ECA Review Reporter Coronation residents waved their signs in protest for the CTV cameras outside of the Coronation hospital on Wed. Dec. 9 before the 90 plus people descended on the town office “to show support for Dr. Noelle (O’Riordan) and to let others know we are unhappy,” said local Wendy Dafoe. The protest was organized through social media in the wake of learning that Dr. O’Riordan had given notice that she would be leaving her position as local medical practitioner after only 11 months. Accusations were flying amongst locals for the reasons behind losing yet another doctor. Many angry residents were also determined to voice their

opinion that the wrong doctor had given notice. Amidst the flurry of support for Dr. O’Riordan there were also petitions circulating throughout town demanding the resignation of Coronation’s other local physician, Dr. Lynne Mckenzie. The ECA Review was provided with more than one letter written to Alberta Health Services (AHS) by residents over the quality of care some felt they had received while a patient of Dr. Mckenzie. Dr. Mckenzie ultimately did submit her resignation on Fri. Dec. 11, according to Paintearth county Reeve George Glazier. As the protest was taking place outside of the town office, inside the town office a meeting was held between AHS

Senior Operating Officer Cathy McDonald and members of the Doctor Recruitment and Retention Committee, which includes Coronation CAO Sandra Kulyk, Mayor Mark Stannard, Deputy Mayor Jackie Brigley and Reeve George Glazier. During a recent phone interview with the ECA Review, McDonald said although she “doesn’t know what it will look like,” AHS is “working with the Doctor Recruitment and Retention Committee to not only resolve the current issue(s) but to also ensure uninterrupted physician care.” McDonald could not legally get into the specifics of the situation but did say AHS has met with the staff in Coronation and effective this week Drumheller’s Associate Medical Director Dr. Lawrence Olfert has been

given the role of Medical Site Chief to oversee the day-to-day operational concerns and stabilize the situation until AHS is able to establish what, if any, additional protocol needs to be implemented. McDonald also explained that physicians are independent business people and although some are salaried, most are paid on a fee-for-services basis. AHS leases space to the physician and thus have a landlord/tenant relationship. AHS grants privileges to the physician to work and take care of patients in the hospital, long term care and assisted living in Coronation. Therefore AHS has no more jurisdiction over the physician’s business than they would a pharmacy, for instance, that leases space in one of the Alberta hospitals. Turn to Optimistic, Pg 3

Tough economic choices face Stettler County Debra Johnston

ECA Review Reporter Taking into consideration the current Alberta economic situation, Stettler County council struggled with tough financial decisions at their Dec. 9 meeting. While smaller decisions like approving the purchase of two graders this year instead of 2016 to realize a $40,000 savings, or deciding to hold wage increases to zero per cent were approved easily, however grappling with the decision to construct a new public works shop and administration building wasn’t so easy. As well, what to do about the old public works shop, which has needed extensive repairs to meet code for the past two years, has councillors divided. Air quality, fire code issues and the possibility of mold in the walls means upgrades could cost upwards of $1 million. CAO Tim Fox requested council’s direction on whether council wished to pay for a more thorough assessment on the building’s condition. “We have to know,” declared Coun. Dave Grover, indicating the building condition has to be available for potential buyers. Council could not reach a consensus, delaying a decision until January.

New buildings

Because the economy is driving down construction costs, council is considering moving ahead with both

phases of the new shop and administration building rather than just the shop. A straw pole saw all but one councillor, Dave Grover, prefer to go ahead with construction of both at once rather than separately. Coun. Joe Gendre preferred both if a clear cost benefit existed. The cost for the shop alone is pegged at $5.4 million and the office building $4.4 million. Including the site and engineering fees of $700,000, the total for both is $10.5 million. According to a County of Stettler memo included in the agenda package, factoring in the use of reserves, favourable construction costs, a low interest rate for borrowing and the sale of the existing property, the cost savings support proceeding with both buildings. Council requested that administration bring back further cost comparisons before they make a decision. Coun. Greggory Jackson summed up the debate by requesting that councillors be prepared to make a final decision in January.

New boiler for Legion

Three-year budgets

Council accepted 2016 operating and capital budget as presented which includes a $70,000 surplus. Administration prepared a draft three year operating and capital budget for the 2016 – 2018 calendar years for Council’s review. Administration attempted to include all anticipated revenues and expenditures for the three year period, including a list of anticipated capital items for that period of time. The first draft prior to submission to council, resulted in a significant deficit in each of the three years. Following this review administration made a number of reductions to operating budgets and delayed or canceled anticipated capital projects in the proposed three year draft budget.

A request for a letter of support to relocate the Coronation Cadets to Hanna was asked of Hanna town council on Tues. Dec. 8 by Cadet Officer Tara McPherson. McPherson has been able to secure a verbal agreement with the Hanna legion for use of their facility to serve as the local Cadet headquarters. Hanna CAO Kim Neill reported to council that 14 used work stations from their old town office had been sold to a Calgary furniture company for $4100 and any remaining items that initially were going to be auctioned in a local sale, will instead be claimed by the Hanna library.

Nadine Wood was appointed to the Community Services Board for a three year term ending Oct. 31, 2018 as per the By-Law that Community Services Board have six members at large on the Board.

Islamophobia by Herman Schwenk The world has a serious problem right now with Islamic terrorism. The issue that I want to get at is that this is a problem that the west cannot solve without support from the moderate Muslim community. So far that support has been very feeble. As columnist Farzana Hassan a Muslim journalist wrote in an issue of the Edmonton Sun, most Muslim groups are more concerned about what they call Islamophobia. That is, they are concerned about the backlash directed at them from people who blame all Muslims for the atrocities committed by the terrorists. It seems that Muslims all around the world give lip service to condemning the Schwenk terrorists but they do not really condemn what is going on with action. Where are the demonstrations? Where is the vocal outrage? They are very quick to demonstrate if some one does or says something they find offensive to their religion like print pictures of Mohammed. It just seems that ordinary Muslims are terrified of criticizing these terrible acts for fear of retribution from imams and Muslim academics. There is no wonder that narrowminded people will paint all Muslims with the same brush when moderate Muslims just meekly accept what is going on without demonstrating moral outrage in some way. Terek Fatah, another Muslim Journalist stated in an issue of the Sun that “They could do more. Islamic clerics should stop praying for a Muslim victory over Christians, Jews, Hindus and atheists that take place in mosques around the world.” He added “Of course they dare not”. So there you have it! As long as that

attitude persists many people will treat Muslims with suspicion. That is why Donald Trump has been able to get away with another of his outrages announcements after the terrorist massacre in San Bernadine, California. He has requested that the US ban all Muslims from entering the country. The Muslim community and world leaders all over the world are outraged and have condemned Trump for his position on this issue but his pole numbers still stay high. This issue is only one of many outrages positions he has taken since he announced his intention of seeking the Republican nomination for President of the US. Many people I have talked to agree with what he is saying. This surprises me. Why? I think he has tapped into the under belly of a social issue that is bugging society in the US and to some extent in Canada. I think people are just getting sick and tired of ‘POLITICAL CORRECTNESS’. Every time some one disagrees with the ‘politically correct’ version of an issue they are accused of being either a bigot, a racist or just plain intolerant. In my view, it is time that the progressives started listening to people that disagree with them instead of trying to tell them how to think. Many people will not trust Muslims until they demonstrate by action to people around the world their outrage at terrorist atrocities. Many Muslims the world over seem to be more concerned about condemning other religions who are no threat to them rather than identifying and condemning the extremists among their own ranks. As long as that situation exists there will be no peace.

Act of cowardice Dear Premier, It is astonishing to see that a governing party claiming to be “Social” would create legislation unilaterally, secretly and without the advice of those it would directly effect. Based on your actions it is apparent that the rural community is in fact a community that this government, your government, is not only disconnected from but apparently has distain for as well. Your recent actions to ram this bill through second and third readings and committee in three hours is a testament to the above conclusion, and further it elucidates that you are not the “socialist party” of the working class you claim to be at all. Rather, you are merely a totalitarian regime, like the many of that ilk that have come before you, seeking power for the sake

of power alone. Choosing top-down dictatorship rather then bottom-up consultation when a majority offers up that option, is an expression of the NDP’s true modus operandi. Your scheduling of this “ambulance chasing” legislation on the heals of the unfortunate rural farm family accident involving the death of three girls (which had nothing to do with farm workers) in an effort to sell this issue to the civic majority ignorant of the needs of rural Albertans, is a despicable act of cowardice that will not be forgotten. Moonwalkers’ budget shortfall in previous years and is looking at another $138,000 deficit. “We all recognize that recreation facilities run at deficits,” said Lacombe County Coun. Brenda Knight. Moonwalkers, which is open seven days a week and only closes for Christmas day, is an indoor recreation facility that has slides, tunnels, zip line, toddler areas and party rooms. It opened in 2013. Lacombe County received the presentation as information. The village staff is working with the county to provide them with more information to make an official request to Lacombe County.

Gas station robbery in Sedgewick The Killam/Forestburg RCMP detachment responded to a robbery at the Sedgewick Gas Station “Go Mart” on Dec. 7 at approximately 3:15 p.m. The suspect pointed a pistol at the employee during the robbery. The suspect was described as a lone male wearing all black with a multi coloured mask covering his face. The suspect appeared to be in his 30’s with a slim build and about six feet tall. It is believed that the suspect left the scene in a newer model black pick-up truck. The suspect’s last known direction of travel was south bound on Hwy 869. The suspect left the scene with an undisclosed amount of cash.

Stettler County would shoulder the responsibility for the village if Botha chooses dissolution. Reynolds strongly recommended that Botha conduct an infrastructure audit. The village is eligible for a $150,000 grant to conduct the audit, which does not have to be repaid if the village remains viable. The audit will provide a clearer picture of the actual, financial state of the village.

2016 draft budget

Theft of cattle meat

On Sun., Dec. 6 unknown suspect(s) entered a rural land location located south east of Monitor, Ab. near Township Road 34-4 and shot two cows. The cows were skinned and butchered and the choice cuts of meats were taken. The hides and skeletons were left behind and were picked at by predators. According to Cst. Countryman of the Consort RCMP on Mon., Dec. 14 the investigation is ongoing and no additional information is available at this time.

Illegal marihuana grow operation

On Thur., Dec. 3, 2015, according to a press release Bashaw RCMP executed a search warrant on a residence in Alix, Ab. and found 76 marihuana plants as well as two marihuana plants in a greenhouse. The estimated street value of the marihuana seized is $93,000. Grow operation equipment valued at $7000

Vehicle collision fatality

Cont’d from Pg 5 Killam RCMP responded to a report of a two-vehicle motor vehicle collision on Hwy 13 at Range Road 444 near Strome, Ab. on Dec. 9 at 5:20 p.m. Upon arriving at the scene, RCMP observed a Toyota Prius in the ditch and the lone 38-year-old female seated behind the driver’s seat was deceased.

Investigators have determined that the vehicle was travelling eastbound on Hwy 13 when it lost control at a curve and struck a westbound commercial motor vehicle. The commercial motor vehicle driver was not injured. EMS attended the scene and pronounced the female deceased. The scene was secured with the assistance of the Flagstaff County Fire

Department who assisted with traffic control while RCMP members investigated the collision. The investigation into this traffic fatality is concluded and poor weather and associated road conditions contributed to the collision, which is deemed non-criminal. No charges will be forthcoming. The next of kin of the deceased has been notified.

Forestburg’s fire department can fight county fires Dena Clark

ECA Review Reporter Bryon Schwartz of Atco Electric made a presentation to Forestburg village council on Mon., Dec. 7 to review their franchise agreement. As part of his presentation Schwartz shared Atco’s community involvement initiatives which included a $1500 donation to the Forestburg fire department as well as various electrical and natural gas safety programs for both teachers and students. The license to provide “wire” services to the village falls under the Alberta Utilities Commission and Municipal Government Act. The franchise fee to municipalities is generally based on a percentage of the utility’s revenue. Each municipality sets the franchise fee and each customer can still select their preferred retailer. The franchise fee has a maximum cap of 20 per cent. The new contract will need to be signed by July.

Water treatment plant delays

There is still hope that the new water treatment plant to be in operation in the near future however there are concerns about the old reservoir should the weather turn for the worse. Council is awaiting the recommendation from Select Engineering as to using frozen fill and how the fill will settle in bad weather.

Arena expansion top priority for Delburne Ag Society Debra Johnston

ECA Review Reporter “Up until now, it’s been speculation,” stated Kari Dionne, treasurer for Delburne Ag Society regarding plans to construct an arena addition to accommodate dressing and meeting rooms. Dionne met with Delburne Village council at their Dec. 8 meeting to update council about the Society’s progress. The estimate to build the addition is $1,275,000. The group has applied for a Canada 150 Grant: a federal program that funds rehabilitation of existing community facilities. The society is also seeking other sources of funding. According to Dionne, besides use by local and surrounding groups, the society would like to host more provincial tournaments but the dressing rooms cannot accommodate the teams. Council agreed that a letter of support from the village would help in the society’s bid for grants. Financial assistance may be considered at a later date.

Delburne will join other members of the Parkland Community Planning Services (PCPS) to lobby for direct funding from the provincial government, similar to what already exists for Calgary,

Edmonton and municipalities with a population of over 55,000. Currently, PCPS and four other regional planning services receive no automatic funding but must apply for grants through the Alberta Community Partnership (ACP) Program. PCPS provides planning and development services to communities that would otherwise need to hire there own staff, an option smaller communities cannot afford. The ACP is currently under

Council requests plan

The Delburne Aging Well Society will have to bring forward a firm business plan for their proposed seniors lodge before the village considers donating vacant village lots for the project. Coun. Kathy Faulk stepped out of the room for the discussion due to conflict of interest but the rest of council agreed to encourage the society to

review. According to Dionne Comeau, Director for PCPS, the five regional services are looking for $1 million per year each to remain sustainable. In total, 120 municipalities province-wide belong to and are served by the planning services, explained Comeau. In 2014/15, both Calgary and Edmonton were each allocated $3.5 million for core planning services through the Metropolitan Funding (MF) component of ACP. Figures are

School boards get Bill 8 amended Debra Johnston ECA Review Reporter Clearview School Board sent a strong message to Minister of Education David Eggen regarding Bill 8, the Public Education Collective Bargaining Act. At their Dec. 7 meeting, trustees discussed how to respond to the government’s quick pace for implementing Bill 8 without proper consultation with school boards. Bill 8 effectively takes over bargaining of teacher collective agreements. The Alberta School Boards Association (ASBA) and a number of local school boards, including Clearview, took issue with Sections 8, 9 and 10 for leaving school boards out of the bargaining process. While Bill 8 was passed on Dec. 8, the collective outcry from school boards succeeded in getting Section 8 struck from the bill. Section 8 had limited bargaining to the Alberta Teachers Association and the government, without including any input from boards. The amendments to the bill ensure boards will have a seat at the table.

The Big Valley trip planned for Amherstview, Ontario for the end of April 2016 did receive preliminary approval from the board.

Due to recent European terrorist attacks, the 2016 trip to Italy planned for Gus Wetter students was sidelined. “We don’t need to send them into a trouble zone,” stated Trustee John Schofer. Other school boards are also ‘pressing pause’ on European trips due to safety concerns explained Associate Superintendent Peter Neale. The ASBA’s travel insurance provider, LloydSadd, sent out a bulletin advising boards to reconsider European travel, suggesting other, less volatile destinations. The board has not completely nixed travel but rather, suggested Gus Wetter reapply with a different destination.

Neale reported that enrollment in Clearview Public schools stands at 86.3 per cent of district students,

while the remaining 13.7 per cent are choosing other options, like Catholic or homeschooled. As Neale observed, all school-aged children must be enrolled in school but those outside the public school system are provincially regulated, making it impossible for Clearview to determine whether children are, in fact, attending school.
