Budget preparations

The village is working on its 2016 budget and expects to have the operating and capital budget numbers in January. The biggest capital project in 2016 will be paving Railway Avenue. They are also looking into costs of a dasher board system for the outdoor rink. Council looks forward to more funding for Family and Community Support Services (FCSS) to municipalities from the province to adjust for cost of living. “We welcome the increase,” said Kenney. “It’s good news.”

Council voted in favour of the Clive Adventist Church remaining exempt of taxes as long as it continues to follow the requirements under the Municipal Government Act. The village, however, won’t provide water, sewer or garbage relief.

The village will increase security at the public works shop after an attempted theft of fuel on Dec. 7.

Merry Christmas & Happy New Year

The Village of Clive is looking into what kind of monuments they can facilitate for families requesting them and, at its Dec. 14 regular meeting, directed administration to see what other communities are doing. This was prompted by a family in Clive wanting a monument to remember their teen son who was tragically killed in a car crash earlier this month. “We will set it up so there is no cost to ratepayers,” said Carla Kenney, Chief Administrative Officer (CAO) for the village, adding, however, that the upkeep will be done by the village.

Kenney said it may be similar to Red Deer’s program, which has bench and tree programs.

KNEEHILL COUNTY

Revenue expected to decline for Kneehill Debra Johnston ECA Review Reporter Revenue is expected to drop $1.5 million across Kneehill County in 2016 primarily due to a decrease in linear assessment. Director of Corporate Services Mike Morton brought forward the 2016 operating budget for council’s approval at the Dec. 15 meeting. Down to $37 million from $38.5 million last year, the budget shows a decrease in expenses as well to just under $26.7 million. The difference, nearly $10.4 million, will go towards the capital budget. A total of $3.2 million will pay for gravel

acquisition and reserves. The remainder will go towards road projects, equipment and reserves. Council approved both budgets.

Retaining equipment

Kneehill County accepted the recommendation of Brad Buchert, Senior Manager of Transportation and Facilities, to cancel the sale of a scraper until the economy turns around. Buchert reported that the re-sale value for used equipment is well below what the equipment is worth and it would be more profitable to keep the

scraper for roadwork and consider selling it once the economy picks up. Originally, the funds from the sale were to offset the cost of a new grader purchased in 2015. Instead, funds from the capital equipment contingency will make up the difference.

Council goes green

Council approved the addition of 104 solar panels to the new medical/ administration building at a cost of $150,000. The panels will generate 31.72kva, (a KVA is 1,000 volt amps) or enough energy to power the building, according to CAO Al Hoggan.

A light agenda for the Dec. 15 council meeting greeted a smaller Stettler town council as both Coun. Karen Sernecky and Mayor Dick Richards were absent. Coun. Sean Nolls was nominated to chair the meeting in the mayor’s stead.

Stettler Library Manager Mary Zazelenchuk along with Jane Skocdopole and Barb Gano presented council with the 2016 library budget. Rising costs for electronic resources

like ebooks plus the rise in staffing costs have added to the $448,004 budget. Of that amount, the town contributes $232,961 and the County of Stettler $125,440 Zalenchuk explained that ebooks are nearly double the price of printed books. Because the books don’t wear out nor require replacement, publishers are insulating their profits by charging libraries more to purchase them. Between 200 and 500 people use ebooks monthly. Library patrons will be able to access the library website on their mobile devices in 2016. In 2015, the library saw a five-year peak in circulation with someone borrowing an item

ECA Review Reporter During the Coronation town council meeting on Mon. Dec. 14 council adopted two new policies, one dealing with all payments returned as non-sufficient funds (NSF) as well as customer accounts for which there are two or more NSF charges. The second policy puts a fraud prevention policy in place.

For every payment returned from the Town of Coronation’s bank(s) for NSF and/or non-sufficient funds Electronic Funds Transfer (EFT) payment there will be a $25 charge. Customers will be advised and responsible for making arrangements to make up any missed payments through cash, cheque or debit and a record of the number of returned payments will be kept on file. Any customer who has incurred two or more (NSF) returned payments within one 12-month period will have their credit privileges revoked.

Fraud policy

During the town’s interim audit, auditors recommended that the town should develop a fraud prevention policy to provide guidelines for council and staff when a misuse or misappropriate of town assets is suspected. The policy contains guidelines for the definition of fraud and the responsibilities of council and staff in suspicious circumstances as well as an investigation process and disciplinary action to be taken if suspected acts of fraud are confirmed.

Salary increases

Town council approved a 1.4 per cent cost of living adjustment for town employees as per the town of Coronation’s salary grid policy. Additional wage increases were presented to council to make adjustments to a number of salary grids to be competitive with the wage grids of other municipalities of similar population. Council shared concerns for approving salary increases at a time when so many people have recently lost jobs. Council was on board for the cost of living adjustments, however did not approve any additional wage increases.

Hughenden School builds ‘Castles for a Cause’ submitted by Hughenden students On Dec. 17 students gathered in the Hughenden School gymnasium to build a structure with a Christmas theme from food that was collected to later donate to the food bank. The school placed extra focus on the food drive this year recognizing the difficult economic times have increased the need for charitable giving. With that in mind the Hughenden Public School held a contest to see who could bring in the most food for the food bank.

Birds, a way of life for author Debra Johnston

ECA Review Reporter Birds and bird watching have been a lifelong passion for author Myrna Pearman, biologist and site manager for Ellis Bird Farm located near Lacombe. At the age of 14, Pearman received a bluebird box from a neighbour, sparking her interest in bluebirds and she hasn’t looked back since. The award winning author, nature photographer and biologist is currently on a book tour to promote the release of her seventh book ‘Backyard Bird Feeding: An Alberta Guide’. The highly informative, full colour guide is an expansion of her very first book, ‘Winter Bird Feeding: An Alberta Guide’ published first in 1989 and again in 1991 with additional information. While both have since gone out of print, the demand for a birding book still existed. “The Wild Bird Store had contacted me saying Alberta

needed a book about birdfeeding. So I decided to expand it to all season,” explained Pearman about her decision to publish a new, updated guide. With the expansion of the guide, it became apparent to Pearman that she needed more photos. After posting a request for photo submissions on

What is to unite? by Herman Schwenk It is quite obvious that there is much dissatisfaction with the NDP government after the way they have rammed through Bill 6. This seems to have resulted in a lot of chatter again about uniting the right. I wrote a column on this subject after the NDP won the provincial election last May. I opposed the idea at that time because in my opinion it was not necessary and in the column I explained why. I am more opposed to that concept now than I was then. Lorne Gunter wrote a column in the Dec. 11, issue of the Edmonton Sun supporting the comments of Brian Jean, Wildrose leader on uniting the right. While these are well read

I think the NDP know right now that they won’t win the next election and that is why they are trying to make sure they get their policies cut in stone now.

They are comparing the total of votes that the PC’s and Wildrose got compared to the votes that the NDP got and are assuming that the vote split in the next election will be the same. The NDP won the last election because it was a protest vote against Jim Prentice and the PC’s. People were just sick and tired of the top down deficit government we were getting from them. Voters were looking for an alternative to them and the NDP looked like the best alternative. After Danielle Smith and two thirds of the Wildrose caucus jumped the fence to the PC’s in December 2014 voters were not confident that the Wildrose under a just elected new leader were now ready to govern.

What people who talk about uniting the right do not seem to understand is that the Alberta PC party is not and was not a right of center party. For a few years when Ralph Klein was the leader they did govern with conservative fiscal policy. For the past 15 years they have been a strictly progressive party, so there really is no right to unite. Yes there were many conservative voters who supported them but that was mostly because there was no where else for them to go. The conservative voters in the PC Party will come to the Wildrose Party if the party has its act together, so there is no need to unite with a progressive party. By electing the NDP as government last May I think the voters of Alberta have jumped from the frying pan into the fire. To me it is obvious now that the NDP are going to implement as much socialism in Alberta as they can before the next election. By that time the people of Alberta will be so fed up with the NDP that they will vote for the party in the best position to defeat them. I think the NDP know right now that they won’t win the next election and that is why they are trying to make sure they get their policies cut in stone now. A union of the Wildrose and PC party would end up with another party with progressive policies. The Wildrose party would be far better to concentrate its energy and resources on further developing a number of its weak constituency associations. At the present time the Wildrose Party has a strong caucus but a weak executive and administration. Fix that and they will have no trouble to win the next election. Trying to create a new party at this time would just be a distraction. The PC party had a bloated bureaucracy and ran seven or eight deficits in a row and basic services were $2,000 per capita higher than the next highest province so why would people want to go back to that? The PC Party messed up big time when they were in power and will not receive the respect of voters in the next election.

It’s time for humanity to grow up Dear Editor I read the article by Herman Schwenk, titled “Islamaphobia,” Dec. 17, pg. 4 with a lot of concern. When reading it, he blames moderate Muslims of condoning the actions of the extremists. Are we to believe that these extremists and the entire religion is violent in the extreme? Where’s the outrage for the recent attacks in Kenya where Christians were murdering people that disagreed with them? Perhaps it’s just as sane to blame all of Christianity for the violence in Colorado, where a Christian extremist tried shooting up a Planned Parenthood clinic while screaming about how he was going to save all the babies? It’s just as valid as blaming all Islam for the acts of the most extreme and violent of that religion. But no, we don’t see that. We see more Islam-bashing. Islamaphobia isn’t about fear. It’s about hate. It’s strange to see Schwenk condemn the racism and hate that is currently being spewed by Donald Trump, after dumping his own brand of it all over the first half of the article.

They’re bastardized perversions of the faiths they claim to follow. You may want to call that “being politically correct.” I call it being a decent human being to my neighbours and fellow human beings. Perhaps if people don’t like being called a bigot, they should stop and think before spreading misinformation, lies and, above all else, the hate they keep stoking, just for the sake of sounding like they’re taking a side on an issue. Sometimes the only sane side to take is to refuse both sides. Contrary to the popular belief, people can choose a side that doesn’t involve hating everyone else. It’s weird when someone spouting hateful things, then finds someone too extreme even for their brand of intolerance and hate. There’s then the classic excuse of “political correctness” as being the big problem. Wow. It’s not about being politically correct. It’s about being decent human beings. For example, I don’t blame the local religious folks for the actions of those who murder in the name of whatever god(s) or goddess(es) they choose to believe in. I put the blame squarely on the shoulders of those who commit the actions. Perhaps I’m an anomaly that way. Another fine example is that I blame the person who commits a crime, not the car, gun or knife they use in the commission of said crime. And relevant to this article titled, Islamaphobia, I don’t blame the Muslim or Christian person who’s just living their life in peace for the actions of the more extreme members of their religion. Nor do I believe it’s sane to demand everyone jump up and denounce such actions. The extremists actions are not in line with the actual teachings of these faiths.

Christmas stockings of my youth Cont’d from Pg 6 This was not pioneer days. It couldn’t be because that describes the Christmas stockings of my childhood. I remember picking out my longest stocking to use and hoping to get the long piece of ribbon candy. Emptying the stockings would keep us busy while Mom got her morning coffee ready then we could open the big gifts. That news segment got me thinking of other gifts of the past. I was about nine years old when I got a Cinderella doll complete with gold carriage. The doll was about two feet high with a beautiful blue frilly gown on. I wish now that I had not played with it so much as it would be worth a lot on eBay now. When I think of it now I wonder how my parents had been able to get me what would have been an expensive gift for those times. There was a white sweater that I got as a teenager that was

very special to me. It was incredibly soft, with a high turtleneck and so white that it sparkled. I thought it was beautiful and I felt so grown up and classy when I wore it. My husband had me very confused one Christmas. I unwrapped this gift box stuck my hands in and pulled out a fluffy white teddy bear. I must have sent him a “really?” look because he quickly told me to look in the red velvet bag the teddy bear was holding.

I did and pulled out a ruby necklace. That was much better. Turn to Celebrate, Pg 8

Celebrate the greatest gift of all Cont’d from Pg 7 I still have both the teddy bear and the necklace. Then, of course, there was the gold earrings my sisters got for me the year my husband passed away. I still get emotional when I think of that Christmas. The year my daughter and I got baptised, I hunted for a long time for the perfect gift for her and finally found a small gold cross necklace and mailed it to her. We had a good laugh that Christmas because when I opened my gift from her I found the very same necklace. Her first thought was that we

could have saved the shipping cost if we had known. I don’t know yet what is under the tree for me this year but I know that my nephew has been on a mission to find me the perfect puppy and he will be bringing it to me before Christmas. I don’t think there will be anything that could top that. We talk a lot about all the gifts we get or give and I hope that we never forget the reason for the gifts. I hope we remember that these gifts are to remember and celebrate the greatest gift of all. “For to you is born this day in the town of David a Saviour, who is Christ the Lord.” Luke 2:11

Collaborative effort Cont’d from Pg 5 The guide is truly a collaborative effort, explains Pearman. Numerous people, businesses and organizations contributed their time, expertise and finances to get the guide published. When asked if she has seen a difference in the types or number of birds represented in the guide compared to the first version, Pearman said there is definitely a change. While most varieties of feeder birds have faired well due to supplemental food sources, one feeder bird, the evening grosbeak has declined. “Birds like the evening grosbeak have ….they’ve virtually disappeared. There’s still some. Every once in awhile I see a pair.” Birds that feed on insects are facing more difficulties, explained Pearman, due to habitat loss, pesticide use and climate change. Ellis Bird Farm was established in 1982 from the groundwork of conservationists Charlie and Winnie Ellis. The farm is dedicated to the conservation of birds, primarily the Mountain Bluebird and Tree Swallow, and hosts numerous tours of the facility, including 1200 school children each year. When she isn’t looking after Ellis Bird Farm, writing books, or photographing nature, Pearman contributes regularly to the Red Deer Advocate and Gardener Magazine.

In-line contracting will have culvert bores completed by Dec. 18. A comparison on grader maintenance costs was provided for both the on warranty and off warranty time frames. The “on warranty” maintenance

costs for the #2190 grader from July 2010 to July 2015 was $39,848 on 6482 hours. Cost per hour $6.14. The “off warranty” maintenance costs from July 2015 to December 2015 was $61,301 on 539 hours. Cost per hour $113.73 The “on warranty” maintenance costs for the #2130 grader from June 2006 to June 2011 was $18,228 on 4022 hours. Cost per hour $4.53. Inspiring to stand with you and your neighbours Cont’d from Pg 11 It was truly inspiring to stand shoulder-to-shoulder with you, your neighbours, and your communities. Taking such action shouldn’t have been necessary. However, in drafting Bill 6, the NDP did not consult with farmers. It is only through meaningful consultation that the government could have learned this bill’s fatal flaw: That it imposes a host of regulations that have yet to be written. With few details to provide, the government failed to sufficiently address legitimate concerns, allowing confusion to turn to exasperation. Backed into a corner, farm families rightly spoke out in an effort to protect their livelihoods, their homes and their way of life. It was not fair; it was not right. This is why our Official Opposition was proud to oppose Bill 6 with every tool at our disposal.

We tabled thousands of letters from Albertans, as well as a petition with more than 30,000 signatures. We presented several thoughtful amendments designed to ensure meaningful consultation, better protect family farms and de-escalate tensions. We also sought to redo this omnibus bill as four separate bills in order to fulfill our mandate to provide proper legislative review. Our MLAs spoke against Bill 6 at every stage, including the government’s motions to invoke closure and shut down debate. While we were successful in forcing the government to provide some exemptions for family farms, ultimately the NDP chose to use its majority to ram the bill through. So what’s next? The government has promised consultation with farmers over the next four to 18 months, sorting out employment and labour code details this winter and OHS code through 2016.

I strongly encourage farm families to take part in this process. Just as you care more about safety than any government official, you also have far more real world experience when it comes to farm life. If at any time you feel the government is ignoring your concerns, or allowing handpicked insiders to dictate the details of regulations, please contact our Wildrose office. As Bill 6 illustrates, we will all have to be more vigilant because we cannot trust this government to consult properly, even when bringing in sweeping changes. By failing to consult, shutting down debate and forcing this backwards bill through the Legislature, this government has broken faith with a great number of Albertans. If there’s one thing I have learned from more than a decade of public service, it is that nothing is more valuable than trust. It can never be

taken; it can only be earned. As far as this government is concerned, trust has

never been in such short supply.
