We need to ask our citizens, “are we getting it right?” This Council will continue to work with our Administration to ensure our service levels and processes are effective and efficient. We will need to lead by example and show respect for each other, for our Administration and for our community, businesses and industrial partners.

As we begin this journey together as your new City Council, I know we are all very excited about the next four years. Your new Council members were each elected individually, but as we took our oath of office, it was with the understanding that we must now govern as one body. On October 29th, Council was officially sworn in by our MLA Jacquie Fenske. Following the ceremony, each member of Council was invited to make introductory remarks. One

common theme emerged – the desire to work together to move this City forward. I am excited about the opportunities that lie ahead and I know that by working together, this Council can be very successful. For the remainder of this year, Council will be immersed in budget deliberations, ongoing lobbying efforts for provincial funding and services, and of course working to ensure we are communicating with you so we can develop the right mix of programs and

We represent and serve the citizens and businesses of this community. Each member of Council has an opinion, an individual voice with an individual vote and healthy discussion and debate is what governing is all about. When the discussion and debate is over, we need to be able to walk away from the table, still respecting each other’s opinion, and support the decision. During the next four years, everyone can do their part to get engaged with the City by coming out to open houses, providing your input online, or contacting City Hall at 780.992.6220 to let me know what’s on your mind. THE GAGNON FAMILY Our daughter Stephie was diagnosed with Juvenile Dermatomyositis in 2009. Juvenile dermatomyositis is an inflammatory disease of the muscle (myositis), skin and blood vessels that affects about 3 in 1 million children each year. The cause is unknown. The symptoms of JDM include muscle weakness and skin rash. Aside from getting Stephie well, we decided to start Stephie’s bike tour for the Stollery to give back to the facility that we depended on for our child’s treatment and recovery. Juvenile Dermatomyositis is a disease that can change direction or take it’s time to settle into remission. Stephie is so close toward this ultimate goal.

THE DUTKA FAMILY In 2006, Albert Dutka passed away suddenly from cancer. After his death the family wanted to keep his name alive and decided to host an annual memorial slo-pitch tournament to raise money for the Canadian Cancer Society. The tournament includes 32 teams, auctions, raffles, food and beverages, and a lot of generosity from everyone that takes part in our weekend. With the support of many, the Albert Dutka Memorial Slo Pitch Tournament won a 2013 Association of Fundraising Professionals award. Over the past 6 years with support of the ADM faithful, the family has donated more than $90,000 and in 2014 they are excited to pass the $100,000 mark! The community has been so supportive and Stephie’s bike tour has raised $133,600 in total over the last three years. The tour was awarded twice last year, National Philanthropy Health Award, and Stephie being awarded the Queen Elizabeth Diamond Jubilee Medal, from our MP Hon. Tim Uppal. A very memorable moment. Enjoy the wonders of the holiday season and join community organizations and local businesses as they display their charmingly decorated Christmas trees at the 10th Annual Enchanted Forest. This year there are close to 40 trees adorning the halls of the Dow Centennial Centre, City Hall, and the Library. This special display will be on until January 8th and provides an opportunity for the entire community to enjoy some holiday cheer, right here in Fort Saskatchewan.

RAISING FUNDS FOR THE UNITED WAY The City of Fort Saskatchewan has been holding an annual fundraising event for the United Way since 1990. This year’s efforts raised a total of $9,025.00 through various raffles, silent auction items and fun activities. The biggest contributor to this year’s effort was through payroll deductions but a very close second came in the form of a staff challenge. One very dedicated individual agreed to shave her head if staff donated $1000.00. In the end, she raised $1656.00 and went home with a new hairdo! Since 1990, City staff have contributed more than $150,000 to the United Way!

Mayor Gale Katchur was born in Fort St. John, B.C., and was youngest daughter of George and Evelyn Lewchuk. Love of the outdoors, playing sports, and devotion to family and friends were the main focus of her upbringing. Gale believes that it’s not the material things we get in life, but the hearts we touch that will determine our success. Gale started a new adventure in her life, “Serving the Residents and Businesses of Fort Saskatchewan as a City Councillor” from 2007 – 2010. In September 2010, with the support of a Grass Roots Voice of the People Committee, Gale made the decision to run for Mayor and on October 18, 2010 Gale was elected the new Mayor of Fort Saskatchewan. Gale was re-elected as Mayor in 2013. COUNCILLOR BIRGIT BLIZZARD

Councillor Sheldon Bossert was elected as Councillor for the City of Fort Saskatchewan in October 2013. Sheldon was born in Fort McMurray, Alberta and attended kindergarten to grade 12 in Coronation, Alberta. Sheldon obtained his Bachelor of Physical Education in 1994 and his Bachelor of Education in 1996 from the University of Alberta. Sheldon also obtained his Masters of Education from the University of Alberta in 2004. Sheldon was a school teacher for eight years in Ponoka, Lacombe, Wainwright, and Hinton. Sheldon was also an Assistant Principal with Elk Island Public Schools for three years. Sheldon is currently working for Alberta Education as the Provincial Coordinator of Private Schools. Sheldon is married and has four children. Sheldon and his family have lived in Fort Saskatchewan for ten years. Councillor Arjun Randhawa was elected as Councillor for the City of Fort Saskatchewan in October 2013. At 20 years old, he is one of the youngest Councillors in Alberta.

Councillor Birgit Blizzard was elected as Councillor for the City of Fort Saskatchewan in October 2013. Birgit Blizzard was born in Haltern, Germany and at the age of 6 immigrated to Sarnia, Ontario with her family. She received a diploma in Process Operations at Lambton College and worked as a Process Operator & 3rd Class Power Engineer at Imperial Oil for 9 years. In 1993 she moved to Fort Saskatchewan. She has been married for 32 years and has 5 children and a grandson. Arjun grew up in Fort Saskatchewan, attending both Fort Saskatchewan Jr. High and Fort Saskatchewan High School. Arjun is continuing with his education at the University of Alberta, where he is currently pursuing a degree majoring in Political Science. Arjun has always been actively involved in the community, volunteering wherever he can. He has sat on several local political boards and is a current associate member with the Fort Saskatchewan Rotary Club. Arjun is also a former business owner in Fort Saskatchewan. Councillor Stew Hennig was born in 1951 in Josephburg, Alberta. Stew completed all his schooling in Fort Saskatchewan up to Grade 12. Following high school, he attended NAIT and received a two-year diploma in Radio and Television Arts. Stew is married to Linda and they have two grown children, Scott and Christy. Stew was elected as Councillor for the City of Fort Saskatchewan in October 2007 and re-elected in October 2010 and October 2013. COUNCILLOR FRANK GARRITSEN CITY OF FORT SASKATCHEWAN Councillor Frank Garritsen was elected as Councillor for the City of Fort Saskatchewan in October 2010 and reelected as Councillor in October 2013 Frank was born and raised in Fort Saskatchewan and graduated from Fort Saskatchewan Senior High School in 1982. Frank also received a 4th Class Power Engineering Certificate from SAIT. Frank and his wife, Heather have four children, Toni, Ryan, Ethan and Kaylie. As a member of Council, Frank wants to maintain an open relationship with all residents within Fort Saskatchewan. COUNCILLOR ED SPERLING CITY OF FORT SASKATCHEWAN Councillor Ed Sperling was elected as Councillor for the City of Fort Saskatchewan in October 2013. Ed was born on September 4, 1961 in Kerrobert, Saskatchewan. Ed completed his post-secondary education at Mount Royal University in Calgary and Grant MacEwan University in Edmonton. Ed is in the process of completing his Bachelor of Commerce. Ed has worked with ATB Financial for thirty-two years and is currently the Branch Manager for Fort Saskatchewan Ed has been married for twenty-six years and has two adult children.

BUILDING AND MAINTAINING OUR CITY IT STARTS WITH THE BUDGET Our community requires upkeep and maintenance and sometimes an addition or two to keep up with a growing population. Just like a homeowner or a parent dealing with the needs of the home and the family (and the wants), the City needs to do planning (determine the needs and wants) and prepare a budget.

Our community has traditionally had one of the lowest tax rates in the province while providing the quality of life our residents expect. This month, Council will be reviewing the 2014 Budget; the last year of a three year strategy. The 2014 Budget focuses on maintaining the services that our citizens expect while looking for opportunities to introduce new initiatives; all the while keeping within the three-year budget strategy that Council adopted in 2012.

Some major new capital projects proposed in the 2014 proposed budget include: • examining future recreation needs for the community, • expansion of the river valley trail network, and • playground lifecycle replacements.

The City constantly reflects on what we do and how we do it to look for ideas on how we can improve or be more efficient. From taking advantage of technology to new initiatives like replacing hard to maintain grass areas with artificial turf, we strive to get the most out of each tax dollar and keep our tax rates one of the lowest in the Capital Region. The budget is the foundation on which we build a strong and resilient community. Some of the new initiatives being presented for 2014 are: • a transit pilot program, • addition resources for police and fire protection, • updates to high level guiding documents for recreation, culture, and planning and development, • a new Interpretative Centre to showcase our rich history.

SNOW ANGELS PROGRAM HOW DOES THE SNOW ANGELS PROGRAM WORK?

This is a great volunteer opportunity for individuals, organizations, businesses, classrooms, families, and youth groups who can commit to removing snow from the driveway and entranceway of a Fort resident throughout the winter season. Interested volunteers can contact us and be matched with a resident(s) in need of snow clearing. The volunteer is committed to the same resident throughout the campaign but may assist more than one household if desired.

WHO IS ELIGIBLE FOR THIS SERVICE? Residents who have a condition or disability preventing them from participating in snow clearing activities and who have no other capable members residing in their home to assist. Residents must be referred by their family physician, home care, or home support (housecleaning) services. *Please Note: Income restrictions are in place. These income levels are in line with the Alberta Government’s financial assistance programs for seniors.

HOW LONG IS THE COMMITMENT? The nature of the program is to provide a resident in need with a regular service until the end of the winter/snow season. However, service may vary depending on the number of volunteers in your area and the commitment they can make to the

program. We make every effort to ensure that qualifying residents are paired with a volunteer, but we cannot guarantee service.

HOW OFTEN WILL MY PROPERTY BE CLEARED? Snow should be cleared within 48 hours of a snowfall. If the volunteer cannot make it to the resident’s home within 48 hours, the volunteer will contact the resident to reassure them of when they can make it.

WHAT AREAS OF MY PROPERTY WILL BE CLEARED? When you make initial contact with your volunteer, they will discuss which areas of your property need snow removal. This is also a good time to discuss any barriers or hazards that could impede the snow removal on your property. Generally, the volunteers would clear the sidewalks and driveway of the resident’s home. It is the responsibility of the resident to ensure that the property is safe.

Old man winter has made his cranky this year. The City has a priority system for clearing our major roads and residential streets as follows: Highways · Arterial & collector streets (main streets) · Central business district · Residential streets · Lanes Once the highways, arterial and collector streets and the central business district roadways have been attended to, crews will commence in the residential districts. If it begins to snow again and we need to revert back to clearing the highways, arterials and collectors and the central business district, we will return to where we left off in the residential areas. In order to provide the optimum snow and ice control on the City’s highways, collectors, arterial, and residential roadways, City are scheduled to cover: · Monday through Friday, 2:00 a.m. to 6:00 p.m.

After a significant snowfall, the City reminds citizens to watch for the seasonal no parking signs around town. The only way to properly clear streets is to remove obstructions for the graders. Parking in these areas may lead to your vehicle being ticketed or towed at your expense. Residential Sidewalks In accordance with the City’s Traffic Bylaw, citizens are required to clear the sidewalks, in front and bordering their property within 48 hours after a snowfall, except on Sundays and Statutory holidays. You are not allowed to place your snow on any City roadway or property that is not your own. Remember that seniors need help keeping their sidewalks and driveways clear every winter. Series is based on the books written by Douglas Davis Canada’s Warriors, War and The West, From Muskets to Missiles, Canadians and Conflict, From Sargon to Suleiman. Minimum 8 – Max 40

WINTER IS HERE – GET OUT AND ENJOY IT! There are lots of ways to enjoy winter in our city. We have toboggan hills, outdoor skating rinks, cross country ski trails and large parks for snow shoeing enthusiasts. Bundle up and get outside for some great exercise and fresh, crisp winter air.

SNOW BANK RINKS There are snow bank rinks planned for Southfort and Pryce Alderson Park. The Southfort rink will be 20 feet longer and 20 feet wider this year! There will be a new outdoor rink behind the Dow Centennial Centre this year.
