Ratepayers get answers at town hall meeting Debra Johnston

A small group of about 30 residents attended a Stettler County town hall meeting held in Erskine Dec. 3. Councillors Joe Gendre and James Nibourg along with CAO Tim Fox fielded questions from ratepayers on several issues. A number of other councillors, the reeve and county employees were also available to answer questions. Water was on the minds of those attending the meeting, specifically water delivery and water drainage. Connection to the Shirley McLellan water line, the new reservoir and surface water drainage were topics at the top of the agenda. As Coun. Gendre explained, council currently has no plans to connect Erskine to the Shirley McLellan water line. Current development in the hamlet includes completing the new reservoir and addressing water needs of the new subdivision. Coun. Gendre explained that

there is division among residents who want the water lines, and those who prefer to remain on existing water wells. He stated that if residents of the hamlet want connection to the line, they would need to initiate that request with a petition to council. Rick Green, Director of Engineering outlined the unique difficulty the county faces with the Erskine situation. Green stated that the Water Act sets out strict procedures for things like drilling new wells, or diverting surface water. According to Coun. Gendre, after discovering the high cost of a ground water study required for a single property the county wished to sell, council decided it would be prudent to instead put the money towards a study for the whole hamlet prior to making decisions about water delivery. That study will be available to the public in January. The $2.2 million price tag for the reservoir concerned some ratepayers. Coun. Nibourg explained the reservoir is built to withstand

anything, has additional features such as high flow hydrants for filling water trucks, and has capacity for future Erskine expansion. Part of that expansion will include 21 or 22 lots in Phase I of a new subdivision. Lots will be ready to sell mid to late summer of 2015. The Erskine concept plan is available on the Stettler County website under Bylaws, Plans and Policies. Water drainage was also on the minds of ratepayers. Green explained some of the obstacles facing the county when it comes to water drainage in and around the hamlet. Green described the surrounding terrain as ‘pot and kettle landscaping’ meaning that while there are no actual streams or creeks, water settles in low-lying areas. Due to strict environmental regulations dictated by the province, water cannot be diverted from those areas without a license. Green assured ratepayers that the new subdivision has proper landscape contouring and

drainage built into the plans. One ratepayer inquired about the county’s purchase of land south of Stettler off Hwy 56. CAO Tim Fox explained that a study done on the public works shop determined the shop required $675,000 worth of upgrades and repairs. Because of the high cost of repairs and surrounding

developments encroaching on public works, the decision was made to purchase property for future development. Council is still examining the costs of moving public works and possibly administration to the new location. Fox indicated that there would be extensive public consultation prior to council making a decision.

Young entrepreneur recognized as newest ambassador Debra Johnston

Seven-year-old entrepreneur Mya Prehn, the creator of ‘Lunch Apeel’, was invited to Stettler Town Council’s Dec. 2 meeting to be officially recognized as an Ambassador for Stettler. Lunch Apeel is a system of stickers and rewards that encourages kids to eat healthier lunches. Mya and her mom, Erin, devised the idea for Mya’s own lunch by turning healthy eating into a game. The youngest contestant ever on the CBC show ‘Dragon’s Den’, Mya’s Lunch Apeel idea was a hit with the dragons, all of whom invested in her company. Rather than taking a share in the company, the dragons instead opted for 50 per cent of profits to be donated to Breakfast Clubs of Canada. Mya plans to use the investment

for her website, www.lunchapeel. com. “The community has been incredibly supportive,” said Erin Prehn. To date, they have sold over 300 kits all across Canada. Together, the councillors committed themselves to invest individually in Mya’s company by sponsoring kits for Mya’s home classroom, taught by Sonya Geddes. Mayor Richards also threw out a personal challenge to Stettler county reeve to get involved in supporting Mya’s efforts. In a show of support for Mya’s healthy eating initiative, council opted for juice boxes, vegetables and dip for a snack at breaktime.

Parade float

Stettler Regional Board of Trade executive director Aubrey Brown, along with Dave McCourt of Dave’s Woodcraft presented council with

new designs for the Stettler parade float. The float will utilize the existing float trailer but will have a completely redesigned display that uses lightweight, durable parts that allow for easy disassembly and transport. Brown estimated the new float would enter 15-20 parades per year and would act as a tourism kiosk when parked at events. The funds for the retrofit will come from the Board of Trade’s existing 2014 float budget and the Board of Trade’s community development budget.

Review reporter The loss of communication during a disaster is a concern, Lorrie Dupuis, Clive’s director of emergency management told council during her presentation Dec. 8. “We have to seriously think about how we will act if computers are down and cell phones are down,” Dupuis said. A possible threat to the community is a train derailment with dangerous goods. “It’s a scenario that could happen,” said Dupuis, adding that homes within 10 to 15 km of the derailment would be at risk. If we had a derailment we would have to get people out of here.” Dupuis referenced the Gainford train derailment last year when 13 cars carrying liquid gas derailed and one was in flames and the others were a “ticking time bomb as the gas heated.” “A house across from the derailment totally melted.” Dupuis said best way is to bus residents to a nearby location, possibly the Tees hall. Carla Kenney, the village’s chief administrative officer, told council that they are set up with CP to be notified when cars carrying dangerous goods go through the area. Chief Administrative Officer Carla Kenney reported to council that Lacombe County Enforcement responded to four requests by the village to deal with those who wouldn’t move their vehicles and were interfering with snow removal. Three complied and one was issued a warning ticket. Kenney’s report outlined that snow

The average homeowner for a house valued at $250,000 will see about a $40 increase in their taxes next year. Council approved a balanced operating budget of $1,017,887 and capital budget of $697,170 on Dec. 8. Residents will see a 3% increase in taxes rather than the 2% they anticipated last night. Kenney told council this was due to the debenture payments for a new fire truck. Coun. Marvin Wieler said to some $40 more a year is a lot. Mayor Anita Gillard said council has been as frugal and careful as possible every year and set the lowest mill rate possible without residents losing any services. Mayor Gillard noted that homes in Clive are assessed at a higher market value than homes in Bashaw, adding that much of it is attributed to Clive’s location. Sources of revenue for the 2015 operating budget include: property taxes – 60.5%; user fees (water/sewer/garbage) 24%; grants and other charges – 15.5%. Sources of revenue for the capital budget include grants – 86%; and remaining revenue sources transferred from the operating budget, reserves and partnering municipality contributions. Council cancelled its Dec. 22 meeting because of the Christmas holidays. The next meeting will be Jan. 12

Making Christmas meaningful

ECA Review Journalist After another horrific Black Friday in the United States with seven people killed and thousands injured shopping for deals, it makes one ponder how far Americans have drifted from being thankful. Can the same be said about Canadians, do we make time to give thanks for our many blessings? We are now fully into our Christmas shopping season and Canada’s frenzy of consumerism. Thank goodness our retailers don’t slash prices so dramatically that it’s worth killing for and thank goodness our shopping personality is quite different than our American friends. But as consumers, we should be mindful about the bigger picture of retail. Although many consumers like the value, selection and convenience of shopping online be reminded any product that is greater than $20 and has been manufactured offshore, gets hit with duty, taxes and brokerage fees, often making that product just as cheap at home. Consumers also need to be aware that small businesses are hit with percentage swipe fees anytime a customer pays by Visa or Mastercard. If you’re shopping at a small business, help them out by using your debit card which charges a small flat fee per transaction. Save your credit card purchases for the big stores. Because of their volume, Visa and Mastercard charge them a much smaller percentage swipe fee than a small business. Consumers should also be diligent to leave some of their shopping dollars close to home. It’s the small businesses in your towns and villages that support local sports teams and community events. It’s your small businesses that are there when your furnace goes out in the middle of the night and it’s 30 below zero. It’s your small businesses that run Chamber of Commerce-sponsored events. Without successful small businesses, your community will die and slip off the map. Finally, Christmas should be a time to share with those less fortunate. Although all Canadians are rich in comparison to the majority of citizens in the world, our high cost of living leave many behind and struggling. There are so many worthy causes, locally, provincially, nationally and internationally. I have a picture of Americans pushing and shoving and killing as they rush into a store, juxtapositioned beside a picture of young, hungry orphans savaging a garbage dump in Liberia to find a scrap of food in hopes of taking away some of the pain of starvation. Make this a year where a portion of your Christmas shopping budget goes to those that are not as fortunate as you are. Christmas is a time of hope, faith, food, family, friends and yes, presents. By thinking of others as you move through the December rush, you will be amazed how much more meaningful the Christmas season can become.

The statutory holiday that really gets to me is Christmas. This should be a celebration about the birth of our Saviour Jesus Christ. It has now become the largest retail commercial sales event of the year and again people don’t even know or care what they are celebrating. The media and large commercial entities are trying their best to eliminate any reference to the celebration of Christmas by simply referring to it as the ‘holiday’. It is now difficult to buy Christmas cards that have a greeting that makes any reference to Christmas in them. They have substituted the greeting to enjoy, have a happy or wonderful ‘Holiday Season’. Governments can change what should be important priorities in our life to issues of insignificance. The focus of Christmas should be the birth of Christ who willingly died 33 years after his birth for the resurrection of our souls. The focus of Nov. 11 has to be to honour all those who died serving our country for our freedom and that is what we should focus on without the distractions that would come with making it a statutory holiday.

The wintering site assessment tool Agri-News The Wintering Site Assessment and Design Tool was designed, says Trevor Wallace, nutrient management specialist, Alberta Agriculture and Rural Development (ARD), to help producers identify environmental risks associated with in-field winter feeding sites and systems, allowing producers to compare one situation against another. The tool also suggests the adoption of beneficial management practices (BMPs) which producers can adopt to address risks. The greatest environmental risk from wintering sites is the potential of water contamination from runoff carrying nutrients, pathogens and sediments. Nutrient accumulation in the soils under in-field feeding systems is another factor that can significantly increase the risk of nutrient loss. The goal is to take advantage of the nutrients from in-field feeding

Analyzing crop variety tables Agri-News New crop varieties and variety tables will soon be released and determining which ones are significant to a specific operation is key to achieving success. There are a lot of varieties available to choose from with more being registered yearly. There is a lot of information on the tables that needs to be analyzed. The tables are structured with yield potential as the main criteria. Soil conditions, moisture, as well as individual management are all taken into account. Varieties that perform well under both high and low yield categories have greater yield stability and consistency of performance, and thus, less risk. Most producers look for the highest yielding variety. However, they should keep in mind what a significant difference in yield is. If the variety chosen has a 4 per cent increase in yield over the check variety, it may not necessarily be more productive. This relates to the number of trials conducted with that variety. The more tests a variety has, the greater the reliability. As a rule of thumb, a cereal variety needs at least a 6 – 8 per cent yield difference over the check variety to give a consistent improved yield. In oilseeds, this difference needs to be greater than 12 – 15 per cent. One of the first factors one needs to consider is the ultimate use of the crop. Once a crop type is selected there are other management factors to consider such as current crop rotation or if a producer is planting barley on barley. In this case, the risk of leaf and plant disease increases so looking at the plant’s resistance to root rot and leaf diseases is recommended. . Under irrigation, lodging is often an issue and selecting for shorter crops or stronger straw might be appropriate. Seed size is an important factor as well. In peas, seed size has a very significant effect on seed costs and rates. During seeding, it’s important to get a specific plant population per square foot. Seed size will greatly affect the pounds of seed needed per acre. Other important considerations would be germination rate and seed vigour. Maturity is an issue, especially in marginal cropping areas or when seeding is delayed. The maturity rating is only an approximation and can only be used within a crop and region, not between crops. It is dependent on the kind of year and the area it is grown. Although the Peace region has a shorter growing season than southern Alberta, this is compensated somewhat by the longer summer days in the Peace. Producers should use variety tables as a good tool, not an infallible predictor of production. Relying on past experience is still the best measure of which varieties will produce best on the farm.

Wallace said the tool looks at factors such as flooding frequency, stocking rate, run-off, bedding and shelter, water system management and post-site management to determine the risk of nutrient loss. “For example, it looks at the proposed feeding systems,” said Wallace. “An imported feeding system, such as bale grazing, is where feed is brought onto a site to be fed, while a non-imported feeding system the feed is grown on site, like swath grazing. These two feeding systems differ in their risk of nutrient accumulation. “With a swath grazing system, animals generally move down the field with the feed, meaning that the nutrients are also moved across the field. With bale grazing, the animals go to where the bales are and

all the nutrients from the feed is generally deposited in a small area potentially resulting in nutrient accumulation. “With a bale grazing system we can use the bales to direct the animals where we want them to go, with a swath grazing system they follow the swaths.” “The Wintering Site Assessment and Design Tool is an excellent vehicle for farmers to evaluate their wintering site,” adds Wallace. “It provides a way to assess the potential risk of a feeding system at a site and suggests BMP options to address the identified risks. “The objective is to make sure the site selected for the winter feeding system is meeting the animal’s needs, minimizes the risk to the environment and maximizes the benefit of the in-field feeding system.” The Wintering Site Assessment and Design Tool is available by calling ARD’s publication office at 1-800-292-5697, or can be downloaded at www.agriculture. alberta.ca/manure

Health care can’t be put on hold

by Rick Strankman, MLA Drumheller/Stettler Constituency The Canadian Heart and Stroke Foundation has launched a new campaign to help Canadians recognize signs of stroke. The campaign is called “FAST” an acronym that stands for: Face – is it drooping? Arms – can you raise both? Speech – is it slurred or jumbled? And Time, to call 9-1-1 or your local emergency service right away. What if you called 911 and you were put on hold for an hour before anyone even responded? It’s safe to say that most Albertans wouldn’t find it acceptable. The loss of rural hospital services for some people would be the equivalent to being put on hold by 911. It’s safe to say that being put on hold while a loved [one]is in need of emergency care would be completely unacceptable by anyone’s standards. Imagine living in the Oyen area, 30 minutes outside of town, that’s one hour round trip for EMS. The closure of a facility like the Big Country Hospital in Oyen would add another hour to the time it would take to get to a hospital for local residents.

The Heart and Stroke foundation’s FAST campaign advocates speed of treatment as one of the key factors for the mitigation of damage or loss of life. The same can be said for a great many other medical emergencies including traumatic injuries. Rural hospitals serve not only local residents; they serve the thousands of people who travel Alberta’s extensive rural roadways every day. That is where the disconnection begins. The centralized decision-making mindset with regards to Alberta’s public service has resulted in a short-sighted “one size fits all” mentality that just doesn’t fit in remote rural Alberta. In an AHS 2010 report that advocated for the closing of a rural health care center in Boyle, it illustrated how ill-informed centralized decision-making can be. Taking a new approach by working co-operatively with local health care professionals, to do what is necessary to build a health care system that puts Albertans first, we can meet the needs of rural Albertans. Gradually, decentralizing the delivery of health care services to

locally-funded, managed and integrated hospitals, Primary Care Networks, family physicians and long-term care facilities will put rural Albertans back in charge of what’s best for rural Albertans. This will enhance the emergency care for patients and allow for flexible innovation to address unique local needs while meeting established care standards all Albertans deserve. One third of Alberta’s operating revenues that pay for health care services are attributed to energy and agriculture. As we all know oil and gas wells are not operating in the middle of a canola field in downtown Edmonton. Herein lays the quandary a government in Alberta faces, with providing services for the people in remote rural Alberta - the source of a good chunk of their operating budget. Rural Alberta comes with its own unique challenges and nobody understands those challenges better than the people who face them every day. I will continue to work with government to return the critical decision-making back to those within the affected communities.

Parking bans not adhered to Cont’d from Pg 5 Sidam informed council that it takes five days for complete snow removal of emergency routes, main arteries, access to uptown and then residential at a cost of approximately $13,600. Extra days on a Saturday or Sunday, over the five days, costs approximately $2,000/day. Sidam also informed council

that vehicles are not adhering to the parking bans for snow removal. So far we have not towed them at the owner’s expense he said, but there are issues with residents not paying attention to those signs. We may have to start towing as it hampers the quick snow removal process and therefore adds to the cost for the town.

Grief over shoveling Cont’d from Pg 2 This was a budgeted item and six more will be budgeted for in 2015. The three year campground operating contract with Jim and Wendy Dafoe expires at the end of 2014. Council decided that they would negotiate for contract renewal with the Dafoes. With regards to people shoveling their sidewalks Sandra Kulyk said “We are getting lots of compliance,” said CAO Sandra Kulyk, in regards to residents keeping their sidewalks cleared, “but we’re also getting lots of grief.” Bylaw Officer, Sheri Wuzinski has sent letters to residents who have not been in compliance.

Shelley Cook asked if the letters could be addressed to whomever pays the utilities instead of the property owners. That way the renters will be the one receiving the letter as they are the ones who shovel the sidewalk at that address and not the owners of the property. Kulyk clarified that it is a property issue therefore they go to the property owner and it is up to the owner to make sure that the sidewalk is cleared of ice and snow. Kulyk said for people who cannot shovel their sidewalks there is a list that continues to be developed of people who are willing to help out. To date no one has been fined.

What follows is a potpourri of categories — minus hockey, which gets more than its share of coverage in this space throughout the year — with each winner receiving the coveted Penton Pinnacle Prize — a cup overflowing with overused verbs, misplaced modifiers, dangling participles and comma-spliced Penton sentences. Golf god — Rory McIlroy decided a walk down the fairway alone was better than a walk down the aisle with tennis star Caroline Wozniacki and as soon as that wedding was called off, he started to dominate the world of golf — winning two majors and leaving no doubt as to who was No. 1 in the world. Golf goddess — In my book, two teens — Lydia Ko of New Zealand, who won the seasonending Race to the CME Globe LPGA title and, at 17, is ranked No. 3 in the world; and Canada’s Brooke Henderson, ranked No. 1 among the world’s amateurs and, at age 15, already a top-10 finisher in a major (2014’s U.S. Open), among a variety of other overachievements. Baseball’s best — Regular season, Clayton Kershaw of the Dodgers, who pitched a nohitter en route to a 21-3, 1.77
