ECA Review reporter At a special council meeting held July 6, Stettler County council voted to defeat Borrowing Bylaw 1564 to borrow $5.2 million for construction of a new county shop. After the June 27 plebiscite on Bylaw

1564 came back with a ‘no’ vote from ratepayers, council had no option but to defeat the bylaw according to the requirements of the Municipal Government Act. Council considered the next steps for the new shop at the special meeting, debating whether it would be necessary to sell capital assets to fund the

building or to use reserves to pay for the construction. Councillors took turns stating their views on how to proceed. “We have money in reserves to build the shop. It wouldn’t be fiscally responsible to do that,” stated Reeve Wayne Nixon. Now that the construction season is half over, which would push the project

There will be no significant changes to the bus routes, reported Prairie Land Regional Division’s Fleet Manager and Head Mechanic Brad Berg to the Prairie Land School Division board of trustees at their last regular meeting on Thurs., June 23. Most bus routes will stay within the 60 - 70 minute rides, Berg continued, with some being shorter and some around 75 minutes.

The school division also appears to be in good shape for drivers, however Berg said, they are hurting for spare drivers. The hunt for spare drivers has already begun and will continue throughout the summer months.

ECA Review reporter Alix is gearing up to be the “Pinkest Little Town in the West” after village council agreed to participate in a breast cancer fundraiser. This is the eighth year for the Wild Pink Yonder and for the first time Alix is on the tour route. “Over the last seven years we’ve visited some 150 towns throughout Alberta but until now, not yours,” Jane

ECA Review reporter Two out of three tenders were awarded by Stettler Town council at their July 5 regular meeting. The town had budgeted for $130,000 towards a new ice resurfacer. Two bids came in, both well under the amount budgeted. Industrial Machine bid $98,685 with a four month delivery time and Big Hill Services bid $106,978 with an 11 month delivery time. Council awarded the tender to Industrial Machine. Bids to replace two heating, ventilation and air conditioning units (HVAC) for the Stettler Recreation Centre came in at nearly one third the amount

budgeted for from two different companies. The project had a budget of $140,000, but the bid from Keith’s Refrigeration came in at $49,750 plus tax to replace both units and Action Plumbing bid $48,660 plus tax for both units. The tender was awarded to Action Plumbing. One bid that came in more than double the budgeted amount was for a winged power take off pull behind mower. Only $10,000 was budgeted for the mower but the only bidder was Bill’s Farm Supplies for $23,900 plus tax. Council defeated a motion to approve awarding the tender in favour of researching other options for purchasing the mower or putting off the purchase until next year.

Building permit activity to the end of June was down substantially from this time last year. Total building permits to June 30 were slightly over $1.8 million compared to $6.1 million last year. The largest drop was in residential construction at only 19 per cent of 2015’s total. Commercial construction was slightly higher at 21 per cent.

What Do REAS And Coyotes Have In Common? Rural Electrification Associations (REA) and coyotes are survivors. Both exist in rural Alberta and those that have survived have adapted over time to a changing environment. While the coyote might be a nuisance, no one can deny that it is a determined survivor and great adapter. Like the coyote, REAs continue to survive and adapt despite changes and challenges in the marketplace. Lakeland REA was the latest REA to experience the challenges of the marketplace. In March, their membership participated in a vote regarding a sales proposal from Atco. Nearly 70% of Lakeland’s membership cast a vote. The sales vote was defeated and some declared it a win for REAs. However, it was less of a win and more of an indicator of a battle for the survival of REAs that has been unfolding across Alberta. It’s a battle that will demand REA members get as excited and energized about their electricity distribution system cooperative as those who first established the REAs. Over six decades ago it was easy to get excited about being a member of the REA because it literally meant you would finally have access to electricity. That’s old hat now, so members will have to decide whether local control and ownership appeals to them. If it does, and if having a not for profit electricity distribution system that keeps money in the community is important, then it’s time to get excited again. Gone are the days of apathy. Members will have to show up and get plugged into their REAs if they want to enjoy the benefits of cooperatively owning an electricity distribution system and having a say in their own rates. Anyone with their finger on the pulse knows that rural Albertans are an independent lot. They like the idea of having some control over their destiny and some say in how things happen. Those same ideas were at the root of the cooperative REA movement over sixty years ago and they continue to energize REA members today. by B.P. Schimke One has to wonder if Preston Manning isn’t behind the current scheme to unite the right under Jason Kenney. It would certainly not be surprising as it was Manning’s failed scheming that brought Danielle Smith and Jim Prentice together, and the subsequent victory of Rachel Notley. It seems quite ironic that Manning and his gang are so anxious to unite the right. He was the brain child behind the creation and evolution of the Reform Party which smashed the “big umbrella” right apart and reduced the Progressive Conservatives to only two seats in the House of Commons in 1993.

Give Stephen Harper his due, as a far right leader he successfully brought the right together for a decade. Yet his governance required dictatorial control which led to misstep after misstep and the eventual stunning victory by Prime Minister Justin Trudeau. A far right successor to Stephen Harper appears to be highly unlikely as all the current Conservative federal leadership candidates lean more to the

middle than the far right. Jason Kenney, seeing the writing on the wall federally has now named himself the saviour of the right in Alberta. Kenney has chosen to come into Alberta and declare that he will run for the Progressive Conservatives when, in fact, his ideology puts him squarely in the Wildrose camp. Of course, he’s planning a coup and I have little doubt Preston Manning is behind this one, no lest transparent than his last attempt. Their story has been written. First, Kenney will win the Progressive Conservative leadership and then swoop up the Wildrose Party and become the new lord of the right. His actions, his arrogance is so wrong on so many fronts. First, he is not a progressive and has already said if he wins the PC leadership, he would immediately dismantle the “progressive”. Second, if he wins the PC leadership he would immediately negotiate a marriage with the Wildrose Party and run for the leadership of his new party. This sickening attempt by Jason Kenney is a complete insult to both Progressive Conservative and Wildrose Party members. It is a particular affront to Brian Jean, the Wildrose MLAs and their party members who have faithfully stuck together through the Danielle Smith betrayal and went on to become the Official Opposition despite everything. Let’s hope both Progressive Conservative and Wildrose grassroots members will tell Jason Kenney and his behind-the-scenes power brokers just where to go!

Police are role models

Also raising community-minding citizens for the future.” The camp was created from scratch by Lacombe BBBS Director Crystal Zens and her husband Lacombe Police Cst. Bryan Zens. The program only has space for 24 youth each year and according to Zens, “Historically we have a wait list.” Youth who participated came from Alix, Clive, Lacombe County, Lacombe, Blackfalds, Eckville and Bentley. The inaugural year of Kids N’ Kops Camp was 2008. The camp is a collaborative,

preventative program for youth. Lacombe and District BBBS has held joint camps in Blackfalds for the past six years. The youth had a week packed full of fun activities including, a murder mystery in Blackfalds, a police obstacle course in Blackfalds’ Tayles Park, Red Deer Bower pond boat races, laser tag, a K-9 demonstration at the Innisfail RCMP Detachment, police dodge ball and surveillance scenarios and police community scenarios like drunk driving, shop lifting, graffiti and drug dealing at the Lacombe Memorial Centre. “The Murder Mystery at After the Grind was new and the kids loved it,” said Crystal Zens. The youth graduated at a ceremonial barbecue with family and dignitaries on July 7 at Lacombe’s Burman University. Lacombe’s Kids N’ Kops program won the 2013 Solicitor General Award for Crime Prevention.

Assault rifles not wanted by majority Dear Editor: “If it walks like a duck, sounds like a duck, smells like a duck and looks like a duck, then it must be a duck”. The AR-15 is an assault rifle, and no matter what Snell and his Canadian Rifle Association/National Rifle Association (CRA/NRA) supporters say, that weapon is dangerous, and the vast majority of Canadians don’t want them in our society. Mr. Snell fails to mention that the NRA has been working hard to prevent any meaningful gun legislation being introduced by state and federal authorities. They always cite the Second Amendment right to bear arms, but fail to mention that they oppose background checks, even for anyone listed on terrorists’ watch lists, or to impose legislation on gun shows where anyone can buy weapons without any background checks. The NRA is in the business of selling fear and selling weapons, and using fear mongering instead of logic to imply that gun registration is the next step by the government to imposing dictatorial rule like the Nazis in Germany and the Communists in Russia. That is like equating apples to oranges. We live in a civilized society where we are expected to register for many things, like registering to vote, registering our insurance policies in order to obtain our vehicle licenses, registering our certifications so that we can become doctors, lawyers, teachers, pilots, etc. Do we want these professions to be unlicensed and unregulated? So what if Mr. Snell doesn’t want to

Mr. Snell, like the CRA/NRA and several members of Harper’s government, wants us to believe that the AR-15 and other military-style weapons are safe, and they should be sold in Canada. Tell that to the victims of mass shootings in America where, on average, a mass shooting occurs every day (a mass shooting in America means at least four people are shot, injured or killed per day). Australia banned them and most western European countries have banned them as well. In Switzerland and Israel, citizens can carry them, but they are part of organized, regulated militias, unlike in America where there are dozens of unregulated heavily armed militia groups. The NRA fails to mention that in the Second Amendment a “regulated militia be maintained for the security of a free state”. Seven states have enacted laws preventing the sale and ownership of assault rifles like the AR-15 and AK-47s, and the US Supreme Court have upheld their rights to do so. Other states, but not in the South, are planning to do the same since the US federal government can’t do it because of the opposition by the NRA and by the Republican Party (the conservative party in America). In loving memory of Sheila Beebe After several years of battling with cancer, Sheila Beebe passed away on Wed., July 6, 2016 at the age of 52. Sheila worked many accounting jobs in Lacombe, Red Deer and other places over the years. She also worked with her husband Richard on ranches in Saskatchewan and British Columbia. Beebe She was strong-willed, but always quick

with humour and a deep laugh to cheer others up. Sheila was born in Trail, BC on Aug. 25, 1963. She will be continuing her journey with her loving husband, Richard, beloved father, Andy and brothers, Tom and Danny. A great loss will be felt by her two sons, Christopher (Alisha) and Clifford; mother, Ruth; three sisters, Brenda, Alison and Darlene; step-daughters, Roxanne (Mike), Virginia and

Jalynn (Matt); step-son, Tyler; eight grandchildren and one great-grandchild; as well as numerous brother and sister-in-laws, nieces, nephews, cousins and friends. A Celebration of Life will be held on Sat., July 16 at the Alix Community Hall (5008 49 Avenue,) at 2 p.m. in Alix, Ab. William Graham ‘Bill’ Merchant passed away peacefully into the arms of his Lord and Saviour, surrounded by his loving family, at Extendicare Michener Hill, Red Deer, Ab., on Fri., July 8 at the age of 82 years. Bill was born on Dec. 8, 1933 at the Coronation Hospital. All his schooling was completed in Coronation. He started work in the oil and gas industry for Gulf. Bill then went on to work for Northwestern Utilities for 10 years and finished his career with the E.R.C.B. in Red Deer, retiring in 1996. He leaves to mourn his wife, Lila; daughters, Kathy (Brian) Flasch, Barbara Merchant, Sharon (Pat) McMurray and four grandchildren. He will also be sadly missed by Lila’s children, Jodi Hampton (Bobbi Gayle), Shelly Priest (Jason) and Tracy Abel and families; sister, Verona (Gerald), brother, Hilliard (Helen) and sister, Marietta (Bill) and families; Lila’s family, Gordon (Sylvia), Deb, Julia, Darryl, Linda (Scot).

Bill was predeceased by his first wife, Beatrice; sister, Maralyn; brother, Les; triplet infant brothers; both his parents; sister-in-law, Eileen; three brothers-in-law, Charlie, Cecil and just recently, Fred. The Town of Bashaw will review its Strategic Plan and get community input. Bashaw Chief Administrative Officer (CAO) Theresa Fuller told council at its regular meeting July 7, that council should review the plan and determine if it still applies and what can be added or improved.

CAO Fuller presented council with a 2010 Strategic Plan saying it’s a “potential starting point” and asked if council would like to review it or start a new process. Coun. CAO Fuller said a review could identify areas of the plan that have been achieved and what areas haven’t been covered. She said there is some outdated and missing information such as connecting resources and getting information to community members fast and getting feedback fast. Coun. Schultz suggested community groups meet once per year and share information so they can work together better. He said he would like the public and organizations to have access to the document and made aware that it is being reviewed. Coun. Rosella Peterman said she would like to see someone local booked to facilitate the review before asking someone from Alberta Culture and Community Spirit. Administration will set a date in October or November.

Land rezoned to make way for development

Bashaw Seed Cleaning Co-op got the green light from Bashaw town council to build a seed cleaning plant and clean seed distribution facility. At its regular meeting July 7, council passed a bylaw rezoning land from highway commercial to industrial to pave the way for the development. A public hearing was held July 7 in council chambers with no objections to rezoning the land.

Stettler Wal-Mart’s wave of thefts The Stettler Wal-Mart has recently experienced a number of shoplifting offences and has provided the Stettler RCMP Detachment with video surveillance in an effort to prosecute those people responsible. On April 11, three males attended the local Wal-Mart, took a number of small electronic devices and left the store with the items concealed in their pants. Video surveillance was used to determine the identities of Brandon Gaudry (22), Justin Poteet (22) and Jeremy Genge (20) who currently have warrants for their arrest. On June 27, a lone male was found stuffing a pair of ‘flip flops’ from the Stettler Wal-Mart into his pants before exiting the store. The male, identified as Stephen Bauer (34), is currently charged with this and other offences related to the theft. On July 5, a lone male was caught by the Loss Prevention Officer of the Stettler Wal-Mart dismantling a fishing rod and stuffing it, along with other items, into his pants. The male was detained and later arrested by local RCMP members. A 44 yr. old Stettler man is currently facing charges related to this incident.

submitted Stettler S.W.ATT (Softball with Attitude) U16 team came home with a gold medal after their tournament in Leduc on July 1 - 3. The Stettler squad, who are only in their first year in the “B” division, came in second in their pool during round-robin play, with a three win, one loss record. Stettler defeated Olds, the East Central Cobras and Edmonton Royals, with their only loss coming to Central Alberta Impact. This record allowed the young ladies a chance to play a strong Lacombe team in the semifinals. Although Stettler fell behind early, they never gave up and came from behind to take a one run victory. Stettler played the Calgary Warriors in the finals and lead from start to finish for their first provincial championship in the “B” division. Coach Rick Stotz was pleased with the girls effort, “Of the six games we played,” he said, “half were decided by two runs. Submitted by Jamie Geddes Two Flagstaff artists, Joanne and Bill Green of Forestburg were on hand to demonstrate their art at the Donalda Art Gallery in Donalda on July 1 during the Canada Day festivities. The exhibit began with a “Meet the Artist Gala” on June, 24 and will run until July 17. Joanne Green is a stained glass artist and jewelry designer, while her husband Bill Green specializes in pieces made from diamond willow wood.
