of Cedar Heights Drive from Viking Road to Huntington Road. Alternative access points for residences and businesses will be made at the Viking Place cul-de-sac and Huntington Road north to Cedar Heights during this phase. A second crew will start landscaping work at the newly constructed Greenhill Road and Cedar Heights Drive roundabout. During roundabout landscaping work, traffic will be maintained at the intersections with a single travel lane. The second major phase of this year, after Viking Road to Huntington Road is paved and complete, will be the Huntington Road connection. Crews will work to connect Huntington Road to the new single lane roundabout. Work will include new underground utilities and paving. Commercial driveways affected by the project will be incorporated with each stage and alternative access points will be provided. Residential access will be maintained along with signed business accesses throughout the remainder of construction. Posted detour will be established by use of Viking Road, Prairie Parkway and Greenhill Road. During construction, additional information and updates for the project, sign up for e-mail notifications at www.cedarfalls.com/NotifyMe.

The project will be finalized and placed for public bidding in the spring of 2022, with construction anticipated to start on the W. 27th Street section adjacent to Panther Parkway and the UNI Dome yet this year. Commercial driveways affected by the project will be incorporated with each stage and alternative access points will be provided. Residential access will be maintained along with signed business accesses throughout the remainder of construction. Once a contractor has been selected, additional information and updates for the W. 27th Street Reconstruction Project will be provided on the City’s website. For ongoing active projects, sign up for e-mail notifications at www.cedarfalls.com/NotifyMe.

2022 Alley Reconstruction Project The 2022 Alley Reconstruction Project consists of three city alleys being reconstructed into permeable alleys and three city alleys are being constructed with new concrete surface. This project is funded by the Storm Water Bonds and Street Construction Fund. The following alleys are scheduled for construction during 2022. Between From To Alley Type Ellen St. & Francis St. W. 1st St. W. 2nd St. Concrete Olive St. & Walnut St. W. 9th St. W. 10th St. Concrete Tremont St. & Franklin St. W. 13th St. W. 14th St. Concrete Franklin St. & Clay St. W. 22nd St. Seerley Blvd. Permeable State St. & Bluff St. E. 11th St. E. 12th St. Permeable Walnut St. & Iowa St. W. 26th St. Seerley Blvd. Permeable The construction of permeable alleys involves placing a perforated pipe below the alley that connects into the City’s adjacent storm sewer. Above the perforated drain pipe will be multiple sizes of clean rock to act as a filter for the captured storm water before entering the subdrain. On the surface of the alley, the permeable pavers are bordered on either side with a concrete collar. This system treats the captured storm water on the alley’s surface and gives the water a direct route to the City’s storm sewer system. Since 2014 various alleys throughout Cedar Falls have been reconstructed to permeable alleys to help with the overall water quality within our watershed. In addition to the three permeable paver alleys, the City has added three alleys that are to be reconstructed as concrete alleys. These alleys are being reconstructed due to ongoing maintenance issues related to the existing deteriorated condition of the alleys. These projects will affect those that have access adjacent to the six alleys being reconstructed. During construction, information and updates for the project will be provided on the City’s website. Ash Tree Removal on City Property

Downspout discharge can create a nuisance or slipping hazard!

The City’s arborist staff has completed the removal of remaining ash trees on city right of way, parks, and other green spaces. Moving forward, park staff has been busy grinding and filling stumps as weather permits in preparation of replanting new trees. Although there are nearly 500 stumps remaining, removals are anticipated to be completed by fall 2022. The City’s tree planting program will also continue. The goal is to plant at least 200 trees each year. Volunteer groups will assist with spring planting, and city staff will perform planting during the fall months. Questions regarding stump removals or replanting can be directed to the Public Works Department at 319-273-8629.

Avoiding Rainwater Nuisances to Neighbors or Sidewalks Spring rain is on the way. In preparation, here are a few reminders about sump pumps and down spouts. All sump pump and downspout outlets must be located a minimum of ten feet from the property line. In addition, the discharge cannot cause a nuisance to your neighbors. Even if the discharge is located properly it cannot overburden your neighbor’s yard or create a nuisance in the public right-of-way. Please make sure the water released from your sump pump or downspouts does not create standing puddles or result in algae on the sidewalk or street; these things can create a slip hazard. The best way to handle rainwater or sump pump discharge is to keep it as far back from, and directed away from, the sidewalk and street as much as possible. There are additional ways to handle sump and rain water discharge, especially for frequently occurring issues. If there is a city storm sewer or subdrain located near your home you may connect your sump pump discharge to the city storm; obtain a right-of-way permit before starting work. Downspouts cannot be connected to the city subdrains, but there are still options—such as a rain garden, French drain, or rain barrel— where rainwater can be diverted or absorbed. Find more information about practices you can implement at www.cedarfalls.com/1542/Residents-Businesses.

Ash Tree Removal on Private Property A reminder to residents who have ash trees on their property. Over the past year most area ash trees have succumbed to the emerald ash borer infestation. The dead trees have become brittle and are now considered a hazard. City staff will soon be sending out letters of final notice to residents who have not taken action to remove the tree hazard. Residents will have thirty days to respond with a plan. Residents who have not removed the ash trees within that time frame or who do not have a plan submitted for removal, will be subject to removal by the city with all associated costs—including administrative fees charged back to the property owner. City of Cedar Falls Ordinance Section 15-2 states: Nuisance defined; certain acts, conditions declared as nuisances. Whatever is injurious to the senses or an obstruction to the free use of property so as essentially to interfere with the comfortable enjoyment of life or property by the public or community shall be deemed a nuisance. Nuisances shall include, but shall not be limited to, the following: (20)Trees infected with infectious disease as identified by the city arborist or operations and maintenance division manager; or any dead, diseased or damaged trees or plant materials which may harbor serious insect or disease pests or disease injurious to other trees or plant materials, or any healthy tree in such a state of deterioration that any part of such tree is likely to fall and damage property or cause injury to persons. The stump of any tree that is removed must be cut flush with ground level, unless the stump is made into a decorative, tasteful yard element. Questions regarding hazardous trees can be directed to the Public Works Department at 319-273-8629.

Improve your lawn and protect our water with Soil Quality Restoration If you have noticed after a regular rainfall that your lawn is not able to infiltrate (absorb) the water, or if your lawn is looking pale, has bare spots, or is compacted, you may benefit from Soil Quality Restoration. Soil Quality Restoration is the process of improving soil health on new or existing lawns. For a new lawn, it requires an 8 inch layer of healthy and de-compacted soils. For an existing lawn, perform a deep aeration (6–8 inches preferred), apply ½ to ¾ inch of compost over mowed grass that is about 2 inches tall, and seed the area. The compost should be loose and granular, dark colored and moist, and free from debris, rocks, sticks, and trash. If you live within the Dry Run Creek Watershed, Soil Quality Restoration and other practices will help water infiltration, and may qualify for a grant refunding up to 75% of the cost of these types of practice. Call 319-268-5511 to find out more information and ask if you are located in the watershed. 10 Spring 2022

Public reception with the artist: Saturday, April 23 from 2:00–3:30 p.m.

Nissen is a painter, a beloved painting instructor for the Hearst, Jerry Nissen, The Dream of Icarus, 2019 a former art teacher for Cedar Falls High School, and a regular Thursday Painter. In his artist statement, Nissen writes, “We sometimes think of dreams as little distractions, but it’s the dreamers who have enriched and improved our lives. Children are the best dreamers because, to them, nothing is impossible. Hopefully that spark is still alive in all of us.” Describing the painting pictured above, the artist continues, “The mirrored birds morphing into clouds, eclipsing sunrise and distant earth all relate to the ancient myth of Icarus. In the story, Icarus dreams of flying like a bird, but as he goes higher the sun melts the wax that holds his wings together and he falls to his death. The eclipse would allow Icarus to soar as high as he wished. The important thing is, he followed and realized his dream.”
