They used some water colour techniques and cardboard to make the top view of a snowman. Although art projects are fun, hopefully we get some more flakes before the season ends so the students can make a real snowman again!

Celebration of life planned for April Selling equipment

Conrad Leo Ell February 25, 1948 to January 24, 2017 It is at this time we celebrate the life on Conrad Ell. He passed away peacefully in his sleep on Jan. 24 2017, after a long two year fight with cancer. He was not known for giving up easily. Con is survived by his loving wife and partner of 48 years, Donna Ell of Hanna, Ab., his son Mark and daughter-in-law Brenda and their two kids Cody and Taylor of Stettler, Ab., his son, Roger and daughter-in-law. Patti of Grayson, Sk. and their two sons Kyan and Cooper. He is also survivied by his daughter, Christie Movald and her two kids, Thomas and Emily of Breton, Ab. and his daughter Lisa Beggio of St.Helens, Oregon. During its regular meeting Jan. 18, council directed administration to prepare tender bid documents. “We have had tremendous interest in it without even advertising it yet,” said Alix Chief Administrative Officer (CAO) Troy Jenkins. “We are looking forward to a competitive bidding process and hopefully we can recover as much funds as we can for the municipality.”

In December the Village of Alix council unanimously voted in favour of closing Moonwalkers, a 3,500 square foot interactive play centre. The move came after BDO Canada presented Moonwalkers’ financial report to council December 2016 during a special meeting. BDO had compiled a statement of operations for Moonwalkers from December 2012 to October 2016 showing a cumulative deficit of $553,673. The village will also change the name of the building, which is currently called Moonwalkers. Turn to Renaming, Pg 6

RCMP conduct search, seize stolen property The motorcycle is a black, 2010 Harley Davidson trike. At the time of the theft, it had Alberta license plate CXJ78. The trailer is a white 2013 Cargo mate enclosed trailer. At the time of the theft, it had license Alberta License plate 4XK096.

Five thefts

A rural residence south of Coronation, Ab. was broken into sometime between Mon. Jan. 23 and Tues. Jan. 24 where a 46” Samsung flat screen TV, a Dell laptop and several Dewalt hand tools (grinder, impact tool, battery pack and reciprocating saw) were stole Also stolen was a two million candle power portable flashlight and a Salton portable ice maker.

A residence in Halkirk, Ab. was broken into on Jan. 20 - 21 and a pair of bluish grey Samsung front load washer and dryer were stolen. RCMP in Hanna are seeking the public’s assistance in identifying the persons responsible for a break and enter that occurred on Jan. 18, 2017. Suspects broke into a building in the Hanna area. Once inside they took seven semi-automatic rifles, a 20 gauge shotgun, a green “Stack-On” gun cabinet and assorted ammunition and liquor. Security cameras showed one suspect as a one female, slight build, short (approx. 5’) and wearing black clothing and face mask. The second suspect is

Town of Bashaw helps fund local medical clinic Lisa Joy

ECA Review reporter The Town of Bashaw will contribute $25,000 for the physician retention program to ensure the clinic remains open all week. Council, during its regular meeting Jan. 26, voted in favour of continuing to fund the program in 2017 through taxation. Through discussions with the physician last year, council was informed that a reduction in funding would result in the clinic going from being open a full week to three days a week. “It’s such an important service to our community,” said Coun. Rosella Peterman. She added that although it’s a private business, the village doesn’t want to lose the services of a doctor. Coun. Lynn Schultz agreed saying, “We could run into some major problems if we don’t support it.” Bashaw Chief Administrative Officer (CAO) Theresa Fuller said the clinic has spin off benefits with people from the surrounding area perhaps shopping in Bashaw when they come to the community for a doctor’s appointment. She said it’s also a benefit to both residents and employers when people don’t have to take half a day off from work to travel to another community for a doctor’s appointment. CAO Fuller added that if the Town of Bashaw supports aging in place then the clinic is a staple. Mayor Penny Shantz said if the town lost the doctor’s office they would likely lose the lab and x-ray. In addition, she said the doctor personally goes to the local senior centre to visit patients instead of the patients having to be transported out of the community for appointments. “To me that is really important.”

No decision on digital sign

Town of Bashaw council tabled its decision on a digital sign. CAO Fuller told council, during their regular meeting Jan. 26, that it’s difficult to tell how well a digital sign would work adding that the proposed location isn’t a high traffic area. Council tabled the item until they can get more information from the chamber of commerce.

Cemetery tracking

The town will work with the Alberta Genealogical Society to gather information from the Bashaw cemetery.

The town currently tracks headstone information. Information the town has will be made available to the society and will eventually be available on the town’s website.

Community engagement

Town of Bashaw Coun. Lynn Schultz said he was surprised with the lack of feedback from the public regarding the town connecting to the Hwy 12/21 water line. “I haven’t heard anybody that has been upset about it.” Likewise, CAO Fuller said she thought the office would be “barraged” with inquiries. “It really hasn’t been.” Coun. Bryan Gust said the former town council, more than a decade ago, agreed to join the commission at a time when there was concern over water supplies after the Walkerton E. coli contamination that resulted in 2,300 people falling ill and seven dying after a breakdown in the local water system. Afterwards there was an environmental push for regionalization of water.

CAO Fuller said there was also a fear that ground water sources may dry up. The town is holding a community engagement session for Bashaw and area residents Feb. 9 at the community hall in regards to the Hwy 12/21 water line. In mid 2017 the town will connect to the line when a 20-kilometer waterline will be constructed between Bashaw and Mirror. Instead of having well water and selling water to the commission, Bashaw will now purchase water from the commission and be part of the regional water line.

Motions after in-camera session

After Bashaw council came out of its in-camera session Jan. 26, council passed a motion to approve a 2.5 per cent cost of living payroll increase for 2017. It was carried unanimously. Next council meeting changed. The Feb. 9 council meeting has been rescheduled to Feb. 17 at 5 p.m. to accommodate the Community Engagement on Feb. 9.

Hanna RCMP executed a search warrant and recovered approximately $60,000 of stolen property. On Jan. 26, 2017, Hanna RCMP were granted a search warrant for a property in the Town of Hanna. During the search, officers recovered an F-150 truck that had been reported stolen from Calgary on Jan. 9, 2017. Investigators also recovered a Kubota tractor worth approximately $30,000 and a gas powered tamper which had both been reported stolen from Hanna earlier in the day. RCMP are requesting the public’s assistance in locating the stolen motorcycle and trailer, believed to have been stolen at the same time as the Kubota tractor.

Pipelines for Canada by Brenda P. Schimke The executive order by the American President to approve TransCanada’s Keystone XL pipeline is so-so news for Canada. Keystone is only beneficial if our domestic pipelines don’t get built to tidewaters. We’ve had this ongoing problem in Alberta’s oil patch since Leduc #1, letting the Americans dictate the price we get for our crude. If we get our oil to tidewater, it can then be sold at the Brent world price for crude which is consistently higher than the American price of crude (West Texas Intermediate). Because of this price differential, our bitumen/oil heading south means Canadians are, and have been for decades, subsidizing American corporate profits and their energy consumers.

jobs is a balancing act not for the faint of heart.

In turn when Canadian oil is refined in the southern States, they, not us, get the jobs and have access to all world markets. That’s why the recently approved Kinder Morgan, Canada’s pipeline to the West Coast is much more beneficial to Canadians than either the Keystone or the recently approved Enbridge line to the U.S. Midwest. In the same vein, the Energy East pipeline is of huge importance to Canada. First, in tandem with the Kinder Morgan pipeline, it opens access to both coasts and every major and emerging market in the world. This access is critical now that America is looking inward. Second and very important Canada would become completely self-sufficient in energy. Eastern Canada would no longer be tied to imported oil from volatile countries in Africa and the Middle East. The coast-to-coast pipelines are as

important to Canada today as was the railway in the 19th century. Cross-country pipelines falls under federal jurisdiction. As such, the federal government will have to stand up to the self-serving city mayors and premiers to get it done. They have shown a willingness to do this on other files such as mental health, so there is some optimism that this will happen on the energy file as well. The federal government must challenge hypocritical thinkers such as Montreal’s Mayor Denis Coderre who fights to dump billions of litres of raw sewage into the St. Lawrence River yet turns around to argue the possibility of a pipeline rapture is an environmental risk too big to take. Many environmentalists do not understand why both Prime Minister Trudeau and Premier Notley are championing these pipelines. It’s simple, as political leaders they must be long-term thinkers and planners. Wise government leaders understand you cannot kill a significant source of economic activity (fossil fuel industry) until the replacement source is available and affordable. They are also very mindful that the environment is on critical life supports and not doing anything is far more expensive as the frequency of catastrophic weather events continues to grow exponentially. The challenge to manage the environment and jobs is a balancing act not for the faint of heart. Both sides, climate deniers and environmentalists, adamantly believe there is no compromise. Businessmen, anarchists, absolute monarchists and dictators all have the power and motivation for zero compromise, one winner, many losers. But, in a country with the rule of law and democratic elections, one winner takes all is never a doable option. Self-centered, singularly-focused goals are completely contrary to the tenets of any sound, functioning democracy. Thank God Canada still has that democracy!

Renaming Moonwalkers’ building

Village of Alix council is still reviewing information sent to them by the provincial Electoral Boundaries Commission asking for their input in the review of the ridings. “That’s something that council will be discussing with the constituents and come to a decision,” said CAO Jenkins. Alix is part of the Lacombe-Ponoka constituency and is located about half way between Lacombe and Stettler. “We’re pretty much in the middle,” said CAO Jenkins.

Trump’s vision by Herman Schwenk After eight years of Liberal Left government, the USA has a new President. Talk about what a monumental shift in government policy and emphasis this will be. This was predictable after Obama’s policies on the environment, world appeasement and left wing social programs, etc. just didn’t seem to work. He catered to the political elite and didn’t pay much attention to the needs of ordinary working Americans. Donald Trump just couldn’t stand it any longer. He was sick and tired of the political correctness rampant in Schwenk both political parties and sensed that there were a large segment of the American public who agreed with him. His logo was “America First.” It is obvious from his first few days in office that he meant it. He achieved the Republican nomination by challenging the Republican establishment and the elites. There must have been a dozen or more candidates vying for that nomination and all of them disliked Mr. Trump, some more than others. He had a combative in-your-face style that just rubbed conventional politicians and the media raw. Because of his combative style of actually insulting almost every group in sight, including Muslims, illegal immigrants, fellow candidates and the media, the media inadvertently gave him billions of dollars of free advertising in trying to convince the public that he was not a fit candidate. He was successful at tapping into a public that was also sick and tired of left wing political correctness. His comments and statements were so outlandish that no one thought his campaign would succeed, however his popularity just increased as the campaign proceeded. I have a theory that if the other candidates had agreed on one of them challenging Trump he may not have won. The way it worked he just picked

them off one at a time. I can see the same thing happening with Kevin O’Leary entering the conservative contest here in Canada but more of that in another column. Donald Trump believes under the leadership of Barack Obama, America has become irrelevant. The changes that he intends to make will be earth shattering. The U.S. pays 22 per cent of the UN budget. I think that will change. Also a far larger share of the NATO budget than any other country. He has indicated that he will be beefing up his own military instead of NATO. He thinks that protectionism is the way to make America great, however his manufacturing could become uncompetitive on the world market. He signed an executive order to withdraw from the Trans Pacific Partnership and he intends to renegotiate the NAFTA agreement of which Canada is a signatory. His real problem with that agreement is that millions of blue collar jobs have disappeared to Mexico and China due to their lower labour costs. He has signed another executive order that would restart the agreement on the XL Keystone pipeline. He also intends to make major changes to Obama’s pet project, which is “Obama Care.” Trump’s position on that program is that it is far too expensive. He will do something with the problem of illegal immigration. It will be interesting to see if he actually builds the wall. I am interested in seeing if he will withdraw from the Paris Climate Change Agreement. Boy, would that get the world’s attention. I think if he is to be successful as the president of the USA he needs to develop a thicker skin and park his oversized ego in his bedroom. I don’t think he will last as President unless he quits tweeting every time someone or something irritates him. In my opinion he needs to lighten up and become less obnoxious. As the old saying goes “don’t sweat the small stuff.”

Council Code of Conduct Bylaw Linda Stillinger

ECA Review Reporter The first draft of the Council Code of Conduct Bylaw was presented to council for review. This bylaw, required by the Municipal Government Act, has been designed to set out clear expectations on the behaviour of council members and provide council with guidance in the conduct of their duties as elected officials. The bylaw will also offer information to the public regarding the behaviour they can expect from their council and provide a mechanism for responding to alleged breaches of this

Code of Conduct. Council will be reviewing this bylaw in sections over several meetings.

ATCO Electric representatives were on hand at Big Valley’s Jan. 26 council meeting with a detailed presentation regarding the renewal of the municipal franchise agreement due later this year. Plans to change out Big Valley’s current streetlights were also discussed. During the presentation, ATCO representatives discussed costs and demonstrated the current bulbs used in Big Valley with the new LED bulbs available, allowing council to compare differences.

OBITUARY

Friend, brother, dad and grandpa Alex was born on the family farm, just south of Lancer, Sk. on Nov. 10, 1929, a son to Jacob and Philomena Resch. Alex was one of the many children: Jack, Charlie, Jean, Sam, Tillie, Patricia, Rose, Emily, Mary and Elizabeth. Coming from a large family, Alex grew up working, helping where needed, making do with the Resch graces given and using the knowledge he had to better himself to make a go of life. Alex met and married Elizabeth “Betty” Resling. They wed at the Bloomfelt Church, Prelate, Sk. in September 1952. They were blessed with three daughters: Dianna, Theresa and Yvonne, two sons Gordon and Larry. Shortly after the girls were born Alex and Betty moved from Saskatchewan to two miles south of Hemaruka to work together and begin to build their own family farm. Alex usually was a man of few words, unless it was with good friends or at family gatherings where he shared a few stories and whole-hearted laughter. Alex was always ready to help a neighbour with any task needing to be done. Into his favourite brown truck and away he’d go! He loved to bug and josh his

grandkids over the antics they would get into. He also ensured that they knew where he stood, for or against the issue. Reminding them that he cared and was aware of the happenings. Once most all of the grandchildren grew old enough, the “karma” of most situations Alex would find himself in would be heard as well. There was never any doubt that farming and ranching was Alex. Organizing spring seeding started early February, after the calves were sold and before the first new calf crop arrived. Daily conversations about what, or if or when you fed cows, bedded bulls, chopped water holes, fixed equipment, cut off twines or checked fluid levels on tractors. Crop Program Coordinator responsibilities would include: Plan and organize projects.
