Alix residents get break in tax penalties Lisa Joy

ECA Review reporter Council gave first reading to the village’s tax penalty bylaw, which hasn’t been updated since 1996. Chief Administrative Officer (CAO) Troy Jenkins, at Alix’s regular meeting on Aug. 17, suggested council reduce the tax penalty from 18 per cent

to nine per cent on taxes in arrears. “With the economy the way it is, many people are hurting financially and [are] having issues,” said CAO Jenkins. “These are people who are not usually in arrears.” Jenkins said the move would help people who are in this situation for the first time by reducing some of the burden they have to carry.

The tax penalty break won’t be retroactive to previous years. Council unanimously voted in favour of first reading.

Bashaw council fixes error, paves way for lodge to open The devil is in the detail and a failure by previous Bashaw administration or council to give Bashaw Valley Lodge a tax break almost caused it not to open. “We’re licensed and ready to launch,” James Carpenter, president of Bashaw Valley Lodge told council during its regular meeting Aug. 18. Bashaw Valley Lodge founding partners Dr. Tony Mucciarone and James Carpenter said a previous council promised them they wouldn’t have to pay taxes until they opened. Because of this promise, they moved ahead with renovating the lodge almost three years ago but added that being billed taxes for an empty building while renovating could prevent the new facility from opening. “It’s someone else’s mistake and now it’s our problem,” said Carpenter. “Had a motion been passed we would not have this problem. “Our deal was based on a motion that didn’t get passed. Part of the commitment we got from council verbally is that we would work together and not pay taxes until we are up and operational. Please do whatever you can to help us. We had to have council on our side to get this facility. We are humbly asking with hat in hand, would you guys work with us this year? That’s all we’re asking. Carpenter also told council they saved the community up to $400,000 in demolition costs and saved a “beautiful” building. “That (building) could be a

vacant lot right now and that is what it’s destined for,” he added. Coun. Rosella Peterman said a motion wasn’t passed, adding, “We can’t take responsibility if we weren’t on council.” She added that they are governed by the Municipal Government Act, which dictates that they can’t give tax abatements for previous year’s taxes. Coun. Bryan Gust said he was on council at the time. “I was there four years ago. My memory is that you did come to the town for help and we said that we would work with you.” But Gust said administration never brought any specifics to council regarding tax relief. “I don’t recall it was ever brought to us. As a council you can’t make a motion for something we don’t know.” After discussing the issue incamera Aug. 18, council unanimously voted in favour of giving Bashaw Valley Lodge a tax abatement by reducing 2016 taxes to the 2014 levy amount and waive the current penalty, on the condition that the payment made in full of the revised tax amount. “By approving the tax abatement, they have helped us to focus on finishing our last minute details in the renovation and bring in residents,” said Lee-Anne Akister, speaking on behalf of Bashaw Valley Lodge on Aug. 22. “This lodge will have created a dozen jobs in town, as well as bringing in new residents. Bashaw has such a strong sense of community and we believe the lodge is a perfect fit as our focus is providing community geared recreation for

our residents as well.” Bashaw Valley Lodge has room for 33 residents. It has seven staff including a host livein couple. “We are geared towards those who are perhaps retired and ready to let go of some of the daily tasks involved with home ownership,” said Akister. “We take care of all of the cooking, cleaning, and maintenance. This opens our residents up to enjoying more family and hobby time. Our goal is to create a community within our facility, and make it a vital part of the Bashaw community. We want our residents to be active and fulfilled.” Bashaw Valley Lodge is an adult apartment focused on community and family aimed at enhancing residents’ independent and thriving living. It will be staffed 24 hours a day for emergencies and hosting services. Socializing is an important aspect of the lodge, said Dr. Tony Mucciarone. He said family are often too busy to visit or take the elderly places and they become shut-in, which can lead to depression. The lodge has new flooring, paint and furniture as well as updated exterior and landscaping. The lodge will provide three home-cooked meals and snacks, social and recreational activities, scheduled local transportation, access to homecare and personal care and more. The facility promotes family and will have a special grandchildren day with activities tailored for residents and children.

Petition to dissolve village Cont’d from Pg 1 The second petition asks Municipal Affairs to determine the viability of the municipality. Grimard said some of those who signed the petition want the village dissolved in order to become part of the County of Lacombe following in the footsteps of Mirror. Alix Chief Administrative Officer (CAO) Troy Jenkins verified that Alberta Municipal Affairs was in Alix on Aug. 4. He said they also met with each councillor and the mayor individually. CAO Jenkins said the petitions are now in the hands of municipal affairs. “The minister will have the ultimate say and we look forward to her decision on both of these matters.” He added that Alix is a beautiful community and the village is working together with residents for the Wild Pink Yonder event next week. “That certainly is a positive and we’re optimistic as a village. We’re looking forward to a bright and prosperous future for the community that is celebrating 110 years of incorporation next year.”

Bashaw nudges County of Camrose to replace rescue unit

Bashaw council passed a motion to encourage the County of Camrose to

replace the fire department’s aging Rescue unit. Chief Administrative Officer Theresa Fuller told council, during its regular meeting Aug. 18, that once a suitable replacement is found the town will have a better idea of the cost. The fire department has raised about $60,300 so far. CAO Fuller told council the town can’t afford a new top of the line unit nor do they have the facility that could house. “So we are limited there.” Coun. Lynn Schultz said the town should look at units priced from $100,000 to $125,000 or more.

Construction will not take place in 2016 Dena Clark

ECA Review reporter Aside from the Nelson Creek Culvert section of the highway, which will be completed this year, the remaining highway projects will not, reported Chief Administrative Officer Sandra Kulyk to council at their last regular meeting on Mon., Aug. 22. The explanation behind this, as per

the meeting notes, reads as follows: “In April, 2016, information was received from Alberta Transportation regarding confirmation of plans to pave sections of Highway 12. At the time that the correspondence was received, the message was interpreted that this paving program would be occurring in 2016. “Upon further discussion with Alberta Transportation

staff, apparently there was a misunderstanding of the wording of the email correspondence we received Alberta Transportation was advising in the email that the Nelson Creek Culvert section would be completed in 2016. “The email further confirms that the Highway 12, 36 and 599 paving projects were added to the provincial construction program budget in 2016.

“The major construction program budget covers the years 2016-2019. As per the information communicated, and as per the map that was presented at the meeting with Alberta Transportation when they visited Coronation, it has always been their intention to tender the paving of the Highway 12 section from east of Hwy 36 to 2 km east of Coronation in the 2017 construction season.”

ECA Review “We are not going to allow no recording of our council meetings,” said Mayor Suzanne Lacher at the Wed. Aug. 17 regular council meeting. No discussion took place amongst councillors prior to Lacher’s statement and no reason was given. Councillors had each silently read a letter from the ECA Review publisher, Joyce Webster, requesting permission to record the meetings for the purpose of accuracy in reporting. A second request for the reporter to receive the council packages was also denied in a further statement from Mayor Lacher with no discussion amongst the councillors. The reporter will only be able to purchase photocopies of the minutes and the agenda as per the photocopy Bylaw #351 passed on April 20, 2016 which outlines a cost of 50¢ per page. When questioned about the error in the newspaper report of the last meeting, Webster noted it was corrected in the newspaper as soon as she was made aware of it. “Much cheaper than going to the lawyer for you guys,” noted Webster referring to a letter received from the Morrin village council’s lawyer, to the ECA Review regarding alleged errors in previous reports.

identify the man as Moosomin and he was arrested roadside without incident. Moosomin was wanted on a Canadawide warrant of arrest for being unlawfully at large after he walked away from an escorted visit to the Samson Pow Wow on the evening of Aug. 13. He was serving an indeterminate sentence at the Pe Sakastew Centre in Maskwacis at the time of the escorted visit. Moosomin was declared to be a dangerous offender in 1995. Moosomin remains in police custody and is currently awaiting a hearing.

Democracy before profits

Schimke Canada is a trading nation and desperately needs to trade, but the propensity to sign far-reaching trade agreements that take away a country’s sovereign rights, is dangerous and undemocratic. Canada has arguably benefited from the North America Free Trade Agreement (NAFTA) which gave us access to the largest economy in the world. However, Chapter 11, the investorstate dispute settlement mechanism under NAFTA, grants corporations the right to sue foreign governments without first pursuing legal action in the country’s court systems. These lawsuits are heard in private by a three-person panel of paid arbitrators whose decisions are final and binding on governments.

The taxpayers of

Canada are currently facing $4.5 billion worth of NAFTA lawsuits which will all be decided behind closed doors by three unaccountable people.

According to the Canadian Centre for Policy Alternative, Canada has lost or settled six claims under NAFTA paying a total of $170 million in damages and Mexico has lost five cases and paid out $204 million. The U.S. on the other hand has won 11 cases and has never lost a NAFTA investor-state dispute case. Now originally Chapter 11 was supposedly put in place to protect Canadian and American companies from Mexican courts which were not seen as corrupt-free. But instead multinational companies have used it to thwart governments enacting legislation to protect their environment, labour laws, human rights and resource management programs. Foreign corporations have successfully sued governments under NAFTA, and won, for allegedly interfering with their rights to earn profits. TransCanada Pipeline, a company headquartered in Calgary is currently suing the United States government for $15 billion arguing its decision to not approve Keystone Pipeline was arbitrary, unjustified and adversely affected their bottom line. Yet I would argue that much of the trouble Keystone faced in the United States was because of the arrogant

behaviour displayed by TransCanada when they took landowners for granted and showed little regard for key environmentally sensitive areas. You know a company has really screwed up when their actions brought together two historically fierce opponents—farmers and ‘tree huggers’—to fight Keystone. It didn’t help either that another Alberta company Enbridge in July 2010 had a pipeline rupture spilling heavy crude oil into the Kalamazoo River for 18 hours. Alarms were sounding at their Edmonton headquarters yet operators assumed the alarms could be explained by a bubble in the pipeline. Rather than shutting down the pipeline immediately, they increased pressure for a number of hours to try to clear the possible blockage, pumping even more oil into the river. It took until 2014 for Enbridge to complete the cleanup. The latest example was a Husky Energy’s ruptured pipeline which spilled 1,600 barrels of heavy oil into the North Saskatchewan cutting off safe drinking water for many communities downstream. Alberta needs pipelines. Instead of TransCanada suing the U.S. government over the failure of Keystone, perhaps they and their pipeline pals should work harder to gain the public’s confidence that they can move oil safely across our valuable water and marshlands. Governments in a democracy are held accountable for their policies at elections. Corporations work to generate profits for their select shareholders, officers and directors. The undemocratic investor-state dispute settlement mechanism in trade agreements puts too much influence on public policy into corporate hands. Protecting the most important commodity on earth, fresh water, should never be held hostage by profits of foreign corporations. Both the Asia-Pacific Trade Agreement (APTA) and CanadaEuropean Union Trade Agreement (CETA) have this lopsided and dangerous dispute mechanism in their respective working documents. The Trudeau government needs to stop signing these free trade agreements until government sovereignty once again is balanced off against foreign corporate profits. It’s a trade agreement, Mr. Prime Minister, emphasis on trade! It’s not devolution of power to foreign, unaccountable corporations.

Be proud, Castor! Dear residents of Castor, Its been a while, but we thought we would remind people about our observations of generosity and people helping people. I would like to applaud you for the compassion, generosity, unsolicited sense of duty and the seemingly, “automatic-ness” of the efforts you have put forth in helping the people of Fort McMurray, specifically the family we had staying with us. It was an amazing, quiet effort that just seemed to be a normal aspect of your day. There were stories I heard stories that took me aback and caused me to smile a proud smile, such as a table set up at the weekly Farmer’s Market to accept anything you could spare for the families staying out here at our place. The more I heard, the more I came to realize, that this wasn’t an organized effort, this was just the people of Castor doing what the people of Castor do. There were many instances of generosity and compassion in the face of adversity that reminded me of why we chose this community in which to raise our family. We do not have all the specific instances of the above and we wouldn’t want to risk insulting anyone we may miss, so I’m writing this open letter to the town of Castor

and surrounding area. Castor, you have not only impressed a long time resident and his family, you have impressed perfect strangers and re-enforced a sense of pride that we have as being able to call ourselves members of your community. In all the tragedy that has gripped Fort McMurray you emerged as a bastion of everything they lost. Sense of community, sense of self worth and all the things that are humble and beautiful about humanity. Since you’d never do it yourselves, I’ll do it for you. And that is to thank you, Castor, from the bottom of our hearts, you have reinforced our faith in community and all the people that make it up. You didn’t do it with a reward in mind; you did it, because it’s just what you do. So, on behalf of my family, please stand and take a bow. I will plagiarize a story I heard from Laura that envelopes the spirit of Castor and that was in relation to a donation made by a resident when told they would not be able to get a receipt for their contribution and the response was: Sometimes, you just don’t need a receipt. I think we all realize the kind of Olympic-sized effort that is needed to reach an Olympic goal, and we all respect our athletes for giving that effort. We take it for granted that anyone who has a big dream knows that they will have to

County receives agricultural grant Dena Clark

ECA Review reporter The County of Paintearth was advised that the Agricultural Service Board was approved for an allocation of $183,359.46 for the 2016 grant year, reported Chief Administrative Officer Tarolyn Aaserud to council at their last regular meeting on Tues., Aug. 16 This amount includes $168,359.46 for the Legislative Funding Stream and $15,000 for the Environmental Funding Stream.

County sponsorship to be reviewed

Following a request for sponsorship from the Stettler Bantam Scorpion baseball team, council decided that the County Policy 480 Recreation and Community Service Grants needs to be brought back for review. The Scorpions hosted provincials in Stettler for Tier 5 on the August long weekend. Four members on the Stettler Scorpions are from the County of Paintearth. The county gave the baseball team

Loved to cook, sew and play cards Amelia (Beier) Schamber was born on Aug. 20, 1918 in Compeer, Ab. and she passed away peacefully on Aug. 22 two days after her 98th birthday in Edmonton, Ab. Amelia was predeceased by her parents and her seven brothers and four sisters; as well as her loving husband of 65 years, John on Jan. 28, 2008. Amelia is lovingly remembered by her seven children: Ray (Jan), Al (Carol), Larry, Wilf (Bonnie), Rick (Careen), Elaine (Brian) and Marlene (Randy). John and Amelia were married in 1943 and moved to Castor in 1949 and farmed until 1972 when they retired and moved into town. Amelia was a member of the C.W.L. and the Royal Purple. She loved to cook and sew and play cards. She

especially loved to make quilts for her children and grandchildren. The highlight of her life was seeing her 13 grandchildren and 18 great grandchildren. She will be remembered forever in our hearts. Prayer Vigil will be held at 7 p.m. on Sun., Aug. 28 at Our Lady of Grace Catholic Church, Castor, Ab. with Mass of Christian Burial to follow at 11 a.m. on Mon., Aug. 29, 2016. Memorial donations may be made to the charity of ones own choice. Cancellation of tax penalties

Council received a request from Rally Canada Resources Ltd. for an exemption of $634.14 in penalties that they received July 1, 2016. Rally Canada Resources mailed their cheque to the County on July 29, 2016. Council denied their request and asked they be supplied with information on alternative methods of payment, such as the Tax Installment Payment Plan for next year.
