For the first time ever in Alberta, the Snow Goose along with Ross’s Goose are on the list of waterfowl that can be hunted during spring in Alberta. The hunt, according to Environment Canada’s website, goes from March 15 to June 15, 2016. The hunting regulations can be found for Alberta there and in it is stated that the daily limit is 50 and there is no possession limit. According to Alberta Conservation Association (ACA) and Environment Canada since the mid 1970 the goose population has increased massively and due to the influx in numbers are
causing staggering damage to human agriculture and their own habitat, particularly their arctic breeding grounds north of the timberline in Greenland and the northeastern tip of Siberia. While numbers vary depending on the conservation site, the numbers of Snow Geese and Ross’s Geese are in the millions and need to be culled to help reduce the impact the birds have on the land they return to in the spring. Environment Canada says that the increase in Snow Goose populations was primarily human-induced. Changing farming practices supplied a reliable, highly nutritious food source for migrating and wintering geese. Combined with the safety found in refuges, this

Landfill construction to continue in Paintearth County Beth Causley
Review Reporter Progressive Waste Solutions (PWS), formerly BFI Canada, will be re-starting construction activities at the Coronation landfill site and would like to start as soon as possible (weather dependant) according to John Rush from PWS who was at the County of Paintearth’s regular meeting on April 8. Rush met with Council to discuss PWS’s request for 24 hour construction scheduling for the first eight weeks of their 2015 cell construction. The 24 hour request is needed due to the incomplete construction of Cell 10 in 2014 which was not completed because the temperature dropped to levels that would not allow for proper clay liner construction. The request for the 24 hour construction was also to begin work on the new Cell 11. “We have to move soil at night or we won’t get it done,” said Rush. He went onto explain that on the night shift there will be eight trucks and during the day they will have 12-15 on the construction. The request is critical as Rush said that they only have disposal capacity at the landfill until July 10. With the landfill receiving 45 trucks per day, five days a week comprised of waste not just from within the County but also from Calgary and Edmonton. PWS are aware that construction may cause a nuisance for their neighbours and will make every effort to minimize any inconveniences such as using low decibel back up alarms, dust control and evening directional lighting pointing inwards and downwards into the construction area. While eight weeks had originally been sought by PWS, council expressed concern, stating that if they awarded the eight weeks it would not allow them the opportunity to amend it if needed. Council granted authorization for PWS to proceed with 24 hour construction for a trial period until 11 p.m. May 7, 2015 and stipulated that the County be kept informed of any complaints and progress. Council will re-evaluate at the following council meeting on May 5. Rush also clarified that PWS will be building burns around the excavation site to help reduce noise and that the burn is one of the first things they want to complete. A copy of the letter that was sent to council was also sent to the neighbours around the landfill and Rush stated that they had not received any feedback from neighbours and told council that they did receive a noise complaint last year.

Budget Conversations 2015-16 Clearview Public Schools’ Board of Trustees has announced budget consultation meetings to prepare for the 2015-16 school year. Due to the changes from the Alberta Government for 2015-16 dollars available and declining enrolment, options and decisions will be considered to submit a required balanced budget without the use of school and division reserves. The budget also includes restrictions to teacher staffing. A plea for assistance from the rCMp resulted in the location of the stolen four door 2000 Ford F250 Super Duty diesel pickup truck. the truck has unique features including “lamborghini” style doors, also called “scissor doors”, which rotate vertically rather than outwardly when opened.
Stettler shooting A 29 year old male from Red Deer was shot in Stettler on April 7 and was transported to Foothills Hospital by STARS with non life-threatening injuries. According to an RCMP media release, Stettler RCMP responded to a 911 call reporting an alleged assault at a residence located in the northwest area of Stettler at 1:30 p.m. on April 7. While investigators initiated a patrol for the suspect, a second call was received from the Stettler Hospital, reporting that there was a male being treated for gunshot wounds. Investigators soon determined that the wounded male was the same one identified earlier in the assault investigation. Initially a 27-year-old male, a
22-year-old male and an 18-year-old female, from the Stettler residence were arrested without incident and charges were pending but as the investigation progressed all three were released from custody with no charges at this time. All persons involved in the investigation are known to police and RCMP say that it was not a random incident. Following a plea to the public made in locating a stolen vehicle associated to this investigations on April 9, investigators received tips which enabled them to recover the Black, four door 2000 Ford F250 Super Duty diesel pickup truck in the Red Deer area. Calls for an update and more information about this case to the Stettler RCMP were not returned.
Changes next year may impact students and parents in the following ways: • Reduction in staffing in all areas • Reduction in school resources • Increases in school and transportation fees • Decreases in cleaning levels and staff • Increases in ride times for students • Reduction in supports for special needs students These meetings will give parents, students and the public an opportunity to provide feedback and participate in a question and answer period. Discussions will include how to best meet the requirements provided by the Alberta Government for the 2015-16 school year. Gravelling program
Bryce Cooke, Director of Public Works, presented to Council a presentation regarding the gravelling program in the County of Paintearth. The topics discussed included: gravel supply and demand, gravel stockpile inventory, 2015 gravel plan and future planning considerations. Cooke shared that there are no gravel resources within the County and gravel varies in price and quality throughout the County. The 2015 gravel program includes the purchase of 32,000 cu. yards, and the stockpiling of 75,000 cu. yards stockpiled for future crushing. The 2015 gravelling program has 74,000 cu. yards of gravel being placed on 296 miles of County right of ways with the estimated cost being $1,738,314. Currently, the County has a six year

Debunking the corporate myths B. Schimke ECA Review So Prentice says, “It’s a tough budget and we must all share in the pain” . . . unless you’re in the elevated group of big corporate. Prentice refuses to increase corporate taxes for major corporations even though they sit at a mere 10 per cent, the lowest rate in Canada. Why? It all comes back to neo-liberal disciples who preach and impose myths around the true workings of big corporate. We’ve heard the myths so often, Martha and Henry have actually started to believe them. We have come to believe that low corporate taxes for major corporations is the only way to attract major investment dollars and create new jobs. To de-bunk one myth, we need only to have lived through at least two boom-bust cycles in Alberta. When oil prices are high, job growth is booming. When oil prices are down, jobs are shed at alarming rates.

Corporations in petro states (Alberta, Newfoundland) or other resource-based economies (British Columbia and Saskatchewan) create and shed jobs solely on the basis of international commodity prices of the natural resources they possess. Today many oil sands companies are shelving proposed projects because of the high cost of labour and lack of new pipelines to move product to international markets. But these are secondary reasons. When prices are high, the higher cost of labour (which they create themselves by paying outrageous wages) and the higher-cost-railway option still make economic sense and jobs are still created. B.C. proved the point when they raised their corporate tax rate from 10 per cent to 11 per cent in 2013. That year job growth was stellar. The sole
reason was the raw products that B.C. has been blessed with were highly sought after in the international market place and commodity prices were high. Another myth to be debunked is that low corporate taxes attract new industries. When it comes to anything but resource companies, the primary factor in choosing a location is cheap labour. Low taxes are just part of the package, but not the determining factor. The highest concentration of manufacturing is overseas in third world countries because of cheap labour. In North America any manufacturing left has been migrating steadily into Mississippi, Arkansas and Louisiana. These are three of the five poorest states in the union and have the highest percentage of households earning only $24,999 per year. Car manufacturers and others have been flocking to these states for cheap labour. The low corporate tax regimes and tax-funded incentives were just further enticements as to which thirdworld state they would choose. Our primary industry in Alberta is oil sands development. Companies operating in the oil sands are Canadian, American and a collection of state-owned companies some from friendly countries who subscribe to basic human rights and democracy and others who don’t. The extra revenue generated by low corporate tax rates in Alberta drops right onto the bottom line for shareholders. And for state-owned companies operating in the oil sands from Russia, Communist China (3 companies), South Korea, Thailand, United Arab Emirates, Malaysia and Norway those profits are owned by their respective governments. Wouldn’t it be ironic that our extremely low corporate tax rates actually could be helping Russia fund their illegal invasion of the Ukraine? Maybe not probable, as many stateowned companies take their profits from one country and move it to another to tap into the next resource play, but certainly legally possible! The myth that low corporate taxes is the primary driver of job creation and attracting foreign investments is soundly busted. But there is no myth when it comes to former political leaders and cabinet ministers lining up to collect their private sector board appointments from big corporate immediately upon their retirement from politics.

Our protective insanity Dear Editor, Re: Council considers banning replica guns (April 2). I read this article recently and was stunned. How dare what is essentially a theme park style of ride, not be historically accurate! In all seriousness though, the people wearing the cowboy outfits that aren’t “historically accurate” aren’t there to BE historically accurate. They’re there to entertain and to make a few bucks from the tourists. Technically speaking as well, it wasn’t until the 1930’s that pistols started being registered and falling out of favour as a preferred sidearm to carry in Canada.
Prior to that, it wasn’t considered to be a serious issue at all. As these people with the replica pistols and the cowboy outfits are essentially actors with props, it’s ignorant in the extreme to push the hoplophobia (the irrational fear of weapons) as an excuse to remove inoperable stage props for the comfort of those who think they should childproof the world, rather than worldproof the kids. Wikipedia is compromised. This information is from research done by journalist Donna Laframboise for her exposé of the Intergovernmental Panel on Climate Change (IPCC). Readers should know that one “scientist” changed over
5,000 Wikipedia entries, deleted 500 more and was responsible for having 2,000 other Wikipedia contributors banned. This was in the field of global warming. It is not beyond belief that more of Wikipedia could be compromised. Donna Laframboise’s research is impeccable. Flying club taking off Review Reporter Not as many people came to the last indoor fun fly as the previous one that the Coronation RC Model Club held but the event on April 11 at Brownfield Community School still had plenty of enthusiastic flyers. People from Coronation, Castor, Provost and Red Deer came together for the five hour event to fly radio controlled planes and helicopters. The event which was intended for the indoors saw the weather clear allowing for a few practice flights out doors and
involved an invite to a meal of homemade chili and other delicious treats. The group tries to meet once a week, mainly outdoors, in various communities but it is always weather dependant. This is the second time the group has hosted an indoor event where anyone of any age can try flying a radio controlled plane or even try the video version which simulates flying. The open, friendly group of people invite anyone to come to their events and will soon be announcing their annual spring flying event, taking place at the Coronation Dam, which brings people from all over Alberta.
Rural water distribution system Cont’d from Pg 3 An employee of the County checks all roads to see which ones need to be gravelled. Cooke explained that it is dependant on the quality of gravel which has been used in the past, saying that gravel quality makes a difference as the lower grades can break down more quickly, causing roads to need to be re-gravelled sooner. Once the budget is approved a map of the County will be digitized and put up on the County web site so that the public can see what roads are being gravelled.

Jeff Cosens, Director of Environmental Services presented information on the cost of the rural water distribution system and the percentage of cost recovery. The water distributed is purchased from the Shirley McClellan Regional Water Services Commission. The Commission has increased the water rate by $.21 up from $2.29 to $2.50 per m3. The County water rates are $2.55 per m3 which was set in 2014. County Council will be reviewing the water rates during 2015 budget considerations. Additionally Council approved the Memorandum of Agreement for the water distribution line that provides water to the County shop and several County residents. During discussions options were

discussed for the rural water lines. A flat fee system, where all users pay the same price was discussed. Cosens highlighted that in places where a flat fee was in place for a set amount of water used, for example 25 m3, a family would easily use that but a single person or a senior would use much less and would therefore be subsidizing the other users. In 1m3 there is approximately 220 gallons. Water requests from Fleet and Federal were brought up again during discussions. Tarolyn Peach, Chief Administration Officer stressed to council that it was an expensive project, as one mile of rural waterline pipe is estimated at $180,000 dollars. The population in both towns mentioned above is approximately eight and 10. Council also authorized a letter be sent to the Shirley McClellan Water Services Commission reaffirming the extension of the waterline to the Hamlet of Brownfield remains a priority of the County of Paintearth.

OBITUARY
Spoiling grandchildren his fulltime job Dale Samuel Nichols was born November 9, 1943. He was the youngest and only boy of six children born to Charlie and Eva Nichols. He passed away April 9, 2015 at the Red Deer Hospital with his family by his side at the age of 71 years. Dale was born in Cereal, Alberta. He lived his first two years in Lanfine, Alberta and then they moved south of Halkirk to the family farm in 1945. He took all his schooling at Halkirk and then went on to college in Calgary. After completing college he went pipe lining and
cards and socializing with family and friends were always a priority. Dale married Wilda Morlock on December 29, 1964 and they resided in Sherwood Park where Jared, Corina and David started their family. In 1971 they moved south of Halkirk to the family farm. Dale and Wilda made their last move in 1975 to their farm south of Gadsby; where Edward and Denise were born and completed the family. Dale is predeceased by his parents Charlie and Eva Nichols; his sisters Evelyn and Donna; son Edward; brothers-in-law Keith Morlock, George Schilling, Morley Nichols Johnston, Ben Schilling and Gilbert Hallett; father and mother-in-law Bill and Phyllis Morlock. He leaves to mourn, his wife of 50 years Wilda; his children: Jared (Brenda), Corina (Dale) Derr, David (Sandy) and Denise (Shane) Jacobson; grandchildren: Tyler, Kirstin (Kyle Foisy) and Jayson (Megan Hicks) Nichols, Rae-Ann (Josh) Foot, Chance, Shayla, Keyonna and Charlee Derr, Trey, Reece, Steele and Cole Nichols, Rylee, Austin, Keagan and Cheyanne Jacobson; two great granddaughters Kennedy and Eden Nichols;
worked throughout Alberta, Saskatchewan and Manitoba and for several years he worked as a farm hand for Kent and Evelyn Johnson. He started working at Manalta Coal Mine and worked there until he suffered a stroke in 1999. Farming and spoiling all 16 grandchildren became his fulltime job and brought much joy to his life. He faithfully attempted to make it to each and every grandchild’s activities, whether it was dance, hockey, soccer or football. Playing

Ratepayer looking for dog bylaw changes in Stettler County Debra Johnston

Following the conclusion of a court case regarding a dog attack in the county, ratepayer Wanda Webster came before Stettler County council to make a plea for changes to the dog control bylaw at the Apr. 8 council meeting. In the fall of 2014, two pit bills, owned by Cody Zimmer, were running at large and entered Webster’s property, attacking and fatally mauling Webster’s labrador, Hershey. Zimmer’s penalty was $3,160, $1580 per dog. Zimmer voluntarily euthanized one of the dogs. Webster wants the bylaw to be far more stringent. The two pit bulls were returned to their owner the day after the attack, which Webster felt was unreasonable. Chief Administration Officer (CAO) Tim Fox explained that now that the court case has concluded, the county plans to review the bylaw and look at revisions. Fox also explained to Webster that the county had no control over the fines imposed by the court.
County cat problem
Joan Kerbes made an impassioned request to council to implement a spay and neuter program for cats in the county. Kerbes argued that farmers are bearing the financial burden of unwanted cats abandoned on their properties. Many of the cats are not fixed and the cost to spay or neuter the animals is high. Coun. James Nibourg questioned whether it was appropriate to expect ratepayers to cover the cost of the program. He suggested that rescue facilities could fund raise to provide that service. Kerbes contended that the facilities are already overwhelmed with the costs of caring for abandoned animals and already fund raise to meet the demands for their services. Coun. Greggory Jackson questioned whether just fixing the animals really would solve the problem, as people would continue to drop cats throughout the county from other regions. He suggested that educating pet owners would be more useful. Reeve Wayne Nixon assured Kerbes that the county would

Clearview aims to reserve 2.5 to 5 percent each year, according to Neale. Previously, school districts and schools had autonomy to spend those reserves as needed for operational or other expenditures. The province will now dictate how those reserves are spent.

Lacombe County plans for Mirror’s future growth Lisa Joy
Review reporter Lacombe County, at its April 9 meeting, approved an updated area structure plan (ASP) for Mirror that lays the groundwork for future growth in the tiny hamlet, giving the bylaw second and third reading. Lacombe County sees potential in Mirror because of its central location and access to a large population along the QEII and because of the increased interest in small town living. A commercial area near Hwy 50 and 50 Ave. is designated for neighbourhood convenience, personal services such as offices, banks and retail stores. The commercial area adjacent to Hwy 21 is set aside for anyone wanting larger amounts of land such as motels, truck stops, auto and equipment services and service stations that would service the travelling public. The ASP allows for Mirror’s main street to be revitalized with street planners, banners, historical plaques and street furniture. The county will work with Boomtown Trail in their Community Transformation Initiative, which selected Mirror as a participating community. A campground and recreation area is included in the ASP. A mobile home district with homes not older than 10 years being allowed, as well as country residential lots with a minimum size of .5 acres
and a maximum of one acre is also included. One issue facing the county with developing Mirror is infrastructure. But last month Lacombe County is applying for a Small Communities Fund program for the Hamlet of Mirror Water and Wastewater Systems Upgrading project to upgrade undersized infrastructure in serviced areas and construct the missing infrastructure. The county’s share of the estimated $1.5 million project is one third, $523,000, which would come out of the Mirror Contingency Fund. This past February the Government of Canada and Alberta announced the Canada-Alberta Building Canada Fund – Small Communities Fund (SCF). Federal and provincial governments have equally injected $282 million into this fund to help with infrastructure capital costs. Lacombe County is allowed to submit two projects to the SCF on their own and partner with other municipalities on applications. The county is submitting one application on its own for Mirror’s Water and Wastewater Systems Upgrading project. “Mirror infrastructure is deteriorating,” said Tim Timmons, manager of corporate services. “We know at some point we have to do this. This grant is well suited for that.” Coun. Keith Stephenson said” It’s time the county steps up in Mirror.”

Review reporter Village of Clive is in financially good shape, living within its means, Daniel Luymes, auditor from BDO Canada told council at its regular meeting April 13. The village has low debt, carried a small surplus from last year and has a lot of borrowing power. “I’m proud of us that we are being prudent and frugal,” said Mayor Anita Gillard. Likewise Coun. Marvin Whieler agreed, adding that credit also goes to past councils. The village is able to borrow up to $1.592 million and only has $126,101 in debt. They have two debentures. One for public works shop and the other for the fire hall building and fire engine. “We have a lot of available credit,” said Chief Administrative Officer (CAO) Carla Kenney. “We’re good at living within our means and we continue to improve our infrastructure.” “If there’s an emergency at least we have borrowing power,” said Mayor Gillard. The village had a $89,616 surplus from its 2014 operating budget. Council unanimously voted in favour of putting $15,000 of the reserves into the equipment reserve fund, $20,000 towards a new village sign, and the remaining $55,000 into road repairs.
April 13, said she attended the Lotus Environmental Open House on March 25 and the mood was cautiously optimistic that Lotus’s proposed pyrolysis waste disposal plan would work for the Lacombe Regional Waste Water Services Commission (LRWSC). It would have a capacity of 100 tonnes per day. The LRWSC takes in about 70 tonnes per day. Clive’s MSI operating grant from the provincial government is $35,932, up from $33,540 in 2014. The school foundation requisition is up two per cent from $174,872 in 2014 to $178,041 in 2015. There were seven bids for the Railway Avenue project with the tender closing April 14.

There were some undersized services allowed to be put in and it has created some problems so it would be nice to get those upgraded and bring it up to standard.”

In 2003 Mirror rescinded its village status in favour of becoming a hamlet in Lacombe County. Since then the county has been working with the community on the Hamlet of Mirror Area Structure Plan (ASP) and adopted one in 2007. It was updated in 2008 and is being reviewed now with it finished in 2015.

Mistaking the Snow Goose for a swan is another concern so knowing how to identify birds is important. There are regulations about hunting waterfowl so make sure to check with local Fish and Wildlife offices and websites like My Wild Alberta to make sure that you are prepared and up to date before going out hunting.

Rick Strankman Wildrose Candidate for Drumheller/Stettler As a member of the legislature, I can’t tell you how many times I’ve seen Cabinet Ministers or PC MLAs talk about the need for a “balanced” approach toward property rights. Frankly, the

In light of the new budget restraints, the board is seeking to cut costs at the board level by withdrawing its membership from the Public School Boards’ Association of Alberta (PSBA). The total cost associated with PSBA membership and conventions is $28,000. “It sets a good example of what we’re asking others to do,” said Trustee Staci Gerlitz
in her support of the motion. The board felt that PSBA’s high costs were not justified.
New school named
The board voted on a new school name from two options brought back from the naming committee. The two options were William E. Hay Stettler Secondary or William E. Hay Stettler Secondary Campus. The board decided the campus option would best suit the new school structure. The Outreach School, which will now be under the umbrella of the new school, will retain the Outreach name.

While our communities continue to thrive, the concerns of icing minor hockey teams in Castor, Coronation and Consort on a consistent, yearly basis is proving to be a long-term issue. The three Minor Sports boards met on September 3, 2014 to discuss the viability of our home associations with the trends in falling numbers. After careful consideration, a board comprised of three members from each community was created to consider potential solutions to the recurring problem. By the end of September three teams were consequentially formed under the 3C’s (Consort, Coronation, Castor) constitution on a one-year commitment. The midget registration number justified a need for two teams. Independent evaluators were asked to come and evaluate players based on skill level at which time both a Tier 2 team and a Tier 4 team were named. The registrations at the Bantam level were such that only one team was necessary. All games and practices were split into a third and rotated through the communities, regardless of the number of players coming from each community. We all experienced growing pains, which was to be expected, but in general the outcome for each team was positive. Feedback from a large majority of parents was supportive of the concept. The 3C executive met with Hockey Alberta in February to discuss moving forward with amalgamation. Hockey Alberta recognizes our situation as a province-wide problem and acknowledges that most neighbouring communities are amalgamating to maintain viability in their hockey programs. With Hockey Alberta’s recommendations the 3C’s executive are in the process of completing the fol-
lowing phases: The first part of amalgamating is to eliminate the boundaries between Castor, Coronation and Consort Hockey associations in order to form one association. When this process is completed we will register all minor hockey teams in Castor, Coronation and Consort under 3C’s Hockey association. Our local minor sports boards will continue to manage Pre Novice, Novice and Atom Levels. The 3C’s Board will manage the Pee Wee, Bantam and Midget age groups. The second phase is forming a new society. The application process has been started and once approved by Vital Registry, the new society will have the
opportunity to benefit from a casino in two years time. Early registration is an important part of the process and will allow the board time to review numbers and be proactive with arising situations. Registration will be held June 3 and 4 in your local community. At this time personal emails will be taken in order for the board to effectively communicate with all registrants directly and promptly. A CCC Hockey facebook page has also been created to relay any pertinent information. It has been decided that one ice surface will be put in by September 15 and rotated on a yearly basis through the communities. Evaluations need to be done in a timely manner as the North Central Minor Hockey
Association (NCMHA) league play begins in early October. Coronation Arena will be next in line for early ice, therefore evaluations will be held in Coronation arena for the 2015/16 season. The success of any program hinges on the support that it receives from the participants. As a board we are passionate about keeping our arenas alive for our communities and for our youth. With open communication there is opportunity for collaborative success for all three communities. We are asking for our communities input when choosing jersey colors, design scheme and logo or crest, along with a name for the new association, for example 3C Rangers or Tri C Canadians.
