Tiny piece of land, huge implications Lisa Joy

Review Reporter The town of Stettler wanting to rezone and sell a tiny piece of land on the east end seemed trivial enough but to one farm family it has huge implications. In fact, the Lysters believe it would change the quality of their life – for the worse. The land amounts to about “an acre plus or minus,” said Norm Lyster of Lyster Farms. “It’s not very big in the overall scheme of things.” But the small chunk of municipal reserve has enormous importance to the Lysters because its trees and grass act as a buffer from the industrial development encroaching on their farm. “It boils down to what type of community you want to live in,” he said. Decades ago the town annexed some of the Lyster’s land and the municipal reserve was set aside, which was promised to remain as such. “It wasn’t a gentleman’s agreement,” said Lyster. “There was a formality to it.” He believes that somewhere there has to be official documents backing up his claim. It’s just a matter of finding them and working together, and he asked council for that time. Rob Stoutenberg, chief administrative officer for

the town, said Lyster made an informal presentation to council at its regular meeting April 1 and added that the town will make every effort to work things out with him and council agreed to hold off on any decisions. Lyster said there wasn’t time to have his concern added to the town’s agenda because he only found out about the item an hour before the meeting was to begin. He said, wanting to stay on top of any potential changes to the municipal reserve near his farm, he was researching the town’s website when he came across the innocuous item. “By that time it was 5:30 and the meeting was in an hour so I didn’t have time to prepare.” And he’s glad he came across the information. “Sometimes things fall into your lap,” he said. Attending the town meeting April 1 were two delegations including the Stettler Scotialbank Bantam A Storm Hockey Champions and the Stettler DQ Blizzard Peewee A Provincial Hockey Champions. Chief Administrative Officer Rob Stoutenberg said council was pleased to have them attend and they are proud of their wins. The Town of Stettler renewed its agreement with Atco Electric for another 10 years to provide electricity to Stettler.

Coronation hospital celebrates milestone Katie Davis News Reporter

The Coronation Hospital and Care Centre celebrated it’s 30 year anniversary with tea and treats on Thursday, April 3. Residents of the Prairie Rose Assisted Living Centre, Hospital employees and locals alike partook in mingling and snacks to recognize the hospital’s longterm service to the community. For a building with an important role in the holism of the Coronation community, paying homage was something Carol Funnell, Site Manager, felt appropriate to do. “We thought that 30 years is a milestone,” she said. “We were discussing that it was good to have a celebration.” Funnell, who has worked as manager in various roles since the Hospital’s inception, noted that many changes have occurred in the layout and capacities of the building over it’s history. “The hospital changed from being managed by local boards at the beginning to being regionalized, to being managed all under the Alberta Health Services,” she said. “In fact, one of the residents from the Assisted Living [who didn’t wish to be named] was a Board Chair in 1994 during it’s first regionalization and dismantling of the local boards. He was at the gathering and laughed, saying he was the only Board Chair in Coronation to get fired!” Other changes Funnell recalled were the 25 acute beds, 23 auxiliary beds and 33 nursing home beds when the hospital first opened reduced after regionalization to 10 acute beds and the nursing home changed to assisted living with 19 private beds. “Certainly when we changed from 25 beds to 10 there were staffing changes too,” Funnell said. “So we do outpatients down where acute patients used to be, [what was formerly the] emergency department. So acute and emergency are one combined unit now and were two separate units when we opened.”

In future, Funnell says the hospital will continue to aspire to provide good care to the community and make changes where necessary, such as renovating the flooring at Assisted Living. “The community been very good to us, we have good donors,” she said. “Certainly we’re an integral part of the community.” The hospital will celebrate 100 years of hospitals in Coronation in 2015.

Superintendent leaves for new challenges Lisa Joy

Review Reporter After leading Clearview Public Schools for six years, Superintendent John Bailey is headed to Foothills School Division as their Superintendent and Chief Executive Officer. His biggest accomplishment while at Clearview was helping schools work more closely together and developing the idea of the “Clearview family,” said Bailey. Still, he said some of the greatest challenges ahead for the school division are declining enrolments. “Almost all funding for school divisions is based upon enrolment so as enrolment

declines there are less resources to address needs,” he said. “The challenge then is how to continue offering high quality programming in the face of shrinking resources.” When he closes the door on this chapter come July, Bailey said it will be difficult to leave behind “all of the excellent people I have gotten to know and work with during my time here.” Bailey doesn’t believe he has accomplished everything he set out to do but added, “As a friend of mine says, ‘If you think you have nothing left to do then you have probably been somewhere for about a year too long.’” In his spare time, Bailey who is

originally from B.C., but has lived in Alberta and Saskatchewan, enjoys the outdoors, reading, and spending time with his family. He and his wife Vicky have two children, a daughter Emma who is pursing a career in palaeontology and a son, Cole, who graduates from Wm. E. Hay Composite High School this year and plans to take pre-med at university in the fall. Bailey has bachelor of religious education from Briercrest College and bachelor of education from the University of Alberta, as well as a master of education in educational administration from the University of Alberta.

seniors were looking for a bigger and better place than where they’re at, so we’ve been able to accommodate that,” Penner said. “And everyone wanted front doors in the hockey arena.” He said the new functional additions in conjunction with repairs to the facility will ensure the structure will last for many years to come in exceptional working order. “Everybody is really excited,” Penner mused. “It’s taken too long and interrupted our hockey season which is unfortunate, but I think people will be impressed when they come in.”

Veteran holds liquor license plebiscite The Village of Veteran held a plebiscite on Wednesday, April 2 to address whether or not the town desired to apply for a liquor license. The plebiscite saw 83 individuals vote, with 78 people for and 5 against the license, thus passing the vote to apply

for a liquor license. The plebiscite was in reference to Section 56 of the Alberta Gaming and Liquor Act, which concerned areas with no active liquor licences. The act stated that “If [a] board receives an application for a liquor licence for

proposed licensed premises in a municipality, Metis settlement or Indian reserve in which there are no licensed premises, the board must refer the application to the municipality,” hence a vote was undertaken to determine consensus on the licensing.

by Gregory Thomas, Federal Director This commentary first appeared in the April 4 edition of the Calgary Herald When Quebecers go to the polls in Monday’s provincial election, they’re expected to provide us with some relief from the neverendum — the never-ending referendum speculation that turns every Quebec election into a circus, where Canada’s future is centre stage, poised on a tight wire without a net. But a vote by Quebecers against a referendum shouldn’t force Canadians to keep picking up the tab for an all-you-eat buffet of federal handouts. It isn’t helping Quebecers. And Canadians simply can’t afford it. If Canadians are fed up with endless referendum chatter, Quebecers don’t seem to be far behind. A poll this week from Forum Research shows only 23 per cent of Quebec voters want another referendum, even with 29 per cent support for the

governing separatists, the Parti Quebecois, and seven per cent backing Quebec Solidaire — folks so radical, they split off from the PQ. It’s no wonder Quebecers have no time for referendum talk, they’ve got real problems to talk about: high unemployment, the highest taxes in the country and the highest government debt load relative to the size of their economy. What’s worse, Canadians have been bailing out the Quebec government for years, through federal government transfer payments, only to see the province sink deeper and deeper into the red, no matter which party happens to be in power. Just before the election, Quebec Premier Pauline Marois brought down a pre-election budget, projecting a deficit of $1.75 billion, with the province going $7.1 billion deeper in debt. by Derek Fildebrandt, Alberta Director of the Canadian Taxpayers Federation In September of 2015, Progressive Conservative Party members will choose a new leader for their party and a new premier for Alberta. At 43 years in power, the PC Party has lasted longer than East Germany’s Socialist Unity Party (41 years). It’s an impressive record but the party’s longevity and its actions over the better part of the last decade have led some to ask if it can be saved, regardless of who it selects as leader. To be sure, the last decade of PC rule has been fraught with cronyism, massive deficits, a return to debt and unethical spending by some of its leading members. But the PCs have turned it around before. In 1992, they showed Don Getty the door and saw a revival of fortunes under Ralph Klein. The PCs are searching for their third leader in three years. Is there a Ralph Klein or Peter Lougheed in the mix or are they doomed to fall like the Berlin Wall? If he or she does exist, here are a few things that the PCs should be looking for in their new leader:

No sense of entitlement

The one thing Albertans will be able to smell quickly is if the new PC leader has an air of royalty about them that at all resembles Alison Redford. Redford’s expense claims show that she almost always stayed at the most expensive hotels, ate the most expensive foods and flew on the most expensive flights. She felt entitled to fly her family and friends at taxpayers’ expense and was incredulous when anyone questioned her about it. The next PC leader is likely to be scared to death of this perception but a real sense of modesty will be required, not just claims that things are different now.

Not beholden to big money

The next PC premier needs to fight the leadership campaign and general election without being beholden to big money from large corporations, unions or wealthy

A debt-free Alberta

The PCs greatest claim to fame is the image of Ralph Klein holding a “Paid in Full” sign over his head in 2005, proclaiming that Alberta’s debt had been slain. This legacy has been thrown away and even ridiculed during Redford’s tenure. Redford and Horner have taken Alberta from “Paid in Full” to a debt projected to reach $21 billion by 2016. This is akin to the NDP attacking Tommy Douglas for universal healthcare. If the new PC leader wants to win back fiscal conservatives and Albertans who took pride in this uniquely Albertan accomplishment, he or she will promise to do so again. The PC Party hasn’t lasted 43 years without being able to re-invent itself a few times. The next PC leader will clearly have their work cut out to accomplish this again.

North West Upgrading Inc. is being handed up to a billion dollars in corporate welfare. It just happens to be a generous donor to the PC Party. Candidates seeking the PC leadership should introduce legislation that discloses all political donations no less than a week before Election Day and bans donations from businesses that receive subsidies from the government. They should further refuse to accept any donations from unions collected without the individual consent of each member.

Allegations about grain companies by the Western Grain Elevator Association The Western Grain Elevator Association (WGEA) responded on April 2 , 2014 to recent allegations in the media that grain companies are taking advantage of grain farmers, a conclusion drawn by some based on a straight comparison of grain company street prices versus export prices. The railways have outstanding orders of approximately 70,000 railcars, a number that has been building since September 2013. Grain has already been purchased through farmers contracts and sold to US, overseas and domestic buyers, against those outstanding railcar orders. “What we are seeing is a dysfunctional market as a result of the shortfall in rail capacity,” said Wade Sobkowich, Executive Director of the Western Grain Elevator Association. “Grain companies have not been making new sales of any serious magnitude because of the congested system.” As railways gear up and continue to move larger volumes, grain companies can become more aggressive in making new sales and, in turn, making new purchases from producers. Up until now, the focus has been on executing existing sales and trying to clear up the backlog of grain purchases from producers that was expected to move over the past six months. The WGEA points out that grain companies are not purchasing any grain to speak of at the advertised prices and the vast majority of the grain that is being delivered is from outstanding producer contracts from months ago, where prices were more competitive. “The street prices set by grain companies are designed to dissuade farmer from wanting to deliver non-contracted tonnes so grain companies can first and foremost honour previously contracted grain,” said Sobkowich. “Any grain purchased at today’s prices

primarily applies to situations where a producer delivers on a contract call, and overdelivers by a few tonnes.” Sobkowich added this is something grain companies do not want to encourage because it takes space away from other potential contracted deliveries from other producers waiting to deliver. Over the past number of months grain companies have had to go “no bid” in the country for certain delivery months, commodities, grades, etc. due to having no rail capacity to move product. There are still many locations that can only bid in deferred months for limited quantities to fill windows of what they project to be open capacity. Grain companies have invested in larger, more efficient assets to handle increasing volumes to help maximize supply and demand opportunities. Today, we have a huge supply and a very strong demand scenario, however, we have not been able to realize the anticipated rail capacity. “Country assets sit plugged while terminals sit with unused fobbing and storage capacity,” said Sobkowich. “Processing plants running out product, customer contract extension penalties, contract defaults, vessel demurrage, and delayed execution on producers’ deliveries are all adding costs to the system.” The WGEA is of the view that as soon as the shortfall is cleared up and there is more predictability on volumes that will be moved by rail, that we will see grain companies making new sales. This will result in a narrowing of the basis, and grain prices returning to more normal values. “Today, the grain is trading based on the availability of rail freight, not based on a normally functioning market,” added Sobkowich. “It would be completely illogical for grain companies to be aggressive on making new sales, and be aggressive on new purchases, when we cannot execute on our existing sales and purchases due to the rail capacity constraints.”

Changes to Anaplasmosis program

by the Alberta Beef Producers Effective April 1, 2014 anaplasmosis is no longer a federally reportable disease and is now listed as immediately notifiable disease. This change will mean that: • only laboratories will be required to report suspected or confirmed cases to the Canadian Food Inspection Agency (CFIA) • the CFIA will no longer respond to anaplasmosis cases detected on farms • the CFIA will no longer conduct surveillance for anaplasmosis to verify Canada’s status for the disease • Cattle, bison and elk producers in Alberta will work with their herd veterinarian to deal with cases of anaplasmosis.

Disease information

Anaplasmosis in cattle, bison, cervids, sheep and goats is a provincially notifiable disease and any suspected or confirmed cases of anaplasmosis must be reported within 24 hours to the Office of the Chief Provincial Veterinarian at 780-427-3448 during office hours or at 1-800-524- 0051 after hours. Although the disease is provincially notifiable, Alberta Agriculture and Rural Development will not be engaging in testing and control of the disease in the province. Producers will be responsible for prevention, testing and treatment of the disease on the farm. If producers are purchasing animals that originate from areas where the disease is endemic (such as many US states), they should take the necessary precaution of testing the animals for absence of infection and treating the animals with an effective treatment to kill all ticks that may be on the animal before introducing the animals into the herd. Once the disease is in the herd, it is costly to treat and difficult to control. It is important that you consult your veterinarian regarding a prevention plan before you purchase cattle originating from endemic areas.

reported from Manitoba and Ontario. • There is higher prevalence of infection and disease in southern USA and this is due to environmental conditions that favour the survival of the tick that carries the micro-organism. Other domestic and wild ruminants such as bison, deer, elk, sheep and goats can be infected but clinical disease is seen more often in cattle. • The micro-organism Anaplasma marginale causes the disease in cattle, bison and although wild ruminants get infected, they do not get sick.

Transmission

• Ticks are biological vectors of A. marginale and the disease is transmitted through infected tick bites. The species of ticks, Dermacentor spp. (Rocky Mountain spotted tick and American Dog tick) important in spreading A. marginale are present in Alberta. Outbreaks of anaplasmosis are usually seasonal and occur during or immediately after the tick breeding season. • Mechanical transmission occurs by direct inoculation of cattle with blood-contaminated hypodermic needles and blood contaminated surgical or dehorning instruments. Horseflies (Tabanids spp.) may also mechanically transmit the disease on their mouthparts after taking a blood meal from an infected animal. • Wildlife may also become infected with A. marginale; however, they do not show signs of disease. They may act as a reservoir for the bacteria.

Clinical signs

• Cattle of all ages can become infected but severity is age dependent with cattle less than a year old showing no or very mild clinical signs of the disease. • Cattle between one and two years of age will develop acute clinical disease manifested by fever, going off feed, rapid shallow breathing, reluctant to walk and pale mucous membranes but fatality is rare. Affected dairy cattle will also have a rapid decline in milk production. • Cattle older than two years of age will develop acute clinical disease and death. Often older animals will be found dead. Fatality rates can range from 29 to 49 per cent in animals older than two years that

Current science indicates that short term treatment of infected cattle with tetracycline only temporarily eliminates the bacteria and does not eliminate the carrier state. In order to eliminate carrier state, long term treatment with tetracycline is required and this is expensive both in terms of the cost of the drug and discarding milk.

Agri-News An Alberta Agriculture and Rural Development (ARD) specialist says now that the cow-calf business seems to be on the upswing, producers should be looking at where to invest their positive margins. “Beef farmers are survivors,” says Rick Dehod, farm financial specialist, ARD, Edmonton. “The last ten years have not been good to cash reserves due to high feed costs, low margins and a litany of other factors. Now the markets are offering an opportunity to repair the damages and look ahead to a bit of prosperity. The question is what to invest those positive margins in?” Dehod recommends producers first know their business costs with a goal of reducing those costs, not only when the farm is losing money, but also during the good years when margins improve. “There are three kinds of costs,” explains Dehod. “There are unnecessary costs, which should be cut mercilessly, and borderline costs, which require good management skills to determine their effects on your operation. There are also the necessary costs which can’t be cut, as doing so would negatively affect your profit. But even they can be managed and tweaked to create efficiencies.” One concern has been limited cash flow combined with the problem of where to invest those few dollars. “We have all tried to make do with less, but saving pennies can cost you dollars at the same time,” explains Dehod. “The key point is to consider the quality of the item you are investing in and not just the price.” Turn to Invest, Pg 12

Blatant unfairness to the rest of Canada Cont’d from Pg 6 That’s despite federal transfer payments of $18.3 billion, representing 19 per cent of Quebec’s total revenue. And even with a fifth of the budget coming from federal handouts, Quebec still plans to hit the bond markets for $7.1 billion, bringing its gross debt to $205.6 billion. Wait a minute, you might argue. There are 8.2 million Quebecers. They pay federal taxes, and their provincial government is entitled to those federal transfer payments — $2,235 for each Quebecer. So let’s apply that argument to Alberta and British Columbia. There are 8.7 million Canadians living in these two provinces. Alberta is expecting $6.2 billion in federal transfer payments in the coming year, while B.C. gets $7.4 billion, a grand total of $13.6 billion, or $1,564 for each resident of these two western provinces. If the federal government transferred as much money per resident to Alberta and B.C. as it does Quebec, both western governments would get an additional $2.9 billion this year. That’s enough money to cover all of Alberta’s provincial school tax and fuel tax combined. That’s enough money, nearly, to wipe out the remaining debt on British Columbia’s provincially funded Port Mann Bridge project, where drivers now pay $6 a day in tolls for a round trip on that portion of the Trans-Canada Highway. Meanwhile, the last federal budget set aside funding for a $5-billion replacement for Montreal’s Champlain Bridge. Amazingly, Quebec’s Premier Marois,

Liberal Leader Philippe Couillard and Montreal Mayor Denis Coderre are all adamantly opposed to tolls on the new federal bridge. This kind of blatant unfairness to the rest of Canada doesn’t stop with transfer payments, or demands for a free bridge. Let’s start with federal income tax: in 2011 — the most recent year the Canada Revenue Agency has provided stats for — Albertans paid $18.4 billion, while B.C. residents paid $13.7 billion. Quebecers: $21.7 billion. That’s $4,511 for every Albertan, $2,980 for every B.C. resident and $2,658 for every Quebecer. Since 2008, the Harper Conservatives have hiked maximum annual employment insurance taxes 28 per cent, doing little to address the inequality in Canada’s employment insurance scheme, which favours many regions in Quebec with higher weekly benefits and more weeks of benefits than just about every region in Alberta and B.C. In January, there were 29,370 Albertans and 51,810 B.C. residents collecting EI benefits, for a combined total of 81,180 EI recipients. Quebec, with its smaller

population, had 142,000 people collecting EI. It’s one big reason that residents of Alberta and B.C. paid $28.5 billion more in EI taxes than they collected in benefits between 1981 and 2009. In the same period, Quebec residents collected $6.8 billion more than they actually paid into the program. One of the few things that have grown faster than EI taxes since 2008 is Quebec’s gross provincial debt: despite all the federal handouts, Quebec will owe 35 per cent more by the end of the year than it did in 2008, a staggering $53 billion of additional red ink — $6,489 in new borrowing for every man, woman and child in the province. Quebec separatists are right about one thing: Canada’s system of federal handouts isn’t working for Canadians in Quebec, or anywhere else.

Hughenden students in hockey heaven They met up with Davie who had arranged for the two elementary boys a surprise - the privileged opportunity to sit on the Oilers bench with the coaching staff during the pregame warm-up. It was perma-grin from then on! The young boys were thrilled to be given practice pucks by Boyd Gordon. Dad Kevin Elliott, who also is Principal of HPS, reported that the puck has not left his side since. It turned out that the Oilers had a good game against Anaheim winning 4 - 2. Highlights of the game was the short-handed goal by Perron, several hockey

fights, points earned by fan favourites Eberle and Hall and Eberle’s empty-netter. The atmosphere in the building was high-energy and fun. Chris Davie has connections to Hughenden through his late Grandma Betsy Davie who lived in the Village and graduated from Hughenden School. Chris’ parents, Dave and Holly Davie, were raised in the area but now make Drayton Valley their home. Another relative, cousin Jacqueline Manning delivered the group safely back to the doorstep of the school shortly after midnight.

by Susan Campbell “Awesome”. “It was so great”. “Cool, I got to talk to Scrivens and Boyd and …….”. These were just a very few of the words excited six year old Keith Elliott spoke when we returned to the school bus after a very thrilling day at Rexall in Edmonton. Hughenden Public School (HPS) Teacher Susan Campbell collaborated with Edmonton Oilers’ Athletic Therapist Chris Davie to plan a day of learning and fun for 30 students on April 6, 2014. The group arrived at Rexall at 11 a.m. where they got to watch a few of the Anaheim Ducks finish their morning skate. Grade 12 student Brant Johnson enjoyed the opportunity to get a couple autographs on his Anaheim jersey as players came off the ice. Athletic Trainer Davie took our group to the ‘Founders Lounge’ where he gave an informative presentation. A highlight included the importance of goal-setting. Davie used his personal career journey, his ongoing post-secondary training and life-long learning, that has become habit of mind, to reinforce the necessity of setting short term and long term goals. Throughout his young life thus far, Davie shared how he has done ‘a lot of figuring out along the way... and that is absolutely okay”. Davie shared how he has developed, through experience and learning through trial and error, the method of assessment and the ensuing treatment program he develops for elite hockey athletes. After Davie had answered questions he took the group to the Oilers dressing room and athletic injury treatment/rehabilitation area. Students were excited about the opportunity to touch the player’s sticks, have all kinds of photo opportunities, see the team’s home dressing room, enjoy the various photos on the walls capturing highlights of Oilers history and the various trophies and Stanley cups that have been won in the past. In the injury treatment room Davie shared some of the more memorable injuries that he has been involved in treating and caring for such as Taylor Fedun’s broken femur and when Taylor Hall was cut on the head with a skate. As it was a working day for Davie, the group wrapped up the incredible tour and headed to Kingsway mall for lunch and a couple hours of shopping before the Oilers game against the Anaheim Ducks that evening. Students arrived back at Rexall for 4:30 when the doors opened. We were ecstatic when we found out that Davie had worked to line up an ‘experience of a lifetime’ with three passes in order that Grade 12 student Ty Campbell, who is also a local minor hockey Initiation coach, was able to take Keith Elliott and his cousin Davin downstairs.

Coronation Dance and Music Festival Katie Davis

News Reporter The Coronation Community Centre played host to a myriad of highlights from the 2014 Music Festival on Tuesday, April 1. With Sharalynn Anderson acting as Master of Ceremonies, the show was the first of it’s kind after a twoyear hiatus due to the 2013 highlight show cancellation due to excessive snow. Performances ranged from poetry recitals to musical theatre that spanned over an hour and a half of creative expression. For Music Festival President Lynda Leuck the show captured the energy of the festival well. “The Highlight show was neat. We got to the end of it

and I was wanting more, so that was nice,” she said. Leuck noted that entries were up for the 2014 season and a scheduling redesign made the Festival run more smoothly. “We changed our formatting a little bit to make it two weeks long instead of one,” she said. “We ran one venue at a time so we didn’t have to worry about conflicting schedules.” Leuck also noted that provincial recommendations were up greatly from years prior, with 14 talents chosen to represent their craft at the Provincials, as opposed to typically around two recommendations. “I think [the festival] went really well this year,” Leuck mused. “The teachers were very organized, we had great adjudicators, it went very smoothly. It was wonderful.”
