Council approves funding for water truck conversion Katie Davis News Reporter

The price of retrofitting a spray truck to a water truck for the Village of Halkirk Fire Department was submitted to council by Public Works director Ed Manz at the County of Paintearth council meeting on January 7, 2013. Manz noted that the price was about $55,000 before tax. The truck would need other elements, such as lights and sirens, to be fully converted into a Fire Department water vehicle. Motion to use a maximum $60,000 from

Diane Szumlas from Community Futures East Parkland arrived to discuss the non-profit small business assistance initiative with Council. She noted that it is a federal program that began about 30 years ago as a way to ensure rural communities had necessary capabilities for economic development through access to capital. Council received a letter from the Town of Castor requesting financial assistance for their pool upgrades. Total coast of upgrades for the swimming pool filter system came to $61,900. CAO Tarolyn Peach mentioned she had spoken to Assistant Recreation Director Shawna James concerning how much the

Town was requesting, as it was not noted in the documentation sent to Council. James confirmed a request for $50,000. After some discussion, Council decided to table the request to allow the Town of Castor to come up with a spreadsheet of costs of requirements broken down into individual components, including how much the Town was going to contribute and grants and alternate funding applied for, to give the full scope of their finances with the project.

GRANTING GUIDELINES FOR 2014

Council discusses ATCO agreement Katie Davis News Reporter

First reading was administered to an application for rezoning at the Town of Stettler council meeting on January 7, 2013. Intentions for this parcel of land, in a predominantly industrial zone at the corner of 42 Street and Highway 56, was outlined in the request to “rezone… from UR: Urban Reserve to I: Industrial for the development of light industrial manufacturing,” and stated there would be compliance with a Development Agreement to address offsite levy payment, utility servicing, access/exit of properties, lot sizes/location and grading and environmental reserve and road dedications.

Council discussed the ATCO Electric Franchise Agreement renewal, as the current agreement with the company expires May 31 after a 10 year period. A memorandum provided to the town indicated a few changes in the agreement. How the fee is calculated when paid had changed from 7.5 per cent and building, land and linear property tax inclusive to 6.1 per cent plus a “separate payment for taxes,” which will be revenue neutral. The

fee could be raised by the town to a maximum of 20 per cent. The document also outlined that “In the new agreement all new or relocated street lights… will be based on ATCO investing in such” and improved reporting on core services. The new arrangements were spoke to favourably by CAO Rob Stoutenberg, who noted that only four municipalities in the province have the arrangement with ATCO. “Sometime in the future this favourable situation might not be there,” he noted on the agreement.

CAO Stoutenberg gave a synopsis of his activities in the month of December, 2013. Notably, Stoutenberg coordinated the Town of Stettler long-service awards, wherein nine staff received awards for service exceeding 20 years; two individuals received five-year service awards, and one 15-year award was presented. He noted of interest that of 47 full-time employees, 50 per cent currently have less than five years service. Stoutenberg also noted that he assisted with a charity event which filled a half-ton truck with food and raised $2,000 for the Stettler Skate Park.

For the 2014 granting cycle the Community Enhancement Fund of BFI Canada and PRWML anticipates awarding grants up to $25,000 and invites applications for eligible projects from not for profit organizations, registered charities, and community groups that provide services to the Paintearth Region. The intent of this community fund is to distribute its grant funds to as many groups as possible. Larger amounts may be considered depending upon expressed need and granting capacity. Councillor Cook brought up snow removal on town parks, along the water tower park and sidewalks, noting that a piling up of snow and certain areas left snow covered make transit by foot and vehicle difficult in certain parts of town. It was also noted that there was a large pile of snow being built up by the tower park. “The entrances into town aren’t done, neither are the streets coming into the core on the main drag,” Cook said. “The core needs to be opened up right out to the highway.” CAO Kulyk noted that public works procedure was typically one street, one pass, to ensure that all snow is removed at once to reduce the chance of packing or having the piles driven over. Kulyk noted that road priorities at present is a single written sentence and is not yet a broader policy. She said building upon the discussion item and elaboration would need to be implemented to construct a productive road priority policy.

It isn’t broken, don’t fix it

The government’s recent musings about selling off Alberta’s Land Titles registry system to the highest bidder should have all landowners and taxpayers concerned. Former Service Alberta Minister Manmeet Bhullar says the department is open to exploring privatization to make capital improvement expenses. According to the Minister, the cost of modernizing is pegged around $29 million. With Alberta well into its sixth year of deficit budgets and now accruing debt, asking the private sector to pick up these expenses would seem like a shrewd move but sadly it is nothing but short sighted. Currently, Alberta’s Land Title System is actually generating revenue. Last year alone, it created $69 million in profit for the Government of Alberta. Certainly, prioritizing spending and reinvesting a portion of this revenue to maintain a world class system should not be an obstacle. As a member of the Wildrose we are in favour of exploring where the private sector can meet the public’s demand for services and limit government’s involvement. However, when it comes to the Land Titles system, it is a monopoly for the creation, transfer and extinguishment of real property interests. To grant this monopoly to a private enterprise would be to hold government captive to the

private holder of the monopoly and would work against the private economic interests of land owners, the province and taxpayers. Simply put, selling our Land Title’s registry to a private interest to operate as a monopoly is not how we deliver good public services. If we look at other jurisdictions in Canada, we see that privatization has had mixed results. In Ontario, an agreement has been in place with Teranet since 1991. Along with unexpected challenges with changes in the system, Ontario now charges $20 for accessing information online. The charge in most provinces, including Alberta, is $0. In fact, Land Title fees in Alberta remain the least expensive in Canada. In November, Minister Bhullar called Alberta’s registry the “gold standard” and his own Deputy Minister agreed calling the system darn near perfect. The Wildrose Party believe in common sense and if a program isn’t broke, don’t fix it. It is our Party’s hope that in the coming months new Service Alberta Minister Doug Griffiths backs off from their plan to sell off landowners’ interests to the highest bidder.

The first case of avian influenza in Canada was confirmed in Alberta after an individual passed away from the virus, according to a Government of Alberta press release received on Wednesday, January 8. The release indicated that results received from the provincial laboratory on Monday, January 6 and confirmed by the National Microbiology Laboratory on Tuesday, January 7 indicated an Albertan has died from H5N1 avian influenza.

The individual in question travelled to China in December. The individual returned to Alberta and was admitted to hospital on January 1, ultimately passing away on January 3. Health Minister Fred Horne expressed his condolences to the family and thanked AHS health care workers and the Chief Medical Officer of Health for their quick response. Dr. James Talbot, Alberta’s Chief Medical Officer of Health, noted in the press release that this

It is not the same virus that is currently present in seasonal influenza in Alberta,” Talbot said. “Public health has followed up with all close contacts of this individual and offered Tamiflu as a precaution. None of them have symptoms and the risk of developing symptoms is extremely low.” In 2013, there were 38 cases of H5N1 avian influenza reported world-wide to the World Health Organization and 24 deaths.

Stettler got on the board less than seven minutes in when Kierra Scollo set Kelsie Litke up for the first goal of the game. Stettler scored again at 5:42 of the first when Miranda Storch and Kelsie Litke combined to set up Kierra Scollo. Scollo scored her second of the period banging in a rebound on a shot taken by Morgan Van Dusen, giving the Storm a 3 - 0 lead at the end of one.

In the second period Geri Slemp added to the lead, Jessie Anderson and Morgan Van Dusen got the helpers. In the third period Pierceland finally got on the board when Krysta Warrington took advantage of a Stettler defensive breakdown, scoring in a two on one. Late in the period with Stettler on the power play Makayla Peters and Jayden Hogg set Harlee Avramenko up for the final goal of the game. Lindsay McKinnon got the win in a 5 - 1 final. Next up the girls travel to Cold Lake to take on the league leading Jaguars.

Great support for Team Canada

by Bruce Penton We don’t know who will win the gold medal in men’s hockey at Sochi, Russia, in February, but we do know that the selection committee made terrible mistakes Jan. 7 when the team was announced. How do we know? Thousands of people — hockey fans from Newfoundland to B.C., hockey analysts on every sports network in the country, some players who felt they got shafted by not having their name called and even the president of the social committee at a nursing home in Gimli, Man. — said Steve Yzerman and the Team Canada braintrust made some horrible personnel goofs. No matter what happens at the Olympics, the Canadian critics will be out in full force. If Canada’s team doesn’t advance to the medal round, Yzerman may as well stay in Russia and apply for political asylum. If Canada makes the playoff round but wins a medal with either a silver or bronze tinge to it, Yzerman will be allowed back into his home country, but he will be stripped of his Team Canada duties and Canadians will be invited to throw eggs at his house for the next 12 months.

If Canada wins gold, say 7-3 over Russia in the final, the critics will say had Martin St. Louis been chosen for the team instead of Chris Kunitz, or had Carey Price started in goal instead of Roberto Luongo, our country’s hockey image would have been enhanced far brighter with a six- or seven-goal victory — not a mere four. In other words, nothing but gold — and impressive victories throughout the tournament — will vindicate Yzerman, Kevin Lowe, Mike Babcock and the others who made the difficult final choices on the Team Canada roster.
