ALIX COUNCIL

Adult bullying in Alix must stop, says mayor Lisa Joy

ECA Review reporter “In the past few years we have tolerated bullying, verbal, physical, printed in the newspaper and elsewhere, online and on social media,” said Alix Mayor Arlene Nelson. “They are venues that have all been used in this community. “Not only has council been bullied but also village staff, local business people, private citizens and essentially the whole community.” Mayor Nelson said the bullying must stop and has gone on “far too long.” “We will do whatever we can to stop

it and it will start now,” Mayor Nelson said at the start of Alix’s regular council meeting Feb. 15 with about a dozen residents attending. Mayor Nelson said that bullying has run rampant in Alix for more than two years perpetuated by a “small band of negative people.” She said the village has a harassment policy that states the village won’t tolerate abuse. “We stand up to bullying,” said Mayor Nelson. “As we tell the children, if you witness bullying, step up and stop the action, interfere, defend and report. This is not just a council problem, it’s not an individual problem,

it is a community problem. “It must be resolved by our village community.”

More police presence

Bashaw RCMP’s new detachment commander S/Sgt Bruce Holiday introduced himself to the community during Alix’s regular council meeting Feb. 15. S/Sgt. Holiday said residents can expect more of a police presence in Alix, which doesn’t have its own detachment and is policed by Bashaw RCMP. “I assure you we will be out more.”

BASHAW COUNCIL

Former Bashaw councillor urges council to keep using well water Lisa Joy

ECA Review reporter Don’t switch to Hwy 12/21 regional pipeline water and stick with the town’s well water supply, former Bashaw Town Councillor Mel Hay told council. Hay gave a presentation about Bashaw’s water system and its history to council during its regular meeting Feb. 17. “I was on council for 11 years when the (current) water system was built.” Hay said the system was designed to accommodate 3,000 people and there is an abundance of additional sources for wells in Bashaw. “We’re sitting on a lake of water. We’re not going to run out of water.” Hay told council that he is willing to

Dog park proposal

Amy Saunders gave a presentation to council asking for the village’s help with creating a dog park in Alix. She asked the village to budget $25,000 for start up of the facility. Saunders said she conducted an online survey and the response was positive. She said she researched dog parks in Stettler and Blackfalds. One of Alix’s current parks could be converted into a dog park. Coun. Rob Fehr said a dog park is an excellent idea. Council accepted the presentation as information.

CORONATION COUNCIL

Coronation official population 940 Coronation Town council heard at their regular meeting on Mon. Feb. 13 that the population of Coronation, according to Stats Canada 2016 Census, had dropped by seven leaving the official population at 940. According to the census numbers released on Feb. 8, the County of Paintearth has increased from 2,029 to 2,102; Town of Castor decreased by three to 929; and the Town of Consort went up from 689 to 729. The previous census was in 2011.

Bylaw Enforcement report

Thirty sidewalk snow removal letters had been issued during the month of January along with six dog calls, two trailer and one miscellaneous item which clocked 10.5 hours of work for the bylaw officer. Council expressed approval for the work done.

Think Tank session

Carole Tkach provided a report

from the Central Zone of Alberta Health Services (AHS) ‘Think Tank’ she attended as representative of the David Thompson Health Advisory Council. Council expressed concern over the sidebar comment in the six-page report that stated, ‘Communities and municipalities need to take responsibility for some of the issues (financial and collaborative) to manage social determinants of health’. “How do they expect us to do that when we don’t have any say in what they (AHS) are doing,” said Keith Griffiths who participated in the meeting via video conferencing. Council agreed they already do social determinants of health through several organizations in Coronation including Coronation & District Support Services (CDSS), Choosewell and others. “It’s hard to say what voices were making that comment,” said CAO

Sandra Kulyk. “I’ll email her [Carole Tkach], maybe have some further discussion on that point.”

Council items

In council discussion items, Coun. Vickey Horkoff asked members to check out a grant program called CARES Grant Alberta. “There’s a 1000 things it can’t be for,” said Horkoff but maybe there is something it can be used for. Coun. Jackie Brigley also raised the Seniors Home Adaptation and Repair Program (SHARP) intended to help seniors renovate their homes so they can stay in them longer. It was also noted that there is a tax incentive for seniors to renovate their homes for the same purpose. Coun. Horkoff noted that Paintearth Economic Partnership Society (PEPS) has yet to decide what to do with the Canada 150 grant. They are looking at some kind of enhancement for each participating

community, something that will last, concluded Horkoff. Coun. Horkoff also raised the issue of drugs becoming a little bit of an issue in Coronation and wondered if that should be a focus in the 2017-2018 Plan that the RCMP put together along with input from council. “I’m talking about our people,” said Horkoff, “not people moving in, our parents.” “We can always change our priorities,” said Mayor Mark Stannard. “I don’t just think it’s marijuana, that’s what scares me,” concluded Horkoff. In other business it was noted that the skating shack adjacent to the outdoor rink had to be locked up due to vandalism. Spray painting inside was not condusive for young children to read and covering up the words cannot be accomplished until warmer weather.

ON THE OTHER HAND

Take much, add little by B. Schimke It was a refreshing week to hear two men, an entertainer and a politician, actually go after the people who sit in the middle, adding little or no value, yet take the lion’s share of wealth. First was country singer, Garth Brooks and his reason for giving nine concerts in Edmonton. It’s his way of scamming the scammers. Brooks understands that if the supply of tickets exceeds the demand, scalpers cannot make egregious profits on re-sale. He would rather have some empty seats than have himself or his fans exploited by middleman leeches. The reason the world economy collapsed in 2008 was under the same circumstances. With weak regulations, Canada being the exception, investment companies and banks were free to create and trade nonsense financial instruments based on mortgages with zero value.

The provision allowing corporations to sue sovereign governments because it affected their profits was simply inane.

The Wall Street billionaires made billions buying and selling these fake instruments. The big losers were working and middle class people who lost their homes and savings. The other loser was government and taxpayers which unfortunately are one and the same. Ticket scalpers and investment bankers/stock traders have a lot in common, greedy guys in the middle who take much and add little. The second man to impress was our own Prime Minister, Justin Trudeau in his speech to leading business people in Europe. He chastised them, in a politically correct way, for their part in creating the environment whereby middle class workers are feeling angry, scared and left behind. He reminded corporations that as they announce huge profits and compensation for their executives, workers are being asked to take reduced pay and part-time positions. He also reminded them of their responsibility to the communities in which they operate. Multi-national corporations have a lot in common with scalpers. Controlled by a very small group of powerful insiders who are getting richer and richer (the one percent of the one per cent), they give and take away jobs at a drop of a hat.

They don’t commit to communities but rather pick up and move to areas where they are much more able to exploit labour and the environment. They move head offices to shelter paying taxes so they do not have to pay their fair share towards government infrastructure and services in jurisdictions where they operate. They stockpile billions of dollars in off-shore bank accounts, much of it accumulated through low corporate taxes or tax avoidance. The five big tech companies in the United States (Apple, Google, Cisco, Microsoft and Oracle) are sitting on over $500 billion and have been for years. How does that produce jobs and grow the economy? How much better the $500 billion would be in the hands of governments to fund infrastructure and create jobs. Protectionism has never worked, but the first rounds of globalization haven’t been that successful either. The biggest problem was allowing corporations the power to call the shots. Corporations regularly sued governments and won when elected government enacted policies that were for the public good yet had the potential to affect corporate profits. The provision allowing corporations to sue sovereign governments because it affected their profits was simply inane. Raising money to expand a business and create jobs is a very small part of the stock market today. It’s all about billionaire owners of private corporations cashing out or simply white collar gambling, much of it using middle class money. So with billionaires taking over the White House and promising to deregulate the banking/investment industry, lower corporate taxes and eliminate environmental regulations, the stock markets are booming. But the U.S. will be setting itself and the world up for a repeat of 2008. The fundamentals behind the market collapse haven’t changed. If you have come to accept the alternate truth that our democratic government is the enemy, guaranteed you will have good reason to be angrier yet when the erosion of middle class jobs and incomes continue on a downward spiral. If you really think the one per cent of the one per cent billionaires care about you, well good luck with that one as well. Mistrust of your democratic governments and mainstream media (freedom of speech) are the two great propaganda lies of this century. Much closer to the truth is that the middle class has seen no demonstrative increase in their standard of living since the 1980s because there are a small percentage of powerful rich guys in the middle that take much and add little.

Accommodating Muslim inclusiveness by Herman Schwenk Alexandre Bissonnette (27), a Quebecer, killed six Muslim men and wounded many more in a shooting spree on Sun. Jan. 29. The men were praying in a Mosque in Quebec City. This event has created quite a stir in this country. In this column I want to explore some of the issues that I think we need to think about. There are some implications that could be both positive and negative in our future relationship with the Muslim community. There is no doubt that the execution style murders of six Muslim men in prayer put fear into the hearts of many Muslims. By the time the funerals for these men were over a week later, there was over reaction by the media, politicians and general public, in my opinion. I do not want to downplay the horror of this tragedy but had this been people of Jewish or Christian faith, the reaction would not have been the same. What this episode has done is highlighted the term “Islamophobia”. Islamophobia is a term that is used to denote the hatred of Muslims. From what I have been able to learn it is much more than that now. It seems in the aftermath of 911, Islamophobia has morphed into a catch-all phrase to silence anyone who criticizes the religion.

This applied even if people were denouncing extremism like Sharia law or groups like the Muslim Brotherhood. As I write this, Parliament is debating a private members motion M-103 introduced by a Liberal MP. This motion is nonbinding, it is not a law or a bill. According Kellie Leitch, M-103 is an ill-conceived motion that could be in violation of our fundamental freedoms. It seeks to recognize and condemn “Islamophbia” without defining the term in the motion. While the motion may be well intentioned, there is much criticism of this as it could well do more harm than good.

may be well intentioned, there is much criticism of this as it could well do more harm than good.

In the aftermath of this tragedy the Muslim community have realized that they needed to be much more transparent with their religion. Turn to Need, Pg 5

Unobstructed access to council Dear Editor, I would like to acknowledge the outpouring of sympathy expressed by my fellow Canadians with regard to the terrible act committed on our citizens in Quebec on January 29. The rally of many in support of the Muslim community should remind us of the importance of being all inclusive and not marginalizing one another but showing respect for the citizens and the country we live in with our democratic ideals. We pride ourselves on being tolerant and respectful of everyone despite our differing opinions from time to time. This show of respect and honour was not only displayed in acts of kindness to those families directly impacted but in our government

houses at every level as well. In a display of respect for our values and beliefs flags were flown at half-staff, a symbolic gesture chosen to bring attention to the ideals we Canadians hold so dear. Our local government also chose to fly flags at half-staff. I can only hope that the

Village council and administration take time to reflect on the true meaning of this symbolic gesture. If we cannot be allowed unobstructed access to council to have open, fair and just discussions of legitimate issues without punitive actions, then perhaps the flag should

Still looking for answers Dear Editor, A few weeks ago I proclaimed my displeasure about an unfair tax that was being levied by the County of Red Deer for private camping. I got such a response from not only people from this County but from others as well, some even asking if we had a fund set up to fight this. So I felt obligated to look into it further. I started by talking to the provincial government to inqurie about this tax the county is blaming them for. I was told that the law that is being used by the County is one of those (and there are many) broad-based laws and that while the County was not breaking any law by collecting this tax, it certainly was a very grey area. Further to that, the province leaves open interpretation of many laws to the municipalities. That is why most counties are not collecting such a tax. I haven’t heard of any other county trying to collect this so-called tax. So far I have only found about six properties that are being taxed, all in the same

vicinity. Which brings to question, are they all in Division One? Is this just a test pilot initiative being conducted? Or is it an inner government riff? Why are only a very small percentage of people getting this tax? I have had dozens of people tell me of their own favourite spots and can’t believe that they are not getting taxed as well. It astounds me that you can go to the foothills and camp for free on crown land. They even put up signs and maintain roads. You can put a fishing shack on the lake and leave it there all winter, no charge for either. If you have a crown lease quarter, you must, according to law, allow people to enter and even camp if they wish, but you can’t camp on your own land without being taxed hugely for it. Seems a little socialistic to this ratepayer. Still angry and looking for answers. Brian Mose Elnora, Ab.

Cont’d from Pg 4 As a result they have opened up their Mosques and welcomed the general public into them so that the rest of our society would have a better understanding of what Islam is about. I have never read the Koran, the central religious text of Islam, but I talked to a priest a few days ago who has read it. The context and structure of the book is much different than the Bible. The Bible is a historical document of the Jewish people and the beginning of Christianity after the time of Jesus Christ and talks about God’s love for his people. From what I was told, the Koran is not a historical document but talks about how to live the life of a Muslim. He said it tends to be much more negative and seeks to condemn anyone who is not a Muslim as an Infidel. The killing of six innocent Muslim men was a senseless act and the motive for it is still not clear, however it garnered a high level of national media attention in favour of the Muslim community. I would suggest that this is a public relations windfall for them. People have bent over backwards to express sympathy and make the Muslims feel included within our society and that is probably a good thing. Consensus: proposed sign was too costly Cont’d from Pg 2 Bashaw will tap into the Hwy 12/21 regional water line once the line is constructed between Bashaw and Mirror. The province announced grant funding last fall for the estimated $7 million water line. Water from the Red Deer River and going through Stettler Water Treatment Plant will be supplied to Bashaw residents. Mayor Penny Shantz asked Town Foreman Murray Holroyd what Bashaw’s water was like before it was chlorinated and when the town started to chlorinate the water. Holroyd said tests on Bashaw water over the years has shown there’s no bacteria and the town only started making the water chlorinated after Walkerton. Mayor Penny Shantz told Hay that the information he presented to council gives them “more knowledge” and council will discuss the issue. Coun. Lynn Schultz told Hay he agrees with him but added “we are in a situation where we are dammed if we do and dammed if we don’t. We have to pay our portion of the water

commission anyway.” Coun. Schultz said the issue should have been reviewed when the town signed on with the Hwy 12/21 water commission.

Bashaw library busy

Terri Brown-Gust gave a presentation to council about the library’s request for funding. The Bashaw Municipal Library asked council for $8,500 in funding for 2017, the same as 2016. In her report to council Brown-Gust said the library’s 2017 budget is $33,500. They expect $27,500 in grant funding, $2,000 from membership fees, $3,000 from fundraisers and $1,000 from other sources. Brown-Gust told council that use of Bashaw library is on the increase with 52 members in 2016 alone for a total of 380 members. The number of visitors has also increased from 10,891 in 2015 to 12,403 in 2016. Items borrowed increased from 4,204 in 2015 to 4,616 in 2016. The public computer sessions increased from 1300 in 2015 to 2300 in 2016.

Get

Lights out on sign discussion

Council discussed the topic of a digital sign but didn’t make any motions as none were needed. The consensus was that the proposed sign was too

7

costly and not in a visible enough location. The town considered purchasing a $28,000 four-foot by eight-foot digital sign to replace the black sign beside the arena.

Attempt to deter activities Cont’d from Pg 3 Bashaw RCMP supported by Fish and Wildlife Officers took the opportunity to provide education in relation to Fish and Wildlife regulations while providing enforcement of Criminal Code and Gaming and Liquor Act Regulations in an attempt to deter activities affecting the safety of those on the lake and/or travelling on local roads and highways. Officers also included enforcement of regulations designed to protect our current fish populations and ensure sustainability for the future. This initiative resulted in addressing following offences: (5) Gaming and Liquor Act Regulations Offences (Consume Liquor in Public / Open Liquor in a

Motor Vehicle) (10) Alberta Fishery Regulations – (Offences designed to ensure the sustainability of the fish population) (2) TSA – No insurance/registration of Off Highway Vehicles Bashaw RCMP and their partners are committed to these types of initiatives in the interest of ensuring the safe enjoyment of winter activities by the public on local lakes for future generations. Bashaw RCMP encourage the public to assist by reporting activities of those who choose to commit offences to the RCMP complaint line (1-780-372-3593) and /or through CrimeStoppers (1-800-222-8477) if they would like to provide information anonymously.

TAX HELPhere

Do you know your tax rate?

Talking money when you’re in love What role do finances play in your couple? Are you able to talk about budgeting with your partner without tearing your hair out? Or are finances a forbidden subject? Discussing money with your life partner is not always easy. There’s nothing romantic about sitting around the kitchen table talking about such delicate subjects as income, expenses, and debts. And yet it’s crucial to take stock of all your money matters if you want to ensure some kind of stability for your household. Financial talk doesn’t necessarily mean

having to combine all your assets; however, it is advisable to quickly find the best way to organize your finances in order to avoid serious problems in the future. Be honest with each other. Are you the sort of person who spends freely, without counting? Have you already had financial problems? Don’t withhold your strengths and weaknesses where money is concerned. Draw up a communal bud get. If there is a big difference in your salaries, err towards fairness rather than equality in paying the bills. Think about settling

those issued by provincial governments. All Canadian provinces and territories have their own applicable tax rate tables that correspond with taxable income. All the provinces and territories have a progressive taxation system (a tax rate that varies with revenue) with the exception of Alberta, which applies the same tax rate to all its residents. What is the benefit of knowing your tax rate? Finding out which bracket you belong to may encourage you to research ways to reduce your taxes and increase your savings. Paying less income tax and saving more money is an interesting concept, right?

Your tax rate is the percentage of income tax that you have to pay after calculating your taxable income. In Canada, the tax rate takes into account four different tax brackets, or segments. Taxable income is very simple to calculate; it is your total income, minus all allowable deductions and exemptions. This amount is the one taken into account when determining which tax bracket you belong to and therefore which tax rate is applicable. Every year, tax brackets are readjusted according to the rate of inf lation. Visit the website of the Revenue Canada Agency (www.cra-arc.gc.ca) to find the tax rates in effect for the current year. As well as federal tax bracket tables, there are also

such questions as life insurance, wills, and power of attorney. In other words, everything concerned with the financial aspect of your relationship has to be discussed. Above all, don’t allow arguments about money to undermine your relationship. If necessary, meet with a financial advisor to find solutions or products adapted to your needs. BEEFTALK

Scoring cows helps

by Kris Ringwall, Beef Specialist, North Dakota State University Extension Service Recently, I had the opportunity to udder score a set of 82 first-calf heifers after they weaned their calves. The process was not very difficult.

The new Beef Improvement Federation Guidelines (http://tinyurl. com/BIFGuidelines) provide ample explanations and diagrams as to how to score the udder suspension and teat size: “Udder and teat quality are among the most

important functional traits of beef females. “Udder suspension and teat size scores are numerical values that reflect differences in udder and teat quality. “Udder suspension scores are subjective assessments of udder support and range from 9 (very tight) to 1 (very pendulous). “Teat size scores are subjective assessments of teat length and circumference and range from 9 (very small) to 1 (very large).” As with all subjective scores, the person doing the scoring will vary the range of scores, but generally, the recording of the relative difference within the trait being evaluated is noteworthy. The Dickinson Research Extension Center has not evaluated cows regularly for pendulous udders and large teats, which shorten the productive life of a cow. Turn to Un-nursed, Pg 14

Cont’d from Pg 13 However, the switch to May calving limited chute and ease of pen accessibility, and large, pendulous udders and teats that were difficult for a newborn calf to nurse are not acceptable. Generally, the calf will nurse a quarter or two and the un-nursed quarters dry up or become problematic. As with any scoring system, begin by looking at your cattle to see differences. As I walked through the young cows, I saw udders were good today. However, I saw some that caused me to ponder just how long they will hold up. After the initial walk-through and becoming comfortable with the amount of variation present in the heifers, I scored them. The average score was 8 for udder suspension and 7.8 for teat size, perhaps typical of young cows weaning their first calves. Nine heifers had the makings of a pendulous udder (score 7), three heifers had significantly larger teats (score 6) and 14 heifers had large teats (score 7). So what does this mean? A point: If one does not record the scores today, the answer never will be known. Turn to Udder, Pg 15

BREEDERS’

Udder score important Cont’d from Pg 14 Today, all the first-calf heifers had sound udders. With time, the heifers will mature slowly and each udder will do the same. I already could see in those lower-scoring heifers the beginning of a challenge. A bigger point: Had I not written down the udder scores, I would have no record of those heifers. The udder score may become important if the feed supply changes and the center has a need to reduce cow numbers. As difficult as selling a pregnant cow is, cows with potential problematic udders would be candidates for the market cow list. While I reviewed the udders, I also noticed the variation in the quantity and quality of the cows’ hair coat to combat the cold and harsh winter. Some first-calf heifers had good, solid hair coats and some did not. I regret not scoring the hair coat because hair condition is an indication of animal health. Efforts at finding comfort and lowering stress directly relate to how a cow or calf is clothed to meet the demands of the environment. Obviously, hair in cold climates is important. Now is the time to observe the hair coat. I made repeated trips to the pickup to try to warm up while doing the udder scores; however, the cows did not seem to mind. They simply ate and eventually laid down. In northern climates, we all can appreciate those days when

everything is covered with frost. Well-fed cattle produce a lot of heat, particularly when fed high-roughage feedstuffs. As the weather gets colder, the frost eventually will settle on their backs, and those well-insulated cows will look like walking frost balls. The body is well-protected from the devastating cold that can confront us all. Inside, underneath that winter hair coat, is a very warm, comfortable cow that really is not stressed by the cold. She does not need to depend on constant eating, but rather, eats what she needs and returns to a protected, comfortable spot on the range and quietly ruminates and waits for the warm days of spring. Contrast that to thin, poor-conditioned cattle that have not developed a good hair coat. They are not comfortable; they are stressed and they are forced to eat more feed to maintain their body temperature. Well, I should have scored the hair. Data not recorded are knowledge left behind. Now would be a good time to look at your cattle and evaluate hair coats. Add those with poor hair coats to the list of potential high-input cattle to sell if the need arises. Even more important would be to body condition score the cows and sort the thinner cows off for some extra feed. Keep warm. May you find all your ear tags.

BR EEDERS’ SECTION

A little wind protection

Cont’d from Pg 16 So are those very pregnant cows content? As winter’s cold passes and calving approaches, contentment should be prevalent within the cow herd. A good feeding program directly translates into contentment. A proper, balanced ration and correct supplements developed with a good nutritionist is important. In addition, a caution for feeding lower-quality feed as winter wears on: Low-quality feed can have a detrimental effect during late pregnancy and early lactation. Adding supplements and making sure the ration includes good-quality hay is essential. Your nutritionist can help you balance the total ration and will smile if he or she notes you are providing 5 to 7 pounds per cow of excellent green grass hay or alfalfa in addition to the basic hay ration. The cows will be content and happy, and they will bed down after feeding without a care. Unfortunately, the better hays are not always available, but that only means a trip to the feed dealer. Once the daily feed needs of a cow are met, peace arrives. With a little wind protection, cows can produce ample enough heat to ward off even the coldest nights. Turn to Palatable, Pg 18

BREEDERS’

Unpreventable causes

Cont’d from Pg 18 Are they thin, hunched up, standing in the corner, bellowing, walking or distraught? If so, get to know your veterinarian. Trouble is brewing, including calving issues, poor colostrum, mothering challenges, fatigue and, later on, scours, along with associated health problems. Maybe some extra feed now is really worth it. Furthermore, nothing is more frustrating than to see a premature calf frozen to the ground with no mother in sight. Life goes on, and the site is cleaned up to the extent possible. The cow slips back into the herd, hidden by all the increasingly pregnant cows chewing their morning cud. Abortion, commonly referred to as a slipped calf, is frustrating and can indicate pending problems as well. For every 100 cows, more than likely one, or maybe two, will slip a calf from unpreventable causes, including physical injuries such as walking on ice or genetic issues that prevented full-term development. However, any more should be an immediate call to the veterinarian to monitor potential causes and provide follow-up care for the herd. The bottom line: Producers can recall crisis stories because a crisis always seems to be worth repeating. But producers can avoid the vast majority of crisis issues by preparing the cows properly for calving.

Well-fed cows and no shortcuts, as well as a good relationship with a nutritionist, work. Properly implemented herd health programs with a veterinarian work. Selection for the right cow with the right genetics for the local ranch is essential. Feed well, raise stock with adapted genetics and maintain an excellent herd health program. There are no shortcuts because cows have requirements. Management means meeting all the requirements in a cost-effective manner. Are the cows content? They should be, and the results will be evident in the fall. May you find all your ear tags.

BR EEDERS’ SECTION BEEFTALK

A lot happens around the kitchen table by Kris Ringwall, Beef Specialist, North Dakota State University Extension Service For years, the kitchen table has been the center of planning for those in agriculture. Conversations of the past, present and future surface around the table. Today, the kitchen table may be in the warming shed, the barn, the seedcleaning facility, the shop or an available room slightly warmer than outside. In some cases, a meeting room, built to accommodate the input and planning for today’s agricultural enterprises, is the designated center. The point is, time must be set aside to develop a plan, which can be implemented successfully by including individual opinions of those involved in the operation. Individual input is critical. Without such input, the operation eventually could be dispersed or, at best, the working environment deteriorates, employee turnover goes up and hard feelings develop. All of these scenarios can be prevented with a good session around the kitchen table. The Dickinson Research Extension Center is no different. As spring nears, the center personnel, like producers, initiate summer planning. This is not a time of rest. Cows start calving, equipment needs servicing and seed needs to be fetched, pushing winter out. The center personnel, as well as the numerous agricultural producers around the area, must sit down around the table because the time for decisions is now. How are we going to get through another production year with pounds of calves or bushels of grain to pay the bills? Like many agricultural operations today, various production units are not contingent on

each other; in fact, 10 to 20 miles may separate the various units, thus the need to plan the movement of equipment, livestock and the many other pieces needed for farming and ranching. The other day, while walking around the shop, I pondered how many wrenches, nuts, bolts, various chains, wire, metal pieces and other assorted hardware are needed to run a farm or ranch. Let us just say, “A lot.” And even when one thinks he or she has everything, when you need a certain-sized wrench, darned if you cannot find it. Anyway, all the pieces have to come together to make an agricultural operation work.

For the center, each unit is discussed individually, with various options placed on the table. This past week, the first topic was a review of the land maps. The center’s website (https://www. ag.ndsu.edu/dickinsonrec) has a facilities tab providing access to the various sections of land by township and range. Field numbers and last year’s history are being incorporated into the maps for ease of discussion. These maps are the foundation for the discussion, followed by the actual implementation of the plan for a particular field. A review of the history and current needs are put on the table for

discussion, followed by a consensus as to how to proceed. Essentially, the question is, “What does the center need from the field to meet the desired objective of the Turn to Timing, Pg 22 center?”

Meet Our Team

Timing, labour discussed

Cont’d from Pg 21 Let’s tune in and re-visit last week’s discussion as we focused on the center’s Boehm Research Farm at Richardton, N.D. The discussion started with the 2016 cropping history and proposed 2017 land usage intentions. The obvious points were resolved quickly: The native pasture would be utilized for grazing approximately 53 cow-calf pairs starting in early June and ending in late October. Next was the allocation of a 98-acre field for grazing by the 53 cow-calf pairs after summer grazing. In 2016, these acres were seeded to German millet, piper sudangrass, medium red clover and common vetch as a cover crop blend and produced 478 large bales. After discussion, these acres would be split for grazing after Oct. 15, half to a 100-plus-day corn and half to a cover crop mix. A suggested blend of seven crops for this year was discussed and will be finalized at the next meeting. The next discussion turned to 474 acres of cool-season pasture. This pasture was re-seeded to a cover crop blend, including buckwheat, German millet, radish, sunflowers, crested wheatgrass and tall wheatgrass, in 2016. The coolseason grass will be rested this year to allow for the further development of the crested wheatgrass and tall wheatgrass, pending any fall grazing developments.

The next field was 124 acres seeded to German millet, piper sudangrass, medium red clover and common vetch as a cover crop blend in 2016. The field yielded 377 large round bales and will be seeded to a cover crop blend of Stockford barley, berseem clover, crimson clover, forage pea and sorghum sudan for hay. Harvest timing and hauling of the 2017 hay crop also were discussed, assuring that the various equipment and labour will be available. That is not all the fields, as two remain, and we will finish the plan in two weeks. Never underestimate the value of discussion at the kitchen table. May you find all your ear tags.

BREEDERS’ How’s your farm business’ health?

Agri-News To help producers be aware of the ratios for their farm businesses, Alberta Agriculture and Forestry (AF) has a decision making tool called the ABA Simple Farm Ratio Analyzer. “As you review your 2016 farm financials and prepare for 2017, your year-end net worth statement or balance sheet for 2016 becomes your opening net worth statement for 2017,” says Rick Dehod, agricultural farm finance specialist, AF. “With this current information in hand, it’s a good time to look at your farm’s business financial health and how it compares to your opening net worth statement for 2017. “This comparison will give you great insight on how your business has performed and what parts of your business may need some attention. “Using your own information will provide ratios you can compare to previous years and also to industry benchmarks.” The ABA Simple Farm Ratio Analyzer is a short cut Excel program that takes just eight key financial entries and calculates 11 financial ratios for the farm/ranch and colour codes them in comparison to industry benchmarks.

These 11 ratios give producers a quick idea of the financial status of their farm or ranch and a comparison of the business’ ratios to industry benchmarks, says Dehod. “The eight key financial numbers can be taken from your accountantprepared financial statements for the past year and can be entered into the various open cells in the one-page spreadsheet. “It’s very important you use accrued revenue and expense information and assets at fair market value to enter into these spaces.” The eight entries are farm gross revenue, farm gross expenses, depreciation, debt servicing payments, current assets, long-term assets, current debt, and long-term debt. Long-term assets and debts include intermediate assets and debts in these entries. “With these eight quick entries from your accountants review engagement report, or accrued notice to reader report for the previous fiscal year, you’ll know how your farm is doing financially,” says Dehod. “They will also tell you where your farm is strong and where it’s weak. BREEDERS’ Make better decisions Cont’d from Pg 23 “You can then consult with your accountant or an agricultural finance specialist to come up with plans to mitigate and improve those areas where your financial ratios are weak.” Each ratio has a bullet that opens and provides the formula used to calculate the ratio. The ratio is colour coded and compared with industry benchmarks. “Having your net worth statement for the beginning of the 2017, you can do your income and expense projection, sources and uses of funds (cash flow) for the year and project your closing net worth statement for the year,” says Dehod. “Once you have your projected 2017 closing net worth statement, you can generate the year-end ratios, 3” financial wide version

and compare them to the ratios you generated from your beginning net worth statement. “This will give an indication of whether or not your 2017 operating plan will progress the financial viability and health of your farming operation.” “It may seems like a lot of work, but using this decision making tool will help give producers an awareness that’ll help them make better decisions to increase the viability and success of their farm business.” For more farm business management information, visit the Farm Manager homepage (http://www.agriculture.alberta.ca/farm-manager).

Based on client feedback Cont’d from Pg 27 From there, the viewer is accessed by clicking on the map graphic. “We’ve done some upgrades on the viewer based on client feedback. “It’s still the same information but now it’s packaged into the five different workflows our clients felt would be of the most use. “We’ve also added graphical tools and buffering options. “The viewer is also now accessible on mobile devices and it automatically optimizes itself for whatever device you are running it on.” “Many outside the agriculture and natural resources industry don’t realize the importance that healthy soils play in supporting life on land through cycling nutrients and water, storing carbon, reducing greenhouse gases, protecting the environment, and supporting the world’s food supply,” says Spiess. “It’s hoped that tools like the Soil Information Viewer can help raise awareness about this vital resource.”

Agri-News The Farmers’ Advocate Office (FAO) has released a new publication titled Negotiating Renewable Energy Leases. “The FAO has been seeing an increase in the number of calls about negotiating wind and solar leases,” says Jeana Schuurman, rural engagement and communications specialist with the FAO. “In response, we’ve put together this new booklet to help landowners who are negotiating for a developer to lease land for the construction and operation of a solar or wind farm.” Schuurman says the FAO wants Albertans to understand that a wind and solar lease is different than one for oil and gas. “Our publication explores some of the key differences. “It’s important to understand that negotiating for a wind and solar lease is 100 per cent voluntary. “There is no legislated compensation structure, and developers will offer different compensation structures. Landowners also need to be aware that the end-of-life considerations for wind and solar are also different than what we see in oil and gas.”

BREEDERS’

Crop varieties fact sheets now available Agri-News Three crop varietal fact sheets have been posted to the Alberta Agriculture and Forestry website to help producers make sound decisions when deciding which varieties to grow. “Varieties of Cereal and Oilseed Crops for Alberta provides information on cereal and oilseed variety performance within Alberta and northeastern British Columbia,” says Alex Fedko, crop research technologist, AF. “Important agronomic characteristics and disease resistance information are provided for varieties of wheat, barley, oat, rye, triticale, flax and canola.” Varieties of Pulse Crops for Alberta provides information on pulse variety performance within Alberta and northeastern British Columbia. Important agronomic characteristics and disease resistance information are provided for varieties of field pea, chickpea, lentil, faba bean, dry bean and soybean. “An important component of the annual feed supply for Alberta’s cattle producers comes in the form of silage, green feed and swath grazing,” says Fedko. “As evidenced in Silage Varieties for Alberta, the selection of varieties that

produce the highest forage yield and/ or nutritional quality becomes increasingly important.” To view a listing of all the crop publications go to http://www1.agric.gov. ab.ca/$department/deptdocs.nsf/all/ agdex3882 Hard copies of the fact sheets are available to Alberta residents by using the online order form or by calling 780-427-0391.
