Engaged People, Thriving Community! The Community Sustainability Plan called Future Fort Saskatchewan was developed to guide community leaders and Council in making decisions as we grow. The plan was developed by imagining our community 30 years in the future and asking our residents – “what do we want our community to be?” From this vision, five key priority areas were identified which include a compassionate and caring community; natural environment; supporting business; governance and urban resources. The importance of these priority areas towards sustainability lies not in choosing one or two in a situation, but in applying all principles to each community decision. Every recommendation should aim to transform this community vision into reality. As this is the City’s first ever Community Sustainability Plan (CSP) there is a great deal to learn in understanding and implementing such a plan. In order to have success in reaching the 30 year vision for 10

the CSP, knowledge and capacity building must be the first step. This vision cannot be achieved by one or two individuals alone; it will take a much larger team effort. This team will need to be made up of not only City staff but community business owners, community group members, community stakeholders and residents at large. Together we will build an army of Sustainability Champions charged with working towards the 30 years vision of the plan.

The City of Fort Saskatchewan entered history well over 200 years ago with its original industry of canoe building. Near the mouth of the Sturgeon River was an ideal location for raw materials and the First Nations people named the area "Birch Hills." It was there that Anthony Henday camped in the spring of 1755 to prepare for his trip back to Hudson Bay. In the late 1700’s, the North West Company and Hudson’s Bay Company arrived in the area that came to be Fort Saskatchewan. They established fur trading posts but by the early 1800’s, the fur trade was no longer profitable. The North West Company and Hudson’s Bay Company relocated to Edmonton, eventually merging as one company in 1821. In 1874, the North West Mounted Police (NWMP) arrived here after a grueling march across the prairies. Led by Inspector W.D. Jarvis, 19 men of ‘A’ Division wintered at Fort Edmonton. In the spring of 1875, Jarvis looked for a strategic down-stream location to build a NWMP fort and thinking the Canadian Pacific 12

In the fall, the rival Hudson’s Bay Company established Edmonton House within musket-shot range of Fort Augustus. 1802 – The North West Company and the Hudson’s Bay Company relocated to Edmonton.

1821 – The two companies joined forces and established the fifth and last Edmonton House south of Edmonton’s current-day legislative buildings. 1872 – Francois and Joseph Lamoureaux arrived in the district and occupied land on the north side of the North Saskatchewan River. 1874 – The North West Mounted Police (NWMP) arrived at Fort Edmonton.

Our Historic River Valley Railway would cross the river here, built Sturgeon Creek Post where modern-day Fort Saskatchewan is located. The name of the fort quickly changed to Fort Saskatchewan and although the railway’s plans changed, the fort positioned the community as a key northern police garrison. During the 1885 Riel Rebellion, the Seventh Company of the 65th Montreal Rifles protected the fort. The police fort was enlarged to become ‘G’ Division headquarters but in 1913, the division was transferred to Edmonton.

Historical Timeline 1875 – Fort Saskatchewan was founded when the North West Mounted Police built a fort on the current site of modern-day Fort Saskatchewan. 1885 – Fort Saskatchewan became the headquarters on the 100-strong NWMP “G” Division.

1903 – An exceptional year for construction occurred with 53 new buildings constructed in the summer including Fort Saskatchewan’s first bank, the Union Bank, which later became the Royal Bank of Canada. 1904 – Fort Saskatchewan was incorporated as a town. 1905 – Residents jubilantly welcomed the arrival of the Canadian Northern Railway and the distinctive wood frame Fort Saskatchewan train station was built. 1893 – The community boasted a general store, church, telegraph office, post office, hotel and bakery.

1899 – Fort Saskatchewan was incorporated as a village.

1894 to 1906 – Fort Saskatchewan’s population grew from 140 to more than 500.

Today, the City of Fort Saskatchewan is committed to preserving its history and has opened the first phase of the 1875-1885 NWMP Fort. The Men's Quarters and Officers' Quarters are open for visitors and are home to educational and interpretive programs. The next phase of the project is underway and will include stables, a guardroom and divisional kitchen.

Our Historic River Valley In 1913, the same year ‘G’ Division was transferred to Edmonton, the Alberta Government began to build a gaol (jail) in Fort Saskatchewan. It was used to hold criminals sentenced to two years less a day, as well as prisoners awaiting trial. Between 1916 and 1960, 29 prisoners were executed here. The prison operated an 800 acre farm to grow the inmates’ food, a gymnasium to maintain fitness, and carpentry, auto body and license plate shops. Old Gaol

1914 – The North West Mounted Police fort was dismantled and the provincial government built the $200,000 provincial gaol on the NWMP site to replace an overcrowded NWMP guardroom. 1917 – An Alberta Provincial Police Force detachment with one member was established.

One of Alberta's oldest Euro-Canadian communities, the settlement grew and became an agricultural distribution centre for the region. In 1904, Fort Saskatchewan became a town. Travelers to and from Edmonton had to make their way along a rough dirt trail that snaked around swamps and woods until the much celebrated 1905 arrival of the Canadian Northern Railway. The railway station was built near the town centre, near several grain elevators and a stockyard. It was the only station in Alberta designed with a special plan used only for the most important stops.

1955 – Sherritt Gordon transferred its Research Division to Fort Saskatchewan from Ottawa. The Fort Saskatchewan site began its cobalt refinery, which still operates. The Sherritt nickel refinery is also still running.

Our Historic River Valley

FORT BUS CENTRE

In 1911, an addition was built on its west side to accommodate the community’s growing population and it became a significant stop on the transcontinental line from the east and an important transportation hub for this fertile farming district. It served Fort Saskatchewan until the late 1980s.

Historical Timeline

The railway was also an important factor when Sherritt Gordon Mines was looking for a place to locate its nickel refinery in the early 1950s. Alberta’s natural gas deposits, needed for the ammonia leach process, was also a factor in attracting this company to the area. The community grew even more and welcomed additional industries after Sherritt Gordon Mines moved here in 1952.

1985 – The site of the original 1875 North West Mounted Police fort was designated a Provincial Historic Resource.

1958 – The Fort Saskatchewan Historical Society was established. 1970 – The three-acre Fort Saskatchewan Museum and Historic Site was established. 1985 – Fort Saskatchewan was incorporated as a city.

1988 – A new facility south of Hwy 15 was built to replace the old gaol.

1992 – The City of Fort Saskatchewan began using sheep to maintain turf areas. 1994 – All gaol buildings were demolished except for the Warden’s house, gym, trades centre, workshop and management office. 1909 Courthouse

The Courthouse at the Museum provides a structural reminder of the city's long tradition of law and justice. It was constructed in 1909 as part of the government's ambitious program to develop the administrative and legal infrastructure of Alberta shortly after the province's creation. The courthouse originally heard both the criminal proceedings of prisoners from the Provincial Gaol and the disputes and issues of the local citizenry. The main floor also served as a residence for a member of the Alberta Provincial Police. 18

2007 – Our city hosted 1,200 athletes and visitors at the 2007 Alberta Seniors Games. 2008 – The original Canadian Northern Railway station was designated a Provincial Historic Resource. 2010 – The 2010 Olympic Torch Relay was welcomed into the City by 5,000 spectators. Many of the residents celebrated the Olympics with the “Spirit of the Torch” celebration at the Dow Centennial Centre.

Sheep Grazing

Sheep Grazing Schedule:

Our Best-Loved City Sheep

Hours: Although subject to change without notice, the grazing schedule is 1:00 pm – 8:00 pm, Thursday to Sunday, and statutory holidays, from June 1 to September 2, 2013.

It started out as turf control but ended up as a major tourist attraction. If ewe haven’t already heard, the City of Fort Saskatchewan uses a flock of sheep (Finnsheep to be exact) to keep the grass trim in city parks. This eco-friendly way of looking after lawns has garnered regional, national and international acclaim since its beginning in 1992. The sheep are an irresistible delight to Fort Saskatchewan residents and visitors alike. It’s quite the sight to see a shepherd in the city, herding the flock of about 50 warm, friendly, and fuzzy sheep between Fort Saskatchewan’s parks. Border collies work to help keep the flock together. You’re welcome to come up close and meet the living lawnmowers. The quiet sheep love attention and you can expect the whole flock to surround you! The sheep keep park grass trim and neat, their manure improves soil quality and the grazing sheep can reduce the use of 34

pesticides and fossil fuels. The friendly sheep symbolize the perfect mascot for Fort Saskatchewan—a community known for friendliness, warmth and hospitality.

You can also check out the Museum and 1875-1885 NWMP Fort or visit Pioneer House across the street for a bite to eat. Just outside of town, visitors can check out the RC Flying Club and watch the amazing aerial acrobatics.

The annual mileage of a NWMP officer was close to 3,000 miles. In winter, they traveled by dog sled. The government of the North West Territories paid the NWMP 75 cents per day for prisoner maintenance.

The first hanging in the North-West Territories occurred on December 20, 1879 in Fort Saskatchewan.

At the Fort Saskatchewan Museum & Historic Site, you can imagine yourself as a Constable climbing the bastion in the 1875-1885 NWMP Fort or as a student in the 1902 Castle School. Whether you want to discover the river by boat or from shore, an ideal place to begin is Red Coat Landing and Strachan’s Landing Boat Docks. You can launch a boat or explore the river’s edge on foot. Fort Saskatchewan Prairie

Fort Saskatchewan Prairie, located in West River's Edge Park on the western edge of our river valley, is one of three remaining native prairie remnants in the Capital Region. The City of Fort Saskatchewan acquired this 13 hectare parcel of land to protect its natural heritage for the community and visitors to enjoy. The Prairie’s main entrance gate is located southwest of the Red Coat Landing boat launch, next to the West River’s Edge Wetlands Conservation Area. Thanks to a grant from BP Canada Energy, interpretive signs were added throughout this natural landscape to guide and educate visitors about the native plants and animals that still live here. One sign honours Dr. G. H. Turner who was one of the first doctors here in early 1900. He was an avid botanist, finding and naming 10,000 different plants in the area. He dedicated his collection to the University of Alberta Herbarium for

conservation. Botanists from the Edmonton Naturalization Group, have collected seeds from rare plants in Fort Saskatchewan Prairie to grow in their nursery and to help preserve the species.

While walking in the Fort Saskatchewan Prairie, you might come across deer, porcupine, skunks or a moose. Several kinds of birds come through on migration and nest here either in the trees or on the ground. To protect this natural preserve, only foot traffic is permitted. The heart of downtown Fort Saskatchewan is home to the 7.5 acre Legacy Park. This popular picnic site has plenty of room for the variety of summer festivals hosted here. The band shell serves as an ideal venue for outdoor entertainment and the perfect gathering place for large groups. You can walk from Legacy Park to the Fort Saskatchewan Museum and Historic Site at the 1937 Warden’s House.

In 2004, this 3.4 hectare park was named after Peter T. Ream to honour the man who was an essential part of preserving the rich history of Fort Saskatchewan. The Peter T. Ream Historic Park includes the area that houses the Fort Saskatchewan Museum & Historic Site and the original Fort Site.

Visit this park to access the Jubilee Recreation Centre, Harbour Pool, Skateboard Park, Golf & Curling Club, Boys & Girls Club, and Royal Canadian Legion. Eldon Brown Park

Location: the end of 98 Avenue, next to Lowe Avenue

Location: 93 Avenue, just east of Sherridon Drive

Head to Fort Saskatchewan’s downtown’s east end along the natural parkland following Ross Creek. You’ll find Langworthy Park, a popular place for summertime picnickers to throw a blanket across the grass and enjoy an outdoor meal. Wintertime users are often seen with sleds, toboggans, and inner tubes, sliding down the hill for exhilarating snow-day fun. The park is named after our first mayor, William Langworthy.

Visit this park to toss a ball or watch a game in action. Eldon Brown Park has a baseball diamond, as well as a soccer/football/rugby field. The park is named to honour Eldon Brown, the man who chose Fort Saskatchewan for the Sherritt Gordon Mines nickel refinery.

West River’s Edge Location: River Valley Drive

This natural river valley setting has attracted people to the Fort Saskatchewan area since the community was first established and it’s just as popular today. Be sure to admire the stunning scenery and discover the wonders of the wetland areas. You will also find the Dow Centennial Slow Pitch diamonds and Red Coat Landing boat launch. Visitors and residents can fish the Fort Lion's Community Fish Pond that is stocked with rainbow trout. The West River’s Edge is where you can find the start of many of the City’s walking trails. Youth Action Club

Children’s Summer Camps Join the fun with the Children’s Summer Camps! Exciting weekly themes encourage campers to learn outside of the classroom, while discovering their creativity and learning new skills. The camps are for four to five years olds and for children in Grades one to four and four to six. Before and after camp supervision is available for an additional fee. Prior to camp season, the Summer Leisure Guide and Camp Brochure is available at all City facilities or at fortsask.ca.

Leaders in Training (14 to 17 years) Is your teenager looking for something fun and rewarding to do this summer? Are they thinking about getting a job this year, but are not quite ready? The Leaders In Training Program (LIT) offers teens between the ages of 14-17 a fantastic opportunity to develop and learn in a fun and professional environment. Participants in the LIT Program assist our staff with the Children’s Summer Camps. Teens make a commitment for one to three weeks and there is an honorarium paid for each week. Skating There are many places to enjoy skating in the City of Fort Saskatchewan with two outdoor boarded rinks and four public skating snowbank rinks during the winter season.

Harvest the Farmers’ Market

A visit to the Fort Saskatchewan Farmers’ Market is the next best thing to harvesting your own fresh produce. From arts and crafts, to wool and woollens, you will find an excellent array of appealing homemade and homegrown goodness at this weekly summer event. Follow the Thursday afternoon throng heading for the CN Station parking lot by Legacy Park. You’re sure to enjoy browsing the tables of more than 65 vendors. They offer a vast variety of goods including local garden greens, BC fruit, smoked meats, dairy products, unique spice blends and preserves, handmade jewelry, and a wide assortment of ever-changing items. Be sure to come back frequently to see what’s in season and what new products these entrepreneurs have created. The Farmers’ Market season begins with a free hot dog barbecue and ends with a corn roast. You never know when Auggie, the City mascot, might make an appearance or when special samples will be available for tasting. Buskers, mimes, balloon artists and magicians are always welcome. Santa Claus is Coming to Fort Saskatchewan! Saturday, November 30 11:00 am

There’s nothing like a wintertime parade to kick off the festive holiday season! Every November, they join the array of colourful floats making their way through the downtown core, happy to greet the many excited children and photo-snapping adults. Previous years have seen more than 1,000 spectators and nearly 40 parade entries. Watch out for the Mayor, dressed in costume and of course, Auggie — Fort Saskatchewan’s beloved City mascot. Bring a letter for Santa and a volunteer from the Chamber of Commerce will be sure to collect it from you and send it directly to Santa. He will answer each letter! Be sure to return Santa’s cheerful wave and catch some candy, then follow the sound of sleigh bells through downtown starting at 99th Avenue at 108th Street and winds through the city centre. Join jolly Santa Claus and his hard-working elves at this celebration of a most magical season. It’s a charming start to this season of delight!
