Waiting for water Beth Causley

ECA Review Reporter Alan Shoemaker has been waiting for water for years.

The resident of Coronation and owner of the bunk houses on the east side of town, spoke to Coronation town council about provision of town water services to his property at the regular town meeting on July 13 and said that he has been waiting for it since the project was first developed in 2010.

That never happened.

The initial water/sewer project, which included a waterline out to Shoemaker’s land was not completed because when the town dug up Victoria Avenue they found contaminated soil from old gas stations that used to be in the town. The project was put on hold due to the high cost of having to dig up and carry away the contaminated soil, refill it and repave the street.

Currently Shoemaker’s land has one well that services both the house and the bunk houses and he wants to break up the land parcel into two separate parcels to sell.

Shoemaker says that as it stands now he can’t sell the land as he can’t tell the buyer when the town will hook up water services.

He came to council to get a date for when the project will be completed.

Mayor Mark Stannard confirmed the accuracy of Shoemaker’s comments.

Council confirmed that they will need to get new quotes for the project as prices will have changed since the initial project.

“Once we get the quotes,” said Mayor Stannard, “then we will see how to work it into the capital plan and get back to you.”

Overweight defined

Amendments to the Traffic Control Bylaw to include a definition of overweight vehicles was passed at the meeting.

Vehicles with a gross weight of over 4,500 kg will be considered overweight, whether they have a trailer attached or not according to Bylaw 2015-637 which was read three times before being passed.

The bylaw also states that a vehicle in excess of weight limits can be fined up to $750 and operating an overweight vehicle on the highways other than the truck route can be a $250 fine.

The County of Paintearth has been working with the town to fix the road leading out to the dam and campground. They had applied an oil product to the road but it left a

substandard finish on the road, with too much oil product and not enough gravel. Until the road can be appropriately repaired, the town has been applying gravel screenings and sand to the road to absorb excess oil product that rises to the road’s surface.

Chief Administrative Officer (CAO) Sandra Kulyk said that the road is still soft and gooey in places and it “pulls you around.”

County of Paintearth’s Director of Public Works, Bryce Cook provided the town with four options and the town chose the option where they will apply an additional 8,000 to 11,000 litres of oil product to bind the new gravel with the existing material at an estimated maximum cost of $7,250.

The county will provide the additional 250 yards of gravel and the town will pay for the additional oil product required.

Kulyk said that they have a firm commitment from the oil supplier that if there is excess oil on the next application that it will be dealt with by them.

This is not a budgeted project as council had only budgeted $26,000 for the project and that money has been used. The money will be taken out of reserve funds.

Land owner pays for contractor error

The property owner who hired a contractor to drill holes for posts for a new fence and accidentally hit a gas main will be charged $1,350.

The Coronation Fire Department responded to a call for a gas line break at 4615 Westminster Avenue in the town on June 2 to secure the area and remain on scene until the gas line was repaired approximately five hours later.

The town does not generally invoice residents for fire calls but in this incident the gas line break was the result of the contractor’s error.

Cleaning up

The town had issued an order to have the burned remains of a trailer at 4455 Park Crescent removed and properly disposed of but to date, nothing has been done with it.

With the order deadline date now passed and no effort to remove the mobile home has been made, the town will proceed with the removal of it. A quote from Rindal Oilfield Construction in the amount of $7,400 plus disposal fees of approximately $1,500 was accepted by council.

The costs for removal would be attached to the tax roll of the property.

The order didn’t include the car that was parked on the property.

Arson at Top 20 Restaurant

On July 20, 2015 at around 2:30 a.m., Provost RCMP responded to a structure fire at the Top 20 Restaurant in Provost.

MD of Provost Fire Department were able to extinguish the fire, however there was significant damage to the interior of the building.

Police and fire inspection experts are investigating this intentionally started fire, and are asking anyone with information pertaining to this incident to come forward.

Damaged by gunfire

Coronation RCMP are looking for those responsible for damaging two large wind turbines located east of Halkirk.

On July 7, workers discovered damage to two of the wind turbines near the manhole door that workers enter and leave while conducting work on the wind turbines. The damaged which has resulted in costly repairs was caused by a firearm sometime over the 24 hour period on July 7.

The RCMP would like to remind the public that the wind turbines contain high voltage engines/lines and tampering with them in anyway is highly dangerous.

Employees also work inside the turbines on occasion and any intentional damage to them is extremely dan-

gerous to their safety while on the job.

Criminal harassment

On July 16 Provost RCMP arrested a 64 year old male on criminal harassment charges due to the male sending hundreds of unwanted and disturbing texts to a female.

The accused was released on a $1000 no cash recognizance with multiple conditions, one of which being not to possess a cell phone.

The male is due in court on August 6 in Wainwright. The male could face a maximum sentence of 10 years in prison if convicted.

Mischief under $5000

The Provost RCMP were called to investigate damage that had occurred at a Rife Resources oil site located near Hayter, Ab. Between the morning of July 16 and the morning of July 17, two outbuildings were damaged. The damage is estimated at under $5000.

Increase in water consumption with hot weather Lisa Joy

ECA Review Reporter With the hot July weather, the Village of Clive has noticed a marked increase in water consumption and asked residents’ cooperation with voluntary water conservation. The usual consumption is 130 m3/day but current consumption is at 219 m3/day with some days going as high a 290 m3/day.

“People should always practice water consumption,” said Mayor Anita Gillard.

Citizen feedback wanted

The Village of Clive is looking for feedback from community members as council plans for the future.

In her report to council July 14, Chief Administrative Officer (CAO) Carla Kenney said they would seek feedback in the areas of social/

recreational, environment, housing and culture.

Railway Avenue work progresses

The Village of Clive’s Railway Ave. Infrastructure Improvement Project continues with the underground work being completed, CAO Carla Kenney reported to council July 14. The gravel base should be finished by the end of this week. This is Clive’s biggest capital project for 2015.

The $627,478 project is being funded through provincial and federal grants and includes road repairs, sanitary work and some waterline work from Main St. to the village shop.

New entrance signs

Clive Village council is reviewing submissions from businesses looking to supply the village with a new entrance sign and wants more infor-

mation before making a decision.

Previously council discussed whether or not the sign should be lit because it’s too dark to see the sign along Hwy 12 directing visitors to Clive.

Campsite fees

Council directed administration to draft amendments to its current policy for fees for usage of the ball diamond, soccer pitch and concession building and campsite to include a $10 per night per site fee. An exception will be given to those using campsites

HANNA TOWN COUNCIL

ECA Review Reporter Mayor Chris Warwick presented Sheldon Morgan with an employee appreciation award at the Hanna town council meeting on July 14.

Morgan has worked for the town for 10 years.

The awards are normally given out at the annual spring barbecue held by the town but Morgan can not attend that so received the award early.

We like keeping busy

Vern Thuroo, president of the Hanna Elks Lodge #451 came to council with news that they will be hosting the Elks’ provincial conference in June of 2016. They will be applying for a grant to help cover costs and already have plans underway with rooms set aside at the hotel and ideas for bands.

The five day conference will see 200250 people, Thursoo explained and a golf tournament will be planned that will be open to the public.

Thursoo also updated them on projects they have completed, including work done at the ball diamonds, their next project will be to fix the outdoor arena with new netting and repairing the boards around the rink.

He highlighted that the school students come and volunteer with the Elks.

They will continue to provide funding for the free skating that takes place in town and will be participating

in fundraising through out the year to make sure that happens. The fundraising they do throughout the year also allows them to contribute to programs like Funding for Children, a program maintained by the Elks and the Royal Purple that provides financial assistance to individual children in need.

“We like keeping busy,” said Elk Archie Williams when Mayor Warwick thanked them for all the work they do and commented that it was a lot.

“It’s groups like you that make Hanna,” said Warwick.

Additional projects approved

With a savings of $189,429 council approved additional infrastructure projects for the town.

Funds allocated in the 2015 Capital Budget for the 2015 Infrastructure Project were $1,061,850 and the actual cost projections are $872,421.

The savings will be allocated to replace two fire hydrants, install water, sanitary service and a fire hydrant at 610 West Industrial Road and repair the entrance road to Golf Course Crescent from Fox Lake Trail.

The funds will also be used to construct a roadside pull-out near to where the new Tim Hortons is going to be built.

The remaining funds will contribute to the road work on West Industrial Road.

Dogs at large

The village continues to deal with informal dog complaints, said CAO Carla Kenney. Earlier this year the village received complaints about owners failing to have their dogs on leashes and not picking up after their animals.

Animal Services is following up.

Council also directed administration to investigate alternate animal enforcement proposals.

Collectors snapping up engines

Driving the ’67 Dodge Dart in the far lane, Wendell Stenvig of Red Deer, AB beat out Terry Woytowich of Rocky Rapids, AB driving the ’37 Chev Pick Up in the Super Pro class at the Stettler 1/8 Mile Drag Races held July 18 and 19 at Stettler Airport. Stenvig went on to lose in the next round due to a car malfunction. “I pushed it a little too hard,” shrugged Stenvig about the Dart, which was out of contention following the race.

Beer has found most of the engines at auctions and estate sales but they are becoming harder to find as buyers from the States and overseas are purchasing them for collections.

Something for everyone

Nearly a dozen antique collector cars and trucks lined the Steam Days venue, every one polished, gleaming and ready for photo opportunities.

As well, tourists ‘learned the ropes’ as they watched a rope making demonstration using antique equipment, also a new attraction for Steam Days.

The process of making rope remains much the same today, only the equipment has changed.

A one-day BioBlitz at Ellis Bird Farm on July 18 aimed to educate youth on that topic.

The free event, dubbed Poop & Pellets, was packed full of interactive activities led by biologists Larry Roy and Dr. Tim Showalter who shared their expertise on how to track wild animals and small mammals.

Dear Editor, Compliments on your fine newspaper, as exemplified by the great photo on page 9 (July 16 edition) of a child checking a net.

The paper is always interesting, so keep up the good work.

I also noticed (page 4, July 16 edition) that someone took a paintbrush to what the photo caption described as the Canadian National Railway (CN) caboose, and converted it to a Canadian Pacific caboose.

How did that happen?

“With mammals you don’t see them flying around, you don’t see them, they’re very secretive,” said biologist Larry Roy. “So what you have to do is you have to find signs that the animal has been there.”

The antlers shed can show you the type of animal. With moose and elk you may find skulls.

“Other things you can are poop, scat,” said Roy. “Other things you can in the bush is (animal) hair.”

And how a branch is broken off a tree can tell you what kind of animal it was.

“Deer don’t have upper teeth so they pull a branch off so you see a bit of a tear and can tell that it was deer. A nice diagonal sharp cut means that it was a rabbit.”

Dear Editor, It is about time your Prairieview columnist writer and your crew realize and accept that Alberta had a change of government in May. You must accept the simple fact that after 44 years of dictatorship of narrow-minded right wing Conservative government, Alberta has changed.

We now have a government that puts the interest of people ahead of business interest.

Your continued harping about business interests is not useful.

What are you saying about Alberta businessmen? That they are incompetent? For a long time Alberta has had the lowest corporation income (profit) tax in Canada and the lowest minimum wage. Now you say any increase in either will cause high layoffs as many small businesses cease operations.

Are Alberta businessmen such poor managers that they can not compete in the environment that businesses in the rest of Canada have competed in for years. Really, stop insulting Alberta businessmen.

Your arguments about both increases in both corporation income tax and minimum wage are nonsense and repeating them does not change that!

We know the Conservatives are interested in supporting the interests of business. The Wildrose is irresponsibly interested only in spending or not spending and not raising money to pay expenses.

Only the NDP is interested in the interests of the people.

Happiest moments were with family around her

Provost Buds won ‘D’ event in the +43 division 30th Annual Oldtimers ball tournament in Kindersley, Sk. held July 18 - 19, 2015 after being rained out on Friday, July 17. Teams playing in that division were Spring Lake Masters, Saskatoon Sportsmen, Red Deer Padres, Kindersley Klippers, Medicine Hat Blue Jays, Disley White Sox and The Provost Buds. This team travels to Nova Scotia at the end of the month for Nationals in the 50+ division.

OBITUARY

Good father, great business man and loyal friend Murray Henry Fiss passed away in Our Lady of Rosary Hospital in Castor, A. on Friday, July 10, 2015 at the of 91 years, two months and five days.

Murray was born at home in Alliance, Alberta and lived in the Battle River area across the road from Green View School. Murray attended Green View School and at the age of 17 entered The Royal Canadian Air Force.

Murray trained as Flight Officer in High River, Ab. and Virden, Manitoba and received his Wings in 1945.

He then came back to the family farm and later met Fiss and married Helen Gibson of Castor, Alberta.

The couple farmed until 1957 at which time they moved into the Town of Castor. He worked for Canadian Propane as a serviceman then got into water conditioning and expanded his business into plumbing and sheet metal.

He later established Castor Sheet Metal Ltd. in the old town hall; additional businesses included Castor Coin Laundry, Castor Car Wash and Castor Trailer Court. Murray maintained the family farm until the 1970’s.

Murray is predeceased by his loving wife Helen Fiss (Gibson), father Henry Fiss, mother Annie Fiss, brothers Norman and Fred and sisters Ethel and Muriel Fiss.

He is survived by his four children Darrell, Brian, Sharon and Marlene and four grandchildren, as well as numerous nieces, nephews and other family.

Funeral services were held at the Castor Community Hall on Thursday, July 16, 2015 with Rev. Barbara Zimmerman officiating.

Cathy Shaffner played for the musical selections. Tributes were given by Vern Hein and Marlene Fiss. The Royal Canadian Legion performed the Last Post Service and Reveille; Bag Piper Stuart Somerville piped at the hall and cemetery as Murray was laid to rest in the Field of Honour Legion Cemetery, beside his wife Helen.

Honourary pallbearers were Percy Farebrother, Dennis Filipenko, Joe Neumeier, Chris Thumlert, Clayton Richardson, Dave Robinson, Orest Luciak, Bill Simpson, Larry Bogath, and the Royal Canadian Legion.

Active pallbearers were Brandon Barthel, Scott Barthel, Fred Fiss, Brian Fiss, Bonny Fiss, Doug Sprake, Neil Fiss and Darrell Fiss. Family and friends gathered in the community hall for a time of fellowship and refreshments prepared and served by Ann Michielsen and staff.
