Property crime is down by 42 per cent in the third quarter reported Sgt. Darcy McGunigal to Coronation town council at their regular meeting on Mon., Jan. 25. McGunigal went on to say that there have been 19 property crimes, which includes arson, theft, vandalism and break and enters, compared to 33 last year. This is a year to date decrease of 21 per cent. The decrease, McGunigal said, is not only a reflection of the success of the habitual offender program administrated by Cst. Stratton and supported by the entire Coronation RCMP detachment, but is unique to the Coronation area. He explained to council that statistics from various RCMP detachments come across his desk and upon comparison. The decrease in property crimes, especially in the midst of a difficult Albertan economy, is not the common trend. McGunigal also said that they have continued to make traffic safety a priority. From Apr. 1 to Dec. 31, 2015, 297 traffic tickets were issued, which exceeds the previous year by 80. The Coronation RCMP are on track to double the amount of tickets issued this fiscal year over last.

Villages spearhead infrastructure design project Debra Johnston

ECA Review Reporter A Big Valley council initiative begun in 2015 to create design guidelines for the village has reached another step council learned at their Jan. 25 meeting. Design guidelines provide requirements for infrastructure projects like building sidewalks or laying roadbeds. Until now, villages have had to adapt city designs to suit village needs. supporting the application, Big Valley will apply for a grant through Alberta Community Partnership (ACP) for $54,000 to fund the project. White has contacted Red Deer County to request their help to tender the project if the grant application is success.

New fire regulations

Could set your watch by coffee times Jack Donald Caseley was born on Dec. 7, 1933, in Coronation to Victor and Lucy Caseley. The young family moved to British Columbia for a few years while Vic worked as a miner before moving back and purchasing the farm in 1943. Jack grew up on the farm with his mom and dad and his siblings, Robert, Avery, Chris and Shirley. Jack went to school at Harts Country School and Veteran School. Jack met and married Shirley Healy on Nov. 6, 1959. To this union two sons were born, Marty in November of 1962 and Garth in January of 1966. Jack, Shirley and boys Caseley worked hard on the farm that they purchased from Vic in 1959. The hard work paid off so that many vacations were enjoyed. Camping with family and friends, fishing and a big group trip to Disneyland. Jack and Shirley also enjoyed many trips over the years to Las Vegas, Australia, New Zealand, Hawaii and a cruise to Jamaica. Jack loved to go fishing. He couldn’t wait to get the seed in the ground so he could head to Lac Des Isles. The trailer and boat were always ready to go with or without passengers. He loved to feed his favourite squirrel “Peanuts”. After a good or bad day fishing he liked to sit around the camp fire, especially when bannock was on the menu. In his younger years Jack was a good baseball player but his passion was curling. He won many bonspiels in the surrounding areas. He especially loved the Coronation Farmers Bonspiel. He enjoyed all the visiting with friends and he could always find someone to talk to.

Another favourite past time was going into Veteran for coffee. You could set your watch by coffee times 6:30 a.m. and 10 a.m. in the morning, 3 p.m. in the afternoon, and 7:30 p.m. at night. These times were followed faithfully. In 2013 Jack suffered a stroke and could no longer drive and he missed his coffee buddies. He would sit in the shop at the farm waiting for something to break down or someone to drop by and he always had coffee on. He was especially grateful when Mervin Farwell showed up with two office chairs! In 2015 Jack was the proudest farmer around when the farm was nominated for Farm Family of the Year for Special Areas #4, he was grinning from ear to ear. Sadly Jack was called home on Sun., Jan. 24, 2016, at the age of 82 years. He always said that he wanted to die with his boots on at the farm that he loved. Jack is survived by his loving family; two sons; Marty (Tracey) and their children Jonathan and Allysa and Garth (Tracey) and their children Abree and Aimee; his siblings; Robert (Gloria), Avery (Terry), Chris (Don) Sharkey and Shirley (Bennie) Kary; Aunt Sadie Caseley; as well as numerous nieces, nephews, other relatives and many friends. He was predeceased by his parents Vic and Lucy Caseley and stepmother Adeline Caseley and his wife Shirley in 2009. A memorial service for Jack Caseley was held on Fri., Jan. 29, 2016 at the Veteran Community Hall, Veteran, Ab. at 2 p.m. with Pastor Darrel Durksen officiating. Darrel Durksen read the tributes that were written by Jack’s sisters Chris Sharkey and Shirley Kary and Jack’s aunt Sadie Caseley.

Darryl Tkach shared a reading. A special recorded song “Daddy’s Hands” was played during the service. The family interment took place at the Veteran Cemetery; the active pallbearers were Jack’s grandchildren, Jonathan Caseley, Abree Caseley, Allysa Caseley and Aimee Caseley. A luncheon was held at the Veteran Hall which was prepared by the Veteran Full Gospel Church Ladies and the Veteran United Church Ladies. As an expression of sympathy and in loving memory of Jack, memorial contributions may be made to The Veteran Volunteer Firefighters Association and to the Village of Veteran Cemetery Society. Grew up loving cars Brian Clark of Consort passed away in the Red Deer Hospital on Jan. 28, 2016. He was born in Drumheller on Mar. 26, 1948 to Marshall and Evelyn Clark and was raised on a farm near Rosebud, Ab. Brian grew up loving cars and Clark proceeded to get his heavy duty automotive and small engine licenses. He worked in these fields for many years. Brian would have been a member of A.A. for 33 years on Feb. 6, 2016. Predeceased by his parents and his wife, Victoria; Brian is survived by his wife, Lynnette; son, Malcolm; daughters, Kari (Peter) Huey and Marci Clark; step-daughter Michelle (Brendan) Cooke; sisters, Marsha Clark, Mary deJong and Jeannette (Ron) Parkin; mother-in-law, Lynne McNeill; brothers-in-law, Robin and Kevin McNeill; seven granddaughters; one great granddaughter; numerous nieces, nephews, other relatives and many friends. A celebration of Brian’s life will take place at St. George’s Anglican Church, Stettler on Sat., Feb. 6 at 1 p.m. Brian’s family has requested donations be made to the Central Alberta Cancer Centre, Red Deer or to a Trust Fund for his son Malcolm at any ATB Financial Branch.

Lack of resolve by Herman Schwenk The Canadian Human Rights Tribunal said in a landmark ruling that the Federal Government failed to provide the same level of service to First Nations children as exists elsewhere. They said the government discriminated against 63,000 children on reserves in its funding for welfare and education. Carolyn Bennett, the Minister of Indigenous and Northern Affairs Canada indicated that the Government would be putting more resources into the issue so that these children will have the same opportunity as children in the rest of the country.

What gets my

goat is that this system is really unfair to the rest of the citizens of this country.

This sounds to me like the usual way to solve a problem with the indigenous people in Canada, throw more money at it. Governments have tried to fix the various problems that exist on these reservations related to their standard of living by throwing money at it for the past 150 years. It has never worked and it won’t work because it does not address the real problem. The current structure of the Indian Act makes Indigenous people wards of the state and this makes them second class citizens. That has to change, however, so far no government has had the courage to arbitrarily change the Indian Act. For a government to change this Act it would require the full cooperation of the aboriginal community and that just won’t happen. There are some changes that I think the government could make that would improve the living conditions and standard of living for those people. The government does control the purse strings and it is about time they used that lever so that the funding is more transparent. For example, if they want to improve the quality of

education for the students of the indigenous people they need to quit sending the money to the reservations. Unscrupulous chiefs squander those funds for personal use instead of the purpose that it was intended. Provinces have the constitutional responsibility to deliver education to its citizens. I think the reservation schools should be incorporated into the provincial school boards and be administered by the provincial departments of education. The federal government would then forward the funding that they are responsible for, directly to the school board that is administering that school on a per capita basis the same as the school boards receive funding from the province. Under a system like that the aboriginal children would be receiving the same level of education as other Canadian students. If the Federal Government “insists” on directly funding aboriginal schools as they have in the past there will be little improvement as the standards will be different than the provincial standards. The increased funding will likely not result in much improvement for the reasons that I indicated above. If I were a betting man I would guess that in three years we will be back to square one. Much of the increased funding will be squandered by the reservation administration. What gets my goat is that this system is really unfair to the rest of the citizens of this country. We provide the funds for educating our students. We also provide the funds to educate the aboriginal students. The aboriginal community is not taxed on the reservations so they contribute nothing to the cause and accept no responsibility for their education. There are a large number of aboriginal people living in all of the large western cities. They have access to exactly the same schools and school system as other students. Why is it that their students seem to end up with the same educational problems as the students from the reservations? It seems to me that this is not a problem of discrimination but a lack of resolve on the part of the aboriginals themselves.

Smart move and desperately needed Dear Editor, I read the recent article in the ECA Review, “Climate issue needs common sense applied” (pg. 4, Jan. 28) and some points warrant challenging. The article mentions some percentages popular with the Fraser Institute, which is, in my opinion, the least scientifically credible think tank in Canada, and the Canadian Association of Petroleum Producers (CAPP), both of which have a rather vested interest in skewing the reality of global climate change. Those numbers don’t include oil and gas burned by oil and coal that’s exported from Alberta, as a prime example, leading to artificially low numbers for the claim. We’re presented with the excuse that since China does worse we should do nothing. We aren’t in a position to tell China how to do things. We are, however, in a position to clean up our own act. Not continuing to do things the “way we’ve always done them” is the first step. The opinion piece goes on to make claim about economic disasters. It’s too late. Such disasters are now a foregone conclusion, due to the unprecedented rate of climate change that actual climate scientists all agree, is indeed happening. Global sea rise is now a certainty, rather than a risk. This will absolutely result in hundreds of millions of people being displaced in the next few decades and is in fact already a major problem for many low island nations.

There are climate refugees from Syria right now, as a prime example. Syria’s problems are due to climate change related drought of extreme proportions. There’s also the last four plus years of drought in California, which has been unprecedented for that state. Switching to far more sustainable industries and lifestyles isn’t just a smart move, it’s a desperately needed one. The race for an unrestricted and unlimited growth economy on a finite and limited planet, is a recipe for disaster. More pipelines and drilling and exporting our raw resources for others to refine and sell back to us at grossly inflated prices, isn’t a sane approach to economic stability either. It is a recipe for more short term boom, long term bust cycles. The vast majority of the world’s climate scientists are very clear. Global climate change is real. It is happening and it absolutely is humanity that is causing it. More scientists agree to this fact than the number who agree that tobacco can cause cancer. Yet we don’t see many people still crying foul over that nugget. In my opinion, neither extreme scientific illiteracy or dedicated “denialism” is based on “common sense”. When we see a snowfall here in Alberta or a blizzard in the eastern US in the news, the denialists come out in force, ranting that global warming isn’t real because it snowed locally. OBITUARY

Avid outdoorsman It is with deep sadness that we announce the passing of Carl Plehnert on Jan. 25, 2016 at Red Deer Regional Hospital after a brief illness, at the age of 89. Carl was born in Coronation, Ab. on Sept. 8, 1926 and grew up on different family farms around Federal. He farmed with his dad and older brother Heinz. He later bought a farm north of Leslieville, Ab. that overlooked the mountains he Plenhert loved so well. Carl was an avid outdoorsman who loved to hunt and fish with two of his lifelong friends. He loved to pack into the mountains by horseback and hunt big game. Summers and winters were also spent fishing. Carl never married but leaves to mourn his sister Rosalind (John) Sirman of Edmonton, numerous nieces and nephews, as well as great and great great nieces and nephews. He was predeceased by his sister Mary Bridge, brother Heinz Plehnert

It’s worth noting that the article references also fail the litmus test for reputable sources of information. Dr. Tim Ball is a paid climate change denialist. He cherry picks his data to support his conclusions, rather than let the data speak for itself, the opposite of the scientific process. Art Douglas is even more difficult to even find. His view is that the process of scientific peer review, is actually peer pressure which speaks to his lack of credibility as well.
