Salary/wage grid

Council agreed in a 6 - 1 vote to hold the line with salary increases for next year’s budget. Keith Griffiths who was skyped into the meeting was the only one in favour of an increase. Information CAO Sandra Kulyk had provided to councillors showed Canada’s Consumer Price Index as 1.5 per cent while Alberta’s is .05 per cent . In the past salary increases were based on the Consumer Price Index. Three employees however will receive raises according to the salary grid. Costs for benefits have gone up for employees because the insurer has been changed due to extreme cost increases by their previous insurer. Turn to Chamber, Pg 5

Although the Coronation & District Chamber of Commerce has gone into hiatus due to lack of members to take on executive positions, the Christmas tree will still go up as it had already been donated but no other special Christmas promotions will take place in Coronation, reported Jodi Shipton at the November 14 town council meeting. Library

Council heard from members of the Town of Coronation Memorial Library. Two board members have resigned and Laurie Rock has volunteered for the one position. Council also re-appointed Donna Rondeau, Janine Stannard and Linda McLarty

who have served nine years and must be approved by a 2/3rds vote by council as per the Alberta Librairies Act. Other members on the board include chair, Val Cornell, Marilyn Polege, Jill Bossert, Diane Elliott, Liz Adams and Jackie Brigley. The library board is asking for $500 additional dollars in their budget for 2017 but have also been fundraising to maintain the same level of service. The summer student this year was paid for through Canada Summer Jobs for only 9 weeks rather than the usual 14 weeks so the board had to cover the unexpected remaining cost. “Definitely, for the whole board, it’s a labour of love,” said Cornell. “They are all passionate in what we do.”

The Town of Coronation approved the land use bylaw to include ‘Accessory Building Fabric Covered’ in the ‘RA’ Residential Acreage District at their regular Nov. 28 meeting. Council also unanimously agreed that all streets entering onto the Victoria Ave. should be consistent with stop signs rather than the five entrances that have yield signs.

Gear Up for Kids foundation formed in Stettler Gear Up Kids Foundation is a volunteer-operated, non-profit group, of community-minded individuals from Stettler who want to see children in need have access to necessary sports equipment required for an active childhood in Stettler and the surrounding area. Nine executive members make up the board. They are Len Hoac the president/ founder, Rena Hogg, Jason Hegberg, Katie Bainbridge, Kathy Hoopfer, Kenton Hoopfer, Erin

Prehn, Greg Risler and Clint Greiner. Sheldon Oleksyn and Wilf Brooks of Edmonton Sport Central, Brooke Christianson, Greg Switenky, Dick Richards and Rob Granfieldall help in launching this new organization as well as overwhelming support from local individuals and businesses. Since 2007 Len has been collecting used equipment at the The Brick in Stettler for Sport Central in Edmonton. A couple

times each year he takes a truck load of equipment to donate to their organization. It was their organization that was the inspiration to start a similar one in Stettler. Gear Up Kids is a kids foundation with a mission to provide new, donated and refurbished equipment at no cost to kids in need who would otherwise be denied the opportunity to participate in sport. The Town of Coronation and County of Paintearth Physician Recruitment and Retention Committee are very pleased to

announce that Dr. Suzan Shenouda will be joining Dr. O’Riordan and Dr. Akindipe and will be establishing a full-time medical practice at the Coronation Medical Clinic. Dr. Shenouda is married to Dr. Reda Mahfouz, a cardiologist in Egypt, and they have three children. Her daughter Maria is attending the University of Alberta, and her sons Youssef and Ramy (grade 10 and grade 8) are looking forward to coming to see their second home in Coronation. Dr. Shenouda started her practice in 1994 as part of a joint private family clinic in rural Egypt. She is a graduate of Ain Shams University of Medicine in Egypt, and she took her residency training at Mataria teaching hospital in Cairo. Dr. Shenouda passed the licensing exams in the United States, and has obtained her license in Canada after passing the certified Canadian exams. Dr. Shenouda moved to Canada in September, 2012 and she worked as a volunteer in the ER at the Royal Alexandra Hospital. She joined Medicentres in Edmonton and did observerships at both the Hanna Hospital and at the Grey Nuns Hospital. Dr. Shenouda joined a research team at the University of Alberta and has published articles cited in Pubmed. We look forward to welcoming Dr. Shenouda and her family to Coronation. Big Valley council plans for deficit in 2017 Linda Stillinger

ECA Review Reporter Big Valley council reviewed the second drafts

of the 2017 operating and capital budgets with CAO Michelle White at the Nov. 24 regular meeting. Paving, sidewalks and

quonset repairs remain the top capital priorities for Big Valley council. A thorough analysis of the operating budget could not identify any cuts that could put a significant dent in a projected shortfall. Still unsure whether Big Valley will receive the provincial MSI operating grant for 2017, a deficit of approximately $58,000 is projected. Both operating and capital budgets were approved as presented.

Tiny homes next steps

Council will be working with Parkland Community Planning Services to create a tiny homes subdivision in Big Valley. Using a list of questions researched since last month’s meeting, council produced the preliminary framework needed to

proceed with the planning process. Given that Big Valley’s current Land Use Bylaw has a minimum home size of 700 square feet, it was agreed that dwellings of 700 square feet or less would logically be considered a tiny home. Turn to Bylaw, Pg 5

Apache continues to celebrate the gift of giving by donating to local food banks, including the Coronation and Area Food Bank. Apache is proud to support local programs in the areas in which we live and operate in. Apache Canada Operator, Greg Brigley made a special visit to the Coronation Food Bank to present Diane Schmidt, Food Bank Coordinator, with a $500 donation.

PRAIRIELAND SCHOOLS

Modernized school The Prairie Land School Board (PRLD) moved at their Nov. 24 meeting that the Kindergarten to Grade 6 teachers from both Hanna Primary School and J.C. Charyk Hanna School be given to Jan. 9, 2017 for classroom set up and commence busing of all students for the arrival to their new classrooms at J.C. Charyk Hanna School on Jan. 10, 2017. The moving of resources and classroom items from Hanna Primary School to J.C. Charyk Hanna School will take place as the rooms are ready. On Dec. 23 students from

Hanna Primary School will spend the day at J.C. Charyk Hanna School participating in Christmas activities and becoming comfortable with their new school. Over the last couple months there have been times where the two schools have come together for such events including Halloween. The cross town bus that runs from Hanna Primary School to J.C. Charyk Hanna School will continue to stay in service. PLRD is looking forward to the modernized K – 12 J.C. Charyk Hanna School.

RCMP Sgt. Phil Penny stopped by the meeting to introduce himself to village council, summarizing his background with the police force and offering an overview of detachment activities and focus for the area. He emphasized the importance of increasing RCMP visibility and maintaining open lines of communication. According to Mayor Johnson, the increased officer presence during larger community functions has produced a positive response in the village. Presenting a sample Citizens on Patrol Program (COPP) vest, Penny offered design guidance, advising council to ensure Big Valley COPP vests are reflective and have an identifiable logo to improve recognition. While acknowledging that property crime is still up all over the province, Sgt. Penny noted that solve rates are up as well, pointing out that citizens’ reporting of suspected criminal activities, no matter how small, is important in deterrence and crime solving.

Bylaw to regulate nuisances Cont’d from Pg 3 Council also agreed that 2-storey dwellings should be allowed, basements would be acceptable and all homes must be on a permanent foundation. Further they would relax the current lot coverage rule of 50 per cent to a maximum of 75 per cent to allow for garages and/or outbuildings. While hoping to have 18 to 20 lots in the proposed subdivision, it was agreed to rely on expert recommendations to suggest actual lots sizes, landscaping options and building setbacks. Design guidelines determining

exterior finishes and unconventional tiny home constructions would also be developed with expert input. After addressing community member questions, CAO White reassured those attending that these suggestions were simply preliminary proposals to get the ball rolling and further public consultation would take place before any development began.

Nuisance and public safety

A new bylaw to regulate nuisances and dangerous or unsightly premises was presented to council for first reading Some of the issues dealt with in the

It’s going to be ugly.” Coun. Liz Adams agreed saying she knew of employees who have had their benefits cut.

Draft Interim budget

Council went over the 2017 Draft Interim Operating Budget and made changes before bringing it back for approval at their next meeting. At time of preparation it is assumed the town will no longer receive a requisition from Assisted Living, a savings of $7,000. The Coronation Regional Health Services Board (CRHS) was previously tasked with the management of the Prairie Rose Assisted Living facility. On March 15, 2015, Alberta Health Services assumed full operational and financial responsibility for the Coronation Assisted Living Facility. As a result, the CRHS Board no longer needs to requisition funds from the municipalities to support the facility operations. An addition to the budget was for cold storage upgrading, annual sewer cleaning rather than every other year, repairs to the curling rink roof, weed spraying and picnic tables and firepits for the campground. There is nothing in the budget for any demolition projects for 2017.

Rec Centre

A great deal of discussion was held on increasing usage of the Lion’s Rec Centre. “Now that the heat is fixed maybe we’ll have the sewing groups coming back,” said Coun. Shelley Cook. Discussion also involved ways to

open up the bowling alley for public use on occasion. “Would you gain anything,” said CAO Kulyk. “You would have to hire extra staff.” “There is definitely a demand out there that we’re not meeting,” said Coun. Brigley.

Needs Assessment

Council expressed displeasure in the timing of the 4 o’clock, Dec. 1 meeting for the discussion on the new Needs Assessment report, Regional Housing Capacity Assessment. “It’s crucial for us to be there,” said Mayor Mark Stannard, but most of us work. Coun. Vickey Horkoff could confirm attendance, as a teacher she can plan to get away from the classroom in time to attend the 4 o’clock meeting. The meeting was an information meeting for council members from Castor, Coronation, Halkirk and the County of Paintearth as well as the Seniors Housing Boards to learn the fundamentals of housing management bodies. The recommendations contained in the draft Regional Housing Capacity Assessment report were discussed as they relate to the Ministerial Orders that govern the two Housing Management Bodies.

Chamber of Commerce folds

In the Nov. 14 council meeting Jodi Shipton and Lauren Reid attended to discuss the future of the Coronation & District Chamber of Commerce due to lack of finding members to fill the positions. The Chamber is winding up affairs by the end of 2016 with no promotions planned other than the large Christmas tree which had already been donated. Those businesses on the Chamber Benefits Plan will be transferred to a neighbouring Chamber. Council moved to assume the management of the electronic community sign while the Chamber is in hiatus and that it be operated under the policies as established by the Chamber.

As the pendulum swings by B.P. Schimke It appears that Prime Minister Trudeau and Premier Notley have gotten the right balance between economics and the environment because both extremes, the far right and far left, are frothing at the mouth. The far right wanted it all— three pipelines, no carbon tax and the continuation of coal – fired power generating plants. The far left wanted it all as well – no new pipelines, coal-fired electricity plants decommissioned immediately, carbon tax and the oil sands mothballed. Both extremes do not believe in compromise. In their own minds, they are absolutely right and the other guys are absolutely wrong.

Today in a world of ‘me first’ there seems no longer the possibility of a happy mean, but instead success as a politician could be defined as both extremes equally mad at you. Does it hurt individuals and small businesses in the short term to have a carbon levy? Of course it does. Does it hurt employees of coal-fired power plants and nearby communities? Absolutely. Does it hurt future generations if we keep on heads in the sand? Unquestionably. All change has winners and losers, but we can’t just step out of this world and do our own thing. We are connected whether we like it or not. Don’t think the industrial revolution didn’t hurt real people, but we all love our cars today. Don’t

be surprised that more people will be hurt as the world fully automates even more jobs, including truck driving. Yet humans do have the brain power and ability to adapt and change. If we choose not to, however, history has never been kind to those who fight or deny new realities. Then there’s the far left that seems not to have a clue that a civil, democratic government is sustained only when the majority of its people are working and in the middle class. It’s a fantasy to think that we can just shut down the entire oil sector in Alberta and not expect anarchy to follow. The decisions by Prime Minister Trudeau and Premier Notley might cost each of them the next election because in a post-empathy, post-truth era, compromise is seen as a weakness, not a strength. Today it is winners take all and the losers get what they deserve—nothing! It’s too bad we don’t learn from history because the opposite is the proven winning strategy in a healthy democracy. But alas, the pendulum keeps swinging.

Dear Editor, A while ago I had made up my mind that I would never write about issues again! Why, because it does no good except to make a person feel better so that it doesn’t bottle up inside. Well the Nov. 8 letters and columns in the ECA Review pushed me to get it off my chest. It has been said governments might have lost all sense of reality. It has been a long time since anyone in government lived in the real world. CARBON TAX!!! Just that, another tax grab to line their pockets and pensions. It won’t change any climate or help any persons. Law upon law and regulations on top of restrictions that do nothing but make people’s lives unbearable. Environmentalists. That’s a big one, even bigger than government living in the real world. Neither one does. It says in the letter about the people expropriated out of the British Block, and then the horses were expropriated out. The horses were supposedly damaging the environment. I don’t know what the people were damaging. I do know the tanks, land mines, chemical tests and fires sure do damage in the British Block. The shrapnel from these tests is tremendous. I know first hand, as I was one small cog in the centennial cattle drive. “I saw.” Now as I rode with a fellow on the third day and visited, it was revealed to me why the horses went out. Get some quacks to say the environment was damaged, and get them out. This fellow said, thank goodness we got those horses out, as it would have been impossible to do the centennial drive with studs running at large. “Helloo !!” Oh, oh, put elk in the British Block that came from a TB, Brucellosis and wasting disease area. Dump them in there, as we need grazers. Looks like the elk are damaging the environment and ranchers, all in one package. It is hard to believe that these people are so out of touch with reality that they can even east breakfast. Well, I have replies in black and white from agriculture ministers and livestock specialists stating it is not up to them to do anything about issues. Lost a sense of reality nesses, it was a sad day. Horse owners, breeders and horses suffered from then on. The horses were then shipped to Mexico and Canada. 100,000 horses to Canada a year to process! This is statistics from CFIA, the government safety department for the environment and our health. When petitions to stop the horses coming into Canada, the Federal Minister of Agriculture said it was not up to him. Horse breeders and owners were to hire a lawyer and try to stop this. Two replies confirm this. I thought we paid him to do a job for livestock issues. When people take an animal, declare it a breed, and produce a false registration paper on this animal, it is supposed to be illegal. The Pedigree Act of Canada says this is illegal. Now after a few years of distributing this livestock around to unsuspecting people, the scam is uncovered. When the government livestock divisions were asked to do something about this, you guessed it! The answer was nothing could be done, so their advice was, hire a lawyer and the people who were conned should prove it. This is why I write this, upon reading cattle quarantines, back to environmentalism. All above mentioned, comes full circle to the huge issues livestock producers are facing at the present time. If government, and do gooders would have listened to people who make their living and live in the real world, this probably would not have happened. I believe it was Yellowtone Park in the US that received some buffalo and some elk and some disease broke out. The control was to get some wolves to clean up the sick. Oh, wolves in the British Block. Probably the answer from the higher ups will be, can’t do anything about it. Hire a lawyer, and do it yourselves.

The new President of the US may reopen the horse plants and stop those diseased cattle from coming into their country. The oil will flow through the XL Pipeline and these decisions will make American great again. These are his works and I don’t think he likes do gooders or

MESSAGE OF FAITH: by Rev. Barbara Zimmerman Throughout history, human beings have created some magnificent structures; kingly castles and Christian churches for example. Our churches are beautiful buildings to shelter us from the weather and, perhaps more importantly, as an expression of praise and thanksgiving for God’s goodness. In them, we place all kinds of symbols --the cross, the baptismal font, the Bible. And all the symbols are there to remind us of the love of God. But even that ultimate and eternal love does not reside only in those buildings nor does it get enacted on its own.

Building blocks of God’s kingdom

It comes through people. It surely came through Jesus, but it also comes through you and me. We are charged with the responsibility of building up God’s kingdom on earth. And how do we do that? The same way our church buildings were built: one building block at a time. But the building blocks this time are kindness and compassion. Each time we show respect and love for each other, we are providing a little sand or mortar for the building blocks of God’s kingdom. Kindness, compassion and respect. These are the building blocks for the ultimate castle of God’s love.

Worst financial mess

Cont’d from Pg 6 were so sick and tired of the old PC party that they thought the NDP were a better bet to get rid of them. Well that hasn’t work out very well either. Alberta is now in the worst financial mess in the history of the province. Sandra Jansen tried to join the NDP some time ago but at that time the NDP hierarchy thought that two sort of right wing parties would split the vote enough to allow the NDP to come up the middle and get reelected. Now it looks like Jason Kenny may win the leadership of the PC’s and possibly unite with the Wildrose and form one conservative party. If this happens they need to change their strategy. The columnists in the Sun newspapers think what they are trying to do now is get all the progressives to support them by claiming that they are actually centrists. They are also trying to use Allison Redford’s strategy of scare tactics to make the conservatives look like right wing extremists. If Kenny is successful in becoming the new PC leader, politics in this province still has the potential to get messy. Whether he wins or not, the PC’s are still a progressive party and to me that means that they are really liberal. I think there will be a real problem

of matching their policies with the Wildrose. To me the most difficult issues to reach agreement on will be reducing the size of government and climate change policy. Regardless of weather, Jason Kenny is leader or not, that party will do everything they can to drag their feet on reducing the size of the bureaucracy in that government. You can also bet that they will still insist that we need to reduce carbon emissions. If the Wildrose party is to stay true to its grassroots they will have to demand that there is a complete repeal of the NDP carbon tax and their climate change policy. As well the PC’s would have to agree to reducing government expenditures by reducing the number of government bureaucrats and repealing some of the NDP social policy. Even if Kenny does become to new PC leader he will have a very difficult time moving that old party away from their ingrained progressive policies. That is really why they lost the last election. That new leader did not change anything, he just made it worse.

Christmas concert practices Cont’d from Pg 4 The students all left the day with smiles on their faces and talked about how positive their day was. This week in Kindergarten students have been completing assessments for report cards and learning about dinosaurs. The Kinderkids made some fantastic dinosaur paintings! Our Social Justice Club has planned a hot lunch for Dec. 8 to help support our parish priest, Father Don, as he is going to Nigeria for his mother’s funeral right after Christmas. The students will plan the meal, help prepare it and will serve it.. The Theresetta Parent Council hosted a Paint Night on Wed. Nov. 30. Jamie, from Art and Whatnot, joined

about 60 ladies that had fun enjoying the painting, the nachos, and the draw prizes. Trisha Fuller and Carla Holloway organized the successful and fun night! On Thur. Dec. 1, our youth minister Tharin again came to visit the kids. This time he came to talk about preparing our house and hearts for advent. The kids enjoyed playing games and listening to his message. Our Christmas concert practices are well underway! All the students in our school are practicing their different plays and students are working hard to memorizing their lines and practice their dance moves. Theft Under $5000 A male entered the Stettler Tim Horton’s on Nov. 11 and stole the Remembrance Day Poppy donation box and exited the store without incident. Video surveillance of the incident was obtained and the person responsible identified as 27 yr. old

Dustin Finlay. A warrant for Finlay’s arrest was obtained and he was arrested by Red Deer RCMP for an unrelated matter. Finlay has been charged with Theft Under $5000 and has a court date of Dec. 8, 2016.

OBITUARY

Gave generously of his time and money

Warren ‘Tip’ Henderson was born June 21, 1938 and passed away Nov. 25, 2016 at Galahad Care Centre. He lived on the farm with his parents Walter and Sally (Rammel) Henderson, sister Anne and brother Donald. He was so proud to be a Rammel and loved spending time with his favourite aunt, Mary Johnson. He attended school at Hastings Coulee and later Forestburg. The thing he enjoyed most about school was the sports, curling, baseball, football and most of all, basketball. The basketball team won Highway 13 championship having competed with much larger schools including Camrose and Wetaskiwin. Tip was president of the United Church Young People’s group and organized lots of fun activities with our school friends. He became a 4-H member with beef and grain projects. The highlight of 4-H was winning an award trip to National Club Week in November 1959 held in Toronto in conjunction with the Royal Winter Fair. They went by train and stayed at the Royal York Hotel. In Ottawa they met Prime Minister John Diefenbaker. In July of 1959 he was chosen to attend a luncheon at the Legislative grounds in Edmonton when Queen Elizabeth and Prince Philip toured Alberta. In December 1959 he went to Mason City, Iowa to attend an auctioneering school. During the fall runs he sold at Provost, Wainwright, Hardisty and Coronation. Primary Reserves. He and Keith Fossen joined the squadron in 1951 and remained until the squadron was disbanded in 1963. Tip and Betty were married Nov. 26, 1960. One of the proudest moments was when their daughter, Debbie was born in August 1964. Over the years he served on the advisory committee of Alberta Wheat Pool and was elected as Zone 4 delegate of the Alberta Cattle Commission for six years. Tip served on the Beef Promotion Committee and attended the barbeque held for the press during the 1988 Calgary Olympics. He helped the committees of Heisler, Forestburg and Halkirk with the sales of their history books and did his part in promoting Hastings Coulee Trail Rides for Cancer. He was director and president of Hastings Coulee Hall Board, vice president of the Forestburg Museum, member of Paintearth Protective Society, Forestburg REA, UGG, director of Stettler P.C. with Premier Don Getty, and director of Battle River Feeders. In 1970 he again became involved in 4-H as leader for Heisler South 4-H Dairy Club and became involved at district and regional 4-H levels, the Sid Walker Committee and Battle Lake 4-H Centre. He received a 15 year Leadership Award. Tip also assisted with Heisler Hemmers where he learned to thread a

needle, the Heisler Stampeders 4-H Horse Club and Forestburg Multi Club. More recently he has interviewed and recorded local people on rodeo, ranching, 4-H reunion, etc. for the Forestburg Museum. Tip’s life has been a very full and busy one. He has seen many changes during his life time. He said ‘how lucky I am to have been able to appreciate nature and the changing seasons while enjoying farming and ranching. I love my job and have never regretted my decision to ranch.’ Tip was patient, caring and generous. He was dedicated, worked hard and managed to increase and expand the Little Valley View Ranch land base and cattle operation. He would say it’s a long time till midnight, we will get the work done. Tip has donated his body to Anatomical Gifts Program at the University of Alberta. He could not have lived without the University Hospital. Tip and Betty have supported the Hospital Foundation and were honoured to have been invited to the President’s Brunches. He did not want a funeral but we will celebrate his life at Hastings Coulee Hall, Dec. 10 at 2 p.m. If friends so desire our charities are Galahad Care Centre and Mazankowski Heart Institute. Tip is survived by his loving wife, Betty of 56 years, daughter Debbie
