Following considerable debate, a motion to take the conflict of interest matter with Stettler County Councillor Ernie Gendre to court was defeated. After discussing whether Councillor Gendre failed to disclose a pecuniary interest in a water line contract awarded on Sept. 14, Stettler County determined instead to formally censure him. According to council, Gendre fell short of their standards of conduct and should have known it could be a conflict of interest, judging his actions ‘careless, irresponsible and negligent’. Speaking out while council was in camera, Gendre maintained he did nothing wrong. Alleging that facts have been twisted and council is in violation of its own code of conduct by not following the proper dispute resolution and disciplinary procedures. Gendre believes this incident has caused considerable damage to both his and the county’s reputations. In further comments, Coun. Gendre vehemently

denied allegations he was contacted by anyone before voting on the waterline project. He asserts he had no prior contact with any contractor regarding the bid, did not refer his son’s company to any contractor and most certainly did not gain any financial benefit from this contract. Gendre stated, “The allegations are all completely false,” said Gendre before returning to council chambers. In a Red Deer Advocate news story by reporter, Paul Cowley, contractor Wallace McComish. owner of Wally’s Backhoe Services was quoted saying, “Ernie had no idea, and had no way of having any idea, that I was going to hire Diablo, his son’s company - because I didn’t know. I thought my brother-in-law was doing the job until four days before the day I wanted to do it.” During the course of the deliberations, Gendre accused a council member of disrespect and called for an apology. Clarifications regarding the troubling statements were offered, though no apology was forthcoming. Turn to Staunchly, Pg 2

Alix Council permanently closes Moonwalkers Lisa Joy

ECA Review reporter The Village of Alix Council voted in favour of permanently closing the doors to Moonwalkers Play Center effective immediately during a special council meeting Dec. 12. The already financially struggling play center wasn’t able to make it through Alberta’s economic downturn. “I am disappointed about the necessity to close the Moonwalkers Play Centre at this time,” said Alix Mayor Arlene Nelson in a prepared statement. “However, it is clear from the financial information we received tonight that we must act now, in the best interests of the future of our community.” Moonwalkers opened in Alix in 2013 when council of the day was looking for a long-term economic anchor for the community that would bring people to the village who wouldn’t normally visit Alix. “Unfortunately, the undertaking has never brought the direct benefits to the municipality that was anticipated,” said Alix’s new Chief Administrative Officer (CAO) Troy Jenkins in a prepared statement. “There were some indirect economic spinoffs for local businesses but in the end it could not be justified with a diminishing customer base and increased costs. During the time the facility was open, new competition sprung up [Blackfalds Abbey Centre] within the catchment area, this coupled with the downturn in the economy, created a ‘perfect storm’ that sealed Moonwalkers’ fate.” CAO Jenkins said village council’s decision is an example of the village’s commitment to the continuation of a major review council and administration has been undertaking into the operations of the municipality over the last several months. “We are committed to providing an inclusive, transparent and accountable village government to all our resi-

Lacombe County was provided with a five-year projected deficit including $109,555 for 2016 and $100,757 for 2017. Lacombe County council, in early 2016, agreed to give Moonwalkers onetime funding of $5,000 for its 2015 operating deficit. Lacombe County Manager of Corporate Services Tim Timmons, previously told Lacombe County council that Moonwalkers staff claimed, from Jan. 1 to Nov. 30, 2015, 41 per cent of its users were from Lacombe County however Timmons thought it more accurate at 10 per cent. Timmons also pointed out that the Village of Alix was funding the entire deficit through taxation. In 2012 Alix came up with the idea of a community activity centre plus business incubator project. The project was a private-public partnership between the Village of Alix and Creative Infrastructure from Wetaskiwin. Moonwalkers employed eight people, three full time and five-part time, including students.

Exciting events at Theresetta

by K. Smawley By the time this article goes to print the students and teachers at Theresetta school will be kicked back on their couches munching on Christmas cookies. Many excited things have been happening at Theresetta leading up to our holiday break… At Theresetta we have a Social Justice Club that serves others by raising money for people around the world and in our own community. The club tries to find projects that they feel are an immediate need, then come up with a fundraiser to support it. After finding out that our priest, Fr. Don, needed to return to Nigeria for his mother’s funeral, we thought it would be nice to help him out with expenses, and to show him our love and support at this sad time. A few weeks ago, one of the students asked Fr. Don what his favourite food was. After finding out it was rice and chicken, we decided to serve a hot lunch on Thurs. Dec. 8, of chicken with a pineapple sweet and sour sauce. He also said he likes cherries, so the kids baked some cakes and made a yummy cherry sauce to go on top. Some of the students in the SJC stayed after school Wednesday to help Mrs. Howe and Mrs. Ries cook. They were terrific helpers; they peeled carrots, chopped veggies, made sauces, baked cakes and did dishes. We were happy to raise $660 to help Fr. Don go to his home country of Nigeria to be with his family for his mother’s funeral. There was excellent support from everyone in our school community and

we wish Father Don and safe trip. Recently, the Grade 1/2s had a blast learning some new skills on the chromebooks with our school division tech guru, Mr. Lademan. We are continuing to use the chromebooks this week doing a review game called Kahoot for social and science. The kindergarten kids have been practicing a lot for the concert. This week they made gingerbread men, acted out the gingerbread man, and did a science experiment involving the gingerbread man. On Thurs. Dec. 15, they had their Christmas party. They made some really nice gingerbread houses and Santa came for a visit too. Also on Thursday, the Jr ATB bank was open and 21 customers made a visit to the bank at noon to make deposits. The December winner for a $25 gift card was Tessa Beaumont. We had our last spirit day of the year on Mon. Dec. 19. The students will be decked out in Christmas themed hats. That night we will also have our annual Christmas concert were four different plays performed for parents and family. All students be enjoyed some sort of the “End of the Year” field trips on Tues. Dec. 20. Photos and details from all these event are to come in the New Year. Theresetta Catholic School would like to wish everyone and their families a healthy Merry Christmas and a Happy New Year! See you all in 2017!

More carbon needed by Herman Schwenk It seems that every time you turn on the TV or read a newspaper the reporting is all about reducing carbon emissions. To watch the TV news or read the paper you would think the sky is falling due to the huge amounts of carbon emissions that are being released by man.

Patrick Moore says at 400 parts per million, all our crops, forests and natural ecosystems are still on a starvation diet for carbon dioxide.

If you believed all of that propaganda you would be convinced that the glaciers are all going to disappear and that we will have large numbers of animal and plant species die off, due to ecosystem changes brought about by catastrophic global warming within the next half century. A leading scientist and one of the world’s most important thinkers Freeman Dyson says: “ the idea that global warming is the most important problem facing the world is total nonsense and is doing a lot of harm.” It is becoming obvious to me that the environmental community is more concerned with the source of their revenue than they are with the environment. The self interest of environmentalists is to spread fear so they can raise large donations and the politicians self interest is to appear to be saving the earth. If they, the media and the political left were honest with themselves and the rest of the world community they would be concerned about the LACK of carbon concentration rather than too much carbon. A report assembled by the U.S. Senate Environment and Public Works Committee has quotes and comments of observations made by hundreds of prominent scientists and leading academics. A number of them state that the world has been C02 starved for millions of years. Plants need C02 to grow and the more C02 that is available the

better they grow. If environmentalists were really concerned about the environment they would be promoting policies that increase C02 not decrease it. World populations are increasing. This will increase the demand for more food. More C02 means more ability to grow more food. The political left seem to think that the best way to solve the problem of helping poor people and people living in the Third World countries is wealth redistribution. It seems to me that people living in countries that that are self sufficient in food production have a higher standard of living than people living in countries that are dependent on wealthy countries for their food supply. I believe that many of these countries could become self sufficient in food production and less dependent if C02 concentrations were increased to at least 1200 pm from the current 400 ppm. The Notley government here in Alberta is implementing policies that are backwards. The concept of trying to decrease C02 emissions with a carbon tax and shutting down coal fired electricity generating plants makes no sense at all. The percentage of C02 emission that Alberta is responsible for on a world basis is so minuscule that whatever is done it couldn’t make a difference anyway. Patrick Moore is a scientist who used to be with Green Peace and left them when he discovered that they were basing their protests on ideology instead of science. He has stated that without C02 above 150 parts per million, all plants would die. He says at 400 parts per million, all our crops, forests, and natural ecosystems are still on a starvation diet for carbon dioxide. The optimum level of carbon dioxide for plant growth, given enough water and nutrients, is about 1500 parts per million, nearly four times higher than today. I fear that the world is going to be in big trouble before very long if our conservative political parties don’t screw up the courage to expose the fraud and misinformation that is being perpetrated on us by the environmental left. This idea of Carbon Caused Global Warming is nothing more than well financed ideology, not science!

Update on the Bovine Tuberculosis (TB)

Canadian Food Inspection Agency update notes there remains six confirmed cases of bovine TB. This number includes the cow that was confirmed to have the disease when it was slaughtered in the United States. All confirmed cases are still from one infected herd located on 18 premises. The total number of premises currently under quarantine and movement controls is approximately 45. Movement controls have been removed from animals at six low risk premises where appropriate testing has been completed. Most of the premises that remain under quarantine are located in Alberta, with no more than five in Saskatchewan. While the number of quarantines has decreased slightly at this point, as the investigation continues, we will identify additional premises that will need to be subject to quarantine and movement controls. The total number of animals quarantined by this investigation remains at approximately 26,000, including infected premises. All farms currently under quarantine are scheduled for on-farm testing. Based on the current pace of testing, all on-farm testing for test-eligible animals currently under quarantine is expected to be completed by early January. The last round of reactor animals that were humanely slaughtered showed no lesions or other clinical signs of the disease. This is encouraging but is not confirmation that the animal does not have bovine TB. Confirmation that an animal does not have TB can only be

Interim budget approved with zero increase in wages The interim 2017 budget based on 2016 values with the exception of community organization funding requests and contract services amounts already confirmed to 2017, was approved unanimously by council at their regular meeting on Tues. Dec. 13 with revenues at $3,524,616 and expenditures of $3,523,558 with no increase in wages and benefits. The budget shows no requisition for Assisted Living as that is now taken over by Alberta Health Services, a savings of $7000; an addition for fireworks for the Homecoming scheduled for July 1 weekend that will be offset somewhat by a Canada Day Grant; and no monies were put into the

budget for any demolition projects for 2017. Other increases budgeted for was for weed control, Curling Rink roof repairs and picnic tables and fire pits for the campground. Insurance for the electronic sign at $30,000 value is an additional $25 per year. The bylaw for the appointment of mayor for Coronation which will require council to elect the mayor from amongst themselves at every annual organization meeting passed third and final reading. Prior to the passing of this bill, the mayor was elected by councillors following the election and remained in office until the next election. Turn to Closures, Pg 9

Ian Morrison Yeats February 1, 1930 – December 18, 2016 (Age 86) Ian is survived by his children Keith (Cheryl) and Kathy (Keely Brown); grandchildren, Kallie, Spencer, Kaia and Jake; and sister-in-law Dorothy Yeats. Ian’s wife, Dorothy, of 58 years recently passed away on Dec. 8. 2016 Budget update

The secretary-treasurer provided the fall update to the 2016-2017 budget which is required to be submitted to Alberta Education. An operating deficit of $271,439 is projected as compared to the spring budget deficit of $407,741. The change results from the anticipated receipt of pre-regionalization insurance overpayments and reduced teacher average salaries due to newer teachers being hired.

May the holiday season bring close friends and family.

Busy life raising family and ranching John Bryce Mailer Nov. 5, 1925 - Dec. 8, 2016 Bryce was born Nov. 5, 1925 at home in Cadogan, Ab. He was one of nine children born to James and Dorothy Mailer. Bryce had a happy childhood even though times were hard. He attended Black Hills School. On June 2, 1950 he married Verna Theaker and they made their home on a ranch south of Gadsby, Ab. They had eight children; Bev, Robyn, Rod, Byron, Karen, Lewis, Maureen and John. Mailer They had a busy life raising their children and were fortunate to spend 66 years together. Bryce passed away peacefully on Dec. 8, 2016 at Heritage House Long Term Care at 91 years of age. Bryce leaves to mourn his wife Verna, children; Bev (Sherry), Robyn (Barry), (Cathy), Byron (Maureen), Lewis (Vicki), grandchildren and great grandchildren; sisters-in-law Victoria, Joan, Jean and brother-inlaw Jack and numerous nieces, nephews, friends and neighbours. Bryce was predeceased by children; Rod, Karen, Maureen, and John; daughter-in-law Joyce, grandchildren Terra and Kristin, brothers and sisters and in-law. Funeral services were held at the Stettler Community Hall on Wed., Dec. 14, 2016 at 1 p.m. with Rev. Jack

Schulze officiating. Pianist Evelyn Strandquist and leader of song Evelyn Shursen offered their gifts of music. Granddaughters Marsha, Elysa, Jessica and Carmen gave loving tributes of their memories; several friends and neighbours came forward and presented their own memories of Bryce. Interment was held at Omega Cemetery in Gadsby with pallbearers being his

loving grandchildren: Charla, Luke, Matt, Kyle, Grant and Ryan. Family and friends gathered for a time of fellowship and a luncheon by Teresa’s Catering. Proud of her family Madge, Carolyn, (nee Edler) of Hanna, Ab. slipped peacefully into the arms of Jesus at the age of 86 with her husband by her side. She is survived by her loving husband of 62 years, Douglas W. Madge, of Hanna. She leaves her children Verna (Fred Graham), Thelma (Lorne Ten Hove), Sheila (Tim Martin), Steven Madge (Helen Davidson), Doneta Madge (Tim Platten), and Wilfred Madge. She also leaves her grandchildren Bradley Graham (Glenda), Heather Graham, Madge Cayla Martin, Shawn Martin (Britany – and soon to be great-grandson), Brianna Madge, Tyler Madge, Benjamin Platten, and Sophia Platten, as well as siblings David Edler, Mabel Edler, John Edler (Margaret), and Tom Edler (Beverly), and cousins, nephews and nieces. Carolyn was predeceased by her parents, a sister and brother-in-law, and a nephew. She was immensely proud of her family.Carolyn was devoted to the Lord and showed it by her cheerfulness despite life’s difficulties, demonstrating that she drew her strength from a deeper source. Carolyn was a woman of many talents. She sewed her children’s outfits, crocheted items and later produced numerous beautiful quilts. She was also musical: besides playing hymns or classical pieces on the piano and organ, she sang duets with her husband on occasion. She lived a full life and worked hard for her family and friends, showing her

love by sharing her delicious jams, jellies and baked goods. She also had a green thumb, growing a variety of indoor flowers and plants as well as tending to her thriving garden. Last, but not least, she loved reading books and served for many years as librarian of the Rosebud Church and in the Marigold Library System in Rockyford, Ab. Carolyn received her degree in nursing, but after four months she traded her nursing career dream for that of being a full-time mother and wife, which she never regretted. However, her nursing skills were never wasted, as her children can testify. Later, as the children were leaving home, she worked as a teacher’s aide in several Hutterite colonies in the area. The family would like to thank the doctors and staff of the Foothills Hospital in Calgary and Hanna Health Services for their care and support, especially over the past year. A celebration of Carolyn’s life was held Mon. Dec. 19, at the Rosebud Community Church, Rosebud, Ab. Interment took place at the Rosebud Cemetery.
