Trial by judge and jury set for October 2017 Lisa Joy

ECA Review reporter Seven weeks is set aside for jury selection and a trial in Red Deer Court of Queen’s Bench in late 2017 for coaccused Jason Gordon Klaus, 41, and Joshua Gregory Frank, 31, on three first-degree murder and arson charges. Frank and Klaus were arraigned in Red Deer Court of Queen’s Bench April 4. The court has Oct. 10 to Nov. 24, 2017, booked for jury selection and trial. They both elected to be tried by judge and jury. Jury selection starts on Oct. 10. The two men are charged in connection with the Dec. 8, 2013 deaths of Gordon Klaus, 61, his wife Sandra, 62,

and their adult daughter Monica Klaus, 40, in a fatal fire at a farmyard east of Castor. In February 2014 police announced that the three victims were targeted and called it a triple homicide. Klaus and Frank were arrested August 2014 and charged with triple homicide. Police said Frank is a friend and associate of Jason Klaus. But since their arrest, Klaus and Frank must be kept apart at the remand centre because of a security risk. “It is my understanding that my client and his co-accused are considered ‘incompatibles,’ which is a term used within the jail system for individuals who should not have contact with each other for a variety of reasons,” Jason Klaus’ defence lawyer Allan Fay

of Calgary, previously said in an interview. “The usual reason is that there is hostility between the individuals, which might lead to confrontation,” he added. A preliminary hearing was held last month to see if there’s enough evidence for Joshua Frank and Jason Klaus to stand trial on three counts of firstdegree murder. After the hearing the two were ordered to stand trial. In a phone interview with Klaus from the remand centre after the preliminary hearing in March, Klaus said the preliminary hearing answered a lot of questions he had. There is a ban on publication on the evidence presented at the preliminary hearing.

Village of Clive economically sound: Auditor Lisa Joy

ECA Review reporter The Village of Clive is in sound financial shape living within its means and manages taxpayers’ money well. “You’re smart about it,” Dan Luymes, auditor for BDO Canada told council during its regular meeting March 29. The audit revealed that the Village of Clive has low debt, a modest surplus to carry over from last year and has borrowing power remaining. The village can borrow up to $1.7 million and only has $105,000 in debt leaving $1.6 million of debt limit available. The draft financial statements indicate an operating surplus for 2015 for $67,000, which is available for council to transfer to reserves for future projects. At its April 25 meeting council will decide where to put the reserves.

Cat bylaw and curfew

Village of Clive council deferred making a decision on creating a cat bylaw and bringing in a curfew for youth. Mayor Anita Gillard suggested council send out a survey to residents in their utility bill asking their opinion on a cat bylaw as well as a curfew. “Let’s get (thoughts) from the people,” she said. Deputy Mayor Luci Henry agreed. “I would like to know how the people feel. It’s the only responsible thing to do.” Village council is considering creating a cat bylaw after a resident asked council in March for help dealing with unwanted cats using her yard as a litter box. The resident says she has tried everything possible for two years to cur-

tail the problem to no avail. The village is considering a curfew for youth, which would give police a right to stop youth out late at night and ask where they are going and what they are doing. Mayor Anita Gillard said police have no authority to stop and question youth out at midnight around Clive but if the village had a curfew it would allow police to question them, and if needed, take them home to their parents. Clive’s Chief Administrative Officer (CAO) Carla Kenney said the next utility bill goes out in May and the questionnaire could be included then. Council directed administration to draft a survey and include it in the next utility bill.

Regional Business Network

Clive council endorsed the village’s participation in a Regional Business Network (RBN) Business Walks pilot project. Clive partnered with Blackfalds and Rimbey on the initiative. The RBN is spearheading the pilot Business Retention and Expansion (BR&E) project this spring, which involves site visits to businesses in the region. The visits are to collect data, identify needs and provide assistance.

The pilot project was created by business resource providers including Community Futures and Rural Alberta Business Centres. They aim to promote business sustainability and growth in the region. “It will tell other communities that you are ready for business,” Marg Phelan, of Community Futures East Parkland, told council at its regular meeting March 29. It can also show what businesses are needed in Clive and what buildings are for sale. She said that they hope to include the area agricultural businesses and farms. The walks will take place in Clive on May 12, Rimbey on May 11 and in Blackfalds on May 18. “I think it’s a really great idea,” said Mayor Anita Gillard. CAO Carla Kenney said the project will send a message to the business community the village cares and wants businesses to thrive.

Break and enter Coronation RCMP are investigating a break and enter at the industrial facility on Highway 12 west of Castor. The suspect(s) gained entry into the building and accessed a coin box where approximately $40 in cash was stolen. The break-in is believed to have occurred sometime between Mar. 16 and Mar. 30, 2016. Spring hunting season for snow geese

Passed away peacefully Agnes Marie Therese Wiart was born in Castor, Ab. on May 14, 1943, the eldest child of Anne Marie and Andre Wiart. She grew up on the family farm west of Castor. When Agnes was 17 years old she became a resident of Deer Home in Red Deer. In about 1975 Agnes moved into a group home where she thrived socially. On Mar. 6 Agnes suffered a severe stroke. She was cared for compassionately by the physicians and nurses on Unit 33 of the Red Deer Hospital. The exceptional staff from Parkland CLASS provided around the clock comfort to Agnes at Wiart her bedside during her time in hospital. She passed away peacefully on Easter Sunday, Mar. 27, 2016. Agnes will be missed by her family, her caregivers and her special roommate and friend, Darlene. Agnes is survived by her loving family: Louis Wiart of Taber, Ab., Yvonne Wiart of Stettler, Ab., Paul (Sharon) Wiart, Roger (Diane) Wiart both of Castor, Ab., Marie Babcock of Nanaimo, BC, Madeleine Chapman of Stettler, Ab., Maurice (Laurie) Wiart, and Leo (Gladys) Wiart both of Castor, Ab., numerous nieces, nephews and other family. Agnes was predeceased by her parents Anne Marie and Andre; brother Joseph; brothers-inlaw Allan Babcock and Jack Chapman. A memorial service for Agnes will be held at Relax Crew 6010-45 Ave, Red Deer, Ab. from 2 - 4 p.m. on Sun., April 10, 2016 and a graveside service will be held in Our Lady of Grace Catholic Cemetery, Castor, Ab. on Wed., April 20, 2016 at 3 p.m. with a luncheon to follow at Our Lady of Grace Catholic Parish. Groups discussed main concerns at Botha meeting Cont’d from Pg 1 Residents had an opportunity to raise concerns about the process and work through questionnaires provided by the team to pin down the ‘need to know’ information before making any decisions. Botha Council initiated the viability review process back in October 2014. A few key indicators that prompted the review were outstanding taxes at 11.7 per cent, financial statements submitted late to Municipal Affairs in 2014 and 2015 and a high level of debt

service of 90 per cent for 2014. The threshold is 80 per cent. The review team met for the first time in January 2016. The public meeting was the first opportunity for residents to ask questions about the process. Residents gathered in about seven smaller groups with one or two team members with each group. The groups discussed their main concerns and then presented those to the whole crowd. Residents were not happy with high

taxes, declining property values, lack of services and maintenance, loss of community identity and lack of bylaw enforcement. Attracting businesses to Botha has also proved to be a struggle due to the close proximity to Stettler. The idea of dissolution brought its own concerns like loss of control to outsiders, loss of independence and community identity and what level of services Stettler County would provide and at what tax level. The public input forms part of the investigative side of the review. The

team will bring back answers to residents about what to expect for either alternative. Information gathered from an infrastructure audit will also give residents necessary guidance for making a decision. Once the team has sifted through the information, a report will go to all residents. Following that, council will vote on the next step to continue as a village or dissolve. Depending on council’s decision, residents may need to vote.

Distracted driving isn’t just about cellphones

Cellphone use behind the wheel isn’t the only distraction that increases your chances of having a car accident or near-crash. The Canadian Automobile Association (CAA) affirms that while texting at the wheel makes you 23 times more likely to have an accident, there are other activities drivers do in the car that put them and their passengers at great risk. In a recent American study commissioned by an insurance association, it was found that drivers were more distracted by secondary activities than they were by their cellphones. That doesn’t mean using cellphones while driving isn’t a danger, but it is a reminder that there are other distractions you need to be careful about as well. In this study, drivers spent about seven per cent of their time talking on cellphones and five per cent of their time using their handheld devices in some other way — holding them, dialing, texting or answering a call. But most surprisingly, secondary activities distracted drivers 33 per cent of the time. These other activities included: • interacting with other passengers • holding objects other than a cellphone

Jesus Christ did exist! by Herman Schwenk The April 4 issue of the Maclean’s Magazine published an article by Brian Bethune with the title “Did Jesus Really Exist?” The author was quoting arguments from Bart Ehrman, a professor of religious studies from the University of North Carolina. In my view his arguments did not hold water as he was comparing apples and oranges. I researched extensively for information in our Bible. The preface for the New Testament was several pages long in explaining the history of the authors of the four gospels.

written a relative short time after Christ was crucified. The Gospel of St. Matthew was written six years later, the Gospel of St. Mark 10 years later and St. Luke 24 years later. St. Matthew wrote the first gospel. In the magazine article Ehrman says that St. Mark wrote the first gospel, so I don’t know what Bible he was reading. In the article he suggests that much of what was written in the gospels was made up because the authors were depending on word of mouth memory as the events were not recorded at the time they occurred. He is ignoring the fact that two of the gospels were written by disciples of Jesus. Each of the gospels was written independent of the other authors, however they record many of the same events without contradicting each other. For example: St. Matthew, St. Mark and St. John describe Jesus walking on water or St. Matthew, St. Luke and St. John describe how Jesus fed 5000 people with two fish and five loaves. All of the gospel authors describe the crucifixion and the resurrection of Jesus, some in more detail than others but none of them describe any of the events in a way that contradicts the other. It seems that Christianity is an easy target to try and discredit. Those who do not believe will try any way they can to cast doubt in the minds of people as to whether or not Jesus was real. Much of what transpired 2000 years ago was miraculous as Christ was God. St. Paul states quite clearly that his knowledge of Jesus came by divine inspiration. St. Luke recorded much of the history in the Acts of the Apostles as it happened, so no one can say it was flawed by lack of memory. A few years ago someone went to great lengths to try and convince people that Jesus did not die on the cross but emigrated to Egypt with Mary Madeline. Christianity would not be relevant after 2000 years if it were based on the “imagination” of four gospel writers.

The forward for each gospel provided even more information on each of the saints that wrote their gospel. Ehrman was trying to prove that the gospels were not authentic because they were written from decades old memory. There are two reasons why this argument does not stand up. First he was trying to compare late 20th and 21st century memory research with how people from an entirely different culture and time would remember events. Cultures and societies that were basically illiterate seemed to have a very accurate way of remembering their historical events, as do our indigenous people. The other flaw in his argument was that he said the gospels were all written after the destruction of Jerusalem in 70 A.D., decades after Jesus was crucified, in about 36 A.D. According to the information in my Bible, only the Gospel of St. John was written after 70 A.D. John lived to be a very old man and he was one of Jesus’ 12 disciples as was St. Matthew. John was the disciple referred to in the Bible as the one whom Jesus loved and was present at his crucifixion. The other gospels were

No plan to return to balanced budgets The Hon. Kevin Sorenson, Member of Parliament for Battle River-Crowfoot, is very disappointed with the Liberal’s budget. “This budget breaks the Liberals’ election promise of a $10 billion deficit to a $29.4 billion and counting. “My constituents know that borrowed money needs to be paid back and the Liberals will eventually have to raise taxes to reduce the massive debt burden they are building for future generations to pay off,” Sorenson says. The reckless Liberal plan simply grows the size of government and will do nothing to actually create jobs. This budget fails to encourage the private sector to invest in our economy and to create well-paying, high-quality jobs. Despite spending nearly $30 billion in borrowed money, the Liberal budget has no plan to help get unemployed Canadians back to work. There is no fiscal plan – no timeline – to get back to balanced budgets. Canada’s economy is not in recession and there is no need for massive deficit spending.

Winners and losers

The Liberal government continues to ignore Canada’s natural resources sector. They are picking winners and losers by failing to provide any support to the oil and gas sector. Raising taxes on businesses will not help the 100,000 Canadians who have been recently laid off in the oil and gas industry. In fact, Canada’s unemployment rate has increased for three consecutive months, despite the Liberal government spending billions of dollars during the same time period.

Canada’s economic success and ability to create and sustain high-paying jobs will depend on our global economic competitiveness. Conservatives support investments in clean technology development and innovation in Canada’s natural resources sector, but these initiatives must deliver concrete and measurable results for businesses and the environment. Investing in innovation for the sake of investing in innovation is not good enough. These investments should be market driven, enhance Canada’s global economic competitiveness, bring our resources to market in the most efficient and environmentally responsible ways, and lead to the growth of high-paying jobs for Canadians. National Defence will have billions of dollars in planned equipment spending pushed off past the next federal election. Tax breaks for tuition, textbooks, fitness and arts costs for families have been eliminated. Income splitting for families is gone as well. The only mention of agriculture is support for research over the next six years. The Liberals are keeping the small business tax rate at 10.5 per cent instead of lowering it to the scheduled nine per cent and they are ending the hiring credit. Sorenson concludes, “The Conservatives left the Liberal government with a $3 billion surplus and we focused on keeping taxes low and supporting policies that helped create more than a million jobs. Conservatives know the recipe for job creation and economic growth: low taxes, free trade and spending taxpayer money responsibly.”

In accordance with the Environmental Protection and Enhancement Act, Progressive Waste Solutions Canada Inc., has applied to Alberta Environment for a renewal of an existing approval for the construction and operation of an existing Class II landfill located in the NE 1/4 Section 34 Township 36 Range 11 West of the 4th Meridian (Coronation area). The existing landfill is located in a geological region suitable for landfill and is comprised of: a series of landfill cells, each constructed with a composite liner (clay liner combining with high density polyethylene synthetic liner); an in-cell leachate collection and removal system; a groundwater monitoring system; and a surface run-on and run-off control system. The above description includes landfill cells to be constructed in the future. The remaining design capacity of the site is expected to be in excess of 10 years.
