‘Castles for a Cause’ at Hughenden School

All grades collected food for the food bank over the weeks leading up to the holidays. The Leadership class hosted their ‘Castles for a Cause’ event that brought in a multitude of items for the community food bank. Each grade was partnered up with another and collectively constructed some type of modern landmark or piece of architecture. Winners of the event who earned the most points for bringing in items were the Grade 5/6 and Grade 11 classes. Dr. Andries Nieminn of Daysland brought forward the government push for turning the local clinic into a Family Care Clinic (FCC) at the Council meeting on December 19.

“What I am afraid of with FCC’s is that they make all kinds of promises, like there will be a doctor on call from eight a.m. to eight p.m.,” Nieminn said. “What they fail to mention is that after eight p.m. the Emergency Room is usually closed. EMS staff will simply transport to the nearest larger full-time center.”

Council increases grant to museum Brenda Schimke News Journalist Approval was given to increase the 2014 Museum grant by $2,000 to an annual total of $24,000 at the Stettler Town Council meeting on December 17, 2013. CAO Rob Stoutenberg spoke about the good work being done by the Museum group. The increased request reflects the absence of any further casino funding until the second quarter of 2015. The Museum is jointly funded by the Town of Stettler and County of Stettler.

$197,187 to support the library in 2014. The library is jointly funded by the Town and County of Stettler. Zazelenchuk also acknowledged the generous gifts from the Rotary Club ($20,000) and the Kinettes ($12,000). The Friends of the Library will hold two book sales this year rather than one. It will continue to seek grant funding for summer employees and special projects. The library will also seek out other fundraising opportunities and revenue streams such as special events and merchandise sales. The Stettler Public Library is a member of the Parkland Regional Library and will be soon offering Alberta-wide borrowing and the Zinio e-Magazine platform.

Stettler Public Library Budget and update Council on programs, services and partnerships. In 2012 there was record attendance at the library of over 68,000 visitors. Despite a move to significantly smaller premises in 2013, as of December 16 visits to the library totaled 60,385. As of November 30 the library had circulated 57,238 physical items (not counting electronic access), providing an estimated value of $1.26 million dollars to residents of Stettler and area. Many senior and younger children’s programs are proving to be popular, “which makes it a natural marriage of the senior centre, recreation centre and library in the same location,” said Mayor Dick Richards. Talbot Sharp Edges 4-H Club retrospective by Hayden Regnier The Talbot Sharp Edges 4-H re-organizational meeting was held in September. Chelsey Gerber hosted our first meeting at her house. It was a cooking meeting. We made taco soup, broccoli salad and cut fruit to dip in a chocolate fondue. It was delicious! November meeting we met at Talbot Hall to make aprons. In December we were invited to Miranda Peterson’s house for another cooking meeting. This time we made mini

pizzas, a dip for nachos, salad and apple cheesecake. We also had time to make a Christmas craft while our pizzas and cheesecake were baking. Again, it was all delicious! Instead of a gift exchange everyone brought items for the food bank. We have a great group of girls. Bodies identified in Castor house fire Katie Davis

News Reporter The remains of two family members found in the rubble of a recent Castor area house fire have been identified and their deaths labeled as ‘suspicious,’ noted an RCMP media release on December 23, 2013. According to the release the Calgary Medical Examiner’s Office concluded that deceased were identified as father Gordon Klaus (61) and daughter Monica Klaus (40) after examination of remains, with mother Sandra Klaus (62) still unaccounted for. Media contacts were not immediately available for comment when called on December 24. Firefighters were dispatched to the

scene of the fire early morning on December 8 to find the house already engulfed in flames. Due to excessive heat of the smouldering building they were not able to exhume investigate the scene for many days following the blaze. The farm was owned by Gordon and Sandra Klaus and daughter Monica was visiting from Stettler the evening before the fire. In an online Obituary page for Parkview Funeral Chapels, son Jason Klaus and the Klaus and Berry families thank everyone for their inquiries and support throughout the tragic event. “In this time of tragedy on behalf of Jason and family we ask for your patience and love. Funeral announcements will be made at a future time,” the page says.

Many Forestburg residents showed up to discuss Council’s plan to tax home businesses as commercial property. “I understand your fear of the new taxations, but it is nothing to worry about if they are not significant,” said Councilor Danya Oberg. “The extra taxes for you will amount to somewhere in the range of $3.15 to $230 depending on the size of your business when we do the split assessment,” said Moffat. Joanne Green, who owns a Bed and Breakfast as well as stained glass art studio with husband Bill spoke to the matter. “If Revenue Canada sees the word ‘commercial’ on any tax bills then we are charged with over $40,000 in capital gains when we sell our homes,” she said. “We will close our business if this is passed.

We cannot afford to pay up to $70,000 when we retire.” Moffat explained that the changes were not set in stone. “We are simply looking at ways to increase our business assessment so it appears Forestburg is growing economically,” she said. “We are almost double on our home assessment versus our business assessment, and this was one of the ways suggested to change that. It is by no means our only plan or set in stone.” Bill Green noted that alternatives to taxation could be explored. “Maybe rather than increase taxes on the businesses already here you should try to attract more business into the town,” he said. In the end, Mayor Miller made a motion. “We will table this [one] year, weigh the options, get more public feedback and come to a better final decision that everyone can agree with,” he said.

Complaints of vandalism to parked vehicles Several complaints of vandalism to parked vehicles from individuals in the towns of Trochu and Three Hills were received by Three Hills RCMP on December 18 and 19, 2013. RCMP members initiated an investigation and found that nine vehicles parked at residences were affected and were subject to windows smashed out, graffiti written on the vehicle or both. Further investigation led to the arrest of a 13 year old male suspect and a 20 year old male suspect, both from Three Hills. The suspects were charged with a total

of 18 counts of mischief under $5000 and seven counts of theft under $5000. The adult was released from custody and the youth remained in custody at time of media release. A search warrant was executed on a rural residence in the Consort district on December 23, 2013. Members of the Consort RCMP Detachment arrested one male occupant without incident. The male was subsequently charged with several firearms offences and was released.

She’s my 2013 hero Brenda Schimke

ECA Review Journalist This is a story about Jonathan, who grew up in the remote community of Fort McPherson, N.W.T. He suffered the murder of one of his sisters, fell into a drug addiction, recovered and found the love of boxing. It’s a story about Nicole, a young lady who did a very stupid thing and in a second caused a tragic, life-altering event for herself and many others. It’s about Jonathan’s sister, Jayda Andre and his mother, May Andre who both showed the ultimate of human decency in the mist of anguish and pain. The events started in June 2011 when a careless driver struck and killed Jonathan Andre in Edmonton. Witnesses said the driver was road racing but with too many conflicting eye witness reports it was impossible for the charge of street racing as cause of death to stick. Instead, in an Edmonton courtroom in November of 2013, the driver, 26-year old Nicole Reid, was convicted of careless driving. She was given a $2,000 fine and a threemonth driving suspension, the maximum penalty under the Traffic Safety Act. Reid, in tears, looked directly at reid was refreshing the Andre family before she was senin a world that refuses tenced and said “I just wanted to to take personal express how deeply responsibility. sorry I am for your loss. I know that nothing I can say will bring him back.” We all do dumb things. Killing an innocent person when we are behind the wheel because of negligence, stupidity or a moment of inattention could happen to any one of us. Reid was refreshing in a world that refuses to take personal responsibility. She accepted the blame and showed her feelings of regret and pain towards the grieving family. Then the miracle happened. In the courtroom that day Jayda and her mother, May cried and hugged Reid. They both forgave her because that was what Jonathan would have wanted. So often we see the victim’s family come out of the courtroom spouting venom and anger: “I will never forgive them!” “They didn’t get enough for the crime!” “My family member is dead, they still have life.” Anger is natural but without forgiveness it’s not only the victim that has lost his life, it’s the victim’s family as well. Vengeance, although it may feel good in the short-term, always defeats future happiness. Jonathan had defeated loss and addiction to achieve recovery and success in the boxing ring as a two-time Alberta amateur junior middleweight champion. Jayda Andre made the 3,000-kilometre trip from Fort McPherson to Edmonton, not to glare at the accused and speak harsh words, but to do the hardest human act of all - forgive. By doing that she not only honoured her brother’s life but she brought healing to those who are still among the living: herself, her mother, Nicole and many other family members and friends from both families. Jayda represents the true meaning of Christmas giving: understanding, acceptance and forgiveness. She’s my 2013 hero.

ECA Review Journalist The year 2013 has come and gone, heralding in a collection of 365 days anew at the stroke of midnight as 2014 takes the helm. Along with the frustrations of changing dates on signed documents for months to come - all of which seem to be suffering from 2013 nostalgia - a new year boasts to be a time of renewal, of new choices and personal growth yet untapped. Many will undertake the process of crafting new Davis years resolutions to better their lot in life in 2014. Whether formal or informal, dreams take shape at the posting of a new ‘motivational outdoor scenes’ calendar, wherein it seems that inspired new career or that hot new physique are almost divine providence. And yet, much like the inevitability of time’s passage, many resolutions will eventually begin to erode and consequently perish as 2013’s unhinged laughter echoes from the catacombs of the past. Research has demonstrated that six months after many resolutions are proclaimed, half of those eager individuals have already given up on their goals. But why do we falter with our ambitious, magnanimous self-promises?

Perhaps a better phrase might be New Year’s Practice or New Year’s Routine. It may not have the same purposeful resonance as it’s time-honoured counterpart, but stands true to an approach to resolutions that is sustainable. It is only with positive habitual action that change takes place. Even the expression New Year’s Reflection could further fine-tune the process. With every change of behaviour an old way of being must be altered, if not destroyed outright. The only way to harness change is to find out what negative emotions or bad habits are binding one to an old way of being - one that is outdated and in need of changing. Goal setting for the New Year is no different than goal setting at any other juncture, except that the meaning behind the goal is reinforced by a symbolic cleaning of the slate of time. To purposefully set, and succeed at, a New Year’s resolution, it needs to be looked at not with the rose-coloured glasses of fireworks, song and joyful camaraderie but with realistic understanding of the process of change. Resolutions should be set with the foundations and planning of success so that in years to come, new goals can be set and carried out with more fluency. After all, it’s not New Year’s Recurrence!

The word ‘resolution’ in it’s current meaning, however, is usually applied to a change in law, organization or group, as in “be it resolved that…”. This current definition implies a hardness, a static purpose, a written idea. Writing down and cementing ideas on paper keeps them top of mind at a glance, but this idea of a resolution - written down, as in law - only works insofar as it is complimented by rote practice, habit and conscious effort that transcends a date and time, just as resolutions in law only work when those to whom it applies carry out it’s

mandate. Similarly, resolutions gathered on the excitement of symbolically leaving the past behind must be complimented with maintenance long after that excitement has moved on.

One need only look to the etymology - or origin - of the word ‘resolution’ to gather hints on this

question. The root word is Latin: resolvere, meaning ‘to loosen or release’. First known use is said to have occurred in the late 14th century from Old French ‘resolution’, meaning a breaking into parts. What these roots of the word might imply, when taken in the context of new goals and aspirations, is that the success of one’s resolution lies not in the control of one’s destiny, but in the loosening of one’s control and the segmenting of ideas into attainable parcels. Rather than have a nebulous, foggy aim with no real plan of attack, it strikes that this version of goal-setting involves understanding the process of self realization from baby steps to eventually ‘becoming’ the person you aspired to become without having to think about it.

Elnora Library reminds us they can help with technical questions by Wanda Strandquist, Library Manager The Elnora Library would like to extend a new-year reminder that we have two young people hired specifically to help anyone with any technical question. Even the seemingly easy questions can cause headaches until you ask for help. The past month Kaylee and Kelly helped 27 people who worked in farming enterprises. They conducted 11 computer sessions and advised 14 people.

New readers and programs

The Elnora Public Library is a new partner with Canadian National Institute for the Blind (CNIB). We have a CNIB Daisy-type reader which we own and can loan out to anyone who is print disabled. This does not necessarily mean blind. Perhaps arthritis makes it painful to hold a book, maybe you learn better aurally or you may be dealing with dyslexia. It is for anything that makes an audio book or audio magazine easier for you. Elnora Public Library has a program that rewards reading. For every half hour of reading the reader gets to choose a treat. In the last month there were 88 sessions of half-hour reading. As far as treats go, pop is cheap, chocolate bars can be bought on sale and potato chips or Cheezies are well received. We have started loading books onto people’s ereaders for the holidays. This is a public service as you do not need to be a library patron. Please feel free to open the door and request assistance. Computers, laptops, tablets, any brand of cell phone and how to find the programs you want to use on them.

Gaming console

The Xbox One gaming console will be coming to the Elnora Library in May of 2014. The Parkland Regional Library is excited to offer the console to be shared among member libraries. The system will be available for libraries to book to have at their location for a period of time. This is a great opportunity for patrons and libraries to organize gaming tournaments or even a gaming charity fundraiser. In 2013, the Stollery Children’s Hospital Foundation held their own gaming fundraiser with Extra Life Edmonton, which was extremely successful, raising over $40,000. Libraries can play a big part in these events by providing space, equipment, as well as a strong community network of supporters.

Pottruff notes that preventative measures have to be taken as a collective to prevent tragic stories from occurring, including a focus on spaying and neutering feral animals. “What we really want people to understand is that if we could get the feral [cat] population fixed and released back to where they were found, they would keep other cat colonies from forming because they are territorial,” Pottruff says. “So you would have the same cat population, it wouldn’t get bigger.” She notes that the SPCA assists in this process when they can, although the cost of surgery is sizeable when coupled with costs of food, medications and maintenance of the animal’s quality of life at the shelter. “A big [cost] for us is covering the vet bills,” Potruff says. “for ferals we just absorb the cost of spaying or neutering.” She says some pet owners will drop off their dog

or cat claiming it’s been found as a stray to avoid paying a surrendering fee, yet this severely hampers the SPCA’s ability to have enough funds to care for all the creatures in their possession. “Also, when an animal is surrendered it can be put out for adoption almost immediately,” Potruff adds. “If it comes in and is not surrendered [but is dropped off as a feral], you have to wait at least 10 days to ensure that it’s okay to be adopted out.” Potruff says in future she would like to see the shelter move into a new building with more available space so that animal housing options are increased and dogs and cats can be separated into dual free-roaming areas. She would also like to see more animal education occur on a regular basis to open a dialogue about pet care. The shelter hosts events to generate funds, including the wildly successful Cabaret held in the fall, and sells calendars. Pottruff notes that her aspirations with the shelter are ultimately to give animals a better chance of being adopted into a loving home. “Some say it’s a privilege to own an animal, not a right,” she says. “I don’t believe that. Animals make people’s lives so much better.”

Ottawa needs to follow Alberta’s example by Gregory Thomas, Federal Director of the Canadian Taxpayers Association Alberta just became the seventh provincial government in Canada to let taxpayers know how much they are paying senior government employees. Alberta’s new sunshine policy is the most sweeping and comprehensive in the country. For any employee earning over $100,000, salaries, benefits, bonuses, employer-paid pension contributions, deferred compensation and even severance will all be public information. In making thousands of her senior officials accountable to taxpayers for the money they earn, Premier Alison Redford has demonstrated courage. She deserves praise for this progressive reform. Alberta’s policy reforms stand in marked contrast to Ottawa’s approach to pay accountability. I n a city racked by scandal over expense fraud, where the wanton greed of some senators has done incalculable damage to the reputations of all politicians, providing taxpayers with salary disclosure should be a no-brainer for the government. Instead, insiders from the Office of the Prime Minister (PMO) arranged in June for a Commons committee to gut the salary disclosure provisions of Bill C-461, the private member’s bill brought forward

by Alberta MP Brent Rathgeber and passed in its original form by a majority of the full House of Commons. The political operators in the PMO, who are not themselves subject to any salary or severance disclosure, arranged for the committee to raise the disclosure threshold to $441,661, exempting all but a handful of government officials from any public scrutiny whatsoever. For a government that has raised payroll spending from $28 billion to $44 billion in just seven years, its determination to cover up salaries, six-figure bonuses that can add up to 40 per cent of total pay, benefits, pension entitlements and severance packages, simply doesn’t pass the smell test. It’s hardly surprising four of the seven Conservative MPs frog-marched into the committee to vote against salary disclosure were not even members of the committee, but acting members. Or that all but one western Conservative were absent that day, leaving six Ontarians, mostly newcomers to caucus, to carry out the dirty work. Or that many weren’t present to hear the testimony of the Canadian Taxpayers Federation or the National Citizens Coalition, where Stephen Harper once campaigned for accountability as its president. Defenders of the Harper government cite a non-existent right to privacy for

government executives as justification for salary secrecy. They make specious arguments about jealousy around the water cooler in government offices. The logic, for want of a better term, that they apply is that once government employees know what their co-workers are making, their salary demands will escalate, and taxpayers will lose. They cite a single 2010 study from the University of Toronto, whose principal author actually appears on Ontario’s Sunshine salary disclosure list, that has been cited nearly nowhere in academic journals since it was first published and whose mathematical underpinnings have been thoroughly debunked by researchers at Massachusetts Institute of Technology (MIT).
