For the first time ever, the Steel Wheel Stampede in Stettler was held on the September long weekend. Starting August 30, 2013 the event kicked off with a parade downtown Stettler. According to Tana Nixon, co-chair of the Stampede, Saturday saw record attendance in the grandstands, the beer gardens were full and overall the parade was a phenomenal success.
Air Canada Express launches from Red Deer Katie Davis
News Reporter Red Deer became part of Air Canada’s flight network on September 3, 2013, in a move to make air travel more convenient for Red Deer and area passengers. The partnership will see three inbound and outbound flights daily between Red Deer and Calgary offered by Air Canada, as well as connections being enabled to Washington DC, Zurich, Tokyo, and other international destinations. These flights are in addition to those already offered by Northwestern Air. RJ Steenstra, CEO of the Red Deer Airport Authority, says that Red Deer Airport was always a vibrant commercial airport, but was previously experiencing some challenges on the scheduled service side of air travel. “We started discussions with Air Canada in February [of 2013],” Steenstra says, “We thought [the Central Alberta region] was an interesting market, with high propensity to travel, high household discretionary incomes, a
large market that at this point hasn’t been fully served with scheduled service.” Steenstra says that airports are ‘economic enablers’, with ease of travel influential in attracting business from a variety of industries including labour workers, researchers, and conference attendees. “Airports contribute to economies in a significant way, connecting business to other offices around the world, in North America or in the province,” he says, “it’s a booster for your region. Sixteen commercial business operate out of the airport, 225 people currently work at the airport, it’s a significant infrastructure for central Alberta.” Angela Mah, Corporate Communications at Air Canada, says that access to the Central Alberta region was instrumental in the decision to bring Air Canada to Red Deer. “Red Deer and by extension, Central Alberta becomes part of Air Canada’s more than 175 destinations on five continents,” Mah says, “we also expect this to be of interest to business travellers
travelling to the central Alberta area.” Steenstra says Red Deer has one of the few airports in Canada that is steadily growing. “One thing people don’t know is that among [Red Deer’s] regional airport peers, this airport is the second busiest airport in Canada,” says Steestra, noting that peer airports include North Bay and Sudbury Ontario, Gateneau Quebec and Medicine Hat Alberta. “In 2009 [Red Deer Airport] was ninth in the country; it is now second busiest,” he says, “Todd Hearse, the Senior Economist at the Alberta Treasury Branch, [spearheaded] a study of the fastest growing regional airports in Alberta. While others are declining, Red Deer Airport has experienced a 25 per-cent increase in growth since 1999.” The airport meets the Transport Canada guidelines as Edmonton and Calgary airports and includes full security screening procedure by the Canadian Air Transport Security Association (CATSA).

Clearview School Board meeting - ‘Leader in me’ program Brenda Schimke
News Journalist Sharon Fischer, Principal of the Stettler Elementary (SES) and Middle Schools (SMS) was in attendance at the Clearview Board meeting on August 26, 2013 to update trustees on ‘The Leader in Me’ program that both schools will introduce this year. ‘The Leader in Me’ program is based on Dr. Stephen Covey’s ‘The 7 Habits of Highly Effective People’. The goals of the program are to increase students’ selfconfidence, sense of direction, responsibility and better equip them to more positively respond to conflict situations. The anticipated outcomes from such a program are to encourage students to take responsibility for their own education, help reduce discipline problems, establish a common language, increase student engagement, enhance parent involvement and encourage better attendance. Resources and teacher training are expensive but are viewed as an investment for the future. SES has already approached the Kinette Club of Stettler, who offered to sponsor some of the resources to be shared with the SMS. Staff from both schools will attend a 3-day training session workshop. Trustees were very supportive of this initiative and it could become something other schools in the district may consider.

Technology use concerns
Steve Meyer, Director of Technology presented the current status of technology and his department’s budget. A joint decision by all senior administration and principals five years ago to establish the evergreen fund, which deducts a per student fee from each school’s budget to cover the costs of student-use computers, has been successful. At that time, it was decided that strictly applying the funding formula would mean many of the smaller schools would only be able to fund five or six computers in total. Jointly, the group agreed that every school should have a functional computer lab. This cooperative funding plan has been successful in bringing computer-to-student ratios for larger schools in the 3.5:1 range, and for smaller schools in the range of 2:1. The provincial goal is a 5:1 computer-to-student ratio. The final results show all schools in the district received more than they contributed except for Wm. E. Hay. “The types of technology and numbers of units that the department is accountable for has steadily increased over the years,” said Meyer, “yet we continue to maintain these very low student-to-computer ratios.” “We seem to be winning,” said Ken Checkel, “it’s been years and years since I’ve walked into a school and had complaints about the network and computers down.”
Trustee Yvette Cassidy, expressed continued concern that individual schools are having a tough time keeping their websites current, yet many parents want to access school websites for recent information. Meyer said his department has encouraged and provided support to schools through an easy input structure, assistance when requested and help desk support. “It’s the schools themselves that have the current information,” said Meyer, “and unfortunately with their increased workloads, websites become the afterthought that is put off to tomorrow and that tomorrow never comes.” Trustee Patty Dittrick expressed disappointment in the lack of video conferencing used. “I’m really disappointed too,” said Meyer, “with both the Board and the classroom use of video-conferencing.” “The Board hasn’t taken advantage of it
RCMP - Fatal off-road vehicle rollover A six year old female died as a result of injuries sustained in a rollover in the Altario district on August 27, 2013 at approximately 5 p.m. The female was a passenger in a Polaris four-wheel ATV that rolled over, Consort RCMP investigation revealed. Two other occupants of the vehicle were treated and released. The name of the deceased is not being released. Investigation is ongoing at this time.
Man struck by train near Trochu A man was found seriously injured by railroad tracks near Trochu on August 31.
Three Hills RCMP responded to the call by a CN crew member at 12:15 p.m., and subsequent investigation found that a 20 year old Calgary man was intoxicated and walking on or near the railroad tracks several hours prior to being struck by a train. The man lay injured near the tracks until CN crews discovered him between six to 11 hours later. The injured male was transported to Three Hills Health Center by ground ambulance, then flown by STARS air ambulance to Calgary Foothills Hospital. The male sustained serious injuries but was declared to be in stable condition.

Railway emergency plan requested Logan Taylor
News Reporter Forestburg Town Council met on August 15 to discuss several matters of importance to the municipality, including the lack of updates regarding Battle River Railway’s (BRR) Emergency plans. Council has not received a copy of the plan, or had any further correspondence from BRR after their initial request for an update in June of this year. At that time they were informed by the railway that they were working on a plan and are currently operating under the CN emergency plan.
“In light of the tragedy in Quebec, we want to better know the Battle River Railway Company’s safety procedures so we know we are prepared,” said Mayor Robert Frizzell. Another issue discussed was the end of the Horton Court Case, a very costly court battle that Council recently won against a resident refusing to pay for a violation of Forestburg’s Animal Control bylaw involving vicious dogs at large. “This was an expensive way of letting our citizens know we do enforce our bylaws,” CAO Debra Moffat said, in regards to

the cost of the case. With Council losing their MSI Operating grants in 2016 and receiving no government grants for operating costs, they have decided to invest in Metasoft, a company that provides a searchable database to help find funding from private sources. A motion was passed for council to pay $8,000 for membership to access this database for a period of five years. “We are hoping Metasoft will open the doors to other sources of operating revenue,” said Moffat.

ECA Review Journalist The numerous tracks snaking through grain and canola crops highlight what has become a common practice of desiccation. Seven to 10 days before harvest, glyphosate is applied to dry up the crop, kill weeds and speed up harvest. Glyphosate is a weed-killing chemical developed by Monsanto in 1970 and is the key ingredient in the company’s “Roundup” label of herbicides. With its patent expiration many other companies are now in the business of making similar chemicals. Manufacturers of glyphosate, Alberta Agriculture, Health Canada and the Environmental Protection Agency (EPA) in the U.S. all subscribe to the common theme that this herbicide is effective, economical and environmentally benign. They argue that glyphosate only blocks the production of aromatic amino acid, a process active only in plants and not in animals. Not surprisingly, other studies, including some from reputable German and American universities, argue that ingesting trace amounts of glyphosate over a long period of time does lead to health issues. Today, we are told by Health Canada that there is inadequate evidence to state whether or not glyphosate has the potential to cause cancer. Yet common sense suggests spraying chemicals on grains just prior to entering the food chain may be suspect. Typically it’s the corporate, mega-producers that need to use speed-up methods to get their mega acres harvested in time to beat winter. Many smaller producers continue to do it the old-fashioned way – sun and time – but unfortunately most of their crops end up co-mingled with the desiccated crops. Big industry and corporate farms will continue the practice of desiccation for as long as it makes money. Governments will endorse this practice until there is ironclad research to show an absolute correlation between this chemical application and human health. In the meantime, for those consumers who would rather be safe than potentially sorry, you may just have to substitute your bread for beer!

Several inaccurate statements Re: “What tax revenue?,” in The Review, Aug. 29. On August 29, the editorial reported that the County of Paintearth was not receiving a fair deal from the tax revenue generated by Capital Power’s Halkirk Wind project located in the County. There are a number of inaccuracies in the editorial on tax revenue that Capital Power wishes to clarify. Firstly, the timing and the amount of our taxable payments to the County is established by provincial regulation. We have, and always will, follow these regulations. The anticipated amount of taxation going to local municipalities and local schools over the expected 25-year life of the project will be approximately $40 million. The editorial questions about the timing of the start of operations of the Halkirk Wind project are misplaced. The construction of a project the size of the 150 megawatt Halkirk Wind project – Alberta’s largest wind farm – is complex. This is particularly true in Alberta, where our short construction season frequently sees project work extended to late fall. In 2012, we encountered

In addition, Capital Power is also supporting local initiatives including the annual Bullarama, Castor and District Agricultural Society, Halkirk Centennial, Paintearth 4H Beef Club, Huber Dam Committee, Castor Minor Sports and the Halkirk Elks. Our goal is to be a part of this community, throughout the life of the project. Halkirk Wind is now approaching its first full year of operation. Capital Power is proud to see that it has emerged as a great addition to Alberta’s fleet of renewable energy facilities and we anticipate many years of significant contributions to the local economy. There is no incentive to delay and the suggestion that “there is a great economic incentive not to bring projects on line until after October 31st” is simply false. Ultimately, the project began commercial operation on December 1, 2012, ahead of schedule and under budget. The editorial makes several inaccurate statements regarding the calculations of assessed values, particularly in regards to depreciation. In fact, we must follow the formulas established by Alberta Municipal Affairs and be prepared to submit to audits and verification by both the provincial government and the municipality. Capital Power also made investments in upgrading existing roads in-order to safely handle heavy loads and approximately 30 kilometres of new roads were constructed for the project. Once construction was complete, the County of Paintearth was satisfied that the roads were left in as good or better condition than they were

The way forward is not to say lets just look at what we had 20 years ago. It’s not good enough.” She said looking forward is going to require re-considering health care choices that are appropriate for the community and what recourses will be required to make changes.
At the culmination of the announcement of new high speed internet funding for the Special Areas on Friday, August 30, Rick Strankman, MLA Drumeller Stettler, stood up and identified that he had something to contribute. Strankman said that he appreciated the developments initiated by the Provincial Government in his constituency, but was unhappy with the status of the acute care in his region. “There has been a death in my community not six miles from my home, and not thirty miles from there there is an acute bed facility that the community… [is] demanding… be reinstated,” Strankman said, “The community has found doctors on their own… and this government has not listened. I’ve made that request [for beds] in the house, to the minister. I have great frustration, and I want to publicly express that here today.” Premier Redford took to the podium to respond, saying that Alberta Health Services had been important in ensuring the right services were in place to meet people’s need. “As we deal with sometimes very difficult personal circumstances, it’s very important for us to make sure that we have all of the information available from medical personnel with respect to how to deal with some of these unfortunate circumstances,” Redford said, “of course it was a very upsetting time I’m sure for everyone who was involved, but I think that it would be a mistake to take… one incident, which was a terribly tragic incident, and Rick Strankman, MLA Drumheller Stettler, expresses his translate that into presuming frustration with local health care during press conference that if there was a facility with on Friday, August 30 in Stettler. RURAL WATER TREATMENT (Province Wide)
Born at the Gascoyne homestead at Bellâ&#x20AC;&#x2122;s Hill Margaret Thomas was born on October 20, 1916 to James and Elsie Gascoyne at the Gascoyne homestead at Bellâ&#x20AC;&#x2122;s Hill. She passed away at the Killam Extended Care on August 24, 2013 at the age of 96 years. She leaves to mourn her passing; her sons Robert (Marilyn), Thomas Lloyd (Evelyn), Alan (Carol), Ken (Kathy), Henry, Mike (Audrey); daughter Louise (Wayne); 34 grandchildren; 21 great grandchildren; two greatgreat grandchildren and two brothers Norman and George (Olive).
Margaret was predeceased by her husband Sebastian â&#x20AC;&#x153;Redâ&#x20AC;?; three sons Garry, Ralph and Lee; five brothers David, Herb, Arthur, Terry and Lawrence; three sisters Violet, Esther and Mona. A funeral service was held on Friday, August 30, 2013 at the Alliance Community Hall.Â

Still have no answer Cont’d from Pg 4 The Health Minister then responded “what I will do is that I will look into the matter with Alberta Health Services and see if I can get any further update on the status.” That at least gave us hope that some form of time-frame would be forthcoming. That was on May 9, still have no answer. Recently, not far from my home there was a tragedy that reminded me of the perilous position the people in the Consort area remain in, without the availability of acute-care. At a government staged event in Stettler on August 30, I was in attendance for an announcement that will see much needed improved internet access in the Special Areas. Also at the event were several Minsters and the Premier of Alberta. Having waited patiently for the last four months without an answer to my question, I took the opportunity to ask the Premier
herself. Her response was even less satisfactory than the two previous Ministers had provided. Her answer was more of a scolding in which she told me “this is not the time or place for this.” With all due respect, when IS the right time? Will it be only after the need for the bed is there and it’s not available because the decision still is being looked into? The Wildrose is committed to advocating for Albertans and ensuring that critical services are available when and where they are needed. I will also continue to push for those services to be based on need and not based on politics. Through the democratic process the people of Drumheller Stettler decided they had enough of misguided self-entitled representation. They chose instead, the way of self reliance, in hope of building a better place to live.

News Reporter Alberta Premier Alison Redford was in Stettler Friday, August 30 to announce a government partnership project to install new high speed internet towers for the Special Areas. The Premier met with media and local politicians at the Stettler Town and Country Museum as part of â&#x20AC;&#x2DC;Building Albertaâ&#x20AC;&#x2122;, a nation-wide initiative aimed at connecting government to parts of the province rarely visited on official business. The Premier used the meeting to discuss the maintenance and building of generational foundations in smaller communities, technologyâ&#x20AC;&#x2122;s role in connecting people in Alberta, and budgetary concerns. â&#x20AC;&#x153;We passed a budget in the spring that was a tough budget,â&#x20AC;? Redford said, â&#x20AC;&#x153;It was a budget that allows us to put Alberta on a sustainable fiscal footing for the future, and weâ&#x20AC;&#x2122;re going to stick to that.â&#x20AC;? Redford said that longer-term planning was important for a provincial growth outlook, and investment in infrastructure was paramount to sustained development. â&#x20AC;&#x153;As we move forward and think about access to the world and access to information, access to education and access to cultural pursuits, itâ&#x20AC;&#x2122;s very exciting to think that the internet is going to be an important part of that,â&#x20AC;? Redford said. The official announcement of funding for new internet towers - known as the â&#x20AC;&#x2DC;Final Mile Initiativeâ&#x20AC;&#x2122; - came from Verlyn Olson, Minister of Agriculture and Rural Development and MLA for Wetaskiwin-Camrose. â&#x20AC;&#x153;The Special Areas are going to receive $111, 975, and this project is for the construction of new tower sites,â&#x20AC;? Olsen said. He said that through a partnership between his department and Service Alberta, this funding would account for the construction of two new towers, an upgrade to an existing tower and the

installation of broadband equipment. â&#x20AC;&#x153;This is going to make a big difference to people,â&#x20AC;? Olson said, â&#x20AC;&#x153;whether itâ&#x20AC;&#x2122;s students wanting to do some research for homework, or whether somebody who has kids on the other side of the world and they want to stay in touch, or whether itâ&#x20AC;&#x2122;s somebody who wants to conduct business such as selling grain or checking web reports.â&#x20AC;? Jay Slemp, Chair of the Special Areas Board, spoke about the local scope of the business partnership, which sees the towers run by Netago, a business owned by Terry Ducherer and Jim Bietelspacher, both of Hanna. By adding new towers, Slemp said they would be able to reach people who still have no access to high-speed internet. â&#x20AC;&#x153;It allows us to reach that last mile for those people who have actually been waiting six years [for internet],â&#x20AC;? Slemp said, â&#x20AC;&#x153;[and] they donâ&#x20AC;&#x2122;t wait quietly, as you might know.â&#x20AC;?

Sainfoin - a great perennial legume Agri-News Are you thinking about seeding a new hay or pasture field in the next few years? If so, consider trying something new and adding sainfoin into the mix. â&#x20AC;&#x153;Sainfoin is a cool-season, perennial forage legume,â&#x20AC;? says Stephanie Kosinski, forage specialist with Alberta Agriculture and Rural Development. â&#x20AC;&#x153;It was introduced to North America from Europe and parts of Russia and Asia. It develops a deep, branched tap-root and numerous fine lateral roots. It is a non-bloat legume that is suitable for mixtures with alfalfa or cool-season grasses, such as Crested Wheatgrass, Russian Wildrye and Western Wheatgrass. Sainfoin has good longevity under optimal growing and management conditions.â&#x20AC;? Sainfoin is best adapted to the Brown and Dark Brown soil zones, and the irrigated areas of southern Alberta. It favours well-drained, light and medium textured soils with good water-holding capacity. It has poor tolerance of acidity and salinity, but handles those soil conditions better than alfalfa. It has good tolerance of alkalinity and drought. Sainfoin grows well in areas that receive 300 mm or more of precipitation in a year. However, it is sensitive to flooding, wet soils and high water tables. â&#x20AC;&#x153;Sainfoin is quite large-seeded compared to the other forage legumes, but even with its large seed size, it still needs to be seeded shallow, no more than ž inches (2 cm) deep,â&#x20AC;? says Kosinski. â&#x20AC;&#x153;Be sure to inoculate sainfoin with the correct rhizobia species before seeding to facilitate nodulation. It germinates well, but can establish slowly. In general, spring-seeded sainfoin stands are well established by the fall. â&#x20AC;&#x153;There may be some hard seed, but you generally donâ&#x20AC;&#x2122;t need to scarify seed before seeding. It has been suggested that sainfoin is seeded separately and at a right angle to other forages if in a mixture. If seeding sainfoin alone, it is not recommended to use a companion or cover crop.â&#x20AC;? The seeding rate of sainfoin should be based on the pure live seed (PLS). Suggested seeding densities are 40-60 seeds/metre of row (12-18 seeds/foot of row) and 175-250 seeds/m2 (16-23 seeds/ ft2). The final bulk seeding rate will vary with row spacing, seed quality and seed amendments. Seeding rate can be calculated using the Forage Seed Mix Calculator found on Alberta Agriculture and Rural Developmentâ&#x20AC;&#x2122;s website). â&#x20AC;&#x153;Sainfoin grows upright, making it easy to harvest as hay,â&#x20AC;? says Kosinski. â&#x20AC;&#x153;It also has excellent leaf retention. If cut at 50 to 100 per cent flowering, you will maximize yields. It can work in either a two-cut system under irrigation or a one-cut system in drier areas. Sainfoin has a higher moisture content than alfalfa, but
still cures well for hay. It yields about 80 to 90 per cent of alfalfa hay. If considering Sainfoin for pasture, it is best suited to a rotational grazing system. It can be grazed mid-summer or stockpiled and grazed in the fall. You will have maximum yield when sainfoin is grazed at 50 to 100 per cent bloom, but you will get better regrowth when it is grazed in the vegetative stage. Sainfoin relies on its residual leaf material and stem buds to support new growth more than alfalfa does. This means it is important to leave residual sainfoin after each grazing period. Newer varieties, such as Mountainview have improved regrowth compared to older varieties.â&#x20AC;? Sainfoin has good leaf retention and frost tolerance, making it ideal for fall grazing. Be sure to rest it four to six weeks before a killing frost in order to allow the plants enough time to build up their carbohydrate reserves to survive the winter. It is a good management practice to allow sainfoin plants to reseed themselves every few years. This helps maintain its presence in the stand. Recent studies conducted in Alberta and Saskatchewan have looked at the potential of including new sainfoin varieties in alfalfa pastures for grazing. They have found that these new varieties are more competitive and have improved regrowth rates compared to some older varieties. These studies have also shown that including 20 to 30 per cent sainfoin in an alfalfa pasture significantly lowers, and

in certain cases eliminates, the risk of bloat. â&#x20AC;&#x153;Sainfoin is highly palatable, with cattle often selecting it over alfalfa when grazing,â&#x20AC;? says Kosinski. â&#x20AC;&#x153;Research has shown that it has lower acid detergent fibre and neutral detergent fibre levels than alfalfa, along with increased digestibility of its stems.â&#x20AC;? Sainfoin is a non-bloating legume due to the presence of condensed tannins. These tannins bind to protein in feed, allowing it to be digested as bypass protein. This avoids the problem of large amounts of protein being quickly digested in the rumen, which can lead to bloat. For more information, contact the Ag-Info Centre at 310-FARM (3276).

Thirty-eight teams in Coronation golf tournament
Teams numbers entered in the two-day, three person mixed golf tournament in Coronation on Saturday and Sunday, August 31, September 1 topped out at 38 for five flights. Ryan Schedlosky took the championship flight with a total of 124 in 36 holes. Second was Justin Schedlosky with 125 and 3rd went to Blaine Brigley threesome with 126. In the remaining flights the first 18 holes was for establishing flights, the final 18 holes set the winners with ties being broke by playing an extra three holes or chipping. 2nd Flight: 1st - Karla Fleming (64); winning over Kelly Shaw (64) and 3rd - Bobby Williamson (65). 3rd Flight: 1st - Lee Kroeger (63); 2nd - Lindon Heidecker (66) and 3rd - Mark Chan (66). 4th Flight: 1st - JJ Adams (70); 2nd - Brooke Schedlosky (72) and 3rd - Carla Erickson (73). 5th Flight: 1st - Lyle Schaitel (74); 2nd - Ted McKenzie (74) and 3rd - Randy Cox (75).
