Daysland council learns of water computer troubles Director of Operations and Infrastructure, Cody Mayne, reported to the Daysland Council meeting Dec. 17, that as the result of a water leak, one of the isolation valves needed to be replaced. He then flushed hydrants which started to leak after the flushing. Upon investigation he saw that one was very corroded and bolts were missing from it. He brought in the corroded pieces for council to view. The hydrant was built in 2010 but the whole hydrate needed to be replaced. Mayne said that it was distribution pressure that held it together. “We were very lucky,” said Mayor Gail Watt. Mayne reported that new regulations are that hydrants have to be de-chlorinated and that they

are looking at purchasing the equipment needed for that. Mayne spoke of the computer system used for the water treatment, and the difficulties and cost they have had with it. With $1.2 million already put into it, Mayne said that they won’t put any more time or money into it.

Snow Removal

Snow removal from sidewalks is an ongoing problem. If they are not cleared in 48 hours then residents will be charged. Council will put together a list of volunteers for elderly people who have reduced income and need assistance to shovel.

Transfer Stations

met with CEOs to discuss the number of transfer stations. Since they feel there are too many, they will be closing some thus saving money. The ones that are left open will be cleaned up and improved. While they aren’t sure if they will close stations this year or next, Council was in agreement to study the proposed closures. Coun. Butch Robertson said “They want to be fair to the towns [that are near to landfills, closing] to give them time to study the closures. “I feel we need to look at the cost for garbage and recycling collection,” said Coun. Edward Kuslick. A motion was made to study the situation along with other communities.

Big Valley council had a busy meeting tidying up a number of budgetary and bylaw items before year-end at the Dec. 17 council meeting. Council approved the 2015 operating budget for $653,267. The flat rate for water will increase to $15 from $12 and the per cubic metre rate will increase $.10 to $2.31 from $2.21. The minimum tax levy for properties is now $500 up from $400 for the village after council approved the increase. The updated animal control bylaw received third reading and was passed. The public is welcome to drop in to the village office to give their input on the next phases of Big Valley’s walking trail system. A laminated aerial map is available for residents to mark their favourite walking paths. Village council is looking at the economic impacts of converting two blocks of Main Street streetlights to gas from electric. According to CAO Michelle White, the cost to operate gas lighting would be far less than electric. Mayor Gail Knudson inquired if there might be a grant available to offset the cost of installing the lamp standards and lights. White stated there was likely a good chance to secure funding from grants because of the novelty of the project. Council members agreed the lighting would provide another unique tourism aspect to Big Valley and agreed the village should continue to investigate the feasibility of the lighting.

Singing with Wilf Carter, high moment in Buelow’s life March 1918 - Sept. 2014 Walter Howard Buelow was born March 25, 1918 in Mirror, AB, to Edward and Hilda Buelow. A little brother to two year old sister, May, Walter had some health complications as an infant, spending his first few months in an Edmonton hospital. With a farm to run, a two year old daughter and Walter in hospital, his parents contracted the Swine Flu. Ed recovered, but Walter was eight months old when his 25 year old mother passed away. Ed remarried later and Walter became a big brother to Victor, Bill and Edna. Walter attended George School, which was three miles away and recalled seeing the prairie chickens dancing on a ridge on the way. He told how, in the school barn, the boys would tie two horses together that didn’t get along. When the squealing started the boys would have to leave class to straighten out the horse fight! Walter grew up farming and

helped with all the jobs that farming requires. He learned them all and loved farming, especially with horses, which were a big part of his life. He spent many hours behind five horses on a plow and it was here that he learned to yodel and sing. He also taught himself to play the guitar and enjoyed using these talents throughout his life to Buelow entertain people. In Bashaw, many years later, he was able to perform on stage with his idol, Wilf Carter. This was a high moment in his life. Walter bought the northwest quarter of the section he was born on, and lived and farmed there all of his life. On November 21, 1940, Walter married Mary Stenerson from Bashaw. They were married almost 74 years and had four sons, Wilf, Ted, Cliff and Wayne. They made their way through many

tough times as well, including the death of an infant son, Philip, and Mary getting Polio. They both told repeatedly, that if it wasn’t for their faith in the Lord, they wouldn’t have made it through. Their faith was very important to both of them. Walter was known far and wide for his yodelling, singing and clean jokes. He had a love for people and had friends in the USA, Germany and Switzerland, as well as his community, province and country. He was also well known for his horses. He raised Grulla Quarter Horses and his bloodlines are still prominent in Western Canada today. He was one of the last in his area to give up farming with horses, and was still threshing with horses in the ‘70s. Twenty years later, he started breeding Norwegian Fjords and once more used teams on the farm

with his grandsons. He was 87 when he used his old Massey Harris plow once again. Using the teams brought back many memories that he was able to share about farming, his family and the horses they used. Walter passed away September 23, 2014 in Lacombe, AB at the age of 96. He was laid to rest on September 29, 2014 in the Mirror Cemetery. He will be greatly missed by his family and many friends. Walter is survived by his wife, Mary; sons Wilfred (Marlene), Ted (Linda), Clifford (Becky), and Wayne (Holly); grandchil-

Council learns of BFI landfill planning and development Beth Causley

Review Reporter Development and Community Services is expecting another application for the next cell development at the Coronation Landfill at the Dec. 16 Paintearth County council meeting.. The regulations were discussed at length on the previous application and were supported by the Subdivision and Development Appeal Board (SDAB). The hearing is slated for 10 a.m. on Tuesday, Jan. 13, 2015 in council chambers. Development and Community Services is expecting to make changes or amendments prior to final readings on the following Tuesday (Jan. 20) council meeting and subsequent Municipal Planning Commission (MPC) meeting to adjudicate the application. Each new cell should be defined as a new development and require a new development permit application.

New doctor accommodations

There are vacancies at the Paintearth lodge in Castor. It was suggested to use one of the rooms for locum doctor accommodation. CAO Tarolyn Peach said” We need to

utilize those rooms.” She went onto explain that the county pays one third of locum housing costs and since they pay for the room at the lodge. “One of the concerns,” said Coun. Walter Weber, “was that if the residents ever found out that there was a doctor there [living on site] that his door would be knocked on all the time [seeking medical advice].” Council decided that if that was the case then they would have to look at alternate accommodations and ultimately, it would be up to the doctor. Peach ended with “Whatever works for the locum, the retention committee and the lodge.”

Track Vehicles

Apache Canada have requested permission to utilize their track vehicles on country roads. The track vehicles have been used in places where there is a lot of snow. They do not go over 30/35 kilometres per hour, don’t go on the highway and they are licensed, with a licenced driver. Council agreed to write a letter granting them permission.

Coronation Community Silver Club

The Coronation Community Silver Club is seeking $5000 funding for their 2015

fiscal year. Formed about a year and a half ago they have nearly doubled their membership and continue to work to engage seniors in the community to become involved in community, social events, volunteering and their own health. The group has been a leading force in the Community Cooking for Seniors, Alzheimer Support group and are currently working on a grief and loss support group. They have received their Society status and will be seeking ways to sustain themselves. They are not qualified to attend casinos for at least 17 months and are applying for other grants and planning events to raise funds. “In the community I’ve heard they do good work,” said Peach. Everyone agreed, with much talk of the positive work they do, in particular with the Alzheimer’s’ group which attracts people not just from Coronation, but from the surrounding areas as well. Coun. Doreen Blumhagen asked “Have we ever given to any other seniors groups,” with the answer being no, that no one else had ever approached the council for funds. Blumhagen said “My only concern is if we give to Coronation then we will have to give to Castor and Halkirk.”

OBITUARY

Self-taught drum player, also played saxophone Arthur William Skaley 1937 - 2014 On Dec. 16, 2014, Art Skaley passed away peacefully surrounded by his loving family. Art was born in Gadsby, Alberta on March 6, 1937 to Otto and Margaret Skaley. Art was the youngest son in a family of three other brothers and three sisters. He lived and worked on the family farm until he was 16 years old. He ventured on to Monitor, Alberta where he was employed at Skaley Peterson Electric. It was here he met the love of his life Sharon Mitchell who soon became his wife of 59 years. Art and Sharon were married on December 5, 1955. The couple moved to Stettler where Art found employment at the Travel Inn for a short time before gaining employment with the Town of Stettler where he worked for nine years. With the experience Art had gained, he was ready to start a business of his own and in 1965, Skaley Construction was formed. It all began as a business with two pump trucks and grew to include truck mounted backhoes, dump trucks, trackhoes and bobcats all gathered over the years. His business expanded over the 43 years it existed and served the community of Stettler and the surrounding area. Art and Sharon started their family life together in the town of Stettler. Their daughter Bev arrived on February 18, 1960 and their son Lenard was born June 8, 1961. In 1975, they moved to an acreage just east of town. In 1990 the family moved to a quarter section south of town. Here Art continued with his construction business but had an opportunity to engage in new adventures like raising Ostriches and composting. Art also started working with Angus cattle with his son and got involved with showing pure bread Angus cattle. In 1985 at the Fifth World Angus Forum, Art was awarded Grand Champion Female! An achievement he was very proud of. Art very much enjoyed music and was a self-taught drum player and also played the saxophone. He enjoyed many weekends and evenings playing in several bands in the area. Art’s greatest joy however was his five grandchildren. He was so very proud of them all and loved to share stories with everyone about their many accomplishments. Art was predeceased by his parents

Otto and Margaret Skaley, sisters Grace, Marie (Lenin) and brothers Harold and Edgar. He is survived by his loving wife Sharon, daughter Bev (Wade) Konschuh and Lenard (Carolyn) Skaley; grandchildren Parker (Taylor), Rebecca (Jordan), Jessica, Jeffrey and Caylen. He is also survived by brother John Skaley, sister Shirley Somer and sister-in-law

Darlene Skaley as well as many nieces, nephews, other relatives and so many very dear friends. A gathering to celebrate Art’s life will be held at the Brennen Funeral Home reception area on January 10, 2015 from 2 p.m. to 4 p.m. As an expression of sympathy and in loving memory of Art, memorial contributions may be made to the Stettler Health Services Foundation – Heritage House or the Stettler Renal Dialysis in care of Brennen Funeral Home and Cremation Services P.O. Sharon White, the Executive Director of Family and Community Support Services Association of Alberta (FCSSAA) wrote an email to council requesting that they write to their MLA with a list and a brief description of the programs and services the local FCSS provides. Conservatives without conscience Brenda Schimke

ECA Review Journalist Headlines from November 26, 2014—Danielle Smith says Kerry Towle (after defecting to the PCs) is no longer a friend. In the article penned by Dean Bennett of the Canadian Press, Danielle Smith made a number of bold pronouncements. “There will be no more floorcrossings”, said Smith, confident that the hemorrhaging had stopped. “After a couple of days’ reflection with my caucus, we are, as you can see, back at it, doing our job holding the government to account,” said Smith. “We’ve been an incredibly effective Opposition,” said Smith, “I’m on my fourth premier.” “And we believe that there’s still a lot of work to do to hold them to account.” Smith said it might not be as easy as Towle thinks. “I think it’s a shame that one of the most outspoken advocates for our most vulnerable has now been silenced by sitting on the backbenches in the PC caucus”. “That’s what happens in the PC caucus. It’s whipped votes and people don’t have the ability to stand up and represent the constituents the way we do. “We were friends (Towle), and I say that in the past tense.” Speaking about Towle’s defection, NDP finance critic, Brian Mason said, “It was the greatest act of personal betrayal that I have seen in my 25 years of elected office.” Little did Mason or Wildrose members or Albertans know that exactly 20 days later Smith herself would perpetrate the greatest personal betrayal in the history of Canadian politics. Smith’s own words have condemned her actions, her character and her integrity. She’s made Allison Redford look good by comparison! Smith betrayed 22,000 Wildrose members. She betrayed Wildrose Party staffers who because of her selfish, self-centered actions cost 11 people their jobs just before Christmas. Within the legislature, a fundraiser has been set up to help soften the blow for these individuals during the Christmas season. New Democrat Brian Mason had contributed $500, but to date none of the floor-crossers

have opened their wallets. Smith and her team of betrayers see government cars, big expense accounts and pay raises dancing in their head while 11 staffers go home with scraps. Smith betrayed all Albertans who had, for only the second time in the history of this province, benefited from an effective, strong opposition. But her worst infraction was her betrayal to democracy. Smith had provided vision and leadership to draw in a huge number of young people into the Wildrose fold, something that is critical for democracy to remain strong in Canada. Seniors and baby boomers vote and have usually been engaged in politics. Young people have not. The bad taste these young people must have in their mouths now could forever turn them off responsible citizenship, including voting. But Smith didn’t do this alone. It was a conspiracy of mammoth proportions. Preston Manning has confirmed as much by his words calling it a “positive development” and “giving his wholehearted approval”. In fact, it had recently come to light that Smith accepted a free plane ticket from Manning’s organization, Central for Building Democracy, to attend his convention earlier in the year. A name change would seem appropriate – Manning’s Centre for De-Constructing Democracy. And there seems to be a lot of validity to the rumour that Prime Minister Harper and his team also had their hands in the pot. Prentice was their former and well-liked colleague and the power brokers of the federal Conservative party no longer wanted to be attached to the Wildrose rump party. Then, there’s Jim Prenctice himself who has not passed any smell test in this affront to democracy. All the spin that Smith and Prentice have put around this treasonous act is unconvincing. Albertans aren’t stupid, nor are their memories short. It reminds me of the story of the Puritan who said to a Quaker, “If all men were as you are, I would be a pacifist”, to which the Quaker replied, “Then the difference between you and me is that you want to be the last good man in the world and I want to be the first!”

Betrayal by Wildrose MLA’s Betrayed! That’s how the editorial in the December Edmonton Sun started. To me that does not begin to describe the disrespect, lack of appreciation and hurt that those defecting MLA’s have caused Wildrose members and supporters. Hundreds and thousands of members, volunteers and supporters spent thousands of hours and travelled hundreds of kilometres to get them elected to promote Wildrose policy and get a much needed change of govSchwenk ernment in this province. It is no wonder that the public become cynical about politicians when they will abandon the principles on which they were elected for their own personal gain. Danielle Smith, the leader and the other MLA’s that have defected to the PC Party have done a real dis-service to the province of Alberta. They have decided that the grass is greener on the other side of the fence and the fact that hundreds of people like myself that have spent

years to develop Wildrose into a credible party that could challenge the old PC Party for a much-needed change in government does not now seem to matter to them. These MLA’s seem to have become mesmerized with the PC’s new messiah and are convinced that was all that was needed to change the culture of this old party. Jim Prentice has indicated that he would implement Wildrose-like policy. Yes, he has implemented some low hanging fruit like selling the government planes and putting a stop to the license plate change at least for now. At the end of the Stelmach era, the government legislated a number of heavy-handed land use bills that put unreasonable power into the hands of the provincial cabinet. This legislation removes your property rights without you having recourse to the courts. That was an issue that Wildrose was addressing. Wildrose announces new interim leader and critic roster The Wildrose Opposition announced Mon. Dec. 22 that Calgary-Fish Creek MLA Heather Forsyth as new interim leader and released an updated critic roster. The announcement has been fully endorsed by all MLAs of the Wildrose Caucus after being passed by members of the party’s executive committee. “I am deeply humbled to receive this endorsement from my colleagues. Albertans can be assured our team is united in purpose and solidified in our commitment to serve,” Forsyth said. “We want to send a clear message to Albertans right across the province: we are here to fight for Alberta, we are here to earn your trust, and never before has Alberta been more in need of the values and principles the Wildrose stands for.” Forsyth said she will spend her time as interim leader building up support from Albertans from every corner of the province. “We’re here to hold the PC government

accountable, we’re here to fight and we’re here to win,” Forsyth said. “I am ready to roll up my sleeves with our incredible Wildrose team and continue our work of getting real and tangible results for all Albertans.”

Forsyth will continue in her previous role as Health and Seniors Critic. Wildrose Cypress-Medicine Hat MLA Drew Barnes will serve as the new Caucus Whip, while picking up the new roles as Finance, Human Services, Education and Innovation and Advanced Education Critic. “Albertans want an unwavering, fiscally conservative voice in the Legislature. This means establishing needs before wants, targeting wasteful spending, and achieving more effective and efficient government,” Barnes said. “There is much work to be done to protect our most vulnerable, get back to

It seems these issues and many more are no longer important principles for these selfserving MLA’s. Danielle Smith and the rest of the MLA’s that abandoned the Wildrose are traitors to the cause to which they were elected. Any way you look at this it is a despicable act of treason. These people have no idea of the hurt and disappointment they have inflicted on those of us who had put our trust in them to promote the principles and polices of the Wildrose Party to hold the government accountable. We need to congratulate the MLA’s who stuck to their principles and refused to follow the others. To me, Jim Prentice has shown a lack of integrity and principle by deliberately enticing the opposition members to join his caucus. What is he afraid of? What ulterior motive does he have to make sure that he cannot be held accountable by a strong opposition party? With the huge majority that he already had in his caucus he did not need more support to pass any legislation that he wanted. I would suggest that there is one thing he probably could not do with a strong opposition. With the price of oil tanking he will have a major financial problem to deal with next spring. He will be desperate for more revenue. I am convinced that he thinks a sales tax and getting rid of the flat income tax would really help solve that problem. The Wildrose party is strongly opposed to

both of these tax increases. By decimating the Wildrose opposition he thinks he may just be successful in getting these tax increases or some other unpopular legislation passed. I would suggest that he is not a true conservative. Conservatives believe in competition. In my opinion, he is a progressive Red Tory and competition is not in their DNA. There are thousands of very upset Wildrose supporters in Alberta right now and these are grassroots Albertans. There is an old cliché that “no one has the wrath of a woman scorned.” Believe me, the grassroots voters feel scorned. These traitors may just regret the betrayal of these people. As we age, family members disperse and develop new interests. For seniors, friends become fewer and farther between, while loneliness and isolation grow over the years. This is difficult to cope with at any time of year, but it is particularly so during the festive season. Whether they are our parents or grandparents, it’s important to visit seniors or invite them to take part in our

celebrations so they are not alone over the holidays. If you don’t have any elderly relatives, you could volunteer a few hours of your time and visit some seniors who otherwise wouldn’t receive any visitors. A couple of hours could make a huge difference to them and give them a lot of joy and comfort. We get so caught up in our busy lives that we often neglect the ones who cared for us and spoiled us throughout most of our lives. Now it’s our turn to make some time to pamper them. It is the most precious gift that we can offer them.

I took it to my sister’s house where we added walnuts and a heavy book to the package and wrapped it up. For the next two days I could honestly give a cheerful “nope” to every guess my husband made. I got my reward on Christmas morning. He was so surprised and excited that he put the jacket on immediately and wanted to run next door to show his friend. That year my husband had to admit that maybe the surprise factor was a good thing. I wish everyone many joyful surprises and a very Merry Christmas.

Agriculture in the County of Settler is mainly focused on grain farming and cattle ranching, but also includes a wide range of intensive operations of hogs, poultry, goats, sheep, feedlots, specialty livestock and horticulture. The County of Stettler No. 6 is seeking an organized and enthusiastic person to fulfill the position of Assistant Director of Agricultural Services.

Assistant Director of Agricultural Services

The Agricultural Services Board is responsible for pest and disease control and management, rentals and services including private land spraying, cattle weighing, nuisance pest management, water management, shelterbelt program and tree planting. Primary duties include vegetation control and maintenance through weed inspection. Typical Duties include but not limited to: • Perform duties of the Agricultural Fieldman as legislated by the Acts of Alberta and direction of the Agricultural Service Board • Carry out plans for vegetation control in conjunction with the Director of Agricultural Services • Operate equipment (spray truck, ATV etc.) • Supervision of staff and timely completion of projects • Efficient in documentation and record management • Inventory control and management • Perform related pest and disease control and management plans • Other duties as required Knowledge, Abilities and Skills: • Excellent organizational skills • Ability to understand and execute oral and written instructions • Ability to operate assigned equipment skillfully and be able to make regular inspections, adjustments and minor repairs to assigned equipment, as required • Thorough knowledge of the equipment used • Thorough knowledge of the safe operation and occupational hazards applicable to the work • Physical strength and agility sufficient to perform required duties • Computer skills capable of creating and managing documents sufficient for the programs of responsibility • Excellent communication skills • Strong computer skills • Ability to multi-task • Willingness to work in a team environment • Self-motivated and able to work with little or no supervision Minimum Training and Experience Requirements: The ideal candidate will have completed an Agriculture Diploma or education in Environmental Sciences, or possess similar work experience. Extensive agricultural experience and proven ability in the operation of equipment assigned to the position will be an asset. The applicant will have or be capable of obtaining a pesticides applicators license and be in possession of a valid Alberta Class 5 Motor Vehicle Operator’s License. ‘FCSS asking, that the funding be maintained’ Cont’d from Pg 3 Peach clarified that FCSS wants to ensure that the current level of funding remains the same or more and a letter of support be sent from the municipality to our MLA (and others if they so wish) Counc. George Glazier said “All FCSS is asking is that the funding be maintained or increased because they are scared that it will be decreased.” He went on to say “[funding] hasn’t been increased in 10 years or better” Each board will probably write their own letter but if it comes from their own municipality it will make a difference. Council agreed to send a letter.

Cemeteries

Tony Nichols from the Town of Castor, Herman Schwenk of Coronation, Robert Guse, Chairman of the Coronation Association, Doris Cordel, Administrator of Halkirk and Sandi Jackson, CEO of the Town of Castor all came to speak to council about their respective cemeteries. Each representative spoke of the low wages that were presently being paid to the people who take care of the cemeteries or that they were being taken care of by volunteers. They also spoke of the equipment that was needed for care taking, some saying that new equipment needed to be bought,

many saying that now was the time to buy it, when pricing is lower than it would be in the spring or summer. The amounts being sought all varied

When snowflakes start to fall, why not organize a celebration of the first snow with the kids, rather than cursing winter while you shovel? Remember the happiness you felt with the first snowfall of your childhood? Remember making a snowman and snow angels, and coming inside afterwards, with cheeks aglow, to have a hot chocolate with marshmallows bobbing around in the cup? What’s to stop you from experiencing those pleasures right now? Even though the era of 20-pound turkeys and dozens of cookies has pretty much disappeared along with large families, there’s no need to miss out on the tasty treats of Christmas. Why not arrange some group shopping and cooking with a few friends; you can pool recipes and talents. After all, the spirit of Christmas is all about sharing.
