Frustration evident at Stettler County meeting Debra Johnston

ECA Review reporter Stettler County councillors ploughed through a packed agenda at their Apr. 13 meeting. Several delegations addressed council on a variety of subjects from the new shop to solar energy. After prolonged discussion, both the Borrowing Bylaw 1558-16 for the new shop and the voter plebiscite were quashed. Council requested that administration bring back to council what options are left for the new shop for a special meeting scheduled Apr. 20 following the afternoon Municipal Planning Commission meeting.

Kneehill pays off debt two years early Debra Johnston

ECA Review reporter Kneehill County realized a $2.9 million surplus in 2015 due to savings in several areas like lower project bids and lower fuel costs. Director of Corporate Services Mike Morton presented council with the finalized numbers from the 2015 financial statements at the Apr. 12 meeting. several scenarios, one of which was to use part of the surplus to pay off the county’s water service area debenture two years early, saving $40,000 in interest. Of the $2.9 million, $1.8 million will go towards the debenture, $460,000 into contingency reserves and $621,209 will go to balancing the 2016 budget. Clearview unlikely to save Halkirk school Debra Johnston

ECA Review reporter Concerned parents of students in Halkirk’s Mother Teresa School are trying every avenue to keep the school open, if even for a few more years. JD Johnson and Kevin Perry addressed Clearview School Board trustees at their Apr. 14 meeting, hoping to find support to keep the school open rather than have children bused to Castor. “It’s easier for almost everybody involved to go to another school…except the children,” stated Johnson. The local community is behind the push, according to Johnson, with volunteer efforts and fundraising.

Johnson is scheduled to meet with County of Paintearth to see if they would consider purchasing the building, which would eliminate maintenance costs if Clearview took over the operations side of the school. “There’s such a sense of community there,” explained Perry “You won’t find a more committed group of parents and kids.” Parents are actively involved stated Perry and despite the small size of the school, students are thriving. “There’s a bigger story than the spreadsheets. It’s vital to our community.” Response from the board was empathetic but not hopeful. In a follow up phone call, Johnson stated that it was likely

the school will have to close with students dispersing to other schools as there really is no other alternative left. The school, which had previously been part of the Clearview School Division before the Catholic Association had bought it, is set to close its doors at the end of this school year.

Inappropriate use of skate shed

Curtis Gabinet of Endeavor Chartered Accountants reported that for the second year in a row that there are no actual significant matters that need to be reported to council following the town’s recently completed audit for the year ending December 31, 2015. Gabinet went on to say there were no issues with management during the course of the audit, no other consultations with other auditors and no concerning transactions.

Dr. Tyler Meyer, a graduate of Gus Wetter School, was chosen by the board as the 2016 Clearview Public Schools Award of Merit recipient and will be honoured at Clearview’s Recogniton night in June. Dr. Meyer, is a medical physicist in radiation oncology at the Tom Baker Cancer Center in Calgary.

CORONATION COUNCIL

Coronation town council opted to move the Skate shed that’s use is intended for skaters using the outdoor skating rink on the tennis courts for putting on skates but is being used as a ‘sex shack’. It was reported to council at their regular meeting Apr. 11 that the outdoor skate shed in Coronation is being as a “sex shack” as well as a place to smoke and do drugs by kids as young as 13 and 14 years of age. Council decided to have the shed moved to the public works yard until further decisions can be made for its use.

Delburne set to test preparedness ECA Review reporter

Knowing council’s responsibilities during a disaster was the focus of an emergency refresher session for Delburne council during their Apr. 12 meeting. Alberta Emergency Management Agency (AEMA) field officers Bruce Mackenzie and Craig Sallows, along with Dan Marsellus, Director of Emergency Management walked council through procedures to follow in the event of an emergency. The visit precedes Emergency Preparedness Week, which falls in the first week of May. Marsellus has a mock

emergency exercise planned for that week to test the readiness of council, staff and first responders in Delburne and surrounding areas. Mackenzie affirmed the need for council to have procedures and people in place and trained prior to any actual event occurring. Saving lives is the top priority in a crisis, followed by the protection of property and environment, then protection of economy stated Mackenzie. As well, Mackenzie emphasized the need for all levels of a community to know their roles from families maintaining emergency kits to council knowing when and how to declare a state of emergency.

Hager told council that Lacombe County’s industry mill rate is comparable across Alberta but added that he has heard from oil companies in the county cautioning them to be careful with the mill rate and don’t over tax. Hager said some businesses in the county have gone bankrupt and council can’t collect taxes due from them. This year he said it amounts to about $135,000 and expects the amount to double next year.

The provincial and federal governments both have agencies and resources at the ready to assist communities but must receive a request from the municipal level for that assistance. Lacombe County has an operating budget surplus from last year of almost $1 million. At its regular meeting April 14, Lacombe County council voted in favour of allocating $600,000 to the tax rate stabilization reserve and $313,000 to uncollectable property taxes. Coun. Ken Wigmore told council he would like to see the surplus go towards keeping the 2016 mill rate down. Preparing for an emergency and coordinating response was the focus of ‘Wicked Wind Stettler’, a mock emergency exercise held at Stettler County offices on Apr. 14. Ken Kendall (standing) of Kenneth Kendall Consulting led the tabletop exercise where the scenario of a severe windstorm at Buffalo Lake included missing persons, 150 injured persons, structure fires, blocked roads and evacuation. Greggory Jackson responded that Gendre had the reports right in front of him of what needed to be done. “We keep throwing a bandaid onto something that’s not going to change,” stated Jackson. According to Coun. Les Stulberg, the old shop property is not zoned for commercial/industrial use. The chucks by Bob Chapman Until recently I had not watched a chuckwagon race or rode a horse since I was a small boy and I had to put a quarter in them to make them “run”. This sport has recognized huge growth both in size and popularity and I found them very entertaining and interesting. The work, gear, dedication and preparation demanded by the modern chuckwagon racer and their team are huge and commendable. Although there are a few racing

circuits in our province the race I attended was a Canadian Professional Chuckwagon Association (CPCA) event, one of eight organized tour events every summer. Points are awarded 36 down to one, plus aggregate points for consistency. This article will concentrate on the CPCA as the events in this circuit are within a reasonable drive of people living in east central Alberta. Racing roots date back to the late forties

Cont’d from Pg 9 Although not called the CPCA at the time, its roots date back to the late forties when ranchers and farmers would get together and race horses hitched to grain wagons. Chuckwagon races were initially part of a rodeo and evolved over the next few decades until the 1970’s when the Northern Chuckwagon Association (NCA) was formed as a separate entity and later in 1979 the Northern Professional Chuckwagon Association (NCPA) was formed. Chuckwagon racing continued to grow and evolve and in 1995 became the CPCA. Each team consist of a driver, a fourhorse team and two outriders. One outrider holds the reigns of the team at the beginning of the race and the other outrider loads the “stove” in the back of the wagon when the horn goes off. The outriders then both mount their horses and follow their wagon around the track and must finish within 150 feet of the driver. The 2016

CPCA circuit begins in North Battleford, Sk. the first week of June and ends in Lloydminster mid August. As of the Lloydminster sponsorship tarp sale on April 5, 2016, there were 29 teams registered for this season. There are teams represented from Czar, Lacombe, Wetaskiwin and two from Chauvin with the remainder located farther north in the Lloydminster, Onion Lake, Bonnyville, Dewberry areas and many teams from central and northern Saskatchewan as well. Over the years the CPCA has grown and evolved with many changes, the majority of them focusing on safety.

The current regulations state that the wagon must be a minimum of 1325 lbs. including the driver and the stove. The

wagons are pulled by four thoroughbred horses weighing about 1300 lbs. each. Some drivers choose to wear

Defined rules Cont’d from Pg 10 There are defined rules for scoring and penalties with numerous judges and cameras positioned around the track to ensure accuracy and to resolve discrepancies. Wagon drivers must control their team and there can be big penalties and even fines for interference with another team. One of the things that I observed after talking to people in the circuit is what a huge family event these racing teams are. On many occasions there are two or three generations involved with the racing team, so it is great to see one of the old traditions being carried on. I am sure there are many fans of the chuckwagon races in the eastern part of the province that are anxiously waiting for the races to begin and many who have heard of the races but have not attended any

of the events. If you have not attended an event, I encourage you to attend one of the many events this summer. They are interesting, exciting, rough and tough, with lots of things going on, adrenaline is high with one man, no ladies yet, trying to control about 5000 lbs. of horse power that have been bred to run and run hard.
