Nevis man arrested for child sexual exploitation
ALERT’s Internet Child Exploitation team has arrested a 25-year-old man from Nevis, Ab. for child sexual exploitation, cruelty to animals, and firearms offences. The hamlet of Nevis is 60 kilometers east of Red Deer. The Internet Child Exploitation (ICE) team arrested Cris Marshall on Oct. 12, 2016 with the assistance of RCMP Stettler officers. Marshall came under investigation after he allegedly uploaded child sexual exploitation material via a social media account. Marshall’s home in Nevis was searched and a number of electronic devices were seized. A preliminary examination found a significant amount of child sexual exploitation material and offences involving his pet dog. The dog was seized and taken to a local veterinary clinic. Investigators also seized three unsecured firearms from the home.
Marshall was arrested in the hamlet of Byemoor. He has been charged with: cruelty to animals; making bestiality; accessing child exploitation materials; possessing child exploitation materials; making available child exploitation materials; making child pornography; careless storage of a firearm (x 3); and possession of a prohibited weapon. Anyone with information about this investigation, or any child exploitation offence is encouraged to contact local police or cybertip.ca. ALERT was established and is funded by the Alberta Government and is a compilation of the province’s most sophisticated law enforcement resources committed to tackling serious and organized crime. Members of Alberta Sheriffs, Calgary Police Service, Edmonton Police Service, Lethbridge Police Service, Medicine Hat Police Service and RCMP work in ALERT.

ECA Review Reporter Libraries continue to be busy places according to Ron Sheppard, Director of Parkland Regional Library, who presented Stettler County Council with Parkland’s 2017 budget at the county’s regular meeting held Oct 12. Stettler County approved Parkland’s 2017 budget of $3,241,510, which represents a two per cent increase over 2016. With a requisition of $8.04 per
capita, the county’s total comes to $41,028. As a municipal service, Parkland also receives funding directly from the government of $4.70 per capita and each library receives $5.55 per capita. Councillors Dave Grover and Ernie Gendre voted against approving the budget, which included a seven per cent wage increase for 2017. The Parkland Region includes 64 member municipalities, 49 public libraries and 45 library boards.
Libraries, which operate as autonomous organizations, require services that are too expensive for individual libraries to afford says Sheppard. Parkland pools funding from its members and government grants in order to provide network platforms for things like interlibrary loans and cataloguing, as well as providing staff training, or, more recently, e-services.

Nuturing a culture of learning The new teachers, Laura Sangster, Brittany Paulson and Cody Paul at Hughenden Public School (HPS) attended the ATA Beginning Teacher Conference. Paul also recently participated in a senior high math session and and Cathy Samson was chosen to attend an Inside Education session in Jasper where she furthered her knowledge about biological diversity. Susan Reynolds and Kimberly Ruecker attended a session on effective teaching strategies and Lara Ledger has been receiving training associated with the
new role of Inclusive Learning facilitator. The Senior High Girls Volleyball team hosted a two-day tournament with teams from Irma, Wainwright, Oyen, Viking and Forestburg. The Irma Tigers took home first, Forestburg second place, Wainwright Commandos third place and the HPS Wildcats placed fourth. Thirty-five students who earned academic excellence will be treated to the annual movie and pizza night as a token of recognition of their commitment to their academics last year.

Smiled and let the paramedics e c n a i l l A know she was going home Mildred Lawrence passed away peacefully, surrounded by family at the Coronation Hospital and Care Centre on Oct. 11, 2016 at the age of 91. She is survived by her children Charles Lawrence, Tom Lawrence (Bonnie), John (Helen), Gayle (John) and Shannon (Jay). Grandchildren include Sherri, Rocky, Shaun (Nicole), Roxanne (John), Crystal (Cody), Randy, Joey (Stephanie), Samone (Eric), Sahara and Harley. Great grandchildren include Sean (Kelsey), Kelly, Harmony, Arianna, Colten, Tatianna, Tianna (Mat), Ava, Harley, Alivia and Lawrence great- great grandchildren Aurora and Xander. She is also survived by sisters Maggie and Dora, sister-in-law Sybil, and many numerous nieces and nephews. She is predeceased by her parents, brother Jim, husband Charlie, daughter Patricia, daughter-in-law Myrna and granddaughter Jenny Dawn. Mildred was born Dec. 3, 1924 at Lloydminster Sk. She was born to James and Ruby (nee Mansfield) Allen. After the death of her father, Mildred moved with her mom and brother to Paradise Valley when her mom remarried. There she worked the farm with the family. Mildred met and married Charlie Lawrence Oct. 25, 1950. They set up home on his parent’s farm where they continued farming until 1973. Mildred would always be there whenever the neighbours needed help; be it bringing over her chicken and dumplings or helping with harvest. Life was tough during the time Mildred and Charlie had their young family. Money was scarce, so trapping, picking berries and living off the land was a normal part of life. Mildred and Charlie taught their children to hunt and passed on all of their knowledge. Family and neighbours were very important and most social occasions were joined with the many relatives in the area. Mildred and Charlie had a love of music and Mildred played her accordion. She loved singing and dancing with her sister-in-law Elsie and many nights were spent with friends and
family singing into the late hours. Mom and dad had 12 children; six passed away while still babies. She had her hands full with her children and all of her nieces and nephews. Even though times were tough, mom’s stories of growing up in Paradise Valley were always filled with laughter and mischief. They then moved the whole family to the Coronation area where she resided until her death. Mom continued her gardening and raising her family. She found ways to contribute to the household. She cleaned geese, picked bottles, sold baking and attended farmers markets all over the area. Her family never needed anything. Her children were always reminded that the value of family was more important than the value of gifts. Memories of holidays were of playing cards, board games, great cooking and a lot of laughter. She cared for her daughter Patsy until Patsy went into long term care. Mom and Patsy were best friends and went on many adventures together through the years, always checking in on each other. Mom loved being with her family, her children, grandchildren, great grandchildren and great-great grandchildren, and all of the children she had been there for through the years that were not her children. She would talk with her sister Maggie from Kitscoty and nephew Victor from Germany every week and would reflect on their calls over and over. Each time one of the nieces or nephews would stop by for a visit she would get very excited and start talking about thefarm at Paradise Valley. They meant everything to her. Her eyes would light up with each and every story about their daily lives. S he was there for all family when they needed her even in the most awful moments in life, without judgement. Mildred loved her life in Coronation. Her community was important to her and she always felt like a part of this community. Mom was able to stay in her home until July 10, of this year. Many home supports made this possible and she was so very appreciative of all their help. Due to a medical emergency mom went into the Coronation Hospital and it was her choice to make the move to go into a facility where she would receive more help. When we would go
in to visit mom, she would always say how much she enjoyed the staff that helped her every day, remarking on how nice and gentle they were. More medical needs arose during the last few weeks and mom was sent to Red Deer hospital for further assessment. It was during this assessment mom made the decision that she would return home to spend her last days at Coronation in her community surrounded by family and friends. She smiled and let the paramedics know she was going home. The staff at the Coronation hospital continued with their love and support, going above and beyond in a way that only a small town hospital does. Mom and her family would like to thank all of the staff at the hospital during her time there. The level of care she received went far above their job roles. We have no words that describe how thankful we are for the care she received. A funeral service was held at the Coronation Community Centre, Sat. Oct. 15 at 2 p.m. in Coronation, Ab., with Reverend Alwin officiating. Interment will take place following the service at Coronation Cemetery. Donations can be made directly to the Coronation Hospital Foundation, Mail Bag 500, Coronation, AB T0C 1C0. Arrangements were entrusted to Coronation Funeral Home, Box 358 Coronation, AB, TOC 1CO, 403.578.2928. A Division of Central Alberta Family Funeral Services. Bashaw cemetery maintenance
Cont’d from Pg 1 The Municipal Government Act (MGA) requires owners of trailer parks to provide monthly reports to the CAO regarding ownership of trailers, serial numbers, year, make, size and movement of trailers coming in and out of the park. “Last listing received from the trailer park owner was from 2012,” said Town of Bashaw Chief Administrative Officer (CAO) Theresa Fuller in her report to council. “It’s a common situation with municipalities all across Alberta,” she pointed out. Council will give third reading to the bylaw at its Oct. 20 meeting.
Cemetery maintenance solutions
Town of Bashaw is looking at alternatives for cemetery maintenance after the Women’s Institute notified them they are relinquishing care of the cemetery at the end of the year. The maintenance needed includes grass cutting, ongoing repairs, hole filling and leveling of graves as well as general neatness of the cemetery. “Council requested that we do some research on what other municipalities do,” said CAO Fuller. “We will find some costing to compare whether it will be cheaper to contract it out or hire an employee.”

Fuller told council, at its regular meeting Oct. 6, that the MGA requires a minimum of five members on its Subdivision and Appeal Board (SDAB). The town currently has two people on the SDAB, Coun. Rosella Peterman and Coun. Bryan Gust. Three more are required. They can’t be employees of the town or spouses of council that could present a conflict. They also have to live within the community or the near vicinity. Council approved the nomination of Dwayne Bamber from the public to sit on the SDAB. The MGA stipulates that municipal councilors can’t form the majority of the board or of a committee hearing an appeal. The town will continue to search for

Council in favour of Library’s budget increase
Council approved Parkland Regional Library’s budget request of a two per cent increase in 2017. “Parkland Regional Library has implemented modest increases all along,” said CAO Fuller. “Our council is under the view that library service is definitely of value. The modest increase is warranted.” Council received letters from other municipalities including Blackfalds, Coronation, Rimbey and Rocky Mountain House, who were opposed to the two per cent increase and suggested either a zero or a minimum of one per cent increase.

Coun. Brigley reported a concern that was raised with her regarding the Golf Course Club hosting functions at the clubhouse during winter hours. Discussion was centered around the concern over the decline in the Rec Centre and Curling Club rentals which directly impacts the town and curling club revenues. Kulyk pointed out that the town has
given over the operation of the course and clubhouse to the club and they pay all the utilities, expenses, etc. However Brigley asked, “who do they come to when there is a shortfall”, citing the request for funding support for the greenskeeper wages in the amounts ranging from $20,000 to $22,500 per year. “We have to look at something different,” said Coun. Horkoff, “Even the bowling alley needs to be used more.”

Sonoma, Calif. – Students in the Leadership Class of Altimira Middle School in Sonoma have joined their local Rotary Club to help rid the world of polio. “Polio is a disease that cripples people. Some people die from it,” said Erin, a 7th grader. The students organize Purple Pinky Days at their own school and at the five elementary
schools in their district. Last spring, the students raised about $3,500 in small, one dollar donations during Purple Pinky Days. The Bill and Melinda Gates Foundation donates $2 for every dollar raised – so their $3,500 grew into a $10,500 donation. Purple Pinky Days raise more than money – they also raise awareness about polio and how the disease can be eliminated

This Individual will be responsible for Commercial Vehicle Inspections, maintenance and repairs on all County equipment in the shop and in the field. The County of Paintearth No. 18 has a comprehensive benefits plan and participates in the Local Authorities Pension Plan. The salary gird is between $75,296 and $92,914 per annum.
