Pathways Unanimous approval was given to overlay and repair the east half of West Stettler Park’s current pathways from the bridge at the spray park up to where the north pathway had been paved last year, for a total of $40,000. A total of $100,000 had been budgeted for pathways. News Journalist Ken Checkel, Chair of the Clearview Board, expressed some optimism that the province may be changing its focus of measuring educational success of a school (or district) entirely on exam results. At their regular board meeting on August 19, 2013, board members were keen to start a conversation about moving beyond the high-level goals normally addressed in a 3-year plan and addressing some of the more immediate objectives. Those mentioned included community engagement, programming (including a pilot project at the Stettler schools), budget transparency, board communication with its constituents and user-friendliness. “We’re in the middle of big government and big unions,” said Checkel. “We’ve got to be nimble in how we do our planning to really have any relevance at all.” In November, the newly elected school board will be required to approve a 3-year plan setting goals that enable the public to measure how well their students are performing against others in the province.

ECA Review Editorialist It’s hard to miss the 83 giant wind turbines that dot the landscape between Halkirk and Castor. For many driving by there may even be some envy about the cash cow that has landed in the laps of Paintearth county. Certainly the economic and community benefits that have come with this project are welcome. A permanent office in the Village of Halkirk, regular cash payments to landowners with wind turbines and 16 permanent jobs is a significant boost for local businesses. Everyone wins . . . but wait, the new and steady stream of tax revenue for the County of Paintearth . . . it hasn’t materialized yet . . . surely there’s a story behind that! The simple answer, the County and its ratepayers won’t receive its first nickel of revenue from the wind farm until January 1, 2014. When you and I are in the process of building a house and tax time rolls around, the assessment is based on the amount of work completed. When the home is finished, the assessment moves to 100 per cent of the market value and then locally-elected municipal councillors set the mill rate. This is not the case when it comes to linear assessments (i.e. railways, pipelines, cell towers, power plants, wind farms, etc.). They are assessed once a year on October 31. Construction of a project can be 100 per cent complete, but unless it is operational, the assessment value is zero and municipal taxes are forgone for a whole year. So it should come as no surprise that companies have a great economic incentive not to bring projects on line until after October 31. In the case of Capital Power, they took 14 months to construct the wind farm and started commercial operations on December 1, 2012. They will have used County roads and bridges for two years and three months (14 months of construction, 13 months of operations) before their first tax payment. But there’s another twist. The Alberta Government declares that 75 per cent of the capital cost is obsolete in the first year. So, a project that is worth $350M, as in the case of the wind farm, is deemed to be worth $87.5M in the first year of taxation. In the second year (2015), another 20 per cent of the project is deemed obsolete, so the tax base for the project now becomes $70.0M. There are no doubt a lot of small businesses that would enjoy such rich “amortization” rules to lower their tax bills! But that isn’t the last kicker for Paintearth County ratepayers. Nobody locally knows what the Capital Power taxes will be in January 2014. That is solely at the discretion of the Assessment Services Branch of Municipal Affairs. The provincial government has always been very keen on financially encouraging big corporations to do business in Alberta, especially in the energy sector. But the question becomes when the consequences of that financial help falls onto local governments, is it fair? Fort McMurray has asked this question over and over again to no avail. Fairness would mean the provincial government carries the financial burden for its decisions, not local municipalities. In the case of Capital Power’s wind farm, the County will have seen 27 months of increased road and bridge maintenance costs with no offsetting revenue stream. The provincial government has three options. Keep the rules the same and download the consequences of their unilateral decisions onto local governments. Downsize the gaping loophole in the regulations around the one assessment date and the need to be fully operational. Or reimburse municipalities when a provincial government’s decision negatively impacts a local government’s budget. The man who can effectively champion these much needed changes in linear assessment regulations is none other than local MLA and current Minister of Municipal Affairs, The Hon. Doug Griffiths. But he may need some encouragement!

Fiscal flood plan report The Canadian Taxpayers Federation (CTF) released its recommendations for rebuilding from the 2013 floods in a report titled, ‘Responsibly Rebuilding Alberta.’ In the report, the CTF estimates the fiscal changes to the province resulting from the flood and makes a series of recommendations for flood aid, and how the province should pay for rebuilding. The CTF estimates that as a result of the flood, the consolidated deficit for 2013-14 will grow from $5.1 billion to $8.1 billion. Without major corrective action, the CTF estimates that the province will run a cumulative deficit of $14 billion over the next three years. “We were already staring down the barrel of a $5.1 billion deficit before the flood. The flood didn’t create the mess we’re in, but exacerbated an already perilous situation,” said CTF Alberta Director and report author Derek Fildebrandt. The CTF’s report also calls for mandatory flood insurance for property owners who have made disaster relief claims. “When we surveyed our supports, they were very clear that they were willing to open their wallets for one-time flood relief, but that there needs to be clear protections for taxpayers and property owners in the future. Making flood insurance mandatory for those who have claimed disaster

The CTF also calculated that based on pre-flood spending plans that the Sustainability Fund would be entirely depleted or borrowed against before the end of the fiscal year. The Sustainability Fund had $16.8 billion in it at the beginning of fiscal year 2009-10. “We wasted our rainy day fund – the Sustainability Fund – during good and fair weather days,” said Fildebrandt. “The province’s inability to control spending before the flood has left us in a position where there is nothing left in the kitty now that we really need it.” In its report, the CTF laid out a detailed fiscal plan to reallocate $4.4 billion in annual spending away from pre-flood commitments in order to pay for rebuilding. This would be accomplished by reallocating $2.7 billion in operating spending and extending the 2014-15 and 2015-16 Capital Plan over three years. “The CTF’s plan to rebuild responsibly is built on the premise that we cannot allow a natural disaster to become a fiscal disaster,” said Fildebrandt. “Our fiscal plan is about setting priorities between the ‘nice-to-have’ and the ‘need to have.’” To read the full report, visit taxpayer.com

The female driver was trapped in the truck, but was pulled to safety by two individuals who had witnessed the accident happen. The accident occurred just before 9am, on Hwy 872, south of Hwy 608. As a result of the rollover, the highway was blocked for several hours. The driver was taken to Hardisty hospital via ambulance and treated for a badly injured arm. She was then taken to

Edmonton for further treatment. The propane truck appeared to have rolled onto its side after the driver overcorrected upon driving off the road and into the ditch. The propane vessel was not compromised in the rollover. The highway maintenance crew, Carillion, re-directed traffic and the highway was re-opened a number of hours later. According to Killam RCMP, neither alcohol nor drugs were believed to be factors in the collision.

On Friday, August 23, Ken and Anne Clough, Patrick Clough, Shaun and Devra and two of the kids, Alex Holman (Anne’s brother) all went on the Stettler Steam Train tour in celebration of Ken and Anne’s 50th wedding anniversary. News Reporter Castor Council motioned on Monday, August 26 to maintain their ATCO Electric franchise fee at a rate of 5 per cent for the 2014 forecast year. With the maintenance of this percentage, the fee works out to $41,611.90, which is around $100 higher than 2013. It was discussed that changes were generally dissuaded due to power costs being raised for people in the community.

He/she should have several years of progressively responsible experience as a manager or assistant in a related setting. A related degree or diploma will be beneficial but not mandatory. Financial and human resource aspects are key areas of responsibility. Equivalencies will be considered. The Chief Administrative Officer (CAO) holds a key leadership position in the Foundation. Under the authority of and reporting to the Board of Directors, the successful candidate will assume complete responsibility for managing the facilities through the Lodge managers and staff, within Foundation policies and regulations. Reporting to the Administrator, the Director is responsible for the well-being of the M.D.’s road network, including the planning and implementation of annual construction projects, in addition to the management of all Public Works staff. The successful candidate will demonstrate exceptional people and time management skills, in addition to possessing a strong technical background in construction and road maintenance. Senior management experience in a related or equivalent field is a pre-requisite for application. Salary is negotiable and will be commensurate with experience and qualifications.
