News Reporter They wear their bruises like symbols of honour, brandishing them with pride on faces, arms and legs. They show no mercy in the face of punishment, turning to meet their foes with a hip check or aggressive block. They are pierced, tattooed, fit and furious; and sister, do they ever have style! The girls of roller derby are in a league of their own: bastions of a countercultural sport that marries athleticism and fashion with just a touch of thumping rock music for good measure. To attend a roller derby game is to encounter an all-encompassing experience, as the ECA Review found out at the Stettler Agriplex on Saturday, February 22 when the Central Alberta Roller Derby Association (CARDA) travel team, the Missfits of Mayhem, played Fernie, BC’s Avalanche City Roller Girls. In two half-hour segments the teams battled it out, skating with spitfire intensity and boldly accepting strikes and blows with sage-like composure. The game ended in a 274 – 154 win for Avalanche City, but no matter the victor: roller derby holds it’s own as a standout entertaining watch and equally compelling play for those brave enough to enter the oval abyss.

Derby is a game of high intensity mobility and extreme contact that takes a few rounds to get the hang of. Five ladies skate counter-clockwise around an oval track, with one player from each team occupying a helmet with a star on it. Known as the ‘jammer,’ her task is to skate around the

Stettler hosts annual Community Service Awards for volunteers The County of Stettler No. 6 hosted the 2014 Community Service Awards dinner on Friday, February 21. Volunteers from the communities of Donalda, Big Valley, Endiang/Byemoor, Stettler, Botha and Red Willow were recognized at the ceremony. “Congratulations to all of the very worthy winners, and we thank them for the many volunteer hours put into their respective communities,” said County of Stettler Reeve Wayne Nixon. “Special congratulations to Joan Hennel, recipient of the Stettler Dodge Community Service Award for her work in the Linda Hall and larger community as well, and to Robert Erickson who received the ATCO Electric Arts, Culture and Heritage Award for his many hours of work on the Underwood Flying Machine.” 2014 award winners are : Stettler Dodge Community Service

Coronation Town Council presents certificate of recognition Katie Davis News Reporter
Former Deputy Mayor Bonnie Danylyshen was presented with an award for her service at the Coronation Town Council meeting on February 24, 2014. She received a certificate of recognition for two terms of service (six years) on Council, an engraved pen, a keepsake photograph and an area photograph of Coronation, as presented by CAO Sandra Kulyk and Mayor Mark Stannard. Former Mayor Dawna Elliott was invited to attend but was unable to do so.

Council approved draft procedural Bylaw 2014-622, which was presented with the clause added under section 11.8 that outlined the prohibition of recording council meetings with electronic video or audio devices unless properly authorized. Council was also presented with a draft
Utility Services Bylaw, which they approved in light of the sanitary sewer blockage concerns brought to the February 10 meeting. The Bylaw provided clarification on problematic infrastructure in concerns to town versus customer responsibilities. It was noted that up to the property line of a private property is the concern of the homeowner: an example used was if undershorts clogged a pipe, the clog originated from the homeowner and was therefore their responsibility to fix. However if a pipeline collapse or publicproperty tree root protrusion were to occur, for example, this would be the Town’s responsibility to remedy.

Democracy. Noun, defined by the Merriam Webster dictionary threefold: 1. A form of government in which people choose leaders by voting. 2. A country ruled by democracy. 3. An organization or situation in which everyone is treated equally and has equal rights. Democracy, then, is a free, fair and equal voting process to elect a democratic ruler. Sounds simple, doesn’t it? Except recently, it seems as though the Conservative Government nationally would like Canadians to believe the whole “everyone treated equally” thing is just a pesky formality to a more esoteric, opaque version of democracy they proffer. The proposed changes to the Canadians Elections Act, ironically titled the Fair Elections Act, Davis will effectively deny thousands of Canadians the right to vote by abolishing the vouching process. It will give partisan Government more direct control over Elections oversight and keep Canadians in the dark on potential electoral fraud. In essence, it will make a mockery of free and ‘fair’ voting in our Canadian democracy.
Vouching
Vouching is important for some who – due to reasons of immobility, age, living status – cannot make it to the polls. Vouching has been in effect for years and allows many to participate in the electoral process despite physical and other impediments to their mobility. With this new Act, the Conservatives are rallying against the practice; citing a reduction in fraud as their battle cry. Where are the statistics, data and factual evidence for fraud? The Conservative website entry labeled “Fair Elections Act – Cracking down on Voter Fraud” cites one report, the Neufeld report, as evidence of 25 per cent ‘irregularities’ in the 2011 polls

concerning vouching. This is used as evidence to propose scraping the practice entirely. Reading the Neufeld report itself demonstrates the actual number of ‘irregularities’ is cited at 1.3 per cent of all cases on election day of 2011 and ‘irregularities’ is never once defined as voter fraud. In fact, the major case study of an overturned election result due to so-called irregularities – that of Etobicoke Centre in Ontario – was attributed to administrative error largely, with emphasis by the report that the decision to overturn “was made on the basis that important procedural requirements had not been met, and not due to evidence indicating that ineligible voters had been permitted to vote.” So the case study of error wasn’t due to voter fraud at all, but administrative error. The Conservative website citing the report as evidence of vouching misconduct under the label of voter fraud is increasingly misleading: in fact, it’s lying. The report also noted that overly complex language is the cause of most voter/officer confusion. Would not simplifying the language make more obvious sense than scrapping the procedure outright and potentially violating constitutional laws? Instead of approaching the issue of possible fraud in an informed way and gathering more detailed data on this subject, the Government’s tactic is to abolish the procedure entirely without informed explanation. If they were serious about getting to the bottom of so-called fraudulent behaviour the Government could feasibly research the actual ‘fraud’ status of these voting techniques rigorously during the next election to ensure true, concrete data exists to support the theory that voter fraud is at work with the vouching system. But then again we do live in a Canadian democracy, where legally-binding changes are tied to subjective time-frames, not indisputable evidence. Fair, eh? Part two of this opinion piece will appear in next week’s paper.

Superintendent John Bailey presented student-based research information received from Joanne Steinmann at the University of Calgary at the Clearview Board Meeting on February 13, 2014. This research will be posted on the division website at http://www.clearview.ab.ca/ Stettler_Schools_Study. The research concluded that success for students has more to do with the quality of instruction and the establishment of meaningful relationships than with the grade configuration in a particular school. The board will be carefully considering how to proceed with the Stettler Schools Study at future meetings.

Stettler Town Council agreed to enter into a contract with Urban Dirtworks to complete the sewer main project at 55 Street Lane during the Council meeting on Tuesday, February 18. The project revolves around the deteriorating main on 55 Street; an important distribution line from the south east part of Stettler to the Lift Station. The history of the project was laid bare in a document provided to council. The document outlined the tumultuous journey between the Town and Wally’s Backhoe Service that ultimately fell through with the project not being completed and $232,600 spent on the contract, with extras paid to contractor and engineering fees. While deciding how to legally proceed with Wally’s Backhoe it was advised that construction completion be implemented. This being said, the document noted that due to the soil conditions high tender values were to be expected and a reliable and competent contractor would need to be located. Ultimately Urban Dirtworks was recommended for it’s history of reliable service with the Town to complete the project, with a relocation of $275,000 from the 2014 MSI funding to cover the overage costs.
Skate park
A document from Lee Penner, Director of Parks and Leisure Services for the Town, was provided to Council outlining the new Skate Park revised pricing. Mike Lawlor of the Skate Park Association (SPA) outlined and discussed the document with Council, beginning with pricing considerations. The pricing revision was based upon tests Parkland Geo conducted at the skate park site, which determined a layer of organics at one metre and half a metre that would require being stripped out for fill to be returned and compacted. Estimated cost of this endeavor would be $33,400, which was above and beyond the original Phase 1 capital budget commitment of 369,256.08. Options for pricing were laid out threefold. Option one included a completion of phase one in three distinct segments: the bottom portion of the heart-shaped
park (Phase 1A), the top portion (Phase 1B) and a separate skate area (Phase 2), each with distinct features. It was recommended that the most activity value would go into proceeding with Phase 1A and Phase 2. The second option was to wait for the SPA to complete necessary fundraising, thus pushing the park construction to fall. Option three was to borrow the money for the SPA to begin the project in the spring. Items considered in the ensuing discussion included donations from the public and local business/groups as central to the Park’s realization. It was noted by SPA representatives that paramount to the Skate Park’s success was a continual dialogue with the public – ensuring they were aware that things were progressing. This included keeping the public abreast on the planning stages and keeping them informed through the SPA web presence. It was queried whether or not the County of Stettler had provided any funding and Lawlor answered that they had not. To this, Councillor Darcy Bachman quipped that he found it “grossly gross” that nothing was being offered by the County. It was agreed that the draw of County youth to the park would be sizable and that widespread support was found in discussions with children within County communities. “Sixty per cent of the County lives within 20 miles of Stettler. Where do they recreate? In Stettler,” said Mayor Dick Richards. Ultimately Richards recommended the Skate Park Association approach the County with concrete numbers for required dollars and requesting in-kind donations as a more viable method of stating their case.

Of the appointment, Mayor Richards said he was thrilled to have Switensky lead the team for the next decade.

The decision to join under the CARDA was fueled by a desire to see more routine game play, as the league currently hosts five teams: the Rez City Rollers (Wetaskiwin), Vexy Beasts (Lacombe), Mia Dolls, Misfits of Mayhem and Stettler’s Heartland Rollergirls. “Under CARDA we can plan out our seasons and games,” said Sylvester. “We’ve got an amazing pool of talent, experience and training for everyone involved.” For Sylvester, the appeal of the game hit from the onset. Viewing a match on television five years ago, she felt a fellowship with the derby women and saw that it could fit into her busy life as a new mother. “In the video it was a team being interviewed and one of the interviewees was a mom,” she noted. “I had really young kids at the time and I realized this was something I could do in my free time. It clicked in my head like, moms can do this.”

How to make financial cutbacks For the thousands of people who have succumbed to economic woes, adjusting financial strategies has become a necessity. Downsizing financially could be the key to staying afloat or a temporary measure that helps individuals make it through the economic rough patches. Although many people are programmed with the mentality of acquiring many material things and having the biggest home on the street, when money is tight, it could be time to reassess values and make some cuts wherever possible. • Consider renting. It could be a better financial decision to sell a home -- even if it won’t yield what it could a few years back -- than hold on to a home you can’t afford. Homes are expensive, with some of the biggest expenses going toward maintenance and upkeep. In a rental situation, a landlord is responsible for maintaining the property, saving the renter money. A smaller residence also means less spent on heating, utilities and furnishings. • Cut out luxuries. It is not uncommon for a modern household to have several mobile phones, multiple televisions with cable hook-ups, DVR capabilities, and three or more cars parked in the driveway. When financial times are tough, it’s time to start weeding through the items that are nice to have but not
wholly necessary. Consider cancelling cable, or at least reduce the mega-package to one that’s more economical. Some extracurricular activities, such as gymnastics or karate lessons, may have to be temporarily curbed as well. • Sell what’s not used. Homeowners can take the time to go through their belongings and make piles of items that are seldom used but in good working order. These can be sold in yard sales or even via online auction sites. • Stop dining out. It’s possible to cook and enjoy food for a fraction of the cost of dining out. One of the easiest ways to save money is to curb spending on breakfasts, lunches and dinners away from home. Also, those $3 cups of gourmet coffee can quickly add up. Storm finishes fourth by B.J. Avramenko On Saturday, February 15 the Stettler Redcore Enterprises Storm women’s hockey team headed north to play Lac La Biche. The Storm were missing five forwards and goalie Lindsey McKinnon became ill less than one hour before the game. McKinnon dressed as there was no back up goalie available and one defensive pairing was forced into the unfamiliar role as wingers for the game. Lac La Biche opened the scoring less than two minutes into first on a goal scored by Jayden Draney. Stettler tied the game on a deceptive shot taken by Jessie Anderson with the assist going to Sarah Mrazek. Despite being out worked Lac La Biche took a one goal lead in the second period when Kallee Cardinal slid one past
the ailing Storm goalie. In the third Stettler continued to skate hard but the girls could not get anything past the Lac La Biche goalie Jessica Desarlais. Lac La Biche added another goal scored by Shaina Handel. Then Kallee Cardinal scored her second of the game on the power play with just 16 seconds left on the clock. Giving them a four to one victory. The Storm were scheduled to play their last regular season game against the Cold Lake Jaguars on Sunday, February 16. The Jaguars were forced to forfeit due to an injury sustained by their goalie the day before. Tyra Ganser was given credit for the goal. The Storm finished fourth in league standings and will play the first round of the play offs against the Provost Blades.

Coronation played host to the CARA bonspiel on Thursday, February 20 at the Coronation curling rink. Despite a competitive pool of teams, the winners of the bonspiel were the Bignell team from Erskine. They defeated the Tanner Eno rink (Keir Heidecker, Morgan Leuck and Becka Schmidt) of Coronation in a close final with a score of 5 - 4. The Eno rink received the silver medal.
In third place was the Koryn Duncan team (Erin Brown, Josh Kubinchak and Teren Gerber)of Coronation. They defeated the Quinten Golby Brownfield rink of Lucas Richardson, Rayel Copan and Aimee Caseley. The game was tied and required a draw to the button to determine the winner. Koryn Duncan was closer to the button by one inch for a spectacular win.

Local youth participate in Provincial Curling Three local curlers from Coronation participated in the Curling Provincials in Vermilion the weekend of February 22, 2014. Brad Schroeder represented Camrose Augustana men’s, Brandon Brown represented Augustana mixed and Taylor Eno represented Red Deer College (RDC) ladies. The men’s team lost in the bronze medal game after a match coming down to the last rock against Grant MacEwan. The mixed team were awarded silver after a game against the Olds Broncos, coached by Barb Dixon (Dawson) formerly from Coronation. RDC won the bronze in a close game that was tied after seven. This advanced the Eno and team to participate in the
Nationals to be held in Sault St. Marie March 18-22, 2014. Coronation was well represented by these three young curlers.

Where have all the cows gone? Agri-News There are many reasons why the Alberta cow herd has decreased over the last 10 years. One factor is that many older producers have now retired and they have sent the cows to town. “Economic pressures since BSE have resulted in many producers selling their herd and breaking-up pasture and hay land to grow annual crops to improve their on-farm cash flow,” says Barry Yaremcio, beef and forage specialist with Alberta Agriculture and Rural Development. “Some producers are working off farm, either part-time or full-time, to support their operations and are not around enough to manage a cow herd. In other cases, difficulties with hiring labour to work on the cattle operation have either resulted in some herds reducing numbers or being sold off completely.” The size of the Alberta (and Canadian) cow herd is smaller than what it was 10 to 15 years ago. Alberta’s cow numbers peaked in 2005 at 2,187,000 cows found on 28,718 farms and ranches. In 2006, the Agricultural census reported that cow numbers in Alberta dropped to 2,032,018 on 25,479 farms and ranches. By 2011, the number of cows had dropped to 1,558,700 cows found on 18,944 farms and ranches. This is a 23.3 per cent decline in the number of cows in the province and a 25.6 per cent reduction in the number of producers who had cattle on their farms. Interestingly enough, over the 11 years in question, the average number of cows in a herd increased from 68 to 82 cows. “The municipalities that saw the largest drop in cow numbers and producers were in the Black soil zones of the province,” says Yaremcio. “In the Black soil zones, north of Calgary to Edmonton and east of Edmonton to the Sask. border, we saw cow numbers drop from 711,834 to 444,657, or 37.5 per cent, from 2001 to 2011 and the number of producers who indicated that their primary source of income from the beef operation dropped from 10,254 to 6338, or 38.2 per cent. During this period, the average cow herd size in these regions stayed stable at 70 cows.” In the Peace River District of the province, in the Dark Grey soil zone, cow numbers dropped from 187,722 in 2006 to 129,050 in 2011, a reduction of 36 per cent, and the number of producers from 2,643 in 2006 to 1,896 in 2011 for a drop of 28.3 per cent. The average herd size dropped from 71 cows to 63 cows. The Brown Soil zone saw an increase in cow numbers from 310,623 head in 2001 to 360,714 in 2011 for an increase of 16.1 per cent, and the herd size grew from an average 83 cows to 134. However; the number of producers dropped 20.4 per cent; from 3,748 to 2,697. “To illustrate the change in cow
numbers and the number of producers in each county, Alberta Agriculture has put together a number of maps that illustrate the changes from 2001 to 2011,” says Yaremcio. “The census data was compiled by Marion Harry, research assistant, and the maps were developed by Guangzhi Liu, senior business and research analyst. Maps and a statistical chart have been posted to Alberta Agriculture’s website. time will tell! Grain prices have come down and grain movement is slow, and these factors will narrow the income differential between grain and cattle. Even though beef prices are the strongest in recent history, heifer retention as reported by Statistics Canada is slow to happen and the Alberta and Canadian herd has not gone through a rebuilding so far. With the wide price differential between steers and heifers, this might be the trigger needed to see herd expansion. The July 1 cattle inventory numbers should give us a better picture of what is happening.”

Winter feed testing by Alberta Farm Animal Care It’s a warning to producers: up to onehalf of Alberta’s hay supplies may be of lower quality. This could be a problem for cattle producers leading up to calving time and Barry Yaremcio, Beef and Forage Specialist with Alberta Agriculture and Rural Development, warns that protein levels in a lot of hay that was cut late or damaged by rain over the summer, is testing 25 to 30 per cent lower than normal. He acknowledges this should raise alarm bells. “At calving time lower protein content in the ration will reduce feed intake and the amount of nutrients the animals are
able to consume on a daily basis,” Yaremcio said. “Therefore, the cattle are going to get skinny and have some real problems come calving time. I’m getting calls on a regular basis and I’d say about 25 - 50 per cent of the hay this year is of lower quality than what the physical appearance will show.” Yaremcio feels feed testing is critical. “Spending 50 or 60 dollars might save a lot of grief in the long run. If you’re not sure what’s going on with the animals, get a second opinion. Call a neighbour, friend or veterinarian,” said Yaremcio. Contact the Ag Info Line toll- free in Alberta at 310-FARM.

Year old hay... is it a good deal? Agri-News Each year, as spring approaches and hay stocks begin to dwindle, hay prices take an upward swing. It also means that some year-old stored hay comes on the market. “Producers purchasing hay need to take the time to feed test hay that has been put-up for a year or more before making the purchase,” says Barry Yaremcio, beef and forage specialist with Alberta Agriculture and Rural Development. “While the feed may have initially been put up very well, sitting in the yard or field for an extra year has likely changed the feeding outlook of the forage. “Hay is a perishable commodity that deteriorates when exposed to weather. Time is a factor. For example, 90 days after cutting, the vitamin precursors’ loose “strength” and animals will require supplementation. The fat soluble vitamins A, D, and E are the first nutrients to oxidize. Injecting or feeding vitamins 90 days after animals are taken off fresh forage is necessary until they are put back on pasture the following spring.” Bales that are stored under a shed, covered or wrapped in plastic do not deteriorate over the winter as much as hay stored outdoors. A feed test in the spring, compared to the results from the previous fall, would likely show the protein, fiber (energy) and mineral content of the hay stored under cover to be very similar. This is not the case for hay that is stored outdoors,
uncovered and on the ground. “In a 6-foot diameter round bale, 27 per cent of the bale weight is found in the outer five inches of the bale,” says Yaremcio. “For every inch of rain, 180 pounds of water will land on the bale. Some will run off, but some will enter the bale. When the exterior of the bale is rain soaked and is exposed to weather, it rots.” More weather damage occurs to legume hay compared to grass hay. Applying twine at 4-inch spacing reduces moisture entry into the bale compared to bales with twine at 8 inch spacing. Net wrapped bales shed rain better and have less damage than bales tied with twine. Bales wrapped with solid plastic have the least amount of damage. A denser or tighter bale sheds more water than a looser bale. As well as reduced bale weights, molds and bacteria can use up the best nutrients in a bale. The soluble proteins and highly digestible sugars are consumed leaving off-coloured moldy feed, which reduces the feeding quality of the hay. Also, weather damage can increase the indigestible fibre levels in hay by 5 per cent or more and reduce energy levels by similar amounts. “Because of possible quality reduction, the best advice is to feed test – even if you see last years’ feed test results, re-test the hay before purchasing and/or feeding,” says Yaremcio. “For that year-old hay, when exposed to the elements, damage occurs. Digestibility of the
outer 5 inches of the bale is reduced by 20 per cent. Overall forage digestibility in a round bale is reduced by 10 per cent. If the hay is kept over for a second year, additional weight loss occurs and digestibility is reduced even further. In some situations, this older hay could be no better than feeding cereal straw.” If you expect this older feed will be the majority of this years’ feeding program, protein and energy supplementation will likely be required to meet animal requirements. As a guideline, hay made in 2012 should not be more than 25 to 30 per cent of the forage in the ration for cows in early- to mid-pregnancy, and 15 to 20 per cent in late pregnancy. Depending on quality, year old hay may not be suitable to include in lactating cow or newly weaned calf rations. To come up with a fair price when buying year old hay: • weigh the bales – do not use average weights from last fall • take a representative sample and test the feed – does the quality meet your needs • price should reflect the 10 per cent reduction in digestibility for hay that was stored outdoors – if the cows cannot digest the hay efficiently, more nutrients end up in the manure • compare the price of year old hay to greenfeed or straw – pay according to quality not forage type

Understanding EPD percentile tables is important By Kris Ringwall, Beef Specialist North Dakota State University The discussion of how to utilize breed association expected progeny differences (EPDs) by setting individual goals requires that producers understand how bulls are positioned within the breed association’s data set. For example, if a producer is looking at a Simmental bull, then go to the American Simmental Association’s website (simmental. org) and click on the “Industrial Science/Tech Advancement” tab. From there, hover on the “Genetic Prediction (EPD)” box and scroll down to the “% Tables/Breed Avg.” tab. Click on the box and select the desired cattle type. The Dickinson Research Extension Center is using purebred Simmentals, so we would click on “Purebred Simmentals” to see the 2014 purebred Simmental percentile table, then print the table. The table for other breeds will be about the same but different labeling on their websites. Step two is to get a colored highlighter pen and prepare to decide what level of performance one wants to select when buying a bull. For example, one can decide to ask to see the EPD value rankings for a particular trait much like one would ask to see the miles per gallon rankings for a specific car model to compare with other models. A simple way to deal with the table is to decide on what level of performance one wants to shop for. For example, the center desires
that the Simmental bulls simply rank in the upper 50 percent of the breed for the desired traits. Therefore, locate 50 percent on the left-hand side of the percentile table and read across the table to determine the EPD value for each trait printed in the sire summary that would rank a bull at the 50th percentile within the breed. It sounds complicated but it really isn’t. Now take the colored highlighter pen and draw a line across the table at the 50 percent line. Now you have highlighted the EPD value needed to rank a bull at the desired 50th percentile within the breed. By looking at the numbers above the line, one knows the EPD values of the bulls ranked within the upper 50th percentile. So the performance of the bulls is unveiled, which is what we are searching for. As the center buys bulls, in this case Simmental bulls, the center uses the same process. The center focuses on five traits within the Simmental breed - birth weight, weaning weight, yearling weight, marbling score and rib-eye area - and sets a goal that the average value for herd sire EPDs should meet or exceed average EPD values. Using the process described above, the purebred Simmental breed average (50th percentile) birth weight is 2.2 pounds, weaning weight is 64.2 pounds, yearling weight is 93.2 pounds, marbling score is 0.13 and rib-eye area is 0.76 square inch. The center’s registered herd bulls that were born in 2011 and
2012 and utilized during the 2013 breeding season did not meet all of the goals for individual traits. The center’s sire averages were birth weight 1.5 pounds (goal met), weaning weight 59.6 pounds (goal not met), yearling weight 80.1 pounds (goal not met), marbling score 0.15 (goal met) and rib-eye area 0.88 square inch (goal met). As the 2014 breeding season approaches, the center has retained one of the 2012 bulls and replaced the rest of the bulls with four bulls that were born in 2013. Current herd bull averages for birth weight are 2.2 pounds (goal met), weaning weight 78 pounds (goal met), yearling weight 109.9 pounds (goal met), marbling score 0.07 (goal not met) and rib-eye area 0.99 square inch (goal met). These current sires are reflective of a desire to meet the center’s goals but also the reality of buying bulls. A review of the EPD values reveals that the center has increased birth weight slightly while increasing weaning and yearling weight significantly. Unfortunately, along with the increased growth in the current sires, marbling decreased but ribeye area increased. Three traits moved in the right direction but one did not. Birth weight changed but, arguably, not in the right direction (it went up). However, it remained at the breed average and is acceptable. Marbling will need to be improved in the future. The current Simmental bull pen should provide the genetics to fit the cows
