The government’s new ‘Guidelines for Best Practices’ that deals with transgendered students in schools has Clearview School Board trustees debating how to incorporate the guidelines into Clearview policy. At the Feb. 4 board meeting, trustees opted to bring the debate to the public in the form of town hall meetings slated for March 15 in Castor and March 16 in Stettler. The board also requested that administration formulate a survey that can go out to all parents, staff and students for feedback. According to Superintendent Peter Barron, the board can decide how and what to implement from the guidelines. The guideline’s directive to provide a ‘welcoming, caring, respectful and safe learning environment’ for all staff and students is already Clearview policy, declared Trustee Karen Holloway. Holloway took issue with the guidelines assumption that schools are not already meeting these guidelines for every student on an individual basis. School bus replacement

Depending on tender bids and the Canadian dollar, Clearview will purchase either four or five new buses this year to replace vehicles that are past the 10-year evergreening mark. Maryann Wingie, Director of Transportation, presented the board with options for replacement. After analyzing the cost effectiveness of larger 70 and 46 passenger buses compared to microbuses, the larger buses proved to be the preferred choice. Because buses are rotated from rural to town routes, and longer to shorter routes in order to manage wear and tear, all buses need to be able to accommodate more riders. Clearview operates 49 regular buses transporting 1,269 students, which amounts to 57 per cent of Clearview’s students. Clearview has $502,251 set aside in the 2015/16 budget for bus replacement. Depending on the value of the Canadian dollar at time of purchase, that figure may not be sufficient to replace all five buses. School and Dragons team up for reading challenge

The Delia School students and staff along with the Drumheller Dragons are bringing hockey and reading together to promote literacy. In an effort to promote literacy and reading for fun Delia school librarian, Leah Hunter, issued a challenge to Delia school students, staff and Drumheller Dragons players to get students involved in the reading challenge for the month of February.

Drumheller Dragon players have volunteered to be guest leaders at the school and will be providing encouragement and mentorship for students. The Dragon leaders shared with students the value of being on a team and offered words of encouragement. Delia School clans will go head to head in the challenge to see who can achieve the most points accumulated by Feb. 29. Students will acquire points

through reading minutes done with the Dragons players contribute to clan points through their efforts on the ice. Each week the group with the most points will receive a pass to a pizza party luncheon. The winning clan group with the most accumulated points will be attending a Drumheller Dragons game and their winning Dragon leader will present a trophy to their clan prior to the game.

PRAIRIE LAND SCHOOLS

2016-2017 school calendar approved

The Prairie Land School Division (PLRD) board of trustees approved the 2016-2017 PLRD division calendar during their regular meeting on Thurs., Jan. 28. The students’ first day back to school will be Mon., Aug. 31. The calendar provides family holidays during the weeks of November 7 -1 1 and February 20 - 24 in addition to the traditional Christmas and Easter breaks. The approved calendar includes 183 instructional days and 194 teacher days, with five Professional Development days and three teacher preparation days.

Interactive learning tables

At the Dec. 17, 2015 Board meeting the Board of Trustees passed a motion to support the purchase of nine interactive learning tables in PLRD schools for the amount of $60,000; which will be funded by instructional/technology capital reserves. At the Jan. 28, 2016 Board meeting the trustees passed another motion to increase the capital request by $11,000

due to the increased cost associated with the tables. Some of the schools have started receiving the learning tables and school staff as well as the PLRD board had a session on how to use the tables.

Staff appreciation banquets

The Board of Trustees passed a motion to reinstate the staff appreciation banquets effective the 2015 - 2016 year. As a result of the PLRD Board of Trustees and the Prairieland Local ATA Liaison committee request, both groups felt that staff appreciation is important and that the banquets are a way to show appreciation to all PLRD staff.

Stettler focuses on infrastructure Debra Johnston

The Town of Stettler council reviewed the ambitious $3.6 million capital budget at their Feb. 2 meeting. Grants and reserves make up the majority of funding for the 2016 projects. A number of larger infrastructure projects planned include replacement of water and sewer mains on 51 Avenue, storm main on 57 Street, pavement overlay on 48 Avenue and pavement patching. Both the Stettler Community Hall and Stettler Recreation Centre (SRC) have major upgrades scheduled for the year, including shingle replacement for the hall. “You make sure that nothing is leaking first before you work on the inside,” remarked CAO Greg Switenky regarding

repairs needed for both the interior and exterior of the hall. A new heating unit and a new zamboni are on the list for SRC as well as upgrades. According to Switenky, the old zamboni will remain as a backup to use during tournaments and on the outdoor rink. “I’m glad to see that the town is continuing to keep up infrastructure and it always has,” stated Coun. Malcolm Fischer, referring to communities who have cut back on infrastructure spending only to find themselves trying to catch up. Several other smaller projects and purchases will also be completed in 2016.

Citizens on patrol

Twenty people attended the most recent meeting of the Stettler Citizens on Patrol group. An RCMP initiative, the

Citizens on Patrol Program (COPP) assists the RCMP by keeping watch for suspicious activity in neighbourhoods. Previously, the Stettler group had disbanded but interest is growing again. According to Sgt. Phil Penny, about half of the attendees at the meeting have been involved with the program before. The number of people who fill out an application and get a criminal background check will determine if there is enough interest to reboot the program. Penny stressed that the program isn’t just town based but can involved county communities as well. While the program coordinates with the RCMP, COPP is entirely volunteer and community driven.

ECA Review reporter Alix is looking at more than $4 million in capital work over the next five to six years just to stay ahead of aging infrastructure. A delegation from MPE Engineering told Village of Alix council, at its regular meeting Feb. 3, that the three main projects needing to be completed in the next few years are the lift station, 49 St. sewer and lagoon upgrades. “Figure out what you can reasonably do,” said Mike Breunig. The village heard back from the provincial government that the $1.2 million upgrades to the lift station are eligible for

Fondly remembered for his daily recitations Ron Saunders passed away peacefully with his family at his bedside at the Misericordia Hospital in Edmonton, Ab. on Jan. 22, 2016 at the age of 93. Ron was born Dec. 16, 1922 to William and Margaret Saunders of Nursehill Farm near Lydney, Gloucestershire, England. He had two

older brothers, Jim and Jack (who died in infancy) and one younger sister, Iris. Ron is survived by his loving wife Patricia; son Chris and his children, Catherine (Michel Martin) and their children, Kaya and Luca; Christopher (Annie Deir); Jessica (Ryan Komarnisky); Jonathan (Lewie Daduck); Michaela (Jake McDonald)

and their son, Elijah; daughter Heather (Craig Richardson) and their children, Sarah (Spencer Jackson) and their son, Carter; Adam (Karin) and their children, Mackenzie, Serena, Stanley; Laura (Mlue Mabaleka); James (Amanda) and their daughters, Sydney, Raynah, Kaci; daughter Kerry (Glen Hartel) and their children, Greg (Kayla

With instruction from the doctor in 2002 to slow down a bit, Ron and Pat sold the acreage and moved to Discovery Place a supportive living complex in nearby Devon. Here, new friendships were formed. Ron enjoyed the Monday morning visits from some community men who, over coffee, discussed farming

and politics. With more time on his hands and more people to lend an ear, Ron shared his love for reciting prose and ditties, the most famous being the epic poem The Lion and Albert by Marriott Edgar and Ron’s rendition of Sir Winston Churchill’s pre-war speech. In 2014, Ron fell and had the misfortune of breaking his hip, starting a new journey through various health facilities. With age and arthritis against him, Ron was unable to walk again and therefore needed more care and so was unable to return to Discovery Place. During this time apart, Ron and Pat celebrated 60 years of marriage. After a year and a half apart, Ron and Pat were re-united in their new home in Lewis

Changing how we vote by Herman Schwenk Justin Trudeau has been expressing some of the same dictatorial tendencies of his father. Pierre Trudeau was a communist sympathizer and he authorized several arbitrary policy changes to this country without the direct approval of the people, that have fundamentally changed this country. He introduced the metric system, implemented the bilingual policy which has cost us billions of dollars and multiculturalism. On his last term he repatriated the constitution from England. That in itself would not have been so bad but he took the opportunity to have a “Charter of Rights and Freedoms” inserted into the constitution at the same time. This charter has changed this country from what it was and not for the better. The Supreme Court judges have used this charter to make and change laws contrary to what was passed by Legislation. Justin was once asked what was his preferred system of government. His answer was the one in China because you could make quicker changes. As a result of the Duffy senate scandal he personally removed the Liberal senators from his caucus in case some of them had also broke expense rules. Prior to the election he announced that if elected he would change the “First Past the Post” system for electing MPs, that has been in use since confederation. After being elected with a majority in the election, his first Throne Speech promised that the 2015 election would be the last election to use the current system. This would be a major change that I will go into more detail later. He obviously does not believe that the people should have the right to make this choice as he has refused to hold a referendum on the issue. Without a referendum “he” would make the choice because his majority caucus would be forced to vote the way they were told.

There are two options that could be used if you were to eliminate the first past the post system that is now in use. Number one is the preferential ballot and the other one is proportional representation. With the latter system each party would receive MPs based on the percentage of the vote that the party got in the election. I don’t know exactly how this works but I think you would be voting for the party rather than an individual, as many of the MPs would be appointed to fill the percentage of the vote that the party got. I do know that many of the MPs would be just representing the party and not constituents. With a preferential ballot you would be ranking your choices. This system would have unintended consequences as a small number of second choice ballots could change the result from the person who got the most number one votes. It was the preferential ballot that resulted in Ed Stelmach and Allison Redford becoming PC leaders and you know how that worked out. We cannot let Justin Trudeau use dictatorial power to decide what system we will use to elect our MPs. This is an issue where the people need to make the decision with approval by a national majority referendum. For the most part we have a three party system in Canada that would almost certainly guarantee a minority government after each election with the progressive parties forming a coalition to govern. By using a preferential ballot the liberals would likely win every future federal election as the progressive parties would give each other the second choice on the ballot. I think Justin Trudeau would go for this system as it would leave him in power as an elected dictator for about the next 30 years. If he gets his way it will be the end of democracy as we have known it in this country. This man is dangerous to our future.

Ruined by massive debt Dear Editor, After reading the Mail Bag in last week’s paper regarding climate change I felt the need to add some more fuel to the proverbial fire. Let us suppose for the sake of argument that all climate change statements in the letter titled, “Smart move and desperately needed”, Feb. 4, pg. 6, are completely correct and factual and that Canada does absolutely everything possible to lower Canada’s emissions to near zero. Considering that Canada contributes less than one per cent of the world’s greenhouse gases, we must work to change the big four emitters mindsets before any hope of fixing the problems created, can be realized. To destroy Canada’s economy and way of life will only mean that there is one less country capable of providing assistance and technology to fight the issues on the world-wide stage. It is similar to the refugee issue. It is wonderful for the 25,000 refugees who will make it to Canada but what about the two to three million who are still in

the same situation? Should we not be putting our efforts into finding a solution to the problem that is causing the horrid conditions in the first place and help create better living conditions in the Middle East? The next few generations of Canadians may have cleaner air to breathe but will be financially ruined by the massive debt that will be created by the narrow-minded resolutions of one of the smallest fish in the ocean of climate change creators. New work has found ways to reverse that and rapidly build top soil. A few people around the world are doing that. Alix Dance Club

The club wants to raise $2,000 from the community this year, which would go towards insurance for the club, a non-profit charity competition, costume fees and set design. Council directed administration to obtain more information from the dance club, including financial statements.

The Alix Dance Club asked the village to help fund its program expansion plans. The group has dance classes at the Alix MAC School gym once a week. They teach ballet, jazz, tap, musical theatre and hip hop and have 47 youth enrolled ranging in age from three to 12.

Three ways to improve your credit rating Do you have a low credit rating? You may have had a few hard knocks, but you can improve your credit standing with a bit of patience and discipline. It won’t change overnight, but it’s important to take control of things right now; your efforts will be well worth it if you want to have a more secure financial future. Here are three tips to get you pointed in the right direction.

1. Pay your bills on time

Get into the habit of paying your bills before the due date. Even if you can only manage the minimum amount due on your credit card this month, make sure you pay it on time. You’re much better off paying the minimum on time than the full balance late.

2. Don’t max out your cards

Don’t push the set limits on your credit cards. Experts believe that you should keep your credit utilization ratio (what you use versus how much you have to use) below 30 percent. This rule applies to each individual card, and to the cumulative debt of all your cards.

3. Limit your applications for credit

Each time you apply for a loan — a line of credit, personal loan, car loan, or credit card — your application appears on your credit rating. Multiple

The Canadian Home Buyers’ Plan can help you purchase your first home. Since 1992, the year of its creation, the HBP has helped many Canadians to do just that. Are you interested in benefiting from this program? Here’s what you should know. To take advantage of the program, you must already have money placed in a registered retirement savings plan. The HBP allows you to withdraw up to $25,000 per person from your RRSP to purchase or build a home in Canada. Several types of homes are eligible. In other words, a couple who meets the eligibility requirements may withdraw up to $50,000, tax-free, as ca­­pital for their home. Participants have 15 years to repay the mo­­ney back into their RRSPs. Each year, the reimbursement must equal at least one-fifteenth of the funds with­drawn. If you wish, you can choose to repay the to­tal amount faster. One way or another, the amount used to repay the HBP cannot be used as a deduction on your tax return. If you’re unable to repay the required annual amount — in part or in full — it will be treated as income on your tax return.
