Steer doggin’ in its 20th year at 7 Bar 7
Phil Doan of Halkirk returns to watch the dogging and the evenings activities for the 20th annual 7 Bar 7 Steer Wrestling Jackpot hosted by the Scoville family on Sat. Sept. 6 on their ranch south of Coronation. Doan, at the age of 53, won the very first dogging event at the Scoville ranch in 1995. This year, 22 competitors entered to tackle three steers each with the top 10 receiving another two head. Twelve of the 22 managed to wrestle down all three head of the strong steers provided by Troy Houff.
The final 10 was a hard fought round with Harley Cole winning it with a time of 9.0 on his two head. Along with the winnings that Harley pocketed, he was also awarded a trophy saddle. Winning the average was Brock Butterfield with Dustin Nicholson and Jessie Heggie placing second and third respectively. Fast times went to Todd Maughan (4.7), Marty Jickling (5.10) and Justin Guenthner (4.4). Trygve Pugh of Ponoka placed second with 10 flat and Todd Maughan third with 10.7. All 10
finalists completed the round catching both head. The evening was topped off with a supper for about 180 people and entertainment by the Genuine Cowgirls from Big Valley. A perfect end to a sunshine, fun filled day.

Prep for Highway 56 reconstruction Brenda Schimke

With the province’s surprise announcement that funding would be available in 2015 for the reconstruction of Highway 56 through Stettler, administration scrambled to prepare and award a tender to complete necessary water and sewer main
replacements this fall. At the regular council meeting on September 2, 2014, councillors were faced with a decision to award the contract to Urban Dirtworks Inc., the sole bidder, or re-tender. In a 5-1 vote, Urban Dirtworks Inc. was awarded the contract for a total value not to exceed $468,000. The original estimated cost prepared by Tagish
Engineering was $390,000. Councillor Darcy Bachman voted against the motion concerned about only one tender that was way over budget, but understood the urgency behind getting the work completed this fall. CAO, Greg Switenky advised council that the staff had successfully negotiated $77,000 off the original quotation without a
Bible camp closes book on summer season
Submitted Plover Lake Bible Camp has wrapped up another camp season consisting of three week long camps for teens, girls and boys, during the month of July. Teen Camp, made up of 32 girls and 32 boys, was directed by Mark and Raeanne Blair of Youngstown. The theme was “Olympic Challenge,” which had campers divided into four teams that competed for points in various games and challenges. The speaker for the week was Andrew Cross of Olds. Girls Camp had 45 girls and was directed by Kim Parker of Edmonton. The theme was “Around the World,” and each day the campers were able to sample a different exotic food. The speakers were Myrna Parker of
Edmonton and Denise Marshman of Sherwood Park. Boys Camp had 40 boys and was directed by Mark Gurnett of Edmonton. The theme was “Living Dangerously for God.” Campers learned the difference between reckless and dangerous, and built mouse trap cars for their craft. Three speakers tag-teamed during the week: John Armstrong of Youngstown, Geoff Meadows of Okotoks and Doug Siewert of Edmonton. For the fourth year in a row, a college and career retreat was held at the camp over the August long weekend, which was attended by about 35 young adults. The speaker was Isaac Edler of Youngstown. All the campers were able to enjoy
activities such as swimming, crafts, archery, camp-wide games, canoeing and mountain-biking. A recently finished addition to the chapel created more space for indoor activities, as well as an office for the director, and a much-needed storage room. Plans are in the works to build a new bathroom/shower building. The camp board appreciates everyone who supported PLBC this year, whether through bringing kids, volunteering as staff, praying for camp, or donating food and funds. Composting Bins
Further to a property owner’s concerns about the two composting bins located at 41 Avenue and 65 Street in the alley, Council approved replacing the old bins with two new composting bins with lids for a total budget cost of $1,500. Administration did not want to close down this location as it is a mature site with lots of use. The lids will hopefully mitigate much of the property owner’s concerns about unpleasant odors and its attraction for wasps.

CORONATION TOWN COUNCIL
‘Green space’ land use changed to multi-family Coronation town council approved the Land Use bylaw change at their Sept. 8 meeting for a parcel of land previously designated as ‘P’ - Community Service District (green space) to R-3 Multi Family Residential District as per a proposal received by council for construction of a multi-family development. The land is immediately west of the existing condominium and on the south east boundary of the Coronation golf course. A hearing, held prior to the council meeting, had one resident attend to answer any questions council may have pertaining to her letter she had submitted. “I really don’t want that (potentially a two or three storey structure) across the street,” said Janine Stannard. “I think it would be better going north” from the existing condominium. Stannard expressed concern with the possible traffic implications, the narrower width of Alexander Ave., and this being the only open green space left in the community However, CAO Sandra Kulyk pointed out that the town would incur very high costs because there is no water and sewer north of the condos. “We need development of all kinds for sure,” said Councillor Jackie Brigley. “Basically the question is whether we want to give up green space or not,” adding that this option had the least cost for the town and was the most beneficial. “Once we get rid of green space,” said Mayor Mark Stannard, “you don’t get it back.” “It’s an ideal location” for the older population, said Councillor Shelly Cook. Discussion on any other possible locations with the vacant lots where the Elks hall once stood mentioned, however it was said to be “potentially contaminated”. Councillor Keith Griffiths declared conflict of interest and removed himself from the room during this discussion.
RCMP update
Sgt. Darcy McGunigal reported on the summer highlights and fall priorities. He noted that July was high in vandalism and August high in thefts. Sixty items were seized with a search warrant at a local residence and most of those items have been returned to the owners, he said. A Habitual Offenders Management Program is one of his priorties for fall along with a traffic enforcement blitz in the latter part of September and he is scheduling a training session for parents for child seat safety. He indicated to council that the DARE program was
up and running, however, so far, very little interest in the Citizens on Patrol (C.O.P.) initiative. One position at the detachment has been vacated with a transfer to Turner Valley by Cst. Carl Almusa.
PEPS donation
Council gave unanimous approval for the Paintearth Regional Waste Management Ltd. (PRWM) to donate $100,000 to the Paintearth Economic Partnership Society (PEPS). As per the terms of the Paintearth Regional Waste Management Membership Agreement, financial assistance over $10,000 must be authorized by a resolution of the members of not less than 80 per cent of the members. With only four members, Coronation, Castor, Halkirk and the County of Paintearth, it means that all four have to agree to the proposal. Along with transferring these funds to PEPS, PRWM also operate the transfer sites in Castor, Halkirk and Coronation at no cost to the communities. The funds are realized from the ‘tipping’ fees at the BFI Canada Inc. landfill site north west of Coronation.

New grants
A regional disaster plan, the Castor and Coronation airports and expansion of the Coronation Medical Clinic are four projects being looked into collaborately with surrounding community councils to apply for government grants under the Alberta Community Partnership (ACP). It was supported in principle by council. During council discussion items, it was noted that the handicap parking stalls were not wide enough for the use of wheel chairs.

ECA Review Journalist The provincial government slashed outlets selling gaming licenses from 1,200 to 300. It created long-line ups and angry hunters across the province on Saturday. Seems most outlets still able to sell the licenses, ATB and Fish and Wildlife Departments, were closed for the start of the duck hunting season as it coincided with the long weekend. There is likely one of two reasons why the number of outlets selling gaming licenses have been slashed, either to save money or for security reasons. Remember when the Alberta Government privatized registries and the actual issuing of drivers’ licenses. It set up the easiest drivers’ license fraud in the world. Government saw the error of providing a template for private registries to issue actual licenses rather than temporary ones and quickly pulled back their templates but not before a lot of people acquired false IDs. Nor should we want to be reminded of those drivers who bought their Class 1 licenses without being able to back up a rig, because they’re still out on the road. Alas, with everyone and their dog able to sell gaming licenses, could not the same be happening today? Were there too many rules being broken? Did the government have a legitimate reason to pull back the number of outlets? Who knows! Or is it just about the money! The more points of access people have to government services, the more expensive it is and the harder it is to keep taxes low and budgets balanced. Just ask the injured and disabled vets who no longer have regional offices to visit. Ask those farmers who used to be able to talk face-to-face with local agricultural experts. Ask charities or individuals who used to be able to access appropriate advice from CRA without hiring an accountant. Ask pensioners who now have to wade through a confusing series of web pages to merely change an address on their T4P slip or ask a simple question about their pension. Ask media who once were able to talk to experts in the public service to round out a story with facts, rather than just reporting political claptrap. But alas for the hunter, the moral of the story might be nothing more than don’t leave the task of purchasing your hunting license to the day the season opens!

Conservatives will not tolerate irresponsible senators In response to M.P. Geoff Regan’s recent comments, I would like to reiterate that Prime Minister Harper and our Conservative Government do not tolerate irresponsible senators that misuse taxpayers’ money for personal gain. As soon as Senator Duffy was found to have misspent taxpayers money he was immediately removed from the Conservative caucus and later suspended
from the Senate without pay. We have assisted the RCMP throughout their investigation and congratulate them on the progress they have made. Those who break the rules must suffer the consequences. These facts are well known and will not change on the whim of others’ views on the matter. In contrast, the Liberal Party has a

Big Knife villas proposal ready to go to tender Brenda Schimke

At the regular Forestburg Village council meeting on September 3, 2014, Mayor Peter Miller said the Request for Proposal (RFP) to build 10 new lodge rooms to Big Knife Villas in Forestburg was ready to go to tender, needing only the final green light from Municipal Affairs. “MLA and former Municipal Affairs’ Minister, Doug Griffith was instrumental in getting this project approved,” said Miller. It is hoped construction on the $5 million project will begin in the spring and when completed, Forestburg will have a total of 31 lodge beds or self-contained units for seniors.
Water Plant oversight
The villages of Forestburg, Galahad, Throne, Heisler and the Town of Daysland are involved in a pilot project to have regional oversight of its water plants. Trista Williams was hired to coordinate all the reporting requirements for the province and to fill in when not enough certified water operators are available. Council acknowledged the heavy work load Williams has currently been carrying.

Shay Barker, Executive Director of the Battle River Alliance for Economic Development (BRAED) and its Chairman, Arnold Hanson, were in attendance to update the village council on its activities. Barker gave details on the Eastern Alberta Trade Corridor group which includes the Regional Economic Development Alliances of BRAED, Palliser (PEP) and Northeast Alberta (AlbertaHUB), from Fort McMurray to the border along highways 36 and 41. It also includes a working relationship with nine states and Mexico covering over 3,000 kilometres of economic reach. “East Alberta has great economic opportunity especially for oilfield manufacturing,” said Barker. “During the 2014 Global Petroleum Show in Calgary, we learned global petroleum participants were very interested in our area, but they don’t want to do any legwork to find out what makes our
