Message from the President President: Sam Marino
The Cairns Chamber of Commerce is the peak body for business representation in the Cairns region and one of the largest and strongest regional chambers in Australia. We constructively and collaboratively drive business growth outcomes for members and in the best interests of the Cairns business community. We have prioritised Cairns business issues on behalf of members since 1909, and will continue to be the only Cairns based business representative body that is exclusively Cairns focussed. We facilitate business success for our members, through the development of a strong and resilient regional economy, through the development of a constructive business environment, and by being the voice of business. On behalf of our members, we strategically facilitate the growth of industry, support infrastructure development, and lead changes that drive increased business productivity, employment, trade and investment. We work in partnership with our members, partner stakeholders and all levels of government to constructively create conditions for business success in the Cairns region. We have four strategic objectives that we are constantly pursuing in the interests of our members and for the benefit of everyone in our region: 1. Drive business success and generate prosperity for members 2. Stimulate economic growth and industry diversification 3. Positively position Cairns business capabilities on a national / international basis 4. Member service delivery optimisation The Cairns Chamber as we know it today was formed with the adoption of a constitution on 8 October 1909 when the population of Cairns was 5,000. The Manager of the local branch of the Queensland National Bank, James Alison, accepted nomination as the Chamber president at time of constitution, which saw the introduction of monthly meetings, and an immediate drive to recruit new members. Land issues, potential trade with Papua New Guinea, the need for

better courthouse services, fishing, timber and sugar industry problems were addressed by the Chamber during its first official year. As the new President taking over from our former President, Ron Tong, who also followed and a long line of people who freely given their time to the Cairns Chamber, I feel honoured to have been given the opportunity to be at the helm of an organisation that is unquestionably doing great things right across our community. I hope all members can see that the Cairns Chamber of Commerce is an organisation that is growing from strength to strength – and since establishment in 1909, we are still passionate about making a positive difference for business, trade and industry in our region on behalf of members. As a team, consisting of our Management Committee, our CEO, Deb Hancock and our Operational Team, we have invested our time heavily in nurturing relationships with members, domestic and international investors, government and partner stakeholders. With the opening of our PNG and Hong Offices last year, we are now seeing the benefits of these investments returning rewards for our members. From an international trade and business perspective, the Cairns region is now widely recognised as being ‘open for business’ thanks to our international business delegations and our ongoing commitment to the development of long term, mutually beneficial relationships with regard to trade, commerce and investment. We look forward to continuing our work, in collaboration with all of our members, as we grow our region from strength to strength into a very prosperous future.

Message from the CEO CEO: Deb Hancock We are the peak business and industry representative body for the Cairns region. We are grass-roots. We are locally based and focussed on the Cairns region. While we focus on business and economic issues, we care about our community and do everything in our power to make a positive difference in the Cairns region. Operationally, the Cairns Chamber of Commerce is made up of a small, high-octane team that prides ourselves on high performance and member satisfaction. We are a savvy, smart and strategically focussed bunch and we love what we do – ie: helping our members be successful in business. We are constantly innovating our practices and processes; while optimising member service delivery and membership value. We welcome suggestions and feedback from our members, partner stakeholders and government on any issues or opportunities relating to the growth and development of business, industry and a prosperous economic environment. Sam Marino President Beacon Lighting Sam Marino is the owner of Beacon Lighting which has traded in Cairns for 12 years, and Loot Homewares Cairns, which he operates with his wife. He has over 20 years’ business experience in many industry sectors including the electrical supply, marine, mining, building construction and real estate industries. He is the past Chairman of the Beacon Lighting Franchise Council and was instrumental in restructuring the council, transforming it into a more workable and results driven council. He currently sits on a variety of boards ranging from NFP and commercial boards. Sam has a Masters of Business Administration MBA and is a Justice of the Peace Qualified, regularly performing the duties of this office for members of the community. Adam Adams Vice President Adams Motor Group Adam Adams, Franchisor of NightOwl, bought the business in 2007. He and his wife also own six NightOwl stores in Cairns and North Queensland. The pair have been instrumental in the brand’s expansion and growth, developing new regions and states for NightOwl. Adam has strong links to the Cairns business community. In his earlier years Adam worked in his family business and then went on his own to open Adam’s Motor Group a business which he continues to oversee.
Jodie Duignan-George Vice President CQUniversity Jodie Duignan-George is the Associate Vice Chancellor of CQUniversity and is currently the Vice President of Study Cairns. She has a strong background in corporate and commercial service management within the higher education sector, with experience leading teams and setting strategic direction for large enterprises who are major employers with significant economic impact. Jodie is a firm believer that the Cairns region has enormous potential yet to be unlocked. As a Cairns local of 26 years, she is passionate about the region's development and is dedicated to strengthening its opportunities for education and industry alike. Nick Masasso Treasurer Nick holds a Bachelor of Business (Banking and Finance) degree from the Queensland University of Technology and commenced employment with KPMG Cairns as a graduate accountant in 1993. Nick worked in KPMG’s Business Recovery and Insolvency, Audit and Business Advisory divisions providing services to a wide range of clients across various industry sectors. Between 2000 and 2004, Nick undertook various roles in the UK including with KPMG, First Great Western and GE Capital. On returning to Australia, Nick rejoined KPMG Cairns progressing to the role of Cairns Office CEO/CFO. In March 2014, the Cairns office of KPMG rebranded to Grant Thornton and Nick joined Grant Thornton Australia in the role of Director of Operations. In that role, Nick oversaw the firm’s finance, budgeting and performance reporting activities as well as the firm’s human resources and marketing activities. Nick continues to provide advice to clients on a range of matters related to improving their business operations and performance. Nick is a Chartered Accountant and also holds an Associate Diploma in Applied Finance and Investment. Nick Loukas Retail Pharmacy Group Nick Loukas is a local pharmacist in Cairns. Finishing his schooling in Cairns and owning his first pharmacy at 22 years old in Mareeba. He then returned home to Cairns in 1995 where he owned a number of pharmacies in Cairns and Smithfield. He developed the V Pharmacy and Alive Discount Pharmacy brands and franchised these. At present, Nick is the Managing Director of Retail Pharmacy Group with business interests from Cooktown to Townsville. In 2011, Nick was invited to work with JCU as Chair of the Pharmacy Advisory Committee and continues to hold this position. He also has a Bachelor of Business and studied at Harvard Business School. Nick is a fellow of the Australian College of Pharmacy Practice and Management and graduate of the Australian Institute of Company Directors. With an office in Lake Street, Nick has been an active member of the Inner-City Working Committee throughout the CBD redevelopment. His passions are in marketing and leadership. 8

Meet the committee David Pollock Bendigo Bank David has extensive banking and business background in the Cairns area since 1996. David has a keen interest in the Cairns Community and has been a Chamber Management Committee member for 2 years between 2012 and 2014. In May 2009 he initiated "Cairns Community Enterprise", a unique community model which currently supports over 200 local Not For Profit groups. To date this has put back over $500 k to local Not For Profit groups in the Cairns area. David has personal interests in a subdivision business and also in a commercial property which when combined with his work background as a Business Banking Manager provides him with a clear understanding of the issues facing businesses in the Cairns area. David believes that the Cairns Chamber needs to continue to be innovative in its approach and maintain a strong voice so that we get the right outcomes for Cairns. Gary Aylward Hot Croc Advertising Gary is owner and managing director of Hot Croc Advertising, located in Cairns. His business has been operating for approximately 10 years and currently employs seven full time staff. In addition to being one of two Vice Presidents on the Cairns Chamber of Commerce Management Committee, Gary is also a board member of Advance Cairns, and has been a founding member of the TradeLinked Cairns & PNG network, that helps promote business-tobusiness opportunities of the greater Cairns region in and out of Papua New Guinea. Gary is also a strong supporter of promoting the region, nationally and internationally. Even though Cairns is very much a member of the global village, it needs to fight for its place in a challenging and ever changing commercial environment. Scott Pearson Davis Langdon (an AECOM Company) Scott, with over 18 years experience, is an Associate Director and leads the Davis Langdon team in Cairns. Davis Langdon, an AECOM Company, has been operating in Cairns for the past 17 years and since the merger with AECOM in October 2010 the service offerings have enhanced across the region. Scott's involvement and exposure to major construction projects, for instance the Cairns Base Hospital, enable him to bring industry knowledge (such as procurement, project management and planning) to the committee and the members. Scott's background is in Quantity Surveying (BSc Hons) and Project Management, and covers many sectors, including Health, Infrastructure, Education, Sports & Leisure, Commercial and Residential, with experience throughout Australia and the UK. After relocating to Cairns from the UK in 2006 Scott has been passionately involved in the local community and the Chamber of Commerce, having previously held the position of Chair of the Young Chamber of Commerce and Chair of the Infrastructure Taskforce. Currently Scott is Project Leader for the Cairns Young Chamber Sub-Committee and is driven to provide development opportunities that benefit the group, the members and the region. Gayleen Toll Precruitment Cairns Chamber of Commerce Committee Member since 2012 with her focus on assisting small business, local employment initiatives and governance. A passionate leader and businesswoman Gayleen moved to Cairns in 1998 and opened her own employment services business, Precruitment. Precruitment’s head office is located in Cairns with a second branch in Townsville since 2000. An ISO 9001:2008 Quality assured company Precruitment is now a North Queensland leading recruitment consultancy, specialising in professional and administration recruitment, permanent and temporary placements for both commercial and government enterprise. Gayleen is a past President of the highly successful Cairns Business Woman’s Club. A position that she held for three years in which time the club experienced tremendous growth and increased profile. Gayleen is recent past Chair of the Board of KickArts, North Queensland’s leading Contemporary Arts Organisation; she was an active Board member for 6 years supporting our local arts community. 9

Progressive years ahead As we begin the 2015-2016 financial year, Cairns has reason to be positive, with business confidence returning, steady growth in our tourism sector, and a financially strong Council that is focussed on delivering to its community. The Cairns region sits on the cusp of a new dawn but our success is by no means guaranteed as we rely upon policy decisions and support from other levels of Government that promise to propel the North into the future it deserves. I am encouraged by the Federal Government’s White Paper on Developing Northern Australia and the commitment of the Prime Minister to it which translates into a strong and clear statement that the Government is determined to advance the economic and social wellbeing of communities in Northern Australia. As a Council, we are committed to progress the intent of the White Paper and will continue to do everything in our power to encourage and support investment and re-activate local industry to create jobs and opportunities, especially for our younger generations. Our focus should particularly be on the construction industry with a view to returning a crane to the skyline of Cairns as a priority. This financial year, Council will inject more than $220 million into the local economy on materials and services associated with undertaking this year’s $142.7 million capital works program and for maintenance, renewals and other services delivered to the community. By the end of the end of the 2015-16 financial year, Cairns Regional Council will have delivered just under half a billion dollars in capital works on the ground, without incurring additional debt. Our debt level per capita ($521) is the second lowest of 15 comparable Councils in Queensland. This year’s Budget has been structured to ensure that critical new infrastructure will be delivered to the community, with $13 million committed to The Precinct project which will deliver a new Cairns Performing Arts Centre and the redeveloped Munro Martin Parklands. This project has been a long time in the planning but we believe we have got it right in terms of it being in the right location and at a cost the community can afford without unduly burdening ratepayers in years to come. I sincerely believe that it is a project which deserves financial support by both the Federal and State Governments and we will continue discussions to secure that support. Other major projects funded this year include the redevelopment of Tobruk Memorial Pool ($13m), upgrade to 11
Aumuller Street ($7.8m); Stage 1 of Shields Street Heart project and School of Arts refurbishment ($12.4m); and the development of three master-planned sporting precincts ($5.6m) at Walker Road, Alley Park and Martyn Street Reserve. Council has also allocated $3.7 million to commence works associated with the initial stages of securing Cairns’ future water supply as part of the Water Security Implementation Plan which identifies a preferred strategy for water management and infrastructure to ensure our city will have ample water to service a growing population and expanding industry in the decades ahead. To help kick start the construction industry, Council will commence a sewer rising main to progress the new sub-division of Mt Peter at a cost of $3.3 million, with $13 million committed next year. We have again committed $2 million to Tourism Tropical North Queensland to boost marketing of the region. An additional $1 million in marketing funds can be leveraged by TTNQ to secure matching funding from other levels of government or the private sector. It is essential that we continue to support the industry’s efforts to tap into the lucrative Chinese market and secure a dedicated carrier which can provide direct air links between Cairns and China. As a city, we on the cusp of seeing a number of significant projects commence that will add to our tourism product and boost new housing stock including the multiple mixed-use tower development in Spence Street (Nova 8); the Cairns Aquarium; the C3 project in the CBD; the mixed residential Botanica development at Caravonica; and the Adventures Waters Water Park planned for Smithfield. The respective developers of these projects need the right signals from Government to provide the confidence for the projects to proceed. As a Council, we will continue to manage the city’s finances responsibly and promote economic growth by delivering a balanced budget, maintaining a strong credit rating and managing a sustainable level of borrowings commensurate with a growing city. Through strong fiscal discipline, we will finish the 2014-15 year with an operating surplus in the order of $8 million, bringing the total surplus over the past two budget cycles to $15.5 million. If the organisation continues to be prudent in its planning and expenditure, financial modelling forecasts over the next decade provide for capital expenditure of approximately $1.4 billion and annual rate increases in the order of 2% - 3.5%. This augers well for the future of Cairns and the region and positions us to capitalise on opportunities. I believe that we are ready to respond with a common voice and work collaboratively with our community to realise our true potential.

‘Vision’ is a word that’s bandied around a lot, but sometimes it’s important to stop and consider the actual meaning - ‘the ability to think about or plan the future with imagination or wisdom’. When I think about Cairns and envision the region in 50 years, I see us now at the tipping point of a change in fortunes. We all know it’s been tough over much of the last decade. For many local businesses, it’s now a case of taking some strength from that old cliché that whatever doesn’t kill you makes you stronger. Fortunately, there’s a change well and truly in the air. We’ve seen Aquis receive Federal Government approval, construction has started on Stage 1 of the Aspial development and is imminent for the Adventure Waters Water Park and the Cairns Aquarium, while Cairns Regional Councils’ plans for The Precinct are well advanced. In the broader region, the Sheraton Mirage Port Douglas refurbishment is underway and the Mt Emerald Wind Farm and the Cook Shire Solar Project are waiting on final regulatory approvals. Solid work is proceeding on the world-class Mossman Botanical Garden and the IFED, Olive Vale and Crystalbrook Station agricultural developments. Other projects – if not shovel-ready – are waiting on investment that is no longer ‘pie in the sky’ given the global investment climate – think Ella Bay, Nullinga Dam and the hydro-electric energy storage project at the old Kidston gold mine. Meanwhile, we can’t afford to abandon our vision for the dredging of Trinity Inlet; let’s continue to look at the East Trinity site as a solution for dredge spoil that will cater to the future population growth in the region. In addition, there’s no doubt that local residents, industries, businesses and community sectors are already reaping the benefit of a host of government policies. We’re seeing better mobile phone reception and a faster and 19
cheaper NBN. A focus on creating a new industry in tropical sports conditioning, Green Army teams on the ground, the biggest investment ever seen in the Great Barrier Reef and a determination to bolster aquaculture. When it comes to business, we’re cutting red tape and focusing on jobs – particularly supporting younger people entering the workforce and older people getting back into the workforce, together with tax cuts and deductions that will benefit every business. The most significant policy in my view though is the White Paper on Northern Australia. What we’ve got here is unprecedented - the blueprint for the North is now locked into policy for current and future Australian Governments, who will need to take this into consideration when making decisions that impact on the region. Roads, rail, ports, water, energy, tropical expertise, insurance, land tenure, tourism, agriculture, concessional loans, fisheries, indigenous enterprise, investment…. It’s all in here. We’ve even got a dedicated Red Tape Repeal Day for Northern Australia slated for 2016. It’s now up to us to be innovative and capture the opportunities that are going to be presented, to leverage further investment and further development into the future. A key factor that will enable this to happen is the alliance between peak organisations such as the Cairns Chamber of Commerce, Advance Cairns, Forum 4 Business Growth and TTNQ. Overall, I think we’re in a very good place – we’ve got a fantastic vision for where we want to be, the courage to be making things happen, together with the human capital and a positive investment environment to get us there. 133 Years Young The Cairns Post has been informing and representing the Cairns community for 133 years, it is the longest running continuous business in the city; only six years younger than the city itself, and is a founding member of the Cairns Chamber of Commerce. Tapping into the visitor economy The economic report cards for Cairns have been looking increasingly positive, but will that growth continue in 2015-16 and bring with it more jobs and revenue for our community? Tropical North Queensland’s economic future will be strongly influenced by the strength of the visitor economy, according to research by Cummings Economics in 2015. Tourism currently earns $3 billion for the regional economy and contributes about 16.3 per cent of the Gross Regional Product. This makes it the largest earner of income for the region when compared with our next largest industry sectors, the primary industries at about $2 billion and mining at about $1 billion. The visitor economy is estimated to provide 18.8 per cent of the employment in Tropical North Queensland with 17,500 people directly employed and a further 7000 indirectly employed by tourism. These figures, which have been compiled by Cummings Economics using data from Tourism Research Australia, Census data and National Tourism Satellite Account estimates for visitor counts and industry employment, emphasise the value of tourism to our regional economy.
The research also shows tourism is a catalyst for the development of many industries in Tropical North Queensland. In fact, the visitor economy directly and indirectly boosts the Gross Regional Product and employment capability of one-third of the region’s industries by more than 10 per cent. As expected, tourism contributes a massive 72.8 per cent to the value of the accommodation, food and drink industry, but there are surprises like administrative support services which gains 21.2 per cent of its Gross Regional Product from tourism. This list of industries which benefit from the visitor economy includes manufacturing, communications, health and community services, defence and safety, and the primary industries of agriculture, forestry and fishing. This means the tourism industry is working hard to keep jobs secure for the tradespeople, technicians, nurses, immigration agents, farmers, secretaries, lawyers and shop assistants who work in these industries in Tropical North Queensland. We are investing not only in our future, but in the future of our community and the next generation by striving to grow expenditure for our region and create jobs for our children.

Yes, the economic report cards look good and in the past 12 months we have experienced many of the right ingredients for tourism growth: An increase in direct flights to Cairns; the devaluation of the Australian dollar; global attention following a series of well publicised international events; and a renewed investment in tourism infrastructure. This positive news for tourism is positive news for our local economy, but there are a couple of red flags. Tropical North Queensland is not the only destination to realise how the visitor economy brings growth to nearly every industry in a community. Competition for the visitor dollar is fierce and we are up against destinations with greater marketing budgets. The local tourism industry is proactive and invests heavily in marketing activities through their own

campaigns, by supporting destination campaigns and through membership with Tourism Tropical North Queensland (TTNQ). We use this member investment to leverage further investment from our major partners Tourism Australia, Tourism and Events Queensland, Cairns Regional Council and Cairns Airport. If the many businesses which benefit from the visitor economy add their support to the industry through membership investment it will put TTNQ in a much stronger position to attract more marketing funds to grow visitation to our destination further. Growing visitation will in turn grow the many industries of Tropical North Queensland – it is a win for those industries, a win for tourism and a win for our regional economy.

CAIRNS RESURGENT N E W E C O N O M I C F U N D A M E N TA L S
After a period of slower growth, underlying economic conditions are now in place for the Cairns Economy to surge back to strong growth levels. The Cairns’ economy is surging back. The Cairns region has been a leading growth area over a long period of time, in Australia, in regional Queensland and across northern Australia (see separate story). Its long-term growth was seriously slowed over the post-GFC period, particularly by the extremely high Australian dollar. NEW ECONOMIC FUNDAMENTALS
EXPANDING OUTSIDE EARNINGS
However as Cairns based economist and long-time adviser to the Cairns Chamber of Commerce points out, the economic fundamentals for Cairns have changed dramatically over the past two years, starting with the collapse of commodity prices (mainly minerals) since 2012. The massive effects on investment and employment in mining is tending to depress the national economy. At a government level, this situation would normally result in moves to increase the deficit. However governments at state and federal levels have failed to rein in the deficits during good times and government debt is now at a level where scope for a further major increase in deficits is limited. Thus the Reserve Bank is taking the only action available and cutting interest rates. With no bounce back in commodity prices prospective, little room for government to further stimulate, we are looking at a period of low interest rates. Historically the Australian dollar has tended to fluctuate with commodity prices. But there was a lag in exchange rates falling, when commodity prices were falling in 2012, and it was only when the RBA started cutting interest rates strongly at a time when the US was signalling an end of quantitative easing and prospective rises in interest rates, that the dollar started falling back strongly against the US dollar. With both commodity prices down and comparative low interest rates, we are looking at a period of a lower dollar.
Although the regional economy can be affected by short-term movements, the major factor driving the economy’s long-term growth is its “outside earnings”; its exports of goods and services to the rest of Australia and the world The lower Australian dollar and lower costs of fuel, lower costs of capital due to lower interest rates, are greatly improving international competitiveness of the region’s industries and leading to a resurgence of outside earnings across a broad front. While Cairns is a major tourism destination in Australian terms and tourism extremely important to the economy, it is important to realise that the region has a diversified base of outside earnings.
TOURISM BUILDING UP All the indications are that the slide in tourism following the GFC, critical loss of air services to Japan and due to the extremely high dollar, bottomed in 2010 with numbers starting to rebound in 2011.

CAIRNS RESURGENT While airport figures indicate that the growth rate moderated in 2014, latest figures are indicating a take off again especially as new air services to Singapore, Bali, Manila and Auckland come into place. Extremely important is the burgeoning impact of the growing tourism market out of China to Australia with Cairns’ share moving up rapidly from 7 per cent in 2002 to over 140,000 (22 per cent) in 2013-14. While a recent dip in world sugar prices is going to cause some shortterm pain, the reality is that sugar production in recent years in the region has expanded. The extent to which a major new agricultural sector has been added in recent decades is indicated by the rise in gross value of fruit production in the region. Cattle numbers and output in the region have increased substantially in recent decades with superior cattle breeds for tropical areas and investment in management. Currently cattle prices are sky high but this is being offset by the current drought extending into the Far North’s western areas. But with the region accounting for 26 per cent of Australia’s water runoff and over 60 per cent of water runoff in Queensland, the Cairns region’s potential for agricultural expansion is far from fully developed. A major new expansion phase is taking place with cropping moving out beyond the tropical coast and Tablelands into the major catchments of the Gulf rivers, up into the Cooktown district and the Peninsula. The Strathmore and the IFED projects promise to see major expansion of sorghum, cattle and sugar production in the Gulf and possibly cotton growing. Horticultural expansion has seen value of crop production in the Cooktown district go past $40 million per annum and Olive Vale is likely to see major sorghum production develop in the area. The $200 million upgrading of the Peninsula Development Road will open up prospects for development of two million ha of agricultural soils in Cape York.
Mining Resurgent
Growing confidence in the Cairns region’s ability to become a major player in the growth of Chinese tourism to Australia is evident in the $8bn Aquis proposal. Agriculture – A Long-Term Growth Sector Any view that agriculture is a stagnant or declining sector, does not fit the reality of the Cairns/Tropical Far North regional economy. Year-to-year, growth has fluctuated, but the figures indicate an upward trend in real terms.

Just as the mineral prices boom did not provide the stimulus that occurred in other regions, the Cairns region is not being hurt like those regions based on Townsville, Mackay and Rockhampton. Although smaller in mining, the region has a diversity of deposits. In fact, the region took its knock in 2012 with the collapse of Kagara. The region’s mining is now on the way back up with a lower dollar and lower fuel prices helping. Bauxite volumes from Weipa have been expanding. Employment at Kagara’s former Mt Garnet operations are back up to about 130 employees. Consolidated Tin are still planning to get their tin and magnetite operations up at Mt Garnet. Tungsten is being mined at Wolfram Camp and Mt Carbine and the Watershed project is looking promising. The wheel has turned again and South of Embley bauxite project looks like proceeding, with Aurukun in the background and Metro Mining (Cape Alumina) near Skardon River. SEALING THE HANN HIGHWAY OPENING NEW COMMERCIAL TIES WITH MELBOURNE AND ADELAIDE After years of lobbying by various organisations in the region, including the Cairns Chamber of Commerce, the final 100km unsealed section of a direct road route to Melbourne and Adelaide is due to be sealed over the next few years. Geographically, Cairns and the Tablelands lie directly north of Melbourne. Road routes that follow the coast via Brisbane and Sydney take traffic out hundreds of kilometres to the east. The direct north south route via the Hann Highway link through Hughenden, Barcaldine, Charleville, Cobar, Griffith to Melbourne, cuts off approximately 800km compared to the coastal routes. It is a route that is highly freight efficient enabling triple road trains to pass down as far as Burke in New South Wales. It is largely a flat lightly trafficked route and less subject to flooding than coastal routes. Apart from cost savings in landing far northern produce in Melbourne and Adelaide, and even to some extent in Sydney and Perth, it opens up prospects of cheaper transport of goods from these areas direct into the North. The link provides more direct tourism links between the iconic areas of the Far North and the Central West Waltzing Matilda country and potentially in the future, via improved roads links to the Alice Springs Red Centre area.
A NEW SURGE OF INVESTMENT Against the foregoing background, a new multi billion dollar surge of investment in the region is taking place. Councils in the region (in Cairns and outside of Cairns), are reporting a surge in development proposals and building approvals, especially in the last six months. The steady climb in visitor numbers has seen the losses of the post-GFC period made up. With little new accommodation stock coming on stream in recent years and occupancy rates climbing, major expenditure is taking place on refurbishment and record prices paid for hotel properties (eg. Pullman International). To cater for the burgeoning Chinese and for other markets, the Aquis project is proposing an $8bn investment in hotel rooms phased over a ten-year period that will see the current 10,000 hotel motel rooms in the region move up to about 15,000 – 16,000, an increase not dissimilar to that which occurred in the region in the late 1980s. With new construction activity down during recent years but population continuing to grow, albeit at a rate less then trend, a need for new residential facilities has been building up. Major new projects announced have included the Nova 8 project $400 million, the C3 project $550 million, and the Botanica project at Caravonica. New residential development in the Mt Peter area has been put underway. New infrastructure facility/attractions announcements have included the Aquarium, Cairns Airport long-term expansion program of 1 BILLIONS. CAIRNS RESURGENT DEEPENING CHANNEL TO HAVE MULTI-BILLION DOLLAR BENEFITS FOR THE CITY Cairns Chamber of Commerce continues to have as one of its priority projects, the deepening of the channel into Cairns seaport. Z Cairns economist, Bill Cummings, says that the potential benefits for the city’s economy and business community are very substantial. The benefits derive from the greater efficiencies a deeper channel will bring. The first efficiency gain relates to the increasing number of large cruise ships visiting the region that currently are forced to stand offshore at Yorkeys Knob and transfer passengers in ships’ tenders or hired catamarans. Apart from the costs of the shore transfers and transport of many of the passengers into the city, there is the cost in wasted time for passengers. A proportion of passengers will not disembark the ship and at times, in bad weather, the shore transfers can even be cancelled at short notice. While at sea, the ship needs to keep operational with crew on duty, with many involved in the shore transfer process. By contrast, when at the wharf, almost all passengers will disembark the ship where they are immediately in the main shopping and tour base area. Crew can have time off, and the ship can take on stores. Ships will not stand offshore for two days; at the wharf, the visit can be easily extended. Estimated efficiency savings for the large visiting cruise ships that currently cannot get into the port are estimated at about $70 per passenger and on a cost benefit basis, makes the project highly worthwhile, with major potential revenue to the port to support the investment. But the efficiency benefits do not stop there. Currently the larger cargo vessels carrying fuel and fertilisers in and sugar out cannot get into and leave the port fully loaded, even at high tide. This, results in a need to visit another port to partially unload or to top up.

Efficiency benefits from this alone justifies something of the order of a capital investment of $60 million. On top of this again with cruising developing strongly to ports to the immediate north in the Papua New Guinea Pacific area and South East Asian waters, Cairns offers a much more efficient home-porting location than Brisbane and Sydney. On the basis of one large cruise ship seasonally home-ported by 2021 and two by 2031, efficiency benefits justify further major investment in port upgrading. These efficiency savings will result in strong increases in cruise ship visits to Cairns over and above what would happen if transfers from offshore continued. The resulting estimated six million additional passengers with associated spending by crew and the ships themselves, plus the strong additional spending generated by homeporting vessels, is estimated to inject into the city’s economy, something of the order of $5bn over a 25-year period (or when discounted back to present values at a 7 per cent discount rate, of the order of $1.3bn). This amount that does not take into account additional benefits from larger cargo vessels being able to use the port and potentially to the efficiencies of the port as a naval base., With offshore placement of spoil, the project romps home as a viable and highly worthwhile project. This having been ruled out, the way forward now for the city is to find innovative solutions to economically place spoil onshore to create reclaimed land with a value over time that will offset the additional costs. This is not new to the city. Most of its Portsmith industrial area sits on land reclaimed in the past with dredge spoil, including the naval base and the sheds in which multi-million dollars in ships have been built and maintained, and supporting a marine sector that directly employs over 4,000.

The industry is renowned for disputes over contractual rights and obligations, often leaving small businesses and subcontractors at the mercy of the fine print. Living Dynamics was established to help small to medium enterprise in the construction industry better understand potential risks and opportunities when entering into contracts. When something goes awry, The Contract Angels also have the resources and experience to assist subcontractors caught in what Gaye calls ‘the trap’, helping to negotiate the best resolution possible. “Typically in close knit communities which experience a boom, an influx of national and international managing contractors arrive. While they often hire staff locally, they expect and demand compliance to their own standards which have over the years derisked much of their obligation down to the subcontractors,” Gaye explains. “We have dealt with the majority of the nationals and know intimately the expected risks they demand their subcontractors to absorb. The Angels have the tools to assess the likely cost of that risk to the subcontractor and either work with the subcontractor to ensure they have sufficient contingency to cover the risk or negotiate better terms with the nationals.” Living Dynamics believes its ability to offer a flexible and often remote suite of risk management tools is its crowning achievement, based on knowledge and the right application of readily available data rather than complex and expensive software. “Repeat business from our assistance in business improvement programs rather than just risk management is testimony to this.”

Established in 1976, ARC Disability Services Inc. was originally the Noah’s Ark Toy Library, and was run by a committee of dedicated parents who recognised the need for educational toys for children who have disabilities at a time when integration was not the norm.
