State of emergency criteria Dena Clark

ECA Review Reporter During the recent Paintearth County council meeting on Tues. Dec. 1 councillors set the criteria for what constitutes the county declaring a state of agricultural disaster. The criteria agreed upon is moisture, soil conditions, growing conditions, frost, wind, pests, hail and storms. According to CAO Tarolyn Peach, the Alberta Association of Municipal Districts and Counties (AAMDC), which is an independent association comprising Alberta’s 69 counties and municipal districts, and Ag Financial Services, have requested this criteria from every municipality this year.

Mine update

Kyle Hobbs, Mine Manager for Westmoreland Coal Company, Paintearth Mine, presented council with an updated report on their five year north block stripping plan, their safety practices and current technology. Coun. Blumhagen inquired about the mine’s reclamation obligation in the event of a mine closure. Hobbs assured her that reclamation would continue regardless of a closure. He also advised council that they are currently reclaiming 60 hectares a year.

As they advance south, at the rate of approximately 60 hectares a year, they are in turn depositing the topsoil back to the north. Hobbs said there are currently 75 people working on that project. When pushed for information on reclaiming “old” land, Hobbs did not say whether or not there were any immediate plans for that project but that it would take approximately a year at full manpower to complete.

Emergency management plan

Peach updated council on the Emergency Management Tabletop hosted by the county on Nov 26. Disaster Services Coordinator, Todd Pawsey coordinated the hypothetical/simulated emergency scenario of a natural gas leak at the Castor airport, which included a travelling white plume of gas during a Castor Trap Shoot Club tournament. The scenario allowed those in attendance (county members, industry and government agencies) to simulate an evacuation and all the related issues that come along with an emergency situation. This “event”, which takes place every three years, was also training for neighbouring counties who were on hand to spectate.

The annual FCSS convention was held in Edmonton from Nov. 25-27. In attendance were Reeve George Glazier, Councillors Diane Elliot and Tymil Hewitt representing Coronation and Coun. Walter Weber representing Castor. Reeve Glazier reported that Arnold Hanson, former Vice President East Central Region Rep (Viking-Beaver FCSS) is the new president, which he said will be very good for rural Alberta. Councillors attended sessions on everything from homelessness to family violence and poverty reduction.

Spay/neuter program

After approaching the Town of Stettler earlier this year regarding a cat spay/neuter program, Joan Kerbes and Juergen Ross made a follow up visit to council. The team has revisited several villages in Stettler County. They are still waiting to hear when the town will meet with the county to discuss the issue. Kerbes would like to see dog and cat license fees the town collects redirected into funding the spay/neuter program. According to CAO Greg Switenky, the fees pet owners pay cannot cover the entire cost of bylaw enforcement.

Budget estimates stand at $17,475,500 revenue and $16,184,230 expenditures. Utility rates will increase slightly. The per cubic metre rate for water increases by $.01 to $2.73 per cubic metre from $2.72 but the flat water fee remains the same at $10 per month. Sewer rates rise $.50 per month to $21.50 from $21. While residential recycling fees remain the same at $6 per month, garbage pick up shows the highest increase of $1.50 per month to $22.50 from $21.

PRAIRIE LAND SCHOOLS

Changes to increase efficiency in classroom by February 2016 During the monthly Prairie Land School Division (PLRD) meeting on Thur., Dec. 5, board members discussed moving toward a model where every student from grade 7 to 12 will be recommended to have a Student Owned Device (SOD); cell phone, laptop, iPad etc., ready to use in every school and in every class by the start of second semester, Feb. 1, 2016. The main reason for the move to the SOD initiative is to increase efficiency time in class. A PLRD technology audit determined that in some cases

up to 35 per cent of class time in some cases were being required to get the laptops ready for class. With the student owned devices those times can be reduced to less than two per cent.

Three-year education plan

The Board adopted the 2015– 2018 PLRD Combined three-year education plan and Annual Education Results Report (AERR). This year the plan focuses on student achievement, health and wellness, division and

school culture and instructional leadership. Maximizing learning for every learner in inclusive classroom environments, and improved results on diploma examinations at the standard of excellence are two key focuses.

The Board passed a motion to accept the 2014-2015 audited financial statements. This year’s audit confirmed that PLRD’s accounting practices are in keeping with both general accounting practices

Fall budget update

The secretary-treasurer provided the fall update to

the 2015-2016 budget which is required to be submitted to Alberta Education. An operating deficit of $228,530 is projected as compared to the balanced spring budget, with $120,000 of that deficit coming from the draw down of reserves by the schools. The remaining deficit will be seen in the areas of technology, inclusive education and teacher salaries.

Basketball season kicked off

by Hughenden students The Hughenden junior high boys’ and girls’ basketball season has started. The team roster for the boys is Evan Wahlstrom, Sasha Robitaille, Kijana Penley, Wyatt Ford, Trenton Small, Colby Laing, Carter Oxamitny, Julius Penley, Aaron Anweiler and Calen Sayer are coached by Kevin Elliott. The girls’ team roster consists of Payton Manning, Lucy Lee, Hayle Dambrowsky, Chloe Sayer, Erin Johnson, Tasia Goodwin, Roma Mae Bugayong, Ardeya Goodwin, Mackenzie Ford, Novalee Ford and Courtany McKay and are coached by Ryan Duffett. The Junior High Leadership Conference took place on Nov. 27-28. Twenty students from Hughenden Public School took a bus, generously funded by Newalta, to Innisfail Middle School. These students took part in various activities that including relay races and inspiration speakers. The conferences are designed to build leadership skills in students, which can be applied in their own school.

Robot babies now in school curriculum Dena Clark

the many students in the Clearview School Division who became a “young parent” this past month as part of a class project for the

Career and Life Management (CALM) class. Every grade 10 student in the school division is required to parent a robotic life-like baby for 23 hours, and receive a

passing grade while doing so, in order to graduate from high school. The computerized baby is equipped with technology that tracks everything from how often the baby has a diaper

Smoke screen for Bill 36 amendments

It’s been rumoured that Bill C-6 is a smoke screen for Bill 36 amendments. The information in the article below on Bill 36 is from the Canadian Association of Energy and Pipeline Landowner Associations (CAEPLA), www. landownerassociation.ca/propertyissues/alberta-land-bill.html Bill 36 is the darkest horse of them all. It is a model for central planning. It gives the Cabinet Minister sitting in the secrecy of the cabinet room, complete authority to make any decisions affecting your existing rights. This means property rights, development rights, mining rights, forestry rights, mineral extraction rights, wind farms, etc. Section 11 of the Act clearly indicates that the Cabinet can even “extinguish” these rights altogether. The Act removes a landowner’s right to compensation. And several sections of the Act remove a landowner’s access to the courts as a response to what is being done to him or her. The thinking behind the Act is that the Cabinet will make a fiveyear plan, and in that plan they will describe what kinds of uses and activities are allowed and not allowed on all private land and public land in the province. The Act enables the cabinet to set “social, economic and environmental policies” for all land in Alberta—including yours. This is unprecedented legislation in a western democracy. It is not regional planning, but central planning, with power entirely held by a small group of politicians who would deny landowners access to the courts in response to what they would do to them. In other words, no appeal process. Plus compensation was restricted. In other words, no appeal process. Plus compensation was restricted.

Bill 36 is unprecedented for a government in a western democracy. As of the writing of this document, we are not aware that any government in any genuine democracy has moved this much power into the Cabinet room. In essence, Bill 36, and the amendments to Bill 36, have been written in such a way that the politicians in Cabinet are above the law. The Bill means Cabinet is the law because no one will ever be able to challenge some of its decisions in a court of law. The way the proposed amendments are written, decisions made by Cabinet about an Albertan’s private property are not reviewable by the courts, unless Cabinet specifically says they are. In Alberta law then, when Cabinet makes a planning decision about your land—on a broad range of issues—the starting point for you as a landowner is that there will be “no courts allowed unless Bill 36 Proposed Cabinet specifically says, ‘Okay, in Amendments this instance we’ll let the courts Bill 36 has resulted in a law review our decision.’” called the Alberta Land It doesn’t matter how unfairly Stewardship Act. We are under siege Dear Editor, Recently at Farmfare in Edmonton a 16 year 4-H member won the Supreme Champion Female with her entry When she was 13 (a child then) she purchased the calf and with hard work she now has a cow that she can be very proud to own. If Bill 6 becomes law this can never happen again because children will not be allowed to work out in the barn or the field. It will be okay for them to do chores in the house or garden, I guess that must not be considered work. That being said, what is the future of 4-H, an organization that promotes health and well-being among our youth. I imagine you could have a photography club or maybe a debate club, to debate how ill thought out Bill 6 really is. There has been little or no consultation with those it affects and the bill is going to be passed before they even have meeting with the general public. What a backward way to run a government.

The extra costs that will burdened on the farmers and ranchers with family operations can not be passed onto the consumer as it is when you get further down the food chain. The family farm or ranch is already a pretty fragile operation and added costs with no benefits in return will cause even more operations to go under. Bill 6 has very little to do with health and safety and very much to do with organizing labour and possibly getting a union formed. People of rural Alberta it is time to stand up and protest the legislation the NDP is jamming down your throat. It will be become law on Jan. 1, 2016 and they will fill in all the blanks at a later date without any input. Please tell the government you want them to slow down and get it right before they forge ahead with new laws. Dear Editor, Are you an Albertan annoyed at Bill C-6 and the way our new government in Alberta is needlessly encroaching negatively on agriculture’s traditional ability to be family oriented? There as not been proper or required initial input from farmers or their community. Are you concerned that the government is moving to fast at shutting down the use of coal-fired electrical generating plants before new attempts are made to clean up these plants to present environmentally acceptable specifications? Imposing left wing ideology on agriculture by Herman Schwenk, Coronation Rachel Notley’s true colours are coming to the fore now in a big way. She is determined to implement and impose left wing dogma on Alberta and Albertans regardless of the damage it is going to do to the Alberta Advantage. In the past two weeks she has declared war on the two largest economic industries in this province. She plans to impose job killing carbon taxes on the petroleum industry that will affect every citizen in Alberta. By repealing agriculture’s labour exemptions through Bill 6 the industry would be subject to the same WCB and Occupational Health Schwenk and Safety (OH&S) rules and regulations as every other industry in Alberta. This legislation would change the culture of agriculture in Alberta. The NDP in Alberta haven’t the foggiest idea about how the agriculture industry works. If agriculture has to follow the rules of OH&S it will cut labour productivity in half. Much of the industry is seasonal. There are times in the year when working long hours is an absolute requirement. The industry is subject to the vagaries of weather. Seeding and harvesting have to be accomplished when the weather is dry. So when the weather is dry, working long hours are necessary. Farm workers are paid a wage that takes into account that there are times

when they have to work overtime and do not get compensated extra for overtime hours. The livestock sector also is subject to times that require long hours of work, especially in calving season. Cows cannot be programmed to calve on an eight to five schedule any more than people having babies. I was particularly impressed with the letter to Premier Notley in the Dec. 3 issue of the ECA Review written by 17 year old Kacee James of Castor. She really captured the basic culture of how agriculture works. The implementation of Bill 6 would totally destroy that culture and destroy farming and ranching as we know it today. Farmers and ranchers do not have a problem with paying and protecting farm workers should they suffer an injury but Bill 6 in its present form goes way beyond that. I would guess that 95 per cent of farm workers are covered by WCB or other accident insurance now. In my opinion this legislation doesn’t have much to do with farm worker safety. From 1990 to 2006 there were only nine per cent of farm deaths that were farm workers. This proposed legislation is about imposing left wing ideology on the agriculture industry. It is intended to make every facet of the industry subject to government control by bureaucrats as well as creating more

jobs for bureaucrats to snoop around your farm to force you to do your job according to government regulation, not by common sense. Farmers would be forced to do their work the way the book says, not the way common sense would dictate. I think this legislation is also intended to create an environment that would be conducive for the formation of a farm worker’s union.

Although students used to have to care for their babies for at least three days, the one-day project still offers them a glimpse into some of the sacrifices that looking after an infant requires. “We have to step out of class when the baby starts crying,” said Kuziw and, “I have basketball practice tonight and I have to take Denim (the name she gave her baby) with me.” Kuziw also mentioned that her older sister took home a baby a few years ago so she knew she could potentially expect a sleepless night depending on the baby’s feeding schedule. Passing Bill 6 in it’s present form leaves the writing of regulations for this Act wide open to drafting in any way the government wants with no opportunity for come back. The bottles have magnetic sensors on the nipple that must connect with an adequate amount of pressure on the baby’s lips to register the feed times. by Bruce Penton In a year when American Pharoah won horse racing’s triple crown, Jordan Spieth came tantalizingly close to winning golf’s Grand Slam and the Kansas City Royals won their first World Series in 30 years, the sports story of the year is none of the above. It’s a two-part story about the Golden State Warriors. Part 1: Steph Curry steals the National Basketball Association individual spotlight from Cleveland’s LeBron James, exhibiting some of the most spectacular shooting skills in decades as the Warriors win the NBA title in June. Part 2: The Warriors run off to an 18-0 streak to start the 2015-16 season, seemingly invincible as Curry continues his miraculous shooting en route to perhaps the most dominant singleseason performance by a team in league history. This is a league, remember, that featured a 33-game winning streak by the Los Angeles Lakers in 1971-72, but that happened in mid-season. No one has ever gone 18-0 to start the season but these Warriors not only did so, they look like they could run off 18 more. OBITUARY

Had a gentle, loving and caring soul With deep love and in Christian faith we announce the passing of our beloved wife, mother, grandmother and great grandmother into the arms of her Heavenly Father. Kristine Seneva was called home to be with her Lord on Friday December 4, 2015. Kristine Seneva Anderson was born on September 22, 1941 in the Drumheller hospital to Gunner and Mina Anderson. Kris was named for her Swedish grandmother Kristine and her Norwegian grandmother Synnove. When Mina first held her new born daughter, she dedicated her to the Lord, setting the course for a life well-lived in the Christian faith. Growing up in Nacmine, Ab., Kris was an only child but was never lonely as she Siddon was raised in a joy and music filled home where friends and neighbours were always welcome. Kris often shared fond memories of playing in the hills of Nacmine with her many friends. During the summers she spent time visiting with her family in Oyen, Ab.; the town named for her great uncle Andrew Oyen. She would talk of exciting travels on the midnight train from Drumheller to Oyen and often reminisced about watching the lights of Hanna from the window of the train. Grandpa Simon Oyen would be waiting at the train station with horse and buggy and Grandma Oyen would be at the farm house with treats prepared. Kris would also spend some of her time each summer visiting her Grandpa and Grandma Anderson on the family farm at Entwistle, Ab. and with the Anderson aunts, uncles and cousins. Kris cherished these summers for the family time spent in fellowship with her large family playing games, making music and attending dances with her cousins at the “Magnolia Mud Hop”. Kris began studying classical music at the age of eight, but also learned Scandinavian and old time style from her father who played violin, banjo and mandolin. She became accomplished at both styles of music and was soon on piano at the center of many music filled nights spent with family and friends. Kris followed in her mother’s footsteps and studied teaching at the University of Alberta satellite campus in Calgary. She taught in Hesketh, Ab. and in Camrose, Ab. and loved her students dearly and often reminisced about her time spent as a teacher. It was while she was teaching in Camrose that she went on a date with Darryl Siddon, a Drumheller boy, the son of Ron and Trudie Siddon. They

married on August 7, 1965 and lived in Jasper, Ab. and Rosedale, Ab. before settling in Forestburg, Ab. where Darryl was employed as a power engineer with Alberta Power Ltd. (Atco Power). Kris was a full time homemaker and Sunday school superintendent and teacher as they welcomed and raised three children; Kari, Heather and Jonathan. Kris and Darryl embraced their role as parents and raised their children in a loving Christian home full of fun and fellowship and were very active members of the Hope Lutheran Church in Forestburg. Many happy memories and long lasting friendships were made making music, attending youth group activities and ski trips, organizing Vacation Bible School and Sunday school activities, driving the station wagon filled with kids to sports activities and summer camps and painting with her Forestburg Art Club friends. Their home in Forestburg was a welcoming place and Kris always ensured everyone was well fed and made to feel at home. Kris was best known for her musical and artistic gifts but her baking, sewing and photography skills were talents she shared with many up to her final days. She was an avid reader who felt one could never have too many books in the home. Her teaching skills were a valuable asset to our family as she continued to educate us through the years about literary definitions, proper pronunciation and spelling. Kris was a humble poet in her younger years and was very surprised to learn she was the recipient of a first place prize in a provincial contest her mother had entered her in. Kris was a gentle, loving and caring soul who reached out to many and ministered to all through her personal handwritten letters and cards and by baking, serving and donating wherever she recognized a need.

She had a tender spot for animals and had many pets through the years and kept cookies and treats on hand for her grand-doggers and kitties. In 2003 Kris and Darryl moved from Forestburg to Hanna to live nearer to their grandchildren and soon became a familiar site at the activities their grandchildren were involved in. In Hanna Kris embraced her new community and became well known as a musician of the Redeemer Lutheran Church, Senior Circle choir, and played music for the Hanna lodge and nursing home, the pie jam, and any other opportunity she had to praise the Lord through her musical gift. Kris quickly formed many new friendships through these musical groups and became a member of the Red Hat Society, enjoying her weekly gatherings with this special group of friends, as well as her special friends at Pastor’s coffee hour and her prayer sisters from the Redeemer Lutheran Christian women’s group. On August 7, 2015 Kris and Darryl celebrated 50 years of joy-filled marriage and were looking forward to many more years together when she unexpectedly became sick throughout the summer months. She was a breast cancer survivor and courageous to the end but even in this last battle she knew her life was in God’s hands and His Will be done. She said she couldn’t have had a better life and was very honoured to have so many wonderful friends and to be included in so many activities and music-making opportunities with them. She has asked us to include this message; “Thank you to all who supported me with prayers, cards, gifts, visits, flowers, food and phone calls. I have said all the way through this, whether I live or die I am going to be fine! Love and God’s Blessings to All.” Kris was predeceased by her parents Gunner and Mina (Oyen) Anderson, her in-laws Ron and Trudie (Humfrey) Siddon and her sister-in-law Donna (Siddon) Orosz. Kris is survived by her husband Darryl Siddon; their children Kari (Giovanni) Bott, Heather (Ron)

Touched lives with faith, love and generosity Marlene Kathryn Gordon 83, of Hanna, Ab. passed away at the Hanna Hospital Fri., Nov. 27. She was born Aug. 3, 1932 to Clarence and Elizabeth Schultheis. She is survived by three sons: Stephen (Kathryn) Craig (Kim), Ted (Debbie) and one daughter, Kathleen, including thirteen grandchildren, her brother, Larry (Connie), their three children and families.

She is also survived by many cousins. Marlene was predeceased by her parents, Clarence and Elizabeth as well as her grandson, Matthew. Marlene was born and lived her whole life in Hanna. At the age of 18 she began her teaching

If we pay attention to Mary, we can learn about willingness and the grace found in allowing God to work through us. We can learn quiet patience and acceptance in the face of an unfolding story that may take us down unknown paths of life’s journey. And we can find encouragement to take on a journey in faith and trust. If we look at Joseph, we can learn integrity, trustworthiness, and an openness to the unfolding of revelations. We can learn how to act quickly and decisively in response to God’s leading. From the angels we learn ecstatic joy and unre-

strained praise! If we watch the shepherds, we will learn of coping with hard work in a demanding life but with an eye cast to the heavens and an ear attuned to surprising and marvelous messages; and we may learn to go where we feel compelled to go, unafraid to see for ourselves what marvelous sights God may reveal. If we study those who studied the stars, the ones we call “wise men”, we just might learn to see the subtle signs, and gain a sense of a direction, revealed to us by God. No matter how many Christmases you have experienced, no matter how often you’ve heard the old, old story in your life, I invite you to listen to it again this year. Ongoing consultations will help form the basis of regulations to be developed by 2017 to ensure the unique workplace characteristics of farms and ranches are recognized. One session was held in Grande Prairie on Nov. 26 and eight more are scheduled in December. Government is working with venues to increase capacity at each session to ensure more farmers and ranchers are able to attend and have their voices heard. “We appreciate the concerns farmers and ranchers have raised. To be clear, Bill 6 is not in any way going to affect children doing their chores, participating in 4-H, or learning the family business. It does not prevent neighbours, relatives and friends from helping each other out during busy times. It does not apply to recreational activities such as riding horses or hunting on farmland. “What Bill 6 does is bring Alberta farm and ranch safety standards in line with other provinces, and ensure that if a wage-earning employee is injured or killed on the job, that person and their family have the same
