New constables

Dustin MacIntyre who joined the Coronation RCMP detachment in November came with Sgt. Darcy McGunigal to meet council. MacIntyre comes from Prince Edward Island and this is his first posting after graduating from the academy. He will be at the Coronation detachment for four years. Another new officer to the detachment is Brenda MacDonald, from Pictou, Nova Scotia, who started her position on April 11. “Officers have a four year limited duration but they can stay longer if they like,” said McGunigal. McGunigal reported to council about the RCMP’s activities during the 2014 year and about the upcoming 2015 year for the detachment. Turn to Focused, Pg 4

Included in the Coronation and District Support Services (CDSS) Report that was presented to council was information about the food bank. In it Community Liaison, Diane Schmidt reported that the food bank provided 24 households with 43 hampers in 2014. Fourteen of these households included children. In comparison, in 2013, the Food Bank provided 22 households with 42 hampers. Schmidt said in her report that the community continues to be very generous with donations to the food bank.

The total numbers on the report showed that the animal calls took a total of six hours.

CAO Sandra Kulyk stated that she would be asking the assessor to come back and review the remaining properties as this needs to be done, providing the example of a property that when viewed from an aerial shot, proved to be built crooked and is actually taking up space on the property next to it, making that property owners garage is also off property lines. Council decided that the Town will take title of the other properties until the assessor comes and provides feedback, then they will review what to do with the properties. Kulyk stated that council will deal with all the properties at that time and not allow them to be left and not dealt with, as properties have been in the past.

Castor Town Council struggling with cash flow Beth Causley

ECA Review Reporter Council was presented with the cash statements for the month at their regular meeting on April 13. The statement, ending March 31, left council to report that they are struggling to maintain a reasonable cash flow, however, have not had to borrow any funds under their operating loan.

A letter was received from the Alberta government regarding

Alberta Social Housing Corporation informing the Town of Castor that, under the 2015 Budget it is proposed to eliminate the municipal grants for property taxes for senior dwellings. The 2014 grant to the Town of Castor was $23,127. A motion was made by Councillor Nelner that the Town write a letter to the Alberta Government expressing their concern with this decision.

In Coun. Elhard’s recreation report he said that they were

having difficulty getting life guards for the pool and that there was a concern that they wouldn’t have enough life guards to teach swimming lessons this year. Reporting on hockey news Elhard told council that hockey registration is $150., Pee Wees will now be included in the 3 C’s (Castor, Coronation and Consort) and the ice will go in at Coronation this fall on Sept. 15. Elhard also said that all coaches will need criminal record checks under the 3C Association. The suggestion was that all Town staff should

The Delburne Ghost Ryders have nearly reached their $317,331 goal to build the Delburne Skatepark, council heard at the Apr. 14 regular meeting. Members of the Ghost Ryders attended the meeting to present a progress report to council following a ground breaking ceremony on Apr. 13. The Ryders have raised a total of $307,993 to fund construction of the park through grants, donations and a number of fundraising activities like selling popcorn. Ryder members expressed their gratitude to council for the encouragement and support the village has shown the club with thank you letters and a framed print of the ground breaking ceremony.

ECA Review Reporter The RCMP were at Coronation School during Parent/Teacher night on April 15 with kits that were to gather fingerprints, hair samples and other identification for children. Constables Marinelli and MacDonald were there to explain the kits to parents and kids and also to assist if fingerprints were taken there but the kits could be taken away and completed at home. Marinelli explained that the kits were to be put away in a safe place after being completed and hopefully never used to help identify the child. The officers completed or gave away almost 30 kits.

McGunigal broke down the 2014 year saying that they focused on three priorities; enhancing traffic safety, property crime and enhancing pro-active policing, with community activities like kid identification kit, scam presentation and free child car safety inspection and information. As part of their traffic safety plan they have increased the number of unannounced traffic stops and as a result saw a 40 per cent increase in traffic tickets and a 35 per cent reduction in collisions. The detachment is focusing

on impaired driving as they have seen an increase in impaired drivers. “It’s important to enforce this before it becomes a problem,” said McGunigal. McGunigal said that the RCMP were aware of who they needed to watch closely stating that officers are assigned repeat offenders, helping to reduce crime in the area. The detachment will continue to focus on enhanced visibility, including school zone patrols with an officer present at the Coronation school every day, varying between morning, noon and after school.

Village tax rates unchanged

The Delburne portion of property taxes will remain the same as last year with a slight decrease in the school tax rate. Overall, residential taxes declined by 1.32 per cent and commercial by .75 per cent. However, property assessments are up due to increased construction and property improvements.

Alix overall winner of challenge ECA Review

Alix village was the overall winner of the Earth Hour Challenge on March 28 sponsored by their electrical supplier, Fortis, councillors learned at the Apr. 15 village council meeting from CoraLee Brookes, recreation director. Twenty-five communities had entered the challenge and Alix had a 39.1 per cent savings on electricity while the next closest community posted a 21 per cent savings. The village will receive $2500 from Fortis to be used towards energy efficient upgrades within the village. The recreation department had encouraged residents to turn off unnecessary lights, appliances and electronic devices to conserve power between 8:30 and 9:30 p.m on March 28 and hosted a bonfire, hot chocolate and marshmallow roasting during that hour. Planters for the Youth Center purchased with the Environmental Grant from Lacombe County have been received and land preparation work is being done for the area behind Gator Park. The youth will also be planting the planters on Main Street and their garden beds the last week of May. Brookes noted that herbs, tomatoes, etcetera will be planted and the community is welcome to use any of the plants when ready for harvest.

Subdivision

Tina McCallum from Parkland Community Planning Services (PCPS) attended the meeting to advise council on the subdivision request from Gordon Baines. Baines plans is to create two parcels of land for Light Industrial. Parkland Community Planning Services have been working with various interest groups including the Municpal Planning Commission (MPC) and Alberta Transportation who requested the intersection access off of Highway 12 by the UFA card lock had to be updated due to changing the land use to Light Industrial from Residential made the intersection inadequate. “That intersection was built by Alberta Transportation,” said Mayor Curt Peterson, “shouldn’t they come back to fix it?” McCallum stated that Baines was looking to upgrade the intersection and have a five metre right-a-way as per two of the conditions recommended by PCPS. Council approved the subdivision application with the 11 conditions as worked out between Baines and MPE Engineering.

Citizen concern

Council tabled a request from a citizen who was getting billed for garbage pickup but wasn’t getting it picked up at her home due to their not being enough room for the garbage truck to turn around. Questions raised were as to who owned the road into the property, the resident or CN who built the road in 1992. At that time the village only agreed to maintain it. “It’s one thing to maintain a road,” said Mayor, “it’s another thing to own it.” “We need the facts,” said Rob Fehr, “we have to table it.” Council approved the formal Fire Service Agreement that turns over the service and extra funding from their own Lacombe Regional Fire Service Association to the County of Lacombe. “It’s saving the village money,” said Mayor Peterson. “The first year we don’t pay anything because we had enough in reserves.” The new Fire Protection Support Services annual budget will be determined by the annual cost of the County Fire Chief position including but not limited to: pay and benefits, office costs and capital equipment costs with the municipalities involved to be requisitioned for costs as per a funding formula as follows: Lacombe County 80 per cent (estimated at $120,000); and 3.33 per cent each (estimated at $5,000) for the villages of Alix, Clive; towns of Bentley, Blackfalds, and Eckville and the City of Lacombe. Mayor Peterson noted that the $2500

CAO report

Chief Administrative Officer (CA0) Bonnie Cretzman informed council that the provincial government has stopped the voluntary grants for seniors residences, manors, etcetera, that were made in lieu of the village collecting taxes from these establishments. “We’ll be scrambling for another $6000,” stated Cretzman. “That’s standard,” said Rob, “everyone off loads” when there are budget concerns. Coun. Gordon Christensen volunteered to attend the Buffalo Lake Management Team meeting in Bashaw on April 20. Councillors were unaware of their involvement in this group, however Mayor Peterson noted that Alix Lake feeds into Buffalo Lake via the Parlby Creek.

With a concern about the water levels in Buffalo Lake in 1991 pumps were placed at the Red Deer River to feed water into Alix Lake, then into Parlby Creek that feeds into Buffalo Lake, however the pumps were never turned on, said Peterson. Cretzman told council that work is being done preparing the campground for the summer including rotating the sand, removing rocks and tree stumps, trimming trees and installing a coin shower machine. She noted that she had met with the campground caretakers and was “looking forward to this summer season to run smoother.” Although the campsite does not open until the end of May, three trailers belonging to the construction crew will be moving in shortly and staying for a couple months. In Cretzman’s verbal report she also noted that there are liens on four or six properties in Alix with two going towards a tax sale.

Churches! Charities! Heads up, you are under attack as well. Neo-liberal governments since the time of Ralph Klein have argued that the traditional model of churches and charities serving and providing programs to the less fortunate is more efficient than big government. As such, spending on social services has been decimated. Charities throughout the province and their volunteers have been overwhelmed with provincial downloading. A long-serving member of the volunteer board of directors for Shepherd’s Care, which provides care facilities for seniors in Edmonton, tells me they are overwhelmed with all the money the province wants to shovel their way for capital projects. Unfortunately, they have to say, no thank you, more often than thank you, because charities with their declining base of volunteers just can’t keep up with the operational side of these mammoth projects. So what has Prentice done? If elected, the donation tax credit will be cut to 12.75 per cent from 21 per cent on donations of more than $200 to save $90 million annually. Yet this same Prentice is not touching big corporate tax rates. Instead he’s nickel-and-diming ordinary, hardworking Albertans who have the moral conscience and will to support those less fortunate and make society a better place. During the same period, Alberta’s population has grown 18.4 per cent. But how low is Prentice prepared to go? To take $90 million annually out of the hands of those who contribute more than $200 a year to charities just so Prentice can balance the books without affecting his big corporate buddies is unconscionable. Many of us bought into the line that charities, rather than governments, should be delivering social programs and substantially increased our personal donations. Then people like Prentice and his Progressive Conservative government go out of their way to thwart those who are using their after-tax dollars to do just that. A Progressive Conservative advertisement has Prentice saying, “We focus on making everybody’s life better!” An explanation is in order from the Prentice team as to how reducing the charitable donation tax credit helps make everybody’s life better. Ninety million dollars is chicken feed to a government whose annual budget is $48.4 billion, but $90 million out of the pockets of ordinary working Albertans trying to lighten the burden for others is a big deal.

Attacks on property rights Dear Editor, I had written a long letter pointing out a few of the many attacks the PC government has launched against the property rights of Alberta landowners and the significant amounts of rights landowners have already lost. But the events of the last week have forced me to amend my letter. My letter included information and comments around Bills 19, 36, 24, 50, 1 and the government’s significant abuse of the Water Act. Property rights have been significantly eroded over the past five years and that erosion has accelerated over the past year. I also had comments about Premier Prentice’s decision to choose a flood mitigation project that would take private land in Springbank rather than choose the proposed project that would use public lands at McLean Creek. On April 9 a group of concerned private landowners investing their own time and money held a meeting at Trochu hall with about 400 attending. I offer a well done, thank you and congratulations to these individuals. (Please remember the Surface Rights Board was created by this government and the members are appointed by this government.) The speakers laid out clearly how the Surface Rights Board had made rulings and hung landowners out to dry causing stress and requiring them to expend unnecessary legal fees. Mr. Prentice’s PC government knew of this but stood by and did nothing. One of the attendees was floor crosser Kerry Towles and shock of shocks within five days her boss, Premier Prentice, suddenly became concerned about landowners property rights, holding a campaign style event in Three

During Premier Prentice’s run for the leadership he said property rights were a significant issue for him, he intended to restore what Albertans had lost and that it would be his number one issue. This gave many of us some hope. The Premier’s solution was to introduce Bill 1, a short piece of legislation that did nothing. Bill 1 repealed Bill 19, the very intrusive Land Assembly Act sponsored by Minister Jack Hayden. We can pretend that meant something but in fact Bill 19 had never been proclaimed and was not law. In addition the threat of Bill 19 had served its purpose as the PC government had managed to obtain right-of-way for the unnecessary sole source power lines which will add thousands of dollars to every Albertans power bill. I have spent a few days reading Hansard (transcrips of Parliamentary debates) for the fall session. During the debate of Bill 1 and during question period the Wild Rose constantly told the PCs about the flaws and dangers in Bill 36 and several other bills. The PC government refused to change Bill 36. On Dec. 3 in the House regarding Bill 36 Kyle Fawcett said ‘‘we are committed to that legislation’’. “Mr. Speaker, no, we will not repeal Bill 36,” said Fawcett on Nov. 20. “This is a piece of legislation that is very, very important to our integrated resource management system that will allow us to develop our resources and our economy in a very responsible manner”. There are numerous instances where the PC government staunchly defended their Bills that diminish or destroy Albertans property rights.

According to the register Premier Prentice was in the house. If he cares, why did he not speak up? If Premier Prentice cared about our property rights why did Bill 1 not contain all necessary measures to restore the rights the PC government has extinguished? I find it sad when a Premier’s actions do not match their words,. We had two and a half years of that kind of government under Premier Redford and it was hard on Albertans. Many of Premier Prentice’s candidates were part of that government. We are in the middle of an unnecessary election. This is still a relatively free country and you have a chance to vote as you wish. All I ask of you is that should you chose to vote PC or should you chose not to vote, that you have the character to gracefully accept the loss of your property rights, they have shown you what you should expect. Expected that community would be relatively friendly Dear Editor, Last night I attended a meeting regarding the amendment of the land use bylaw in Heisler. Several folk spoke supporting the change, but not for the reason of complying with the Municipal Government Act (MGA), but in moral support and emotional reasons why this amendment should be allowed.

made were completely incorrect and some were downright offensive to... seniors of course.

It should be noted, no one addressed the concerns of neighbouring properties as required by the MGA and in fact the village land use bylaw itself. It should be noted that approximately half of the commenters were not village residents. However, I digress. Some of the comments made were completely incorrect and some were downright offensive to...seniors of course. One speaker stated that the folk objecting to the change were seniors and

sat around doing nothing all day and were thus “not contributing members to society.” I guess that means our right to peace and quiet don’t count. I have a question for this person...what does he think I was doing while he was still running around in diapers? Another comment was made, maybe we should shut down all the farms etcetera on Sundays so they don’t make noise...this of course neglects the fact that this business/ property is in the middle of a residential area in a community, not out on the back 40 where there are no neighbours to disturb. I did choose Heisler as my retirement home (unfortunately) as the costs were reasonable, and I expected that the community would be relatively friendly. I was totally wrong on the last point. My advice for anyone considering Heisler as your retirement home.....DON’T. I have lived in many locations in Canada, including Ontario, Saskatchewan and the Yukon and I can say without any hesitation that Heisler is the most unwelcoming place I have ever experienced. I have been told, in fact twice, to get the - out of town, once by a former village employee. Since then I have been told twice, if you don’t like it move out. I guess the point is, I have not done anything other than to try and protect the rights and privileges that I am entitled to, nothing more.

Apparently as a senior, I don’t have those rights in Heisler. As a footnote, I commend the individual running the welding/manufacturing/fabrication business as providing a service to local farmers, as that is his main product. He recycles scrap materials thus recycling them which is good. However, this business does not belong on main street. He needs to be more community conscious and relocate to a suitable location. ECA Review Reporter Chief Administrative Officer (CAO) Kim Neill will be submitting two applications to the Building Canada Fund, Hanna Town council heard at their regular meeting on April 14. The two applications are for the construction of an additional storm water main outflow to CN Dam and the installation of main sewer line alongside South Municipal Road. The purpose of the special meeting that took place on March 31, was to provide direction to administration regarding the projects to be submitted for funding consideration under the CanadaAlberta Building Canada Fund. Two more other options considered were to complete the reconstruction of 1st Avenue from 1st Street West to 2nd Street East and repave the airport runway, apron and taxi-way. The funding guidelines, Infrastructure Management Plan and additional funding requirements were reviewed when determining the best options for consideration. Council and administration reviewed the merits of each project including funding options, partnering opportunities, program criteria and ranking system, value to municipality and timelines for completion.

In Neill’s report on the 2015 budget he stated that Municipal Sustainability Initiative (MSI) capital will be very close to the amount received in 2014 ($515,000) and will allow administration to proceed with the purchase of a loader and snow blade as approved in the 2015 Capital Budget. MSI Operating was originally planned to be reduced by 50 per cent in 2015 ($73,000) and eliminated in 2016. Due to lobbying efforts of Alberta Urban Municipalities Association (AUMA) and Alberta municipalities, the province reinstated the 2015 amount to 2014 levels ($146,000) so the town will see a benefit of $73,000 in 2015 and $146,000 in 2016 and 2017 unless the

RCMP investigate fatal rollover 12345

Oyen RCMP responded to a single vehicle rollover on Highway 895 near Township road 28-0 on April 19 at approximately 8:19 a.m. Upon arrival at the scene, RCMP located two deceased male occupants, ages 22 and 23, who had been ejected from the vehicle, according to an RCMP press release. The Calgary Collision Analyst attended the scene and the investigation determined that the vehicle had been travelling northbound on Highway 895 when it failed to negotiate the turn, hit an approach and rolled. Budget Conversations 2015-16 Clearview Public Schools’ Board of Trustees has announced budget consultation meetings to prepare for the 2015-16 school year. Due to the changes from the Alberta Government for 2015-16 dollars available and declining enrolment, options and decisions will be considered to submit a required balanced budget without the use of school and division reserves. Honey production expands in Kneehill Debra Johnston

ECA Review Reporter Golden Acres Honey will be able to expand its production facilities following conditional approval of a development permit by Kneehill County council at the Apr. 14 meeting. Golden Acres operates a honey processing plant just north of Three Hills and needs to expand its facility to accommodate increased production. A Canadian grocery chain has awarded Golden Acres with a long-term contract with a fall start date. An addition to the existing facility will infringe over the 30.5 metre right-of-way setback required by the county for that area. Due in part to other developments in the same area having buildings with a 10 metre setback, council agreed to allow for a 9.14 metre setback on the condition Golden Acres submits a property survey to the county once completed.

Solid waste bylaw

Council gave third reading to a new solid waste bylaw putting in place guidelines for acceptable refuse at solid waste sites. “We do have to limit what goes in that rubble pit,” explained John McKiernan, Manager of Environmental Services for Kneehill County. The dump sites cannot accept items like asbestos or organic waste. Signage will be posted at dump sites outlining restricted materials.

County looking for nominations

Due to a lack of public nominations for the Calgary Stampede BMO Farm Family Award in 2014, council has opted to remove more onerous nomination requirements and instead adhere to the Calgary Stampede BMO criteria. The award recognizes farm families for outstanding contributions to agriculture and community.

Museum gets support

Council approved an $11,500 community grant to Kneehill Historical Society to upgrade the lighting systems in the Kneehill Historical Museum. The museum, which is also an accredited tourism centre, invested $11,000 last year to fix water drainage problems and now plans to upgrade flooring and lighting.

VILLAGE OF HEISLER

Bylaw passes in special meeting Beth Causley

ECA Review Reporter The Village of Heisler held a public hearing on Apr. 14 to give the residents a chance to discuss the issue of a bylaw on zoning between light industrial and residential. After an email and three phone calls to the Village office the ECA Review received an email just prior to publication from Chief Administrative Officer, Amanda Howell, which said “Heisler Council passed the Land Use Bylaw Amendment #490-15 last Saturday at a special council meeting. As this is no longer a public matter, no further comment will be provided.” An application to rezone two lots from commercial (C1) to Industrial was received by village administration after owner Ryan Volk of Pinnacle Welding was made aware that the use of the land at its current zoning contravenes the use of land according to the requirement set out in the C1 section of the Land Use Bylaw # 452-11. Pinnacle Welding sits on a double lot on main street in the downtown core of the village and is surrounded by residential properties on three sides. One of those neighbours, Lorne Ingrey, who’s home is behind the shop, is opposed to the request for the welding company to get the industrial status for the land. Ingrey wrote a letter to the Village council about the welding shop saying that it was very noisy and operated at “all times” including weekends and holidays. He also said that there were safety concerns like a lift that blocks the alley and the moving of pipes on a vehicle without them being securely tied down. He believes that the shop should have to move to the industrial area, away from town, across the highway. A paid insert was put into Heisler residents’ ECA Review April 9 issue which was written for Ingrey but not by him. In it it stated that the existing welding business in operation was “offensive” as well it operated without regard to bylaws of the town. It also stated that the village was “a perfect getaway for those looking for a quiet

place to reside and while-away life in a small town concept. We should promote our Town with these values in mind and invite more families to move to our town.” The letter goes on to say that “the welding business presently in operation… does not imply any of the values important to existing families seeking a smaller community with a modern approach to small town living.” The village held a public hearing on April 14 to give the public a chance to discuss the issue. Mayor Dennis Steil, Deputy Mayor Kelvin Tetz and Councillor Sven Bernard, who make up the village council all attended the hearing and made it clear that council was not attempting to make Pinnacle Welding leave the village. Council told those in attendance that they have been working with Volk for several months to encourage adherence to village bylaws. There were many people from the community who attended and many who got up to speak. A number of people wondered how it had gotten to this point and why it wasn’t dealt with earlier. Council clarified that it had come to this point due to a letter of complaint that had been written to council. During the dialogue it was brought up that Pinnacle Welding is a small business that employs three people year round and that Volk gives generously to many community groups, year round. The people made it clear that this is a small business in a small community and they want to keep it. It was said that if Volk’s business has to move he will be moving out of the village as it will be less expensive to move the business to his father’s farm. “Who will move to this town if there is nothing?” Wayne Zimmer asked council. The council tabled the decision until next council meeting in a month so that they could discuss it with Alberta Municipal Affairs. Volk did not want to comment to the paper. The Village of Heisler, Alberta has 151 people living in the village, according to its website and is surrounded by a tight knit community of farmers and ranchers.

ECA Review Reporter The Wardens performed to a packed house in Tees Saturday with their music conjuring up images of the life of park wardens in the Canadian Rockies. The trio, Scott Ward (guitar, vocals), Ray Schmidt (bass, harmony vocals) and Bradley Bischoff (guitar, vocals), write their own songs about their experiences, from protecting grizzly bears to rescuing stranded hikers. Their songs also depict the history of wardens living isolated in the Rockies. “It’s a bit of history now because the wardens, park services, have changed a lot so we are really singing about history,” said Ward after their performance April 18. “We are preserving history.”

The Clive Lions Club brought the group to the Tees Community Hall. “I had heard good reports about them from previous shows they put on so I started dealing with them last May and got it all put together in June,” said Dave Boyd of the Clive Lions Club. Alberta tame pasture scorecard

Agri-News “Determining if pastures are functioning at the desired potential can be determined quite easily,” says Grant Lastiwka, forage/livestock business specialist with Alberta Agriculture and Rural Development (ARD). Pasture assessments look at key indicators to measure pasture productivity and vigor. Indicators such as plant population, plant density, plant vigor, ground cover, soil damage and severity and uniformity of use are assessed. The Alberta Tame Pasture Scorecard uses farm level indicators and descriptions to describe pasture health and productivity, and is designed to be simple and straightforward to use, with or without special training. “Pasture assessments provide producers with information needed to make decisions on grazing management, timing of grazing, cross fencing and pasture fertility,” says Lastiwka. “Assessments size-up the condition of the pasture and identify strengths and weaknesses so management can be targeted to produce specific results. Once problems are identified, a rejuvenation method can be selected to fix the problems. “In spring, one of the most effective rejuvenation techniques is to delay the onset of grazing until after the plant 3 1/2 leaf stage or longer,” says Lastiwka. “This gives plants time during a very active growth period for recovering vigour that was lost from overwintering and also if overgrazing occurred in the previous year. With renewed vigour plants will produce more forage and their deeper root system will access more soil nutrients. These healthy plants are also more drought tolerant.”

Shock able to celebrate Submitted The Battle River Shock (the Shock) football team have two reasons to celebrate this week. On April 17 the team travelled to Mill Woods to play the Grizzlies. The Shock managed to hit the score board first and were able to maintain the lead to a 22-10 win. Despite the rain, big efforts made by both the offence and defence worked together for the success. A fundraising event hosted by the Shock families was held on April 18. With the support of the Rooster Roadhouse in Clive as a venue, guests were treated to the comedy talents of

Ken Valgardson, a local from Camrose, who had the crowd roaring with laughter at a variety of material. Also at the event, were generous silent and live auction donation items from all the communities supporting the football team. Bidding was fast and furious, the football team were the real winners, as the Shock are now one step closer to realizing their goal of an international football game in San Diego, California this summer. In the meantime, the team will travel to Spruce Grove on Friday, April 24 to meet the undefeated Predators at Fuhr Sports Park.
