ECA Reporter Three competent contractors from Red Deer submitted bids for work on the Stettler Recreation Centre (SRC), with only $20,000 separating the lowest from the highest. At the regular Stettler Town Council Meeting on August 6, 2013, Council unanimously passed a motion to accept the lowest bid from Shunda Consulting & Management Ltd. in the amount of $1,810,675, with the option to reconsider the library ceiling design. There were mixed opinions on whether spending extra on an aesthetically pleasing library ceiling would be worth the cost. The architect, John Hull, had been asked to have the ceiling amount separately bid and did not. He will again be asked to negotiate that amount and bring it before Council for a final decision. The Town of Stettler is providing the following funding: SRC Capital Reserve ($1M); Seniors Reserve ($150,000); Library Reserve ($195,000); General Reserve ($570,927) for a total of $1.9M. External sources of funding are CIIF Grant ($250,000) and County of Stettler ($140,000) for a grand total of $2.3 million.

The argument for two-tier pricing at the SRC was raised again. In his remarks, Mayor Dick Richards said, “we want and are extremely happy that children from the County of Stettler and from outside the County use our facilities. But it’s not fair that taxpayers in Stettler pay a full 30 per cent of their property taxes to recreation where other jurisdictions pay a very small percentage. There has to be a common solution where everyone is treated fair.” “We need to explore a 2-tier pricing system or something else to make it more equitable, said Thorogood speaking of the SRC as a joint recreation facility with a rural and town community.. The Mayor will speak to the Reeve about establishing a committee to jointly study this ongoing rub between the two jurisdictions with a hope of resolution. “We do so much good together— there’s a solution out there,” said Richards.

Process to recover taxes from two properties started Cont’d from Pg 1 A motion to accept Option 2 was unanimously passed. This concept allows for two accesses to the ring road, one access to 52 Avenue (Stettler Auction Mart) and potentially another access to the south. It was chosen because with the least amount of roadways and utility lengths, more saleable land was available. It would be developed over four stages on an as-needed basis.

Municipal Development Plan Last summer, Administration undertook community consultation and prepared the final amendments to the Municipal Development Plan (MDP). Amendments included identifying the future Highway 56 (north) alignment, removing 46 Street as a Trucking and Dangerous Goods Route, and reinstating the policy respecting development within the Floodway/Flood Fringe. First reading of MDP, By-Law 2041-13 received unanimous support. The next step is to advertise and hold a Public Hearing, followed by the second and third readings.

Public Auction date as October 15, 2013. The tax recovery process can be stopped by payment of all tax arrears prior to the sale.

Wheel Loader Three bids were received for the purchase of a new Wheel Loader. Unanimous approval was given by Council to purchase a 2013 Volvo Wheel Loader, a 5-year extended warranty and one set of forks and frame from Strongco for a total purchase price of $189,753 plus gst. The approved capital budget was $200,000.

Major flooding occurred in Veteran, Ab. late afternoon Monday, August 12 when high winds and rain up to 3 1/2 inches hit in less than one hour. Local improvement A motion was unanimously passed to assess a local improvement fee on properties on 42 Street from 49 Avenue to 50 Avenue, and on 50 Avenue from 42 Street to 38 Street to cover the cost of street paving. Lands abutting this local improvement will be charged an annual per foot rate of $15.76364 for each year of a 20-year period. Property owners have a right to oppose this assessment through petition. The petition requires signatures from 2/3’s of owners holding at least 50 per cent of assessed property values and must be received within 30 days of owners receiving the notice.

RCMP Coronation break and enter, suspicious fire and mischief Suspicious fire The Coronation fire department was called to a fire at The Moose Cave (formerly known as the Terice Lounge) at 4901 King Street on Sunday, August 11 at approximately 5 a.m. The fire department attended and quickly extinguished the fire. The business suffered substantial damage to the deck area. RCMP were called to investigate as the fire was suspicious in nature. It was determined that the front

windows were pried open as suspect(s) attempted to gain entry but were unsuccessful. The exact cause of the fire is still under investigation.

Mischief On Sunday, August 11, 2013 Coronation Golf Course staff reported vandalism to the course. Sometime overnight vandals walked the course and removed poles, cut several flags, kicked over sand boxes and damaged trees as well.

The estimated damage is approximately $1500. A cash reward is offered to anyone who can provide information to the identity of the ones responsible. If you or someone you know has information on these events you are asked to contact the Coronation RCMP at

Wildrose calls for public inquiry into flood response Dear Editor, Looking back on the events of the 2013 floods in southern Alberta, Albertans are left with many unanswered questions. If we are ever going to learn from the disastrous flooding so we can be better prepared in the future, we need the answers to these questions. Why did early warning systems fail? What were the protocols for warning Albertans before the waters hit? What steps were taken in the last 10 years to mitigate flooding? What steps can be taken to improve responses in future emergencies? Could the three tragic deaths due to the flooding have been avoided? What are the communications responsibilities of local and provincial governments during a state of emergency? Who is responsible for deciding evacuation policies, are the current protocols sufficient? These unanswered questions are why the Wildrose Official Opposition called for a judge-led public inquiry into the critical operational failures that put Albertans needlessly at risk during the 2013 floods. Albertans want and deserve a judge-led public inquiry to investigate the government’s response so we will be better prepared for the next disaster. Clearly, there are lessons to be learned from the 2013 floods and from the circumstances during the aftermath of flooding in High River. Much of what the government did to respond to the floods was done right, but significant failures in key areas of government responsibility left Albertans feeling frustrated and hurt. The Wildrose Official Opposition caucus submitted a list of 50 questions to government that we believe a public inquiry should address. (To see the list, visit www.wildrose.ca). Wildrose has led the post-flood discussion with a Preliminary Flood Report that contained 22 recommendations to prepare for future floods. While the 2013 floods could not have been prevented in their entirety, the failure of the provincial government to heed repeated warnings and prepare for severe flooding resulted in far more damage and hardship than was necessary.

Wildrose Official Opposition recommendations included implemented the 2006 Flood Mitigation Report and a flood mitigation infrastructure plan to help rebuild the vast majority of homes and businesses without forced relocation. The Wildrose plan calls for assisting residents in areas that cannot be made safe in relocating to safer areas and a review of Alberta’s early warning system. The government should also improve Alberta’s financial preparedness for future disasters by rebuilding the “Rainy Day” fund and budgeting annually for disaster response and recovery. The bottom line here is that we must learn from High River. It’s naive to think something like this won’t happen again. It will. Now, it’s just a matter of being the best prepared we can be. Petersen reunion Dear Editor, The family of the late Chris and Ione Petersen held their reunion at the Coronation Camp Ground on August 8, 9, and 10. I am glad to report it was a great success and there was many. At the top of the list was the Coronation Camp Ground which Coronation can be very proud of. A special thanks goes out to Jim Dafoe for helping us organize. Also the Golf Course was in great condition and the weather made it even better. The theme this year was Back to our Roots, therefore I would like to add how well your Cemetery is kept. Thank you to the people who came by to say hello and they were: Roy Roessler, Bertha Thornton, Morris and Jane Lowis, Herb and Laura Kary, Gordon Twa and friend and Ray Lundy. ECA Columnist In how many ways can the 2013 season be described for Toronto’s team in Major League Baseball? The Blew Jays, because goodness knows they blew it — and early. They were so far out of the American League East race by the quarter pole that not even an A.L.-high 11-game winning streak in June got them out of fifth and last place. (The high point occurred on June 22-23 when the Jays were tied for fourth — and last — with Tampa Bay. ) How about the ‘blue’ Jays, to describe the feeling of Jays’ fans Penton all over Canada, who had high expectations after a winter of big-name acquisitions that had many experts picking the Jays to not only contend in the powerful A.L. East, but to be a World Series threat. In Quebec, the only thing that can be said is ‘sacre bleu’; francophone fans, who now have only one Canadian team to root for, had their hearts broken early and often as loss after loss piled up and manager John Gibbons tried to figure out a winning combination. Not to mention trying to figure out what went wrong. So what happened? How did the 2013 Blue Jays become the Blow Jays? In hindsight, the pre-season awarding of the

pennant bestowed on the Jays because of the pitching staff overhaul (adding R.A. Dickey, Josh Johnson and Mark Buehrle) was hasty. Dickey, the 2012 Cy Young winner in the National League, lives and dies with an unpredictable flight of a knuckleball and in more outings than he would have liked, that 71 mph floater hit opponents’ bats far more often than it hit catcher Josh Thole’s glove. Somehow, the Jays have taken an enormous amount of individual talent and managed to screw up the ‘team’ angle. Jose Bautista and Edwin Encarnacion are two of the most feared sluggers in baseball and are both having great years. Besides the aforementioned trio of starting pitchers acquired over the winter, the Jays picked up hitting sensations Jose Reyes and Melky Cabrera and have a bullpen that has overachieved to the point where two relievers — Steve Delabar and Brett Cecil — played in the all-star game. With expiring contracts and advancing age, Toronto has a short window of opportunity to cash in on all the talent GM Alex Anthopoulos has accumulated. But after a summer of discontent in 2013, Canadian fans can look forward to another winter of great anticipation and, hopefully, a summer of success in 2014.

Championship The 35 & Up Canadian National Baseball Championships held August 2 - 5 in Edmonton started off Friday for the Lougheed Wildcats at noon with a wet rainy game against Scarborough Maroons. They lost 12 - 6 but followed that game with a six o’clock game against the Bardo (Ab.) Athletics and won 11 - 4. Saturday Lougheed played Calgary Chinook and won 12 - 2 in six innings.

Due to odd tiebreaker rules, the Wildcats were put into tier 2 and were very disappointed to see Bardo go into tier 1. Sunday woke up to play at 9:15 against Kindersley with a win, 6 - 3. The final game against the Regina Drifters saw a loss 3 - 1. The Lougheed Wildcats are looking forward to chasing the championship next year out in Brampton, Ontario.

CANADIAN PRAIRIE PICKERS ROADSHOW Uncovers Huge Treasures In Alberta In the towns of Hanna, Oyen and Provost gold & silver was discovered during the Pickers current tour of Alberta and Saskatchewan. The Pickers recent visit to Hanna uncovered a stash of pre 1968 silver coins valued at $84,000.00. The current owner had inherited the coins from his grandfather who had worked at the municipal dump in Brandon Manitoba for close to forty years and during that time he had set up a free car wash and vacuum service at the dump in exchange for any pop cans or beer cans they may have and quite often he would find coins in the ashtrays or on the floors of the vehicles he cleaned and almost always the owners would tell him to keep the coins and over those forty years Papa saved dimes, quarters, fifty cent pieces and silver dollars and he was often heard saying one day we will be rich- rich – rich and then would break into a huge belly laugh that would rattle the dishes in Grams china cabinet. Well Papa never did cash in those coins and after his passing he left them to his son and for all those years the coins had been stored in ice cream pails and tobacco cans in the basement for the past forty years however when hearing the Pickers were passing through the area the owner asked if we could come by the farm and look at it. Shortly after arriving we knew this was going to take some time and informed the owner we would need most of the day to go through everything and his response was go ahead take as much time as you need and I will see you tonight and began to walk away leaving us there with all the coins. When I asked where are you going he replied out to the fields I have a spray plane lined up for the day and that was it he left and we rolled up our sleeves and began sorting through a mountain of coins. After seven hours without a break we finally had completed what was one of the largest personal collections in my life. There where thousands of coins dating back to 1890 however the majority where from 1930 to 1968. During our sorting we had uncovered six 1921 American silver dollars with the Carson City mint mark that where worth $1,200.00 each as well as two 1937 dot dimes worth $400.00 each and one King George 25 cent coin that was near uncirculated however the bulk of the fortune was made up from the silver value of the coins. When the owner returned at super time we informed him we could offer him $84,000.00 for everything and I think he almost fainted, he stuttered a couple of times and then repeated the number $84,000.00 a few times and then sank into a chair took of his hat and said , you got to be kidding and followed that with “show me the cash”, and we did. During our stop in Provost we were invited to do an in home appraisal for a recently retired army officer who had purchased a number of gold coins during his travels abroad and his collection consisted of over one hundred gold coins from South African and Europe with a current value of over $100,000.00, and then in the town of Oyen we also visited a number of homes in the town as well as a couple farm visits and after two days the pickers had purchased a whopping load of old silver coins that were not rare coins but had great silver value.
