Council discusses Bill 28 Katie Davis

News Reporter County received a letter of thanks from Curtis Perry, Chairman of the Coronation Pro Rodeo Association, at the County of Paintearth meeting on Tuesday, December 3. The letter made mention that the Association felt due to donations received toward advertising - and mother nature’s kindness with good weather - the rodeo was a great success in 2013.

Bill modification

Changes to Bill 28, the Enabling Regional Growth Boards Act, were discussed by council following a letter received by Gerald Rhodes, Executive Director of the Alberta Association of Municipal Districts and Counties. The letter outlined new amendments to the bill, including “wording to explicitly clarify that the establishment of new Growth Management Boards is voluntary,” “enforcement provisions to be amended to ensure penalties are focused on organizations rather than individuals, and on fines, rather than imprisonment,” and “require Growth Management Boards to develop and implement an appeal process.” Council agreed that the changes were bringing the Bill back to a workable state and

efforts to involve affected regions in conference calls and discourse were positive steps to ensure everyone was in agreement with the direction of the Bill.

Canada Post update

Council received a letter from Denis Lemelin, National President of the Canadian Union of Postal Workers (CUPW) regarding the future of Canada Post. The letter outlined points of interest moving forward into the new year, including a note that the federal government would be reviewing the Canadian Postal Service Charter in 2014; that considerations undertaken by such a review could lay ground work for deregulation or privatization of Canada Post; and that other alternatives, such as Postal Banking, were being considered to keep the national postal service relevant and healthy. Council also received a letter from Doug Jones, Senior VicePresident of Delivery and Customer Experience with Canada Post, in regard to Council’s letter of support toward not reducing Halkirk Post Office hours. The letter outlined the evershifting reality of physical post in a digital era and established that Canada Post was evolving accordingly. Statistics noted that in Canada Post’s 2013 third-quarter results “a $129

million loss” was reported. The letter noted that analysis of customer traffic patterns at the Halkirk office noted a variance in daytime use. “Effective November 24, changes were made to reflect this minimal usage, primarily by opening later in the morning and adjusting the lunchtime hours,” noted Jones in his letter.

Bylaw amendment

Council amended a previous Utilities Bylaw 616-12 concerning wastewater charges. It was discussed that the County has never charged for wastewater services. The new amendment, bylaw 627-13, will allow the County to add Schedule C, concerning waste water rates, to the bylaw effective January 1, 2014. Under Schedule C all those who fall under the designation of residential dwellings, manufactured homes and churches will pay a $13.50 fee per month; and all other commercial, rural industrial and institutional locations pay a minimum $50 or 28 per cent of their water consumption, whichever is greater, per month. Additional to this is an added waste water system reserve fee at $5 per month. The changes will be in place for the Hamlet of Brownfield and the subdivision of Crowfoot Crossing.

House fire in Castor leaves three people unaccounted for A fire broke out at a residence on Range Road 132 on December 8, 2013, destroying the premises and leaving three family members unaccounted for. In an RCMP press release, Coronation RCMP Officers were dispatched to assist Castor and Coronation Fire Departments at the blaze between 7:30 and 8 a.m. Upon their arrival the house was

fully engulfed in flame. Castor residents have identified the three individuals as Sandi and Gordon Klaus and daughter Monica Klaus. The RCMP press release notes that Forensic Identification Section and Provincial Fire Investigators are investigating the matter.

A masked person entered the Bashaw Bottle Depot with a firearm and demanded money from staff on December 5th, 2013. A RCMP press release said Bashaw RCMP located and charged a 30 year old Bashaw woman shortly afterwards for

attempted robbery. The female, whose identity is not being released at this point, is being held in custody pending a court appearance. Bashaw Victim services were dispatched to assist the victims of the crime.

Stettler Recreation Centre upgrades hurting budget Brenda Schimke

An interim Operating Budget was unanimously approved at the regular Stettler Town Council meeting on December 3 which will result in the following fee increases effective January 1, 2014. In-Town water consumption fees increased $0.07 per m3 to $2.59 per m3. Flat Sewer fee - increased $1 per month to $19 per month. Residential Garbage Pick-up - increased $1 per month to $19 per month. No changes were made to the Flat Water fee - $10 per month and the Residential Recycling Pick-up fee - $6 per month. The interim budget is used as the authority to provide services and programs, not to set property tax rates. Given the projected shortfall in cooperative partnership funding of $611,825 relating to the modernization efforts currently underway at the Stettler Recreation Centre (SRC) ($2.35 million) and the need for further major updates ($3 million range) to the ice arenas in the near future, Town Councillors determined that there will likely be pressure to increase property taxation beyond three per cent in 2014.

Administration will also be looking at reviewing the flat monthly sewer rate structure to make it inherently more equitable and fair. The Commercial class of property consumes approximately 46 per cent of the water but only generates about 38 per cent of the sewer revenues.

Staff bonuses

In a split decision (6 - 1) Council approved a motion to recognize the efforts of the Town employees with a Christmas bonus of $325 to be paid in local Heart of Alberta Dollars (prorated for part time employees). Administration was also directed to close as many operational and emergency functions of the Town as possible on Friday, December 27 to allow as many employees as reasonably possible a Christmas break of five consecutive days. Councillor Al Campbell opposed the motion.

Snow issues

Director of Operational Services, Melissa Robbins explained that during the winter some businesses in the industrial subdivision push snow from their parking and storage lots into the adjacent ditches. This snow hides the culverts and catch basins which can cause unnecessary

flooding in the spring. Reminder letters will be sent to all snow removal companies and businesses in the industrial area. Those businesses that continue to push their snow in ditches and across public property will be ticketed starting late January 2014.

Bad debts

A motion was approved to write off $12,732 of bad debts for the 2013 fiscal year. The majority of bad debt is unpaid utility bills from properties that are rentals. A utility account cannot be added to an owner’s tax account. Overall the Town of Stettler has a relatively low amount of accounts considered uncollectible. All bad debts are given over to a collection agency.

Heartland beautification

Director of Parks & Leisure, Lee Penner attended the meeting to discuss the Heartland Beautification Committee’s (HBC) involvement in the planning and design process for the new park in the downtown core (donation from the Peters family). It is estimated this park may cost $30,000 to complete. The HBC working group has been very active and successful in their projects and endeavors to improve the community of

Stettler. A motion was unanimously carried to approve HBC’s 2014 Budget request in the amount of $22,000.

Energy efficiency

Administration continues to look for ways to reduce the operating costs of the Stettler Recreation Centre (SRC). Council discussed various alternative energy options that may be economically desirable and beneficial when considering future mechanical renovations at the SRC.

Franchise agreement

The Franchise agreement between the Town and ATCO Electric expires on June 1, 2014. This agreement gives ATCO the right to provide electricity to the Town and allows municipalities the right to set a franchise fee on its residents. Currently Stettler applies a 7.5 per cent fee on transmission costs which generates $354,000 in revenue each year. The Alberta Utility Commission places a cap of 20 per cent. Eighty per cent of the franchise fee is generated by residential property and 20 per cent from business property. In contrast, 60 per cent of property taxes are generated from businesses and 40 per cent from residential.

Earlier in the fall, Associate Superintendent, Peter Neale and Russ McKay, Director of Maintenance met with school principals and conducted site visits to determine maintenance issues that need to be addressed. Items were ranked in order of importance based on health and safety or operational issues. Working with a total budget of $580,620, Trustees approved completing all the projects currently under way at their Board meeting on November 28 based on priority and dollars available. For the 2013 - 2014 school year the Government reduced the Infrastructure Maintenance Renewal (IMR) grant by approximately $124,000 to $384,199. Available from previous years, was an additional $196,421. Priority items to be completed: Big Valley – finish junior high washrooms; seal gym roof. Brownfield – replace north exterior door; replace light relay; gym floor and stage finish upkeep. Coronation – immediately replace Hub Room A/C unit; repair interior walls and floors in CTA area; gym floor and stage finish upkeep. Donalda – deep sand and refinish gym floor; boiler inspection and repairs. Erskine – complete water system repairs; repair attic ventilation problems; gym floor and stage finish upkeep. The Boards of Directors of Battle River Credit Union and Caisse Horizon (Horizon) Credit Union confirmed Monday, December 9 that they have entered into formal discussions to investigate the amalgamation of their two credit unions. Once discussions have been successfully concluded, Battle River Credit Union will welcome the members, branches and staff of Horizon into their operations effective April 1, 2014. If the required regulatory approvals are received and both organizations’ members vote in favour of this growth opportunity, the amalgamated Credit Union will serve over 25,000 members at 17 branch locations, with more than 160 staff members and approximately $810 million in assets. by Wanda Strandquist Local author and business owner William Boulton stopped by the Elnora Public Library on Monday, December 2 for an Author Visit despite blizzard conditions. Boulton, a local of Lousana, Alberta recently penned a novel about his life after a Multiple Sclerosis attack in 2007. The book chronicles his journey when MS left him stuck inside himself as he had to relearn how to “walk, talk, taste, see, feel and hear.” The book is titled ‘I Miss Me’ and it reveals his fighting ambition, drive and

determination despite circumstances. William says that the intent of the novel is “to give people an idea of what multiple sclerosis can do and what can happen and to tell them that no matter what happens, they should never give up on hope and always, always keep on fighting.” William also stresses the importance of his family and friends “who gave up so much of their own lives to help me recover mine.” He hopes this book will be an inspiration to those facing a devastating, life-changing event.

Old Fashioned Christmas highlights by Marilyn Weber Even though most of the Christmas decorations have been taken down the Covenant Health Our Lady of the Rosary Hospital’s “Old Fashioned Christmas”, event remains the talk of the town. The community spirit and the generosity of the more than 900 persons that attended and enjoyed the four day event has raised $16,944.45 towards enhancing our Palliative Care Services. People attended from many parts of the province including Edmonton, Vegreville, Calgary, Ft. Saskatchewan, Endiang, Veteran, Pincher Creek, and many points in between. A former nursing staff member aged 91 years from Carstairs travelled with her family to present the hospital with a collage of pictures she had taken in 1958. Her desire is that the hard work of the Sisters (Daughters of Wisdom) must never be forgotten by the people of Castor. This melds well with Covenant Health celebrating 150 years of Catholic Health Care in the Province of Alberta this year. The first Sister’s (the Sisters of Charity-the Grey Nuns arrived November 25, 1863 in St Albert. This 150 year journey is intertwined with the history of this province and the lives of millions of Albertans along the way and we in Castor are proud to be a part of the continued legacy entrusted to

us by our Founders the Daughters of Wisdom. Other former staff indentified unknown person’s in the Hospital’s archival photo collection and added their memories as well, and many wanted to see the room in which they were born. The most popular request in the red book being circulated to capture observations and thoughts were words of thanks, enjoyment of the music shared by local musicians, young and old, and the opportunity to share a time of fellowship together and to reflect on the true meaning of Christmas, Christ our Saviour. The appearance of “The Grinch” had the older people in long term care concerned about his overall health status and some of the kids tearful about his indifference to Christmas but in the end even the Grinch admitted to a good time and perhaps his heart did grow a few sizes during the four day event. Without the vision of all the volunteers and all their hard work, including the decorating, the cinnamon buns, all the other baking, the Elks pancake breakfast, the quilted items, the original painting of the 1911 Hospital, the greeters, the students, the firemen, and everyone else that assisted in any way to make the Old Fashioned Christmas the success it was.

Local documentary featured on prominent Facebook page A short documentary about Coronation School’s cardboard arcade day was featured on the Facebook site of the documentary that inspired the event, “Caine’s Arcade.” The video, titled “Caine’s Arcade Coronation Style!” was shot and edited by ECA Review Reporter Katie Davis. It was posted on the Caine’s Arcade social media site on December 4, 2013, with subsequent

comments from viewers spanning as far as the U.S. and Brazil. The video was shot in homage to the original Documentary and featured students and teachers alike retelling their experiences and memories from the November 20 event. Coronation Choosewell honoured Katie Davis

News Reporter Coronation Choosewell Committee was the recipient of three awards at the annual Recognition Ceremony held November 29, 2013 in Sherwood Park. The award ceremony was in honour of Choosewell groups across Alberta, whom were acknowledged for their work within their respective locales. “Communities Choosewell is the provincial designation, under Alberta Recreation and Parks Association [ARPA] and they decide every year to give out awards,” said Diane Schmidt, head of Coronation and District Support Services and Community Liaison for Choosewell Coronation. The award recipients are traditionally split into groups divided between northern and southern regions, although Coronation Choosewell attended the award ceremony in Sherwood Park due to proximity. “Last year we won the award for Creating Healthy Opportunities and this year we won for Building Community Capacity and Overall High Achiever [as chosen by ARPA]” says Schmidt. “This year they had another award, the Most Significant Change. “There’s 180 Choosewell communities

across Alberta and we were chosen by our peers [for that award].” Awards chosen by ARPA are chosen in part due to reports sent in every quarter on initiatives in the area. The Community Capacity award, for example, is chosen based on partnerships Choosewell creates within the community. For Schmidt the awards were an unexpected but welcome recognition for the work the group is doing within the community. “It’s nice to be recognized but of course we don’t do it for the recognition,” she says. Coronation Choosewell offers programming, promotion and partnership opportunities to create healthier, more active citizens within the community. “Basically we provide opportunties for active, healthy living,” says Schmidt, adding that recent and ongoing efforts include the Turkey Trot, Fruit Fridays at the Coronation School, Seniors Community Kitchen and the Walk to Sochi planned for the new year. Schmidt says the group’s intent is based around the prevention of problems such as obesity and diabetes, by encouraging people to become active on a regular basis. “[Choosewell] basically strive to provide daily opportunities to get out there and be active,” says Schmidt.

ECA Review Journalist It’s rather paradoxical that so many world leaders are flocking to Nelson Mandela’s funeral and extolling him as such a great person. Joyful, generous, kind spirited, equitable--some of the adjectives used to describe Mandela’s character qualities. Good, peaceful, reconciliatory in the face of adversity more attributes ascribed to Mandela and yet so willfully absent among today’s world leaders. Mandela argued that a fundamental concern for others in our individual and community lives goes a long way in making the world the better place we so passionately dream of. There are few individuals in history who have put others ahead of themselves in a similar sacrificial way. If I were choosing, I’d likely pick Mahatma Gandhi, Mother Theresa, Martin Luther King Jr. and Jesus Christ. All of them put others first and stood up for the discriminated, oppressed or the lowest of low. None of them sought power or publicity to advance their status; all of them had servant hearts. His goals included helping poor farmers and labourers protest oppressive taxation and discrimination. He struggled to alleviate poverty, liberate women and put an end to caste discrimination. These are men and a woman who knew meaningful contributions come not through guns, power and hatred; but through love, peace, relationships and respect. As Mandela said, “to be free is not merely to cast off one’s chains, but to live in a way that respects and enhances the freedom of others.” At Mandela’s memorial service, the most profound moment came when President Obama asked, “How well have I applied his lessons to my life?” What a joyous worldwide present that would be this Christmas season if more world leaders were to reflect on their own character flawsd (need to win at all costs) and instead started to emulate Mandela’s words, actions and heart.

All they’re asking for is due diligence from the PMRA so they can have access to lower cost options similar to their U.S. counterparts and move on with improving their cost competitiveness. FNA is urging farmers to continue to let the PMRA and their own Member of Parliament know that these changes need to be made. FNA Members should further call on Health Minister Rona Ambrose to instruct the PMRA to urgently eliminate the impediments preventing farmers from having access to a similar array of lower cost generic crop protection products enjoyed by U.S. farmers. The Friday night following the closure of the Legislature I had the honour of being invited to the Drumheller Filipino Community Christmas Party, on what turned out to be the coldest night of the year. As the people from the local community filled the hall, the warmth in the room overwhelmed the frigid temperatures outside. That warmth came from the family values, pride and loyalty that are so evident within this culturally-rich

community. I have always had admiration for these courageous people. Many of them left behind the only life they’ve known, to start a new life in Canada for what they hope is a better life. The better life they seek is not just measured in monetary terms, it’s also measured in terms of personal freedoms and liberties. Freedoms and liberties that seem to be eroding with the passing of each legislative session. The Drumheller Filipino Community Christmas Party was a very special evening for me, and I would like to thank Marvin and everyone in attendance for your hospitality and generosity. I would also like to wish everyone Maligayang Pasko (Merry Christmas) as we go into the holiday season and remind everyone not to drink and drive.

Elnora student awarded for scholastic effort Katie Davis News Reporter Elnora native Lisa Armstrong was the recipient of five awards and scholarships from Red Deer College on Monday, November 25. A fourth-year University of Calgary student working out of the Red Deer College on her Bachelor of Psychology, Armstrong said she was excited to be the recipient of such an honour. “I’m always surprised when I [receive an award] because Red Deer College has such great and dedicated students,” she says. “So to find out I won was a very proud moment.” Armstrong was awarded her scholarships based on academic merit and volunteer efforts. Her awards included

the Norman E. Wagner Scholarship, Louise McKinny Post-Secondary Scholarship and Lois Hole Humanities and Social Sciences Scholarship, which is awarded to only six University students in all of Alberta. “It’s motivating to know that not only instructors give positive feedback but the school, as an institution, recognizes what you do,” says Armstrong. “The money allows me to not do so much of a typical part time job and focus on school and volunteering more.” She says after she graduates this year she hopes to look at applying for a Master’s in Social or Health Psychology, but intends to gain experience in the field and hopefully travel prior to this.

Castor Cadets explore options Katie Davis News Reporter

The Castor Air Cadets have been forced to stand down in light of a lack of interest shown in staffing the squadron but will be exploring options in the new year to relocate to Coronation. Following a meeting on September 23 to determine the future of Air Cadets branch 572 - the squadron has been forced to regroup and consider broader options said Kevin Robinson, Chairman of the Alberta Provincial Air Cadet Committee, in separate interviews on November 29 and December 6 “The squadron hasn’t been closed, the squadron has stood down,” said Robinson. “The reason the squadron has stood down is because there’s no staff and without staff the squadron doesn’t run.” He says the stand down is a way to give the Squadron Sponsoring Committee time to recruit the necessary staff for the EastCentral region to begin training again in 2014. At present Robinson says Coronation is being viewed as a possible option to relocate the squad. “We’re going to be looking at having a

community meeting in Coronation in early January to discuss what interest in that town is,” he says. “A majority of the cadets [in the Castor squadron] are from Coronation, so we thought we’d go there first and see.” Robinson says that staffing issues aren’t abnormal in some remote squadrons, and says he’s seen many groups relocate or shut down due to this very issue. “The issue that was slowly unfolding in Castor for the last 15 to 20 years is the fact that we never seem to get any interest in Castor for those positions,” says Robinson, noting that this was the paramount issue faced at the meeting held for the Cadets on September 23. He says after the meeting the squadron was given two months to recruit the necessary individuals before it was forced to stand down, but recruitment was unsuccessful at the end of that duration. “We’re hopeful that in the new year we can get people to come out to a meeting and gage the interest in [Coronation] for officers,” he says. “If we don’t find officers at that point, I can pretty much say for sure the squad will have to be shut down.” Robinson says he anticipates a meeting

(ECAFHL) rivals Lloyminster Midget on Saturday, November 30. Stettler got on the board early with point shot from Ashley Keith. With less

than a minute left in the first period Kelsie Litke scored the eventual game winner. In the second period Lloydminster came out flying, scoring an early goal. Less than three minutes later Kierra Scollo scored for Stettler There was no scoring in the third period. Lindsey McKinnon faced 17 shots in the victory. On Sunday, December 1 the girls travelled to Provost to take on the Blades. Stettler came out flat and found themselves down by two goals after the first period. The Storm got on the board early in the second on a goal by Grace Chapman. Provost got that one back then added and insurance goal in the third making the final score 4 - 1. This was the first regular season loss for the Stettler team in 31 games. The last time the Storm lost in regular season play was December 17, 2011 when they dropped a 3 - 2 game against Red Deer.

For Canadian curlers, it’s the J-lympics by Bruce Penton The great storylines almost (but not quite) outnumbered the great shots at the men’s and women’s Canadian Olympic curling trials in Winnipeg Dec. 1-9. We know how it ended (Jennifer Jones and Brad Jacobs to wear Canada’s curling colours at Sochi, Russia), but where to begin with the tales of coincidence, irony, heartbreak, a variety of likes and dislikes, nasty competitiveness and good sportsmanship? Let’s start with the winding down of great careers. Three of the sport’s giants — Kevin Martin, Glenn Howard Penton and Jeff Stoughton — were believed to be near or at the finish line in Winnipeg. All in their late 40s or early 50s and multiple winners of Canadian and world titles, the three elite skips all said the Olympic Trials would likely be their last shots at Olympic glory. There was competitive love in the air, too. Four sets of spouses were parts of eight teams in the 16-team event. Wayne and Sherry Middaugh of Ontario, Dave and Heather Nedohin of Edmonton, Dawn and Mike McEwen of Winnipeg and Jones and her partner Brent Laing were all hoping to give their relationships an Olympic touch. How does a combination of a diamond ring and a gold medal sound? The 2013 Olympic Trials also featured off-ice drama worthy of a Hollywood scriptwriter. Long-time Martin third John Morris left the team following a spat this past April, and joined Jim Cotter’s B.C. rink. Such a late switch would normally be a killer in Canadian curling circles, but Cotter’s rink earned one of the two Trials’ berths at a pre-trials event and matched Martin win for win all week, coming from behind to beat his long-time team-mate in the semi-final. Curling fans loved the irony of a Martin-Morris elimination game — almost too delicious to imagine

— but having it happen on Saturday and not Sunday took a little edge off the rivalry. Jacobs, the defending Brier champ from Sault Ste. Marie, who skipped Canada’s best rink in 2012, proved he truly was the leader of the new wave — the post-Martin, post-Stoughton, post-Howard triumverate. In the end, of course, it was Jacobs and Jones who earned the right to wear Canada’s colours in Sochi. Naturally, we knew all along that’s how it would play out.
